Baxter, Glenn Stephen. "Restructuring Air Freight Chains: Strategic Options for Competitive Advantage." Thesis, Griffith University, 2011. http://hdl.handle.net/10072/367454.

Abstract:
International air freight services are a vital revenue stream for international airlines. Notwithstanding, many airlines still consider air freight as an economy of scope by-product of their passenger operations, and have, until now, restricted their air freight service offerings to airport-to-airport transportation. However, there are three key pervasive factors that have significantly influenced the international air freight industry over the past decade and which have created particular pressures for change in the strategic options developed and implemented by international airlines in air freight transportation. The first is the adoption by business of supply chain management, and more, specifically, their participation in value-driven chain structures involving transactional relationships between corporate players in logistics pathways between sellers and buyers. The second is the rapid market growth of the integrated freight carriers, such as FedEx and United Parcel Service (UPS). The integrators’ success has come from the provision of customer-focused logistics solutions, in effect, a ‘one-stop shop’, whereby they handle all aspects of the air freight transportation, from pick-up through to the final delivery to the end customer. The third relates to what Hamel (2002) has referred to as ‘strategy decay’ – in the case of international airlines the increasing inadequacy of their air freight strategies to capture and deliver value and thereby achieve competitive advantage that may have in earlier times, been more or less appropriate. This study examines how international airlines deliver and capture value in the air freight transportation of Victoria’s southern and Western Australia’s western rock lobsters to Hong Kong. These two markets were selected in order to provide different market contextual settings and because the air freight mode is extensively used by both Victorian and Western Australia-based lobster exporters, as the speed of air freight transportation is critical to these shippers ability to supply Hong Kong, Victoria’s and Western Australia’s major lobster export markets, with premium products in the fastest possible elapsed time. In order to conduct this research, it was necessary to develop a conceptual framework, which was based on insights from the transportation and strategic management literature, and, in particular, the works of Cox (2002, 2004) on power and value appropriation in supply chains, and Robinson’s (2002a, 2003, 2004, 2009) paradigm for understanding freight movement, and particularly, the role played by third party service providers in facilitating freight transportation.

Salazar, Juan Carlos. "The burden of proof of the air cargo claimant under international law /." Thesis, McGill University, 1999. http://digitool.Library.McGill.CA:80/R/?func=dbin-jump-full&object_id=30323.

Abstract:
The air cargo industry is evolving rapidly, as is its international law regime. The recent entry into force of the Montreal Protocol No. 4 and adoption of the Convention for the Unification of Certain Rules for International Carriage by Air signed at Montreal on 28 May 1999 constitutes a new legal framework for air cargo claims.
Rather than offering definite answers, this thesis identifies some current and emerging issues in the law of air cargo claims, particularly those aspects that the claimant must prove. The work traces the development of the Warsaw System by writers and courts, and attempts to identify trends in the application and interpretation of the new legal framework. The evolution towards independence of the law of carriage of goods by air from other similar regimes, and the existing connections among them, are examined. When appropriate, common law and civil law solutions to some legal issues will be introduced.
Finally, the thesis concludes that conflicting decisions in this field could be avoided by adopting uniform rules to solve conflicts of laws and to interpret international carriage conventions.

Abstract:
Many nations, except the United States, have long regulated non-scheduled air services under their bilateral air transport agreements. Though inconstant and largely superficial, this regulation has served to alleviate the constrictive effects of multifarious laws and regulations, enacted to keep charter expansion in check.
The (mainly) unilateral, diverse legal regimes charters have had to face have not stopped their growth. The late 1960s saw their worth: inter alia, their low fares facilitated tourism, filled empty aircraft seats, and injected some competition into a highly regulated industry.
The Americans then realised that, absent the legal uncertainty that continuously plagued charters, and fueled by free-enterprise concepts, non-scheduled US carriers, to their benefit, could move substantial national traffic. Legal certainty and competition, assured by bilateral treaties, led the United States to begin substantial bilateral regulation of charter services.
This evolution of non-scheduled air services, through bilateralism, is traced in this thesis.

Abstract:
Currently, most of the research related to aviation sector of Hong Kong would focus on infrastructure perspective such as the building of 3rd runway in HKIA and the cooperation issues among airports in Pearl River Delta (PRD) Region in order to analyze the impact towards competitiveness of Hong Kong as a major international air cargo hub. However, there are not much research on air cargo industry has been done from security perspective but the recent trend of tightening international security requirement has already brought significant impact on the competitiveness of Hong Kong air logistics sector. In fact, the United States enacted the Aviation and Transportation Security Act (ATSA) after the 9/11 incident in 2001 already signaled a new era in air cargo transportation. Significant security measures have been implemented to all facilities shipping cargo to the United States and air cargo sector in Hong Kong would be included. Since most of the international air cargo that enters the United States transits through large hub facilities in Asia such as Hong Kong, there is a strong air cargo network linkage between Hong Kong and the United States. This study aims to understand the major development of international air cargo security requirement and the consequences for Hong Kong air cargo industry. This study also examines challenges of the requirement on Hong Kong air cargo industry from operational and economic perspective. An in-depth interview would be conducted to obtain industrial insights on developing recommendations on fulfilling the requirement in a cost-effective manner. This study would act as a stepping stone for further analysis on providing recommendations to facilitate the security requirement development in Hong Kong air cargo industry.

Zhang, Bixiu. "An analysis of China's liberalisation Policy with respect to international air transport." Thesis, Cranfield University, 2010. http://dspace.lib.cranfield.ac.uk/handle/1826/8622.

Full text
Abstract:
International air transport is a commercial business by nature but carries a political significance. It has been regulated under the Chicago regime which requires the sovereignty governments to negotiate and determine how airlines engage in the transnational operations regardless of the market demand. Policy makers will have to take into account all factors, whether at international, domestic, institutional and individual levels, in determining to what extent the market should be liberalised so as to protect their national interest, optimise the opportunities for their industry and society as a whole, while at the same time promote competition and facilitate international trade. Despite the vast research that has been done on the liberalisation of international air transport as well as China‘s aviation policy and its industry, little is known about the considerations of Chinese government when formulating its international air transport policy, e.g. what are the variables that have influenced the country‘s policy making process that leads to the policy per se. The focus of the existing literature fails to treat China‘s international air transport policy as a subject matter for an objective and comprehensive analysis, but rather takes the policy itself as an external stimulus that drives the radical changes of the industry. Consequently, China‘s policymaking process with respect to international air transport remains a black box and its international behaviour is considered unpredictable. Applying the Micro-Macro Linkage Approach to three case studies, i.e. China-the US, China-the Netherlands and China-the UK markets, this research analyses China‘s liberalisation policy with respect to international air transport. By examining the data gathered through qualitative methods such as historical files and record, observations, and interviews with those who have participated in the process of policymaking and have been personally involved in bilateral air services negotiations, this research aims at identifying the factors that have had an impact on the country‘s policymaking process, establishing whether these factors are evolving over the years and determining how they are interacting with each other in leading to the policy outcome, hence, shedding light on the country‘s international trade policymaking and its international behaviour. The research has revealed that China‘s international air transport policymaking is both a top-down and bottom-up process with industry regulator being the primary initiator, formulator and administrator of the industry-specific liberalisation policy. Its decision making process has become more transparent, plural, open for and subject to both external and internal influences at all levels. International environment including international conventions, laws and regulations have formed a framework within which the country has to operate to develop its overall national policy. Bilateral political and economic relationship has played a pivotal role in shaping the country‘s policy on that specific country-pair market. Domestic considerations such as national interest, benefits to the society, industry and consumers as a whole are the fundamental concerns in determining the policy scope, i.e. to what extent the market should be liberalised and the pace of such liberalisation. Stakeholders are increasingly proactive in its involvement in the policymaking process in an attempt to influence the policy makers to their own optimal benefits. Institutions and personal characteristics do shape individual policy makers‘ mindset and perceptions but only to the extent of affecting the negotiation outcome on the bilateral country-pair markets. These factors have been evolving over the years and are time- and circumstance-constrained, namely, some factors may function at one occasion at a certain time but not necessarily at another. This research is a meaningful endeavour in attempting to understand China‘s policymaking process with respect to international air transport as an international trade in services, which has just received growing interest in both academia and industry practitioners in recent years. It will contribute to the knowledge of the study of China and the study of international air transport at large.

MacKeigan, John Mark. "Liability of air traffic services providers : the impact of new systems and commercialization." Thesis, McGill University, 1996. http://digitool.Library.McGill.CA:80/R/?func=dbin-jump-full&object_id=23962.

Full text
Abstract:
The liability regime to which air traffic services (ATS) providers are subject is being significantly changed with the implementation of satellite-based technologies as exemplified by the ICAO Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM) systems, and by the movement from state to corporate provision of services.
These new systems will result in less individual state control than currently exists. With multiple service providers crossing sovereign airspace boundaries, a space-based component and a greater role for pilots in selection of flight profiles, these new systems will create an increasingly complex ATS liability environment.
Statutes governing and limiting the liability of state ATS providers will thus have less relevance than in the past with the withdrawal of the state as provider of ATS and its replacement by corporate service providers. Liability insurance and contractual liability limitation thus assume greater importance.
This thesis examines the impact of these important technological and organizational changes on the legal regime governing ATS provider liability.

"The liberalisation of international air transport services : developments in the US-German bilateral relations and their implications on future regulatory approaches towards aviation." Thesis, McGill University, 1998. http://digitool.Library.McGill.CA:80/R/?func=dbin-jump-full&object_id=20533.

Abstract:
Air transportation is, by its very nature, one of the most international economic activities. However, the regulatory framework of international air transport services has for decades been dominated by narrow, nationalistic views. The increasing globalisation and trans-nationalisation of international trade in general and airline activities in particular question this status quo and puts pressure on the regulators to create a liberal framework, in which airlines can co-operate without impediments.
This thesis looks at the current trends in the liberalisation of international air transport services. In a first step, the world-wide developments are discussed, in particular "open skies" and regionalism. Then, by using the US-German civil aviation relations as an example, the methods and motives of liberalisation in a bilateral relationship are analysed. In a last step the driving forces behind liberalisation of air transport services are discussed, a new approach towards aviation is proposed and an outlook is given on the prospects for future aviation agreements.

Abstract:
The way in which the Member States have redefined the conditions regarding how they exercise their air sovereignty, by progressively transferring power to the European Union, cannot be viewed solely as them removing and reducing their individual powers. The powers conferred to the European Union in aviation matters are resulting in an affirmation of the international role of Europe as a whole. This on-going, and as yet incomplete process, may be seen in a greater recognition of the specific European aspect regarding Civil Aviation. In spite of the hesitance of Member States and non-member States, the European Union has progressively taken its place among the key players, able to influence developments in modern aviation law, in the same way as other established aviation authorities and especially the United States. These new trends reveal the flexibility and elasticity of the Chicago Convention and the potential future developments in International Civil Aviation

“Globalization” is commonly developed and used in the world recent years, It means countries all over the world break the hedge between national boundaries, grow vigorously and depend on each other in such different fields as the economy, trade, people-to-people contacts, etc. One of the reasons cause globalization is the break-through on the human science and technology, the development and progress of aviation having more far-reaching influence. In order to promote international air transportation and settle disputes which occurred in air transportation, the first international private air law was signed in Warsaw of Poland in 1929, known as the Warsaw Convention; since then the international carriage by air has the law to follow; with the development of times, the Warsaw Convention had been amended several times, But revisions have caused the disorder of liability regime; Until 1999, a brand new convention, carried the spirits of the Warsaw system , was signed in Montreal of Canada, known as the Montreal Convention. The purpose of the Montreal Convention is to unify international private air law again. During 70 years, The change of the convention clause is enough to witness mankind's development in politics, economy and trade; In studying the development of Warsaw system, There are two problem that will faced : First, the convention or the protocol come into force or not, second, different that the passenger transports and the goods transport directions of development. This study is focus on the development of liability regime in international air freight, using comparative approach, inductive approach and deductive approach to probe the Warsaw system. Including The Warsaw Convention (1929), The Hague Protocol (1955), The Guadalajara Convention (1961), The Guatemala City Protocol (1971), The Montreal Protocols (1975) and The Montreal Convention (1999), distinguish and understand the changes of liability regime in goods transport, Explain with such angles as historical background, international trade and practical operation surface. In international freight forward services, brand extension has become much more important. Brand extension can be regarded as a key indicator. In previous studies, a great amount of studies discuss lots of factor that may cause some effects in brand extension. However, there is still double why brand extension cannot be perfect. This study combine with previous studies, involving service profit chain, based on resource dependence theory, categorization theory, activity theory and resource-based view which is the view of psychology. With this study will fill the gap of previous study. This study also provide a new research model. According to the outcome of questions, the information of this study shows that variables can directly and indirectly influence international freight forward services brand extension significance. International trade can be described as the most important symbol of the era of globalization. Nowadays, the so called “international trade liberalization” not only is generally considered as the most helpful policy to promote international trade to flourish, but also is the main direction of international trade law within international community. Generally speaking, the concept of “international trade liberalization” includes reducing government intervention, openning up market access, complying comparative advantage and market rule. Besides, although air transport service is the most safety, fast and convenient transport patterns among the cross-border transport services. It still can not be entirely evaluated as an economic activity between private individuals due to the special nature of its essence. Hence, commercial air service can not detach from the restriction of government and the national aviation policy of countries remaining as serious trading barriers by so far. Convention on International Civil Aviation (hereinafter Chicago Convention) is the most important convention of International Aviation Law and signed in Chicago in 1944. The effectiveness of Chicago Convention as a multilateral convention was focus on aviation safety and flight-related technology. Since Chicago Convention only established rules of bilateral agreements as the negotiation mechanism for exchanging the right to fly, its core idea is far from the general concept of “international trade liberalization”. Even the multilateral system of World Trade Orgainzation which establish in 1995 also considered its particularity and excluded the negotiation of right to fly from “single undertaking” agreement. In other words, air service as a trading category is still far from the concept of “international trade liberalization”. Nevertheless, the situation has changed within these years. In order to do a comprehensive study of “air services liberalization”, this thesis will be divided in to six parts. The first part is the general introduction of this thesis. The second part will explans the character of air transport service industry and elaborates the disputed origin of “air services liberalization”. The third part will inspects existing rules relating to air services liberalization and confirm their legal status. The forth part will analysis the current practice of countries. The fifth part will discuss the possible development of global air service policy in the future. And the sixth part is the personal opinion and the conclusion of this thesis.

Abstract Air cargo industry has been booming for the past several decades, and it is considered a very promising growth in the future. Taiwan is situated at Asia’s important transportation center, and air cargo service plays an important role in Taiwan’s economics developing. Take Taiwan airlines for example; air cargo business has a growing up ratio of revenue. It is very important to airlines to design an efficient flying network for their customers. In this research, given some necessary operating data, we develop an integrated model by combining airport selecting and fleet routing, with the objective of maximizing the operating profit, subject to the related operating constraints. Using mathematical programming software, CPLEX 7.1, in conjunction with C programs developed by this study is used to solve the problem. Finally, to evaluate the model and the solution algorithm, we perform a case to study using real cargo operating data from a major Taiwan airline. Abstract:
There has been very little research in the area of air cargo demand analysis and forecasting. This thesis attempts to investigate the application of gravity models to air cargo. Using international export volumes from Vancouver International Airport in 1998, a gravity model was built. The inclusion of tariffs as an impedance factor allowed testing of the effect of tariffs as predicted by gravity models. The results were consistent with international trade theory that tariffs provide a barrier to international trade. Further, a comparison is made between aggregate and disaggregate models (across commodities). It was found that aggregation eliminates commodity specific characteristics. In using the gravity model, there are two adjustments which need to be made to reduce the bias in the model: firstly, adjustment is necessary to the bias inherent in the constant term of a log-linear model; and a further adjustment is required when forecasting actual levels rather than log levels. Even after adjustments for both types of bias, the gravity model did not produce accurate forecasts. The aggregate model produced better forecasts than the disaggregate model, but both sets of forecasts did not accurately predict the actual volumes transported. This could be as a result of the stable nature of the variables included in the model, which tend to change very slowly over time. Further, it is apparent that other additional explanatory variables should be included in the models to better capture the short-term changes in air cargo.

Abstract:
Bilateral air service agreements have determined the nature of international air services through regulation of entry, service quality and pricing. Negotiations for such treaties reflect each government's aim to gain at least an equivalent right before granting certain traffic rights to the other party. Given these negotiated rights as endowments, each airline determines its strategies within the designated market. Station routing models and profit functions identify each firm's strategies. Using stage length as a proxy for network type, efficiency forecasting of stochastic frontiers measures productive efficiency for three primary transpacific airlines. The inclusion of input and output prices accounts for relative costs and revenues. Results indicate that international route structures must be linked to an extensive domestic route network in order to exhibit high productive efficiency. Changes in relative costs through exchange rate fluctuations furthermore reflect the vulnerabilities in the international trade of services.

Abstract:
The Federal Aviation Administration (FAA) has been promoting Advanced Qualification Program (AQP) for pilot training and checking at Federal Aviation Regulations (FAR) Part 121 and Part 135 air carriers. Regarding pilot performance evaluation, instructors and evaluators assign scores to a student based on specific grading standards. To ensure the best possible quality of training and the highest level of safety, it is vital for different instructors and evaluators to grade students based on the same standard. Therefore, inter-rater and referent-rater agreement are paramount in calibrating the performance evaluation among different instructors and evaluators. This study was designed to test whether a focused workshop could increase the level of inter-rater and referent-rater agreement. A pre-test post-test control group experiment was conducted on a total of 29 Certified Flight Instructors (CFIs) at Purdue University. Participants were asked to watch several pre-scripted video flight scenarios recorded in an Embraer Phenom 100 FTD and give grades to the student pilots in the videos. After a rater training workshop that consisted of Behavior-Observation Training, Performance-Dimension Training, and Frame-of-Reference Training, participants in the treatment group were able to achieve a significantly higher level of inter-rater and referent-rater agreement.

The tourist preference behavior creates demand of the target markets. Further marketing strategy toward air traveling services come from tourism demand. The purposes of this paper were mainly aim based on developing market–oriented marketing strategy toward international air traveling services in Taiwan. Through marketing planning and review, we hoped we can raise the value of marketing planning on enterprise’s decision making. The study employed the questionnaires to conduct an investigation for Taiwan outbound tourists so as to explore their preference toward marketing mix of air travelling services and the relation between trip purpose with preference of air travelling services. And then developed marketing strategy toward air travelling services. First of all, we reviewed references including marketing strategy of air travelling services, preference on the marketing mix of air travelling services, and the relationship between tourism behavior with preference of air travelling services. And then found the influential factors include demographic statistic variables and trip characteristic. Second, the samples were from employed quota sampling of sex to interview with tourist for four days in Chiang Kai-Shek International Airport terminalⅠ. The empirical investigation, based on 350 valid samples, shows the following research outcomes: 1. The influential factors of demographic statistic variables were “ sex ”, “ age ”, “ employment “, “ level of education ”, “ income” and “ have children or not ”. 2. There was relationship between trip purpose with preference of air travelling service. From those things that we have discovered, we applied “trip purpose” to segment target markets and then developed niche programs for suggestion the marketing strategic fit toward the air travelling services supplier.

This study aims to examine the perceptions of customer value, satisfaction, switching cost, and customer loyalty in international air cargo services. The relationships among those constructs were conducted in this research. Switching cost is considered to be a new term that is influenced by customer value and it influences on customer loyalty in international air cargo services. Structural equation modeling was used to test the hypotheses among constructs. This study proposes that customer satisfaction and switching cost are influenced by customer value, whereas customer satisfaction and switching cost have direct influence on customer loyalty. However, the results indicated that customer value has no direct influence on customer loyalty in international air cargo services The findings suggest that customer satisfaction and switching cost are perceived to be most important dimensions to retain customer loyalty in the context of international air cargo services.

Abstract:
Airlines are legally required to provide adequate service to passengers with disabilities; this research examines the quality of service provided based on the analysis of airline complaint data and the results of a survey of passengers with disabilities. The provision of adequate service to airline passengers is challenging since passenger counts continue to rise and passengers are increasingly diverse. Airline passengers with disabilities are protected by federal legislation under the Air Carrier Access Act (ACAA), 49 U.S. Code § 41705, which prohibits discriminatory treatment of people with disabilities in air transportation. Regulations outlined in 14 CFR Part 382, Nondiscrimination on the Basis of Disability in Air Travel, require that airlines and airports are accessible, and require that airline, airport and contract personnel provide appropriate accommodations and services to people with disabilities.

To track operational efficiency and compliance with the ACAA, the Department of Transportation collects data on airline performance. Data are published in monthly and annual reports. One component of these reports is complaint data. Complaints are an important metric because they identify deficiencies in service.

Individual complaints are forwarded to airport and airline service providers for investigation; however, complaint data do not appear to be used to systematically assess the adequacy of service, as evidenced by a disproportionately high and rising number of disability complaints.

The objective of this research is to investigate the provision of air service for passengers with disabilities. This investigation includes identification of the regulations that affect commercial air travel for passengers with disabilities, an examination of disability-related complaints, specifically the number and rate of these complaints compared to complaints for all travelers, and an assessment of service based on a survey of passengers with disabilities.

Abstract:

While the general public may be familiar with commercial airports, there are thousands of small General Aviation (GA) airports serving communities across the United States. Many of these airports are under pressure to survive and to bring in more revenue without impinging on the community and environment. Many organizations and governmental agencies such as the Federal Aviation Administration (FAA), now recognize the value of sustainable development and importance of operation to airport sustainability. Achieving operational sustainability is a means that may help airports on sustainable development and has positive impacts on airports’ economic viability, natural resource conservation, and social responsibility. However, airport operational sustainability is rarely defined in a consistent, measurable manner (Johnson & Gu, 2017).

This study explored the understanding of airport operational sustainability among five GA Regional and Local airports. Based on the findings, a new definition of airport operational sustainability for U.S Regional and Local GA airports was proposed. A set of performance metrics for airport operational sustainability was developed. The outcomes of the study may help airport shareholders contribute to airport sustainability planning through a better understanding of sustainability principles. A set of performance metrics for airport operational sustainability may be used to quantify the sustainability achievements of airports and help airports measure their performance.

This research project, within the context of security risk management in general and aviation security in particular, aimed to explore the impact of the application of international and local air cargo security regulations on South Africa, with specific reference to the regulations of the International Civil Aviation Organisation (ICAO), as well as the European Union (EU) and the United States of America (USA). In South Africa, since the early 2000s, the South African Civil Aviation Authority (SACAA) has been the lead agency for dealing with and managing the needs for air cargo security. This oversight by SACAA culminated in 2009 with the promulgation of the SACAA Regulation commonly known as Part 108. Accordingly the primary research focus was on the impact Part 108 has had on the air cargo industry in South Africa. In addition, it compared the South African regulations with those of the USA and EU regulations; explored the compliance of the various roleplayers; sought to understand the enforcement of the regulations; and examined the effectiveness of the available security and screening methods. Furthermore, the research attempted to determine whether these regulations had any effect on preventing or deterring crime in the air cargo sector.

Abstract:
Safety is the top priority for the aviation industry and a safe airport environment is essential to aviation safety. However, due to the increasing prevalence of UAS in recent years, UAS sightings have become a potential threat to airports. When UAS appear in the vicinity of airports, they bring safety concerns and result in negative operational and economic impacts on airports. Since the FAA’s mission is to provide the safest and most efficient aerospace system in the world, further research regarding the threat of UAS sightings to airports is needed. The purpose of this study is to investigate the threat of UAS to airports and in the national airspace system (NAS). This study includes three primary components: the analysis of 6,551 Federal Aviation Administration (FAA) UAS sighting reports, a case study of the impacts of the UAS sighting at Newark Liberty International Airport (EWR) on January 22, 2019, and a synthesis of airport operator perspectives based on interviews with airport personnel at five airports. The analysis of UAS sighting reports shows the characteristics of UAS sightings, the case study on EWR UAS illustrates the impact of the UAS sighting at the airport, and interview results illustrate the current perspective of airport operators regarding the risk of UAS. Along with the results, the scientific methods of identifying and analyzing the characteristics of UAS sightings in controlled airspace close to airports could be used by researchers to study UAS sightings in the future. Findings from this study may be beneficial to multiple stakeholders, including airport personnel, regulators, entrepreneurs, and vendors in the aviation industry.

Before the 1970’s, air transportation market around the world have always been strictly regulated. Until 1978, the United States was the first country to deregulate its domestic air market. Within the past two decades, many countries have started to carry out the deregulation policy to the air market and until now, it has made a great impact to the world’s air market. After the United States carried out the deregulation policy, a new type of airline called “low-cost carriers” appeared in the transportation business. Among these carriers, the Southwest Airlines would be the foremost and most successful example. It became a popular move not only in the U. S. domestic air market but the business model of Southwest Airlines was also soon gradually accepted and used in many different parts of the world such as Europe, Asia-Pacific, and Australia-New Zealand. In December 2004, the subsidiary company of the Qantas Airline—Jet Star applied for Taipei-Singapore route. With the approval from the Civil Aeronautics Administration of Taiwan, low-cost carriers officially entered Taiwan’s air market. The approval of routes by Civil Aeronautics Administration has created the increase of competition between low-cost carriers and Taiwan’s traditional airlines. What are the demands that the passengers in Taiwan want from low-cost airlines? What actions are Taiwan’s traditional airlines taking to compete with low-cost carriers? There are interesting arguments that concern the airlines. Hence, the research is undertaken. This research aims at studying the service quality demanded and the choices in view of international routes. First, by employing the Exploratory Factor Analysis and ANOVA in accordance to Taiwan’s international routes passengers, we recognize the preference of service quality of the passengers. Second, through Stated Preference Method’s questionnaires, it is then divided into three different segments: short, medium, and long destinations routes; continue using binary logit model to find out the demand of flights from Taipei-Hong Kong, Taipei-Singapore, and Taipei-Los Angeles. Consequently, the short, medium, and long destination (in comparison with business, leisure, and other purposes of trips) have been implemented to investigate the choices passengers will be offered if a profuse number of low-cost carriers enter Taiwan's air market. The purpose of this research is to evaluate the services quality that our international passengers are concerned about. It also analyzes the demand and acceptability of quality from low-cost carriers. This research reviewed the competitive strategies of European and American traditional airlines. Combined with the preference of our passengers, this research can be taken as a reference by Taiwan’s traditional airlines and Civil Aeronautics Regulatory Agencies.
