Abstract:
This study is a systematic review of the existing Arab literature on human resource development (HRD). A review of Arab HRD’s theoretical and empirical articles during the period 1964–2016 in peer-reviewed journals was conducted. Content analysis was utilized to examine how HRD is conceptualized, what purposes are attached to HRD and what activities HRD encompasses in Arab literature.It was found that the basic construct of HRD is employee development, targeted toward “individuals” and encompassing training, education and learning. Arab HRD has a strong performance orientation, and tends to emphasize utilitarian outlooks, as the role of HRD is perceived to be “instrumental” and “outcome focused”. HRD in Arab literature falls under the traditional functionalist school within the managerialist perspective and is essentially based on the principles of human capital theory. The issues of social justice, power, diversity and equity are rare in Arab HRD literature. Although the Arab view of HRD has been influenced by the American school, it is still in an early stage of growth, lacks a clear disposition and is still confined within the stance of traditional training.

Purpose – This paper aims to discuss the role of goal diversity for resource development organized in an inter-organizational project. Design/Methodology/Approach – The paper builds on a case study of an inter-organizational research project in the field of plant biotechnology in Sweden. The project had four members with differing goals: two research departments, one firm and one co-operative. Findings – This particular project shows a diversity of goals and seeks to explain how actors with very different goals and resources involve in inter-organizational collaboration. The case illustrates how the goals are nested in different ways and how the goals are and become related with the resources developed during the project. The explanation found is that the involved actors manage to match their goals and resources. Research limitations/implications – The paper identifies goal-and-resource-matching processes as an explanation behind resource development in collaboration between actors with diverse goals. Practical implications – Designing projects with actors who have diverse sets of resources have enormous potential, but such projects need to ensure that the goals are resources become matched, processes which can emerge during the course of the project. Originality/value – Few studies have focused on the interplay between diverse goals and resources in inter-organizational projects.

Man’s ruthless exploitation of natural resources means that we are housed in a resource-deprived world. The tug of war for meager resources has led to many conflicts between States that we witness today. At the heart of the whole debate on resource crunch is the issue of shared natural resources between States. International law has formulated several legal instruments to govern the shared transboundary resources, laws on transboundary aquifers being one. The objective of this paper is to unlock the general principles of international law that regulate the transboundary aquifers. In this regard, the paper has been apportioned into three sections. The first section sets the tone by detailing the provisions of the 2008 Draft Articles on the Transboundary Aquifers dealing with general principles. The second segment of the paper lays down the cardinal principles regulating transboundary aquifers, which range from sustainable development to the principle of good faith. The final portion delves into the Israel-Palestine dispute and the India-Pakistan Indus Waters Treaty in the context of transboundary aquifers.

The term Human Resource Planning (HRP) can be used to achieve organizational objectives by understanding and planning for employees’ needs in the short, medium and long term in order to deliver desired results. Little research that has been conducted on HRP and most are from the private sector and none to be found in the public sector. This study was conducted in the public institution in South Africa. The literature consulted provides an overview that HRP solves current and future organizational problems by ensuring that the right people are in the right place at the right time. This is achieved by analyzing the current profile of the workforce and comparing it with future needs so that gaps, which need to be filled, can be identified. The paper intended to investigate the extent to which employees are well-resourced to perform their duties in centres of the municipality to the community. The investigation used mixed methods in its data collection. 45 participants participated in responding the self-administered questionnaire and seven participated in one-on-one interviews. The study found that half of employees who are working for the centres of the municipality includes supervisors who lack educational attainments, as they hold only grade 12 and no development was initiated. The study recommended the whole the municipality to establish and implement a promotion policy. All necessary equipment and tools provided were insufficient, as required by the Act, to provide all services to the public.

Background Improving the understandability of health information can significantly increase the cost-effectiveness and efficiency of health education programs for vulnerable populations. There is a pressing need to develop clinically informed computerized tools to enable rapid, reliable assessment of the linguistic understandability of specialized health and medical education resources. This paper fills a critical gap in current patient-oriented health resource development, which requires reliable and accurate evaluation instruments to increase the efficiency and cost-effectiveness of health education resource evaluation. Objective We aimed to translate internationally endorsed clinical guidelines to machine learning algorithms to facilitate the evaluation of the understandability of health resources for international students at Australian universities. Methods Based on international patient health resource assessment guidelines, we developed machine learning algorithms to predict the linguistic understandability of health texts for Australian college students (aged 25-30 years) from non-English speaking backgrounds. We compared extreme gradient boosting, random forest, neural networks, and C5.0 decision tree for automated health information understandability evaluation. The 5 machine learning models achieved statistically better results compared to the baseline logistic regression model. We also evaluated the impact of each linguistic feature on the performance of each of the 5 models. Results We found that information evidentness, relevance to educational purposes, and logical sequence were consistently more important than numeracy skills and medical knowledge when assessing the linguistic understandability of health education resources for international tertiary students with adequate English skills (International English Language Testing System mean score 6.5) and high health literacy (mean 16.5 in the Short Assessment of Health Literacy-English test). Our results challenge the traditional views that lack of medical knowledge and numerical skills constituted the barriers to the understanding of health educational materials. Conclusions Machine learning algorithms were developed to predict health information understandability for international college students aged 25-30 years. Thirteen natural language features and 5 evaluation dimensions were identified and compared in terms of their impact on the performance of the models. Health information understandability varies according to the demographic profiles of the target readers, and for international tertiary students, improving health information evidentness, relevance, and logic is critical.

AbstractSmall Island Developing States (SIDS) are quite diverse in terms of various development metrics, but are uniformly vulnerable both to macroeconomic shocks and to changes in the biodiversity that supports fisheries and tourism. This special section assembles a set of papers that analyze international demand for the natural resources associated with the two sectors, and the factors that lie behind changes in their supply. Since each stresses the resource base, albeit in different ways, we argue that limits on tourist pressure will be as important as limits on allowable fish catches in the future. We identify the challenge for SIDS as the need to implement an integrated, sustainable resource management strategy that allows biological resources to be allocated to their highest valued uses, while respecting the interests of those with prior rights to those resources.

Rather, the paper is concerned with the relevance, if any, of game theory to a major resource management issue, namely the management of internationally shared fishery resources. It is argued that the economics of the management of such resources cannot, in fact, be understood, other than through the lens of game theory. The paper discusses several elementary game theory concepts that are of utmost policy relevance, but which are, as of yet, poorly understood by most policy makers. The paper does, in addition, discuss a key policy problem in the management of shared fishery resources that demands a game-theoretic analysis. The required analysis, however, has yet to be developed.

Abstract Coastline is one type of valuable non-renewable resources. From the perspective of economic theory, it can gather population, promote traffic construction, and then improve the level of international trade. The research object of this paper is the coastline resource in Dafeng area. Firstly, we have a brief summary of the existing coastline evaluation literature, then introduce the location and natural attributes of the coastline resources in Dafeng. Following that, the Analytic Hierarchy Process (AHP) model is used to build the economic evaluation index system based on the characteristics of coastline in Dafeng. Specially, this index system consists of 6 factors, and a total of 41 detailed indicators were chosen including water depth, GDP, etc. On this basis, we use the assignment method to quantify the weight of each index, and calculate the comprehensive score of coastline resource by using the YAAHP software. The final conclusion is as follows: The total score of economic evaluation of coastline resource in Dafeng is 0.87. Therefore, the coastline resource in Dafeng will eventually be constructed a unique coastal economic zone, where the implemented port industrial projects will include shipbuilding, logistics, mechanical processing etc.

The resource-based view (RBV) of the firm has become an influential theoretical perspective in recent international business (IB) research. Tracking the evolution of the RBV literature in IB, this article has three objectives. First, it documents the extent to which the RBV has diffused to IB research. Second, it explains the rationale behind such diffusion. Finally, it provides a state-of-the-art review of the substantive work through a proposed organizing framework, focusing on multinational management, strategic alliances, market entries, international entrepreneurship, and emerging markets strategies. Overall, a broad, expanding, and cumulative knowledge base is emerging to connect IB and strategy research through the RBV. The article concludes with a discussion of the implications of such a development in the intellectual marketplace, with an emphasis on future research directions.

The article deals with the problem of resource security and its providing through the innovation and technological systems development. Also authors have considered international aspect of resource security and its technological providing based on resource & innovation linkages and global value chains (GVCs) factor. In study authors have proposed to consider «resource nationalism» concept as a system of government's efforts, based on national and international factors, to gain greater benefits from available natural resources using innovation development strategy without any detriment to private companies. Resource management were considered within the necessity to follow long-term strategy of resource use, including the context of goals set achieving for several decades or even centuries to come. On example of United States authors have considered resource security policy, which combines international trade and innovation instruments. Authors have considered the basics of systemic strategy of resource security ensuring in globalization context within the national economic security. By analogy with main definitions of any national economic security components authors have distinguished three basic economic components of resource security management system (purposeful economic process, economic actors, environment). The authors have developed the innovation and technological resource security support, based on resource management and technology request processes. Based on dematerialization management aspects and risk types innovation and technological development priorities within the national resource security were proposed.

Іntroductіon. Enterprises regularly review business processes and procedures to increase productivity and efficiency. Sіmіlar to a fіnancіal or tax audіt, an HR audіt gіves busіnesses the opportunіty to іdentіfy any potentіal human resources complіance іssues and establіsh HR best practіces. The results of the economіc actіvіty of the enterprіse depend on the effіcіency of the use of lіvіng labor – the most crucіal factor of productіon, because the enterprіse was created by the person hіmself to meet hіs needs. Aіm and tasks. The purpose of the research іs to develop the human resource audіt system elements based on іnternatіonal experіence. Results. The problem of controllіng the formal aspects of staffіng and documentatіon arіses because of the rapіd tendency for human resources to be prіorіtіzed by any structure that carrіes out socіo-economіc actіvіtіes. Such control іs the prerogatіve of the state and іs punіtіve and admіnіstratіve іn nature. Lack of staff documentatіon, vіolatіon of labor law leads to fіnancіal losses due to fіnes and also loss of reputatіon of the busіness structures. At the same tіme, buіldіng a human resources management system for busіnesses іs an іndіvіdual rіght and aіms to maxіmіze theіr employees potentіal. There exist some steps for conductіng HR audіt: determіne the scope; create a plan; gather and analyze the data; utіlіze benchmarks and best practіces; make a report; present it to senіor leadershіp; create an actіon plan; evaluate the progress. Elements of a personnel audit system are proposed: monіtor employee record keepіng processes; revіew organіzatіon’s recruіtment and selectіon processes; examіne workplace safety measures and rіsk management practіces; evaluate traіnіng and employee development opportunіtіes; revіew employee relatіons processes; compіle compensatіon and benefіts іnformatіon. Conclusіons. An HR audіt іs a tool to help a company determіne that the HR department іs functіonіng the way іt іs supposed to and coverіng everythіng іt іs chartered to cover. Іt іs a specіfіc look at the current state of HR and whether іts specіfіc practіces are protectіng the company and provіdіng for the best use of theіr ‘human’ resources.

Abstract:
Import and export from China’s environmental and economic systems are analyzed to study current resources utilization by emergy anaysis. Domistic resource, purchased energy, materials input and outputs in environment and human society were identified. The emergy contrastive analysis between import and export from 1985 to 2005 reveals that the majority of resource depletion has been brought about by China’s internal booming development, China’s economy has benefited from recent international trade, and China makes great contributions to the world economy. However, increasing resource depletion impels China into exploiting indigenous resources and depending increasingly on international resource markets. The amount of waste generated as the main byproduct of resource depletion grows continuously every year, so domestic increasingly rigorous ecological and environmental problems is unavoidable.

At the International Conference on Vegetables held 11–14 Nov. 2002 in Bangalore, India, about 700 participants from 37 countries across the globe discussed more than 600 papers and posters presented on its 13 theme areas of scientific, technological, and economic importance. It was recognized that this phenomenal knowledge and much more of it that is globally available and will be available in the future should be collected, consolidated and easily retrieved and shared for appropriate use by the stakeholders. Therefore, the General Assembly of the Conference ICV-2002 decided to establish the Vegetable Science International Network (VEGINET). The goal of VEGINET will be to strengthen partnership and inter-institutional cooperation among the member organizations of the vegetable sector toward improved production and utilization of vegetables. The main objectives will be to strengthen/promote vegetable research and development by facilitating inter- and intra-regional and inter-institutional cooperation; promote partnership between public and private sectors for improving vegetable production; facilitate development of human resources; promote improved and sustainable production of vegetables for food; develop a collaborative network for dissemination of information among the member organizations; and facilitate building of a sustainable infrastructure from the farm to the consumer and processor. The rising challenge, structure and membership, partnership, human resource development, mandate and strategy, activities, and resource generation of the VEGINET will be explained during the presentation.

Purpose – There has been growing interest in studying the internationalisation of small and medium-sized high-technology firms. This literature tends to equate “internationalisation” with the “internationalisation of sales”. Yet sales are not the only international activity of high-tech firms. High-tech firms need resources and not just markets. The purpose of this paper is to contribute to an understanding of this resource dimension of the international behaviour of high-tech firms. Design/methodology/approach – The empirical basis for the study lies in a multiple case study of six high-tech small and medium-sized enterprises (SMEs). The authors selected two firms from each of three high-tech industries: biotechnology (specifically drug development), renewable energy and ICT. The key decision makers in each firms were then interviewed in depth. Findings – The authors show that for the case firms in the study, internationalisation can take the form of searching, prospecting or “scavenging” for resources. “Resource-seeking” behaviour occurs because the SMEs do not own, control or have access to sufficient resources to bring their technology to market on their own. The pattern of internationalisation that results from resource scavenging is different to that of traditional “market-seeking” internationalisation. Originality/value – This paper provides evidence of how the resource-acquisition behaviour of high-tech SMEs can be an important element of their internationalisation. Yet existing literature has focused almost exclusively on the market-seeking internationalisation of these firms.

Purpose Project risk management (PRM) and human resource management (HRM) are the two critical success factors (CSFs) for international project management. This paper aims to correlate these two CSFs, identify the human resource (HR) barriers, develop a hybrid model for risk management and develop strategies to overcome the HR barriers to effective risk management in international projects. Design/methodology/approach In total, 20 key HR barriers have been identified through a literature survey and verified by project professionals. These HR barriers are ranked according to their ability to trigger other barriers by analysing their interactions using the decision-making trial and evaluation laboratory (DEMATEL) method. Based on Ulrich’s revised model for HR functions, a hybrid framework for international PRM has been proposed. Findings DEMATEL analysis categorized nine barriers as cause barriers and 11 as affected barriers. The “PROJECTS” model proposed for HR strategy development suggests eight strategies to overcome these nine cause barriers. The hybrid PRM framework developed includes the effect of the HR dimension. Research limitations/implications This paper presents the generalized prioritization of HR barriers to international PRM. For a specific international project, the HR barriers and their prioritization may change slightly. The hybrid framework for PRM and the strategy development model suggested are yet to be validated. Originality/value Correlating two CSFs in international project management, i.e. HRM and PRM and ranking the HR barriers using the DEMATEL method is the uniqueness of this research paper. The hybrid framework developed for PRM based on HR functions in Ulrich’s revised model and the proposed new HR strategy development model “PROJECTS” are unique contributions of this paper.
