Abstract:
Benchmarking in the international economy – in particular, in the economies of the most advanced countries – has emerged fairly recently. This is a modern economic concept that implies improving the performance of a company’s practices with the aim of increasing its competitive ability. Benchmarking is carried out through the mutual cooperation of managers with colleagues in similar or differing businesses; exchanged visits; brief, active participation in other companies; and through other forms of cooperation, providing insight to the production process or various practices in other, usually competitive companies. In essence, benchmarking in a form of education for top management personnel, enabling them to achieve a higher degree of business efficiency, and in turn, to enhance the competitive ability of their business entity, enterprise, company, etc. Highly valued by the Japanese in the 1980s, this type of education resulted in outstanding business achievements by the companies that applied these models of analytical operations. Through the application of this model, managers were provided with insight to the practices of competitive companies. This knowledge acquired from others they sought to apply in their own companies and as a result, they succeeded in considerably improving both the business and production efficiency of their companies. The aim of benchmarking is to detect a company’s internal weaknesses and to identify the competitive advantages of its stronger rivals. The efficiency level of the competition is revealed through an analysis of date gathered.

Abstract:
Purpose The purpose of this paper is to make a contribution to the benchmarking literature by examining the historical emergence and evolution of benchmarking using the management fashion perspective as a theoretical lens. Design/methodology/approach The research approach followed in this paper can be characterized as explorative and theoretical. Insights from different data sources have been combined to provide a rich description of the emergence and evolution of benchmarking. Findings This analysis casts new light on several aspects of benchmarking’s emergence and evolution pattern. The characteristics of the benchmarking idea give it potential as a fashionable management tool. The widespread popularity and longevity of benchmarking can to a large extent be explained by the efforts of various actors to turn benchmarking into an institution. Research limitations/implications The paper is explorative and is limited by a reliance on secondary sources. Originality/value Although some researchers have noted that benchmarking could be viewed as a management fashion, management fashion theory has, only to a very limited extent, been used as a theoretical lens in the context of benchmarking. This research paper demonstrates that management fashion theory can provide valuable insights for research on benchmarking.

Abstract:
Purpose The purpose of this paper is to study winemaking efficiency with the help of international performance benchmarking and to finding ways for its improvement. Design/methodology/approach In this research, three models of data envelopment analysis (DEA) and other tools of international performance benchmarking are used to analyse the efficiency of wine companies. Return to scale (RTS) and scale efficiency, labour and capital productivity and some other indicators are examined. The research is based on a sample of 36 wine companies from 15 countries. Findings International benchmarking expands performance improvement for domestic companies. The most efficient wine companies are originated from Germany, USA and New Zeeland. Scale inefficiency and increasing RTS for most of the wine companies was identified. Only three wine companies have decreasing RTS (those from UK, Australia and France). To increase relative efficiency, these companies need to reduce the output and sales as their costs are growing faster than the revenues. A huge potential for cost reduction and efficiency growth within Ukrainian wine companies was revealed. Research limitations/implications The research is limited to a single industry. This is explained by the requirement of technology (product, service) homogeneity while using DEA tools. Practical implications Study results include the data and recommendations to develop winemaking. These results can be used by wine companies’ management, present and potential investors and proprietors, regulative public authority, e.g. to improve efficiency in winemaking. Originality/value This is the first paper that adapts various DEA models to measure efficiency in the wine industry of Ukraine and the tools of international performance benchmarking for wine companies around the world.

Benchmarking is considered one of the best performance analysis techniques to drive actions that will lead the company to a higher performance. The data collection phase is the one that requires more time and effort in the practice of benchmarking. The development of a database with pre-defined indicators favors the comparison of the performance of business processes. The objective of this research is to select a set of quantitative indicators of continuous variables for financial benchmarking practice, profitability, innovation and productivity, that are representative for benchmarking practice in Brazil and worldwide. It also aims to ascertain and list financial indicators of profitability, innovation and productivity used by the Benchmarking Index for corporate awards, journals and business support agencies. Representative indicators are those of widespread use in the business environment, easy to collect primary and secondary source and allow a comparison with banks of national and international data. As a methodological reference, we picked up an european benchmarking system - Benchmarking Index - with financial indicators of profitability, innovation and productivity. Through bibliographical research on corporate indicators and documentary research in technical journals, corporate awards and business support agencies, selected a set of indicators to determine the national database. The indicators were validated by application in micro and small enterprises (MSEs), medium and large companies. It was concluded that it is possible to develop a data base for benchmarking with predominantly financial ratios and profitability. It showed up the implementation of difficulty MSE due to failure to follow these indicators, although many of them can collect the indicators. It was observed also that these indicators are available in specialized magazines and have similar concepts, but with variations in composition. Finally, among the proposed indicators that are well spread in the business world, although there is no similar used in the Benchmarking Index, we highlight the indicators EBITDA, EBITDA margin and EBITDA variation.

Abstract:
Abstract Higher education is facing a range of major challenges during the twenty-first century. Personalised, flexible and open learning are considered among the driving forces, thus, issues of quality must be urgently addressed. This qualitative, multiple-case-study research with single and cross-case analysis focuses on benchmarking e-learning in higher education. The results of this study include providing conceptual lenses with which to see, discuss and perceive the complexity of benchmarking e-learning in higher education in extended, stretched and boundless learning environments. It has become obvious through the research that there is a need for new frames of reference for quality in e-learning. The choice of theoretical foundations for benchmarking e-learning will impact the consequences of accomplishing and selecting benchmarks. This research provides directions and recommendations for the future regarding how to accomplish benchmarking e-learning in extended learning environments in which students can study, work and live independently of time and space with global resources at their disposal in lifelong learning environments. The greatest challenge identified in this study for integrating benchmarking e-learning into general quality assurance is the fact that the required changes related to and demanded for e-learning are not fully understood. The research shows that benchmarking as a method will have a significant impact on ordinary quality assurance in higher education. This doctoral dissertation revealed challenges to integrate external quality audits and internally driven benchmarking. The studies have likewise revealed the need for methodological changes by quality assurance bodies and authorities carrying out audit and accreditation for integrating e-learning into quality assurance, as well as the need to fully understand the complexity and the special characteristics of e-learning. Probably, the challenge lies not with the system, success factors or benchmarks but in the lack of knowledge and experience of e-learning systems amongst those charged with implementation. The concept benchlearning was introduced as part of benchmarking exercises
Tiivistelmä Yliopistokoulutus on tällä vuosisadalla suurien haasteiden edessä.

Abstract:
This thesis provides an empirical investigation of international capital flows and how they affect financial markets and economic activity, with a focus on capital flows from benchmarked investors. In the first chapter, I study different channels through which well-known benchmark indexes impact financial markets across countries. Exogenous, changes in benchmarks affect the asset allocation by international mutual funds, and by doing so they impact capital flows, asset prices and exchange rates. In the second chapter, I show that government access to foreign credit increases private access to credit. I use a natural experiment that increased the capital inflows by benchmarked investors to Colombia’s sovereign debt market. Results show that after this event, commercial banks in Colombia reduced their exposure to government debt, and increased credit to the private sector, suggesting positive effects on the real economy. In the third chapter, I argue that because of the way financial globalization is often measured, it has led to the misperception that financial globalization in emerging markets has been growing in recent years. Using alternative measures I find that, financial globalization has grown only marginally and international portfolio diversification has been limited.

Venter, Casper Henderik. "International benchmarking of quality management in forensic science drug laboratories / by Casper Venter." Thesis, North-West University, 2010. http://hdl.handle.net/10394/5063.

Abstract:
Since the early 1980s, laboratory managers in the field of forensic science were introduced to the first international standards for testing and calibration laboratories. Now almost three decades later every laboratory should have some level of quality management system implemented to assure the quality of results. With all the quality standards and requirements in the global arena, proper assessment is necessary to ensure that quality standards are harmonised across laboratories. The aim of this study was first to establish the extent of quality standards and recommendations within the forensic drug environment and secondly, the level to which they were implemented in forensic drug laboratories globally. A questionnaire was developed to measure quality variables according to five categories in forensic drug laboratories, namely equipment, personnel, quality assurance and quality control, customer relationship as well as productivity. A total of seventy international drug laboratories participated in the study which consisted of laboratories from the United States of America, Canada, Australia, New Zealand, Belgium, Finland, Netherlands, Switzerland, Taiwan and Israel. To make statistical inferences on the greater population of forensic drug laboratories, all data was converted to proportions. These proportions were compared to international quality standards such as ISO 17025 and ASCLO/LAB. International forensic drug laboratories use similar analytical methodology when analysing drug samples. These techniques comply with ISO standards and can be accepted within any jurisdiction, if operated and maintained correctly. Laboratory managers should however pay more attention to maintenance and procurement plans. All the laboratories appoint qualified scientists and have internal training programs to ensure that technical staff are qualified and competent when performing specialised tasks. More attention should however, be given to mentorship programs to assess and coach new technical staff. The majority of laboratories complied with the technical and managerial ISO requirements on quality control and quality assurance, in spite of a non-standardised sampling scheme. Although laboratories have a good relationship with their customers, staff shortages will lead to extended turn around times which will influence customer satisfaction over time. Furthermore, small drug laboratories, translating to a small staff quotient, were determined to be more productive than larger laboratories. This study ultimately, underscores the fact that an established quality system and an effective laboratory information management system will contribute to higher productivity in a forensic laboratory environment.

Abstract:

As two former exchange students ourselves and studying the International Business and Economics program we were appealed by writing this thesis on commission for the International Office at Umeå University. The marketing of education is an area of research still in development. This lead us to our problem:

In what way do International Offices work to market their exchange programs?

The purpose of the study was to get an understanding of how International Offices in Europe work to market their exchange programs. We wanted to see and compare how the International Offices work to make students go and come on exchange programs. All this to improve the knowledge of the International Offices in Europe to become more effective and achieve greater success.

We started our theory chapter by writing about service marketing: describing a service and how to work with it. We continued with theories about the marketing of education. Australia turned out to be the country where we found the basis for our study. They are researching the most within the marketing of education. Using the theories as a basis we constructed a model called ‘the European Director’ of how International Offices in Europe work to market their exchange programs.

The study was done using a qualitative method. Three telephone-, and one face-to-face interview were conducted with persons working in International Offices. Our view of knowledge was hermeneutical and we had a deductive approach even though somewhat influenced by the ‘golden middle way’. Our perspective was that of the International Offices.

The results of our study were a compilation of our model that we constructed. Placing any IO in the head of ‘the European Director’ can tell how an International Office is working on a national- and international level towards students, other IOs and other universities. On an international level towards students the Internet and student ‘recruiters’ are tools that are used. Towards other IO’s and universities the Internet, brochures, personal selling and relationships are important. On a national level the Internet towards students is also an important tool, as is also personal selling and direct marketing. Towards other IO’s and universities the Internet and cooperations in different forms are used. The internationalization and the staff is very important in all offices. The internationalization is constantly on their minds and some offices even feel great pressure from it. The internationalization is evident in all offices since they all, except one, use individual marketing campaigns towards different countries.

Abstract:
This thesis deals with issues related to investments and regulation of high-voltage electricity grids, and to the households’ demand for electricity. The thesis consists of four self-contained papers. Papers I and II address the challenge of reaching agreements on the expansions of electricity grid infrastructure across national borders. Agreements can be problematic to reach due to regional welfare-effects from new infrastructure, which leads to questions of how investment costs should be shared and under what circumstances cooperation will be rational for all nations. This relates to both the allocation rule used, and the number of countries involved in the sharing (e.g., bilateral or regional). These issues are analysed by game theoretic methods and a numerical optimisation model of the electricity systems of six European countries. Results show that proportional sharing of investment costs in relation to benefits is the most practical solution, and that it also gives outcomes in terms of welfare and transmission capacity that are very close to the regional welfare optimum. The utilities responsible for the transmission system operation and the grid development are the national Transmission System Operators (TSO). The TSOs are monopoly utilities that operate under regulatory oversight. The absence of competition in this sector means that regulators have an important role in monitoring performance and ensuring overall efficiency. One way to do this is by frontier benchmarking methods. However, there are in general no national comparators for TSO, which means that performance needs to be measured against international comparators. Paper III applies a benchmark model to analyse the technical efficiency of 29 European TSO. Data envelopment analysis (DEA) is used to estimate efficiency scores and different approaches to account for the heterogeneity in operating environments are tested. Results show that the average technical efficiency is between 88% and 94%, depending on model and data sample. While this indicates that there are efficiency differences between the TSOs, the extension to regulation of TSOs is not straight forward since the reasons for inefficiency may be due to factors that are outside the TSO’s control. In Paper IV attention is turned towards the households’ demand for electricity. The question answered is how the ageing populations in OECD countries, and the consequential changes in population age-structures, may affect the residential demand for electricity. The implications of changing demography is analysed by a family life-cycle model, and an empirical analysis is made by specifying an econometric model of electricity demand that includes the population age-structure by four age-group variables. Results show that the oldest age-group has the largest positive effect on aggregate per capita consumption, while the other groups have lower but similar effects. The results have implications for projections of future electricity demand and for policies aimed at influencing households’ electricity demand, not the least since the share of elderly in the populations of western societies will increase by several percentage points over the coming decades.

Abstract:
Sales is the foundation for all commercial business and companies that have the best sales process in conjunction with efficient deliveries will do well in the long run. The author of this report was tasked by the Organisation in South Africa to study new/alternative ways of attracting Swedish companies to South Africa and sell the services of the Organisation to these same companies (defined as the sales process in this report) by analysing how similar international service companies do the same. A benchmarking process has been conducted with four similar service organizations in South Africa to examine how these companies work in comparison to the Organization. Surveys have been used for purposes of this study, as the methodology is well suited to provide the author a view on the opinions, perceptions and experiences of the respondents. The project aimed to develop new methods to attract Swedish companies to South Africa or improve and streamline the existing methods. The aim was also to develop new ways to sell the organization's services to Swedish companies. The study concludes that there is little focus on marketing of services within the Organisation. Focus seems to lie more on general customer calls. In addition there is often a lack of clarity regarding customer requirements and needs reducing the ability of the Organisation to match companies with specific opportunities on the South African market. Furthermore, the segmentation can be improved. This report concludes with a number of practical recommendations, which should be implemented immediately in order to improve the sales process short term. The Organisation is, among other things, recommended to improve marketing of opportunities to Swedish companies in order to reach a point where the Organisation has a long term focus to increase the number of potential customers that contacts the Organisation by their own initiative. The author of this report does however,  recommend that the Organisation start a long-term process of restructuring marketing within the Organisation. Furthermore, segmentation should be reconsidered to ensure that the Organisation can identify opportunities and relay these to the right type of existing customers, alternatively to new customers.

Abstract:
South Africa emerged as a country that fought and overcame arduous oppression.. Following the democratic revolution of 1994, the new government regime embarked on an enormous electrification rollout with the mandate of ensuring all households in the country have access to electricity. This did not come without huge challenges and the electricity supply network was already under pressure. This led to load shedding and in turn impeded economic growth. Consequently South Africa requires significant investment in new electricity infrastructure. In order to ensure sustainable economic growth, the provision of reliable electricity is a critical strategic imperative. One of the objectives (according to the Electricity Regulation Act, No. 4 of 2006) is to facilitate investment in the electricity supply industry. To empower and encourage electricity producers, including foreign investors, to enter into the market, it is imperative to critically assess the current tax allowances available for the construction of power station assets within South Africa's domestic shores. In addition, the concept of load shedding is not limited to South Africa, but is a form of reducing demand on the energy generating system and is experienced internationally. To understand the tax incentives offered by international countries to reduce demand on the electricity supply network, will form part of this assessment. Benchmarking will be done on South Africa's domestic tax incentives offered to local electricity generators against international suppliers of electricity.

Abstract:
Increased time to market pressure and globally distributed engineering design environments demand a modular product structure that provides affordable life-cycle cost, high quality, and efficient development work tasks among the engineering enterprise, its partners and its suppliers. This project, in the long run, intends to develop a systematic methodology to achieve effective product modularity and work tasks that will enhance product development process. As an initial effort, we conducted a two-phased survey to explore the level of understanding and to benchmark modularity practice in various industries. The results indicate that the form and the extent of modularity practice depend on industry specific drivers, which are largely affected by strategic preferences, external uncertainties and tactical alternatives. This paper presents an introductory overview of modularity as defined in academia, presents the results of the survey, and then proposes potential directions for future research.
