Abstract:
Cluster issues are the subject of many considerations and analyzes. This article presents the content referring to functioning automotive clusters in the Śląskie Voivodeship in Poland and Slovakia. The aim of the articles is presentation and comparative analysis of two automotive clusters operating in different countries and a comparison of their development opportunities through SWOT / TOWS analysis. The article presents general information related to the cluster concept, characteristics of clusters in Slovakia and Poland and results of network comparisons taking into account the strategic approach through SWOT / TOWS. Factors stimulating the development of the automotive cluster in Poland and Slovakia in relation to the final results of strategic analysis were indicated.

Abstract:
The present paper deals with an international comparison of labour productivity, as well as with total factor productivity comparison made by different international organisations, e.g. the OECD. These kinds of comparisons do not contain data regarding transition countries in the 20th century. Long-term comparisons yield an analysis of the several factors influencing productivity trends, among which human factors have an increasing role. The second part of the paper gives several kinds of information about the tendencies of the Hungarian labour productivity on a national and branch level. The most important development can be seen in the engineering industry. A short part of the paper illustrates the development of total factor productivity in Hungary between 1992 and 1997.

Abstract:
Comparison of levels of development among countries is usually done by reducing values in national currencies with a common denominator, using the official exchange rate. Because of its unreality, the values calculated in this way do not illustrate real relations between compared countries. That brings about the launching of the UN International Comparison Project (latter Programme) with two fold aims: developing a method for international comparison of real domestic product which could be applied to a number of very heterogeneous countries, and the comparison of growing number of very different countries. Until now six phases of comparisons are finished. Taking into consideration problems that appeared in the realization of the VI ICP phase as well as quality improvement proposals, a decision has been made to launch a new, global round for 2003-2006. Comparison will cover 150 countries (the widest coverage ever). This will give global character to the comparison, which was the end cause of the ICP.

Abstract International comparisons in organic analysis (OA) are organized and coordinated by the Organic Analysis Working Group (OAWG) of the Consultative Committee for Amount of Substance (CCQM). OAWG also performs strategic planning and highlights the focus areas and challenges in OA. Realizing well that the amount of organic compounds and potential combinations of analyte-matrix is numerous, the OAWG has developed a systematic approach to the comparisons organizing. This approach allows to comprehensively describe the specifics of each comparison and appropriate features combination allows to cover all relevant aspects of OA. In terms of CMCs submission, recently the new concept has been created suggesting a broader view on the NMIs competence – it is the concept of “Broad Scope Claims” (BCs). BCs allow NMIs to submit CMCs for a wider range of analytes and matrices. In 2021 the OAWG has highlighted the priority areas for activities and promising methods and technologies for the OA for the period up to 2030. In international comparisons on OA Russia is represented by VNIIM. Since 1998 VNIIM has been taking part in more than 35 comparisons covering various aspects of OA. Each successful comparison is a real and documented confirmation of Russia competence in the relevant OA area. At the moment 89 CMCs are presented in the Database, including 25 BCs.

Abstract:
Knowledge transfer and especially the commercialization of research and development results are in the focus of interest of state authorities in the Czech Republic and abroad, as they support the transfer of scientific knowledge from public research organizations to the private sector and thus stimulate and increase the performance of national economies. The development of commercialization in the Czech Republic was supported by significant financial subsidies for the establishment and development of technology transfer centres from the EU structural funds and national targeted support programmes. The review study focuses on the international comparison of Czech research organizations in only one indicator of knowledge transfer, namely the number of patent applications, because data for other indicators, especially for revenues from commercialization, are not available for foreign research organizations. In terms of the number of patent applications filed with foreign patent offices, Czech research organisations lag significantly behind organisations with better innovative performance, especially in the EU old member states. The main cause seems to be the low patent productivity of business sector organisations, which is also due to patent offshoring.

The article outlines main results of global international comparison of GDP on purchasing power parities (PPPs) for 2017 published by the World Bank in July 2020. This comparison is the project of international statistics, which secures unique data on the world economy, on the place of countries in the world and regional economies, on standards of living in different countries, on differences between purchasing power parities and exchange rates, and so forth. These data are of interest to the government in relation to the development of economic policy. This comparison required collaboration between the World Bank as the overall project coordinator, regional coordinators and statistical offices producing baseline data on GDP in national currency.In the body of the article, the authors consistently consider the following issues: the basic methodology used in the International Comparison Program, main findings, limitations and the degree of reliability of the results of the international global comparisons. In this context issues of methodology of comparison and features of direct binary and multilateral comparisons are considered, in particular the formula for the computation of PPPs, which ensures transitivity (mutual consistency of results).The article concludes by emphasizing the multifaceted tasks of the International Comparison Program based on purchasing power parities, led by the World Bank.

Comparison is an important competency for gaining and linking knowledge. It can be learned in geography classes to help students understand complex concepts and develop autonomous geographical thinking. However, we do not currently have any model to assess comparison as a competency in geography classes. In addition, little is known about how textbook tasks promote comparison competency. Therefore, in this study, a competency model for comparison in geography education was developed. It consists of four dimensions of comparison competency, which relate either to the mastering of comparison processes or to content-related elements of comparisons. Then, via a qualitative content analysis and descriptive statistics, the competency model was used to assess which dimensions of comparison competency were featured in 981 tasks from 20 German, English and French textbooks. Results showed that comparison tasks largely failed to promote autonomous and argumentative comparison process planning. However, numerous tasks performed better on the content-related aspects of comparison. Thus, the competency model presented in this study is a valuable tool to assess and enhance comparison competency in geography education and to promote students’ autonomous geographical thinking.

The global digital transformation poses challenges for schools and teachers. The importance of digitalization-related professional development (PD) in overcoming these challenges is widely recognized, even if only few studies confirm the desired success. This article explores the relationship between the participation of teachers in digitalization-related PD and variables that are associated with successful PD in an international context. The structural equation modeling analyses are based on data from the International Computer and Information Literacy Study (ICILS 2018). Data from Chile (N = 1682 teachers), Denmark (N = 1108), Germany (N = 2303), the Republic of Korea (N = 2122), and the USA (N = 3174) are considered. These five countries are located on four different continents and have divergent conditions for working with ICT in schools and teacher PD. The results reveal significant relations between the participation in digitalization-related PD and positive views on using ICT in schools, the emphasis on promoting ICT-related skills among students, and the frequency of the use of ICT in the classroom across all countries. These findings demonstrate the importance of PD in the context of the digital transformation in schools, irrespective of international variations in school systems, digitalization processes, and conditions for PD.

Although pharmacotherapy recommendations were similar, there were strong variations in the type of psychosocial interventions recommended.ConclusionsThe methodological quality of guidelines has a strong influence on their applicability However, the lack of financial means to develop and implement guidelines is a serious problem. Independent international organisations could contribute to defining a core set of unbiased schizophrenia treatment recommendations. In countries with a shortage of resources, this could be a basis for adaptation to different cultural and economic backgrounds in collaboration with stakeholders.

The global digital wave has flourished in recent years, and the digital technology revolution has emerged. Digitalization plays an undeniable role in promoting modern economic and social development in multiple aspects such as economy, society, innovation, public services and sustainable development, China’s digitalization application is also developing rapidly. In order to better measure the current situation of China’s digitalization development level, this paper constructs a comprehensive evaluation index system of digitalization development from four dimensions of talents in the digital field, digital infrastructure construction, digitalization innovation ability and international competitiveness, and tests the index system. The entropy method is used to measure the level of digitalization development between China and the United States, the United Kingdom, France and other major developed countries in the world, and the coefficient of variation method, kernel density estimation and Dagum Gini coefficient method are used to analyze the temporal and spatial characteristics and regional differences of digitalization development level of seven countries. This paper makes a comparative analysis between China and major developed countries from the historical perspective of the evolution of the techno-economic paradigm. With a view to summarizing and exploring from it and drawing on the advanced experiences accumulated by the developed countries over a long period of time, so as to provide China with useful insights and bases for further enhancing its digitalization development level.

Purpose - The purpose of this study is to analyze and compare the international competitiveness of digital service trade between Korea and China and to help enhance the competitive advantage of digital service trade between the two countries.
 Design/methodology - This paper designs and establishes a comprehensive evaluation system for the international competitiveness of the Korea-China digital service trade. By using the analytical methods of combining theory and demonstration through qualitative and quantitative analysis, this paper makes a concrete and complete theoretical deconstruction and empirical measurement of its international competitiveness from the two levels of overall competitiveness and departmental competitiveness. At the same time, the study also analyzes the competitive advantages and comparative disadvantages of the two countries.
 Findings - It is found that South Korea has a strong competitive advantage in the sector competitiveness of digital service trade, and the export structure is reasonable and balanced, but the deficit pattern affects the overall competitiveness. China has a strong competitive advantage in the overall competitiveness of the digital service trade. However, the structural imbalance in the export sector weakens the competitiveness of the sector. Both Korea and China have the space advantage and competitive potential to enhance international competitiveness in terms of development trends.
 Originality/value - This paper takes the lead in solving the pain point of the relative lack of similar research topics. It demonstrates the evolution process, development trends, and structural characteristics of the digital service trade. A new combination of competitive power research methods is innovated, and a comprehensive evaluation system is established. The above innovation points show the academic theoretical value and practical application value of this study.

Context: International comparative research on Vocational Education and Training (VET) is gaining importance, as global cooperation and mutual learning in VET grows. However, it is characterized by a high degree of complexity, due on one hand, to the heterogeneity of the VET sector, and on the other hand to the unique challenges of international comparisons. In addition, comparative research projects are increasingly conducted in the form of cross-border collaborations, which have their own particular organizational and methodological considerations, opportunities, and challenges. This paper presents an example of a cooperative research process, aimed at investigating the complex phenomenon of the competence-based approach in Russian and Chinese VET. In providing an example of developing an instrument for curriculum analysis and comparison, we discuss and reflect on the methodological and organizational peculiarities and challenges of the research process conducted collaboratively by an international team. Method: The instrument for analysis and comparison of curricular documents, was developed in an iterative multi-stage process, combining deductive and inductive steps. The embeddedness of the elements of a competence-based approach in curricular documents is investigated, using qualitative content analysis. To develop a coding frame, we started with a comprehensive partially systematic literature review of international, Russian and Chinese discourses on competence-based curricula. The frame was built on the selected model of competence-based education, and on accumulated results of the literature analysis of national discourses. Furthermore, during the first coding process, an iterative adaptation of the developed instrument took place. Results: The result of this process was the development of an analysis instrument which, on the one hand, is well-adapted to each national context and, on the other hand, allows a comparison of results along the same dimensions of analysis, in our case, elements of the competence-based approach in curriculum. Conclusion: Developing an analysis framework for a cross-cultural comparative investigation of such a diffuse and heterogeneous construct as the competence-based approach, can pose a methodological challenge for an international team of researchers. Abstract:
This study provides an in-depth analysis of the current status of the promotion and application of BIM software in China, highlighting its differences from the international market. Chinese BIM software shows advantages in data security, cost-effectiveness, user habit adaptability, and localization standards, but faces challenges in terms of technological maturity and ecosystem development. By employing bibliometric methods and utilizing literature resources from CNKI and the Web of Science, the study offers a comprehensive analysis of the market and policy environment and proposes targeted recommendations. The study indicates that Chinese BIM software has significant advantages in enhancing data security and cost-effectiveness but lacks technological maturity and requires improvements in ecosystem development. User habits are crucial for the promotion of BIM software, and the localization and adaptability of the software need further enhancement. To promote the widespread application of BIM in the architecture, engineering, and construction (AEC) industries, a robust market mechanism needs to be established. The government should strengthen policy support and improve regulatory frameworks; software developers should enhance product functionality and work closely with users; and application enterprises should actively provide feedback to promote software improvements. Moreover, the introduction of reasonable capital and the collaboration between educational institutions and enterprises to cultivate professional talent are critical for the promotion and application of BIM technology. The research emphasizes that forming a cross-departmental joint mechanism to promote a virtuous cycle in the AEC market is key to achieving the widespread application of BIM technology. These measures can provide strong market impetus for the development of BIM software, accelerate the maturity and ecosystem construction of Chinese BIM software, and ultimately realize the comprehensive upgrading of informatization and digitization in the construction industry.

This article compares and contrasts the PhRMA Methodological and Conduct Principles for Pharmacoeconomic Research and the pharmacoeconomic guidelines/principles from Australia, Great Britain, and Canada. Whereas the UK Guidance is the most general and the least prescriptive of the four sets of guidelines/ principles, the Canadian Guideline is the most detailed and prescriptive in nature. The PhRMA Principles consists of a set of broad principles that will foster high quality pharmacoeconomic research without impeding further methodological development of the field. The main focus of the PhRMA Principles is to rely on full disclosure and transparency of methods to permit knowledgeable readers to judge for themselves the adequacy of the methodological approach or to alter key parameters of the analyses to determine their impact. Article is devoted to discussion on issue of applicability of the notion ‘law policy’ to the international law and the international legal system. Much attention is paid to comparison between such notions, as law policy, politics of international law, progressive development of international law. Author analyzes the international law policy as an objective international legal phenomenon, showing its aims and subject structure. Article gives proof of conclusion that the conception of international law policy should be based not only on giving a more precise definition of international law nature but also on analysis of current problems of international law development closely associated with fragmentation of the latter.
