Abstract:

AbstractIn this article, we evaluate whether Latin American participation in international arenas reinforces traditional divides between state and society in global politics or transforms state-society relations in ways compatible with the concept of global civil society. We examine the participation and interaction of Latin American nongovernmental organizations and states at three recent United Nations conferences: the 1992 UN Conference on Environment and Development, the 1993 World Conference on Human Rights, and the 1995 Fourth World Conference on Women. We conclude that Latin Americans are full participants in any emerging global civil society. Their experiences at the 1990s issue conferences closely track those of NGOs of the Northern Hemisphere, notwithstanding the much more recent appearance of NGOs in Latin America. At the same time, Latin Americans bring a regional sensibility to their participation in global processes that reflects recent political developments and debates in the region.

On the basis of International Treaties, the Bustamante Code and the Andean Investment Code were adopted. Abstract:

The review outlines the major topics of the conference on the American Studies held by RSUH in April 2023. Оn the one hand, the US hinterland, is proud of the reputation of true America with its family values and religious traditionalism as opposed to multicultural and cosmopolitan large urban centers. On the other hand, it often sees itself as a territory associated with the decline of morality, loneliness, poverty, and racial intolerance. The conference organizers proposed to conduct an interdisciplinary study of the problems associated with the life of the American hinterland; to show its self-representation and understanding from the standpoint of the Other; to enter the conversation about the hinterland into the general humanitarian space in order to identify those common elements that form a characteristic idea of the life of provincial America in various discursive practices and contexts in literature, culture, history and political thought of the XIX–XXI centuries. The conference topics included depiction of the US hinterland in literature; gothic narrative and hinterland; American hinterland as a factor and actor in the modern US politics; its images in visual discourse; its role in creating the image of the United States; a comparative analysis of Russian and American hinterland representations. Additionally, 2023 marks the centenary of the Walt Disney Company. Special round-table discussion was arranged at the conference commemorating this event. The conference featured two presentations: the educational internet-project “Discover America” (80 lectures and 80 videos) finished by the publication of three books both in Russian and English at RSUH Press and the collective monograph “Dreiser’s Path”: A View with a Modern Lens.

Abstract:

After the Third World Conference Against Racism, Racial Discrimination, Xenophobia, and Related Intolerance, held by the United Nations in Durban, South Africa, in 2001, an important movement emerged. The African diaspora communities in the Americas, or “Afro-descendants,” as they prefer to self-identify, began to seek legal recognition in the context of international human rights law, and especially within the inter-American human rights system. Progress has been remarkable, including the rulings of the Inter-American Court of Human Rights, changes in the constitutional and legal systems of Latin American countries, and a UN draft of a Declaration of the Rights of People of African Descent, as part of the International Decade for People of African Descent (2015–2024). However, conceptual, technical, and doctrinal issues still exist in defining the legal agency of people of African descent under international law. Who are Afro-descendants in legal terms, and how do we understand “Afro-descendance” within the context of Indigenous and tribal peoples? In this essay, I explain how different regional bodies in Latin America have interpreted Indigenous rights progressively to overcome the marginalization of Afro-descendants, and address some important questions that remain unclear despite this welcome evolution.

The dependability of systems and networks has been the target of research for many years now. In the 1970s, what is now known as the top conference on dependability—The IEEE/IFIP International Conference on Dependable Systems and Networks (DSN)—emerged gathering international researchers and sparking the interest of the scientific community. Although it started in niche systems, nowadays dependability is viewed as highly important in most computer systems. The goal of this work is to analyze the research published in the proceedings of well-established dependability conferences (i.e., DSN, International Symposium on Software Reliability Engineering (ISSRE), International Symposium on Reliable Distributed Systems (SRDS), European Dependable Computing Conference (EDCC), Latin-American Symposium on Dependable Computing (LADC), Pacific Rim International Symposium on Dependable Computing (PRDC)), while using Natural Language Processing (NLP) and namely the Latent Dirichlet Allocation (LDA) algorithm to identify active, collapsing, ephemeral, and new lines of research in the dependability field. Results show a strong emphasis on terms, like ‘security’, despite the general focus of the conferences in dependability and new trends that are related with ’machine learning’ and ‘blockchain’. We used the PRDC conference as a use case, which showed similarity with the overall set of conferences, although we also found specific terms, like ‘cyber-physical’, being popular at PRDC and not in the overall dataset.

The International Conference on Muslim Minority/Majority Relations held in New York, Rabi' al Awwal 23-25, 1410/0ctober 24 to 26, 1989 brought to the fore some of the little known but significantly major problems faced by the Muslim minority communities in many parts of the world. Abstract:

The author tried to reconstruct the Comintern&apos;s view on fascism in Latin America during the period between the VI and VII congresses of the Comintern, when the anti-fascist struggle had not yet become a key activity of the international organization of the communist movement (until August 23, 1939). The author analyzed the speeches of the Cominternists, the top leadership members and high-ranking functionaries, at three forums of communist parties in the Latin America (the June 1929 conference in Buenos Aires, the October conferences of 1930 and 1934 in Moscow). During those conferences the official position of the “headquarters of the world revolution” on the problem of fascism in Latin America was broadcasted. The article shows that the leadership of the Communist International did not see fascist regimes among the existing Latin American governments in terms of their class essence, since the fascist dictatorship was considered in Moscow exclusively as the most rigid form of bourgeoisie government, a class that had yet to come to real power and begin to play a leading role in the economic and political life of Latin American countries. The term “fascisization” in relation to the socio-political situation in the Latin American region was mainly used by the Comintern to characterize the process of borrowing by local repressive and / or authoritarian regimes of fascist methods to dominate and suppress mass movements against semi-feudal remnants and imperialist expansion.

Abstract:

Abstract The Geodetic Reference System for the Americas (Sistema de Referencia Geodésico para las Américas, SIRGAS) was initiated in 1993 for South America at an international conference organised by the International Association of Geodesy (IAG), the Pan-American Institute for Geography and History (PAIGH), the Deutsches Geodätisches Forschungsinstitut (DGFI), and the U.S. Defense Mapping Agency (DMA) in Asunción, Paraguay. The corresponding South American reference network was observed in 1995 by a ten-day GPS campaign at 58 stations. The network was extended to Central and North America in 2000 and immediately afterwards converted to a frame of continuously observing GNSS stations instead of short-term campaigns. The linear station position changes (velocities) were estimated by a multi-year least squares adjustment of weekly solutions, the first being published in 2002. The total set of station velocities served for the computation of continuous surface deformation models, the first over South America was published in 2005. Today, SIRGAS is accepted by most of the American states as the official geodetic reference frame. Besides the product generation (station positions, velocities, and surface deformation), SIRGAS is active in education and training offering schools and workshops for students, surveyors, and other stakeholders.

Abstract:

Since the end of World War II, the United States has been a leading proponent of liberal internationalism and Western democratic values around the world. Modern historians generally agree that the post-war order, which produced multi-national institutions and promoted democracy, free trade, and peace, was largely shaped by the United States and the other two Allied powers, the United Kingdom and the Soviet Union. This paper explains how the Tehran and Yalta Conferences served as early examples of President Franklin Roosevelt’s vision for international cooperation and American global leadership. Specifically, this essay analyzes how Roosevelt used these conferences to unite the other Allied powers in an effort to end World War II and establish the foundations for the liberal international post war order. To demonstrate the significance of these conferences and their role in the development of the liberal post-war order, conference minutes between the leaders of the Allied powers and their respective foreign policy experts are analyzed. Academic writings from military and international historians are also used to evaluate the execution and outcomes of the agreements reached during these conferences.

Abstract Objectives Due to the coronavirus disease 2019 (Covid-19) pandemic, all scientific conferences in the year 2020 had to be adapted in their form of presence to accommodate for safety regulations, postponed, or canceled entirely. As organizers of the annual Computer Assisted Radiology & Surgery International Conference & Exhibition (CARS)-Conference 2020, we decided to hold a “hybrid” conference, i.e., a virtual conference with partial presence to mitigate the drawbacks of a purely virtual conference. It is the purpose of this paper to describe the results and experience gained by our first hybrid conference. Methods Besides technical necessities like an online conferencing tool, we introduced additional personal namely the technical chairs and communication officers ensuring a smooth flow of presentations. To measure the success of the hybrid conference, we assessed various parameters during the conference (e.g., counting of adverse events, delays, and no-shows) and sent a questionnaire to participants for evaluation after the conference. Results We offered four types of presentation formats, whereas the majority of speakers presented their pre-produced videos including live discussions. Significant delays in sessions occurred during the morning sessions, which could be reduced during lunch breaks. The analysis of the influence of the distribution of the audience’s location/time zone toward the attendance rate showed a high relevance for the American zone and only little influence for the Asian-Pacific region. Based on the questionnaire, 60% of responders considered the hybrid approach as superior and 12% as inferior to purely virtual conferences. Conclusions Most scientific associations in 2020 had to struggle with a dramatic change: Regular, traditional meetings with personal communication and exchange, networking, and creation of new visions became obsolete almost instantly. As an alternative, virtual conferences became increasingly popular, and are offering additional advantages (e.g., reduction of cost for travel, lodging, and time on transit). To overcome the drawbacks of purely virtual conferences, we introduced a hybrid concept for the CARS-Congress. While certainly, those with the privilege to take part personally on-site did benefit most from the hybrid format. Facing upcoming waves of the Covid-19 Pandemic, with ongoing changes to the regulations on meetings and transit, hybrid conferences are a viable option for scientific conferences for the future.

Abstract:

The COVID-19 pandemic profoundly changed how scientific conferences are organized, fostering virtual meetings. These online events have allowed students and researchers to overcome geographical, administrative and economic barriers to attend and organize high-quality international symposiums. Moreover, these virtual conferences have contributed to the creation of inclusive activities that strengthen scientific communities. Here, we summarize the main activities and learnings from the 1st Ecuadorian-Venezuelan Symposium of Young Bioinformatics Researchers (1SEVJIB), organized by the Ecuadorian and Venezuelan ISCB-SC Regional Student Groups (RSGs). This symposium aimed to provide an opportunity for undergraduate and postgraduate students from Ecuador, Venezuela, and other Latin American countries to share their Bioinformatics research. The 1SEVJIB was the first bi-national conference organized by two RSGs from Latin America (LatAm). This symposium was a two-day virtual meeting with five activities: 1) oral student presentations, 2) poster session, 3) keynote lectures, 4) workshop, and 5) round table. This conference promoted the scientific exchange and cooperation networks between young Bioinformatics researchers and students from Ecuador, Venezuela, and LatAm, giving them opportunities to boost their scientific careers.

Abstract:

Abstract The article examines the history and legacy of the Bogotá diplomatic conference of 1948 in relation to Indigenous peoples. Indigenous voices were entirely absent from the Bogotá conference itself, and delegates relied instead on certain assumptions and narratives largely drawn from the Indigenismo movement in the Americas at the time. In considering Indigenous peoples as part of a broader social agenda, delegates confronted the legacies of colonialism and the ongoing exploitation and resistance of Indigenous peoples, invoking threads that we today might label a racial capitalism critique of international law. Their efforts, however salutary, culminated in an instrument, the Inter-American Charter of Social Guarantees, that was never ultimately adopted. Nevertheless, the debates at Bogotá are illuminating of the subsequent trajectory of Indigenous peoples’ rights in international law, and the alternative possibilities that can still be recovered to live up to the Bogotá conference delegates’ aspirations of Indigenous emancipation.

In 2009 Marietta Messmer co-founded the International Association for InterAmerican Studies, where she served as Executive Board Member and Treasurer until 2012. She was president of the Netherlands American Studies Association between 2011–2014. She was Board Member of the of the European Association of American Studies between 2009-2016, where she also served as Chair of the Organizing Committee of the conference America: Justice, Conflict, War in the Hague, April 2014. An outstanding Scholar, belowed Colleague, and fierce Friend, Marietta Messmer will be missed by all the IASA Members, whom she so mastefully led.

Until 1989, the American Association for Applied Linguistics (AAAL) could have been viewed as an interest group of the Linguistics Society of America (LSA); AAAL met in two designated meeting rooms as a subsection of the LSA conference. In 1991, I was asked to organize the first independent meeting of AAAL in New York City, with the help of Nathalie Bailey as local chair. With the planning committee, we made several important changes that would take effect in the first independent AAAL conference: we would have many more sessions than could be accommodated in two rooms, we would invite colloquia as well as individual papers, and we would go out of our way to recruit international presenters, even though our name was the american Association for Applied Linguistics. I remember that first independent AAAL conference as a resounding success, with 400 enthusiastic participants.

The present study deals with the question of whether Latin American states turned towards adjudication and away from arbitration at the beginning of the 20th century. Little has been researched concerning the reasons why Latin American states had a friendly attitude towards this instrument to settle international disputes. This article shall endeavour to find out more about why this was the case. The research focuses on an analysis of the conduct of Latin American countries at the Second Hague Peace Conference and at the Washington Conference (both in 1907). Ensuing developments are taken into consideration as well in order to arrive at the following conclusion: Although the idea of international adjudication was very well received by the Latin American states, and although they were the first to introduce a regional international court of law, they did not turn away from arbitration but continued to use it – in particular in inter-American relations.

9000 Background: Despite IMGs accounting for up to one-third of all practicing oncologists in the United States, little is known about their contributions to presentations at international oncology meetings, such as the American Society of Clinical Oncology (ASCO). Therefore, we investigated the representation of IMGs in invited faculty roles at ASCO Annual Meetings. Methods: Speaker presentation details at ASCO 2022 and 2023 Annual Meetings were collected using publicly available program guides. We collected presentation-level variables of invited faculty roles (discussant, moderator, chairmanship, session topic presenter) and original research type (oral abstract, poster discussion, plenary session). Speaker-level variables comprised presumed gender, academic rank, and institution. Speakers were categorized into the following groups - American Medical Graduate (AMG): currently affiliated with a US institution, completed medical school in the US; IMG: affiliated with a US institution, completed medical school outside the US; non-US based speakers: affiliated with an institution outside the US; non-MD speakers. Univariable and multivariable analyses were employed to assess factors associated with the selection of presenters for invited faculty roles. Results: A total of 3337 presentations (1649 from 2022, 1688 from 2023) were included. 71.6% of the speakers were US-based, 56.6% were male and 40.5% were full professors. The highest proportion of podium presentations was by AMGs (48.5%), followed by non-US based (28.3%), IMGs (14.1%), and non-MD (9.1%) speakers. 57% of IMG presentations consisted of original research compared to 48.7% for AMGs (Table). Notably, compared to AMGs, IMGs were significantly less likely to be included in invited faculty roles (odds ratio [OR] 0.72 [95% CI 0.58 – 0.88], p <0.01), a finding that remained significant after accounting for gender and academic rank (adjusted OR 0.75 [0.61 – 0.94], p= 0.01). Conclusions: Relative to IMGs’ original research output, IMGs appear to receive less invitations for ASCO Annual Meeting invited faculty roles compared to AMGs. Our findings suggest potential under-representation and under-recognition of IMGs in these roles, despite their contributions to the oncology workforce in the US. [Table: see text]

442 Background: In-person conference attendance contributes significantly to a professional’s annual greenhouse gas (GHG) emissions. However, estimating conference emissions has often relied on assumptions about attendee numbers and travel, especially for investigations of medical conferences. This project aims to address these limitations by utilizing actual attendance data from the American Society of Clinical Oncology’s (ASCO) Annual Meetings. The objectives of this project are to establish a quantitative baseline of conference-associated emissions for different formats (in-person, virtual, and hybrid) and simulate changes to conference parameters with evaluation of associated emissions to provide recommendations for sustainable changes. Methods: Data was provided by ASCO including the number of attendees, zip codes of origin, and attendance method (in-person versus virtual) for their 2019-2022 Annual Meetings. Using a variety of conservative assumptions, emissions were calculated with consideration of the following factors: travel versus virtual attendance, conference space utilization, hotel stays, and electricity. The results were stratified by country, attendance method, and year, and differences in emissions were assessed with t-tests. Simulations were conducted to evaluate the impact of different conference sizes, locations, and formats on emissions. Results: The highest estimated GHG emissions were associated with the in-person 2019 conference, totaling 37,251 metric tons of carbon dioxide equivalents. While international attendees accounted for the largest proportion of emissions (>50%) in all years, optimizing conference locations models only reduced emissions by 3%. However, simulations of hub-and-spoke models showed the potential for larger decreases of up to 86%, and various hybrid models offered similar emission savings. Furthermore, hybrid conferences in 2020 and 2021 demonstrated increased attendee diversity with a higher percentage of international attendees compared to the in-person 2019 conference (44% international attendance in 2019 versus 53% in 2020 and 54% in 2021). Conclusions: This study not only quantifies the emissions impact of alternative conference formats but also highlights the importance of diversity, equity, and inclusion (DEI) considerations in reducing emissions. While travel remains a significant contributor to conference emissions, conference models focusing solely on location optimization were not as effective as hybrid models in reducing emissions. Hybrid models may present an opportunity to effectively mitigate GHG emissions while maintaining networking opportunities and cultivating inclusivity for attendees from diverse backgrounds.

This paper aims to explore the trends and hot topics of American applied linguistics by the content analysis of AAAL annual conferences’ handbooks. Making a diachronic research on topical strands of AAAL Conference from 1999 to 2019, the paper studies the dynamics and the trends of American applied linguistics by analyzing the changes of the strands in the conferences under study in 20 years. Based on self-built corpora of titles and abstracts of the presented papers in 2019 AAAL Annual Conference, high-frequency vocabulary and their collocations are detected by TagCrowd and AntConc in order to find the current hot topics of applied linguistics research. The conclusion is that the development of applied linguistics has speeded up in the past four years. Educational linguistics, corpus linguistics, research methodology, teacher education, lexical research, phonetics/phonology and oral communication are the new trends in this field. The hot words of applied linguistics in 2019 include academic writing, teacher education, Chinese and translanguaging. Finally, the study found that retrospective review study of international conferences could be a new research method in the field of review study, providing scholars with a comprehensive understanding of the discipline dynamics over a period of time

The article analyses the work of the Second International Scientific Conference “Ukraine and the USA: the experience and Prospects of Cooperation” dedicated to the 25th anniversary of establishment of diplomatic relations between Ukraine and the United States which took place on November, 23 2017 and was backed by the Modern and Contemporary History Department (History Department, Taras Shevchenko National University of Kyiv). The general session was opened by Oleg Mashevskiy, the convenor, PhD (history), professor, head of the Modern and Contemporary History Department. He as well presented the third volume of the specialized scientific “The American History and Politics”. The openings remarks were made by the dean of the History Department (Taras Shevchenko National University of Kyiv), PhD (history), Ivan Patryliak. The latter outlined the scientific importance of the event and of the subject thereof. The representative of the Ministry of Foreign Affairs of Ukraine Maksym Kravchuk, the co-organizer of the conference, head of the Kyiv Office of Kennan Institute Kateryna Smagliy and the Chairman of the Board of the National Sikorski Center Charity Fund Viktor Yagun delivered challenging and thoughtful speeches. In his speech, Makar Taran, the Chairman of the Board of the Ukrainian American Studies Association Public Organization (the originator and one of the organizers of the event), underlined the rising influence of the NGOs within the framework of the Ukrainian-American relations. The scientific discussions then moved on within the conference sections. The latter were respectively divided into those on the Ukrainian-American relations, the foreign policy of the USA, the contemporary American society, the Ukrainian expat community in the USA etc. Over 190 key American studies specialists (scholars, experts, diplomats, servicemen, public persons and statesmen) partook in the conference.

Abstract:

This article presents the results of a survey of American Library Association (ALA) members exploring the interests, barriers, reasons, decision-influencing factors, support needs, and preferences of librarians in attending international conferences. The study reveals that although a majority of librarians expressed a strong interest in attending such conferences, more than half of them never or rarely participate, primarily due to a lack of institutional funding, which is more prevalent in public libraries. The primary reason for attending international conferences is to gain exposure to new perspectives and library practices in other countries. Factors such as the overall cost of the conference, its theme and reputation, and the availability of financial support also significantly influence librarians' participation decisions. To enhance and improve librarians' participation in international conferences, we recommend that professional institutions provide funding, advocacy, and informational support to help build their capabilities, networks, and awareness. Overall, the study highlights the significant potential for librarians to broaden their horizons and expand their professional development opportunities through attending international conferences and underscores the need for greater support and resources to facilitate their participation.

Abstract: The end of the First World War heralded a new age of internationalist and pacifist action. After initial hopes for peace and international justice, however, soon followed disillusionment about a post-war order that left little room for the aspirations of colonized people and those nations not amongst the winners of the new geopolitical order. The present article analyses interwar pacifism as a polycentric discourse, moving beyond earlier Anglo-American and European-centered approaches. It introduces the World Conference for International Peace through Religion , an initiative by the American Church Peace Union, focusing on the (inter)actions of its American, German, Indian, and Japanese members. The World Conference set out to tackle world peace from a perspective outside of formal politics and international relations in hopes that religion might succeed where politicians and secular activists had failed. In the end, however, the organization never achieved its ambitious goals due to internal contradictions, differing visions of peace and international (or transnational) justice, and structural problems like the persisting connections of its f(o)unders to the American Protestant missionary milieu.

African-American writers such as W. E. B. Du Bois, James Baldwin, and Ida B. Wells have regarded “whiteness” as a problem for a long time. However, it is only fairly recently that white historians have taken seriously the importance of de-naturalizing “whiteness,” and critically examining its privileges. “Defining Whiteness: Race, Class, and Gender Perspectives in North American History,” was sponsored by the University of Toronto and York History Departments, the Centre for the Study of the United States, and the Centre for Ethnic and Pluralism Studies at the University of Toronto, with the cooperation of International Labor and Working-Class History and the Canadian Committee on Labour History and its journal Labour/Le Travail. Conference organizers invited several leading American scholars of “whiteness” to Toronto, where they, along with a number of Canadian scholars, presented papers on the ways that whiteness has been constructed in North America. In mathematics, the developments in the field of applied mathematics open new research areas in analysis and vice versa. That is why, we planned to found the conference series to provide a forum for researches and scientists to communicate their recent developments and to present their original results in various fields of analysis and applied mathematics. This issue presents papers by authors from different countries: Azerbaijan, Iraq, Russian Federation, Cyprus, Turkey, Kazakhstan, Turkmenistan, Uzbekistan, Kyrgyzstan. Especially we are pleased with the fact that many articles are written by co-authors who work in different countries. We are confident that such international integration provides an opportunity for a significant increase in the quality and quantity of scientific publications.
