Abstract. Capacity Building in promoting geospatial technologies and their applications has its significance in ensuring good governance and resources management at local, regional and global scales. To emphasize this strongly in young generation, the International Society for Photogrammetry and Remote Sensing (ISPRS) has been engaged for more than 16 years by having an exclusive Technical Commission on Education and Outreach elements. Every 4 years, this Commission has been addressing different aspects of geospatial technologies by setting up theme specific Working Groups (WGs). ISPRS Student Consortium (SC) is part of the Commission and promotes the profession to the youth. The Consortium serves as a platform of communication and information exchange among members, enabling professional networking and fostering collaborations.The Technical Commission V (TC-V) on Education and Outreach (2016–2021) has constituted eight theme WGs with different roles and activities to work upon following areas (i) multi-tier training for all levels (ii) collaborative effort at national, regional and international level (iii) dissemination through distance learning mode and web-based resource sharing & (iv) use of best practices to implement through citizen science approach, open source tools & geo web services. These WGs have made significant contributions by engaging actively workshops and new scientific initiatives in past four years. TC-V with support of International Policy Advisory Committee conducted a full-day program on International Cooperation on Earth Observation.I am happy to note that for XXIV Congress 2020, there were 33 submissions of research papers on Education and Outreach. Of these, 21 were submitted for Archives and 13 for Annals. These papers include several disciplines covering surveying, new methodologies in geoinformatics, robotic vision, citizen science in disasters bringing education to the capacity development in different disciplines. Besides these, a total of 13 papers were accepted from an initial total of 29 submissions under the Youth Forum track. All these papers were reviewed by selected experts. These papers include several disciplines covering surveying, new methodologies in geoinformatics mapping of urban landscapes, burnt area detection, morphological analysis of landslides, 3D reconstruction of buildings, classification and analysis of point clouds, applications of UAVs for aquatic vegetation and evaluation of existing image processing and interpretation techniques. The current research from the youth also demonstrate the increased use of multi-source imagery, mapping different landscapes using UAVs and the potential of 3D models.We sincerely thank all the reviewers and acknowledge strong efforts made by Area Chairs to ensure quality of all accepted papers. We greatly appreciate the perseverance and dedication of the Scientific and Organizing Committee. We are confident that the present 2020 edition of ISPRS Congress Proceedings will serve as platform for discussion on the current research efforts on the Education and Outreach themes cutting across different disciplines.

This paper discusses the importance of going beyond the classroom to provide EFL learners with out-of-class opportunities to use their language skills in real-world situations with same-age peers. It introduces the Asian Youth Forum (AYF), a unique series of international youth conferences designed by English language educators in Asia that aims at promoting cross-cultural awareness, communication skills, leadership and international understanding through the medium of English-as-a-global-language. The Asian Youth Forum is an annual 1-week event that brings together college-aged EFL students from across the Asian region. Participants typically comprise 30 - 80 young people from 10 - 15 countries such as Japan, Korea, Thailand, Indonesia, Vietnam, Cambodia and the Philippines. During this all-English event, students take part in a rich program of academic seminars, presentations and social events built around the themes of language, culture, global issues, and leadership. This paper outlines the aims and history of the Asian Youth Forum, describes its design and special features and reports on the program's outcomes in terms of student attitudes, language development, learner identity and international understanding. The author concludes by calling for further EFL youth exchanges of this type in other regions of the world.

This event, organized by the Saint Petersburg Society of Russian-Turkish Relations in the Area of Science and Culture with the support of the Presidential Grants, can be rightfully considered the first relations international event of such format in history of modern Russian-Kyrgyz relations. The Forum was held for two days (April 26-27, 2019) on the platform of Kyrgyz-Russian Slavic University named after Boris Yeltsin (Bishkek, Kyrgyzstan). In the center of authors’ attention are the key issues, priorities and objectives of the foreign language and cultural policy of the Russian Federation in Central Asia. The indicated problematic deserves careful attention of the global expert-analytical community in the conditions when the region in question has become an intersection of foreign policy and strategic interests of an entire number of states that hold leading positions in the modern system of international relations.

Background Youths with physical disabilities face many barriers in society, including social exclusion, stigma, and difficulties finding employment. Electronic mentoring (e-mentoring) offers a promising opportunity for youths with disabilities and has the potential to improve their inclusion while enhancing career outcomes. However, little is known about the role of mentors in a Web-based e-mentoring format to improve employment outcomes. Objective This study aimed to explore the role of mentors in engaging youths in an e-mentoring intervention and to compare and contrast mentors’ engagement strategies within a 12- and 4-week format. Methods This paper drew on a pilot feasibility study, which is a group, Web-based employment readiness intervention involving a discussion forum for youths with physical disabilities. Our intervention involved having trained youth mentors (ie, near-peers who also had a disability) lead Web-based discussion forums while offering peer support and resources, which involved 12 modules completed over both a 12- or 4-week format. We used a mixed method approach including qualitative data (mentor interviews and discussion forum data) and quantitative data (pre-post survey data) comparison. Results A total of 24 youths participated across 3 e-mentoring intervention groups: 9 in the 12-week format (mean age 17.7 years [SD 1.7]) and 15 in the 4-week format (mean age 19.5 years [SD 2.6]), led by 3 trained youth mentors with disabilities, 2 males and 1 female (mean age 22 years [SD 2.64]). Our findings revealed that mentors engaged youths in the e-mentoring program by providing informational, emotional, and tangible support. We noted more instances of mentors providing advice, empathy, and encouragement in the 12-week format compared with the 4-week format. We also found fewer examples of providing advice, developing a rapport, and social support from mentors in the 4-week format. Our findings revealed no significant differences between the 2 groups regarding time spent in the forum, number of logins, number of posts, and self-rated engagement. Conclusions Mentors in the 12-week and 4-week format engaged participants differently in providing informational and emotional support, although there were no differences in tangible support provided. Mentors reported that the 12-week format was too long and lacked interaction between participants, whereas the 4-week format felt rushed and had fewer detailed responses from mentees. Abstract:
This study shows that in the post war era the political establishment had been slow to introduce economic and educational expansion, while high levels of youth emigration and rising participation rates in second level education reflected an evolution of expectations from below. It confirms the extensive continuities that prevailed in Irish society, in its politics and values in particular. Hierarchies of power were retained in many areas: middle class youths gained most from structural change; conservative values were slow to change as was the nature of social services; party politics remained as it was. The approach of this study encourages a broader focus when it comes to social change. Examining youth culture, as well as the interaction of religious and civic bodies with international models in youth work, reveals how studies of popular culture and civil society are key conduits in analyses of societal change. It also prevents easy assumptions about Ireland always lagging behind, catching up with or imitating its neighbours in the West. This was true in certain areas, but Irish governments, churches and civil society organisations were often engaged with forums where new ideas about the economy and social services were just being developed. International models would face adaptation of different kinds in different societies.

The international community is increasingly recognizing the importance of youth's meaningful engagement and empowerment for managing long-term climate change challenges, and of their consultation on policies and decisions that affect their well-being and sustainable development. Yet the extent to which new learning is generated in current spaces for youth participation in local, national and global negotiations and decision-making on environmental issues remains less understood. This Chapter discusses the importance and effectiveness of youth-targeted and youth-led environmental conferences, forums, workshops and similar events in advancing the learning experiences of youth participants in these events. Testimonials from young people, generated through in-depth interviews of youth participants at environmental conferences and forums in the Netherlands and South Africa provide key insights into their engagement. The findings highlight the need for more empowering and critically engaging platforms for youth participation and for adequate mentoring of young participants.

Abstract:
The tourism and hospitality sector counts among the world’s largest in terms of business volume and employment. The United Nations World Tourism Organization suggests one in 11 jobs globally are to be found in tourism (UNWTO, 2013:78). Although precise employment figures in tourism are difficult to establish, as a heavily customer-facing, service-orientated sector it is in many of its operations highly labour intensive. Despite advances in technology, the possibilities of substituting labour by technology in tourism remain limited. For this reason tourism is frequently regarded favourably by policy makers, both in the developed and the developing world, in their attempts to drive down unemployment, particularly youth unemployment which in many countries is at crisis levels. According to the International Labour Organization (ILO), for example, young people are three times more likely to be unemployed than adults. Devadason (2007) explains that, as expected, the career ladder causality is most readily identifiable with the professional and managerial high income earners and yet he provides examples of low-income workers who also describe strategic thinking in their transitions. In fact, he makes reference to an individual working in hospitality who, starting from the bottom in what many people would describe as a low-skilled, menial job, had worked his way up to manager of a cappuccino bar and who now seeks to advance further. Square one causality is used by those whose work transitions have not demonstrated any form of progression or which do not feature as part of a larger career plan. This comprises both individuals who have remained in low-skilled work for some time as well as workers who were simply looking to earn some income before going on to further study. The final category of Setback stories relates to those who find themselves in a square one situation for an extended period of time and who then try to explain an absence of progress with reference to ‘lack of encouragement, confidence or the right networks to fulfil their aspirations’ (Devadason, 2007:712). The key point Devadason makes is that for some young adults, transitions into and out of employment, unemployment and education are woven into a narrative that is not necessarily negative. Indeed, it could be argued that we are entering an era where a lengthy period of time with one employer calls for an explanation in a tacit acknowledgement that this is no longer the norm. The extent to which young people will adapt to these labour market changes is yet to be fully understood, although it is likely tourism and hospitality employment will continue to feature in many young people’s early work experience.

Trent Bax seeks to contextualize and interpret how alleged internet addicts in boot-camps are treated in China. Bax asks how an unqualified and uncertified psychiatrist, working under the protective umbrella of a government-run hospital, could misuse electroshock therapy on 3,000 adolescents as a ‘cure’ for an unrecognized psychiatric condition labelled ‘Internet addiction’? And how could parents willingly take their beloved only child to this institution to be subjected to a punishment-based illegal practice that international law would categorize as torture? The answer is only partly to be to be found in the misuse of psychiatry and science. To unravel this mystery of using electroshocks as a form of punishment of youth deviance has ideological roots in Maoist political socialization, sometimes even resembling the Bush administration’s ‘shock-and-awe’ military doctrine. To help provide further explanatory power, Kafka and Orwell join this journey through the ‘war with the Internet demon’.

This chapter draws on a mixed methods longitudinal study of a cohort of young adults in Ireland who were followed from their entry to secondary education to their outcomes three to four years after completing upper secondary education. In keeping with previous international research, the study findings show that the main pathways taken by young people reflect their gender, social class background, and academic performance. However, the analyses go further than previous work by indicating the way in which the nature of postschool transitions are firmly embedded in earlier school experiences. In particular, the chapter contributes to the ongoing debate on the effects of school composition to show that school social mix has a very significant impact on postschool outcomes, with those who attended middle-class schools having particularly high levels of participation in higher education. This is consistent with higher education assuming a ‘taken for granted’ quality in middle-class schools. In contrast, young people who had attended working-class schools are much more likely than those in middle-class or socially mixed schools to enter the labor market directly upon leaving school, even taking account of their exam grades. School climate plays an important role, with negative relations with teachers serving to discourage young people from remaining on in any form of education/training. The chapter concludes by highlighting the implications of the findings for our understanding of youth transitions and for policy designed to improve equity of outcomes.

Abstract:
Mohammed Yahya is an entrepreneur engaged in the production and sale of essential oils. Getting his enterprise established was not easy. However, things improved when he started receiving support from Youth Participation and Employment (YPE) programme partner the Local Initiative and Development Forum (FIDEL). FIDEL was instrumental in facilitating business grants and business development support. With this more focused approach, Mohammed managed to register his business, participated in national fairs, and opened new market segments. He successfully graduated from the informal labour market to the self-employed category. The training he received from FIDEL helped him to increase the sale of his products. In the future, he hopes to explore the international market and reduce his imports of raw materials by growing ingredients locally.
