Abstract:
International regime complexity provides a framework that is useful for analyzing the questions that are addressed in this study. This chapter discusses the origins and development of the regime complexity approach and locates the arguments of the book relative to it and other approaches to the study of international organization and global governance. It defines the concept of a regime complex, reviews some of the shortcomings of the approach, and shows how the analysis of the complex for international finance contributes to the research program on regime complexity. This study is a comparison of institutional interaction in seven structured cases of lending programs, woven through a narrative of the euro crisis. The chapter then previews the main arguments of the book, including that regime complexity stems from states’ efforts to control agency drift and that key states mediate interinstitutional conflict informally.

Abstract:
There is a great diversity among welfare states in Europe. This diversity is reflected in the scale of expenditures for social protection systems, their evolution over time and the division of expenditures among programs. This chapter analyses the level and structure of expenditures for the last year for which data is available. Then, it turns to the evolution of social expenditure over time. Even though one observes some convergence, social spending is increasing in almost all countries. One of the reasons for this is the development of entitlements that makes it difficult to dismantle programs that have lost most of their raison d’être. Another issue concerns the international comparison of programs that are public in some countries and private, but heavily subsidized, in others.

Abstract:
This chapter examines the Wilson administration's reliance on the advice and diplomacy of American Federation of Labor (AFL) leaders and prowar Socialists in dealing with the European Left throughout 1918. It begins with a comparison of British and American labor diplomacy in 1918, paying particular attention to the AFL's wartime diplomacy and international labor politics led by Samuel Gompers. It then considers Woodrow Wilson's Fourteen Points program, along with the AFL's two labor missions to Europe. It also explores the Labour Party politics that gave British labor more bargaining power within government circles than their U.S. counterparts. Finally, it describes the spread of the Labor Party movement throughout the American Midwest. The chapter shows that, by conferring with the AFL leadership and prowar Socialists for diplomatic counsel and diplomatic service abroad and strongly opposing the Stockholm Conference, Wilson undercut the political strength of his strongest supporters in Europe while encouraging continued derision and ridicule within the American Left, helping to set the stage for further polarization at war's end.

Abstract:
Conservative plans for a coalition government, a snap General Election, Prime Ministers considering whether to resign after an electoral or referendum defeat, and the contemplation of both Labour and Conservative deals with the Liberals, SNP and Northern Ireland Unionist parties, are all aspects readily identifiable in British politics since 2010, and once again following the hung parliament in June 2017. However, secret plans for all these different scenarios were drawn up by British political leaders and advisers in the 1970s. These documents challenge the mythology that dominates historical accounts, documentary films, and television news programmes, in particular, the contention that the minority governments of this era were weak, unthinking aberrations, alien to Britain’s otherwise strong majoritarian political traditions. Using declassified internal party files, this book provides new perspectives of the strategic response to minority government during the Wilson and Callaghan Administrations of the 1970s, reveals a previously unrecognized distinct British tradition of minority government that goes beyond established international minority government theory and practice, and shows how these antecedents might apply to minority government at Westminster in 2017. Employing a new model which includes historical-political interparty comparison, this work examines how both Labour Governments and Conservative Oppositions confronted challenges ranging from legislative management and electoral timing to planning for future minority or coalition governments. This study will be invaluable to all interested in minority government and British political history, from policymakers, students, and journalists to the general public.

This work provides a new, comprehensive, and empirically grounded study of household incomes in China that critically examines the long-term rise and recent apparent decline in inequality. It covers incomes and inequality nationwide as well as separately in the urban and rural sectors, with close attention to measurement issues and to underlying changes in the economy, institutions, and public policy. The chapters examine a range of related topics, including the inequality of wealth, the emergence of a new middle class, the income gap between the Han and the ethnic minorities, the gender wage gap, and the impacts of government policies, such as social welfare programs and the minimum wage. A distinguishing feature of the book is its use of data from the China Household Income Project (CHIP), a collaborative, international research project that has organized nationwide household surveys spanning 1988, 1995, 2002, 2007, and, most recently, 2013. The CHIP data make possible to provide a consistent picture of the evolution of China’s income and inequality from the late 1980s to the beginning of the Xi Jinping era. Analyses of the 2013 CHIP data, with comparisons to findings from past rounds of the survey, reveal new trends in China’s inequality.
