Abstract:
The article notes that the state through the system of bodies of state power defines relations with public organizations, including developing measures of state support. The solution to the problem of efficiency of intersectoral interaction is presented in the example of the sports industry. As subjects of communication fields defined by the territorial Executive authorities and territorial public-state, public associations (including organizations). It is shown that in the sports industry has developed long-standing practice of interaction, characterized by an optimal organization on mutually beneficial conditions and efficiency in the system of relations “state — society”.

Abstract:
Purpose The purpose of this paper is to explore how online interaction with an organization impacts not only those users participating in the exchange, but also those that witness the interaction and are influenced as suggested by social cognitive theory. Design/methodology/approach This study utilized a mixed methodological approach. First, 20 interviews with social media users were conducted to explore their perceptions of observed two-way communication between organizations and other users within social media spaces. An experiment then compared the effects of interacting with an organization via social media vs simply observing organizations interacting with other users. Findings The findings from both studies support the assertion that publics do not have to actively participate in two-way communication with an organization for an observed exchange to have an impact. When an organization has a conversation with one follower, others see that interaction and are affected by it. Practical implications This study has implications for the practice of online communication by organizations. Practitioners must consider how interactions impact those publics who are observing rather than only the few who are engaging. In the social media realm, priority should be given to followers posting legitimate questions or concerns. Responding to positive comments can also improve perceptions of the organization but is seen as going above and beyond. Originality/value This paper introduces the concept of vicarious interaction – a phenomenon warranting further investigation by strategic communication scholars. Distinguishing between the effects of “vicarious interaction” and direct interaction could have significant consequences for the study of relational or symmetrical approaches to social media.

Abstract:
Perceptions of organizational politics are an essential aspect of organizational life for its members because they impact different practices, which eventually affect employee efficiency. This article is explored the relationship between Organizational Politics (OP) and Organizational Citizenship Behavior (organizational citizenship behavior for organization (OCB-O) and organizational citizenship behavior for individuals (OCB-I). Survey data is gathered from 200 employees work in Jordanian public sector. Partial least square (PLS-SEM) is employed to test the research hypotheses. Outcomes uncovered that OP has a negative relationship with OCB-O and OCB-I. Accordingly, the current study recommends that governments abolish or restrict OP activities in their organizations as much as possible. Besides, the findings show that OP activities harmed public-sector employee behavior. The study's limitations and recommendations for future studies are also considered.

Abstract:
The article has a theoretical and practical nature and is devoted to the characterization of forms and methods in the process of interaction between public authorities and public organizations in the development of the humanitarian sphere of the region. It is noted that the coordinated development of the humanitarian sphere by the authorities and the public is an important stage in the formation of the Ukrainian state. Considerable attention is paid to the analysis of cooperation between public authorities and public organizations in the Ternopil region. Based on the analysis and generalization of the results of interaction between public authorities and public organizations, the need for changes in planning the development of the humanitarian sphere of the region is emphasized. The importance of forming and establishing interaction between all actors influencing the development of the humanitarian sphere is substantiated. The assessment of forms (organizational, organizational and legal), methods (humanitarian, administrative, socio-political); moral and ethical are especially distinguished, given their greatest role in the "service" of the humanitarian sphere. The evaluation of the effectiveness of the interaction between the executive body and public organizations is carried out, specific examples from the Ternopil region are given, a number of documents, orders of the regional state administration, jointly organized events by the regional authorities and public organizations are analyzed. Possibilities of the analysis and an estimation of efficiency of interaction of the power and public organizations in development of public opinion are allocated. It is this form of evaluation that makes it possible to compare the level and results of cooperation, to compare with the needs, ideals and expectations of people the results of cooperation in the field of humanitarian development of the region.

An important task of today's science is to overcome a simplified understanding of de-mocracy as an unrestricted freedom of citizens. That is why the basis of the implemen-tation of public opinion should be the interaction of public authorities with public organizations, as well as accountability of public authorities in the regions in front of representative organizations of communities. A prerequisite for progressive social development is the equality of citizens and their associations. Active intervention of civic organizations in the development of regions, the destruction of managerial stereotypes, readiness for non-standard decisions, the application of new management methods proves the effectiveness and superiority of leadership through the interaction of public authorities with civic organizations. The interaction of public authorities with non-governmental organizations in the field of humanitarian development of the region is substantiated in the article. The actuali-ty of the mentioned problem under conditions of constitutional modernization in Ukraine is determined. The essence of interaction of authorities and communities in the development of humanitarian field of the region is clarified.

Abstract:
Work in organizations entails an exchange relationship between employees and organization. Apart from the written employment contract, there still exists a set of mutual expectations from the two parties (employer and employee) which remain unwritten and unvoiced and yet drives the behavior of both workers and organizations alike, and this is what is referred to as the psychological contract. Psychological contract refers to the employees’ subjective interpretations and evaluations of their deal with the organization. The aim of this study is to explore the impact of breaches or violations in the psychological contract on the performance of employees. It aims to present two concurrent hypotheses, based on theoretical interaction effects of social exchanges (conceptualized as social exchange relationships, fairness, and job security).Data were collected from a sample of 150 employees from both Public and Private Banks in Ghana. Regression analysis was used to explore the moderating effects of social exchanges on the relationships between psychological contract breach and work performance (operationalized as in- role behaviors and organizational citizenship behaviors).It was found that the negative relationship between psychological contract breach and work performance was moderated by social exchanges, such that the relationship was stronger for employees with high social exchange relationship, perceived organizational support, and job security which means that psychological contract breach will negatively affect employees with higher expectations in social exchanges.

This study aims to analyze the humorous interaction of ideological discourses between twitter account @NUgarislucu and @MuhammadiyinGL. In social media twitter because they often interact with organizational ideological issues in a joke. Researchers cite 5 direct and indirect interactions between the @NUgarislucu and @MuhammadiyinGL twitter accounts during January-February 2021 with different interaction backgrounds. In the interaction between the two accounts above, there are actually ideologies of their respective organizations that want to be conveyed to the public. However, the two accounts also show the general public that conveying beliefs, religious doctrines can actually be done with jokes and humor. You don't have to think that one group is right and the other is wrong.

This article aims to identify the forms of participation of public organizations in national security. The basic methodological approach of the research is the analysis and generalization of the normative legal support and the scientific works that allowed to systematize and characterize the existing forms of participation of public organizations to guarantee the national security of Ukraine. The article emphasizes the importance of the influence of public organizations in the state of national security and the importance of a comprehensive and coordinated approach to involve public organizations in national security, generalizes and describes the forms of participation of public organizations to guarantee national security through the lens of the main forms of their interaction with the authorities of the organizations (information, control, consultation, active participation), the legal and organizational directions to strengthen the role of civil organizations in guaranteeing the National security. It is concluded that this type of research has practical value for representatives of the authorities and the public sector on possible ways to improve the role of public organizations to guarantee national security.

The issue of institutionalization of the volunteer movement in Russia in the context of consideration of such forms as: social and cultural partnership, corporate volunteering, cooperation. Social and cultural partnership in the field of volunteerism is characterized as a constructive cooperation between three major sectors: public, private and public organizations. The public and private sector interaction models in the field of volunteer activities (classical, state, self-organization, etc.) are characterized. The main directions of volunteer movement development, in which a special role is given to the state structures and civil society interaction system: event volunteering, social volunteering, cultural and educational volunteering, medical volunteering, environmental volunteering, silver volunteering, inclusive volunteering. Attention is focused on corporate volunteering, which is just beginning to develop on the territory of the Russian Federation and pursues the goal of spreading the best volunteer social and cultural actions to promote socially significant volunteer activities of the company’s staff. Corporate volunteering is defined as voluntary and gratuitous activity of employees of the organization on the basis of their initiative participation in the practice of “helping behavior”. The analysis of the leading domestic and foreign volunteer practices implemented on the basis of various models of intersectoral social interaction aimed at the development of social initiatives of the population is presented.

Abstract:
The article examines public organizations that functioned and performed state functions in the field of physical culture and sports. Special attention is paid to previously little-studied issues of interaction of the Union of Sports Societies and Organizations of the USSR with state bodies. The source base of the article is the normative legal acts regulating the activities of this organization, as well as documents of the Kaliningrad regional Union of Sports Societies and Organizations that were not previously introduced into scientific circulation. The liberalization of public life during the Thaw period had a significant impact on the position of public organizations in the Soviet political system. The scientific literature of that time actively discussed the issues of involving citizens and public organizations in solving the problems facing the country. One form of such involvement was the transfer of state functions to public organizations. As a result, public organizations were able to make important decisions in a certain segment of the public sphere. The Union of Sports Societies and Organizations of the USSR became a unique organization that completely replaced the state body in the field of physical culture and sports. Based on the material studied, the author comes to the conclusion that the liquidation of the Union of Sports Societies and Organizations of the USSR in 1968 coincided with other processes aimed at curtailing liberal principles in the USSR. Almost 10 years of activity of this organization have shown that the transfer of state functions into the hands of the public is indeed possible.

AbstractThe article studies the public communication strategies of large humanitarian NGOs as well as UN organizations with regard to the humanitarian principles. It shows that different strategies concerning impartiality vs. solidarity and independence vs. subcontracting cause a wide diversity of humanitarian positions, which lead to different types of public communication strategies. It also discusses several recent trends and three scenarios concerning humanitarian public communication, focusing on interaction with donors and the military, as well as the security situation on the ground. The article concludes that it is essential for humanitarian organizations to understand the different interpretations of the humanitarian principles and that this will help in establishing a strategic approach toward public communication at headquarters, as well as in the field.

Purpose This paper presents the initial results of a project on organizational and professional cultures prevalent in hospital organizations. The purpose of this paper is to identify the cultural differences that make it possible to anticipate, with the aid of subsequent studies, consequences in the communication and coordination of the future integration of the Mexican public health system, which is currently fragmented. Design/methodology/approach A qualitative tool was used to identify the cultures in a secondary-level public hospital. Findings The diversity inherent to hospital organizations was confirmed. Originality/value The real value of the findings lies in the classification of the subcultures and their possible effects on human interaction and cooperation.

This article aims to analyze the existence and use of interaction spaces on Portuguese Public Universities’ websites and Facebook pages, checking whether or not the online communication developed by these institutions values social interaction. To this end, we have developed a quantitative and qualitative research setting in the form of a multiple-case study using the structured direct observation method. We know that several significant issues have been imposed on public universities in recent decades. For a long time, Universities used unidirectional and asymmetric communication models. Organizational leaders believed that quality and rigor in teaching and research were enough to create and maintain a positive image for organizations, an understanding that is not suited to today's reality. They began to operate in an increasingly complex and competitive environment, they had to rethink the role they play in society, their mission and relationship with different audiences. In this way, Universities needed to restructure, adopt more entrepreneurial management strategies, attract new audiences and find new forms of financing and communication had to accompany the changes to provide answers to the new imposed scenario. In general, it becomes more and more relevant for organizations to be present in the online environment through spaces that not only offer information but also demonstrate the willingness to interact and dialogue with the public, which leads us to think about their existence and use by Universities, to qualify the presence of organizations and rethink about the effectiveness of interactions and possibilities for improvement. Nowadays, all Public Universities in Portugal have a website and a profile on at least one social media platform. We realize that Portuguese Universities offer spaces that enable interaction with audiences, both on websites and Facebook pages, but many of them still do not value interaction and use the new media in the same way they used the old ones, in a unidirectional way. Websites are communication tools that provide essential information for society, being representations of the University in the digital environment and, often, the first element of contact with the public. But, although all Universities provide space for online interaction, not all work effectively, since there was no response from messages sent by part of the Universities. Social media, on the other hand, are dynamic platforms, designed and centered on social interaction, which must be considered in the planning and management of digital communication. The predominant strategy adopted by Portuguese Public Universities in Facebook publications is to make content available to attract audiences to the website, producing little or no specific content for the platforms and maintaining a limited level of interaction. A different approach could bring audiences closer to Universities, encourage engagement and open new spaces for dialogue. Nowadays, it's not enough to just be present on the Internet, audiences increasingly expect organizations to listen to them, get involved and react, and this involvement is fundamental to building relationships. The monologue was replaced by the possibility of effective dialogue, with the negotiation of communication strategies between the parties and no longer passive reception. The interactions that are established between organizations and audiences in the digital environment reinforce the individual feeling of communication, recognition and trust, influencing the attitude people have towards a service or product, as well as organizational image and reputation. In addition, they represent opportunities for organizations to learn more about the audience's needs and expectations.

Good established communication will affect the harmonious and harmony relations between the organization and its publics. A positive image is represented if there is a harmonious interaction between an organization and its publics. Imaging of anorganization is usually attached to public relations. Imaging can be awakened/built if there is a harmonious and pleasant communication between an organization and its publics. To support public relations activities, organization requires communication to be able to interact with the public in two-way communication. A PR practitioner should be able to make other people understand the message delivered so as to create mutual symbiosis between the two parties. Thus, the impression captured by the public is a positive impression of the organization. Public relations also allows feed back to the public so that the public can freely response the message from the organization and express what they want and what they complaint. The public response will be followed up so that the public will be satisfied on what the organization done to the public. Publicrelations is also constantly evaluating so that public opinion can be well controlled. Thus, public relations is an activity which essentially directs the organization to gain public recognition. Purpose This paper aims to focus on time-constrained interactions involving industry and public actors, mainly universities, conducting research. This kind of interaction has become increasingly important to develop new pharmaceuticals, especially antibiotics. The proposed theoretical frame relies on industrial marketing and purchasing’s interactive perspective on inter-organizational relationships and especially the activities, resource, actors model, combined with key concepts on temporary organizing and project management. This study identifies the temporality and time constraints imposed by this project on public–private interactions, specific coordination tools used to create such temporality and time constraints and their consequences, including positive and negative effects for the interacting parties. Design/methodology/approach The study builds on a single in-depth qualitative case study of a major antibiotics R&D collaboration project called ENABLE. Findings For negative consequences, this model includes the need for constantly rebuilding trust due to fast turnover of actors, difficulties in combining resources as efficiently as possible, resource constraints, bottlenecks and neglect of some activities, such as publishing, which are normally pivotal for universities. Despite these problematic consequences of temporality, resources are rapidly made available and new competencies learned quickly. Another positive effect is the possibility to achieve complex adaptations of resources and activities even in short time frames. Importantly, projects can act as a springboard for the parties to continue collaboration and in the long term develop a continuous business relationship. Abstract:
During the World War I, due to the grand scale of mobilization, it would have not been possible to provide assistance to families of the soldiers without help received from charitable organizations, local authorities and individuals. Public and private charity became a part of supporting those in need. The object of this research is charity and donations during organized during the World War I. The subject of this research is the cooperation between the government and the public in the area of charity and donations. The forms, methods and specificity of such interactions are viewed based on the example of a remote administerial peripheral region – Zabaykalsky Krai, with consideration of the overall trends and regional peculiarities. The main forms and vectors of the work are described. Four key trends can be highlighted in interaction between the government and the city residents: 1) the organization of support for the families of mobilized soldiers (both, legal who received state rations, but also had the opportunity to use charitable support, and civil, who did not have the right to receive state rations); social assistance to children; aid to the refugees; collecting donations for the military needs (air fleet, Red Cross, mobile military infirmary, provision and shipment of things for the army). The author notes that due to a wide variety of charitable organizations (local and nationwide), secular and religious patronages, committees (established upon the local initiative and departments under the aegis of the Romanovs family), the composition of active participants often overlapped: same people were the members of several organizations. An important role in all organizations was played by the government officials; however, their motivation requires additional attention. Largest charity fundraisers were the events that received organizational and information support from the local authorities, or mass actions that became a part of public space of the cities.

In this study, we explore how a social movement organization ( Sunrise.org ) and its autonomous public community advocated for the Green New Deal on social media. An autonomous public community is a group of publics that initially connect with each other through their engagement with a focal organization. Then, they go on to develop ties among themselves that go beyond simply responding to organizations’ messages. Autonomous public communities are ubiquitous on social media. Our research identifies unique patterns of interactions in an autonomous public community and finds that the Tertius Iungens orientation brings the network together. We also find that while the focal organization is not centralized in an autonomous public community, it still significantly affects tie formation and discourse as the networks evolve. Our study reveals a nuanced understanding of networked organization–public engagement where network structure and discourse are co-created by the organizations and the communities that they engage.

The article analyzes the connection between public policy and public religion, examines the problems and prospects of their interaction, links the expansion of religious freedom with the level and degree of this relationship.
 The authors clarify the concepts of "public policy" and "public religion", which are the basic postulates of the article, that rest on the definitions given by modern domestic and foreign science.
 Investigating the presence of religion in the public sphere, the authors draw on the methodology proposed by American sociologist of religion J. Casanova. He identified three forms of collective self-organization of religion:
 1) institutional lobbying by religious groups;
 2) the mobilization of religious groups into social movements;
 3) self-organization and mobilization of religious groups into political parties.
 The authors use convincing examples of the presence or the absence of publicity in the religious sphere, which has a positive or negative impact on the religious freedom in the country.
 Based on the analysis of a specific socio-political situation, the authors argue that in Ukraine, especially after the Revolution of Dignity, there is a real possibility of public influence of people who unite in communities, incl. and religious ones. The right of public influence, then and now, is used by almost all religious organizations to express their attitude to politics and politicians, to the activities of state and public institutions. Going out into the public arena, churches, as a rule, describe themselves in a complimentary way, contributing to the growth of the authority of religious figures, the activation and self-organization of believers, the emergence of new forms of inter-denominational solidarity, and even ecumenical cooperation. But publicity does not only cover the positive aspects of religious organizations. Scandals, crimes, conflicts in the religious environment, becoming a public domain, exacerbate contradictions within the church structures themselves, between different denominational areas, between the church and society. The consolidating function of religion is dominant. Religious institutions as a component of civil society, on the one hand, and public policy, on the other, being attributes of a democratic state, capable of achieving sustainable development, overcoming contradictions and conflicts between different socio-political, socio-cultural and religious groups.
 The authors illustrate the importance of public activity of advisory and interfaith associations at higher levels of government. There are currently 8 institutions in Ukraine, which try to overcome misunderstandings and tensions in the religious and political sphere. Within their limits, public discussions between religious organizations and the state relate to various relevant areas (introduction of military chaplaincy, organization of alternative service and pastoral care, simplification of registration of religious organizations, reforms in the field of religious education, changes to the tax code, etc.).
 The dynamics of self-organization of religious groups into political parties is interesting. In Ukraine, unlike other countries, religious parties did not spread, did not become popular. Politicians are actually indifferent to a religious resource. This is evident from the article in the analysis of the election programs of the candidates of the last presidential campaign.
 All these trends are confirmed by opinion polls conducted annually by the Analytic centre of O. Razumkov. The authors illustrate their theoretical conclusions with these materials, which prove that the lack of transparent public policy may carry the risks of aggravation of the socio-political situation, which is why tolerance of inter-denominational and state-church relations is so important.
 The special role here belongs to religious scholars as subjects of public policy, through whom the interaction of society and the state with the religious sphere becomes more effective.

The article discusses information and communication technologies in the interaction of authorities and public organizations. Civic engagement is a key indicator that characterizes civil society in interaction with the authorities. NGO support resource centers are the regulator of interaction between civil society and government. The paper defines the level of development of network resources, with the help of which the Internet promotion of NGOs is carried out. The main activities of the Resource Center are considered. The degree of confidence of residents of the Yaroslavl region in the activities of NGOs is given according to a survey conducted by teachers of the Department of Socio-Political Theories of P.G. Demidov Yaroslavl State University and employees of the Resource Center for Support of NGOs and Civil Initiatives. The effectiveness of interaction with citizens through social networks, messengers and other means of electronic communication in the areas and topics of the Center's activities has been established. A number of factors influencing the choice of forms of expression of civic activity in the Network have been identified. Contradictory facts have been identified and explained in the analysis of civic activity in the network based on the results of the survey. The tendency of expanding the information and communication space of interaction between public authorities and public organizations is revealed. The results of a survey of citizens of the Yaroslavl region on the issue of information and communication interaction between regional authorities and public organizations are presented. The directions of activity of the structure created in 2020, the Regional Management Center of the Yaroslavl region are outlined.

Total quality management (TQM) has been identified as a key driver of organizational performance in public and private organizations. Organizational culture, along with TQM, has investigated to understand its contributions to organizational performance. The purpose of this study is to examine the relationship between TQM and organizational performance, taking into account a moderating effect of organizational culture. A total of 163 managers at different managerial levels in public organizations in Albaha province participated. The Pearson correlation analysis revealed that the relationship between TQM and organizational performance is a positive and statistically significant. Hierarchical regression analysis and structural equation modeling (SEM) showed that the interaction of TQM and organizational culture was statistically significant and positively related to organizational performance. Some recommendations and suggestions for future research are provided.

Based on the theoretical frameworks of situational crisis communication theory (SCCT) and person-centered messages (PCMs), this interdisciplinary study conducted a 2 x 3 experiment to examine the role of PCMs in crisis management on social media. Our findings suggest that crisis type (victim, preventable) has an effect on people’s perceptions/reactions toward an organization and that PCM levels (low, medium, and high person-centered messages) in crisis communication on social media influence organizational reputation and participants’ intention to post negative feedback about the organization in crisis. We suggest that when organizations are responding to crisis online, they provide additional attention to the interpersonal dynamics of those interactions. Theoretical and practical implications are discussed.

The article deals with the basic legal acts defining the procedural aspects of the interaction of local self-government bodies with non-governmental organizations. Particular attention is paid to the coverage of international acts ratified by Ukraine and regulates the issues of such cooperation. The article highlights the dependence of the development of local self-government on the civil and political activity of the population. A detailed study of problems in the relationship of local self-government with citizens, associations of citizens, mass media and other civil society institutions has been formulated, proposals have been formulated to improve the solution of identified problems. As a result of the research, the author concluded that the main problem on the way of democratization of the national legislation of Ukraine is the inactive and ineffective participation of the public in the formation and implementation of state policy. The European Convention on Human Rights determines that the state must ensure the right of citizens to participate in the management of public affairs in order to establish a democratic and legal society, however, there are no mechanisms established by law for such participation. Investigation of the existing regulatory framework in Ukraine to ensure basic legal guarantees of citizens’ participation in the development and implementation of management decisions by local self-government bodies proves that not only these guarantees are not detailed, but also none of the existing normative acts establish clear procedures for ensuring the rights of citizens from the bodies of local self-government information regarding the issues discussed and regulated by these bodies, adopted regulatory acts, projects and mechanisms for the adoption of achymyh decisions for society. The article contains a number of concrete proposals for solving the problems of forming the basis of cooperation between local self-government bodies, the legal regulation of control and supervision activities in the field of local self-government, conflict resolution between local self-government bodies and civil society organizations, improvement of legal regulation of liability for non-compliance with legislation on civil cooperation society with local self-government bodies.

Sport organizations, the media, and the public frequently interact. Messages conveyed by organizations and the media likely impact both groups’ communication strategies to reach target audiences and control messaging. This triad of communication—team–media–public—is often examined in segments (e.g., media framing or public reaction to media), even though the three interact. Thus, the purpose of this study was to examine differences in message themes and responses from all perspectives on a common topic. Following a major announcement from a professional sport organization, the researchers conducted a content analysis of communication from three perspectives: the team, local press, and citizens. The results showed that each of the three sources provided distinct, original content that became increasingly linked to that of the other sources over time. Sport practitioners could use the findings to better understand the influence of outside sources of communication and utilize social media in their public relations efforts.

The activity of officials on the formation of public non-political organizations of the Tomsk province in the last quarter of the XIX — early XX centuries is considered. The picture of the current state of research of public organizations and officials of the Russian Empire is presented. Based on the analysis of a number of published and unpublished sources, examples of the participation of representatives of the Tomsk administration in the process of creating various societies are revealed. The features of interaction of officials with representatives of the local society (scientists, political exiles, merchants, industrialists), as well as with city government bodies are highlighted. The main forms of the contribution of the Tomsk bureaucracy to the creation of societies are determined: the development of a charter, a petition to the state to open an organization, a search for like-minded people, and financial support. The author establishes the main reasons for the participation of employees of administrative institutions of the Tomsk province in the formation of new societies: job responsibilities, joint initiative with members of the public, personal interest. A correlation was found between the direction of work of some organizations and the official and non-official activities of civil servants. In general, the potential for establishing interaction between officials and the local community in the process of creating non-political organizations was noted.

A bulk of research on organizational readiness for changes has been focused on continuous empirical analysis in private business organizations. The present study digresses from the status quo by performing discrete analysis in public education. Generalized ordered logit model (GOLM) regressions were performed at individual level, to analyse a sample of 707 faculties working in a large public university who were in the process to undergo substantial change. Results showed that faculty perceives, indeed, critical issues related to demotivation, communication channel, nature of teamwork and transformational leaders (TFL). These issues let them support the need for organizational change to be successful in the near future. In addition, data analysis raised issues concerning TFL’s social interaction patterns. This and other overwhelming challenges are discussed, and some recommendations of understanding change readiness and TFL development are suggested.

The data for variables in the research model were garnered from public employees and their supervisors from public legal service organizations in Vietnam context. The research results supported the positive links between HR flexibility and individual as well as collective job crafting through the mediating mechanism of knowledge sharing. HR flexibility also demonstrated the interaction effect with public service motivation in predicting knowledge sharing among public employees.

The institutionalization of public and private interests forms the framework for the functioning of economic systems and intersystem interactions. The indicated interactions are considered in the paradigm «subject – polysubjective environment».The main mechanisms coordinating economic adaptation interactions are hierarchies and market organizations. The existing theoretical ideas about the economic organization of environments on the basis of an institutional approach to resolving the existing contradiction between public and private encounter a number of problems associated with the insufficient study of issues of group and intergroup interaction in a polysubjective environment and the assessment of the corresponding economic effect. The article considers the development of the concept of robust management based on the universal laws of evolutionary development of economic organizations. Studies are aimed at revealing other forms of economic organization and the evolutionary nature of interactions in the process of transitions from one economic organization to another. The proposed «polysubjects – polysubjective environment» paradigm takes into account and reflects the behavior of market participants in intersystem interaction and the emergence of intra- and intergroup reflexive processes, which fundamentally distinguishes it from the existing «subject – polysubjective environment» paradigm. Accordingly, problems related to the inaccessibility of confidential information related to the activities of groups, where analysis must be carried out on the basis of publicly available information, require resolution. The necessity of developing a methodological approach to the analysis of group and intergroup interaction in a polysubjective environment and the corresponding methodological tools is substantiated.The evolutionary nature of interactions in the context of a «polysubjects – polysubjective environment» is determined by a model aimed at the analytical study of the relationships of a polysubject and a polysubjective environment, based on ideas about robust stability, in the form of specific mathematical dependencies and relationships that are subject to additional analytical research. Within the framework of the model approach, conclusions are expected to be consistent with the empirical facts of the functioning of economic subject – polysubjects in conjunction with a polysubjective environment.

Purpose This paper aims to examine the influence of change leadership on organizational culture and change management practices in public-sector firms in the United Arab Emirates (UAE). It also examines the mediating role of organizational culture on the interactions between leadership and change management programmes in the organization. Design/methodology/approach An empirical test of the hypotheses using confirmatory factor analysis and structural equation modelling were applied to data collected from 210 middle-management respondents of public-sector organizations in the UAE. Findings The findings suggest that change-oriented leadership has a positive and significant direct effect on planned change (ß = 0.20, p < 0.01) and a positive and significant but indirect effect on planned change (ß = 0.279, p < 0.01) and emergent change (ß = 0.262, p < 0.01) change. Furthermore, hierarchical culture was found to positively and significantly impact directly on both planned (ß = 0.480, p < 0.001) and emergent (ß = 0.245, p < 0.01) change management in the UAE public-sector service organizations. Practical implications Based on the study’s findings, the role of the hierarchical culture in effecting change in the UAE public-sector organizations provides new and significant insights into the research literature on organizational culture as regards change management issues and the challenges facing these organizations. Originality/value The study makes a significant original contribution toward knowledge on the management of organizational change in UAE public-sector service organizations. It has practical implications for managers and leaders confronting organizational change management in the UAE.

Objectives: To describe the development of the International Network of Agencies for Health Technology Assessment (INAHTA) and its activities.Methods: Review of literature material and other documents produced by or relating to INAHTA.Results: INAHTA includes organizations that provide health technology assessment (HTA) advice to governments and receive most of their funding from public sources. In early 2009, there were forty-six members from twenty-seven countries, including both national and regional agencies. Interaction with other organizations includes links to Health Technology Assessment International (HTAi), the European Union Network for Health Technology Assessment (EUnetHTA), PAHO (the Pan American Health Organization, and the World Health Organization (WHO). An important feature of INAHTA is the routine interaction of its members with public sector decision makers. Output from the network has included guidelines and frameworks on HTA, reports of surveys, and joint projects.Conclusions: INAHTA has developed as a global point of contact and information for those with interests in HTA.

This study assesses the level of implementation and management of access control security measures among organizations. A survey was conducted and 233 responses were received from 56 organizations drawn from 5 major industry sectors of Ghana. This study focuses on the four access control clauses, namely access control policy, user access management, user responsibility and accountability, and system and application access control, which were adopted from ISO/IEC27002 international information systems security management standard. Overall, the results show that the organizations' level of implementation and management of access control measures were approximately 66.6% (Level 3 - well defined), indicating that access control measures were documented, approved, and implemented organization-wide. Moreover, the results show significant differences in the implementation and management of access control measures among the organizations. For all the access control measures, the financial and health care institutions outperform educational institutions and government public services.

The practice of public associations entering various spheres of activity in the territories of the state shows that many associations do not fulfill their missions to ensure a comfortable stay for the citizens of the territories, but are engaged in consumer extremism. They solve their consumer tasks and systematically do not participate in the processes of constructive interaction between the authorities, producers and consumers of services. In this article, for the first time, the issues of interaction of public associations in the housing and communal services system with all the elements available in it are considered. The existing structure of the housing and communal services system is shown, which includes such elements as: federal, regional authorities, resource-supplying, related organizations, regional operators in the field of housing and communal services, performers of housing and communal services, public associations and homeowners and tenants. The stages of the organization of public associations are defined, a block diagram of the algorithm of state registration and registration of a legal entity for public associations is constructed. The internal organizational and managerial structure of associations is shown, their functions and their place in the housing and communal services management system are considered. It should be emphasized that the influence of public organizations is carried out through internal and external management in the housing and communal services system to solve the tasks of promoting the formation of housing self-government as an important institution of civil society and an effective tool for improving the housing and communal industry. It is revealed that an essential tool in the management of the housing and communal services system is the presence of public microstructures in the majority of its elements, interaction with which makes it possible to exert a controlling influence on the entire system as a whole, thereby obtaining positive results in protecting the rights of consumers of housing and communal services.

The linguistic-communicative paradigm offers some interesting perspectives in a context where the perception of patient needs is considered a critical step in high-quality care. This study describes healthcare organizations as linguistic communities based on the conceptual framework of Habermas' communicative action theory. Four communicative models are present in healthcare settings: objectifying-instrumental (hegemonic model), where elements of interaction are objectified for clinical purposes; dialogic model with strategic perspectives, in which conversations are used unilaterally as tools to access subjective states; non-dialogic-transmissional model, in which linguistic exchanges are replaced with artifacts to transmit information; and full communicative model (present in palliative care based in homecare and informal caregivers, emphasizing health team/family interactions). Based on these premises, we considered palliative care an emblematic communicative model based on multidisciplinary teams devoted to transdisciplinary collaboration. In these settings, linguistic interaction with patients and their families could provide a solid basis for organization of healthcare networks.

Ethnic communities in Ukraine are vulnerable in socio-economic and politically challenging conditions. National minorities today face two problems of survival: 1) maintaining consolidation; 2) deepening integration into Ukrainian society. In such a situation, an important instrumental role is played by civil society institutions, such as civic organizations representing the public interest of national minorities at the institutional level. They have real resource potential, which in the conditions of decentralization and increasing the effectiveness of relations with the state can minimize the risks of socially consolidating component of Ukrainian society. There is a need for the readiness of public organizations of national minorities to fulfill the social and management mission. One such promising step could be the process of institutional rebranding of public organizations of national minorities.The purpose of the article is to analyze the procedure of institutional rebranding of public organizations of national minorities in Ukraine. The study is aimed at a motivational action that brings together citizens who are ready for public interaction with other subjects of social and administrative relations and interested in representing the image of the national minority in the country. Institutional rebranding aims to change public perceptions of public organizations as public organizations as institutions engaging in public activity rather than socially profitable ones. They are updating the social purpose of NGOs. After all, the main tasks of modern institutional re-branding of public organizations are to enhance the social uniqueness of the public institute, to strengthen the role and importance of the organization in civil society, as well as to attract it to a wide range of citizens who increase their social responsibility in a mono-national and nation-wide environment. We propose to follow the impact of institutional rebranding of public organizations of national minorities with the help of several important principles: 1) perception of the political regime; 2) regulatory regulation of activity; 3) the nature of interethnic coexistence; 4) strengthening social and consolidating role.We are aware of the fact that in Ukraine the level of effective authority of the "third sector" is rather mediocre, and in the context of public interaction between state and non-governmental institutions a priority model of cooperation has not yet been developed. Moreover, socio-economic circumstances make it difficult to change existing perceptions of NGOs. Therefore, institutional rebranding is new, but extremely relevant, especially for public organizations of national minorities, a method of public positioning in the current conditions of development of the state and civil society.

Abstract:
The article analyzes the promotion of public interests as a pro- cess of interaction and competition between various groups and organizations (NGOs, social movements, professional associations, etc.) that convey social issues, expressing their concerns and seeking solutions from the authorities. The author calls into question the rather widespread point of view that any really serious flaw in the social structure of society becomes the topic of public discourse and gets the attention of the authorities. Reliance on the “fairness” of the public interest asserted does not exclude such phenomena as clientelism and favoritism. The author shows that there is not, and cannot be, any even nominal equidistance of public interest groups from the institutions of power, and lobbying efficiency depends on the resource, organizational, value and cul- tural factors. Special attention is paid to the analysis of correlation between the institutional and informal in lobbying public interests.

Purpose The purpose of this paper is to examine the effects of message source and types of corporate social responsibility (CSR) message on stakeholder’s perception toward CSR and behavioral intention toward the company. Design/methodology/approach A 2 (message source: CEO’s Facebook account vs organization’s Facebook account) × 3 (types of CSR messages: internal CSR vs external CSR vs control) between-subjects online experiment (n=242) was conducted online. Findings Internal CSR message elicited greater perceptions of trust, satisfaction, control mutuality, and commitment toward the organization among the stakeholders than the external CSR message and the CEO’s personal life message. A significant two-way interaction between the message source and the type of CSR message on behavior intention toward the organization was obtained. Originality/value Internal CSR message does matter when it comes to social media posting. The general public do pay attention to what the CEO and the organizations are posting on their social media accounts. Message source does not matter when it comes to social media message posting. However, organizations and CEOs should try to stay consistent when it comes to creating a public CSR message.

In the context of public service delivery, public professionals nowadays intensively collaborate with citizens. The joint, sometimes mandatorily, efforts of citizens and professionals to provide public services have become known as “coproduction.” Although coproduction directly affects professionals’ work environment, professionals’ attitudes toward coproduction are hardly studied. This article explains variation in professionals’ engagement in coproduction from characteristics of their work environment, specifically their perceived level of autonomy, perceived organizational support for coproduction, and perceived red tape associated with coproduction activities. Survey research was conducted to question managers of Dutch organizations for elderly care about their interaction with client councils, an example of coproduction activities in the domain of health care. The results show that perceived autonomy in coproduction, red tape associated with coproduction, and organizational support affect professionals’ engagement. Organizational support moreover reinforces the effect of work autonomy on professionals’ perception on the importance of coproduction. These findings add to the study of coproduction and can help support public organizations to improve coproduction.

Accordingly, the main duty of law enforcement agencies is the timely detection, prompt detection and investigation of crimes committed by organized groups and criminal organizations that are formed on an ethnic basis, which is impossible without effective and coordinated cooperation of all bodies. The analysis of the researched scientific problems of counteraction to crimes committed by organized groups and criminal organizations, which are formed on ethnic basis, now necessitates further research in various directions, in particular in the aspect of internal and external interaction of law enforcement agencies of Ukraine. Thus, for the effective interaction of law enforcement agencies in combating crimes committed by organized groups and criminal organizations that are formed on an ethnic basis, a sound concept of such cooperation is needed, which is currently lacking. Accordingly, in the long run, such a concept needs to be adopted immediately, which will start streamlining law enforcement relations on the exchange and sale of information concerning the activities of both domestic criminal groups and organized criminal groups of foreign nationals or those formed on ethnic grounds. In this regard, the article also analyzes in detail some forms of interaction of the National Police of Ukraine with the media, the public, government agencies and non-governmental organizations, recommends the most effective organizational areas, methods and techniques of interaction, as well as recommendations for its improvement.

An organization’s ability to disseminate accurate, complete and timely information has been related to higher levels of organizational efficiencies, in turn generating value for customers. An assumption underlying this conceptual article is that organizations capable of sharing information efficiently and effectively have created certain social–technical conditions that make the interaction of stakeholders more fluid and productive, reducing cycling time of the decision-making process. This article will propose how such an information sharing infrastructure may be conceptualized as a boundary object, providing common mechanisms and meanings for all actors involved in moving data and transforming it into knowledge. With these conditions set, we identify that an enabler of value—the human capability to transform data into information and knowledge—can be created, and organizational benefits can be realized in the form of efficient and accurate decision-making.

Digital Transformation is under constant evolution. Organizations that were not already created in the digital environment need to digitalize their services. The process used to do so may involve not only elements of technology, but also social, political and organizational aspects. While there is no holistic method to implement digital transformation, organizations learn from successful cases in order to build their own way to implement digital transformation. This paper presents the process through which a physically delivered service provided by the Brazilian federal government was transformed into a digital service. This was performed with a prototyping approach made of six steps: diagnose the service, analyze the service, identify the requirements, and elaborate, verify, and validate the prototype. To perform the digitalization, an automation tool was used, and there was constant interaction with the service provider. This article offers a detailed process to implement digitalization by means of prototyping, which can be used by other organizations to make services digital.

The article is devoted to the research of the process of development of youth public organizations as one of the factors of socio-professional self-determination of adolescents in the modern conditions. The author considers the content of the notions “youth public organization”, “children’s public movement”, “children’s public association”. The features inherent in children’s public organizations are defined. It is determined that children’s public organizations are one of the main factors of socio-professional self-determination of adolescents in the modern world. The process of their institutionalization, ongoing at the modern stage of development of youth public organizations, shows their variety both in scale of operation, and in socio-professional orientation, being of great interest for research. The transition to a stable structure of children’s associations is accompanied by a number of problems and faces certain difficulties. The development of youth public associations in modern conditions is characterized by their instability to the rapid pace of changes in public life. Youth public organizations are forced to build a strategy of their activity in modern society, being guided by new reference points, adapting to new professions caused by the introduction of digital economy into life, searching for effective mechanisms of interaction with young people, with each other, with governmental structures, commercial companies and mass media. The author conducted a survey of 96 high school students in Moscow from January 20, 2021 to February 25, 2021. The objective of the survey was to investigate Russian schoolchildren’s awareness of the work of youth public organizations. The data obtained was accumulated and analyzed. The conclusions were made based on the study that youth public organizations contribute to the socio-professional significance and readiness of young people to fulfill the social needs of society.

Abstract:
Social communication, including activities in the area of public relations (PR), plays an important role in the functioning of any organization, including non-governmental one. By interacting, it influences the development of certain attitudes in society and the perception of the organization. The aim of the study is to present PR tools used by the non-governmental organizations in dealing with the environment for building the image. In June 2015 a survey was carried out (141 people) to define the effectiveness of PR instruments used by the nongovernmental organizations and knowledge of the image of the selected non-governmental organization, i.e. the Polish Humanitarian Organization (PHO). The article presents the PR tools used by the PHO in the process of creating an image. The specificity of the non-governmental organizations determines the choice of image creation tools. Out of many available instruments, both in traditional and modern terms, personal interviews and training were the most important in terms of shaping the image. For building the external image the most important were website and organized events.
