Abstract:
Purpose. In modern conditions, Ukraine, having an extensive railway network and a developed infrastructure of seaports located on its Black Sea coast, is becoming a link in new goods delivery routes in the direction of the EU-China. Transportation of large consignments of goods in the direction is usually carried out in containers by sea transport. At the same time, such transportation is characterized, on the one hand, by a relatively low cost, and on the other hand, by rather long delivery times. An alternative case is transportation by mixed rail-water communication, which allows, with a moderate increase in cost, to achieve a significant reduction in the delivery time of goods. The economic attractiveness of such a transportation scheme depends significantly on the performance of ferry crossings in the Caspian and Black Seas. In this regard, the purpose of this work is to increase the efficiency of international ferry services by improving its logistics support on coastal ferry complexes. Methodology. To achieve the work purpose, methods of statistical analysis were used to determine the volume and structure of ferry traffic; simulation methods to determine effective options for loading ferries; theory of shunting work to optimize the car classification according to the cargo plan. Results. There were analyzed the requirements for ferry loading and developed a computer model that allows to create acceptable plans for the cars location on ferry decks (cargo plan). On the basis of the obtained variants of the cargo plan, the modeling of the multi-group trains forming by combinatorial and distribution methods has been carried out. Based on the simulation results, recommendations of choosing the effective method for train forming and the required number of cargo plan variants were given. Scientific novelty. The author has improved the method for determining the effective cargo plan of the ferry loading, which takes into account the process of forming the trains of cars to be supplied to the ferry. Practical significance. The obtained results can be used to improve the efficiency of international freight transportation management in mixed rail-water traffic.

Abstract:
Fierce rivalry in the transport market raises serious reassessment and implementation of new approaches to logistics companies and trade enterprises in marketing of goods. To maintain the volume of domestic sales and output to the external one, producers and trading firms are forced to expand their trade and economic relations that occur in other regions. The integration of the world economy and policy orientation of foreign trade to free trade greatly simplify the task of setting up the free trade and economic connections, but the question is how quickly and efficiently, with the least costs, it is necessary to put the goods in the right region to the customer. In modern market conditions, international container transportation of goods between Ukraine and the European Union countries has a prospect of development, as each year the number of orders in transport and logistics enterprises increases. After analyzing the status of orders, the problem has been detected and widely connected with the method of organization of container cargo delivery in international communication and the formation of rational technology of serviced. To solve this problem a method of logistic approach to the system of containers transportation has been proposed based on the cybernetic model „white box“. The initial stage of its implementation involves formation of the limitation system of input parameters and factors that are consistent with the needs of the customer firm and the company performing transportation. Ten alternative order services schemes, each of which takes into account the possible combinations of operations, has been proposed.Based on the company „Inter Trans Logistic“, which serviced the order of the company „Agricultural Holding August“ for the transportation of rape seeds, 10 tons of corn on demand and a portion of sunflower oil 20,000 liters, according to their applications for transportation, a logistic approach using a cybernetic model „white box“ has been implemented. Based on the mathematical models of changes in the total costs of the international container cargo shipping company of the customer, it has been shown that the maximum expenses are occurring in the implementation of the scheme 1 service order. In that case, the costs have been in the range of 848.72 to 7455.41 US $, according to a certain series of experiments. Based on the condition of the minimum cost function for container transportation, scheme 1 has been chosen as limiting scheme of service order against which the assessment carried out changes of the total costs in the implementation of other schemes. In percentage display according to Scheme 1, the following percentage intervals have been deducted for the reduction of sales costs: Scheme 2 - 12.70 to 34.98%; Scheme 3 - 2.93 to 12.00%; Scheme 4 - 2.06 to 10.88%; Scheme 5 - 1.69 to 4.25%; Scheme 6 - 0.87 to 3.28%; scheme7 - 0.97 to 2.58%; Scheme 8 - 1.64 to 4.45%; Scheme 9 - 2.66 to 11.77%; scheme 10 - 2.33 to 9.94%.The results of experimental studies indicate that when the proposed methodology of the logistic approach, using the „white box“ based on the company „Inter Trans Logistic“ to international container transportation of goods in relation to the application of the company „Agricultural Holding August“ for transportation, the scheme 2 sequence of transport operations has been effective. In its realization the costs for 12.70 to 34.98% has been decreased in comparison with the marginal service scheme.

Abstract:
Air transport is one of the most developing field of the global transport market. Every year there is an increase in the number of transported people and loads. The share of passenger and cargo transport by air in relation to other competitive transport branches is still growing. The biggest advantage of this branch is the possibility of transporting passengers as well as long-distance loads in a relatively short time. One of the service segments of the air transport market is cargo sub-market. Its development is primarily due to the needs of the economy and environmental conditions. The effects of spatial differentiation causing that goods are produced in places where they are not always consumed, contributes to the increase in demand for transport services, including air transport. As a result of the devel-opment of globalization processes on transport markets, changes in the structure of transported goods are observed. In the 21st century, the e-commerce segment plays a significant role. It should be presumed that there will still be changes in the structure of the cargo transport. The main goal of the article will be to analyze the market for air freight transport. Reaching the goal will be carried out secondary research based on available literature on the subject. As a result of the data analysis, it was found that the largest forwarding companies are: DHL Global Forwarding, CEVA Logistic and DB Schenker. The remaining 55% are other forwarding companies.

Abstract:
This article aims to perform the logistic viability analysis of PAC for West Africa using the AHP multicriteria method. This port contributes largely in the country's economy through customs and tax revenues, the formation of the Gross Domestic Product (GDP) and also in international trade. Four criteria (quality of infrastructure and services, equipment productivity, and logistics cost of cargo) were modeled. With the result, the port infrastructure criterion is most important, followed by the port equipment criterion. Showing the importance of each port logistics viability criterion (infrastructure, service, equipment, cost), the alternative long-term logistics viability is preferable to the medium-term and short-term. The application of the AHP shows in its result that for long-term port logistics viability, it is preferable to invest more in modern and quality infrastructure and equipment.

Abstract:
Currently one of the most urgent tasks of improving conditions for the formation of economic development is to create a developed logistic infrastructure. However, the views on the nature and composition of the logistics infrastructure are contradictory, and the composition of the organization’s logistics infrastructure is not sufficiently systematic, mainly in terms of the environment. Specifying the nature and components of the logistics infrastructure business in Ukraine, we believe, will help create a system model of the logistics of a particular company and requires further research. The purpose of the research is to clarify the essence of the category "enterprise’s logistic infrastructure", the composition of its objects and the detailing of these objects for Ukrainian organizations Research methods are: specification; monographic method; critical analysis, synthesis. We believe that the logistics infrastructure of the company is a combination of external and internal objects that form the mechanism of movement of material and associated with them flows from producer to consumer.Given this definition, the objects of the external and internal logistic infrastructure of the organization can be grouped according to their functional roles. Among the objects of external logistic infrastructure of the organization offered are: objects of institutional regulatory infrastructure (the legislature, executive and judiciary and local authorities dealing with transport and road facilities, Tax, Sanitary Inspection Service, standards bodies and metrology, etc.); objects of trade and intermediary infrastructure (trade exchanges, trading houses, broker, agency, commission, company, wholesale markets, retail stores, etc.); financial and credit facilities infrastructure (banks, insurance companies, leasing companies, currency exchanges, etc.); infrastructure facilities personnel (labor exchange, employment agencies, employment centers, etc.); objects of social infrastructure (international and domestic logistics association Chamber of Commerce, the Ukrainian Union of Industrialists and Entrepreneurs, the Central Union of Consumer Societies of Ukraine, Association of International Freight Forwarders of Ukraine, the International Road Transport Union, etc.); objects of engineering infrastructure (producers and service center for technical devices used in logistics activities, vehicles of different types and purposes, handling equipment and handling machinery, commercial and technological equipment, office equipment, devices communications, safety and fire safety, cargo terminals, transport and public warehouses, packaging enterprises, etc.); objects of foreign infrastructure (customs services, trade representative of State, World Trade Center, etc.); objects of information infrastructure (enterprise communications, information and telecommunications networks, support services company for the development and implementation of software, etc.); facilities of infrastructure advisory (consulting firms, accounting firms, legal counseling centers, etc.); objects of innovation infrastructure (research organizations and design offices involved in the development of new types of packaging, design and handling equipment handling machinery, more efficient and economic, marketing firms that study and predict the markets of logistics products and services, logistics firms who develop optimal routes of passenger and freight transport, warehouse design rational processes of cargo, etc.). The company may have its own logistics infrastructure facilities, and can use appropriate objects of other companies and organizations. Globalization of logistics activities and implementation of Ukrainian economy capacity need to make further scientific and applied research aimed at developing complex measures to create advanced and efficient logistics infrastructure on the base of system approach at micro and macro levels.

Abstract:
The transport and logistics complex of Kazakhstan, international transport corridors and bridges provide a linkage in the formation of the Eurasian transcontinental bridge and ensuring the sustainable development of Kazakhstan. A modern transport and logistics system provides a highly efficient transport network within the country, an increase in cargo traffic in the territory of Kazakhstan, coordination of all modes of transport, development of the local transport infrastructure in the regions and integration of Kazakhstan transport infrastructure into the global transport system. Currently, the logistics sector has accumulated a set of problems. This problem concerns the technical and technological modernization of the transport system, which implies the reequipment of transport fleet and, accordingly, the technical and technological improvement of transport infrastructure. Kazakhstan adopts the experience of foreign countries, which use innovative transport technologies. Innovative technologies allow reducing transport costs and expanding regional cooperation. Kazakhstan has implemented an effective satellite tracking and monitoring system of transport and the latest information technologies. Kazakhstan cooperates with China in the field of transport and logistics, and develops transport and transit infrastructure, which makes it possible to service cargo flows with Europe. According to the Government Program of Development and Integration of Transport System Infrastructure until 2020, Kazakhstan attaches great importance to the development and renewal of rail, road, air, and water transport. Therefore, we propose to implement a set of measures aimed at developing the infrastructure of the transport and logistics complex in Kazakhstan. It is necessary to reequip the transport fleet, improve the technical and technological characteristics of transport infrastructure, develop multimodal transport technologies and improve roadside service. Based on public-private partnership, it is necessary to form a fund that would support the development of the national transport and logistics complex, the growth of transit traffic and the growth of tourism in the country. We propose to develop transit transport, logistics enterprises, logistics centers, warehouses, to implement national standards for logistics services. The United Transport and Logistics Company of Kazakhstan is required to establish a unified platform for transport and logistics services both in Kazakhstan and abroad. Such a company will provide data on transport routes, which will allow a client to choose the fastest route, improve the service of logistic services and shorten the delivery time, cost, safety and stability of cargo.

This case study examines the air cargo industry in Hong Kong, where an electronic trading network was launched by four international airlines with considerable success in the mid-1990s. Two key factors explain the success. First of all, the electronic network limited its service to preserve carefully the distribution of power among the stakeholders. Secondly, the system roll out took advantage of the four founding airlines’ local strongholds as points of departure. The case study also addresses the possibilities of extending the network into a full-scale electronic market for Hong Kong's air cargo community.

The Executive Yuan of Taiwan decided to build a commercial port charge system in 2003 for matching "Challenging 2008: National Development Crucial Plan”. Among this big project, a "Marine Port Information System” including "Maritime Transportation Net (MTNet)" was designed to substitute the original payment flow and information flow system. The service management systems of several important harbors such as Keelung harbor, Taichung harbor, Kaohsiung harbor, and Hualien harbor offices were asked to be improved with Single Sign On service as shown in this study. Since the transshipping time and line selection are unpredictable for any consumer when they log in MTNet, the Genetic algorithm is better to be used to find an optimal solution as soon as possible for marine consumers. The results of this study were shown that the decision time of export or import line selection can be reduced with genetic algorithm and the payment processing can be known earlier before shipping their cargo. The fitness function developed in this study with statistical method can be used to find both local and global optimal values for cargo transportation. Key words: Genetic algorithm, International cargo transportation, MTNet

Taiwan is an export-oriented economy and economic development relies heavily on foreign trade. The prosperity of electronics industry has led to the vigorous development of domestic air cargo forwarder industry. However, after Taiwan applied to join the World Trade Organization, international competition has arisen. Local logistics operators are gradually facing strong market competition from the integrated international air cargo operators such as UPS, FEDEX, DHL, etc. This study mainly explores competitive advantage of Taiwan's air cargo forwarder compared to integrated international air cargo operators, and how to enhance their competitive advantages under limited resources. The study was conducted by questionnaire based on the PZB model. The statistical methods such as t-test ANOVA and regression were used to verify the user's experience effect the competitive advantages between Taiwan's air cargo forwarder and integrated international air cargo. The results of this study show that Company A has a competitive advantage in software services, providing a customized logistics solution and a completed service line to achieve higher customer satisfaction; integrated international air cargo operator is in logistics and warehouse, inland trucks, as well as an intensive global service network. Based on the research results, this study provides management strategies and future research recommendations.

Currently there is a tendency in global logistics triggered by the Computer Industry in Taiwan which unconsciously gave rise to the need to use so-called Third-party Logistics Service. Recently, due to the shrinking of international and domestic markets, it is inevitable for enterprises to change their sales policies to enhance their global competence. At this stage, they need to set up a timely, cost-effective, multi frequency and sophisticated logistics operational system in order to cut costs in global logistics functions. Actually, by developing their own logistics systems, individual shippers will lose economic benefits. The logistics services have become the glue which holds multinational manufacturing and merchandising companies together, especially in Europe and America at this moment.Based on the assumption that manufacturers who regard logistics functions as a strategy will produce good results, we mailed our questionnaires to those manufacturers who performed well in Taiwan for investigation. This study used the following statistical methodologies: Frequency distribution, Discriminant Analysis, Kruskal-Wallis One-way Anova and Chi-squared test, and it examined the interactive key factors in affecting choice about international third-party logistics services.I conclude that global enterprises should consider ''Risk Liability and Control'' and ''Cost/Service issue'' as strategy issues; consider whether the philosophy of added value ''Centrality/Criticality'' will reap higher profits; use state-of-the-art ''Information Service'' techniques to integrate the whole supply chain in the manner of information transparency; and enhance the ''Market Relationship'' to promote the operational effectiveness of complete pipelines which will ultimately create multiple party benefits. The enterprise should consider how to implement a logistical strategy that includes the above-mentioned five dimensions. This study found that the more complex production and networking were and the less complex processing was, the more chance for a company to make the outsourcing decisions of ''Equipment Function'', ''Handling Function'' and ''Warehousing Function''. In respect to the five dimensions of logistical strategy influencing the outsourcing of logistics functions, the following relationships were observed: ''Centrality/Criticality'' to ''Warehousig Function; ''Risk Liability and Control'' to ''Terminal Related''; ''Cost/Service Issue'' to ''Warehousing Fuction'', ''Terminal Related'' and ''Planning Function''; ''Information Service'' to ''Planning Function'', ''Handling Function'', ''Administration and Information Functions'', ''Transportation Functions'' and ''Equipment Function''; and ''Market Relationship'' to ''Handling Function'' respectively.

With trade liberalization, globalization, and the outsourcing of manufacturing in global supply chain, the growth rate of air transportation volume in Asia-Pacific region is the greatest. Therefore, most of the Asia-Pacific countries actively expanded and facilities improved to enhance its competitiveness. In recent years, Taiwan Taoyuan International Airport (TTIA) improved the hardware and software was not significant, this is one of the weakest factors for the negative impact of performance and the ranking of TTIA. In this study, TTIA as an example, Quality Function Deployment (QFD)—voice of the customer based on demand and technology—combined with the Balanced Scorecard (BSC) to start the method of key performance indicators to explore the performance improvement plan of airport. By the results of this study, a performance improvement model is developed via the hybrid framework. In addition, through the framework of this study, this article presented a systematic study of the content. Through literature review and expert survey results, the framework lins Balanced Scorecard to carry out 18 key performance indicators from 4 dimensions in the first phase. Under the first phase of the analysis, through Quality Function Deployment method to identify the key performance indicators to quantify quality in order to obtain a weighted 10 technology needs in the second phase. Inside in the third stage, the right wall of House Of Quality—the customer competitive evaluation matrix—is built from the results of the questionnaire of experts. Additional, the relationship matrix, inter-correlation matrix, competition, evaluation matrix, and technology evaluation matrix are established. Therefore, through this study to establish the framework for Quality Function Deployment, it can be used as the development of civil aviation authorities to improve the program and its priorities with the reference.

Abstract:
An analysis of a transport operator´s job description My degree work is centred on the problems of a transport operator´s job in a forwarding agency. The introduction provides an explanation of a term of "dispatch service" and explains why logistics is so important in transport. Then there is a description of the transport development after 1990 and the changes transport had to undergo in the time of globalization. The main part of the work deals with the operator´s working procedure from an offer to a demand, an order and other actions to the final realization. A model example is given to represent an actual transporting process. The work also states conditions under which transport is executed, for example payment terms and terms of delivery. Next chapters outline the way of calculation, give a detailed description of collecting service (which is implemented within the bounds of CS Expres system) and of storing problems including the introduction of bar codes in stores and possibilities of logistic service extension. The conclusion is focused on the firm developing strategy.

Abstract:
Blockchain-based electronic bill of lading will reshape the global logistics industry, replacing old-style paper bill of lading documents. This chapter establishes blockchain-based electronic bill of lading conceptual model, with which stakeholders may be able to state and transfer cargo ownership rights without the hassle of the handling paper, and proposes an implementation of the framework for researchers. This chapter provides a way for stakeholders to exchange these documents digitally, securely, and with no possibility of fraud in a neutral environment – extremely quickly and much more affordably than currently possible. The ecosystem of blockchain-based electronic bill of lading services will transform the global logistics industry. The study findings offer logistics managers and software programmers the ability to develop their documentation strategies and own blockchain-based electronic bill of lading platforms.

Abstract:
Logistics is a key factor for companies to sustain their businesses, to gain the competitive advantage in the market, and to speed up the transportation process. Companies can perform their own logistic activities using their own core competencies; however, they can face huge logistics costs. To avoid these logistics operating costs, companies need to cooperate with third party logistics service providers (3PL) to perform logistics activities. This chapter proposes an integrated rough MCDM model including Rough SWARA and Rough COPRAS methods to identify the best 3PL for a Turkish textile company. These two rough methods were not previously utilized in solving any decision-making problems in the extant literature. Thus, the contribution of this study is to develop a new rough integrated model to solve the 3PL service provider selection problem.

Abstract:
To sustain the growing competition by the domestic players and the international players, these firms are implementing customer service standards to be wary of adopting easily achievable performance standards. But setting standards at unrealistically low levels will not help to establish a competitive advantage. Emphasis on total quality or on creation of the perfect order are very critical to any acceptable quality level set below 100%; the firm should develop customer service policies and standards through customer consultation; the firm should develop procedures to measure, monitor, and control the customer service quality called for by the firm's performance measures and standards. The chapter discusses the various tools, techniques, and highlights the critical success factors for a logistic firm by studying the five top-most logistics organizations on the globe.
