Full textThe arrival and mastery of new optical transmission technologies and all-optical switching of signals in optical networks allow the introduction of transparency in the core network. In transparent networks, optical signals are not converted to electronic signals except when added or dropped. A translucent transport network is half way between an opaque network (systematic opto-electrical conversion at each node) and a transparent network. This type of network provides a trade-off between transparency and opacity and permits : Alleviate the need for opto-electrical devices without restricting either the length of connexions in the network or the wavelength constraint, assuring a balance between signal performance at reception and total network cost. Operation of the network independent of certain signal characteristics (bit rate, modulation, etc) making the network more adaptive to developments. These aspects make this type of network very attractive for providers, such as France Télécom. The goal of this thesis is to determine network feasibility and the advantages that could be brought to the backbone network. This study is original in the use of physical constraints linked to network dimensioning; these features are the main research axes of the present work

Full textIn this thesis we study the competition between telecommunications networks in a normative and positive views. We analyse more precisely firm's strategies. The first part of this thesis studies the liberalization in telecommunications (chapter 1). We present a survey of network economy (chapter 2). The second part of this thesis analyses the network interconnection in the case of one way access. We present a model of vertical differentiation in which the incumbent is vertically integrated. We study the strategy of the incumbent when he is faced with competitor in dowstream market (chapter 3). The chapter 4 present a model in wich we examine the strategic aspect of qualities choices. The next part of this thesis studies the network structure in dowstream. We examine network interconnection in a two way access with network externalities (chapter 5). The chapter 6 analyses the effects of congestion on network competition

Full textThis thesis analyses the impact of telecommunications on firms' productivity and organisation. The study is articulated around two research topics: one is mainly interested in micro-economic aspects (the theory of production and firms' organisation), while the second analyses a subject closer to macro-economic modelling (the technological progress). The thesis is composed by three principal papers: the first defines the starting point of my theoretical reflection, i. E. The modelling of the externalities of networks in the function of production; the second article analyses the relation between use of technologies of communication and firms' hierarchical organisation; finally, the third article studies the impact of telecommunications on total factor productivity and technical progress. These three papers are introduced by a review of the literature, describing the existing models on the principal topics we analyse. This review of the literature is organised in two parts. The first part focuses mainly on the competition models on firms offering goods likely to present the network externality effect; i. E. The additional value that a new subscriber brings to the community of the already existing subscribers. The second part analyses the literature on technological progress, and the most recent models on telecommunications infrastructure and growth. Two econometric works, one on telecommunications demand by firms, and the other on telecommunications and French national growth, are also presented as an illustration of the problems analysed, respectively, by the first and the second part of the thesis. Our thesis shows that the impact of telecommunications on the economy can be better analysed and measured at the micro-economic level than at the macro-economic level. The analysis of this missing link; is an interesting subject for further research

Full textThe history of the formation and modification of telecommunications rests on a dichotomy between the universality of network infrastructure, and the emerging demand for specific services. The structuring of the telephone service as an universal network, and the questioning of its monopolistic industrial structure are followed by modification of the economic concepts chosen to describe telecommunications: the theory of natural monopoly and the theory of contestable markets are cited in turn, to justify (even ratify) the failure of the market and the changing nature of competition. The emergence of qualitative differentiation in telecommunications brings with it the questioning first of monopoly, then of universality. The multiplication of services and the spread of savoir-faire provokes a reorganisation of the productive elements which induces a transtitional strategy of cooperation. If the development of specific networks allows the use of telecommunications to competitive advantage, the consequence is a network fragmentation which reduces the efficiency in the sector. The failure of the hegemonic strategy of an integrated network with universal access leads to the reform of french telecommunications the organization of telecmmunications shows a new logic where the coordination is established amongst a plurality of players. Falling between a restricted monopoly and an assumed competition, france telecom becomes a competitive player, justifying the reduction of its public service mission. Control and regulation, no longer the exclusive province of france telecom, give a weaker framework. The number of suppliers increases (network and service suppliers) and standardisation is the subject of a cooperative and competitive game, aiming to provide qualitative differentiation without violating network compatibility

Full textIn middles mountains of industrialized nations, situation existing during 19th centurie's has been deeply modified. Nowadays, the common criterion to all mountains concerns a crisis situation, although it is differently overcame. Through practices and development of communication and information technologies in middle mountains, there is now a solution, often used during those last years, to the problematics of isolation and continue economical detachment. For a few years, workers of the Massif Central, and notably institutions and firms have been introduced to innovating technologies (computering, telecommunications). The author puts forward the following hypothesis : development of information and communication technologies makes easier to understand behaviour differences of workers, depending on political and cultural heritages, in each of the territories involved

Full textThe thesis highlights the development of a coherent and instrumental european infrastructure policy. First, the thesis shows the process of vertical (communitarization) and horizontal (complementarity and specialty vis-à-vis other EU policies) autonomisation of Trans-European Networks (TENs) policy. Secondly, the thesis points out the role played by the processes of « networkation » and « agencification » of national regulators in promoting interconnection and access to networks. Finally, the thesis emphasises the growing relevance of EU financial support to the establishment of TENs, and a competing tendency towards the reconciliation of national expansionary fiscal policy with EU law constraints. The thesis concludes by noting that Member States will continue to play a decisive role in TENs policy, not only by improving the actual degree of its implementation, but also allowing, in a forthcoming Treaty revision, to overcome the TENs intergovernmental legacy
Le reti transeuropee sono uno dei vettori della competitività, dell’integrazione e dello sviluppo sostenibile dell’Unione. La tesi mette in luce la progressiva affermazione di una coerente politica infrastrutturale europea a carattere strumentale, esaminando tale evoluzione sotto tre profili: normativo, istituzionale e finanziario. In primo luogo, sotto il profilo normativo, la tesi evidenzia, da un lato, la progressiva emancipazione delle istituzioni dell’Unione dall’influenza degli Stati membri nell’esercizio delle proprie competenze in materia di reti transeuropee e, dall’altro, lo sviluppo di relazioni di complementarietà e specialità tra la politica di reti e altre politiche dell’Unione (capitoli 1 e 2). L’elaborato sottolinea, in secondo luogo, sotto il profilo istituzionale, il ruolo del processo di «integrazione organica» dei regolatori nazionali e del processo di «agenzificazione» nel perseguimento degli obiettivi di interconnessione e accesso alle reti nazionali. La tesi osserva, infine, sotto il profilo finanziario, l’accresciuta importanza del sostegno finanziario dell’UE alla costituzione delle reti, che si è accompagnata al parziale superamento dei limiti derivanti dal diritto dell’UE alla politiche di spesa pubblica infrastrutturale degli Stati membri. Da un lato rispetto al diritto della concorrenza e, in particolare, al divieto di aiuti di stato, grazie al rapporto funzionale tra reti e prestazione di servizi di interesse economico generale, e dall’altro lato riguardo ai vincoli di bilancio, attraverso un’interpretazione evolutiva della cd. investment clause del Patto di stabilità e crescita. La tesi, in conclusione, rileva gli sviluppi decisivi della politica di reti europea, ma sottolinea il ruolo che gli Stati membri sono destinati a continuare ad esercitare nel suo sviluppo. Da questi ultimi, infatti, dipende la concreta attuazione di tale politica, ma anche il definitivo superamento, in occasione di una prossima revisione dei Trattati, dei retaggi intergovernativi che continuano a caratterizzare il diritto primario in materia
