Public policy debate today in the field of urban transport tends to be strongly divided. On the one hand there are those who see private motorised mobility or automobile dependence as a logical expression of growing wealth and as such, virtually unavoidable; the city must be adapted to almost open-ended car use. On the other hand, there are those who see private passenger transport as a major problem in cities for a whole host of reasons; car use should be kept within limits imposed by the capacity of the urban system to deliver livability and ecological integrity. The European integration process has fundamentally changed the system of governing in Europe. No longer is European governance confined to the nation-state level, but rather involves a variety of supranational, national and sub-national actors. Nowhere has this shift been witnessed more than at the sub-national level. Sub-national authorities (SNAs) have come to play a significant role in the European Union (EU), actively engaging at various levels of the European policy-making process. Thus, any adequate understanding of European governance requires an examination of sub-national government.

Abstract:
This presentation discusses the rising cost of transport, its impact on international trade, and the failure of many neoliberal economic models to take into account the cost of transport. It summarizes the findings of a working paper that attempts to determine how non-price and price determinants of international trade such as infrastructure and transport costs affect trade in Asia. It was presented at the Latin America/Caribbean and Asia/Pacific Economics and Business Association (LAEBA)'s 3rd Annual Meeting held in Seoul, South Korea on November 16th, 2006.

This paper aims to quantify the distributional effects of the United States–People’s Republic of China trade dispute across different regions in Viet Nam. By utilizing detailed firm-level and customs data, the results show that foreign direct investment (FDI) in Viet Nam is geographically concentrated in the northern, central, and southern regions with well-developed road infrastructure. The findings also highlight the important role played by multinational firms from East Asia and the United States in reshaping Viet Nam’s trade flows in the aftermath of the trade dispute. This paper presents new evidence of the effects of road construction on both domestic and international trade flows in the People’s Republic of China using customs data and information on transport investments in the region. Road construction helped to reduce trade costs significantly from 2000 to 2011. The construction of the Kunming–Bangkok Expressway, in particular, led to local economic growth and higher regional specialization in accordance with comparative advantage, facilitating market integration across borders in the Greater Mekong Subregion.

This study estimates and analyzes the economic impact of ongoing and future infrastructure development projects in Nepal by using the geographical simulation model developed by the Institute of Developing Economies (IDE-GSM). The IDE-GSM is a computational general equilibrium model based on spatial economics. The simulation analysis reveals that ongoing infrastructure development projects in Nepal benefit the country’s economy, and that the planned connectivity improvement with India will have positive impact with anticipated major shift in mode of transport for trade. Assessing the trade impacts of domestic transport costs is data demanding and analyses that examine the effects of road quality, a critical aspect in regional and public policy, practically do not exist in the international trade literature. The few studies available rely mostly on distance-based measures as proxies of transport costs which impede analyzing the trade effects of transport-infrastructure improvements. In this paper, we combine highly disaggregated records of export flows with detailed geo-referenced information of the Colombian transport network, including its road quality, as w

This working paper identifies challenges hindering international trade with northeast India and proposes measures for improving trade with other countries in South and Southeast Asia. The paper focuses on 19 border points in northeast India and identifies challenges that include infrastructure bottlenecks, limited capacity to comply with trade procedures, and lack of coordinated trade and transport policies across borders. It suggests ways of developing the area’s participation in regional value chains in South and Southeast Asia.

In the last two decades there has been an increased contribution of the private sector, through some form of public-private partnership (PPP), to finance transport infrastructure in general, and roads in particular, in both the developed and developing worlds. Such contribution has helped several countries to maintain, rehabilitate and expand their road networks, including the construction of new motorways, bridges and tunnels. Some governments have increased the public contribution to potential PPP road projects to make them attractive to private investors. Such support may take the form of g
