<p>Denna uppsats syftar till att undersöka de normativa utrymmen som det finns i dagens internationella samhälle för förebyggande interventioner. Interventioner definieras som ett medel i en större politisk strategi som sker inom en suverän stats gränser mot dess officiella vilja. Vidare skiljer sig förebyggande interventioner från icke-förebyggande genom dess preventiva karaktär. Utifrån en begreppsanalys studeras olika interventionsformer och argument för interventionspolitikens legitimerande. I den politiska elitens motiveringar till det svenska deltagandet i MINUSMA framförs varierande motiv som hänvisar till olika föreställningar och förväntningar kring hur Sverige bör agera. Motiveringarna kan ses som uttryck för och referenser till strategisk kultur vid fattande av strategiska beslut. Syftet med denna uppsats är att undersöka om det går att rättfärdiga militära interventioner med stöd i klassisk liberal politisk teori. För ändamålet har de klassiskt liberala filosoferna John Locke och John Stuart Mill analyserats. Undersökningen är utförd medelst en text- och idéanalys av några av filosofernas portalverk.
