Abstract:
As far as digital communication technologies are concerned, it is commonly assumed that social diffusion levels are high. This means that in terms of social uptake of these technologies generation gap, gender differential and social difference are growing smaller. However, in terms of adaptation and usage social milieus are still important. The first part of the paper shall discuss this general claim with regard to internet accessibility and political/governmental transparency. On the one hand, it has been argued that the internet simply is ‘transparency’. It provides disclosure, information, puts elite behaviour out in the open, and potentially allows everyone to know almost everything about anything. On the other hand, people tend to filter abundant information through their habitus, and the capacity to turn facts to information and eventually in political opinion, tends to vary across social milieu. Seen from this perspective internet accessibility will not automatically improve transparency. Much rather the latter remains tied to the social distribution of social and normative knowledge. Thus while there might be a link between good governance and information availability to the public, government transparency that aims at inviting the public to participate via the net needs a better understanding of the social embeddedness of ‘voice’. Moreover, the ubiquitous norm of virtual transparency as an impulse for more democracy might actually disguise the quest for true representativity in contemporary society, as the second more analytic part of the paper attempts to argue.

Abstract:
An Internet-based tinnitus intervention for use in the USA can address barriers that weaken the provision of tinnitus-related services. Although such interventions exist, their suitability for this population was questioned. The aim of this study was to adapt an Internet-based cognitive behavioural therapy intervention (ICBT) for tinnitus to ensure its utility for a US population. The study objectives were to ensure the program’s accessibility in terms of readability, language, and cultural appropriateness. Methods: The intervention materials were redesigned and simplified to support use by a novel patient group. Readability Studio was used to evaluate reading levels using six different formula. Cultural and linguistic adaptions were identified by clinicians in the USA. Accessibility was further enhanced as the intervention materials were translated into Spanish. Results: Accessibility measures ensured all chapters had readability levels of between Grades 5-6. Cultural and linguistic adaptations were made in terms of content, vocabulary, and spelling. To improve patient engagement, adaptions were made to the interactive elements, goal setting and worksheets. Conclusion: Internet intervention materials were revised to adhere to best practice guidelines. Further studies should determine whether these changes improved self-efficacy, engagement, and aided motivation to complete the intervention.

Abstract:
The internet is becoming the primary channel for many daily tasks, services and necessities. The information and services available on the internet should be accessible to everyone, especially when the only channel available is the internet. For the visually impaired the internet can be a great asset, but also an impossible barrier depending on how the website has been implemented. The goal of this paper was to explore why accessibility for the visually impaired on the internet is not more widespread, and what factors affect the creation of visually accessible websites. Through creating an evaluation method and assessing it, along with end-user as well as developer interviews and feedback we find indicators that the root cause of the issue is multi-factored. Education, resources and directive from clients and superiors seem to be the major culprits.

Dissertação de Mestrado em Sociologia<br>O presente trabalho, que toma a forma de um estudo de caso descritivo, visou estudar a relação entre socialização política e acessibilidade digital em estudantes brasileiros do Ensino Médio da cidade de São Caetano do Sul, município digitalmente mais incluído do país. Neste encalço, a pesquisa foi norteada pela enunciação de três hipóteses, que sugeriam acerca do impacto do grau de acessibilidade digital sobre a influência dos agentes de socialização política (tipo e importância relativa), a orientação e a participação política dos jovens. Um inquérito por questionário foi aplicado junto de 123 jovens de três instituições de ensino, tendo sido a amostra compatível com a distribuição etária e de gênero do universo de referência. Como esperado, os jovens inquiridos caracterizaram-se por médios a elevados níveis de acessibilidade digital, sendo residual a percentagem de jovens caracterizados por níveis de acessibilidade digital baixa. Constatou-se que os jovens apresentam um grande interesse face à tecnologia digital e suas inovações bem como um desinteresse pela participação política, particularmente a institucionalizada. Constatou-se também que a família e a televisão persistem como agentes de socialização apercebidos pelos jovens como especialmente influentes, ao contrário da religião. Ademais, embora não tenha sido possível relacionar o nível de acessibilidade digital dos jovens com a relevância dos agentes de socialização política, a sua orientação e participação políticas, conclui-se que a maioria dos jovens questionados manifestou afastamento dos espaços institucionais da política, algo refletido no baixo percentual de indivíduos que possuem título de eleitor, bem como na escassa afinidade com os partidos políticos.<br>The present work, which takes the form of a descriptive case study, was aimed to analyze the relationship between political socialization and digital accessibility in Brazilian high school students in the city of São Caetano do Sul, the country 's most digitally included municipality. In this regard, the research was guided by the enunciation of three hypotheses, which suggested the impact of the degree of digital accessibility on the influence of agents of political socialization (type and relative importance), the orientation and political participation of young people. A questionnaire survey was applied to 123 youngsters from three educational institutions, and the sample was compatible with the age and gender distribution of the reference universe. As expected, the young respondents were characterized by means to high levels of digital accessibility, being residual the percentage of young people characterized by levels of low digital accessibility. It was found that young people have a great interest in digital technology and its innovations as well as a lack of interest in political participation, particularly institutionalized participation. It has also been found that family and television persist as agents of socialization perceived by young people as especially influential, unlike religion. Moreover, although it was not possible to relate the level of digital accessibility of young people to the relevance of political socialization agents, their political orientation and participation, it is concluded that the majority of young people questioned expressed a withdrawal from the institutional spaces of politics, something reflected in the low percentage of individuals with voters' titles, as well as in the lack of affinity with political parties.<br>N/A

O resultado da pesquisa possibilitou identificar que o desenvolvimento de estratégias comunicativas que respeitam as especificidades linguísticas de surdos pré-linguísticos bilíngues melhora a qualidade da metacomunicação, promovendo acessibilidade durante a interação com o sistema.<br>In general, pre-linguistic deaf bilingual users have difficulty understanding the textual information available in web pages. Therefore, this paper focuses on the use of dialogs mediating the interaction of pre-linguistic deaf in a bilingual organizational context, identify possible breakdowns in communication between both user interface and web page system information, as in the use of mediation dialogues. In that context, we evaluated the interaction of users' activities navigation and data entry in the organizational system, investigating differences in interactive communication system with and without the use of mediation dialogues through tool Web Navigation Helper (WNH). The survey results identified that the development of communication strategies that meet the specific language of deaf pre-linguistic bilingual improves the quality of metacommunication, promoting accessibility during interaction with the system.

Presented through the lens of the Theory of Relative Deprivation (Tajfel & Turner, 1986), this thesis aims to establish and quantify the link between inaccessibility in online contexts for people with low-vision or blindness, and the psychosocial impacts that may be associated with this inaccessibility. As there is existing research on this topic with elderly participants (Lagacé, Charmarkeh, Zaky, & Firzly, 2016), the focus for this research was working-aged people. The following research questions were addressed: 1) Does perceived lack of internet accessibility lead to perceptions of unfairness among low-vision or blind individuals? 2) In turn, do perceptions of unfairness negatively impact their level of self-esteem, and civic engagement? The hypothesized results were modeled as lower levels of perceived access lead to lower levels of perceived fairness, which in turn, lower the levels of civic engagement and self- esteem. Using a sample of 69 participants between the ages of 21-65, a self-report questionnaire was administered. It was found that perceived fairness was correlated on three of four scale items with self-esteem levels; the perception of fairness was not correlated with civic engagement; civic engagement and self-esteem were significantly correlated; and perceived access was correlated with levels of self-esteem.

Abstract:
With increasing demand placed on online accessibility, a tool that enables developers to more easily build accessible websites for colour vision deficient (CVD) internet users becomes a crucial consideration. An extension was developed for the web browser, Google Chrome, and issues for CVD internet users were identified. The identification was based on the luminance and colour contrast between different objects next to each other on a web page, such as fonts and their background. The extension calculated how a CVD internet user would experience the colours and then checked the contrast between them. The extension's calculations and reliability was assessed through a evaluation with CVD internet users and the results suggested that it would be possible to reliably detect issues related to CVD internet users with a algorithm implemented in a Chrome extension.<br>Med ökande krav på tillgänglighet på internet så ökar behovet av ett verktyg som underlättar för utvecklare att bygga hemsidor för personer med defekt färgseende. Ett tilläggsprogram utvecklades för webbläsaren Google Chrome, och problem för personer med defekt färgseende identifierades. Identifikationen baserades på luminanskontrast och färgkontrast mellan olika närliggande objekt på en hemsida, så som fonter och deras bakgrund. Tilläggsprogrammet beräknade hur en person med defekt färgseende upplever färgerna på hemsidan och kontrollerar kontrasten mellan dem. Tilläggsprogrammets tillförlitlighet bedömdes med hjälp av en utvärdering genomförd med personer med defekt färgseende. Utvärderingen indikerade att det är möjligt att tillförlitligt identifiera problem relaterade till personer med defekt färgseende med hjälp av en algoritm implementerad i ett Chrome tilläggsprogram.

In the age of the risk society, when several actors at an international, national, and local level converge in order to find solutions that help mitigate the global effects of natural disasters, there is a need to study the patterns for communicating and interacting with the public that eventually feel the impact of crises. In the richer parts of the world ICTs have facilitated a framework for having instant information regarding threats that make crisis management a discipline that is centered more in preparing and planning, rather than mitigating actual crises.  In developing countries, the contextual idiosyncrasies of each nation provide a fragmented array of settings that prevents a rapid flow of information in the event of natural disasters. The phenomenal growth of mobile telephony use and its rapid diffusion in developing countries offers a game changing scenario where crisis managers could benefit from new applications and functionalities of mobile devices. In a confluence of multidisciplinary nature, this study aims to explore the role of mobile technology and internet in crisis management, as well as the state of accessibility of mobile technology when addressing the general public in Ghana. This study follows a three-pronged approach with the aim of answering its research questions. First, a qualitative study of the communication processes between crisis managers and the public and the role of mobile technologies during those processes. Second, a quantitative study of the uses of mobile internet and the current mobile internet infrastructure. Finally, a study on the accessibility level of Ghana’s national crisis management organization’s website. Several conclusions can be drawn from this study. Mobile technologies have an important role in the communication process of crisis managers and the public, however the use of internet still has no part in the flows of communication due to deficits in infrastructure and socio-economic factors, leading to a disconnection between international risk policy requirements and local needs. The lack of resources is seen as the biggest challenge for crisis managers; a challenge that leads to issues of trust in the public and non-compliance. Finally, while there have been improvements in accessibility efforts, there is still a wide gap between international web accessibility best practices and the one provided by authorities in Ghana.

AbstractThe advent of Industry 4.0 technologies, encompassing the Internet of Things (IoT), Big data analytics, artificial intelligence (AI), blockchain, location-based services, and virtual and augmented (VR/AR) reality systems, has revolutionized the tourism landscape, automating production and service delivery. As the momentum of Industry 4.0 propels us toward the tourism-specific concept of Tourism 4.0, questions arise about the ability of humans to keep pace with the rapid technological advancements and ensure these innovations genuinely benefit society. The ongoing debate prompts a call for humanizing Industry 4.0, echoed in the emerging concept of Industry 5.0, advocating for more responsible and humane technology approaches. Concurrently, voices championing Tourism 5.0 emphasize the need to align technology with diverse human tourism needs and enhance accessibility for a more inclusive and meaningful travel experience. Through this chapter, we endeavor to establish Tourist 5.0 as a holistic alternative to the prevailing concept of digital accessibility practices within the typically limited and task-focused tourism sector. This chapter critically examines the evolution from Industry 4.0 to Industry 5.0, drawing parallels with Tourism 4.0 and Tourism 5.0. This study investigates how IoT could influence service connectivity, accessibility, and the existing disparities in transit services. The primary goal of this study is to assess how the implementation of IoT technology could enhance the connectivity and accessibility of LA Metro Rail services, and whether such technological advancements could contribute to mitigating service inequality. The research methodology encompasses a comprehensive analysis of connectivity and accessibility values across all LA Metro Rail lines for the years 2015, 2017, and 2019. This approach allows for evaluating the potential impact of IoT technology on service connectivity and accessibility for inequality. The study considers several factors, including potential ridership based on low-income populations’ proximity to transit stations and the integration process of IoT technologies within the rail service infrastructure. The study reveals that IoT implementation could significantly improve service accessibility across all rail lines, indicating a positive trend in technological advancements enhancing public transit. However, the impact on reducing service inequality is inconsistent. Notably, Rail Line B would experience fluctuating accessibility with IoT, while Rail Line C showed persistent inequality under IoT deployment scenarios. This paper analyses the causal effects of exposure to high-speed internet on socioemotional wellbeing in adolescence and youth. We exploit the geographic and cross-cohort differences in fiber optic accessibility given by the fiber-optic-to-the-home (FTTH) project developed in Uruguay in the period 2011-2018. We identify intention-to-treat effects by combining administrative data on FTTH rollout with large survey data specially designed to collect outcomes in youth. Our results show that access to high-speed internet has mixed effects on mental health. Going from 0 to a 100% probability in FTTH accessibility reduces the incidence of feeling lonely in 9 percentage points (pp) but increases the incidence of feeling worried in 9 pp. We also find an increase in the probability of having a medical visit in 10 pp, without statistically significant effects in visits to a psychologist or psychiatrist. Our results further evidence an increase in the probability of alcohol and marijuana consumption, showing that internet access can also affect risky behaviours. The analysis of heterogeneous effects by gender, age, region of residence, and educational background shows that, while the effect on feeling worried is observed across all sub-samples, the reduction in loneliness is mostly explained by boys, individuals under 18, and with lower educational background. Dissatisfaction with their way of being emerges as the leading mechanism behind the detrimental effect on feeling worried. We do not find any evidence on FTTH access displacing offline recreational activities at the extensive margin.

The COVID-19 pandemic outbreak affected most universities, and it severely disrupted their face-to-face teaching and learning processes. The University of Gondar (UoG) and the University of Rwanda (UR) were no exceptions. Before the pandemic, E-learning was not an education norm in both institutions. Education was mainly face-to-face, inside a four-wall classroom experience. As COVID-19 restricted such experience, the two universities adopted a range of online platforms to support teaching, learning, and access to learning resources. Across the globe, E-learning solutions promise institutional resilience and innovative teaching and learning activities in tertiary education – but only if their development is embedded within enabling institutional culture, structure, policy, and processes. Against this backdrop, we designed a study to explore leadership and policy perspectives, institutional contexts, potentials/prospects, challenges, and best practices of educational digital solutions. In this exploratory study, we used accessibility and inclusivity as key motifs to frame discussions of results. We used a cross-sectional design and employed qualitative methods to collect data, i.e., document reviews, key informant interviews, and focus group discussions. We adopted a descriptive thematic analysis procedure to organize, analyze, and interpret the data. Overall, the results indicate that education leaders, faculty, and students were not equipped to smoothly transition from face-to-face learning to e-learning in the aftermath of the COVID-19 pandemic. Not only meeting technological requirements, the accelerated deployment of E-learning tools implied a change in pedagogy. We found that institutional policies were not designed to fully accommodate the change (except for some guidelines proposed during COVID-19). The lack of an e-learning strategy and resource limitations have hindered and continue to impact e-learning uptake in both institutions. We also found that poor internet connectivity, lack of tech devices and software, inadequate leadership commitment, power interruptions or outages, inadequate pedagogical training, low community perception, and poor administrative and technical skills are the challenges of the two institutions to effectively manage full-fledged e-learning programs. These challenges were usually amplified by the nature of national, local, and institutional contexts (e.g., a multi-campus, multi-college setting of UR and a war outbreak in northern Ethiopia). Noting that face-to-face education is still seen as premium, there is a need for a blended approach to e-learning and policies that would improve accessibility to and affordability of E-resources to diverse groups of staff and students. With varying degrees, we found that the two institutions are engaging in activities to promote e-learning. For instance, groups of e-learning Champions are advocating in both institutions for engagements in accelerated change efforts (be it on an e-learning platform, capacity building, access devices, and strategy). Both institutions have units that coordinate e-learning uptake and ensure its inclusivity. Both institutions could also benefit from increased governmental and development partners’ attention to the possibility and support of digital education. However, the issue of social equity and e-learning ecosystem management remains paramount in launching e-learning programs. In sum, we observed that e-learning is still in its nascent stages at both institutions although not at the same level. Their respective e-learning initiatives must integrate global best practices and specific local contexts and priorities. This requires that state and institutional leaders embrace and encourage co-creation, knowledge, and expertise sharing among institutions in low-resource and similar settings.

Regarding geographical accessibility questions, the five Nordic countries stand out in Europe due to their low population density, geographic variety including fjords, lakes, and mountains but also the prominence of sustainable energy sources. Before this backdrop, electric aviation holds the potential to make the region’s transport sector more sustainable while helping to overcome regional development and accessibility challenges, particularly in rural areas. The introduction of electric airplanes in local transport networks promises the reduction inter alia greenhouse gas emissions and air pollution. While several options to achieve zero- or low emission aviation are currently being developed, this report focuses primarily on the electrification of aviation. Yet, electric aircraft still face several technical and economic challenges, including limited range and passenger capacity. Despite these limitations, this working paper highlights a heightened interest in the introduction of electric aviation, exploring the existing situation, challenges and knowledge in the 5 Nordic countries.

Unfortunately, with the transition of training to the online mode, the teacher cannot use his literature when conducting classes. In this regard, there is a need to use electronic resources. On the one hand, the development of the global network implies the presence of a large number of a wide variety of sites, which cannot but be a positive aspect, because both the teacher and the student can independently choose a resource that will be most understandable. But on the other hand, the variety of Internet resources implies the presence of unverified, false information, which can negatively affect the quality of education. That is why it is necessary to analyze new information systems. The problem is the presence of a large number of information technologies and resources used in education. Purpose. The requirements for the organization of a comprehensive examination suggest an approach that includes an examination of technical and technological, psychological, pedagogical and design-ergonomic aspects of the creation and use of educational electronic publications and resources, in our work we were based precisely on generalized research methods: 1) Technical and technological expertise (technical component of the site, its position in the network). 2) Psychological and pedagogical expertise (component by the type of educational electronic publication or resource, level of education, type and form of the educational process, assessment of the content and scenario of the informatization tool). 3) Design-ergonomic expertise (assessment of the quality of interface components of educational electronic publications and resources, their compliance with uniform ergonomic, aesthetic and health-saving requirements; assessment of the quality of interface components of educational electronic editions and resources, their compliance with uniform ergonomic, aesthetic and health-saving requirements). Results. The main sites that are frequently used by teachers of the natural science cycle of disciplines are the Russian Textbook corporation, the Enlightenment group of companies, the Binom publishing house, the Digital Age School, the practical significance of the study is determined by the high level of readiness of the results obtained, during the study it was found that it is advisable to introduce an information-electronic educational site - the Russian textbook corporation - into the pedagogical practice of the implementation of natural science subjects. The advantages of this server were established and recommendations for its use in the educational process were developed. Practical implications: the results obtained are expedient to be applied in educational institutions of the Russian Federation.

Abstract:
A healthy democracy requires that every citizen has an equal and effective vote. Further, all voters should be able to express their preferences easily and be confident that every effort has been made to record and count those preferences accurately. Unfortunately, poor ballot design hampers citizens’ ability to express their preferences. Inaccessible voter education materials limit voters’ ability to learn the information vital to participating in elections. Conversely, effective ballot and voter education design can lower ballot rejection rates, decrease the number of ballots that require curing, decrease the time it takes to vote, increase voter turnout, and ensure that every voter’s ballot is counted. This report reviews current policies across multiple states, including three states of interest: Michigan, North Carolina, and Pennsylvania. We summarize nationwide best practices and suggest a series of evidence-based recommendations to improve ballot design, language and disability accessibility, and voter education materials.
