Just as the contemporary global structure is a product of nineteenth-century economic and political developments, namely, industrial capitalism and global empires dominated by European metropoles, a misleading conception of the international system as composed of formally equal sovereign states is a product of the same period, as Vattel’s conception of states as equal moral persons was taken up and transformed in the early nineteenth century, especially in imperial Britain. This model continues to shape interpretations of global politics in International Relations (IR), despite the persistence of the imperial legacy in the form of a stratified globe. Historical work informed by postcolonial studies and recent scholarship in International Law can give IR greater analytical and critical purchase on the current global order.

Abstract:
The article deals with the systematization of economic prospects of balanced development of international relations. It is established that the prerequisites for rapid development are special conditions of certain factors, which acquire different acuteness or form as institutional determinants of development. It is proved that the balanced development of international relations is associated not only with economic issues, but also with social features, political conflicts, and history. Globalization, which has originally manifested itself as liberalization, and then as the integration of capital, goods, and labor into a single world market also complicates the problem. The article highlights the importance of specialization because it is specialization that provides an opportunity to increase efficiency at the level of individuals, organizations, regions, and countries through the effect of scale, comparative advantages, and technological changes.

The establishment of the School of Economic Science at MGIMO was due to the necessity of the world economy research, and the need to prepare highly skilled specialists in international economics. The school is developing a number of areas, which reflect the Faculty structure. - Economic theory is one of the most important research areas, a kind of foundation of the School of Economic Science at MGIMO. Economic theory studies are carried out at the chair of Economic theory. "The course of economic theory" textbook was published in 1991, and later it was reprinted seven times. Over the past few years other textbooks and manuals have been published, including "Economics for Managers" by Professor S.N. Ivashkovskaya, which survived through five editions; "International Economics" - four editions and "History of Economic Thought" - three editions. - International Economic Relations are carried out by the Department of International Economic Relations and Foreign Economic Activity. Its establishment is associated with the prominent economist N.N. Lyubimov. In 1957 he with his colleagues published the first textbook on the subject which went through multiple republications. The editorial team of the textbook subsequently formed the pride of Soviet economic science - S.M. Menshikov, E.P. Pletnev, V.D. Schetinin. Since 2007, the chair of Foreign Economic Activities led by Doctor of Economics, Professor I. Platonova has been investigating the problems of improving the architecture of foreign economic network and the international competitiveness of Russia; - The history of the study of problems of the world economy at MGIMO begins in 1958 at the chair baring the same name. Since 1998, the department has been headed by Professor A. Bulatov; - The study of international monetary relations is based on the chair of International Finance, and is focused on addressing the fundamental scientific and practical problems; - The chair "Banks, monetary circulation and credit" was created in February 2012. It is head by Professor G.S. Panova. The members of the chair are experienced bank employees; - The field of practical application of research results in the field of accounting, statistics and auditing has been expanding in recent years. The research in the field is conducted at the synonymous chair; - An important direction of development of economic studies at MGIMO is a risk management and insurance. Established in 1993, the Department of Risk Management and Insurance is headed by Professor R.T. Yuldashev.

The author analyzes the history of formation and current state of Turkey-Mexico political and economic relations in the context of Ankara intercontinental relations with the Latin American region. Comparative analysis of the two powers in their geo-economic ‘weight’, international activity, and other aspects is carried out. Evaluation of historical aspect of bilateral relations is specially emphasized. For the first time in Russian Latin American studies the evolution of Turkey-Mexico diplomatic relations in the 20th century is studied in their phases, including political contacts dynamics at the turn of the 20th and 21st century. The author also analyzes current state of countries’ trade and economic relations, as well as their interaction at the international arena.

This history is analyzed in the context of the Soviet and world economic science. The specific nature of Soviet economic theory is characterized as well as a special position of IMEMO, in its function of the leading thinktank in the field of world economy and international relations. Two main directions of theoretical work of IMEMO economists are identified: transition from the facts and statistical data towards a revision of dogmatic Marxism, and from Western theories to original ideas and practical recommendations. To discuss the history of international economic law since the American Journal of International Law was first published in 1907 requires the author to project categories common to the parlance of 2006 back to times when theywere unknown. So far as it appears, the term did not become current until after World War II. Its scope is controversial. According to one definition, it encompasses “the total range of norms (directly or indirectly based on treaties) of public international law with regard to transnational economic relations.” A wide variety of international law rules have been said to have a financial impact somewhere. For practical purposes, in this essay I define international economic law as the international law regulating transborder transactions in goods, services, currency, investment, and intellectual property. I exclude from the inquiry issues of private international law, as well as of economic warfare.

The fact - The European Union – is animation of the European solidarity and of the idea to create the Common European home.The European Union is a new state super-structure with imperial measures (economic, geographic, and political). It crosses and abandons the existed European state borders and matches the unification of the hall continent. Such a „giantific” social statehood creation (with 500 million inhabitants and enormous economical weight) normally provokes changes in the relations of the international community. The European Union is searching its „place under the sun”, as an actor with power and authority in the international relations and in the international politics.

In recent years two high quality overviews of the economic history of Indonesia in the nineteenth and twentieth centuries have been published that testify of the growing maturity of the field. The two books – The Indonesian Economy in the Nineteenth and Twentieth Centuries: A History of Missed Opportunities by Anne Booth (1998), and The Emergence of a National Economy. An Economic History of Indonesia, 1800-2000 by a team of authors (Howard Dick, Vincent Houben, Thomas Lindblad and Thee Kian Wie) (2002) – are written by distinguished experts in the field. Both books also aim to be comprehensive, but interestingly, they do this in very different ways. But let me focus on the similarities first: apart from the obvious fact that they want to present an economic history of Indonesia over the past twohundred years, they also have in common that they stress the links between economic and political history. Both try ‘to bring the state back in’, by focussing on the process of state formation – in particular in the colonial period – and, even more importantly, by analysing the consequences of government policies for economic development. The leading theme of the The Emergence (TE), as formulated in the programmatic opening chapter by Howard Dick, are the links between state-formation, the nation state, and the national economy. Similarly, The Indonesian Economy (TIE) contains a detailed analysis of government policy, and in the final analysis of the ‘missed opportunities’ of Indonesia's past, the state plays a crucial role. This also brings me to the other obvious striking similarity: both books try to explain the failure of Indonesian economic development in this period (or at least until the second half of the 1960s), and discuss the reasons why economic development was relatively slow.

Civil war intervention literature identifies colonial history as influencing the likelihood of interventions. This literature, however, has yet to clarify the mechanisms through which colonial history influences interventions. We develop and test an argument linking the relations established by colonialism—economic, political, and social—with interventions. We find that colonial history influences interventions, but its effect matters less once we control for these three relations. Importantly, we find that this effect of colonial history is particularly small in dyads with stronger economic relations. Our paper gives further credence to liberal arguments emphasizing the role of economic factors in international security.

This article examines how the institutional design of borders affects international trade. The authors explore variation in the effects of borders by comparing new international borders that follow precedent and thus have a prior institutional history with new international borders that lack such an institutional history. The former minimally disrupt—or restore—previous economic networks, while the latter fundamentally disrupt existing economic networks. A variety of empirical tests show that, consistent with this institutional perspective on borders, new international boundaries that follow precedent are associated with significantly faster recovery and greater increase in subsequent trade flows. By contrast, when new international borders are truly new, they disrupt local economic networks, introduce new transaction costs, and impose higher adjustment costs on states, which the authors show to have long-term deleterious effects on trade.

The purpose of this publication is to present the main idea, conceptual and methodological foundations, theoretical background, sources and directions of the study of the historical development of foreign economic relations of the Ukrainian economy. Finding ways for Ukraine to abandon the pattern of import dependent development and low-tech export is an urgent scientific and practical task. Historical factors play an important role in determining the country’s international specialization and position in world markets. The object of the study is the historical process of the inclusion of Ukraine’s economy in the system of international economic relations. Regularities, trends and national peculiarities in the formation of foreign economic relations of Ukraine’s economy are the subject of the study. The economic methodology of the study is based on an evolutionary-institutional approach. Traditional and contemporary theories of international trade, economic integration, foreign economic policy, international competition and national competitiveness are the theoretical foundations of the study. Analysis of historical sources opens up problem areas of scientific research and gives grounds for forming its working hypotheses. Studying the history of foreign trade, labor migration, participation in international monetary relations, international cooperation of production and the relationship of structural changes in the economy with the forms of international economic relations are the main fields of the investigation. Historical research is the basis for making proposals on optimization of the national foreign economic policy with the purpose of strengthening the economic sovereignty of the state, development of the national economy and ensuring its international competitiveness.

Nepal has a very long historical, political, cultural and economic cooperation with China. According to the International Monetary Fund (IMF), China is the country having the world's largest economy in 2014 for purchasing power parity with 17.632 trillion US dollar and second largest economy for nominal GDP. Being one of the rising Asian powers, China wants to achieve the status of global power. In this perspective, it is needed for China to win the trust of neighboring countries. China has already announced that it will pay more attention and reinforce its cooperation with its neighbors. Being a China's good neighbor, Nepal naturally wants to see China as a global power in coming years. This article analyzes some facets of Nepal's long economic relation with China. They include global, regional and specific relationships, as well as group and bilateral relations.China and Russia are connected by centuries-old history. Russian-Chinese relations and their dynamic development are of interest to the political science community. At present, they form an important material basis for cooperation in the areas of trade and economy, contributing to the development of the Russian economy.China supports and subsidizes projects that ensure its interests in Russia. Political and economic cooperation between Russia and China is developing actively and is using more and more resources. The more important it becomes to maintain good-neighbor and productive relations. Russian-Chinese relations affect many spheres of life of the two States: scientific, economic, military, cultural, etc.in this light, economic cooperation stands out as one of the main. Russian-Chinese trade and economic cooperation is actively analyzed in the works of many researchers, but there is no consensus on the most important vectors of cooperation and prospects for its development. In this regard, the analysis and structuring of some areas of Russian-Chinese relations, foreign economic relations, opportunities for the development of relations between Russia and China, as well as their transition to a new level are becoming urgent.China is the largest trade partner of Russia and an investor who is interested in promoting some projects implemented in Russia. For this reason, the development of successful and fruitful relations is in the first place among the leaders of the two powers. The need for multidirectional trade and economic relations is also conditioned by geopolitical, cultural and historical factors.

The relationship between political theory, including the history of political thought, and International Relations theory, including the history of international thought, has been, and to some extent remains, complex and troubled. On both sides of the Atlantic, the mid-twentieth century founders of International Relations as an academic discipline drew extensively on the canon of political thought, but approached the subject in an uncritical way, while political philosophers largely disdained the international as a focus. This changed in the 1970s and 1980s, with the emergence of the ‘justice industry’ based on critiques of Rawls’ A Theory of Justice and a consequent recovering of the past history of cosmopolitan and communitarian thought. A new discourse emerged in this period – International Political Theory – bridging the gap between political thought and international relations and stimulating a far more creative and scholarly approach to the history of international thought. However, in a social science environment dominated by the methods of economics, that is, formal theory and quantification, the new discourse of International Political Theory occupies a niche rather than existing at the centre of the discipline.

This article explains the problem of adjustment to the challenges of globalization in terms of the logic underpinning four distinct policy constraints, or trilemmas, and their interrelationship, and in particular the disturbances that arise from capital flows. The analysis of a policy trilemma was developed first as a diagnosis of exchange rate problems (the incompatibility of free capital flows with monetary policy autonomy and a fixed exchange rate regime); but the approach can be extended. The second trilemma we describe is the incompatibility between financial stability, capital mobility and national policy choice over exchange rates. The third example extends the analysis to politics, and looks at the strains in reconciling democratic politics with monetary autonomy and capital movements. Finally, we examine the security aspect and look at the interactions of democracy with capital flows and international order. The trilemmas, in short, depict the way that domestic monetary, financial, economic and political systems are interconnected with the international order, or the impossible policy choices at the heart of globalization. Frequently, the trilemmas conjure up countervailing anti-globalization tendencies and trends.

There are very few publications concerning the history of the foreign policy of Belgium. Those concerning the relation between public opinion and international relations are even less frequent. Based on publications of the results of public opinion polls organized by the Universitary lnstitute for Economic and Social Information (INSOC), and a limitedchoice of other written sources, it is possible to prove that the call on the public opinion concerning the history of international relations, and even more for the decision making, must be treated very carefully. In fact, there doesn't exist just one but several public opinions. The reactions in Belgium on the resolution of the United Nation concerningthe division of Palestine may be a clear example of the latter.

Abstract:
German-Polish relations in the interwar years (1918-1939) were of great importance, not only in shaping those countries’ future but the future of Europe, and indeed the world. Not surprisingly, then, the history of those troubled years has been studied by a number of scholars. Most of these studies, however, have focused on the “high politics” of the period, relegating economic ties to the margins of the story. This work uses a different approach. It focuses on Germany’s efforts to influence Poland through economic sanctions and incentives. It examines these efforts in light of political science theories of economic linkage, focusing on six separate cases. These case studies show that the “softer” tactic of economic incentives was in fact quite effective. For example, in contrast to the Weimar Republic, the Nazi regime employed economic incentives, and was surprisingly effective at building a positive relationship with Warsaw before 1939.This study aims to shed new light not only on interwar German-Polish ties, but on the role of economic linkage in international relations in general.

In its reply to the Report of the Special Joint Committee of the Senate and House of Representatives (The Hockin Committee) on Independence and Internationalism (1986), the Government of Canada reiterated its intention to treat the Asia-Pacific as ‘an area of concentration in the National Trade Strategy’ (Canada's International Relations, 1986, p. 60). Within the National Trade Strategy, significant attention is being given to the development of Canada's economic relationship with the countries of Southeast Asia, most notably the ASEAN (Association of Southeast Asian Nations) grouping. The policy mechanisms deployed to promote closer economic and social ties with Southeast Asian countries include those pertaining to international trade and finance, development assistance, transport, immigration and cultural relations.

During the 20th century, Economic History grew into one of the main sub-disciplines of the Historical and Economic Sciences. Its roots can be traced back to the 18th and 19th centuries: mercantilists as well as classical economists, and later the German and English Historical Schools, they all were already using economic-historical data to support their reflections and theories. During the inter-war period, quantification was added as an analytical tool. Immediately after the Second World War, research focused mainly on macro-economic problems, with some American scholars during this period introducing a ‘New Economic History’, Cliometrics. From the mid-1970s onwards, the interest shifted increasingly to micro-economic questions, to be interpreted as a positive movement. The shift, indeed, creates a potential for a future combination of macro- and micro-approaches in Economic History. Such a combination would stimulate the integration of the three main variables of economic life and development (structure, hazard and freedom) into a more meaningful explanatory synthesis.

The collapse of the Eastern European communist regimes led to a re-evaluation of Hegel's philosophies as inspiration for shaping the post-communist governments. Concerned that the reappearance of literature on Hegel's ideas often expresses inaccurately and one-sidedly the philosopher's views, Brown attempts to clarify Hegelian ideas of absolute knowledge and self-knowledge that lead to the model of the modern state as “the vehicle for the self-expression of spirit…governed only by the requirements of reason” upon which Hegel grounds international ethics. The author links Hegel's work to some practical international concerns, such as internationalism, ethnocentrism, relativism, and the vision of the end of history. The author refers to Francis Fukuyama's essay “The End of History?” (1989) celebrating the triumph of political and economic history, and showing how it was based on an inaccurate interpretation of Hegel. When evaluating recent interpretations of Hegel's work, Brown shows that one must be cautious to review the accuracy of his explicit views.

The article is devoted to the analysis of the current economic situation in Indonesia and the prospects for RussianIndonesian economic cooperation. The author covers the economic development of Indonesia since 1998 Asian economic crisis, the domestic economic agenda and the policy of new President D. Widodo, as well as the history and potential for the further development of trade and economic relations between Russia and Indonesia. The relevance of the research is determined by the increasing role of Indonesia in international politics in the 21st century. Indonesia is the fourth largest country in terms of population, after China, India and the United States. Its economy is 16th in the world and first in ASEAN. It is a member of G20. It is expected that Indonesia will enter the top five largest world economies by 2030. For Russia, the development of relations with the rapidly developing Asian countries is an important element in of its foreign policy strategy of diversifying trading partners and entering the promising markets of developing countries. The main purpose of the article is to analyze current challenges faced by the Indonesian government in implementing new economic policy, to identify promising areas of bilateral cooperation of Russia and Indonesia in the context of anti-Russian sanctions. The article points out the potential of these relations and the mutual benefits for the Russian and Indonesian economy. The author used mainly the historical method, which allows tracing the history of the development of the economic situation in Indonesia and the evolution of Russian-Indonesian relations. While analyzing Indonesia’s domestic economic policy, the key research method has been a comparative analysis, which contributed to summarizing the achievements of Indonesian politics. In conclusion, the author identifies promising areas for further development of Russian-Indonesian trade and economic relations taken into account modern Indonesian economic policy’s need agenda.

Long understudied by mainstream international relations (IR) scholars, the East Asian historical experience provides an enormous wealth of patterns and findings, which promise to enrich our IR theoretical literature largely derived from and knowledgeable about the Western experience. The intellectual contributions of this emerging scholarship have the potential to influence some of the most central questions in international relations: the nature of the state, the formation of state preferences, and the interplay between material and ideational factors. Researching historical East Asia provides an opportunity to seek out genuine comparisons of international systems and their foundational components. This introduction surveys the field and sets out to frame debate and the intellectual terms of inquiry to assess progress and guide future research. Theoretically, the essays in this issue provide insights on the emerging literature on hierarchy in international relations, and move beyond simplistic assertions that power “matters” to explore the interplay of material and ideational causal factors. Methodologically, scholars are no longer treating all East Asian history as simply one case, while also becoming more careful to avoid selection bias by avoiding choosing selective evidence from the rich historical record. Collectively, the empirical cases discussed in this volume span centuries of history, include a wide variety of political actors across East Asia, and represent an exciting wave of new scholarship.
