ZusammenfassungDie Covid-Pandemie verstärkt globale Entwicklungen, die bereits zuvor ihre Schatten voraus warfen. Eine neue Ära der Großmachtkonflikte bricht an, die Demokratie gerät weltweit in die Defensive. Insbesondere der Aufstieg Chinas fordert die Staatengemeinschaft heraus. Internationale Organisationen stehen unter Druck, während Herausforderungen wie der Klimawandel multilaterale Antworten erfordern. Deutschland wird daher international mehr Verantwortung übernehmen müssen. Der Beitrag stellt vor diesem Hintergrund die außen- und sicherheitspolitischen Positionen der Fraktion der Freien Demokraten vor.

Abstract:

Vakarų Europoje, stiprėjant populistinėms politinėms partijoms, vis dažniau kalbama apie jų keliamą grėsmę atstovaujamajai demokratijai. Paradoksalu, bet tarp populizmo tyrinėtojų akivaizdaus sutarimo, kad populizmas kelia pavojų atstovaujamosios demokratijos principams, nėra. Vieni teoretikai teigia, kad populizmas yra iš esmės priešiškas atstovaujamosios demokratijos principams, tačiau kiti populizmą laiko jeigu ne galinčiu demokratiją taisyti, tai bent jau neatsiejama jos dalimi. Straipsnyje keliamas klausimas, kodėl populizmas vienų jį analizavusių mokslininkų darbuose laikomas nesuderinamu su atstovaujamąja demokratija, o kitų – demokratijos taisymo priemone. Išsiaiškinus, kaip abiejų akademinės diskusijos šalių darbuose apibrėžiamas populizmas ir atstovaujamoji demokratija, analizuojama, koks šių dviejų koncepcijų santykis.

Abstract:

The Indonesian parliamentary elections in April 2009 have been characterized as peaceful, free, and fair. All in all, the young democracy has been stabilized. The PD (Partai Demokrat, Democratic Party), the electoral vehicle of President Susilo Bambang Yudhoyono, won with 20.8%. It is mostly secular parties, that is the PD, Golkar (Partai Golongan Karya, Party of Functional Groups) and the PDI-P (Partai Demokrasi Indonesia – Perjuangan, Indonesian Democratic Party – Struggle), which now dominate the party system. Support for the Islamic parties has dwindled; only the Islamist PKS (Partai Keadilan Sejahtera, Prosperous Justice Party) was able to gain slightly. The rapid rise of the PD and two smaller new parties is testimony to the fluidity of the party system. The results corroborate a trend of a weakening of socio-political “streams” ( aliran). This development is due to the increasing personalization and commercialization of politics and the impact of mass media. Moreover, electoral reforms (the introduction of an “open list”) seem to have strengthened local politicians vis-à-vis party headquarters in Jakarta.

Noch unlängst sah es so aus, als sei es nur noch eine Frage kurzer Zeit, bis in Deutschland auf Bundesebene über die im Grundgesetz vorgesehenen Fälle der Länderneugliederung hinaus weitere Elemente direktdemokratischer Entscheidung eingeführt werden würden. In Umfragen befürworteten das drei Viertel der Befragten, und außer der CDU hatten sich alle im Bundestag vertretenen Parteien dafür ausgesprochen. Während die deutsche Regierungspolitik dem Thema ausweichen zu wollen scheint, finden in der Wissenschaft, national wie international, direktdemokratische Entscheidungsverfahren immer mehr Interesse, das sich in einer wachsenden Anzahl einschlägiger Sammelbände zeigt. ZusammenfassungIm Rahmen der TTIP Verhandlungen stellt sich aktuell die Frage, warum hochentwickelte demokratische Staaten den Souveränitätsverzicht in Kauf nehmen sollten, der mit internationaler Streitschlichtung vor privaten Schiedsgerichten verbunden ist. Dieser Beitrag ordnet diese Frage in einen breiteren Kontext ein. Relativ glaubwürdige nationale Institutionen sollten es für demokratisch verfasste Gastländer ausländischer Direktinvestitionen weniger dringlich machen, sich international die Hände zu binden, um einen effektiven Schutz vor staatlicher Willkür zu bieten. Gleichwohl haben demokratische Gastländer bei der weltweiten Verbreitung internationaler Investitionsabkommen und bei deren strikterer Ausgestaltung eine wesentliche Rolle gespielt. Dieser Beitrag diskutiert die empirische Evidenz zum Zusammenhang zwischen Demokratie und der Häufigkeit von Investitionsabkommen sowie der darin enthaltenen Regeln zur Nichtdiskriminierung und Streitschlichtung. Es zeigt sich, dass es Ökonomen und Politikwissenschaftlern bisher kaum gelungen ist, den häufig gefundenen positiven Zusammenhang zwischen Demokratie und internationalen Investitionsabkommen schlüssig zu erklären.

AbstractIt is often said that the parliament should represent the opinions found in the population and that the government should be held accountable for its political program. It is shown in the paper that these two functions rely on two different basic models of democracy which are not fully compatible with each other: the model of a pure representative democracy and the model of a pure two party competition. Unaccountable governments, voter alienation, strategic voting, and governmental instability are shown to be consequences of this institutional mix. These problems may be avoided with reforms towards one or the other basic model.

Straipsnyje pateikiama dedukcinė pokomunistinės transformacijos kelių tipologija ir jų kokybinė lyginamoji analizė (KLA), naudojant kompiuterinę programą TOSMANA. Tipologijoje naudojami trys politominiai (4 reikšmių) kintamieji (pokomunistinės transformacijos orientacija, ekonominis ir politinis išėjimo iš komunizmo būdai) pokomunistinės transformacijos pradinėms sąlygoms ir eigai apibūdinti. Jos baigmės apibrėžtos penkiais dichotominiais kintamaisiais: liberalus demokratinis kapitalizmas; racionalus antrepreneriškas kapitalizmas; liberalioji demokratija; politinis oligarchinis kapitalizmas; valstybinis kapitalizmas. Pokomunistinės transformacijos keliams apibendrinti atliekama daugelio reikšmių KLA, į kurią, be 29 empiriškai stebimų atvejų ir 17 sąlygų konfigūracijų, yra įtraukiami 37 logiškai galimi, bet empiriškai nestebimi sąlygų konfigūracijas reprezentuojantys fiktyvūs atvejai. Pirmą kartą KLAtaikančioje tyrimų literatūroje atliekama sisteminga ir disciplinuota minimalių Boole’io formulių kontrafaktinių prielaidų analizė, kurios pagrindas yra Boole’io distancijų tarp empiriškai stebimų ir vien tik logiškai galimų sąlygų konfigūracijų matavimas bei logiškai galimų atvejų lyginimas su artimiausiais jiems empiriškai stebimais atvejais. Papildžius duomenų rinkmeną kontrafaktinės analizės rezultatais, išvedami du nomologiniai komunistinės sistemos sparčios (per 10 metų) transformacijos į liberalų demokratinį kapitalizmą sąlygų apibendrinimai, kurie gali būti papildyti analogiškais komunizmo transformacijos į racionalų antreprenerišką kapitalizmą, liberalią demokratiją, politinį oligarchinį ir valstybinį kapitalizmą apibendrinimais.

Abstract:

Denne artikel fokuserer på skabelsen af den moderne folkebiblioteksbygning i slutningen af det 19. og begyndelsen af det 20. århundrede. I internationalt perspektiv undersøges og sammenlignes karakteristiske eksempler på de første folkebibliotekers arkitektur og indretning, som afhængigt af forskellige regionale traditioner og politiske systemer søgte at indløse forskellige kulturpolitiske forestillinger om demokrati, oplysning, åbenhed og tilgængelighed. Artiklen tager udgangspunkt i den anglo-amerikanske biblioteksmodel, som bl.a. karakteriseres af de mange små ”videnstempler” i form af Carnegie bibliotekerne og af indførelsen af ”åbne hylder”. Derefter gennemgås centraleuropæiske og sovjetiske bibliotekseksempler. Artiklen afsluttes med en redegørelse for udviklingen af mellemkrigstidens skandinaviske folkebibliotekstype, som forenede det traditionelle biblioteksrum med den modernistiske arkitekturs eksperimenter i form af åbne, lyse og uformelle biblioteker.

Abstract:

Laut Michael Zürns „A Theory of Global Governance” beugen sich Staaten einer übergeordneten Instanz, weil sie ihre epistemischen und politischen Handlungsgrenzen erkennen. Dies setzt eine Fähigkeit zu kritischer und aufgeklärter Reflexion voraus. Zugegebenermaßen fällt es schwer, in Diktatoren kritische und reflektierte Geister zu sehen, die eine externe Autorität anerkennen. Ist Zürns Theorie der reflexiven Autorität daher nur auf stabile und reife Demokratien anwendbar, die mehr Anlass dazu bieten, diesen Reflexionsprozess als plausibel zu betrachten? Vermeiden Diktatoren nicht eher nationale und internationale Handlungsschranken? Dieser Forumsbeitrag setzt Michael Zürns Theorie internationaler Autorität in Dialog mit jüngeren Forschungsergebnissen der Autokratieforschung. Er erörtert die Bedingungen, unter denen auch autokratische Eliten in einen Reflexionsprozess eintreten können. Aus der theoretischen Diskussion leiten sich zwei empirische Erwartungen ab, die mit neuen Daten überprüft werden. Die Ergebnisse einer quantitativen Ereignisdatenanalyse zeigen, dass Demokratien und Diktaturen in gleichem Maße IOs anerkennen.

Abstract:

Abstract First the transmission of information in direct and representative democracies is investigated. Because there is more supply and demand of information, citizens are better informed in direct democracies than in purely representative systems. Then, a survey is given about empirical studies of the economic consequences of direct democracy which show that these consequences are mostly positive. Finally we discuss some of the arguments which are often raised in Germany against the introduction of direct democratic rights on the federal level, especially the reference to `bad experiences' in the Weimar republic. It is shown that these arguments are not valid.

Abstract:

Ovaj rad predstavlja komparativnu studiju sačinjenu od četiri istraživanja obavljena u periodu od 1997. do 2015. godine. U njima se ispituje konotativno značenje politički relevantnih pojmova kod učenika završnih razreda raznih vrsta srednjih škola. Kako je konotativno značenje ono dodatno, emocionalno obojeno značenje, ta obojenost potiče iz socijalne sredine i duha vremena, te je sa promenama ovoga značenja moguće pratiti i promene dominantnih društvenih vrednosti i društvene klime. Uzorak je činilo ukupno oko 750 učenika koji su u četiri vremenske tačke (poduzorci su u tim tačkama bili ujednačeni po socijalno-demografskim karakteristikama) procenjivali sledeće pojmove: nacija, nacionalizam, socijalizam, vođa, demokratija, mir, levica, desnica, sadašnjost i budućnost. Svaki od pojmova ispitan je Ozgudovom skalom semantičkog diferencijala preko 12 opozitnih parova prideva poput ružan-lep ili bezvredan- vredan. Rezultati su pokazali značajna variranja kako na 12 pridevskih parova na svakom pojmu u jednoj vremenskoj tački – što daje suptilniji profil značenja nego što bi dala opšta, jedinstvena ocena pojmova poput demokratije ili nacije – tako i u četiri vremenske tačke. Variranja tokom godina daju indicije o promeni društvene klime i vrednosti, barem u generaciji mladih, u ovom po Srbiju turbulentnom razdoblju od dve decenije.

Abstract:

After more than three decades of primarily economic expansion, the European Union has entered a much more sensitive phase of its development. It has set off on "a road less travelled" concerning these forms of supranational organization - political integration. The result is in every sense a unique and extraordinary creation, albeit unfinished, unprecedented in the history of international relations, particularly in the area of supranational integration. That is why one of the key issues requiring explanation is whether the functioning of the European Union is really based on representative democracy, and, in this context, whether political parties, as its chief exponent in nation-states, contribute to "the formation of European political awareness and the expression of the will of citizens of the Union" at the European level. If we take into account the existing constitutional order of the European Union and the place of Europarties in it - their role, formal, legal and procedural framework of action not yet clearly defined - it is obvious that they are not able to contribute to "the formation of European political awareness and the expression of the political will of the Union citizens".

Namun kenyataannya justru sangat kontradiktif, globalisasi telah menciptakan kekuasaan-kekuasaan global yang bersifat otoriter-oligarkis melalui Lembaga-Lembaga Keuangan Internasional dan Perusahaan-Perusahaan Multinasional yang bekerja sama dengan negara-negara kaya. Karena itu, yang berdaulat dalam era globalisasi bukanlah rakyat sebagaimana dikehendaki demokratisasi, tetapi korporasi-korporasi internasional dan lembaga-lembaga keuangan internasional. Ada dua perspektif yang dapat menjelaskan hubungan demokratisasi dan gerakan anti-globalisasi, yaitu: perspektif anti- globalisasi dan perspektif demokratisasi. Anti-globalisasi adalah sebuah ideologi perlawanan untuk mengakhiri kekuatan korporasi multinasional, IMF, Bank Dunia, dan WTO sebagai instrumen kesepakatan global untuk pertumbuhan ekonomi. Sedangkan demokratisasi adalah realitas faktual perluasan demokrasi sebagai solusi bagi penciptaan kehidupan manusia yang lebih adil dan sejahtera. Gerakan Anti-Globalisasi lahir sebagai koreksi besar terhadap klaim para globalis. Gerakan ini menghendaki terwujudnya demokratisasi yang seutuhnya, yaitu, terwujudnya kedaulatan rakyat yang telah hilang akibat globalisasi dan terpenuhinya kesejahteraan sosial-ekonomi rakyat dan terjaminnya hak-hak sipil mereka.Kata Kunci: Anti-Globalisasi, Demokratisasi, Gerakan AbstractGlobalization in Globalist claim will make the better life in the world. But, in fact the reality is difference because globalization was made the dominance actors in the world which authoritarian-oligarchy like international financial organizations and multinational corporations in cooperation with developed countries. Therefore, in globalization era the sovereignty is always in international financial organizations and Multinational corporation hand, not in the society like what in democratization perspective. There are two prespectives explain about the relation between democratization and anti-globalization movement that is democratization perspective and anti-globalization perspective. Anti-globalization is the ideology which describe the opponent movement to finished the hegemony of Multinational Corporations, IMF, World Bank and WTO in economy consensus. Democratization in the other hand is the reality which explain that the enlargement of democracy is the solution to make the good life for peoples in the world. Anti-globalization movement is born as the correction to globalist claim. Abstract:

‘The clash of civilizations’ of Samuel Huntington and ‘the end of history’ of Francis Fukuyama are two grandtheories that have been widely accepted as the most dominant narratives in post- Cold War internationalrelations. Unfortunately, there have been litt le theoretical developments in today’s world to predict thefuture of international conﬂ ict. The theory assumed that the future international conﬂ ict will not occurbetween democracies and non-democracies as Democratic Peace Theory proposed, but between establisheddemocracies and emerging democracies. The established democracies reluctant to share their power with theemerging democracies on how to manage global order. This reluctancy will lead to political frictions andconﬂ icts among them. In spite of its theoretical breakthrough, this theory suﬀ ers of logical inconsistencysince it does not distinguish between emerging democracies and emerging powers. Instead of conﬂ ictamong democracies, this article argues that international conﬂ icts in the 21st century will be dominatedby asimetrical conﬂ ict between nation-states and radical movements, conﬂ icts due to information openess,and conﬂ ict over natural resources.

Abstract In den internationalen Bibliothekswissenschaften und den internationalen Sozialwissenschaften gibt es letztens eine verstärkte Aufmerksamkeit für die Bestände in den arabischen Bibliotheken. Der neue Arab Union Catalogue ARUC bietet teils bestürzende Einblicke in die Verteilung der arabischen Bibliotheksbestände des „tiefen Arabiens“. Es gibt zwar 7.082 Titel zum Thema Zionismus und 249 Titel zum Thema Adolf Hitler, aber nur 9.858 Titel zum Thema Sozialwissenschaften. Wiewohl ein kleiner Kernbereich internationalisierter Bibliotheken besteht, ist die Katalogentwicklung insgesamt leider enttäuschend. Will die arabische Welt Zugang zu Demokratie und Marktwirtschaft finden, muss die Katalogentwicklung in den arabischen Bibliotheken entschieden verbessert werden.

Zjawisko korupcji w stabilnych, zamożnych państwach demokratycznych określanych mianem demokracji skonsolidowanych było przez długi czas ignorowane przez badaczy. Jednak w ostatnim dziesięcioleciu XX wieku pojawiły się czynniki, które doprowadziły do instytucjonalizacji kwestii korupcji w dojrzałych demokracjach. Tę zmianę obserwujemy również w Finlandii, która według Indeksu Percepcji Korupcji publikowanym przez Transparency International jest postrzegana jako jedno z najmniej skorumpowanych państw świata. Jednak również w tym kraju możemy odnaleźć specyficzne formy korupcji. Celem artykułu jest charakterystyka tzw. sieci starych braci jako praktyk korupcyjnych charakterystycznych dla Finlandii. Autor stara się pokazać proces instytucjonalizacji kwestii sieci starych braci oraz problemy towarzyszące istnieniu tego zjawiska w fińskiej przestrzeni publicznej. Przede wszystkim wskazuje, że w Finlandii możemy obserwować przedefiniowanie nieformalnych, konsensualnych praktyk, które przez długi czas były akceptowanymi komponentami systemu politycznego, na praktyki o statusie korupcyjnym. Subtelność tych praktyk powoduje, że często trudno zaklasyfikować je jako jednoznaczne formy nadużywania władzy dla prywatnych korzyści.

Jak funguje demokracie v Malajsii? Tato monografie jako první v českém prostředí přináší rozsáhlou analýzu volebních a politických jevů odehrávajících se v malajsijské politice. Malajsie prošla do získání své nezávislosti v roce 1957 koloniální nadvládou Portugalska, Nizozemska a Velké Británie. V následujícím složitém období historického vývoje více než šedesátileté nezávislosti se autor zaměřuje na změny v chápání demokracie a naplňování jejích principů optikou ministerského předsedy, což doplňuje o soudobý pohled na politické hodnoty ze strany obyvatel. V rámci analýzy poukazuje kniha na proměny a nepravidelnosti ve volebních výsledcích, které jsou způsobené jak federativním členěním Malajsie, tak zároveň rasovým a náboženským rozložením napříč státy. Autor čtenáře provede nejen teoretickými podklady a charakteristikami volebních pravidel, nýbrž i reálným průběhem volebního procesu. Publikace se snaží přiblížit pestrost volební monarchie také českému publiku, protože Malajsie si s ohledem na zásadní specifika volební politiky, a to nejen v porovnání s Evropou, ale i se zbytkem Dálného východu, větší pozornost rozhodně zaslouží.

Salah satu unsur pengamanan demonstrasi sesuai dengan protap negara adalah Palang Merah Indonesia (PMI). Palang Merah Indonesia merupakan organisasi yang bergerak di bidang sosial kemasyarakatan dan berbadan hukum. PMI melaksanakan tugasnya dengan berpedoman kepada prinsip dasar yaitu Gerakan Internasional Palang Merah dan Bulan Sabit merah serta berpedoman kepada Code of Conduct dan Saver Access dalam setiap melaksanakan tugasnya di lapangan serta dilindungi oleh payung hukum yang berlaku. Kata Kunci: Demokrasi, PMI, Prinsip Dasar Democracy is at a critical position in relation to the sharing of power in a country. The education of democracy is not only in the study of verbalism but also in the social interactions and in both classes and outside classes. One of many elements of demonstration security in accordance with the state regular procedure is the Indonesian Red Cross (PMI). The Indonesian Red Cross is a socially organized, law-abiding organization. PMI conducts its duties guided to the fundamental principles of the international movement of the Red Cross and red crescent and guides to the code of conduct and saver access in each to conduct its duties in the field and protected by a prevailing legal umbrella. Abstract:

The supporting idea of this topics relates to the term of exclusive economic zone which is defined as a territorial sea outside, coastal states that have sovereignty over all natural resources in them and have the right to the application of Coastal state jurisdiction. This zone is located at 200 miles from the base of the territorial sea. Indonesia requires the Blue Constitution or maritime constitution as a constitutional basis for the use of maritime territory in Indonesia. This is what is said to be horizontally integrated territory. There is also the condition of a country's territorial territory separated from other countries' territorial territories. The essence of the state is to control a territory and be recognized internationally. There is existing country if it occupies an area which is its right to the interests of social and geographical unity. The sea area of a country such as Indonesia contained in the provisions of the 1945 Constitution is referred as the blue constitution inside.

Zusammenfassung Im Jahr 2015 traf sich die internationale Klima-Community in Paris zur 21. COP, um über ein neues Abkommen zu diskutieren. Die Staaten vereinbarten, den globalen Temperaturanstieg deutlich unter zwei Grad im Vergleich zur vorindustriellen Zeit zu halten. Trotz dieser deutlichen Signale der Staatengemeinschaft, die Klimaschutzziele verschärfen zu wollen, folgte in den wenigsten Ländern bisher eine tatsächliche und konsequente Umsetzung dieses Ziels. Im Gegensatz treten Interessenkonflikte auf, die auf einen ungleichgewichtigen Einfluss von Lobbygruppen bzw. Klimaleugnern und Klimaskeptikern hindeuten. In diesen Auseinandersetzungen zeigen sich Spannungsfelder zwischen Demokratie und Klimawandel, die in dem Beitrag aus einer Mehrebenenperspektive genauer betrachtet werden.
