Did the nuclear revolution contribute to an era of peace? ‘Nuclear deterrence and arms control’ looks at the post-World War II stalemate and Cold War détente. The concept of deterrence did not come up until the second decade of the nuclear age. The introduction of thermonuclear weapons and nuclear-tipped, long-range intercontinental ballistic missiles turned foreign policy on its head. Mutual deterrence was less of a policy than a reality. With the Cuban Missile Crisis, Moscow mounted a show of defiance at a moment when it was relatively weak. The Carter and Reagan administrations were beset by external and internal disagreements, but prudence and luck prevailed.

The initial development of large rockets was driven by military rivalry. The von Braun programs of military space expansionism are a ladder of projects starting with bombardment and culminating in planetary dominance, each considered in detail in this chapter. Ballistic missiles hurling nuclear weapons at intercontinental distances are commonly not considered space weapons but inherently are because they employ the frictionless vacuum of space to achieve their distinctive high speed. This means humanity’s largest and most consequential space program is hiding in plain sight, an unknown known. Information satellite force multipliers increase the potency of other weapons. There are many ways to destroy satellites, and an antisatellite race is starting. Shooting down ballistic missiles remains largely impossible, despite vast expenditures. Wrapping orbital space with hundreds of satellite battle stations, an “Earth Net,” might roll back the nuclear revolution and establish planetary hegemony. Visionary astro-Archimedeans propose stationing nuclear weapons in deep space, and using asteroids as planetoid bombs.

Cross-domain deterrence must contend not only with the technological complexity of modern military power but also with the political complexity of alliance relationships. The proliferation of domains might affect commitments to allies. This chapter draws on the precedent of the U.S. nuclear triad and the underappreciated relationship between platform diversity and the credibility of commitments. As it turns out, the advent of intercontinental and submarine-launched ballistic missiles inadvertently undermined U.S. deterrence commitments in East Asia and Western Europe. This chapter argues that the plethora of capabilities emerging in the twenty-first century will enable allies and adversaries alike to engage in risky behavior while undermining the United States’ willingness to intervene overseas. The chapter concludes with implications for U.S. polity and that of its alliance partners, as well as predictions about the general evolution of extended deterrence strategies in an increasingly cross-domain system.

After the origin of space exploration as a government enterprise during the Cold War Space Age, entrepreneurs and individuals have become a new force on the scene and are increasingly the drivers behind some of the most prominent space activities. In the Cold War, the United States and the Soviet Union developed intercontinental ballistic missiles to deliver their nuclear warheads, creating the technology for satellites and spaceflight vehicles. The race into space then became an important dimension of the Cold War as the two superpowers competed vigorously to be the first to claim prestigious spaceflight achievements, culminating in an American victory with the successful expedition of Neil Armstrong and Buzz Aldrin to the surface of the Moon. After the unmatched success of the Apollo program, with no political need for further spectaculars, NASA was downsized, spaceflight was confined to low-Earth orbit, and further exploration was confined to robots. Systems-based project management spread quickly in the 1970s, but while this approach may work well on routine and simple projects, it ignores the need for adaptability in truly novel and complex projects.

This chapter looks at Joseph Stalin's decision to put Lavrentiy Beria at the helm of the Soviet nuclear program as strategic weapon systems had become a priority. It notes the release of spacecraft designer Sergei Pavlovich Korolev from exile in Kolyma and who was appointed head of the NII-88 Institute to develop the first intercontinental ballistic missile 8K71. It also describes the efforts invested in the development of critical technologies as the Soviet Union refused to waste its energy on pointless local wars on its borders. The chapter demonstrates Marshal Tito's establishment of his power in Yugoslavia and relinquishment of the Yalta arrangement that obliged him to share power and cooperate with non-communists. It discusses the termination of the provisional wartime government of national unity, which is considered a fusion of the royal government and the puppet parliament.
