Abstract An important problem with decentralized government relates to its tendency to create disparities between the various units with respect to their capability to provide public goods. In response to this problem, intergovernmental equalization grant transfers are a ubiquitous feature of many systems of decentralized government. However, since the earliest times, scholars of fiscal federalism have struggled to provide a convincing moral justification for providing intergovernmental equalization grants. We outline how the principle of subsidiarity might be employed to create a robust moral

This paper provides quantitative and qualitative assessments of the equalization impact on regional fiscal disparities of the current fiscal transfers system in China. It also discusses the main problems with the design of transfers and the options for their reform. In particular, by using provincial level data for the period 1995–2011 and county level data for the period 1995–2005, we document the trends in own revenue disparities across and within provinces and analyze how the different types of fiscal transfers have affected these two types of disparities. It is a well-known fact that budgetary allocations need to be based on a just formula for balanced service delivery in the modern world. This paper describes the intergovernmental formula designed for Rwanda in 2003 to allocate grants from the central to local governments (LGs). First, the previous criterion, the Local Authority Budget Support Fund, was reviewed. This was followed by a literature review and field visits. Finally, the specifications of the mathematical model are described, followed by the proxy selection, data analysis, econometric evaluation, and estimations used in the study.

Redistribution of resources through central–local government grant systems is justified as fiscal equalization, the subject of a substantial literature, underpinned by normative assumptions and a rational-synoptic model of the policy process. Goals are known and policy outcomes are measurable. In Britain and France, this approach is not helpful to understanding. Theories of fiscal equalization are problematic and inconsistent. There is no agreed territorial welfare function against which outcomes can be assessed. A politically based interpretation sees grant allocation as part of intergovernme

Abstract.A key challenge for comparative politics is to explain the varying degrees of political conflict triggered by the territorial redistribution of financial resources. Federal systems pose this question particularly acutely since they typically operate equalization programs that generate different levels and patterns of intergovernmental conflict. For instance, in Canada equalization has generated serious conflict between federal and provincial governments whereas in Australia it has only led to low-level grumblings on the part of some states which have taken shots at others. In this dissertation we analyze the negative effect of equalization on the size of factors that are either used to measure the equalized jurisdictions' fiscal capacity in gap-filling equalization programs or are taxed with the purpose of further redistribution among jurisdictions in tax base sharing programs. AbstractThis chapter reviews the main features of the Spanish model of fiscal federalism and its evolution over the last four decades. It begins by describing the allocation of expenditure responsibilities among the three levels of government in the country: central, regional and local. The allocation of taxes between levels of government is then presented, followed by a discussion of the role of intergovernmental transfers, with particular reference to equalization transfers. Next, we address the macroeconomic coordination and control of the subcentral deficit and indebtedness. The chapter co

Abstract The Canadian system of transfers is a suitable example of the application of the principle of fiscal capacity equalization. In applying this, they follow a tax-by-tax approach, which has been referred to in the literature as the ‘representative tax system’ approach. The Canadian system brings home the point that a good indicator of fiscal capacity will have to go beyond using the per capita gross state domestic product (GSDP). Account has to be taken not just of production in a state but rather of the incomes that accrue to its citizens. While comparing the Canadian system of intergov
