Abstract:
This study explores the influence of non-state shareholders’ board power on the internationalization of state-owned enterprises and demonstrates the moderating effect of the business expectation gap and industry competition. Taking SOEs listed in Shenzhen and Shanghai A-share markets as the research sample, the study examines the influence of non-state shareholders’ board power on SOEs’ internationalization behavior and explores the regulating effects of two situational factors: business expectations gap and industry competition. Results show that (1) non-state shareholders’ board power positively impacts SOEs’ degree of internationalization. (2) The historical business expectations gap strengthens the positive impact of non-state shareholders’ board power on SOEs’ degree of internationalization, whereas the social business expectations gap weakens the positive impact. (3) The positive impact of non-state shareholder board power on internationalization degree is stronger in SOEs with high industry competition than with low industry competition.The study analyzes how non-state shareholders’ board power promotes the internationalization of SOEs in the mixed ownership reform and provides governance efficiency evidence of the mixed-ownership reform from the perspective of SOEs’ international practices.

Abstract:
This study examines the relationship between state ownership and internationalization in Russian companies. International expansion of state firms from emerging markets is the topic frequently addressed in the research community of international business and strategic management, whereby the studies on emerging markets state-owned enterprises internationalization provide contradictory results. One of the reasons is the difference between the contexts of countries where state-owned enterprises operate which affects the way how state ownership is related to internationalization. Russian state-owned enterprises are the least studied companies in terms of their international expansion, and the examination of the relationship between state ownership and internationalization of firms can fill in the gap in the emerging market state-owned enterprises internationalization puzzle. The paper shows the study of the internationalization of the Russian state-owned enterprises spanning a five-year period 2013–2017. The results show that the more the degree of state ownership in a Russian company is, the less its internationalization is. The study contributes to the discussion of the role of state ownership for the internationalization of emerging market firms by emphasizing the importantce of the contextual country specifics. The study also discusses the role of a state in the internationalization of companies.

Abstract:
This article conceptualizes populism as a discourse of international relations that arises as response to state transformation, a phenomenon that encompasses changes in both state-society relations and the norms defining the appropriate practice of statehood. The current surge of populism is a response to one such transformation: the internationalization of state elites and their insulation from popular scrutiny. Populism does not simply address material and cultural dislocations that internationalization entails. Crucially, its distinct discursive logic allows these partial social demands to adopt the moral claim to representation of the ‘real people’ and so counter the universality of the international norms that underpin state transformation. Beyond the current conjuncture of state internationalization, this conceptualization accommodates iterations of populism in various regional and historical contexts of state transformation, making it a promising basis for the further comparative study of populism.

Abstract:
The rapidly growing and gradual emergence of multinational firms from the Indian sub-continent now calls for thorough re-understandings of extant theories and existing ideologies of the ‘internationalization’ process. We would initially assess the three-stage model of internationalization in the context of mid-size Indian firms and intend to investigate the relationship between performance and degree of internationalization. Based on the longitudinal dataset (2005-12) of publicly listed firms, our findings suggested that mid-size firms remained stuck up in the first stage of internationalization and accordingly exhibit a downward-sloping relationship between internationalization’s degree and performance. Most of the mid-size firms continued to show a predominantly family-controlled stance, and the impact of family ownership shows negative effects on the degree of internationalization. By examining the performance heterogeneity in family-owned firms towards internationalization, this paper enriches the existing body of research and assume it to be a prolific addition in the literature on international expansion.

In the era of internationalization, Philippine higher education institutions (HEIs) are compelled to continually refine their operations and governance to align with global standards. This descriptive cross-sectional survey research was conducted to assess the extent of practices and preparations for internationalization at a state university in Central Luzon, Philippines. The study engaged four administrators and 21 faculty members as respondents, collectively offering a perspective on the university's approach to internationalization. The study reveals that the university has initiated practices and preparations geared towards internationalization. Nonetheless, it is evident that there is room for further enhancement of its strategic directions and plans to more comprehensively integrate internationalization into its academic programs, policies, and administrative processes. This paradigm shift will require a measured, time-sensitive approach to ensure that the university meets its internationalization goals successfully. To expedite this process, the university administration could proactively take the lead in championing and facilitating internationalization efforts. This proactive leadership is pivotal in building a culture of global engagement, forging international partnerships, and positioning the university as a frontrunner in the international academic landscape. By doing so, the university can more effectively embrace the challenges and opportunities of internationalization in higher education.

Purpose The purpose of this paper is to provide a conceptual framework for the intermediation of state-owned enterprises (SOEs). Governments may apply different form of support with the aim of increasing corporatization and internationalization of SOEs. The paper suggests a strategy based on institutional intermediation as the more efficient to drive corporatization and internationalization. Design/methodology/approach The research selected cases concerning SOEs in different industries in Europe in search of recurrences from a novel theoretical perspective. Among them, a case study concerning the Italian Space Agency explores the development of an institutional intermediary. Findings Government supports to SOEs appear in different forms and contribute to different results. A typology of the most recurrent forms shows three different types of actions governments have taken to support internationalization of firms. Intermediation seems the most suitable to trigger corporatization and internationalization. Research limitations/implications The study explores institutional intermediaries as a novel supporting strategy for governments. It proposes a novel concept based upon a single case study. Further research needs to test and verify the institutional intermediaries’ impact drawing on a larger sample and different contexts. Originality/value So far, few attempts have linked corporatization to globalization. The paper tries to fill this gap between corporatization and internationalization of SOEs. Its value is the provision of a novel view that includes institutional intermediaries as instrumental to governments’ strategy that aims to bridge the two components.

PurposeWe introduce and summarize the selected papers of the Special Section on the “Micro-Foundations of Small Business Internationalization and briefly summarize the state-of-the-art of this literature stream.Design/methodology/approachWe briefly summarize the state-of-the-art of the literature regarding the micro-foundations of small business internationalization. Then, we summarize the selected papers of the Special Section, highlighting their main contributions. We end with suggesting future research avenues.FindingsWe move beyond the usual suspects such as gender, education and experience to bring together internationalization studies that open up the individual lens to small business internationalization. To do so, we selected papers examining deeper-level behavioural and psychological constructs impacting the internationalization process, going from internationalization intention to internationalization behaviour and eventually leading to internationalization performance.Originality/valueWe stress the importance of the entrepreneur as a person to better understand small business internationalization. We address the current lack of attention attributed to psychological and behavioural drivers (e.g. motives, attitudes, ambitions and aspirations) throughout the internationalization process, and we urge future researchers to further develop this research stream.

This paper is a new view to earlier research about the impact of state ownership on the internationalization of EMNEs. Although there are publications on Chinese MNEs about state ownership’s effects on their international expansion, there are still many opportunities to study EMNEs from other developing countries, especially to link the advantages to disadvantages of state ownership (How does state ownership involvement affect EMNEs internationalization?). We found ambiguity in whether state ownership benefits or harms EMNEs’ internationalization. The new discussion would be more informative if we found the scope conditions and factors involved in generating a positive or negative result. Adopting and adapting the institutional theory (coercive part) creates a clearer insight into SOEMNE internationalization, and finally, for this, proposes new statements as the result of the paper could be tested in the future.

Abstract:
Purpose – The purpose of this paper is to investigate the direct effects of state capitalism on the internationalization behavior of state-owned enterprises (SOEs). Specifically, the authors focus on four distinct aspects of internationalization behavior; namely, pace of internationalization, rhythm of internationalization, location choice (developing countries vs developed countries), and diversity of product lines. Design/methodology/approach – The authors empirically test the hypotheses using data from Chinese construction companies during the period 2009-2015. The authors build a unique dataset by combining the data from ENR Top 225 International Contractors reports and the State Administration for Industry and Commerce of China information. Moreover, concerning the panel data structure and the potential for autocorrelation and heteroskedasticity, The authors use the feasible generalized least square panel model to test the hypotheses. Findings – The authors find that the level of state capitalism has a positive effect on SOEs’ rhythm of internationalization, while there is no significant relationship between the level of state capitalism and the pace of internationalization. Furthermore, the authors find that the SOEs affiliated with higher levels of government organizations are more likely to locate business operations in developing countries and engage in more diversity of product lines. Research limitations/implications – The findings show that the different varieties of state capitalism are the source of the different internationalization patterns of SOEs. Instead of supposing SOEs to be uniform players in emerging economies, the authors show that the nature of SOEs varies depending on the level of government with which they are affiliated, and this fact results from the divergent manifestations of state capitalism itself. Originality/value – This study improves the understanding of how state capitalism affects the capabilities and motivations of SOEs in regard to overseas expansion. The authors extend institutional theory by supposing that the level of state capitalism has a positive effect on the rhythm of internationalization. Moreover, the authors find that SOEs embedded with high levels of government affiliation tend to enter into developing countries and diversify their product lines.

This study ascertained the status of internationalization of the College of Education of Naval State University using the rubric in gauging the level of internationalization of TEIs in the Philippines developed by Balagtas et.al. (2012). It assessed on the status of internationalization in four domains in teacher education and nine domains. The four domains are: 1. Knowledge Creation and Application; 2.) Quality and Excellence; 3.) Culture of Sharing and Service; and 4.) Growth, Efficiency, and Accountability. The nine domains of internationalization in Higher Education Institutions are: 1) Curriculum and Instruction; 2.) Facilities and Support System; 3.) Cooperation and Development Assistance; 4.) Diversity Income Generation; 5.) Research Collaboration; 6.) International and Intercultural Understanding/Networking; 7.) Academic Standards and Quality; 8.) Mobility and Exchanges for Students and Teachers Recruitment.   Findings disclosed that none from the four domains of teacher education and the nine dimensions of internationalization are internationalized to a very great extent and great extent. Nevertheless, the knowledge creation and application and growth, efficiency and accountability are internationalized to a little extent; quality and excellence is internationalized to some extent; yet, not at all internationalized on the culture of sharing and service. For the dimensions of internationalization, the facilities and support system is internationalized to a great extent; the curriculum and instruction is internationalized to some extent. The research collaboration and the diverse income generation are not at all internationalized and the rests of the six dimensions are rated to a little extent.

The article presents the analysis of the theoretical and empirical research on the phenomenon of the internationalization of state-owned enterprises from emerging market countries. Contemporary internationalized state-owned enterprises are far from the uncompetitive and ineffective firms of the 20th century that mostly operated domestically and give examples of truly exciting international strategies. However the question stays open, namely how exactly state ownership shapes their international strategies. The existing studies are vast and lack systematization, and the purpose of this article is to analyze the most widely used theoretical approaches that investigate internationalization of emerging markets of stateowned enterprises. The most popular theoretical approach to study the internationalization of emerging markets of state-owned enterprises is the institutional perspective that studies how the interplay of state ownership of companies and institutional environment shapes their international strategies. Nevertheless, the synergy of theoretical approaches is needed in order to extend knowledge on the internationalization of the state-owned enterprises. Examples of such a synergy are presented in this paper. It also offers prospects for future research and further topics to study. Analysis of theoretical approaches that study internationalization of emerging markets of state-owned enterprises helps map the research field and show where it is moving. The paper has value for both academia and practitioners that deal with the global expansion of state-owned enterprises from emerging markets.

The aim of the study is to determine the challenges of state universities and colleges and guide to attain Quality Assurance towards the pathways to Internationalization. The study utilized the Explanatory Sequential Mixed Methods Design. The respondents of the study were the Top Level and Middle Level administrators of State Universities and Colleges of selected public Higher Education Institution. This study utilized a standardized challenges and level of accomplishments to internationalization questionnaire with multiple choice questions are the most popular survey question type. To make sure that State Universities and Colleges in the Philippines are moving in the proper direction toward internationalization, a road map must be developed. A detailed strategy plan that consider faculty and student mobility, accreditation, quality control, global standing, and funding must be prepared. In the same way, higher education institutions should be strengthened and guided in their involvement in international conferences, research partnerships, collaborations, Linkages, and Networking. The university's involvement in foreign projects is crucial. State Universities and Colleges must fulfill this role by offering a range of programs and building links with other countries in order to prepare its faculty, students, and staff to comprehend and function effectively in the global world. AbstractThe aim of this article is to determine the current state of impact of various forms of intangible assets on the internationalization process. For the purpose of the paper meta-analysis was adopted as a method of the study. English-language peer-reviewed journal articles were analyzed only with the help of: EBSCOhost, ScienceDirect, Emerald, JSTOR, ProQuest and Wiley Online databases. The search was aimed at newest papers (after 2012), however some older articles (with regard to their value) were included in the analysis as well. Based on the conducted analysis, there was observed a significant and positive link between the level of employee education and internationalization probability and extent. The effect of the wages on internationalization is stage dependent. Under certain assumptions there is a positive and strong relationship between R&D intensity and internationalization. Advertising spending do not foster the process of internationalization. The practical contribution of this research is twofold. First, it provides valuable insight for practitioners which intangible assets and how foster various modes of the internationalization process. Second, it describes upon which conditions the interrelation between firm intangible assets and internationalization is significant and positive.

ABSTRACT State-owned enterprises (SOEs) are created to focus on domestic needs, and yet recent evidence points to increasing outward foreign direct investment by SOEs. Existing International Business (IB) theories focus on efficiency-based motives for internationalization; therefore, they do not fully capture SOEs' internalization dynamics, which are driven largely by political factors and social welfare considerations. We integrate public management and IB theories to develop propositions that combine these questions: why SOEs internationalize; what are their motivations; and what are the main managerial outcomes of SOEs' internationalization. Our findings suggest that SOEs display little hesitancy in entering international markets, and that SOE international expansion is not contradictory with the goals of state-ownership if the purpose is to adjust the company to changing institutional environments both in the domestic and international markets. Our propositions about SOE internationalization are based on an in-depth case study of the outward foreign direct investment conducted by Brazil's Petrobras over the past three decades.

The article aims to reveal modern state of higher education internationalization (HEI) at global and local levels. Synthesis of conceptual approaches to studying HEI allowed to concretize the meaning of HEI at modern stage in a global and institutional levels. Renovated notion has been proposed as “complete internationalization”. It is interpreted as engagement, devotion and commitment of both all education management levels and teaching stuff to multifaceted process of intentional long-lasting infusion and integration of international dimensions with comparative constituent into all functions and missions of higher education and active designing of policies, plans, programs, strategies and approaches for promotion of internationality in higher education. Due to theoretical method of conceptual and comparative analysis of research and strategic documents and the latest scientific publications on issues of global internationalization of higher education, analysis of foreign and local experience, conceptual approaches to studying HEI were depicted modern internationalization forms at global level. Interviews initiated with heads of international affairs offices enabled us to find out HEI state at local level. Questionnaires with international students, focused on likes and dislikes concerning infrastructure, teaching methods, communication with local students, future plans helped to identify the level of students’ satisfaction and attractiveness of Sumy universities. Main priorities of stakeholders are defined. Recommendations concerning further possible development of higher education internationalization are given.

Abstract:
The article considers one of the most currant concepts which is introduced in modern leading systems of higher education - internationalization. It aims to reveal modern state of internationalization in the sphere of higher education. Study of existing internationalization interpretations enabled us to substantiate the concept and concretize the meaning of HEI at different stages of its development within chronological limits from 1980 to 2021. There was an attempt to trace evolution of the concept and renovate its systematic interpretation. Historical development stages of higher education internationalization have been defined. Understanding of the notion at modern stage has been presented. Conceptual analysis of available research and theoretic scientific papers concerning the problem of internationalization highlighting international experience of educational establishments made it possible to outline the most important phases of higher education internationalization development under conditions of globalization. The results of research can be used for renovating the content of some international disciplines such as «International education» «Comparative pedagogy», «Pedagogy of high school abroad» and others. They also might be appreciated by all parties interested in higher education internationalization. Proposed integral, multifaceted and complete vision of the phenomenon can be worthy for the further in-depth study of various phenomena development in the field of higher education at international level.

This research explored the practices of inclusive higher education toward achieving internationalization at a state university in Romblon, Philippines. The study utilized a qualitative research design, specifically a case study, to delve deep into the subjective experiences of academic managers involved in the internationalization process. The study was conducted at a state university in the MIMAROPA Region, Philippines during AY 2022-2023, focusing on inclusiveness, interconnectedness, and internationalization within education. The key stakeholders in this research were the academic managers and the dean of instruction, who provided a multifaceted perspective on the university's practices. A purposive sampling strategy was used to select participants. Data collection included the use of in-depth interviews. Following data collection, the data was organized before implementing a rigorous thematic analysis process consisting of steps like familiarization, coding, theme development, reviewing, defining, mapping, and finalizing themes. The study emphasized the importance of inclusive higher education practices across multiple components within the university system. It aimed to offer valuable insights into the experiences of academic managers and faculty. The study hopes to contribute to the understanding and development of more effective policies and practices for inclusiveness, interconnectedness, and internationalization in higher education.

Although the importance of external involvement has been recognized in product and technology innovation, whether research and development (R&D) internationalization stimulates green innovation and under what conditions it is more effective is still unclear. To address this research gap, this study uses knowledge-based theory to explore the effect of R&D internationalization on green innovation and the moderating roles of state ownership and international experience. We examine the research hypotheses using panel data of 19,273 Chinese resource enterprises (REs) and environmental enterprises (EEs) spanning three years. The results indicate that R&D internationalization has a negative effect on green innovation in REs and EEs. Additionally, we identified a negative moderating effect of state ownership and a positive moderating effect of internationalization experience on the relationship between R&D internationalization and green innovation, which suggests that the effect is contingent on the corporation’s ownership and capability in dealing with the complexities and uncertainties inherent in international business.

Although the internationalization of business firms has been intensively studied, the internationalization of nongovernmental organizations (NGOs) is still in a growing-up stage as NGOs are focused on serving specific social interests. They may not only be influenced by social, political, and economic goals, but also cater to social or humanitarian services dealing with health, environmental protection, and human rights. Based on the importance of NGOs and the lack of previous studies on their internationalization process, this paper analyzes the results of a systematic literature review (SLR) on the internationalization of NGOs. It is possible to conclude that this topic is under-researched and fragmented and has been dealt with by following qualitative studies. Moreover, the internationalization of NGOs is far from similar to the models that explain the internationalization of for-profit businesses. NGOs are clearly tuned to the services they provide and seek complementary resources from governmental sources and state agencies so that they are capable of providing a variety of human and financial resources. The main limitation of this study is that it is based solely on two academic databases: SCOPUS and WoS.

Purpose The purpose of this paper is to examine the most interesting research question of the past decade – What Lures the Bears? Leveraging the public sector management and international business strategy literature, the paper first presents an overview of the transformational dynamics of state-owned enterprises (SOEs) in three major phases – institutionalization, privatization, and corporatization, and internationalization. Then, it analyzes geographic patterns and industry trends of the outward foreign direct investment (FDI) projects announced by SOEs over an eight-year period. Design/methodology/approach Grounded in the exploratory research such as inductive and deductive logic, the study proposes theoretical constructs, and discusses several findings based on the data accessed from highly cited archival sources, such as the UNCTAD FDI stat/WIRs, the World Development Indicators, Doing Business Report, Global Competitiveness Report, the Index of Economic Freedom, the Academic Ranking of World Universities, and the Fortune Global 500. Findings Based on an analysis of global market trends (a sample of over 20 countries and five industries), the study highlights that SOEs from Asia and Europe have been greatly expanded into developed markets, thus to secure natural resources, to acquire strategic assets like technology, and to leverage the developed financial markets and better investment environment. Therefore, SOEs’ outward FDI strategy and overseas performance was driven by institutional transitions, resource security, home market development and government legitimacy may contribute to the competitive advantage of their home country. Practical implications The study offers several implications for the policymakers of the governments in emerging economies and bureaucratic management of SOEs. It recommends that state ownership pattern and bureaucratic system of SOEs need to be reexamined, revised, and corporatized in the changing dynamics of the multinational business environment, thus to secure resources, acquire technological know-how, and compete in home and global markets. Originality/value As a response to academic calls on the globalization, performance and governance mechanisms of SOEs in and out of emerging economies, this paper draws a unique presentation of the transformational dynamics of SOEs – establishment to internationalization.

Она предоставляет университетам и государству ряд ключевых преимуществ, формирующих конкурентоспособность страны в научно-исследовательской сфере на международной арене. Используя методы контент-анализа, наблюдения и обобщения, в статье были выявлены цели, задачи и формы реализации интернационализации образовательных услуг в разных странах мира. Изучение мнений исследователей из России, Китая и ряда европейских стран относительно понятия процесса интернационализации образовательных услуг позволило сформулировать авторский подход к определению сущности изучаемого феномена. В статье проанализированы четыре основных государственных подхода к реализации интернационализации образования, внешние эффекты интернационализации образовательных услуг. Проведенный анализ позволил сформулировать схему целей и задач интернационализации образовательных услуг; сделан вывод о том, что интернационализация образовательных услуг находится на стадии активного развития. В контексте новой эпидемиологической ситуации в мире развиваются новые формы интернационализации образовательных услуг, связанные с многосторонним партнерством вузов и активизацией обмена опытом между исследователями разных стран в онлайн-формате. In the integration and development foreign relation’s context, one of the most important trends in modern education is the internationalization of educational services. It provides universities and the state with a number of key advantages that shape the country's competitiveness in research in the international arena. Using the methods of content analysis, observation and generalization, the article identified the goals, objectives and forms of implementation of the internationalization of educational services in different countries of the world. By the study of the Russian, Chinese and European researcher’s approach we regard the process of internationalization educational service’s concept. The four main state approaches to the education internationalization and the external effects of the educational services’ internationalization were analyzed. The analysis made it possible to formulate a scheme of goals and objectives of the educational services’ internationalization. The article concludes that the internationalization of educational services is at the stage of active development. The new epidemiological situation in the world developing new forms of internationalization of educational services, includes multilateral partnerships of universities and the intensification of the online experience’s exchange between researchers from different countries.

The main objective of this study was to identify the state of entrepreneurship of small and medium-sized enterprises in Poland in the context of individual regions and to try to identify the relationship between entrepreneurship and international activity, with particular focus on foreign direct investment. This goal was also chosen to inspire more researchers to fill the research gap in this respect. To achieve this goal, research was carried out, consisting of comparative analyses of existing official reports and documents regarding the state of entrepreneurship and internationalization, which would then show the activity of enterprises in relation to their revenues, investment expenditures and their internationalization. It should be mentioned that there are no compact, uniform studies regarding the relationship between entrepreneurship and internationalization of activities broken down into individual voivodships. It is definitely a research gap. For the purpose of this study, it was necessary to explain the fact that the author identified the international activity of enterprises with their internationalization and used this nomenclature interchangeably in this study. The author understands internationalization to be every activity of enterprise in relation to their various forms: from sporadic export and import contacts in an indirect way (i.e. through foreign intermediaries), to direct trade activities (direct export and import), cooperative contacts, strategic alliances and foreign direct investments (FDI). The study is not about showing what forms dominate in individual regions, but what the state of entrepreneurship is there, evaluated through the prism of such indicators as revenues per company from the SME sector in PLN million, investment outlays in PLN thousands and the so-called Synthetic indicator (WS). This action was performed to bring the following results: a comparison of the entrepreneurship of small and medium enterprises in Poland in relation to their regionalization and to draw attention to the relationship between the state of entrepreneurship and the state of internationalization.

Since the early '90s, interest in the internationalization has been growing not only among businessmen and investors, but also among academics researchers like Goulart (1996) point out that the internationalization not only the firm interacts in some way with the international environment, but also considers the effects reflected by the external environment in national companies. Thus this paper aims to present the profile os Santa Catarina textile companies internationalized under the light of internationalization behavioral approaches, which aim to explain the process of internationalization by the influence of the perceptions of executives and entrepreneurs, which would take its decisions in a context of rationality limited search and risk minimization (CARNEIRO, 2007) the research approach is qualitative and is considered from the point of view, a descriptive exploratory study. Data collection consisted of in-depth interviews with six entrepreneurs from four textile companies that have operations in the international market. The interviews were carried out from August to October 2010. By the perception that it had the history of business growth and their involvement in the international market, especially in the last decade, we see that the environment offered more threats than opportunities. It seems that companies are not increasing their involvement with the international market for exports and imports but compared to the initial movement of engagement with the international market occurred in the 70 and 80.

The purpose of this research is to empirically investigate the effect of internationalization on the environmental, social, and governance (ESG) performance of Chinese state-owned enterprises (SOEs) and non-SOEs. The study employed an updated panel dataset (6238 firm-year observations) of Chinese multinationals from the period 2010–2019. The initial findings of the study reveal that Chinese multinationals perform better in terms of environmental and governance scores. It suggests that international market forces deal with enhancing ecological problems and concerns of stakeholders. However, results are insignificant when the social performance of multinationals is analyzed. On the other hand, multinational non-SOEs outperformed their counterparts in terms of environmental and governance performance. The findings of the paper are robust regarding the use of proxies of internationalization and endogeneities.

The article considers several main definitions of “internationalization”, makes an overview of the basic national strategies and approaches which defines country’s policies regarding internationalization of higher education. It also identifies the mainstream world tendencies of higher education internationalization and advantages of internationalization in terms of government and higher education institution perspectives. For the state, internationalization is an important element of the country’s development, as it offers government to use additional opportunities of: developing the economy and making profit by exporting educational services; supporting the labour market; getting political benefits; developing the national higher education systems in accordance with global trends; the society cultural and social life developing. From the position of universities internationalization allows to improve the quality of educational programs in accordance with international standards, to strengthen reputation at the international level and, thus, to become more competitive. In this regard, many countries use internationalization of higher education in different ways and forms. As an example, the article examines contemporary institutional practices for the development of internationalization in the United Arab Emirates, China, South Korea and Russian Federation.

This article investigated actions taken from or to internationalization in basic education, focusing on Brazilian secondary education. Thus, it sought to present them and how they are currently applied or developed at this level of education. Based on the bibliographic research, some of the actions were highlighted and we found that to develop internationalization in high school, for the time being, it does not diverge, totally from those used for higher education. Even though internationalization is present in official Brazilian documents for basic education – high school – this research did not find actions for/for internationalization carried out at the state and municipal levels. However, we found that many federal institutions, which offer secondary education, work with internationalization through academic mobility (input and output), extension workshops, internship, language center and even internationalization at home (IaH).

This article explores the internationalization of Canadian universities, with a focus on the rise of foreign postsecondary students in Canada, the economic impacts, and the various benefits, challenges, and adjustments that have been influenced by the continuing demographic shifts on Canadian campuses since 2000. Rooted in recent global and Canadian higher education internationalization trends, this paper suggests that accommodations for such shifts have not kept pace with the influx of culturally and linguistically diverse foreign students, whose population growth rate outpaces domestic university students’ by several times. I conclude with unresolved dilemmas that continue to pose challenges for Canadian universities, and with suggestions for manageable supports to ensure the needs of students are responsibly balanced with the economic constraints of universities.

The objective of the study is to analyze implications of the movements for the curricular internationalization of higher education in terms of current curriculum policies and reconfigurations of basic education, particularly in Brazil and Portugal. This article presents and discusses a set of strategies that have been formulated and or adopted by the Brazilian state and by non-state organizations that seek to align higher education and basic education curriculums to movements that defend internationalization. Drawing on previous research, this exploratory and empirical study uses official texts of Brazilian educational and curricular policy, as well as projects of private institutions related to curriculum internationalization, as its primary sources. The article concludes that there is a significant process of alignment of Brazilian education to the expectations and demands of internationalization and that various strategies adopted in higher education are readapted for use in curricular territories of basic education.

In the era of internationalization, Philippine higher education institutions (HEIs) are compelled to continually refine their operations and governance to align with global standards. This descriptive cross-sectional survey research was conducted to assess the extent of practices and preparations for internationalization at a state university in SOCCSKSARGEN, Philippines. The study engaged seven administrators and eighteen faculty members as respondents, collectively offering a perspective on the university's approach to internationalization. The study reveals that the university has initiated practices and preparations geared towards internationalization. Furthermore, it is evident that there is a need for further enhancement of its strategic directions and plans to more comprehensively integrate internationalization into its academic programs, policies, and administrative processes. This paradigm shift will require a measured, time-sensitive approach to ensure that the university achieves its internationalization objectives effectively. To expedite this process, the university administration could proactively take the lead in championing and facilitating internationalization efforts. This proactive leadership is pivotal in building a culture of global engagement, forging international partnerships, and positioning the university as a frontrunner in the international academic landscape. Abstract:
The compelling reason for the research is to justify the importance of internationalization for the quality improvement of higher legal education and to reveal a set of necessary measures as well. The question of internationalization of higher legal education as means for optimization is of great applicability for the universities of both Russian Federation and Republic of Qazaqstan aspiring for enhancing of their competitive capacity in the frameworks of international educational sphere. Complex goals and tasks required an interdisciplinary approach based on composition of gnoseology and synergy that facilitated fundamental analysis of the essence of internationalization and integration of legal education into international contemporary processes and allowed to combine legal and pedagogical methods in order to define the optimal internationalization strategy for quality enhancement of legal education. The article determines focus areas for internationalization of education on both state and university levels, indicates functions of the internationalization of legal education and establishes the cause-effect relation between the process of internationalization of legal education and successful politics of quality enhancement of higher education.
