The current state of management systems is analyzed, attention is paid to trends in the development of management science and practice, which have developed and are still being formed, as well as objective factors that affect the specified process. Globalization, as a phenomenon, is a complex and multifaceted process that affects various aspects of society, economy, and politics. In the context of business and management, globalization creates new opportunities for the development of international businesses, but at the same time poses challenges and threats associated with competition, cultural differences, and regulation. The main approaches to evaluating the business model of an enterprise are summarized. The principles of business model evaluation based on the principles of its innovativeness, adaptability and sustainability are defined. A system of evaluation methods and tools is formed, the conditions for their application, tasks and opportunities for making management decisions based on the evaluation are identified. A comparative assessment of the features of the formation of generations X, Y, Z, Alpha, events that formed these generations was carried out; their values, attitude to work, desire for feedback. It is noted that the theory of generations plays an important role in understanding these features and forming strategies for managing the development of human capital, since each generation has its own values, beliefs and approaches to work and learning. The issue of building an effective personnel motivation system at the enterprise is under consideration. The essence and advantages of implementing the policy of diversity and inclusion at modern enterprises are considered. It was emphasized that compliance with the policy of personnel diversity and inclusion of the workplace will allow attracting and retaining the necessary employees with high motivational readiness at the enterprise. The advisability of improving the methodologies of ESG rating providers is substantiated. The special importance of the leadership institute for the development of ecosocial management was revealed and, as a result, an analysis of the activities of the most successful innovative leaders of today was carried out, the result of which is the sustainable development and successful implementation of ecosocial management mechanisms at modern enterprises. It is established that today digital transformation is the use of digital technologies as a tool for reengineering business processes in higher education institutions. The main problematic aspects of the digitalization of education include the problem of adopting innovations, increasing the additional workload of teachers, shifting the vector of pedagogical work, and digital inequality. The challenges arising in the higher education system due to the development of artificial intelligence are identified in the results of scientific research. Artificial intelligence is revealed to be an important enabling mechanism for expanding teaching and learning opportunities, administering the educational process, and enhancing research potential. Abstract:
This revisionist history offers a fresh analysis of Napoleon and the French army as they defended their empire against the massive Coalition invasion of 1814. French defeat in 1814 is too often shrugged off as the result of obvious and understandable factors. Napoleon Against Great Odds: The Emperor and the Defenders of France, 1814 challenges the widely accepted notion that war-weariness and internal political opposition to Napoleon were the decisive and direct causes of French defeat. At least as important, it argues, were material shortages, diplomatic missteps, and even faulty strategic planning on Napoleon’s part. The book not only traces the narrative of Napoleon’s 1814 Campaign in France, but explores the formation of the French army tasked with defending France against the Coalition invasion. Diplomatic, political, and social factors are taken into account and the issue of war-weariness is analyzed carefully and critically. Each branch and arm of the French forces is examined, as are military mobilization under difficult circumstances and partisan and guerilla warfare. Designed to encourage fresh debate about the 1814 campaign, the book offers thought-provoking reading for scholars and general readers alike.

Abstract:
AbstractThis chapter presents a best practice framework for the operation of Big Data and Artificial Intelligence Centres of Excellence (BDAI CoE). The goal of the framework is to foster collaboration and share best practices among existing centres and support the establishment of new Centres of Excellence (CoEs) within Europe. The framework was developed following a phased design science process, starting from a literature review to create an initial framework which was enhanced with the findings of a multi-case study of existing successful CoEs. Each case study involved an in-depth analysis and a series of in-depth interviews with leadership personnel of existing CoEs.The resulting best practice framework models a CoE using open systems theory that comprises input (environment), transformation (CoE) and output (impact). The framework conceptualises the internal operation of the CoE as a set of high-level capabilities including strategy, governance, structure, funding, and people and culture. The core capabilities of the CoE include business development, collaboration, research support services, technical infrastructure, experimentation/demonstration platforms, Intellectual Property (IP) and data protection, education and public engagement, policy outreach, technology and knowledge transfer, and performance and impact assessment. In this chapter we describe the best practice framework for CoEs in big data and AI, including objectives, environment, strategic and operational capabilities, and impact. The chapter outlines how the framework can be used by a CoE to support its strategic direction and operational decisions over time, and how a new CoE can use it in the start-up phase. Based on the analysis of the case studies, the chapter explores the critical success factors of a CoE as defined by a survey of CoE managers. Finally, the chapter concludes with a summary.

Abstract:
The chapter discusses both the complementary factors and contradictions of adopting ERP based systems with enterprise 2.0. ERP is characterized as achieving efficient business performance by enabling a standardized business process design, but at a cost of flexibility in operations. It is claimed that enterprise 2.0 can support flexible business process management and so incorporate informal and less structured interactions. A traditional view however is that efficiency and flexibility objectives are incompatible as they are different business objectives which are pursued separately in different organizational environments. Thus an ERP system with a primary objective of improving efficiency and an enterprise 2.0 system with a primary aim of improving flexibility may represent a contradiction and lead to a high risk of failure if adopted simultaneously. This chapter will use case study analysis to investigate the use of a combination of ERP and enterprise 2.0 in a single enterprise with the aim of improving both efficiency and flexibility in operations. The chapter provides an in-depth analysis of the combination of ERP with enterprise 2.0 based on social-technical information systems management theory. The chapter also provides a summary of the benefits of the combination of ERP systems and enterprise 2.0 and how they could contribute to the development of a new generation of business management that combines both formal and informal mechanisms. For example, the multiple-sites or informal communities of an enterprise could collaborate efficiently with a common platform with a certain level of standardization but also have the flexibility in order to provide an agile reaction to internal and external events.

Abstract:
The strategic business analysis is essential to formulate strategies and tactical plans that allow companies to grow in an environment that is getting more and more competitive. Thus, the strategic analysis focuses on internal aspects of the company and external factors that affect it. This research focuses on a tool of internal analysis that has been applied in consulting processes performed by professors and students of the Politecnico Grancolombiano since the second semester of 2022. The tool uses the Excel spreadsheet; it includes modules of Marketing, Production, Human Resources, Technology, Administration, and Social Responsibility. Besides, by means of the calculation of ponderations, it generates specific and general scores that allow to classify each functional area of the company as competitively strong or weak. Thus, the results provided by the tool become an essential input for other models of strategic analysis, such as the Strategic Analysis of Fred David, or the dynamic capabilities model.

Environmental scanning has two parts; internal environmental analysis and external analysis which aim to create early signals for organization. Internal analysis deals with micro-based factors which can be controlled by organization whereas external analysis universe is larger and wider when compared to internal analysis. External analysis covers all the factors such as political, economic, social, technological, environmental, and legal, which an organization cannot control and cannot affect. This type of analysis can be named as top-down approach analysis aims to create competitive advantage.

This chapter reviews the need for critical thinking and analysis and the art of reasoning and looks at quantitative and qualitative research methodologies and the situations where they are appropriate. The chapter reviews the question of why the analysis required for business development is so critical. Why is gathering the information needed for business development more difficult than gathering information for information systems development? To understand these questions, it is necessary to review the range and complexity of the information required for business research and analysis. The internal performance data must be evaluated and the actual economic position of the organisation established. The critical value elements of the organisation's resources need to be identified and the competencies established. The competitive environment must be researched together with the external factors that impact the organization, and all the interactions that result must be evaluated.

Abstract:
A SWOT analysis is a simple way to examine a firm’s current situation by accounting for a firm’s strengths, weaknesses, opportunities, and threats. It provides a means to account for internal and external factors plus positive and negative factors confronting a firm, thereby providing a balanced perspective of strategic issues. The SWOT analysis can be used to establish strategic fit between a company’s internal environment (its resources and capabilities) and its external environment. This chapter discusses the underlying theory, core idea, depiction, process, insight or value created, and risks and limitations of SWOT performance analysis. Finally, the chapter discusses the illustration of the Chocolate Moose and applies the steps of SWOT analysis to this case.

Abstract:
Abstract UN peacekeeping operations run radio stations, print newsletters, produce TV programmes, and maintain social media accounts. By contrast, Cold War missions rarely communicated with the local population. With the deployment of the multidimensional mission to Namibia in the late 1980s, UN officials successfully persuaded key counterparts that peacekeepers should communicate with the people. Three years later, UN information staff overcame opposition to the establishment of a radio station by the UN Transitional Authority in Cambodia. In both cases, many factors were favourable for the advocates’ strategy of persuasion. UN officials who supported the innovation were intellectually attractive. The debate was largely internal to the UN bureaucracy, so the setting was private and informal. The targets got exposed to counter-attitudinal information repeatedly and sometimes first hand. The targets were relatively autonomous from member states. The end of the Cold War was a major shift that stimulated analysis of new information. The idea of communications in peacekeeping had multiple interpretations. However, there was a weak cultural match between the norms of diplomatic confidentiality, on the one hand, and the idea of transparency, on the other hand. Institutionalization was slow. References to information in peacekeeping mandates became consistent only in the mid-2000s. The development of informal guidance began in the mid-1990s, yet the formal policy was finalized in 2006. The peacekeeping department got a unit on information the following year. Some member states still contested the idea of peacekeepers’ communications with the population, stressing that the host state was the UN’s primary interlocutor.

Abstract Both internal and external factors matter to a company’s strategic decisions and subsequent performance. The resource-based view (RBV) proposes that management should look inside the firm to find sources of competitive advantage. According to RBV theory, internal resources are given the major role in helping companies achieve higher organizational performance. Thus, this chapter examines the approaches, tools, best practices, and potential pitfalls of the “internal analysis” element of the strategy process, including defining organizational resources, differentiating between resources and competencies, exploring transient versus sustainable competitive advantage, conducting value chain and VRIO (valuable, rare, inimitable, organizational) analyses, and identifying, developing, and managing strategically valuable resources.

Abstract:
Good performance within a company is the result of correct interaction of business management with its internal and external environment. The recognition of internal strengths and weaknesses, as well as external opportunities and threats, takes place on the basis of a SWOT analysis. Many companies are conducting a Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis as part of the strategic planning process to identify the organizations’ four factor groups before proceeding to the formulation of a corporate strategy. SWOT analysis is only the determination of the factors to evaluate for the future strategic decisions depending on the current situation of a company. Although the factors of each factor group are determined with this analysis, the importance of the factors is not taken into account. Therefore, the authors use a fuzzy Multi Criteria Decision Making (MCDM) method, Fuzzy Analytic Hierarch Process (FAHP), to determine both the importance of the SWOT main-factors and sub-factors of each main-factor in a fuzzy environment. The aim of the MCDM is to obtain the optimum choice that has the highest degree of satisfaction for all of the relevant attributes. FAHP is the fuzzy version of the classical AHP methodology. The main difference of the FAHP from its own classical method is to use the fuzzy linguistic variables in comparison evaluations. On the contrary, FAHP uses the linguistic variables that are fuzzy numbers in the comparison evaluations because human beings’ subjective judgments are often vague or imprecise. For this purpose, in this study FAHP is used with the SWOT analysis to expose the existing state in transportation department of a textile firm in Kayseri, Turkey. According to the results of the analysis, the most appropriate strategy to be selected for the numerical data has been obtained.

Abstract:
The objective of this study is to conduct an in-depth analysis of the mineral resource base in Kazakhstan, specifically focusing on copper, zinc, lead, and gold, with the aim of identifying key determinants crucial for ensuring its sustainable development. The mineral resource sector serves as a cornerstone of Kazakhstan's economy and industrial landscape. This article seeks to elucidate the critical parameters defining its current state, placing particular emphasis on the presence and quality of mineral deposits. Furthermore, it encompasses a comprehensive examination of the technological advancements in both extraction and processing methodologies, as well as the efficient utilization of natural resources within the contemporary economic milieu of the country. The research methodology employed entails a rigorous scrutiny of data pertaining to reserves and extraction rates of the primary metal groups, which hold strategic significance within Kazakhstan's resource agenda. Notably, this analysis is conducted against the backdrop of a concerning trend marked by declining reserves across virtually all categories of raw materials. Additionally, the study delves into the intricacies of industrial production diversification. The findings underscore that mining enterprises predominantly export more than 80% of their output to foreign markets in the form of competitively priced raw materials, driven by factors such as accelerated investment returns, reduced capital outlays, and sustained demand. However, a notable and consistent uptrend is observed in Kazakhstan's economic reliance on imported finished metal products. Of particular concern is the disproportionately high proportion of foreign investors wielding significant decision-making authority within Kazakhstan's mining enterprises, exceeding a third of the total investor base. Such a pronounced foreign presence poses a substantial risk to the domestic raw materials industry, necessitating urgent reforms in the procedures governing rights allocation for geological exploration and access to geological data. Furthermore, the study highlights the pressing need to address issues such as outdated equipment and technologies prevalent in certain industry enterprises, as well as the inadequate adaptation of transportation-logistics and energy systems to effectively cater to the requirements of the mining sector. In summary, the comprehensive analysis of the mineral resource industry's current status has revealed a myriad of challenges that must be diligently addressed to foster its sustainable development trajectory.

Abstract:
In the new era environment, the metropolitan public transportation system is constantly evolving. The relevant administrative departments in Shanghai have proposed measures to create cultural buses and build characteristic lines in order to promote Shanghai culture and improve bus service. Using the Shanghai NO.20 tram as an example, this paper investigates how to combine Shanghai culture with tram ride service in order to make the NO.20 tram a distinctive route. The study employed participatory observation and the AT-ONE rule to investigate the entire waiting, boarding, and alighting process, as well as to analyze the passenger experience and service flow of the NO.20 tram, in combined with the urban cultural elements of Shanghai. Based on the service design concept, the corresponding design strategies and measures were proposed.Study content. 1.Service design and the AT-ONE rule The goal of service design, which establishes the service from the customer's perspective, is to ensure that the service meets the user's requirements. One of the most common methods in service design research is the AT-ONE rule. It is a method of user-centered design that connects stakeholders through various touch points.2.Analysis of Shanghai culture Shanghai culture is a unique cultural phenomenon based on the traditional culture of Jiangnan (Wu-Yue culture) and the fusion of modern industrial civilization from Europe and the United States, which had a profound impact on Shanghai after the opening of the port. 3.Analysis of No.20 tram and design elements The "Mobile Bus Museum" is the name given to the No. 20 tram, which connects Jing'an Temple Station and Zhaofeng Park Station. Passengers, ride process, primary touch points, and other design components are all examined. This section examines individual passenger characteristics, focusing primarily on the elderly, with less emphasis on the young and middle-aged populations. The ride has three stages: waiting, riding, and getting off. The main points of contact are the armrests, seats, LED screen, and so on. Analyzing numerous design features is an important part of improving passenger riding experience and creating a cultural bus.4. No.20 tram design strategy External design strategy(1)External painting artistry The purpose of exterior painting artistry is to improve the appearance of the vehicle and the passenger riding experience. It primarily mixes Shanghai's history and contemporary style, with a concentration on Art Deco, technology, Pop, and retro styles.(2)Stylized external shape The outside shape is mostly mixed with Shanghai's characteristic architectural style for local enhancement, such as Art Deco style, in order to evoke a nostalgic feeling of Shanghai culture among local passengers and increase the recognition of No. 20 tram. Internal design strategy (1)Scientific interior layout The scientific layout of the car ensures the passengers' ease, comfort, and safety during the voyage. This part is concerned with the scientific design of the interior space in order to fulfill the needs of various passengers and improve their riding experience.(2)Humanized design of interior facilities Humanized design is a growing trend and an unavoidable requirement in modern urban bus design, and humanized interior facilities can improve passenger travel quality. The intelligent facilities (LED screen, intelligent audio, etc.) and infrastructure (seats, handrails, etc.) inside the bus are designed to effectively improve the comfort and fun of passenger travel based on the results of the pre-AT-ONE rule analysis. 5. 20 cultural bus prototype test The styling elements of the No. 20 tram were taken from the old trolleybus, and the side of the body depicts the major changes of Shanghai trams over the past century, presenting an overall retro style. The interior is predominantly blue, echoing the body painting. To meet the travel needs of different passengers, the interior space is divided into love seat area, wheelchair area, and seating area; the interior facilities are also optimized based on the preliminary contact analysis, such as more beautiful and intelligent LED screen style and interactive interface, more comfortable and safe seats and handrails, etc., which not only improve the travel experience of passengers but also promote the spread of Shanghai culture. 6. Summary Creating an image of Shanghai's 'Century Bus' culture and bus service is a major goal proposed by the Shanghai government, with the goal of combining Shanghai culture with buses, improving bus service, and promoting Shanghai's cultural heritage. The AT-ONE rule guides the exploration of cultural bus service design strategies for its five dimensions of service subjects, touchpoints, service supply, user needs, and user experience, with the goal of improving the original bus service model and enhancing user experience.

Abstract:
Over 120,000 anterior cruciate ligament (ACL) injuries occur annually in the United States, mainly affecting the young athletic population. Non-contact injuries are reported to be the predominant mechanism of ACL injury (>70% of ACL injuries), which often occur during landing with high ground reaction forces, muscle forces and segmental inertia. An improved understanding of the mechanisms underlying non-contact ACL injury and inciting events can be used to improve current prevention strategies and decrease the risk of early-onset osteoarthritis. Previous biomechanical and video analysis studies have demonstrated that anterior tibial translation (ATT), knee valgus and internal tibial rotation (ITR) are associated with non-contact ACL injuries [1–3]. While the effects of these factors on ACL injury risk have been extensively studied, there is still controversy and debate about the timing in which these motions occur and reach maximum values during a jump landing task. The current study aimed to investigate interactions between tibio-femoral joint kinematics and ACL strain through a detailed cadaveric simulation of the knee biomechanical response during landing from a jump. For this purpose, instrumented cadaveric limbs were used to simulate bi-pedal landing following a jump utilizing a novel testing apparatus.

Abstract:
Several studies have found that e-commerce can have a positive impact on any type of business. Some surveys show that the use of e-commerce in Latvia is a problem for most companies in the SME sector; however, there is still a lack of in-depth research to justify the directions of action contained in strategic policy documents. The purpose of the article is to provide analysis of external and internal factors that affect the use of electronic commerce in the SME sector. The Analytic Hierarchy Process (AHP) was used to identify the factors that most positively and negatively affect the e-commerce development of companies. Data from the expert survey were used to conduct the analysis with the AHP method. 17 experts from the state administration, academia and the business environment participated in the survey, who assessed the impact of various internal and external factors on the use of e-commerce in companies. Since the application of e-commerce in companies is one of the measures for faster recovery of the state of the national economy, including developing the export of the SME sector in the post-COVID-19 pandemic period, recommendations have been prepared for public and commercial organizations to have a positive impact on the use of e-commerce in SMEs.

Abstract:
Drivers aged 65 and older are very prone to motor vehicle crashes. Intersections appear to be hazardous for drivers of this age group due to the driver’s cognitive, perceptual, and psychomotor challenges. Literature notes that older drivers find it incredibly challenging to safely navigate left turns at signalized intersections. Studies have identified the driver’s physical health, vision, and cognition as factors that impact the ability of older drivers to sufficiently monitor the gaps in oncoming traffic to make a left turn safely. The current paper aims to address the gap in the literature by explicitly examining older drivers’ gap acceptance behaviors during left turns at protected intersections. We utilize the Naturalistic Driving Study Data collected via the Strategic Highway Research Plan (SHRP2) to understand older driver behavior better. SHRP2 makes available a geo-spatially linked, comprehensive database over a multi-year period from over 3400 participants across six sites. SHRP2 databases contain a relatively more significant proportion of younger and older drivers than the national driver population databases. This dataset includes a trip summary, vehicle data, driver questionnaire, and test battery data specifying driving history, physical and psychological conditions, demographics and exit interview data, time-series data of the drivers approaching the intersections or just after the intersections, and forward video data of the drivers approaching the intersections or just after the intersections. Data is analyzed for participants over the age of 65 and participants between the ages of 30-50. Several hundred baseline, near-crash, and crash events are obtained for comparison. The video data is annotated using the DREAM methodology. The Roadway Information Database (RID) also considers additional variables such as crash histories and traffic and weather conditions. The samples of the forward video data provide the start time and end time of each gap accepted or rejected by the turning driver, especially when turning left, during unprotected phases, and help understand the participant’s interactions with other vehicles just before and after the intersections. As the data has been collected over multiple years across multiple sites, the dataset is considered a multivariate time series model. As there is more than a one-time dependent variable, the data was analyzed using Extreme Gradient Boost (XGBoost), Long-Short Term Memory (LSTM), and Seasonal Auto-Regressive Integrated Moving Average with eXogenous factors (SARIMAX) models. These models are expected to achieve an accuracy of around 80 percent at four-way intersections and approximately 60 percent in T-intersections. We anticipate that the older drivers will exhibit longer gap acceptance times and a greater frequency of gap rejections than their younger counterparts while turning left across traffic at signalized intersections. The findings of the current study will have implications for older driver safety. Researchers may use the findings to understand gap acceptance behaviors further, while policymakers may utilize the results to design mobility guidelines.

Abstract:
Sriharjo Village is one of the villages in the Yogyakarta Special Region with the highest poverty rate. Most of Sriharjo Village's residents work in the agricultural sector, fish farming, animal husbandry, and SMEs. Optimizing rural community participation through Sriharjo Village Development Strategy Plan 2019-2025, focusing on financial independence, is estimated to reduce poverty. The Faculty of Agriculture Technology Universitas Gadjah Mada’s team introduced cadet farmers called Taruna Tani Hijaunya Cinta to the SITTI Concept, which is a system that integrates plants, livestock, and fish through the BCG economy approach. SITTI aims to maximize Sriharjo Village's poverty-reduction potential while adhering to sustainability—its downstream technology affected various economic, social, and environmental improvements the previous year. This study examined the potential and strategies for developing product diversification of SITTI. Surveys and questionnaires were used to conduct qualitative research with 30% of cadet farmer members in the village. Data were analyzed using an evaluation matrix of internal and external factors to create a SWOT analysis for the implementation strategy, and Rank Order Centroid (ROC) was used for sensitivity testing on each factor. The Strength, Weakness, Opportunities, and Threats scores are 4.6, 4,0; 3,9; and 2,7; with a consistency ratio of <0,1. According to the evaluation matrix, cadet farmer members could capitalize on their strengths and opportunities while addressing their weaknesses and threats through the SITTI technology development. Strength-Opportunities (SO) strategy to develop and diversify SITTI technology by institutional strengthening, increasing upstream-downstream productivity through henhouse and maggot box expansion, developing product diversification, and product marketing yielded Quadrant 1 results.

Abstract:
The EU’s external action comprises a host of different policies. Harnessing tools from all these areas holds great potential to help the EU effectively and sustainably meet strategic challenges and become a stronger global actor. This paper studies the layer of traditionally internal policies with external dimensions – i.e. external action ‘plus’. Within this policy layer, we focus on the policies of competition, climate change and health, which were selected based on their present relevance for EU external action and their varying legal competences. For each policy area, we study the EU’s legal objectives, the linkages that can be identified between the policy area and other external action policies, and the factors that facilitate or obstruct those linkages. To do so, we draw on a set of semi-structured interviews with current and former EU officials, as well as on secondary literature. We carry out our analysis using an actorness-based analytical framework developed in ENGAGE Working Paper 17, which builds on the concepts of opportunity, presence and capabilities. We find strong differences in the extent of linkages between the three policy areas, with limited linkages in competition; widespread and longstanding ones in climate change; and rapidly growing ones in health. Competences play a role, but perhaps a slightly unexpected one: while exclusive competences might theoretically facilitate linkages in the case of competition, the non-political view of the EU’s competition authorities in fact acts as an obstructing factor for linkages. In health, in contrast, where competences are in principle “weaker”, Member States endowed the EU institutions with a stronger role following the COVID-19 outbreak, thereby facilitating linkages with external action. External crises were furthermore identified as a highly relevant factor overall, modifying opportunity structures and potential for linkages – not just in the health field. At the same time however, the 2022 Russian war against Ukraine may detract attention from certain policy areas, which could dampen prospects for linkages in the case of climate change and health. Furthermore, four factors were identified as potentially facilitating linkages: the EU’s market size (particularly in the cases of climate change and competition policies), a plethora of coordination channels, resource scarcity in individual units, and the new Team Europe approach

Abstract:
The Philippine Development Plan 2023–2028 recognizes innovation as one of the drivers of growth in the services sector, creating a strategic framework to reinvigorate the sector and strengthen creativity and innovation. To help formulate the appropriate strategies and policies, this paper examines the evidence on innovation in service industries using the 2021 Survey of Innovation Activities of Establishments, which provided broader sector coverage. The survey was conducted during the pandemic when firms had to pivot to new modes of service delivery to survive. It gives a more nuanced profile and innovation behaviors of services firms and seeks to identify the effects and determinants of innovation across the services subsectors. Among the four types of innovation, organizational innovation was the most common type of innovation introduced in most service sectors, followed by marketing, process, and product innovation. For most of the services subsectors, the most common innovation activity of the establishments was “Training for innovative activities”. Across all services subsectors, cost factors are identified as the most common barrier considered of high significance. Organizations that employ at least one FIRe technology, obtain funding, use platforms, engage in R&D activities (whether outsourced or in-house), or use knowledge management methods are more likely to be innovation active and produce at least one type of innovation. The survey also reveals greater reliance on internal and market sources of information while the utilization of institutional and other sources of information, such as incubators, scientific journals or technical publications, and regulatory bodies was low for most subsectors. Universities or other higher education institutions were also not popular cooperation partners. In terms of knowledge management, regularly updating internal databases or manuals was the most popular practice while a policy to bring in external experts from universities, research institutes, or other establishments to participate in project teams was the least common practice across the subsectors. The Philippine Innovation Act (RA 11293) provides different interventions to address the various impediments related to cost factors, knowledge factors, market factors, and legal or regulatory factors (Albert et al. 2023). Given the diversity of services, a one-size-fits-all strategy will not be effective. While this study presents a snapshot of the innovation profiles of the different subsectors, in-depth analysis of the innovation ecosystem is required to develop industry-specific innovation roadmaps.

Abstract:
There has recently been an expansion in the use of digital financial services and digital IDs by tax authorities. However, the extent to which such technologies are being adopted and data from them used strategically to improve tax administration has been little explored, especially as regards subnational tax administrations. This study investigates the extent of the adoption and strategic usage of data from e-tax systems and digital IDs by state internal revenue services (SIRSs) in Nigeria. It analyses whether IT adoption correlates with tax performance among these authorities. It highlights the need for SIRSs to improve their adoption and strategic use of data from e-tax systems and digital IDs and finds that lessons could be learned from the Federal Inland Revenue Service (FIRS). The study’s uniqueness lies in its focus on the supply side of technology in tax administration within decentralised tax administration jurisdictions. Primary data was collected through qualitative interviews and evaluated using thematic analysis; secondary data on internally generated revenue (IGR) was also used. This is a Summary of African Tax Administration Paper 29.
