Abstract:
As far as digital communication technologies are concerned, it is commonly assumed that social diffusion levels are high. This means that in terms of social uptake of these technologies generation gap, gender differential and social difference are growing smaller. However, in terms of adaptation and usage social milieus are still important. The first part of the paper shall discuss this general claim with regard to internet accessibility and political/governmental transparency. On the one hand, it has been argued that the internet simply is ‘transparency’. It provides disclosure, information, puts elite behaviour out in the open, and potentially allows everyone to know almost everything about anything. On the other hand, people tend to filter abundant information through their habitus, and the capacity to turn facts to information and eventually in political opinion, tends to vary across social milieu. Seen from this perspective internet accessibility will not automatically improve transparency. Much rather the latter remains tied to the social distribution of social and normative knowledge. Thus while there might be a link between good governance and information availability to the public, government transparency that aims at inviting the public to participate via the net needs a better understanding of the social embeddedness of ‘voice’. Moreover, the ubiquitous norm of virtual transparency as an impulse for more democracy might actually disguise the quest for true representativity in contemporary society, as the second more analytic part of the paper attempts to argue.

Abstract:
Web accessibility requires designing and developing websites so that people with disabilities can use them without barriers. While the internet has become central to daily life, websites have overwhelmingly remained inaccessible to the millions of users who have disabilities. Congress enacted the Americans with Disabilities Act (ADA) to combat discrimination against people with disabilities. Passed in 1990, it lacks any specific mention of the internet Courts are split as to whether the ADA applies to websites, and if so, what actions businesses must take to comply with the law. Further complicating matters, the Department of Justice (DOJ) initiated the rulemaking process for web accessibility in 2010, only to terminate it seven years later without issuing a rule—leaving the disability community without meaningful online access and businesses without clear standards. Meanwhile, complaints about the accessibility of websites have flooded federal agencies and the courts. Against that backdrop, this Note calls for the DOJ to use negotiated rulemaking, a regulatory innovation from the 1980s that has since faded in use, to achieve web accessibility. Given that the Supreme Court has declined to resolve whether the ADA’s protections apply to the internet, the business and disability communities should come together through negotiated rulemaking to build consensus on web accessibility.

The accessibility of the ten most frequently visited career-sites was investigated. The career sites were chosen based on the number of unique visitors that accessed the sites over a period of one month. The criteria for accessibility included the guidelines established by the World Wide Web Consortium's Web Accessibility Initiative and were measured using Bobby 3.2 software by CAST. The results indicate that none of the Careers sites met accessibility criteria established by the World Wide Web Consortium.

Abstract:
Google Meet is mostly useful in today’s educational system. To gain a better understanding of how Google Meet is used in the classroom, this study used a descriptive survey-research method. Its key objectives were to assess faculty competency in using the digital classroom in terms of teachers’ competency, internet connectivity, and accessibility, as well as to examine the link between instructors’ competency, internet connectivity, and accessibility. The questionnaire was divided into three sections, and the results of the tests administered to the participants were collated and analyzed using SPSS. Results revealed that the majority of pupils rated their professors’ competency as very high. It was highly connected in terms of internet connectivity, and high accessible in terms of online accessibility. In terms of mean, the highest mean was for teacher competency (M=4.18), followed by internet connectivity (M=4.13) and internet accessibility (M=4.14) (4.01). connectivity (M=4.13), and access to the internet (4.01). The faculty members believe that having access enables them to effectively share knowledge with students over the internet when using Google Meet in the teaching-learning process. After the Covid-19 pandemic, internet usage has increased dramatically. However, the impact of internet accessibility on the job market is still a circle in academic circles. There are those who argue that internet accessibility can improve labor market performance by reducing information distortions and increasing workers' skills. However, there are also those who argue that internet accessibility can hamper labor market performance due to a skills bias, where workers who are less skilled with routine tasks tend to be left out in the digitalization era. Therefore, this study aims to evaluate the extent to which internet accessibility influences the labor market in Indonesia using the Fixed Effect Model (FEM) method and Central Bureau of Statistics (BPS) data for 2010-2020. The results show that in general, the internet tends to improve the performance of the labor market in Indonesia with a positive effect on wage rates and the proportion of workers in the formal sector, and a negative effect on the Open Unemployment Rate (TPT). This study suggests that the internet can increase productivity and income as well as facilitate access to information on the labor market in Indonesia.

The spread of COVID-19 has shifted teaching and learning methods at all institutes of higher learning in Malaysia from traditional methods to online distance learning. To cope with this new teaching method, students face some difficulties. One of the most challenging is the lack of internet access and accessibility that constrains students’ engagement and motivation toward online distance learning. The unaffordability to purchase internet data and poor internet connectivity are common problems that have often been voiced by students, as this greatly affects their attendance, communication, and submission of each class assignment. To reduce the burden faced by the students, government and telecommunication services providers introduced some initiatives to enhance internet access and accessibility. Thus, this study aims to review the impacts of internet access and accessibility initiatives on the effectiveness of online learning during the COVID-19 era. The conceptual reviews will acknowledge the policymakers on the barriers faced by the students, the impact of internet initiatives on online learning, and the recommendations to improve current practices on internet access and accessibility, It can be used by the policymakers to provide relevant initiatives to assist teaching and learning among students.

Abstract:
This study assessed the levels of internet accessibility, and productivity among the respondents, including the school heads, teachers, and students. The findings reveal that internet accessibility varies based on the type of internet connection available, with fiber internet, mobile data, and wireless broadband being the most common. School heads need to integrate technology into school management to harness its benefits, while teachers have reliable internet access at both home and school but seldom use educational apps and Open Educational Resources (OER). Students are proficient in digital tools but rarely provide feedback or report internet issues. In terms of technology use and ethics, school heads are responsible for promoting appropriate technology use and cyber ethics, while teachers are tasked with teaching ethical online conduct to students. The productivity analysis shows that school heads and teachers achieved very satisfactory performance in various domains but faced delays in submitting internet-based requirements. For teachers, there is a strong relationship between internet accessibility and productivity, though it explains only 4% of their productivity. For students, there is a weak but statistically significant positive relationship.

Abstract:
The poverty reduction rate in Java was considered very low, thus requiring new strategies and policies, such as the improvement of internet accessibility. This study, using the 2018 National Socio-Economic Survey (SUSENAS) data, aimed to examine the role of internet accessibility to reduce poverty rates in Java through a spatial approach. The results showed that internet accessibility had a significant effect on the reduction of poverty rates in Java. It also found that the poverty rates in an area in Java were influenced by the types of works of household heads in the same location and the poverty rates in neighboring areas (spatial spillover effects). This study recommended that the Government, in reducing poverty rates, focuses on providing internet infrastructure and, more, on spatial aspects.

Digital divide is referring to the gap between demographics and regions that have access to modern information and communications technology, and those that don't or have restricted access such as internet. The digital divide continues an important public policy debate that encompasses social, economic and political issues. This research focuses on to identify internet accessibility factors at Pulau Tuba Langkawi. In this research study, we focus on surveying internet accessibility and conducting an interview using quantitative study. Internet accessibility is conducted using OpenSignal application. OpenSignal is application to build a network coverage map of cellular network. For second method, quantitative survey was conducted by interviewing and questionnaire, with the sample size of the survey is 30. From this research, the results show only two spots which has good internet coverage which are near a primary school which are government owned premises. On the other hand, the area along the beach has moderate to bad internet coverage and certain place such as Lubuk Chempedak has very limited internet coverage. From quantitative survey, majority of population has average competent level of knowledge and skills to use the internet application such as email, online banking etc. Furthermore, the results show that majority of population strongly agreed that internet has the potential to increase their income and market their local product to bigger market. However, majority of them unable to use the internet and benefits from it due to poor internet accessibility. Therefore, more IT educational program and training should be given, and the government and local authority must play its part to improve the internet infrastructure so that the population did not continue being left out from the development of digital economy.

Abstract:
The task of ensuring Internet accessibility for people with disabilities is formulated in the documents of the W3C consortium in the format of the WAI (Web Accessibility Initiative) and WCAG (Web Content Accessibility Guidelines) recommendations. GOST R 52872-2019 has been developed in the Russian Federation, based on WCAG recommendations. The analysis of some provisions of GOST R 52872-2019 is presented in this paper. The current Law No. 181-FZ on the protection of the rights of persons with disabilities is the legal basis for the development of versions of websites for the visually impaired. The provisions of Law No. 181-FZ are implemented in the policy documents of relevant departments. The paper analyzes the provisions of two orders of the Ministry of Digital Development of 2022 and 2023, which determine the procedure for presenting information for the visually impaired on the websites of organizations subordinate to management bodies of different levels. The practice of applying the provisions of regulatory documents and developing Internet support tools for people with health problems has not yet been sufficiently developed. The material contained in this work is intended to serve as a basis for immersion in the topic of regulatory support and technological solutions when designing websites of organizations, taking into account the needs of people with disabilities, in particular, visually impaired site visitors.

People with visual disabilities are exposed to digital exclusion related to the lack of access to information resulting from the maladjustment of websites as well as limited access to appropriate software that facilitates the use of the Internet. Research Aim: The aim of the research was to learn the opinions of blind and visually impaired people regarding changes in the accessibility of websites of public and private institutions, to determine the barriers in access to the content posted on websites and to determine the opportunities offered by the Internet for blind and visually impaired people. Method: The diagnostic survey method and a tool – an original survey questionnaire were used. 102 blind and visually impaired people took part in the research. The Kruskal-Wallis H test as well as the Mann-Whitney U test were used in the statistical analysis. Results: The obtained results prove that there are statistically significant differences: in the assessment of the accessibility of websites of public institutions, banking and financial institutions; in using a screen reader (paid, free); in the use of subsidies from PFRON funds for the purchase of equipment/software conditioned by the level of education, degree of disability, gender and place of residence of the surveyed people. Conclusions: The accessibility of websites of public institutions has improved after the adoption of the Accessibility Act of 2019, partly also of private institutions. Blind and visually impaired people encounter financial and digital barriers related to access to the Internet, some of the respondents are exposed to digital exclusion, which makes it difficult to use the opportunities offered by the Internet.

Background There is much public debate regarding the high cost of insulin. With 1-in-4 patients in the United States with type 1 diabetes reporting difficulties affording insulin, there is concern that some of these patients might look for cost savings on the internet, unaware that 96% of internet pharmacies are illegitimate. Patients who purchase insulin from illegitimate internet pharmacies remove themselves from traditional health care systems that ensure safe, quality-assured, and effective medication use. Objective This study aims to determine the accessibility of Humalog and NovoLog insulin from internet pharmacies and characterize how these sites approached patient safety, and priced as well as marketed their products. Methods From September to December 2019, we queried the phrases buy insulin online, buy Humalog online, and buy NovoLog online in common search engines. The first 100 search results from Google and Bing, and the first 50 search results from Yahoo! and DuckDuckGo were screened. Websites were included if they claimed to sell Humalog or NovoLog insulin, were active, free access, in the English language, and had a unique URL. The legitimacy of websites was classified using LegitScript. Safety and marketing characteristics were compared across the legitimacy of internet pharmacies. Internet pharmacy prices were compared with the prices offered through brick-and-mortar pharmacies using GoodRx. Results We found that 59% (n=29) of the 49 internet pharmacies in our analysis were illegitimate, whereas only 14% (n=7) were legitimate and 27% (n=13) were unclassified. Across illegitimate internet pharmacies, Humalog and NovoLog insulin were 2 to 5 times cheaper as compared with both legitimate internet pharmacies and brick-and-mortar stores. Risks associated with the use of illegitimate internet pharmacies by American consumers were evident: 57% (8/14) did not require a prescription, 43% (6/14) did not display medication information or warnings, and only 21% (3/14) offered access to purported pharmacists. This included 9 rogue internet pharmacies that sold Humalog and NovoLog insulin within the United States, where 11% (1/9) required a prescription, 11% (1/9) placed quantity limits per purchase, and none offered pharmacist services. Rogue internet pharmacies often offered bulk discounts (11/18, 61%), assured privacy (14/18, 78%), and promoted other products alongside insulin (13/18, 72%). The marketing language of illegitimate internet pharmacies appealed more to quality, safety, and customer service as compared with legitimate sites. Conclusions The ease of access to low-cost insulin through illegitimate internet pharmacies calls for urgent attention. Illegitimate internet pharmacies place patients at risk of poor-quality medications and subpar pharmacy services, resulting in adverse events and poor diabetes control. A multifaceted approach is needed to close illegitimate internet pharmacies through legal and regulatory measures, develop better search engine filters, raise public awareness of the dangers of illegitimate internet pharmacies, and address the high costs of insulin.

News website have become one of the media used to distribute information in line with the large use of the large use of internet. A website must be designed to meet the needs of every users in obtaining information, including people with disabilities as regulated in Act. Number 8 of 2016 article 24. Therefore, an evaluation is needed to measure the level of accessibility of news website pages, where this study uses Detik.com news site as one of the largest media in Indonesia. The evaluation was conducted using the Website Accessibility Conformance Evaluation Methodology (WCAG-EM) to measure the level of accessibility of Detik.com news site according to the Web Content Accessibility Guidelines (WCAG) 2.0 standard with the assistant of AChecker and WAVE evaluation tools. The result shows that none of the pages of Detik.com comply with the WCAG 2.0 minimum accessibility standards. The majority of web pages can not convey the purpose of both text and image links with clear context. Improvements to the accessibility barriers found can be carried out immediately to improve the level of accessibility of Detik.com news site.

Opportunities for Internet use in the political process are constantly emerging. The use of the Internet to obtain political news and share political information is gaining momentum. Remote Internet voting initiatives are also growing in popularity. This study presents a model of Internet voting adoption that explores the predictors of the perceived usefulness of Internet voting systems. To test the model a survey is administered to 372 citizens. The results of structural equation modeling indicate that accessibility, convenience, disposition to trust, and Internet trust all have a significant impact on the perceived usefulness of Internet Voting. Implications for research and practice are discussed.

The data was collected by administering a structured questionnaire as data collection tool from 1001 graduate students, selected through proportionate sampling technique from the five purposefully selected Public Sector Universities in Khyber Pakhtunkhwa. The results revealed that, majority of the students have their own PCs/Lap-tops and accessed internet at homes followed by university libraries and computer labs mostly for: entertainment, academics, communication and keeping themselves up-to-date. However, majority of the students used to spend maximum time on internet for entertainment purposes rather than educational purpose. It was also revealed that they were less satisfied with some of the important academic online resources like: free books, free online databases, free electronic reference material, indexes and abstracts, and thesis and dissertations and that is why these resources received the lowest ranks in effectiveness and a very low rank in the use frequency. The problems which hindered the effective use of internet among students were: inadequate knowledge of online e-resources, slow speed of internet, electricity shortage problems, the negative attitude of society towards the internet usage, and students having less encouragement from parents to use internet due to the availability of immoral sites on the internet. Thus, overcoming these problems will definitely enhance the effective use of the internet. Suggestions and recommendations are proffered based on the findings of this study.

This paper analyzes the satisfaction of bank clients with the internet banking services in the Republic of Serbia. The aim of the research is to measure the actual level of satisfaction of the domestic banks clients with the internet banking services and to determine the connection between satisfaction and internet banking and its main determinants. The research was conducted through a questionnaire, and 193 respondents took part. The obtained answers were processed using descriptive static analysis, reliability analysis of research variables, correlation analysis, and multivariate regression analysis. By analyzing the relevant literature, efficiency, safety and privacy, accessibility, response and costs were determined as independent variables, while satisfaction was used as a dependent variable. The research results show that the strongest influence on the bank clients satisfaction has the efficiency factor, followed by the response, security, and privacy, while accessibility and costs do not have a statistically significant impact on the internet banking users satisfaction.

This paper addresses the primary accessibility issues, such as missing Accessible Rich Internet Applications (ARIA) landmarks, ill-formed headings, low contrast text, and inadequate form labeling. The dynamic nature of modern web and cloud applications presents challenges, such as developers' limited awareness of accessibility implications, potential code bugs, and API failures. To address these issues, an AI-enabled system is proposed to dynamically enhance web accessibility. The system uses machine learning algorithms to identify and rectify accessibility issues in real-time, integrating with existing development workflows. Empirical evaluation and case studies demonstrate the efficacy of this solution in improving web accessibility across diverse scenarios.

The Internet is a critical eHealth/eGovernment information source, and the U.S. Department of Veterans Affairs operates the United States’ largest integrated health care system. This case study used machine-based accessibility testing to assess accessibility for 116 VA Medical Center websites, based on U.S. Section 508 standards and international WCAG 2.0 guidelines. While we found accessibility issues on each website analyzed, problems were generally limited. Notable exceptions included PDF accessibility and fixed-text sizes. The study’s results offer implications for practitioners (accessibility problems likely overlooked and ways to check accessibility) and educators, particularly the need to better integrate accessibility into the curriculum.

The independent variables are accessibility, convenience and service security. Research is conducted using primary data collecting opinions of 123 respondents from Kathmandu city. Structured questionnaire was adopted for the survey and Likert scale items were used for the collection of cross sectional. The correlation and regression are used to identify the association and impact of independent variable on customer satisfaction. The result shows that convenience has positive relationship with customer satisfaction which depicts that convenience in use of internet banking, higher would be the customer satisfaction. The service security has also positive correlation with customer satisfaction. It means better the service security of internet banking, higher would be customer satisfaction. The accessibility is also positively correlated with customer satisfaction. The regression result for the accessibility found not statistically significant.

Further to the binary notion of accessibility and lack of accessibility to digital technology, this study examines Internet usage as the outcome of choice made by an individual to use the Internet. In identifying the determinants of choice, this study integrates the social cognitive theory notion of the human agency with the ability-motivation-opportunity (AMO) framework. The results of path modeling analysis of the data collected from 270 respondents in Malaysia showed that digital skill was the most significant predictor of Internet usage. Opportunity and extrinsic motivation were also significant predictors, whereas intrinsic motivation had no significant effect on Internet usage. Besides, the findings revealed that the traditional sociodemographic determinants of the digital divide are still prevalent in Malaysia.
