VII Nevsky International Ecological Congress "Environmental Safety Strategies: Implementation Tools" took place on May 28–29th 2015 in St. Petersburg. The congress has been heldsince 2008. The main goal of this congress is to assist in the development of international system of environmental safety through international collaboration, to improve international environmental law, and to coordinate the legislation of members of the Common wealth of Independent States that regulates public relations in interaction between society and nature. In this article, we present basic results of discussion of the problems of Russian environmental safetyin international context (including the project of Strategy of ecological security of the Russian Federation for the period until 2025). Members of legislative and executive branches of the government, representatives of international organizations, business communities, educational and research establishments, mass media from 32 countries and 62 regions of Russia discussed issues during the plenary session and round tables.

Successful industrialization and economic growth in general, require that developing countries use scarce resources in most productive way. It is evident that developing countries lag behind in processes of technological development and at the same time face problems of how best to bridge the technology gap. The best solution is to rely on inflows of foreign technology, as well as reinforcement of domestic research and development base. Despite usual structural and neoclassical assumption that technology diffuses freely, important condition for efficient technology absorption is developing, not only adaptive, but also developmental technological capabilities. Also, productive research and development activities can not take place without an adequate stock of human capital.

Posner and Yoo challenge the conventional wisdom that independent courts are desirable at the international level. Based on the finding that factually independent courts on the nation state level have a number of positive effects, I ask whether factually independent courts at the international level also have positive effects. I argue that the main product supplied by international courts is information and that reliable information about the past behaviour of parties to a treaty is a necessary condition for the reputation mechanism to work internationally. I further argue that the independence of international judges is a necessary condition for the courts to produce high quality information.

Introduction: The connection between physical condition, coping strategies and emotional intelligence is widely studied in the international literature, but comparative research data collected among Transylvanian and Hungarian adolescents are not available in contemporary psychological literature. Aim: The aim of the authors was to study health indicators, emotional intelligence and coping strategies among adolescents and analyse connections between these factors and physical condition as part of an international research. Method: The physical condition, coping strategies and emotional intelligence of 390 individuals, aged between 13 and 19 years living in Debrecen (Hungary) and Érmihályfalva (Romania) were observed. Results: adaptive (i. e. problem-focused) coping strategies used in stressful situations resulted in lower depression rates, as well as better mental well-being than the maladaptive ones such as emotional clearing, self-punishment, distraction of attention. Adolescents showing higher emotional intelligence had lower depression levels and better mental well-being. Conclusions: Institutionally initiated emotional intelligence and coping strategy development for young people may prove to be an important preventive interventional public health programme. Abstract:
Turkey hosts the vast majority, more than four million, of refugees in the world, and Afghans make up the second-largest group of this population. Turkey is considered both a transit, a gate toward European countries, and a destination country for refugees due to its geographical position. Nevertheless, the majority of asylum seekers in Turkey are Syrian who have moved into since 2011. The author claims that Turkey and international refugee supporters prefer Syrian refugees’ legal protection, which causes Afghans to suffer massive violations of basic human rights during their journey to Turkey, after arrival, and while seeking refugee status in Turkey. This paper considers current condition of Afghan asylum seekers’ international human rights in Turkey who are waiting for their final destination toward European countries. Similarly, this paper highlights the possible consequences of current strategies’ application on Afghan refugees’ human rights conditions based on UNHCR's most recent system. The author includes practical recommendations and suggestions for international society as well as Turkey to enhance the human rights condition of refugees, especially Afghans, since this concept requires global cooperation rather than only Turkey’s efforts.

This article uses the dynamic analysis of the small country open economic framework (Obstfeld and Rogoff) to establish a basic supply and demand model of two countries, which solves the stable condition that the international reserve currency reaches the balance. The equilibrium stability condition of reserve currency is that the solvency growth rate of reserve currency countries is not lower than the real yield of reserve currency and the actual output growth rate of the non-reserve currency countries, while the reserve currency countries should have larger economic volume. The test of the Bretton Woods system and the contemporary international reserve currency system with stable conditions shows that the Bretton Woods system and the contemporary international reserve monetary system do not meet the stability conditions.

ABSTRACT“A legal system exists,” Joseph Raz claims, “if and only if it is in force.” By this he means to suggest that the efficacy of law—that is, its capacity to control the population to which it applies—is necessary for its identity as such. Despite widespread recognition that efficacy is a condition of the existence of law, however, little time has been spent analyzing the notion. This article begins an attempt to make up the deficit. I make the case for efficacy as necessary for law and go on to develop and defend an account of the concept that is broadly Kelsenian in spirit. In doing so I address questions concerning the relationship between obedience and enforcement in an account of the existence of a legal system as well as relating the discussion to that concerning the ontological status of international law.

<p>According to the principle of will power or will dominance and the principle of freedom to contract which have been manifested in the article number ten of the civil code the will power of individuals dominates the regulations of closing a contract and its after effects and the freedom of will power here has gained the acceptance as a principle. By closing a contract by two free wills that contract becomes binding and according to the binding principle or provision in contracts the sides of a contract will be committed to carry out the terms and content which is inserted in a contract unless it becomes terminated with by the volition of the sides of the contract themselves or due to a legal cause. Since according to the principle of freedom to contract its sides can shun from closing any contract which is an obvious violation of law, due to the same reason they can also take into consideration any condition or term which isn’t an obvious violation of law and according to the principle of binding ness of contracts the sides of them and their vicars are bound to execute the conditions which are stated in it. One of the conditions of contracts which can be considered is the condition of stipulation.</p>In the present study in addition to scratch the surface on the subject of stipulation in contracts it is expected that the theoretical aspect of the essence of stipulation gets evident, the view point of Islamic jurisprudence and the legal proceedings become stated and the issue that stipulation is claimable under what conditions and in what manner. By carry out a comparative study we get aware of the views in several legal systems toward stipulation and also its position in the private international law and the latest changes in the domain of stipulation specifically ones which are presented at the international level.

In 1986, the UN ECE established the International Cooperative Programme on Assessment and Monitoring of Air Pollution Effects on Forests (hereinafter ICP Forests) to respond on the growing concern about forest damage caused since the beginning of eighties by air pollution load. Pan-European grid of the (ICP Forests) monitoring plots represents one of the most important systems of forest ecosystems assessing and checking. The Czech Republic is unfortunately well known due to this problem and so the country joined ICP Forest Programme since the very beginning. The paper presents general information on Czech forest stand condition that gained through various methods in the past as well as in the frame of ICP Forests. The participation in the International Cooperative Programme on Assessment and Monitoring of Air Pollution Effects on Forests (ICP Forests) represents a contribution of the EU candidate country to the fulfillment of the Reg. (EEC) No. 3528/86. However it seems that effects and importance of air pollution are decreasing, a lot of new stress situations exists and there is a need for continuing the programme.

AbstractThe theoretical research and substantiation of specialists compliance estimation with corporate requirements on the basis of international certification and determination of its role in the system of enterprise’ staff management are carried out in the article. The algorithm of the enterprise’ effect achievement of the preliminary international certification of the personnel involved in oil and gas wells drilling is offered. The relationship between the number of persons trained and certified by International Well Control Forum in Drilling Simulation Center of the Ivano-Frankivsk National Technical University of Oil and Gas and the volume of drilling of oil and gas wells in Ukraine is analyzed. The task was accomplished by means of correlation and regression analysis. The results of the calculations allow us to make sufficiently plausible assumptions about the impact of training and certification on drilling volumes. It is established that the increase in the number of persons certified according to International Well Control Forum for one person will allow to expect the volume of drilling of oil and gas wells by 0.734 thousand metres per year.

Background. Psycho-emotional sphere of mariners is one of the most susceptible to severe conditions of maritime labor. Crew work at sea on ships of foreign companies often has abnormal working conditions. As a result, socio-psychological conflicts can arise, turning into psycho-emotional stress. Thus, the research of Russian mariners’ emotional sphere, working on the ships under flags of foreign states is very actual.The aim of the work is to define the features of Russian mariners’ emotional condition during their work with international crews and to substantiate the necessity of its correction during voyage and intervoyage periods.Materials and methods. Psycho-emotional condition of Russian mariners who worked on foreign companies’ ships during sea voyage was assessed using diagnostic method «Diagnostic of interpersonal relations» T. Leary, adapted by L.N. Sobchik.Results of the research and discussion. A rather high level of tension of the emotional condition during the voyage was found, probably, caused by difficult communication with foreign mariners, hard work and, as a consequence, occurrence of conflict situations. Emotional stress may contribute to neurotic reactions in mariners. It is recommended to select crews for work on ships under the foreign flag and not to allow contracting with psychologically unstable person.

During recent years, the spectacular growth of the sand deposit has made a great beach located at the base of the town of Tangier, and created a problem for local authorities. They are afraid that this deposition may endanger the harbor accessibility. Before beginning correcting or protecting works, the International Zone Administration of Tangier has asked the Laboratoire Central d'Hydraulique de France to study the conditions of Tangier Bay, and to determine the mechanism of sand deposition; and also to define on a reduced scale model the best arrangements to be taken in the near future for an extension of the harbor. This paper aims to present the results of field observations on the prototype.

Abstract:
Résumé L’identification des caractéristiques sociales des militants altermondialistes constitue une question à laquelle plusieurs grandes enquêtes sociographiques ont tenté de répondre depuis le début de la décennie 1980. Les résultats de deux enquêtes collectives réalisées au cours de l’année 2003 sont présentés et discutés ici. L’analyse de ces données constitue un précieux éclairage permettant de saisir les conditions d’une telle mobilisation internationale, à condition cependant de rester attentif aux biais méthodologiques qui limitent la signification de ces matériaux ; à condition aussi de chercher moins à saisir « pourquoi » les militants se mobilisent contre la mondialisation qu’à comprendre « comment » ils le font. C’est dès lors la question des ressources leur permettant de se projeter au-delà des frontières nationales dans un espace international qui est au coeur de l’investigation.

AbstractHow can international organizations persuade governments to adopt policy recommendations that are based on private information when their interests conflict? We develop a game-theoretic model of persuasion that applies regardless of regime type and does not rely on the existence of domestic constituency constraints. In the model, an international organization (IO) and a domestic expert have private information about a crisis, but their preferences diverge from those of the government, which must choose whether to delegate decision making to the expert. Persuasion can take place if the international institution is able to send a credible signal. We find that this can take place only if the preferences of the IO and the domestic expert diverge and the institution holds the more moderate policy position. This result contrasts with conventional wisdom, which holds that the necessary condition for IOs to exert influence is support from a domestic constituency with aligned preferences. Our model suggests that, far from being an obstacle to international cooperation, polarized domestic politics may be a necessary condition for IOs to exert effective influence.

Abstract:
The author relied on the research of his predecessors and determined his own purpose of the study: to analyze the state of socio-cultural and cultural-humanitarian relations of Ukraine and Canada, to identify trends and their peculiarities in the context of general interstate and international relations of friendly countries. Emphasis is placed on the fact that the interstate relations in the defined field of research were based on the relevant legal documents of international law and treaties and other legal acts of each state. With regard to international relations, the author distinguishes it as such as the Ukrainian diaspora in Canada had and has its own peculiarities. This community is now one of the most significant in the world in its quantitative and qualitative relations, in political, socio-cultural and cultural-humanitarian influence. Therefore, in an advanced democracy of Canadian society, Ukrainians began to take the place of not only "aliens without rights", but also for many years prior to today, became active participants not only in the cultural, humanitarian, but also socio-economic and political life of Canada, which had a positive impact on socio-cultural and other relations. This is emphasized not only by the Ukrainian but also the Canadian side. Therefore, the study of socio-cultural and humanitarian-cultural components of relations between Ukraine and Canada has the right to exist. At the same time, it emphasizes the relevance and scientific novelty of the research topic. The problem under consideration is multifaceted, covering many aspects. In this study, only partial consideration of Ukraine-Canada relations in interstate and international perspectives has been studied. The importance of international and interstate relevant structures in terms of their influence on relations is emphasized. At the same time, in the author's opinion, it requires a detailed monographic study of the problem: the relation of Canada's role with Ukraine in the system of the "blocked" world.

Abstract:
In any construction contract, the use terms and conditions in construction contract clauses has a great impact on the project performance, which in turn affects the achievement of the project completion date. Clauses within a contract should fit together to form a reasonably allocated risk among project parties and relevant to the complexity of projects. The General Condition clauses, which were looked at in this study, consist of the ones that relate to the time performance of the contract as well as that deal with action required at specific points in time within a contract. As we know, a clear and more complete General Condition documentation should end up with win-win situations for parties involved. If there are much unclear and even unknown information within the General Condition, the parties contracting will encounter uncertainties with relations to time that during the project execution. For the parties contracting, it is always to their advantage if more complete and comprehensive documentation used as it means fewer disputes, less conflicts, and time and energy saving during construction instead of claiming and debating over the provisions. The paper is to present an analysis on the time related clauses and provisions in the current local (used in Malaysia) and international construction contracts.

Ce sont aussi des organisations gérées par une bureaucratie qui se veut impartiale.Au départ modeste, leur champ d’activité et leurs membres croissent lentement, en fonction de l’évolution des besoins et de la situation internationale. Elles adoptent également de nombreuses décisions en suivant un processus décisionnel rapide qui préfère la règle du consensus à celle de l’unanimité. De plus, elles se composent d’États démocratiques. Finalement, les auteurs notent que le pouvoir de sanctionner ne représente pas une condition importante et essentielle à l’efficacité d’un organisme international.

This article starts from the observation that International Relations scholars do not agree on what they mean by theory. The declining popularity of grand theory and the celebration of theoretical pluralism are accompanied by the relative absence of a serious conversation about what ‘theory’ is or should be. Taking the view that we need such a conversation, especially given the shallow theorizing of modern scholarship that conflates theory with method, and the postmodern view that abstract narratives must be deconstructed and rejected, this article puts forward the notion of ‘deep theorizing’ as the ground for grand theory. Specifically, it argues that deep theorizing is the conceptual effort of explaining (inter)action by developing a reading of drives/basic motivations and the ontology of its carrier through an account of the human condition, that is, a particular account of how the subject (the political actor) is positioned in social space and time. The article illustrates this angle through a discussion of realist, liberal and postcolonial schools of thought. It basically argues that, through their particular readings of the human condition, these approaches develop distinct conceptions of political agency and, hence of the nature and location of world politics.
