Abstract:
O artigo reflete sobre a combinação de dois conceitos: patrimônio industrial e paisagem cultural. Dessa maneira, propõe-se a análise de ações de gestão integrada e sustentável do patrimônio industrial, no sentido de unificar as políticas públicas de preservação do patrimônio cultural inerente ao processo de industrialização com as de planejamento urbano e de desenvolvimento sustentável e socioeconômico, por meio da integração das disciplinas e das partes interessadas e da participação da comunidade na tomada de decisão. Além de uma revisão bibliográfica dos conceitos em questão, o artigo analisa dois planos de gestão integrada e sustentável do patrimônio industrial: o Programa de Desenvolvimento Local Sustentável da vila de Paranapiacaba, no Brasil, e o programa do Internationale Bauausstellung Emscher Park, na região do Vale do Ruhr, na Alemanha.

Abstract:
Dissertação de Mestrado Integrado em Arquitectura, apresentada ao Departamento de Arquitectura da Faculdade de Ciências e Tecnologia da Universidade de Coimbra.
Os fenómenos que caracterizam a «realidade complexa» são cada vez menos coadunáveis com os modelos explicativos que, desde o século XVII têm vindo a fundamentar o nosso modelo civilizacional, cultural e mental: «o Pradigma Mecanicista-Newtoniano-Cartesiano». Esta discordância traduz-se numa série de acumulativos problemas ambientais, económicos e sociais, que se conjugam na actual «crise ecológica». No campo da arquitectura, a problemática ecológica tem sido geralmente reduzida a questões de cariz ideológico/tecnológico, resultando essencialmente em duas vias predominantes: uma «low-tech» e outra «eco-high-tech» que associamos à denominada «arquitectura sustentável». Hoje porém, detectamos todo um novo contexto ecológico que sugere uma reflexão aprofundada em torno da actual condição da Arquitectura e motiva uma reformulação da problemática ecológica, não numa perspectiva meramente ideológica – tendencialmente parcial e simplista – mas numa perspectiva paradigmática e «complexificada». Ao abordar a Ecologia – na sua inerente condição científica – deparamo-nos com um paradigma científico (na definição de Thomas Kuhn) que tem vindo a atravessar uma revolução epistemológica. Na realidade, a Ecologia constitui uma «nova ciência» que, ao induzir a percepção e compreensão de um universo complexo e ecossistémico, informa simultaneamente um paradigma civilizacional (na definição de Edgar Morin) mais vasto e transversal: «o Paradigma da Complexidade-Ecologia». Assistimos pois à emergência de um novo «paradigma ecológico», profundamente transformador da nossa percepção e compreensão do mundo, e que motiva inevitavelmente uma reflexão/revisão da forma como, enquanto arquitectos, cidadãos e seres-humanos, nos inter-relacionamos e transformamos/construímos colectivamente o nosso habitat. A este «Paradigma da Complexidade-Ecologia» emergente corresponde uma nova concepção da realidade, uma nova visão de mundo e um novo pensamento paradigmático, capazes de informar abordagens mais compreensivas e estratégias de acção ecológica no campo da arquitectura – também ela tendencialmente «complexificada» e «ecologizada» – como aferimos num conjunto de projectos integrados no IBA Emscher Park.
