In the past fifteen years, the MESA Bulletin has published numerous reports about research facilities in various Middle East countries, including several on Arab states (Zartman 1970; Williams 1970; Brown, Rollman, and Waterbury 1970; Coury 1971; Raccagni and Simmons 1972; Hudson 1972; Bechtold 1973, Zghal and Karoui 1973; Miller 1973; Hale and Hale 1975; Rassam 1976; Mandaville 1979; Anderson 1980; Reinhart 1980; Clancy-Smith 1984; Crystal 1984). None of these, however, has focused on doing survey research in the region. In part, this seemed to indicate a lack of interest in, and/or feasibility for, carrying out this type of research. In fact, when in 1973 MESA members were asked to share with their colleagues the data from surveys they had carried out, only twenty-one individuals responded, and in only nine cases were there survey data gathered in Arab states (“A Preliminary Listing …” 1974). Since then, the situation has improved somewhat. Thus, Palmer et al. (1982) have compiled an analytical index detailing more than 350 studies using survey research techniques in different Arab countries. Also in 1983, an international conference on the evaluation and application of survey research in the Arab world was held at the Rockefeller Foundation’s Study and Conference Center in Bellagio, Italy. The Ford Foundation and the Rockefeller Foundation sponsored the conference, which was attended by twenty-four individuals from the United States and seven Arab countries. A book based on the papers and proceedings of the conference will be published soon, edited by Tessler et al. (forthcoming).

Four giant volumes (plus a companion one on Humble Oil) appeared between 1955 and 1988 on the history of Standard Oil Company (New Jersey) and its successor (as of 1972) Exxon Corporation. These well-documented volumes took the story to 1975. As related by the publisher and author of this book, about four years after the 1999 megamerger of Exxon and Mobil and the formation of ExxonMobil, the merged unit gave a collection of its historical files—containing some four million documents—to the Dolph Briscoe Center for American History (DBC) at the University of Texas at Austin. When the document transfer was made, in 2003, William Hale, a thirty-year Exxon/ExxonMobil manager (most recently in the public relations department) suggested that it was time for a fifth volume of Exxon history. ExxonMobil's top management approved, and in 2005 the DBC asked Joseph Pratt to write it. He agreed, and the book under review, which covers the period 1973 through the merger to 2005, was written by Pratt “with the assistance of William Hale” and published by DBC.

Abstract:
Indonesian language experienced three phases of development since its birth on October 28, 1928 until the issuance of Law Number 24 Year 2009 on Flag, Language, and Symbol of the Country, and National Anthem. The three phases it covers (1) Indonesian as a language of unity, (2) Indonesian as a country language, and (3) Indonesian as a international language. Research method used is content analysis. Data sources used are books, documentation, and photographs that record Indonesian events over 81 year. The results of this study indicate that (1) the phase Indonesian as a language of unity is marked van Ophuijsen of Spelling and the Indonesian Congress I, (2) the phase Indonesian as a country language is marked Article 36 of the 1945 Constitution, Indonesian Congress II, National Political Language Praseminar (1974), National Political Language Seminar (1975), Political Language Seminar (1999), Suwandi Spelling (1947), and Improved Spelling (1972), and (3) the phase of Indonesian as a international language marked Indonesian Congress International IX, Law Number 24 Year 2009, and the Center of Strategy Development and Linguistic Diplomacy, The Development Agency and Language Coachin.

 Abstrak
 Bahasa Indonesia mengalami tiga fase perkembangan sejak kelahirannya pada 28 Oktober 1928 hingga terbitnya Undang-Undang Nomor 24 Tahun 2009 tentang Bendera, Bahasa, dan Lambang Negara, serta Lagu Kebangsaan. Tiga fase itu mencakup (1) bahasa Indonesia sebagai bahasa persatuan, (2) bahasa Indonesia sebagai bahasa resmi negara, dan (3) bahasa Indonesia sebagai bahasa internasional. Metode penelitian yang digunakan ialah analisis konten. Sumber data yang digunakan ialah buku, dokumentasi, dan foto yang merekam peristiwa bahasa Indonesia selama kurun waktu 81 tahun. Hasil penelitian ini menunjukkan bahwa (1) fase bahasa Indonesia sebagai bahasa persatuan ditandai Ejaan van Ophuijsen dan Kongres Bahasa Indonesia I, (2) fase bahasa Indonesia sebagai bahasa resmi negara ditandai Pasal 36 UUD 1945, Kongres Bahasa Indonesia II, Praseminar Politik Bahasa Nasional (1974), Seminar Politik Bahasa Nasional (1975), Seminar Politik Bahasa (1999), Ejaan Suwandi (1947), dan Ejaan yang Disempurnakan (1972), dan (3) fase bahasa Indonesia sebagai bahasa internasional ditandai Kongres Internasional IX Bahasa Indonesia, UU Nomor 24 Tahun 2009, dan Pusat Pengembangan Strategi dan Diplomasi Kebahasaan Badan Pengembangan dan Pembinaan Bahasa.

<p>Nuno Júdice é actualmente um dos mais interessantes poetas portugueses. Amplamente traduzido e reconhecido com diversos prémios (nacionais e internacionais), também é professor universitário e director de uma das mais prestigiadas revistas literárias do seu país. Sendo 2012 o ano em que comemora 40 anos sobre o seu primeiro livro, <em>A Noção de Poema</em>, vimos assim propor uma reflexão sobre os seus temas enquanto poeta, usando, sempre que possível, as suas próprias palavras, e incluindo um poema nunca antes publicado. Esperamos assim dar a entender melhor onde este extenso poema que Júdice vem escrevendo há já quatro décadas se situa, em especial no dealbar deste século.</p> <p>Nuno Judice is one of the most challenging Portuguese poets alive. Widely translated and recognized with numerous awards (national and international), he is also a University professor and Director of one of the most prestigious literary magazines in his country. Since 2012 is the year that marks the 40th anniversary of his first book of poems, <em>A Noção de Poema</em>, we therefore propose a reflection on his major themes as a poet, exemplifying his poetical path, whenever possible, with his own words. We will include an unpublished poem in our reflection. We hope to provide a clearer understanding on where we can position this poet after four decades of intensive poetry writing, especially at the dawn of this century.</p>

Abstract:
Knygotyra (“Book Science”) is one of the longest existing scholarly journals among the periodicals published by Vilnius University. It has been in print since 1961. Until 1969, it was published under the title Bibliotekininkystės ir bibliografijos klausimai (“Issues of Librarianship and Bibliography”). During 1981–1991, as part of the series “Research Work of the Higher Education Institutions of the Lithuanian SSR,” it appeared in two volumes: one devoted to the problems of book history, publishing and distribution, and the other – to issues of libraries, bibliography, and information science. In 1990, the first volumes were turned into Knygotyra, a serial published by Vilnius University, while the second volumes were published independently under the title Informacijos mokslai (“Information Sciences”). Since 2003, Knygotyra has been regularly published twice a year as a scholarly journal. For decades, it has been referred to in Lithuanian and international databases as an open access, peer-reviewed journal and, since 2018, it is included into the Elsevier Scopus database. Domas Kaunas is the most experienced member of the Editorial Board and has been an Editor-in-Chief till 2019. Docent Genovaitė Raguotienė had been in this position for three years (1970‒1973), Professor Levas Vladimirovas – for fifteen years (1974‒1989), when Domas Kaunas subsequently joined the editorial board in 1979 and served as the Editor-in-Chief for three decades.

Frances Tustin (1913-1994) was a British child psychotherapist who trained at the Tavistock Clinic in London and who was an analysand of Wilfred Bion. She is internationally recognised for her work with autistic children and wrote around thirty articles and four books: Autism and Childhood Psychosis (Tustin, 1972), Autistic States in Children (Tustin, 1981), Autistic Barriers in Neurotic Patients (Tustin, 1986), and The Protective Shell in Children and Adults (Tustin, 1990). In 1995, a year after Tustin’s death, the Frances Tustin Memorial Trust was established by Dr Judith Mitrani (see the Frances Tustin Memorial Trust, 2012). The Trust is dedicated to the teaching, expansion and extension of Frances Tustin’s work on the understanding and treatment of autistic spectrum disorders in children, adolescents and adults. This includes the sponsorship of international conferences on Tustin’s work, which have been held in London, UK (2004); Caen, France (2005); Venice, Italy (2006); Berlin, Germany (2007); Tel-Aviv, Israel (2008); and, this year in Sydney, Australia. This Sixth International Conference, entitled On Bringing Patients to Life, was organized by the Trust, in conjunction with the Australian Psychoanalytical Society, the New South Wales Institute of Psychoanalytic Psychotherapy, The Institute of Child and Adolescent Psychoanalytic Psychotherapy, and the Couples and Family Psychoanalytic Psychotherapy Association of Australasia.

Literary studies continues to have a penchant for great men. In 2015, for example, 20% of authors listed as subjects in the MLA International Bibliography accounted for just under 60% of all articles or book chapters published that year. Just the top 1% of authors, or 33 in total, accounted for 1,302 works, or 20.8% of the total. Four of these authors were women, and one was not white (W. E. B. Du Bois). Those numbers are even slightly more concentrated than in 1970, when 1% of authors accounted for 15.9% of all articles and book chapters. In that year, only one of the most frequently mentioned authors was a woman (George Eliot), and all were white.

AbstractIn 1946, the British biochemist Joseph Needham returned from a four-year stay in China. Needham scholars have considered this visit as a revelatory period that paved the way for his famous book seriesScience and Civilization in China(SCC). Surprisingly, however, Needham's actual time in China has remained largely unstudied over the last seventy years. As director of the Sino-British Scientific Cooperation Office, Needham travelled throughout Free China to promote cooperation between British and Chinese scientists to contain the Japanese invasion during the Second World War. By rediscovering Needham's peregrinations, this paper re-examines the origins of his fascination for China. First, it contests the widely held idea that this Chinese episode is quite separate and different from Needham's first half-life as a leftist scientist. Second, it demonstrates how the political and philosophical commitments he inherited from the social relations of science movement, and his biochemical research, shaped his interest in China's past. Finally, this paper recounts these forgotten years to reveal their implications for his later pursuits as historian of science and as director of the natural-science division of UNESCO. It highlights how, while in China, Needham co-constituted the philosophical tenets of his scientific programme at UNESCO and the conceptual foundations of hisSCC.

Wiktor Jassem's short article on rhythm (‘Indication of speech rhythm in the transcription of educated Southern English’) was published in 1949 in Le Maître Phonétique, the ancestor of today's Journal of the International Phonetic Association. The author was a young man aged 27 at the time, who was working on a longer treatment of the intonation of conversational English which was to be published three years later (Jassem 1952), just 60 years ago this year. Despite his youth, and despite the fact that he was not a native speaker of English, Jassem did not hesitate to take on giants, and to suggest in this paper that his treatment of rhythm is superior to that of both Henry Sweet and Harold Palmer, as well, he adds in the 1952 book, as that of his mentor Daniel Jones.

Byzantine and Modern Greek Studies was launched in the middle of a decade that saw many landmark events in Byzantine scholarship. I remember them well, because this was the decade when I became a Byzantinist, and attended my first two international congresses of Byzantine Studies, the 14th in Ceauşescu's Bucharest (1971), and the 15th, in post-Junta Athens (1976). Apart from the acts of these congresses, the 1970s produced many memorable publications that shaped our field. It would take too long to list them all, and it would be invidious to make, and justify, a small selection. I have chosen to focus my retrospective look on one small monograph of 1975 that makes a comprehensive statement about Byzantium and is therefore a representative illustration of where Byzantine studies were forty years ago and how far they have come, or not come, since then. My book of the decade is L’idéologie politique de l’Empire byzantin by Hélène Ahrweiler (Paris 1975).

Abstract This book chapter assesses the research on bovine immunology and immunoparasitology conducted over 42 years, from 1973 to 2015, first at ILRAD (1973-1994) and subsequently at ILRI, which was formed by merging ILRAD and the International Livestock Centre for Africa (ILCA) in 1995. This assessment covers the approaches taken, the performance of research teams, the scientific truths uncovered, the cost-effectiveness of the research undertaken and the practical outcomes achieved, notably, the development of monoclonal antibodies (mAbs) and other tools to better define the bovine immune system. The chapter makes extensive use of citation data along with the personal reflections of scientists who participated in the research and surveys of opinion leaders in the field. The specific scientific goals and achievements of ILRI and its predecessors were as follows: making a substantive contribution to bovine immunology was realistic and has been substantially achieved, measuring the diversity of strains of Theileria parva, Trypanosoma brucei, Trypanosoma vivax and Trypanosoma congolense was realistic and has been substantially achieved, identifying mechanisms of immunity that kill parasites or limit the growth of the above parasites was realistic and has been substantially achieved, and developing an effective subunit vaccine against any of the parasites was an ambitious goal and so far has not been achieved.

AbstractThis book chapter provides a detailed description of the discovery, research, and validation of the case of Mr. Israel Kristal of Israel, 113, as the World’s Oldest Man titleholder for Guinness World Records. In this chapter, we show how modern scientific age validation criteria were applied to prove the credibility of the claims made about Mr. Kristal’s age. Due to the hardships Mr. Kristal faced in his early life, validating his age proved to be extremely difficult. While the first attempts to validate Mr. Kristal’s age were made in early 2014, a breakthrough in these investigative efforts did not occur until January 2016. To validate his age, the Gerontology Research Group contacted not only Mr. Kristal’s family, but also international institutions specializing in genealogical research. A special note of appreciation should go to the Jewish Records Indexing in Poland for their contributions to this investigation. As a result of this international cooperation, sufficient early-life, middle-life, and late-life evidence was obtained to meet modern validation standards. Israel Kristal was finally recognized as the oldest living man in the world on Mar. 11, 2016 (retroactive to Jan. 19, 2016). Israel Kristal is the second validated supercentenarian in the history of Israel, after Dr. Maria Pogonowska (1897–2009), who was also born in Poland. In addition, he is the current longevity record-holder of Israel.

AbstractThis chapter outlines an International Symposium held at Frankfurt on 1–5 September 2019. It marked the centennial of quantitative experiments with molecular beams, pioneered by Otto Stern. The European Physical Society declared Stern’s original laboratory a Historic Site, the fifth in Germany. As a graduate student in 1955, I learned about Otto Stern (1888–1969) and the impact of his molecular beams on quantum physics. I was intrigued and undertook crossed-beam experiments at Berkeley. In 1960 Otto came to a seminar that I gave. Later I met him, and heard some of his stories. The rest of the chapter describes his Nobel Prize and other Fests. In 1958 his long-term colleague, Immanuel Estermann, organized a celebration and Festschrift for Otto’s 70th birthday. In 1988, as a guest editor, I organized a Festschift for the centennial of Otto’s birth. That year, the German Physical Society established the Stern-Gerlach Prize as its highest award for experimental physics. Bretislav Friedrich and I wrote three papers about Stern. Since 2000, Horst Schmidt-Böcking at Frankfurt and colleagues have produced historical articles, along with a book about Otto, edited and bound all of his research papers into books, and diligently pursued letters to and from Otto, collecting them into large volumes.

Resumen: El concurso para la Sede del Palacio de Naciones en Ginebra, realizado en 1927, significa para Le Corbusier un momento crucial en su trabajo, entre otras cosas por la repercusión mediática que suscita, ayudando a proyectar su imagen a nivel internacional. La compleja propuesta del palacio sintetiza y aplica algunas de las principales preocupaciones de Le Corbusier, al tiempo que abre nuevos frentes de investigación para futuros proyectos. Un importante trabajo de dibujo acompaña el reto arquitectónico. La rica información proyectual, contenida en esos dibujos, documenta tanto los grandes planteamientos paisajísticos y de funcionamiento, como sutiles detalles constructivos. Los dibujos, en sus aspectos formales y técnicos, forman parte de una serie de pruebas en los sistemas de representación que Le Corbusier hace en estos años. Si bien la exploración en las técnicas gráficas pone en riesgo la posibilidad de ganar el concurso, le brinda la oportunidad de reutilizar los documentos para alimentar nuevas aventuras editoriales: “Une maison, un palais”, “Vers une architecture” y “Œuvre Complète”. El estudio de los dibujos ahonda en sus procedimientos de trabajo, tanto para la investigación en el proyecto arquitectónico como para su difusión en medios masivos. A la vez, reafirma una visión innovadora propia de su labor como agitador y divulgador de la arquitectura moderna. Abstract: The 1927 “Palace of the league of Nations in Geneva” contest meant a crucial moment for Le Corbusier in his work, amongst other things due to the subsequent raising media repercussion, helping him scheme his image to an international level. The complex palace proposal synthetizes and applies some of Le Corbusier’s main preoccupations, and opens at the same time new research fronts for future projects. An important drawing work ushers the architecture challenge. The rich design information, contained in those drawings, documents both the landscaping and the functioning proposal, as subtle constructive details. The drawings, in the formal and technical aspects, shape part of a series of proof on Le Corbusier’s representation system for these years. Although the exploration on graphic techniques risks the possibility of him winning the contest, it also gives him the opportunity to reutilize such documents for new editorial adventures such as: “Une maison, un palais”, “Vers une architecture” and “Œuvre Complète”. The study of the drawings deepens the work procedure, as well as the research he went through for an architecture project when is meant to be published in massive media. At the same time, it reasserts an innovation perspective unique of his work as an agitator and divulging person of modern architecture. Engineering practitioners often find themselves required to locate technical and non-technical information from a variety of sources. They may generate quotes, research equipment specifications, determine market shares, delineate a proposed manufacturing process, find company profiles, retrieve demographics data, certify compliance with international or national standards, or research any one of countless other pieces of information. This may involve books, CDs, periodicals, newspapers, corresponding via email, fax, letters or the worldwide web, across several languages. Few classroom projects address practitioner’s needs for broad information research skills. This paper details strategies for a unique student research project leading to useful experience applicable to engineering and engineering technology practitioners in any discipline, in any locality. The project could be instituted in virtually any class at any level and run in any language. It is readily adaptable to changing technology, any textbook, and has now been in use since 1982. As implemented at Purdue University, it has been cited by multiple ABET re-accreditation teams for innovation and as an excellent example of continuously improved instruction. Over the years it has grown to become one of the more noteworthy experiences cited in both student exit surveys and in graduate surveys.

Abstract:
This paper presents the severe and often times game-changing limitations associated with our observational learning mode and the ineffective knowledge base that results from it. More specifically, this paper stands our current approach of pipeline risk assessment on its head, describing how “rare-events” data, as they relate to significant pipeline failures, are simply not being addressed by our probabilistic risk analyses and modern statistical approaches. Further, risk blindness has been shown to consistently minimize the perception of high-consequence risk in the corporate world. Touching on themes from Nassim Taleb’s book, The Black Swan [1], this paper is about those failure events that lie outside the realm of regular possibility. Such events would never have been convincingly predicted prior to their occurrence, and yet they carry an extreme impact. Note that just because a failure was catastrophic does not necessarily mean it was a Black Swan. For example the financial melt down of 1982 was a catastrophe, but it was not a black swan. There have been numerous pipeline failures over the years that were quite catastrophic, but which were not Black Swans as referenced in this paper. They were neglect. It is important not to confuse the two.

Abstract:
The first installation of Grade 2 titanium condenser tubing in a US powerplant occurred in the fall of 1971 as a partial retube of the then, PG&E Moss Landing Unit No. 7 generating station. At the time of this partial retube, “Mighty Moss” was the largest fossil powerplant in the USA generating 750 MWe. Conversely, the first complete titanium-tubed surface condenser installation occurred in 1972 at the 490 MWe ConEdison - Arthur Kill Unit #3. Following comparative testing of competing tube materials, a partial titanium retube, followed by a complete replacement of the remaining aluminum bronze (C608800) tubes, eliminated severe corrosion problems after only 17 months of operation. Thirty years later, both the Moss Landing Unit No. 7 (Duke Energy) and Arthur Kill Unit #3 (an NRG holding) remain fully operational units and a growing fleet of nearly 300 new, modularized and retubed titanium surface condensers have been installed worldwide. These units have provided powerplant operators with three decades of corrosion-free operation — indeed a new industry hallmark of availability and capability. Citing the outstanding performance of titanium over the past 30 years as historical precedent, this paper will provide a brief overview of prior art, investigate new and relevant data, highlight recent process improvements, predict future applications and of course, identify the inevitable cautionary notes.
