Abstract:
AbstractIn this article, we evaluate whether Latin American participation in international arenas reinforces traditional divides between state and society in global politics or transforms state-society relations in ways compatible with the concept of global civil society. We examine the participation and interaction of Latin American nongovernmental organizations and states at three recent United Nations conferences: the 1992 UN Conference on Environment and Development, the 1993 World Conference on Human Rights, and the 1995 Fourth World Conference on Women. We conclude that Latin Americans are full participants in any emerging global civil society. Their experiences at the 1990s issue conferences closely track those of NGOs of the Northern Hemisphere, notwithstanding the much more recent appearance of NGOs in Latin America. At the same time, Latin Americans bring a regional sensibility to their participation in global processes that reflects recent political developments and debates in the region.

The article is about the way to achieve economic integration. Latin American countries after receiving independence began to work hard to strengthen their States through integrating into confederation. On the basis of International Treaties, the Bustamante Code and the Andean Investment Code were adopted. The methods of economic integration in Latin America were adopted for regional integration (The Hague Conference on Private International Law and Inter-American Conference on Private International Law) as well as integration of universal type (Agreements in the framework of World Trade Organization. Resumo: Este trabalho tem como objetivo analisar a II Conferência Mundial para os Direitos Humanos da ONU (1993), conhecida como Conferência de Viena, e averiguar sua importância no sistema internacional pós-Guerra Fria. Por meio do estabelecimento de duas hipóteses articuladas, argumenta-se em favor de que o espaço da Conferência e seus debates tiveram grande influência nos processos articulados de disseminação global da temática dos direitos humanos e de flexibilização da soberania. A fim de verificar as referidas hipóteses, analisa-se a complexa e transversal relação entre as concepções de direitos humanos - encarados como jurídico-morais - e a noção de soberania, à luz de sua natureza jurídico-política. Além disso, como meio de verificação das hipóteses, o trabalho reconstitui o processo histórico de internacionalização dos direitos humanos durante a Guerra Fria, assim como no imediato pós- Guerra Fria, cenário da Conferência. A Conferência é analisada em seus diversos aspectos: preparatórios e organizacionais, históricos, políticos e jurídicos. A formação dos consensos e dos dissensos durante o evento é discutida a partir do processo de elaboração da Declaração e Programa de Ação de Viena, com destaque para o posicionamento dos EUA. A dimensão implicativa da Conferência é explorada pelo estudo do fortalecimento - pós-1993 - do direito de petição individual no Sistema Interamericano de Direitos Humanos, haja vista sua inserção no movimento de ascensão do indivíduo como sujeito internacional de direitos, tendência esta altamente vinculada aos processos enunciados pelas hipóteses

The Engineering Systems Design and Analysis (ESDA) conference was started by the then Petroleum Division of the American Society of Mechanical Engineers (ASME). Petroleum Division was, and still is under the umbrella organization International Petroleum Technology Institute of ASME International, one of the very active, forward looking, and entrepreneurial group of engineers whose sole purpose is to serve their membership through technical activities that will benefit society at large. Their leaders have always been very creative, open minded, and helpful to the engineers they served as well as all who needed their expertise. It was under this type of leadership that ESDA was born in 1992. In 2000, after the 5th Biennial Conference in Montreux, Switzerland, a meeting was held by the Petroleum Division Chairman, the General and Technical Program Chairmen of ESDA 2000, two staff members from the Petroleum Division, the Chair of the Swiss Section, and the ASME Region XIII Vice President where it was decided to turn over the responsibilities for future conferences of ESDA to the international region of ASME, Region XIII. Thus, this, the third conference since then, has become the premier conference for this region of ASME and is still thriving at this the 8th Biennial Conference in Torino.

In the fall of 1982, Dean Jaquelin Robertson of the University of Virginia’s School of Architecture staged a two-day conference on the state of architectural practice. Held in UVA’s Rotunda, the closed-door conference included twenty-four invited architects. The group, although ideologically diverse, was notably entirely male and overwhelmingly Euro-American. Those in attendance included established and emerging architects Philip Johnson, Paul Rudolph, Tadao Ando, Peter Eisenman, Robert Stern, Michael Graves, Frank Gehry, and Rem Koolhaas among others. Organized much like a studio review, each architect presented a single, unpublished project which was then critiqued and debated by the group. The full transcript of the proceedings, was later published by Rizzoli. The Charlottesville Tapes, was intended as the first in a recur-ring series of conferences and publications of “architects on architecture” emphasizing the role of designers, rather than critics, historians, or journalists in establishing the discourse of contemporary practice.Organized at a critical moment in the early 1980s, the disci-pline was caught between competing claims and shifting ideological viewpoints on innovation and tradition, history and theory, and modern and post-modern aesthetics. Rather than resolve these tensions, the event intended to explore the pluralistic state of contemporary practice through a series of open debates, a democratic format, further reinforced by the auspicious setting of Thomas Jefferson’ Academical Village. Frequently referenced as an early moment of recognition for the younger generation of invited architects, many of the conference’s participants later served in prominent leader-ship roles in practice and academia, receiving international recognition for their work. As a result, the conference has had lasting repercussions for architectural practice and pedagogy, particularly in the US context.

The process of economic reform and trade liberalization in Latin America and the Caribbean, under way since the end of the 1980s, has brought about an increasing integration of the countries in the region into the world economy, both in terms of commercial and investment flows. At the same time, Latin American countries have been pursuing the process of deepening economic integration at the subregional level, negotiating trade liberalization at the regional and hemispheric level, as well as engaging in multilateral trade negotiations. Latin American countries are also negotiating cooperation and free trade agreements with other countries and regions of the world, both developing and industrial ones. These developments, as well the emergence of new powerful players on the international arena, such as China and India, represent opportunities but also enormous challenges for Latin America. In facing these challenges, the countries of Latin America and the Caribbean are open to ideas, experiences and good practices that may contribute to their successful integration into an increasingly open and competitive international economy. In this regard, the rich European experience in the process of regional integration over the last decades that has brought about not only mutual trade liberalization, but also the establishment of joint institutions, a common currency as well as political cooperation and a strong component of solidarity among member countries could be of benefit for the region. Moreover, Latin America is an important market for the European Union as it positions itself in global competition and seeks partners for economic as well as political cooperation. With this in mind, in 2002, the Inter-American Development Bank, through the Special Office in Europe and the Integration and Regional Programs Department, through the Institute for the Integration of Latin America and the Caribbean (INTAL), launched the Euro-Latin Study Network on Integration and Trade (ELSNIT). The Network operates with the collaboration of partner European centers, leaders in research in the area of integration and trade. ELSNIT represents a platform for an exchange of ideas between European and Latin American experts, and ultimately a source of support for policy makers on both sides of the Atlantic. This publication provides an account of the main findings of the second cycle of activities of the Network during 2004/2005.

Latin American and Caribbean countries are today at an important juncture in their international economic relations. Since the end of the 1980s the countries of the region have been pursuing a process of economic reform and opening that has brought about a radical change in their domestic economies and in their integration into the world economy. Besides having undertaken a unilateral liberalization of their trade and investment inflows, Latin American countries are in the process of deepening economic integration at the subregional level and negotiating trade liberalization agreements at the regional and hemispheric level. Furthermore, they are also negotiating cooperation and trade agreements with other countries and regions of the world ¿ both developing and industrial ones ¿ and are also engaged in the process of multilateral trade negotiations. These parallel processes on the integration and trade fronts represent enormous challenges for Latin America. And in facing them, the countries of the region are open to ideas, experiences and good practices that may contribute to their successfully meeting these challenges, and for capturing the opportunities that integration into an increasingly open and competitive international economy offers. In this regard, the rich European experience in the process of regional integration over the last decades that has brought about not only mutual trade liberalization, but also the establishment of joint institutions, a common currency as well as political cooperation and a strong component of solidarity among member countries could be of benefit for the region. This paper formed part of a Conference "Mercosur: In Search of a New Agenda"; held in the Getulio Vargas Foundation in Rio de Janeiro in June 2003. The purpose of the Conference was to was to examine future directions for Mercosur in light of emerging political dynamics pointing to renewed interest in deepening the initiative after a turbulent 1999-2002. The papers and the conference were supported by the Integration and Regional Programs Department of the Inter-American Development Bank through its Special Initiative on Trade and Integration. The Department is grateful for the collaboration of the Foundation and in particular to Professor Renato Flores. Mr. García Pelufo¿s thesis states that Mercosur will recover under stable conditions simply because its originating reasons and motivations are still current. In view of similar regional and global conditions it is to be expected that the Southern Cone countries will generate the same responses from the previous decade vis à vis similar facts. However, the trauma of recession will leave its consequences. It will probably stimulate the reformulation of an integration model that will contemplate the need to coordinate Mercosur international insertion on a compatible basis, and will take into account the size asymmetry among Mercosur members and the fact that the larger country lacks a currency solid enough to become the reference for the bloc.

The papers and the conference were supported by the Integration and Regional Programs Department of the Inter-American Development Bank through its Special Initiative on Trade and Integration. The Department is grateful for the collaboration of the Foundation and in particular to Professor Renato Flores. The recent deterioration of MERCOSUR internal and external credibility stems from decisions taken by its member countries to face domestic and international conflicting issues arising in the last years. Excess of flexibility to lessen differences, a lack of enthusiasm about the bloc¿s deepening agenda, and of a common vision on the role of the integration project in development strategies for the four member countries, have caused distortion to the original project. The root of these divergences can be traced in macroeconomic policies of larger member countries and in the lack of instruments to cope with different economy sizes and to integrate the asymmetric productive structures of the four countries. The purpose of this work is to evaluate issues within the trade agenda of MERCOSUR, assessing its progress and difficulties, identifying the roots of the problems in the integration process and studying main current dilemmas. On the basis of the diagnoses some proposals are presented to be included in the bloc¿s integration agenda for the next years.

Abstract:
This study describes the health dimension and some economic aspects of occupational safety in Latin America and the Caribbean. The study is the result of a joint effort by the IDB's Region 3 and Sustainable Development Departments which was undertaken to identify the major trends and issues related to improving occupational safety in Latin America and the Caribbean. It shows that the region has a very high disease burden in this area, and that economic patterns of employment and public regulatory responses make these health problems more acute than in Europe or North America. The paper was discussed at an IDB conference entitled "International Conference on Occupational Safety and Health" in June 2000, and served to draw attention to these important issues. The study provides a firm grounding from which to address the dearth of policies in occupational safety, and it will help guide future IDB activities in this sector. It represents one modest step along the way to a future of safer working conditions and better health in the region.

Raúl Prebisch was one of the great figures in Latin America, a dominant regional and international personality since the 1930s, and it is therefore fitting to honor the centenary of his birth in Tucumán, Argentina in 1901 with a special lecture and conference on his life and work. Moreover, it is equally appropriate that this Prebisch Lecture be delivered by David H. Pollock, one of his closest and most distinguished collaborators over many years. Linked by a close friendship and a commitment to Latin America, Professor Pollock both witnessed and documented the Prebisch legacy as banker, thinker, institutional-builder and international diplomat.

The first section of this issue includes presentations from the IDB Conference "Development in a more hostile climate," held in Washington, D.C. in 2009. The second section includes four essays on the consequences of climate change, from different but supplementary viewpoints.
