ABSTRACTAs the fourth International Polar Year (IPY) 2007–2008, gets into full swing it is timely to reflect on the history of development of international scientific collaboration in the IPYs since the first one in 1882–1883, including the third, which evolved into the International Geophysical Year (IGY) of 1957–1958. The success of international scientific collaboration in the IGY led the International Council for Science (ICSU), the body that managed the IGY, to create the Scientific Committee on Antarctic Research (SCAR) to carry forward the collaboration in Antarctic science that had begun during the IGY. This year, 2008, seems an appropriate time to undertake such an historical review, given that we are not only midway through the fourth IPY, but also that it is SCAR's 50th anniversary; the first SCAR meeting having been held in The Hague on 3–5 February 1958. Since SCAR's membership began with 12 member countries and 4 ICSU unions, membership has grown to 34 countries and 8 ICSU unions, with more expected to join at the 30th meeting of SCAR in Moscow in July 2008. Both SCAR's activities and those of the fourth IPY benefit from international collaboration not only between scientists, but also between the national Antarctic operations managers, working together through the Council of Managers of National Antarctic Programmes (COMNAP), and national policy makers working together through the Antarctic Treaty mechanisms. Thanks to all their efforts, the IPY of 2007–2009 will leave behind a legacy of enhanced observing systems for documenting the status and change of all aspects of the Antarctic environment as the basis for improved forecasting of its future condition. SCAR expects to play a major role in the design of those systems and their use to improve scientific understanding of the place of the Antarctic in the global environmental system, and the pace and direction of change within that system.

The bequest for the Church Peace Union—the predecessor of today's Carnegie Council for Ethics in International Affairs (and the publisher of this journal)—was given by Andrew Carnegie in February 1914. The Church Peace Union subsequently sponsored the first worldwide gathering of religious leaders, which was held in Constance, Germany, on August 2, 1914. Convened under the shadow of an impending war, not all delegates made it to the gathering. Six months previously, Carnegie had stipulated that the Church Peace Union devote its funds to the deserving poor “after the arbitration of international disputes is established and war abolished, as it certainly will be some day.” This could happen, he noted, “sooner than expected, probably by the Teutonic nations, Germany, Britain, and the United States first deciding to act in unison, the others joining later.” The outbreak of war was a catastrophic blow to such hopes, as the very nations expected to be at the core of this civilized project descended into an orgy of destruction the likes of which the world had never seen.

Purpose The purpose of this paper is to use Song’s 2004 survey to assess this institution’s international business students’ perceptions and expectations of library services to improve the quality of services provided. Design/methodology/approach The authors of this study deployed Song’s 2004 survey, with his permission, to 775 international undergraduate and graduate students enrolled in the Fall 2016 semester using the online survey tool Qualtrics. Findings The current study compared Song’s 2004 survey results (n = 143) with the researchers’ results (n = 149). The response rate of the current survey deployment was 19.2%. This research focused on the comparison of this institution’s Chinese business students’ (n = 71) perceptions of library use and services in 2016 with Song’s Chinese students’ perceptions (n = 24) at the University of Illinois at Urbana-Champagne (UIUC) in 2004. The researchers asked the international business students (UG and GR) to rate their perceived importance of five topics of library services: personal study area, public computers, electronic resources, group meeting space and virtual reference. Overall students (n = 149) rated personal study area as being the most important library service (4.34; moderately important) and virtual reference as being the least important library service (3.33; neutral). Originality/value Overall the library literature is limited with respect to studies that compare the perceptions and expectations of library services of international students from China, who are studying business at universities or colleges in the USA.
