Abstract:
Main goal of this work is the analysis of the interaction of participants of freight forwarding activities. Research methods included analysis of scientific literature, theory of systems and systems analysis, methods of induction and deduction. As sources of information used and applied work of fundamental importance known foreign and local scientists and regulatory and legislative documents of Ukraine for the state transport policy. In the article the basic interactions of participants of freight forwarding activities. Classified components freight forwarding services. Assign the concept freight forwarding system and its aim. Established element and forms of cooperation in the freight forwarding system. The main task of forwarding companies are organizing, coordinating and ensuring the delivery from shipper to consignee. Freight forwarding company responsible for the timely delivery of the goods on the condition of preservation of the quantity and quality specified time conditions. Currently used methods are uneffective decision-making, leading to losses. These circumstances require improvement methodology management of freight forwarding companies. This is possible only using modern mathematical methods and information technologies that will improve the operation of freight forwarding companies. The article presents a theoretical exposition of the basic processes of interaction between participants in freight forwarding system. The article may be of interest to specialists of freight forwarding companies.

Abstract:
Purpose: To justify the use of a digital platform at organization of rail freight transportation, allowing to minimize transportation costs, delivery time, time loss at all stages of lifecycle and to simplify significantly the access to infrastructure facilities. The given study confirms that the introduction of advanced digital technologies into intermodal freight transportation system contributes to the effective interaction between railway companies, seaports and regulatory authorities. Methods: Analytical methods of reporting data of Asian and European railway companies — members of International Railway Union, Russian and foreign forwarding companies as well as data of Russia Federal Customs Service and foreign customs authorities are used. Results: The procedure for documentation electronic processing, using mobile workstations, is systematized, the effects from creation of pilot freight transportation are determined, the importance of the expansion of digital environment of trust between participants in intermodal freight transportation — railway companies, seaports and regulatory authorities — is substantiated. Practical importance: The obtained results have an applied character since they propose and justify a number of measures aimed at stirring up of electronic interaction of cargo transportation process participants.

Abstract:
<em>The article is devoted to the problem of formation of multimodal transport ecosystem in Ukraine and reveals features of mutual relations of participants of the logistic service market in the digital economy conditions. In the process of the study, the fragmentary and multi-vector nature of the existing regulatory and legal support of logistics activities in Ukraine, freight forwarding and transportation of goods by different modes of transport were determined. The conclusion is made about the need for legislative support of multimodal transportation, taking into account environmental requirements and current trends in the digitalization of the logistics business to ensure the delivery of goods &ldquo;door to door&rdquo;. The necessity of an ecosystem approach to the development of the concept of multimodal transport development and ensuring the partnership of market participants in order to create an integrated multimodal service is proved. The structure of the multimodal transport ecosystem in Ukraine is proposed, which provides the possibility of vertical and horizontal interaction of market participants, standardization of logistics processes, unification of cargo batches and automation of procedures related to document management in a single information system. Based on statistical analysis, the main problems and opportunities for the development of multimodal transport in Ukraine have been identified. It is concluded that the removal of existing barriers can be a powerful stimulus to improve the quality of multimodal logistics services and will realize the transit potential of Ukraine.</em>

The paper examines the role of international globalization, transport processes and transport and forwarding activities in the development, implementation and implementation of sales contracts at the national and international level, in the evolution of trade and other counterparty relations in business. The main core of the article is the substantiation of the essence and role of TEK in the development and formation of market mechanisms, the economic system, trade relations and the transport system in general, creating favorable conditions for the implementation of activities in other sectors of the economy, developing the infrastructure of the country's economic sectors. Within the framework of the study, the main reasons and prerequisites for the emergence of transport and forwarding companies are determined, the influence of TEK on the efficiency of logistics processes on the international market is outlined.The main factors for the separation of transport and forwarding activity into a separate type of business activity are determined and the ways of choosing effective logistics chains, taking into account the cost, material and technical and time components, are proposed. The economic feasibility of using such specialized logistics structures as transport-forwarding companies and logistics providers is substantiated.The article outlines the main features of transport and forwarding services, defines their structure and pays attention to business processes in transport and forwarding activities. As an emerging foreign trade model, crossborder E-commerce is booming. This foreign trade model shortens the distance between products from manufacturers to foreign consumers and reshapes the value chain of foreign trade. However, because buyers and sellers use virtualization. Negotiations and consultations on the platform may also involve the participation of freight forwarders and the services of shipping companies, which increases the uncertainty of the transaction process and results. How to efficiently and confidentially transfer information to each other is the main idea and goal of this paper. Foreign buyers, domestic sellers, shipping companies, and freight forwarding companies are independent entities. Due to common transaction events, the interaction between the four parties has been promoted. However, independent information systems cannot exchange information (or content) with other entities. Based on this point, our goal has formulated an integrated freight forwarding program.

Abstract:
The issue of creating international legislation capable of regulating the sphere of forwarding has been considered for quite a long time. The actively expanding volume of services provided by freight forwarders and the increasing blurring of its role and area of responsibility create problems in the mutual understanding of the participants in the client– forwarder – third party chain. The main obstacle to the implementation of an international legislative act is the difference in the laws and customs of individual countries. To identify these differences, the authors analyzed such factors as the range of services provided by the forwarder, the conditions of access to the forwarding market, the type of representation used by forwarders in the contract and the definition of the boundaries of the forwarder's responsibility to the client. The analysis was carried out by studying national legal acts regulating the field of forwarding, as well as the general conditions of forwarding applied by members of national associations of forwarding and logistics in countries with a civil law system. The greatest difference was revealed in the field of conditions of access to the forwarding market, while the functionality of the forwarder, the types of representation used and the limits of responsibility of forwarders from different countries did not indicate any big differences. The result of the work is the conclusion that there are no critical differences in the work of freight forwarders of countries with a civil law system that can hinder the unification of forwarding conditions.

This article examines types of informational technologies application problems, shows their scheme, observes basic data structures of technological problems, principles and methods of modeling these structures. It is noted that the solution of transport technology problems is based on the improvement of technological supply, the rational usage of informational modeling methodology of the whole transportation process. There are informational search and presentation computerized technologies when indexation and coding system are used to create them. As an example, dangerous freight forwarding resolution codification is shown, which is used for searching the most important resolutions and for their presentation to all the dangerous freight-forwarding participants. The present informational search and presentation programs that improve the possibilities of the presented search are observed as well.

Abstract:
This research emphasises the transformative power of digital solutions in Lithuanian forwarding companies, addressing the necessity for a systematic risk assessment to optimise processes and mitigate associated risks. The survey indicates an increasing adoption of digital solutions, with around two-thirds of companies already utilising them. A case study employing the AHP method identifies three key digital solutions: invoice automation, waybill digitisation and blockchain. A combined solution called a “document flow and management system”, showed significant potential for time and cost savings. Three risks – synchronising participants, employee resistance, and a lack of specialists – are identified as having the highest overall assessment and were selected for further analysis while implementing the prioritised digital solution. The expert evaluation identifies employee resistance as the most probable risk, posing potential significant losses in the initial post-implementation phase. Although issues with synchronising participants could yield similar losses, experts view this risk as less probable than employee resistance. After the AHP analysis, it was decided to evaluate the current information and document flow process, in other words, to optimise the process. The optimisation results show that freight forwarding companies could reduce document management time by up to 59%.

Abstract:
The article deals with the issue of the expediency of identifying the criteria for the evaluation of international logistics freight forwarding organizations in the conditions of the rapid development of the Ukrainian furniture industry. The purpose of the research is to establish criteria for the evaluation of international logistics freight forwarding firms in view of the existing prospects in the development of the furniture industry in Ukraine and its definite orientation towards foreign economic activity. The object of the research is a logistics enterprise on the Ukrainian furniture market in a chain of international cooperation and interaction. The methods used in the research. The methodological basis for the study is the system of scientific methods used in the complex to achieve the goal and solve the tasks. The dialectical method made it possible to substantiate the causal relationships in the process of positioning a logistics company in the Ukrainian furniture market. The historical method has been used in the study of historical experience of the chronology of events and facts on the Ukrainian furniture market. In order to obtain research findings, also general scientific system and logical methods are used. The international conventions of bilateral treaties, legislative acts of Ukraine, reference books became the empirical base. The hypothesis of research. There is no unambiguous view on the problem of forming a single set of criteria for the assessment of international transport logistics intermediaries, therefore consideration and study of the peculiarities of the assessment of such elements of the international supply chain is open and necessary for the improvement of the activity of Ukrainian furniture enterprises. The statement of basic material. The factors that led to the activation of foreign economic activity at furniture enterprises were considered. The role and main advantages of using international forwarding intermediaries are established. The main shortcomings in the criteria sets in the existing methods of estimation of transport and logistics organizations are revealed. The originality and practical significance of the research is to offer evaluation criteria in the process of selecting potential international logistics freight forwarding partners, which should be observed by furniture companies. The expediency of using the proposed criteria was substantiated in order to facilitate the process of selecting potential transport and logistics partners for doing business in the furniture industry. Conclusions of the research. The direction of the Ukrainian market for the "conquest" of foreign markets, necessitates the improvement of existing methods for assessing the level of quality of international transport operations, helping management of logistics companies and clients to optimally assess the degree of service effectiveness, the level of satisfaction of customers, identify the weak and strong points within the framework of this activity , and adjust in accordance with this management system and innovate.

Abstract:
The aim of the article is to highlight possible ways to improve the activities of transport and forwarding enterprises in the context of the development of information technology. In the course of the study, it was found that in the scientific sphere there is an active coverage of the introduction of information and innovative technologies in the field of transport and forwarding activities and it is emphasized that the dynamic and rapidly changing environment requires additional and constant updating in accordance with the latest trends. It is determined that the basis for the development of transport and forwarding activities is the growth of international trade and the expansion of the e-commerce industry around the world. The structure of export-import operations of Ukraine for 2023 is presented and it is noted that, in accordance with the current legislation of Ukraine, forwarding services are provided to the client for export, import, transit, as well as for domestic transportation through the territory of Ukraine. The services that can be provided by transport and forwarding enterprises are directly allocated, and the specifics of their activities are described. International organizations (UNCTАD, FIATA) are presented, which were among the first in the market to focus on the importance of introducing information technology in order to create a single international data exchange system for all participants in the transport and logistics market. The advantages of creating a single information space and digitalization of business processes of transport and forwarding enterprises are indicated. The latest trends in the international freight transportation market, which have simplified the procedures for issuing transport and accompanying documents due to their digitalization, are highlighted. The directions of use of blockchain technologies in the field of management of transport and forwarding enterprises are considered. It is determined that today not all enterprises are ready for the introduction of modern information technologies, which is caused by the outdated management culture, technological barriers, etc.

Abstract:
The paper analyzes this day state of development and current trends in the forming of a rational scheme for servicing cargo delivery orders within the framework both individual enterprises and transport on the whole. It’s allowed to form the main purposes of the study this article. The scientific works about the cargo delivery improve-ment by the freight forwarding enterprise focus on the development of effective interaction between the process participants, but they don't consider possible changes in the execution of technological operations under the impact of relevant factors. It has been determined there is a need to choose a methodical approach to form a rational order servicing scheme to further reduce the cost of cargo delivery and accordingly to increase the profits of freight forwarding enterprise. Seven alternative schemes of servicing the order for the cargo delivery by the freight forwarding company have been proposed. They take into account the possible combinations of the relevant operations list execution that accompany the transport process organization and realization. The process of choosing a rational scheme for the cargo delivery is guided by the maximum profit and considers the established parameters, such as: the customer service scheme, the transportation distance, the volume of cargo. In order to obtain the most reliable data on the parameters of the transport process, the required number of observations has been determined; it amounted to 127 observations of the volume of shipment, and 142 ones of the delivery distanc-es. The developed plan of full-factorial experiment allows to adequately assessing the effect of initial parameters (a shipment volume and a delivery distance) on the efficiency criterion (an enterprise's profit). The model's reproducibility check was performed with use Cochran's criterion, that was amounted 0.9779; it means the experiment can will be reproduce. According to certain assumptions, values of initial data and duration of operations that were performed by the enterprise, it has been calculated the values of the elements of the estimation indicator – income and expenses for each scheme of service, as well as the efficiency criterion – the profit. On the basis of the regression analysis of the experiment's results, a regression model in linear form with a non-zero coefficient has been determined, in which each coefficient indicates the respective factor influence quantity on the resultant indicator – the profit. It is found this model is the most adequate because the value of the "R-square" is the largest and equal to 1. The results of the profit determination showed that the highest level of the indicator is achieved when servicing the order for cargo delivery of 21.45 tons for a distance of 1817 km according to the scheme service № 5; it is the least costly in terms of number of services, time of work execution, when the vehicles and handling machinery are used effectively enough. In this case the company makes a profit of 28951.86 UAH, which is many 26292.69 UAH than servicing the order the existing in the enterprise scheme № 2. Сделаны выводы о наличии специфического для транспортных организаций вида издержек, природа которых аналогична трансакционным издержкам. Предложен вариант оптимизации таких издержек. The article describes some institutional aspects of the interactions between shippers, railway transport and sea terminal operators. There are studied the methods used to ensure the maximum performance of the system under conditions of partial uncertainty. Conclusions are drawn about the presence of a type of costs specific to transport organizations, the nature of which is similar to transaction costs. A variant of optimizing such costs is proposed.

Введение. В совокупности исследованных учеными представлений о развитии логистических цепей поставок, раскрывающих их сущностные характеристики, важнейшее место занимают транспортно-экспедиторские услуги (ТЭУ). Эти услуги связывают с дополнительными по отношению к транспортировке функциями, являющимися неотъемлемой частью перевозочного процесса. Специализированная транспортно-экспедиторская деятельность, как правило, выполняется по поручению и за счет грузовладельца при организации доставки грузов. Логистическая (поточная) форма организации товародвижения обнаружила необходимость развития представлений о характере требований, предъявляемых к качеству ТЭУ. Материалы и методы. Основу исследования составляют концепции общей теории логистики, а также специальные направления, такие как государственная и сервисная логистика. В качестве методологических инструментов использованы аналитические методы, включающие системный подход к проектированию логистических цепей, а также методы сравнительного анализа различных моделей транспортно-экспедиторской деятельности. Также в исследовании применялись методы количественного и качественного анализа, что дало возможность оценить эффективность существующих логистических систем и выявить ключевые факторы, влияющие на оптимизацию процессов доставки и распределения. Эмпирическая база исследования включает в себя данные, собранные через вторичные данные из статистических отчетов и исследований, что позволило обеспечить комплексный подход к анализу исследуемой проблемы. Результаты исследования. В данной статье показана возможность расширения качества ТЭУ с помощью логистики и управления цепями поставок. Цепь поставок объединяет экономические потоки, процессы и совокупность элементов-звеньев: производителей товаров (работ, услуг), поставщиков, посредников, для сотрудничества и эффективного управления системой товародвижения на принципах деловой логистики. Связанность участников цепи поставок во многом зависит от уровня организации ТЭУ. Несмотря на то что связанность и сбалансированность деятельности участников цепи поставок обусловлена необходимостью комплексного подхода к организации транспортно-экспедиторских услуг, реальная ситуация в этой сфере требует значительного улучшения. Обсуждение и заключение. В исследовании сделан акцент на комплексном подходе к организации ТЭУ в цепи поставок. Рассмотрен набор инструментов, направленных на повышение эффективности ТЭУ. Показано, что логистический инструментарий в совокупности с пакетной организацией ТЭУ способствует успешному решению задач транспортировки. Дополнительные ТЭУ повышают ценность и результативность транспортировки, создают конкурентные преимущества для каждого конкретного участника цепи поставок и всей системы товародвижения в целом. Introduction. In the totality of the ideas studied by scientists about the development of logistics supply chains, revealing their essential characteristics, the most important place is occupied by freight forwarding services (TEU). These services are associated with additional functions in relation to transportation, which are an integral part of the transportation process. Specialized freight forwarding activities, as a rule, are carried out on behalf and at the expense of the cargo owner when organizing the delivery of goods. The logistic (flow) form of organizing the distribution of goods revealed the need to expand the understanding of the nature of the requirements for the quality of TEU. Materials and methods. The basis of the research is the concepts of the general theory of logistics, as well as special areas such as public and service logistics. The methodological tools used were analytical methods, including a system approach to the design of logistics chains, as well as methods of comparative analysis of various models of transport and forwarding activities. The study also used quantitative and qualitative analysis methods, which made it possible to assess the effectiveness of existing logistics systems and identify key factors influencing the optimization of delivery and distribution processes. The empirical base of the study includes data collected through secondary data from statistical reports and studies, which allowed for a comprehensive approach to the analysis of the problem under study. Research results. This article shows the possibility of expanding the quality of TEU with the help of logistics and supply chain management. The supply chain unites a set of elements-links by economic flows and processes: manufacturers of goods (works, services), suppliers, intermediaries, for cooperation and effective management of the system of distribution of goods on the principles of business logistics. The connectivity of supply chain participants largely depends on the level of organization of the TEU. Despite the fact that the coherence and balance of the activities of the supply chain participants is largely due to the need for an integrated approach to the organization of freight forwarding services, the real situation in this area requires significant improvement. Discussion and conclusion. The study focuses on an integrated approach to the organization of TEU in the supply chain. A set of tools aimed at improving the efficiency of TEU is considered. It is shown that logistics tools in conjunction with the package organization of TEU contribute to the successful solution of transportation problems. Additional TEUs increase the value and efficiency of transportation, create additional competitive advantages for each specific participant in the supply chain and the entire distribution system as a whole.

It is expressed through transport gain - a potential reduction in the route of transportation of products compared to the initial transport scheme. The main task of logistics solutions in the freight forwarding system is to ensure the efficiency and flexibility of the vehicle management system. At the same time, the interaction of management bodies from the beginning of creation of the goods to the moment of unloading to its customer must be established. In order to achieve the goal of transport logistics - to fulfill deliveries on the specified conditions in the appropriate quantity, quality and within the stated time, it is necessary to dwell on the issues of operational management of transport and logistics activities. In the course of scientific research it was determined that in modern conditions the productivity of the production enterprise is largely influenced by transport costs. Therefore, there is a need to optimize traffic flows. The structural-logical scheme of the process of choosing the resource-saving technology for the organization of cargo transportation in small lots in the city connection for the meat processing enterprise is proposed. Such a mechanism will ensure compliance with the key rules of logistics and further enhance its own fleet of vehicles.

The article discusses the development of the transport and logistics business of the Russian Railways Holding Co., presents the organizational structure of the transport and logistics business of the Russian Railways Holding Co. with the aim of distributing functions between business units and organizing the management system. In order to ensure long-term sustainable development of the transport and logistics business of the Russian Railways Holding Co., technical solutions have been proposed aimed at increasing the efficiency of development of the transport and logistics business of the Russian Railways Holding Co. A comprehensive analysis of external influence factors and the external environment was carried out, including the trends in the transport-and-logistics services (TLS) industry and global macroenvironmental factors that make it possible to predict the development of the Russian and global economy through the integration of new regions in the long term of domestic transportation, which will grow by an average of 0,8 % per year to 919 million tons by 2036. The development of the transport-and-logistics business (TLB) functionality will be ensured by the progressive growth of basic forwarding services, transport-and-logistics services of terminal-and-warehouse activities, the consolidation of end-to-end TLS and the complication of integrated supply chains. The priority objective of the study is practical confirmation of the possibility of developing the terminal-and-logistics center (TLC) network, which will allow attracting additional freight base and customers to the Russian Railways network, reducing the critical wear and tear of fixed assets of buildings and machinery, as well as increasing the capacity of the infrastructure. The results obtained showed that the construction and modernization of the TLC is a strategic step aimed at improving the quality of services provided, increasing the volume of cargo transportation and optimizing logistics processes, both within the holding company and in interaction with external clients.

Our research area concerns the development of an intelligent e-service system to help manage multimodal transportation processes. To better respond to the requirements of sustainable development, we encourage the development of multimodal cargo transportation. Therefore, it is important to ensure that the dissemination and management of information in multimodal transportation requires more accurate information transmission and implementation for better coordination of these processes with the interaction of all process participants. Also, contextual data integration into the e-service provision processes is important for more adequate real cargo transportation management. The transition to multimodal freight transport and the increase in its activity directly impact the sustainable development of this sector as transport flows are removed from ground roads and distributed more evenly to load more railways and sea vessels. This research aims to develop an approach to developing the infrastructure of an e-service system with the ability to integrate contextual data and influence the management of multimodal transportation. The methodological approach is based on methods of conceptual representation of information and methods for recognizing the flow of needful information during multimodal freight transportation according to adaptable management processes. The e-service provision system creates benefits for cargo drivers and delivery managers with more accurate information implementation and more adequate coordination of processes under real conditions by helping them make the right decisions.

To increase efficiency, there is a need to harmonize the processes taking place in heterogeneous systems within the framework of single transport communication. The lack of appropriate theoretical justification leads in practice to the emergence of insufficiently substantiated decisions, because of which subsequent efforts made to eliminate the discovered shortcomings are, as a rule, costly and ineffective. Assessment of the system of integrated regulation of the transport system, from the point of view of its sustainability, is an indispensable condition for its operational efficiency and reliability. The efficiency of transport processes assumes that the effective functioning of local transport systems is ensured by the level of interaction between participants in the transport process, modes of transport that create positive dynamics of transit freight turnover. The paper substantiates the need for complex interaction in the management of the regional transport system, considering the interaction of adjacent modes of transport in a single information space. In order to improve the response ability of journalists to public emergencies, this study uses the computer simulation research method, based on Shannon’s information theory and the basic theory of journalism and communication, constructs the general model of public emergencies based on the statistical results of big data, and constructs the irrational natural person game model of four types of news communication participants. In the simulation analysis, it is found that in the face of public emergencies, journalists, on the one hand, firmly implement the publicity caliber, strengthen the amount of creation, and improve the forwarding amount and approval amount of manuscripts under the artificial intelligence news system. Efficient management of logistics processes is impossible without such interaction, as each element of the chain plays its own unique role and requires constant communication with the other participants. With the coordinated interaction of all the links in the chain, there arises the possibility to reduce time and financial costs, improve the quality and perform transport work more accurately. The study (1) forms the scientific basis to improve the efficiency of implementing integrated intelligent technologies in the transportation and technological process of cargo delivery, which is based on the dependence of the road transport performance on the parameters of highways; (2) offers a developed algorithm for an integrated assessment of the transportation process efficiency and a complex model to form an integral criterion for assessing the efficiency of the transportation process with due account of the operating parameters of highways; (3) a hypothesis regarding the priority influence of the transport infrastructure parameters on the performance of road transport has been proved; (4) a model of the physical architecture of the intelligent system for organizing the transportation process has been created; (5) a programme has been developed that allows to design a route for freight transport based on the given weight parameters of the cargo and the optimization function.

The operation of railway transportation has a number of peculiarities. The transfer of the railcar fleet to the ownership of operating companies has obviously led to changes in the management of railway transportation. The analysis of the total freight turnover and the number of managed railcars shows that 20 largest railcar fleet operators are market leaders. Despite a number of advantages, the ownership of rolling stock by private companies causes a number of problems, the most acute of which are surplus and deficit of the railcar fleet, accumulation of “abandoned” trains. Such problems are especially evident in the logistics chains of international transportation corridors. In this regard, it is advisable to analyze the controlling actions of all participants of the transportation process, to assess the degree of participation of each operator. Solving the problems of railcar fleet management using the restrictions of pulling cars on the main infrastructure tracks with seeming advantages leads to the increasing railcar turnover and, as a consequence, the growth of the operating railcar fleet, i. e. potential surplus. Regulation of the railcar fleet should be carried out using the system of technical standardization. However, the system itself is subject to revision, especially with regard to the planning period by reducing the latter. Increasing the dynamics of regulation will make it possible to meet the transportation needs in time, avoid accumulation of “abandoned” trains, specify the operating car fleet managed by companies - operators and bring railway transportation closer to the logistic principles of freight delivery. For this purpose, it is expedient to study in detail the technology of interaction of all railway transportation participants, especially including them in multimodal transport corridors.

Haptic (force) feedback is increasingly being used in surgical-training simulators. The addition of “touch” is important extra information that can add another dimension to the realism of the experience. Progress in networking these systems together over long distances has been held back, principally because the latency of the network can induce severe instability in any dynamic objects in the scene. This paper describes techniques allowing long-distance sharing of haptic-enabled, dynamic scenes. At the CSIRO Virtual Environments Laboratory, we have successfully used this system to connect a prototype of a surgical-simulation application between participants on opposite sides of the world in Sweden and Australia, over a standard Internet connection spanning 3 continents and 2 oceans. The users were able to simultaneously manipulate pliable objects in a shared workspace, as well as guide each other's “hands” (and shake hands!) over 22,000 km (13620 miles) of Internet connection. The main obstacle to overcome was the latency-induced instability in the system, caused by the delays and jitter inherent in the network. Our system involved a combination of an event-collection mechanism, a network event-forwarding mechanism and a “pseudophysics” mechanism. We found that the resulting behavior of the interconnected body organs, under simultaneous-user manipulation, was sufficiently convincing to be considered for training surgical procedures.

The purpose of this article is a study of experience of using mechanisms of state regulation of development of regional structural transformations in agribusiness. Results. The basic principles of functioning of the transport and logistics system of the region, which integrate the transport industry into the transport and logistics systems of the country by ensuring their effective interaction, are highlighted; satisfy the needs of consumers of transport and logistics services by harmonizing their interests with the interests of all participants in the logistics process. The functions of the transport and logistics system that influence the efficiency of its activity at the regional level are revealed. Conclusions. The functioning of an advanced transport and logistics system, provided with adequate transport infrastructure in all regions of the country, will contribute to the development of many sectors of the economy and will serve as the basis for economic development of the country. In order to effectively develop the transport and logistics system of the regions, it is advisable to intensify the following areas: state regulation of logistics processes, including their legal support; creation and operation of transport infrastructure by type of activity; stimulating the development of logistics projects by region. At this, in the digital transformation of freight logistics, integrated digital information platforms play a key role, bringing together participants in the value chain, distribution channels, consumers and individual sectors of the economy. It is shown that the transition to digital technologies in the transport system directly influences the entire logistics supply chain, which, in turn, leads to a reduction in the risks of violations during the transportation of goods, the breakdown of processes into subprocesses and their synchronization, monitoring and analysis of the operational situation in the current time mode. In the article, the author investigates the question of the possibility and necessity of using innovative digital solutions in organizing the procedure of work of tax authorities with taxpayers in terms of applying the 0% rate and reimbursement of value added tax. The relevance of the study is justified by the changed conditions for the application of the VAT refund application procedure, the reduction of the period of desk inspection and the preparation of registers of documents confirming the 0 percent rate through the use of information services of the Federal Tax Service. The research methodology is based on the generalization and analysis of regulatory documents, as well as the practical experience of maritime transport enterprises, customs and tax authorities in terms of digitalization of individual processes. To achieve this goal, the author has considered in detail the new procedure for VAT refund. The legal justification of the procedure and reasons for carrying out tax control measures aimed at confirming the right to apply the 0 percent tax rate and tax deductions is analyzed.The necessity of further transformation of interaction between taxpayers and tax authorities in the direction of the use of digital technologies, including in the organization of tax control, is substantiated. Based on the results of the study, the author made reasonable conclusions about the need for further research and elaboration of issues on the implementation of the possibility of assessing the application of a new declarative procedure for tax refund before filing a value-added tax declaration, the legal status of the "Office – Exporter" service and the possibility of using participants in foreign economic activity providing transshipment and forwarding services in order to form a register documents confirming the 0 percent rate. The improvement of the existing information services of the Federal Tax Service and the introduction into commercial operation of the new service "Exporter's Office" will provide comfortable conditions for tax administration to conscientious taxpayers, reduce the administrative burden, shorten the period of desk inspection, eliminate technical errors and stop intentional actions aimed at illegal VAT refund and the application of the 0% rate.

Conquesting and retaining competitive advantages is relevant for any mode of transport in our country at this stage of economic development. The main directions for strengthening the state transport policy which is necessary to supplement and adjust the actions of market mechanisms in order to ensure the effective, public­interest formation of the state transport system and the transport services market, were formed in this article. A possible solution to the problem is the unification of hundreds of medium-sized and small motor transport companies and freight forwarding companies in one place - a multimodal transport and logistics center with the provision of logistics services. This will attract new investment in the country's transport infrastructure and increase the level of logistics services. The object of study - the process of logistical support for transportation of products. The purpose of the study is to analyze the problems of interaction and competition between different modes of transport in the modern conditions and to identify possible directions for their solution in the transport of goods and passengers in order to ensure stable economic development, satisfaction of the needs of the population and social production. On the basis of the analysis of the interaction of different types of transport, it was discovered that during this time the cardinal transformational processes from the socialist plans to market relations and infrastructure development took place in the state economy. The specificity of activity of different modes of transport is that they not only interact, but also compete with each other in the provision of transport services. There is a big competition at the interstate level for the transit of goods. It is proved that for further growth of grain export, it is necessary not only to improve the logistics of transportation, but also to develop the infrastructure of the country. It would be appropriate to consider at the state level the possibility of prioritizing the transportation of agricultural products by different modes of transport during the peak period and to develop programs to encourage the construction of modern grain storage facilities in port areas and at the borders of Ukraine with neighboring countries. Expected assumptions about the development of the object of study - a logistic approach for sustainable economic development is proposed, conquesting and retaining competitive advantages which will allow to promptly take into account changes of the environment, to respond to the behavior of competitors and consumers, that is, provide for and form demand and supply in the prospective plan. That is why it is necessary to carry out complex measures aimed at transforming any company into a successful commercial enterprise, which will provide high-quality transport services. Having analysed research works on the interaction of separate TS elements, it was identified that there is no common model for all types of interaction. TS consists of material (physical) objects: traffic participants and freight to be carried, a transportation process and operations’ control. TS classification scheme devised according to systematically selected criteria, showing that several criteria are often applied at the same time in official documents, is presented. Original TS physical elements’ interaction model with 6 interaction levels is presented as well. The model is suitable for all modes of transport. Six levels of interaction are distinguished: autointeraction of transport elements, the first level; TS elements’ interaction, the second level; TS elements’ interaction with external environment, the third level; interaction of transport modes, the fourth level; TS interaction with the country's economy and nonproductive sectors, the fifth level; and TS impact on the country's GAV (Gross Added Value), the sixth level. Properties and factors influencing on the results and parameters of interaction have been systematized. Levels and properties of interaction have been analyzed as well. To evaluate the importance of interaction levels to the parameters of the transportation process, the method of Analytic Hierarchy Process (AHP) has been recommended. Transporto sistemą sudaro materialūs (fiziniai) transporto objektai: eismo dalyviai ir kroviniai, kuriuos reikia vežti, transportavimo procesas ir veiklos reguliavimas. Pateikta transporto sistemos klasifikavimo pagal sistemiškai pasirinktus kriterijus schema, rodanti, kad oficialiuose dokumentuose dažnai vienu metu taikomi keli kriterijai. Pateiktas originalus transporto sistemos fizinių elementų sąveikos modelis, kuriame išskirti šeši sąveikos lygmenys. Modelis tinka visoms transporto rūšims. Pirmajam lygmeniui priskirta transporto elementų autosąveika, antrajam—transporto sistemos elementų tarpusavio sąveika, trečiajam—transporto sistemos elementų sąveika su išorine aplinka, ketvirtajam—transporto rūšių sąveika, penktajam—transporto sistemos sąveika su šalies ūkio ir negamybinės veiklos sektoriais, šeštajam—transporto sistemos įtaka šalies bendrajai pridėtinei vertei. Susisteminti sąveikos požymiai ir veiksniai, turintys įtakos fizinės sąveikos rezultatui ir jos parametrams. Išanalizuoti sąveikos lygmenys ir jos savybės. Sąveikos lygmenų prioritetui (svarbai) transportavimo proceso parametrams vertinti pasiūlyta taikyti Analytic Hierarchy Process (AHP) metodą, kurio pagrindą sudaro elementų porinio lyginimo matrica. Skaičiuojamajame pavyzdyje nustačius transporto sistemos elementų skirtingų lygmenų sąveikos svorį kelių transporto saugumui įrodytas AHP metodo tinkamumas transporto sistemos elementų sąveikai modeliuoti. Резюме Различные секторы хозяйственной и непроизводственной деятельности любого государства не могли бы функционировать без транспортной системы. На основе анализа научных трудов, посвященных исследованиям взаимодействия отдельных элементов транспортной системы, установлено, что не существует модели, объединяющей все виды и уровни взаимодействий. Транспортная система включает в себя разные материальные (физические) объекты. Это участники движения и грузы, которые необходимо перевозить, транспортный процесс и регулирование деятельности. Приведена схема классификации транспортной системы по системным подходам, установленным критериям, свидетельствующая о том, что зачастую в официальных документах одновременно применяется несколько критериев. Предложена оригинальная модель взаимодействия физических элементов транспортной системы, в которой выделены 6 уровней взаимодействий. Модель пригодна для всех видов транспорта. Первый уровень присвоен взаимодействию транспортных элементов, т. е «внутреннему» взаимодействию однородных материальных элементов транспортной системы, второй – взаимодействию материальных составляющих элементов транспортной системы, третий – взаимодействию материальных составляющих элементов транспорта с внешней, окружающей средой, четвертый – взаимодействию различных видов транспорта, пятый – взаимодействию транспортной системы с секторами хозяйственной и непроизводственной деятельности страны, шестой – влиянию взаимодействия транспортной системы c сектором экономики, а также влиянию непроизводственной деятельности страны на экономику (внутренний валовый продукт), предопределяющую прожиточный уровень населения. В модель включено влияние науки и исследований. Систематизированы признаки и факторы, оказывающие влияние на результат физического взаимодействия элементов транспортной системы и ее параметры. Выполнен анализ уровней взаимодействия и его свойств. Для определения приоритета (весомости) различных отдельных уровней взаимодействия на параметры процесса транспортирования предлагается применять метод анализа иерархий (Analytic Hierarchy Process), основу которого составляет матрица попарного сравнения элементов. На примере расчета весомости различных уровней взаимодействия элементов транспортной системы, влияющих на безопасность дорожного транспорта, доказана пригодность -метода AHP для моделирования взаимодействия элементов транспортной системы.

Topicality. Today, innovative technologies are becoming increasingly important in all sectors of the economy and industry, including the country transport system. The efficiency of the national economy, its economic growth, the stability of territorial complexes and foreign economic activity is largely determined by the functioning of transport. On the one hand, advanced technologies in the transport sector reflect the level of development of the national economy and its competitiveness. On the other hand, they reflect the level of economic security of the state. Therefore, the introduction of innovations in the transport sector is one of the main tasks facing Ukraine, both for the state as a whole and for individual private logistic companies in particular. Only by introducing the latest technologies and developments into the national transport system, it is possible to achieve a significant reduction in door-to-door delivery time, improve the quality of transport products, reduce costs, which in turn will improve the efficiency of operation and management of the transport industry on the world market.Aim and tasks. The purpose of the article is to analyze the increase of efficiency and effectiveness of the transport system of Ukraine at the expense of innovative technologies.Research results. The introduction of innovative technologies in maritime transport at the present stage is associated with innovation in document management, accompanying the movement of goods, automated supervision and control of the movement of goods and, first of all, containers, simplification of customs control, modernization of electronic interaction process (fleet and ports), executive authorities and other participants of foreign trade operations (transport agents, brokers, freight forwarders) at all stages of the logistics process.Conclusion. In order for Ukraine to take a worthy place in the world transport system, the country needs to modernize its national transport system; also, it needs to implement innovative transport solutions using world experience. In order to bring the transport system of Ukraine in line with international standards, it is necessary to implement investment and innovation projects in the industry. Implementation of innovative transport projects will allow to reconstruct existing and build new necessary transport infrastructure facilities, improve the efficiency of operation and management of the transport sector, change the availability, quality and safety of transport services that meet the needs of Ukraine's economy, consumers and population, improve attractiveness for foreign capital, which will reduce the cost of transport products throughout the transport process.

Railway transport is in condition of preparation for fulfillment of the forecast increase of transportation. The level of effectiveness and quality of the railways operation is assessed by the period of delivery to the point of destination of required volume of transported freight, which growth increases intensity of infrastructure wear and tear, which requires breaks in trains movement for providing “gaps” for the track repair operations and inevitably results in the delivery time increase.The use of the best speed path of trains is an important component of ensuring energy effectiveness. Transition to the ground process of trains’ movement control allows JSC “RZD” to arrange rhythmic movement of the car traffic movement providing “gaps” in the single opening for the entire ground.Conducted SWOT-analysis determined the risks and potential results of use of the single infrastructure of the railway area in terms of possible additional expenses in the future. Control mechanism of operation costs was proposed, which allows analyzing actual direct expenses and comparing deviations with regard to the set values. Overall algorithm of the model of integrative control of infrastructure and traction resources was formalized, which is illustrated by the example of participants of transportation process at the railway area. The basis of their interaction is the results of integral assessment that generalized various quantity of indicators and assessment factors of transportation process.Mathematical support of procedures of establishing the cost price is implemented in the Intellectual system of control and handling of the locomotive fleet at the area of the railway production infrastructure. Obtained results are integrated in the Automated control system of operation of the single center of infrastructure control and are set for transformation, effective use of the industrial companies potential.Key trends of the geo-economic condition having direct relation to the transportation and logistic operation in Russia determine necessity of effective management of traction resources by means of arrangement of the uniform process of transportation operation of JSC “RZD”, which results in the best use of transportation infrastructure, balanced increase of the volumes of loading and attraction of investments to the railways.

The distribution of goods to the trade network is a complex process that requires a careful approach to determining the hierarchical structure of the interaction of participants in the logistics chain and planning their activities. An essential element of this process is choosing the configuration of the transport and logistics scheme, which ensures efficient and timely delivery of goods to the trade network. In this study, we propose to carry out a variable assessment of the efficiency of the distribution of goods according to basic schemes on the ground of taking into account a set of factors, such as the distance of transportation, volume of cargo, delivery terms, specific costs for transportation and storage of freight, the impact of changes in the speed of movement and the time of cargo operations. It makes it possible to present the choice of a rational transport and logistics scheme in the form of an optimisation process to make it more flexible and adaptable to the changing conditions that characterise the current distribution of goods. The article aims to establish a rational structure for determining the efficiency of the delivery of goods to the trade network based on evaluating a sensible version of the transport and logistics scheme, which ensures the conditions for implementing technological operations in time. The methodological basis for establishing a rational version of the transport and logistics scheme is a developed structural model of the influence of input parameters on the total costs and timeliness of delivery of a batch of goods to the trade network. Such a research model describes the functional relationship between incoming information flows about the volumes of orders for the delivery of goods, the nature of changes in the parameters of cars in motion and under loading-unloading, information about the structure of the available car fleet, and the characteristics of the communication network and the controlling influences represented by the choice of a rational total of trunk and delivery routes. Designating a logical sequence of communication between these flows enables determining the value of the components of the efficiency criterion of the transport and logistics delivery system. We established that the transport and logistics scheme of delivery is the basis for the development of transportation routes and the organisation of the functioning of warehouse distribution complexes. The developed structure for evaluating the efficiency of the delivery of goods to the trade network allows for determining the core conditions of activity of the logistics chain participants and specifying a set of technical, operational, and economic indicators of their work. Accounting for the time parameters of the transport and logistics chain enables taking into account the influence of fluctuations in the high-speed mode of movement and idle time at loading and unloading points. The developed models for estimating the time parameters of cargo delivery facilitate efficient planning of the transportation routes and determine the rational time for delivery of each consignment. All local models work in a complex with the general structure of evaluating the efficiency of goods delivery and ensuring a more efficient and transparent management of logistics processes. Their use allows logistics companies to reduce delivery costs, improve the quality of customer service, and increase the competitiveness of the trading network in the market. Due to the active development of international cooperation, the issues of optimizing the process of planning and organizing the international delivery of goods and resources to the final consumer, in other words, the need for efficient transport logistics is growing. The purpose of the study is to determine the problems and prospects of transport logistics using in the foreign economic activity of domestic enterprises. Transport is one of the most important sectors of the Ukrainian economy. The share of transport services is quite significant in the structure of foreign trade of services in Ukraine. Exports of transport services in 2020 amount to 4.88 billion dollars, which is 43.7% of total exports of services. Imports – is 1.01 billion dollars (19.5%). Modern conditions of the freight market are characterized by increased competition, reduced profits, increased and emerging new requirements for the quality of services provided. Market conditions are becoming increasingly difficult for logistics and freight forwarding companies. The dynamics of cargo turnover and cargo transportation by types of transport in Ukraine has been studied and the tendency to decrease the volume of cargo turnover in recent years has been revealed. Features of transport and logistics services are considered. It is noted that the transport and logistics support of foreign economic activity should be aimed at: assessing the system of transport and logistics services for compliance with customer requirements, the structure of transport demand, based on market trends; determination of specialized transport and logistics needs, status and dynamics of demand for logistics services; study of the system of organizational and economic interaction of participants of specialized transport and logistics services of cargo transportation of enterprises. Perspective ways of improving domestic transport logistics in the field of foreign economic activity are identified, including: ensuring safe operation of transport; improving the mechanism of sanctions for violating safety rules in transport; improving energy efficiency of vehicles; optimization of multimodal logistics schemes operation; efficient use of logistics infrastructure through improved transportation management, warehousing and information systems.

Abstract:
The introduction of mobile cranes into sea port operation is associated with a change in the technological scheme of trans-shipment of goods using mobile cargo technologies, which requires revising the concept of organizing the transport and logistics system of interaction of technical and technological elements of the port. The article presents a structural scheme of cargo flow handling and transport servicing by means of “Port” production system, the core of which make loading machines, mechanized operation at freight terminals, computerized goods registration and forwarding. It has been found that currently there is no universal method to improve the development and intensification of port capacity due to mobile port cranes implementation. The set of factors that influence the choice of the modernization method for “Port” production system reflect the efficiency of using mobile cargo handling technologies and allow to consider the modernization process as a gradual transition to a new technological level of the cargo handling process. It has been suggested to divide modernization process into two stages depending on the level of changes: modernizing elements of cargo handling machines in operation by means of introducing constructive and technological modifications of port facilities; replacement of general cargo handling mechanisms by mobile cargo handling systems. It has been recommended to study the process of modernizing of “Port” operational system using cybernetic approach: the process is represented as a “black box” that transforms input actions in the system “Port” into output reaction. This helps to take up transformations as links of a mathematical expression, as polynomials of the first, second, third orders or multiplicative forms of the equations.
