Abstract:
The article analyzes problems of poor legal regulation of relationships in the Internet when the network is used as a mean of information dissemination. The article focuses on the analysis of judgements in cases involving organizations that distribute software designed for maintenance of the companies’ paper flow, when such cases reveal evidences of non-licensed use of information. Gaps are identified in possibility to use civil methods of information protection traditional for the Russian system of justice. The authors found some inefficient information protection methods considering the level of processes and technology development, such as watermarks on the images, information depositing in Web-depository. The articles draw special attention to the requirements that an author and owner may put forward to information protection in the Internet.

AbstractMeasures restricting data flows outside one's borders, including mandatory data/server localization measures, are not only a barrier to trade, but also largely ineffective in achieving better internet security or trust. Nevertheless, governments deploy such measures, primarily on grounds of cybersecurity and privacy, potentially violating their obligations under the General Agreement on Trade in Services (GATS). In this article, I investigate whether GATS-inconsistent measures may be justified under GATS Art. XIV when aimed at ensuring privacy or cybersecurity, and, if so, whether GATS Art. XIV effectively balances trade and internet policy. As the internet governance framework is complex and somewhat ambiguous, applying GATS Art. XIV to cybersecurity/privacy measures necessitates balancing of trade liberalization principles and domestic internet policy. This exercise can be effective in weeding out data localization measures disguised as privacy/cybersecurity measures, particularly by employing relevant technical and factual evidence. However, given the lack of binding international law/norms on these issues, GATS Art. XIV has a limited role, particularly in cases involving direct conflict between multistakeholder/transnational internet norms and domestic internet policies, or where the measures are founded on contentious standards/benchmarks on privacy/cybersecurity. Ultimately, ensuring free and secure data flows requires a multidimensional policy response, including strengthening linkages between trade law and internet governance.

The integrated Network-Enhanced Telemetry (iNET) Test Article Standards Working Group (TASWG) has developed a standard for Telemetry Network System (TmNS). The introduction of Internet Protocol (IP) networks on test ranges has created the potential for greater flexibility in the telemetry environment. This paper discusses the rationale for particular decisions concerning key components mandated by the standard. Performance implications concerning the mandates of the standard are also described. As an educational aid, examples of TAS-based processing philosophies and data structures have been constructed. These examples, including sending and receiving messages, are shown to reinforce understanding core concepts of the standard.

O presente estudo, de caráter descritivo-análitico, com foco na pesquisa exploratória, analisa as percepções dos gestores, através de diretores e vice-diretores em 04 (quatro) escolas públicas e municipais de ensino fundamental e médio, sobre aspectos relacionados à administração pelas habilidades e competências de operar em suas escolas à rede BEDnet. O principal objetivo desse estudo é, a partir das percepções particulares investigadas, compreender o sentido do trabalho coletivo perante as habilidades apresentadas e o que o mesmo pode significar para as escolas públicas e municipais de ensino fundamental e médio ao ingressar na BEDnet, através da competência informacional. Foram empregados nos procedimentos de coleta de dados: entrevista, baseada no roteiro de entrevista de indicadores de desempenho, com ênfase na experiência de vida de cada sujeito pesquisado como gestor e; a aplicação de um questionário de afirmativas e respostas abertas contendo 15 questões e semi-estruturado a partir da noção de quatro grandes áreas de atividades (pessoal, profissional, tecnológico e gestão) relacionadas a seu conhecimento e administração da rede BEDnet. Por fim, estes procedimentos nos levaram a identificar as habilidades e competência informacional dos gestores como receptores e disseminadores de conhecimento na integração e compartilhamento do portal BEDnet. Finalmente, a investigação não se finaliza aqui, representa apenas uma etapa concluída de um estudo mais amplo, onde a metodologia apresentada poderá ser estendida e aplicada em escolas públicas, deficientes de bibliotecas escolares presenciais. O compartilhamento de saberes e união dos conhecimentos técnicos e teóricos dos bibliotecários, professore e alunos, demonstrarão que é possível aplicar na realidade a construção de um projeto social necessário para a complementação do ensino nos dias de hoje.

Abstract:
This thesis sets out a model to examine how the internet functions. 'The symbiotic web' suggests a symbiotic relationship between corporations that have built business models dependent upon the gathering of personal data from people, and the individuals themselves who have begun to rely on apparently 'free' services (from search to email, social networking to YouTube). Having set out the model, the thesis looks at its implications: how it has contributed to many, both the positive and negative, developments on the internet in recent years, but also driven the mass gathering, use and holding of personal data. The symbiotic web is currently essentially beneficial to both businesses and individuals, but there are significant risks attached - risks associated with the accumulation of data and risks that the symbiotic relationship could become negative and parasitic, putting individuals' privacy and autonomy at risk. The implications of this model are examined through the use of case studies: the dispute between Google and the Article 29 Working Party over data retention, Phorm's 'Webwise' behavioural targeting system, and a number of smaller case studies about data vulnerability from the HMRC data disc loss to the ACS:Law hack/leak. The thesis suggests the development and use of specific rights designed for the internet to address the associated risks: a 'right to roam the internet with privacy', a right to monitor those who monitor us, and a 'right to delete data'. These rights would be set out as principles rather than enacted and enforced as laws, and brought into play through Murray's model of symbiotic regulation. These rights would support the positive development of the web symbiosis and encourage and shape new business models that are more supportive of individual autonomy and privacy.

Abstract:
Methods for the formation of digital collections of a digital mathematical library are presented. With the help of tools for analyzing the structure of documents and their style features, the main set of document metadata has been formed. For each document, this set includes the title of the article, a list of authors, and a list of cited bibliography. To supplement the metadata, methods of extracting knowledge from Wikidata were used. With the help of the developed system of SPARQL-queries, the search and refinement of data on documents of the collections was carried out. In particular, information about the authors of the articles has been added (full spelling of surnames, first names, patronymics in various languages, place of work at the time of writing the article, etc.). In addition, methods are proposed for refining and supplementing bibliographic references given in the articles. When forming metadata of retro collections, a search was made in Wikidata for information about the years of life of authors of articles, URLs of web pages with information about articles and their authors. The results of the several digital collections formation, which are included in the digital library Lobachevskii-DML, are presented.

However, the Internet is replete with text that may contain irrelevant or unhelpful information, therefore means of processing it and distilling content is important and useful to human readers as well as information extracting tools. Some common questions we may want to answer are “what is this article about?” and “who wrote it?”. In this work we compare machine learning models for evaluating two common NLP tasks, topic and authorship attribution, on the 2017 Vox Media dataset. Additionally, we use the models to classify on a subsection, about ~20%, of the original text which show to be better for classification than the provided blurbs. Because of the large number of topics, we take into account topic overlap and address it via top-n accuracy and hierarchical groupings of topics. We also consider edge cases in authorship by classifying on inter-topic and intra-topic author distributions. Our results show that both topics and authors readily identifiable consistently perform best when using neural networks rather than support vector, random forests, or naive Bayes classifiers, although the latter methods perform acceptably.

The article describes a WEB-system developed by the authors that implements services related to the formation and provision of multifaceted information about the results of scientific activities (publications, copyright certificates and reports at scientific events) of employees of an organization or a group of organizations. The system is focused both on the end user interested in obtaining specific data, and on the administrative staff, who generates reporting materials for the parent organization. The information base of the system contains metadata on the following classes of objects: persons (authors), organizations and their subdivisions; publications at analytical, monographic and summary levels; copyright certificates; scientific events (conferences, symposia, seminars); reports. The system includes two modules - an administrative one (intended for entering and editing data) and a user one, which is a special search engine that searches for information, visualizes it, provides navigation among related resources and exports data. A distinctive feature of the system is the introduced concept of "equivalent" objects. Objects are considered equivalent if they are represented in the system by different metadata, but referring to the same physical entity. Such objects are "persons" corresponding to one author with different spellings of the surname in the bibliographic descriptions of publications; organizations with different variants of names; articles published unchanged in various languages. In accordance with modern requirements for reporting on publications, the system reflects the sources of research funding, as well as the affiliations indicated in the articles for each author.

Abstract:
The article reviews and analyzes the promotion of Ukrainian publishing houses on Facebook during quarantine in 2020. The study’s main objective is content and its types, which were used for representing on Facebook. We found out that going live and posting a text with a picture was most popular. The phenomenon of live video is tightly connected to the quarantine phenomenon. Though, not every publishing house was able to go live permanently or at least regular. However, simple text with a picture is the most uncomplicated content to post and the most popular. Ukrainian publishers also use UGC (User Generated Content), situational content, and different contexts. The biggest problem for Ukrainian publishers is continual strategic work with social media for promotion. During quarantine, social media became the first channel for communication with customers and subscribers. Therefore promotion on the Internet and in social media indeed should become equivalent to offline promotion.

Review question / Objective: The present systematic mini review aim to provide an overview about external and internal load during training sessions in elite women’s soccer, with special focus on fatigue, training adaptions and injuries. Condition being studied: Continuous training load monitoring in the context of the regular team routine. Eligibility criteria: To investigate continuous monitoring, we include articles with a minimum of one week of monitoring, irrespective of gender and study focus (e.g. studies reporting descriptive data of training load without studying its effects will be included). Condition being studied: Hypomethylating agents (HMAs) seem to have a range of properties favorable to post-allogeneic hematopoietic stem cell transplantation (allo-SCT) maintenance in acute myeloid leukemia (AML) patients. This meta-analysis was performed to review all relevant studies to compare the outcomes of patients undergoing allo-SCT for AML or MDS receiving HMA maintenance therapy with observation only. Information sources: The systematic search of the Embase and MEDLINE databases identified 4,416 articles, from which 512 duplicates were removed. This resulted in 3,904 articles available for title and abstract review. Subsequently, 3,875 articles were excluded as the article type and study design did not fulfill the inclusion criteria, or there was no report on a primary outcome of interest. The remaining 29 articles underwent full-length review and 18 of those were excluded for the aforementioned reasons. Ultimately, the eligibility criteria for our meta-analysis were met by 11 studies: 2 RCTs, 1 prospective cohort study, and 8 retrospective cohort studies.

Abstract:
The article examines the formation of the image of Ukraine by the French media during the Orange Revolution. The main factors influencing the tone of publications and difficulties in creating a positive external image of Ukraine in the French media are identified. The article is aimed at the analysis of scientific research on the influence of the French media on the formation of the image of Ukraine and its role in international socio-political processes. The study analyzes the materials of French journalists in the media, written during the events in 2004. The main factors influencing the formation of positive features of the Ukrainian state are identified. The main changes in perceptions of Ukraine in the French media are systematized. The influence of the media on the formation of the image and security of the state is determined. The main peaks of interest in Ukraine from foreign mass media are analyzed. Stereotypes and myths in the image of Ukraine that should be destroyed have been identified. The article also analyzes the role of the Orange Revolution in forming a positive image of Ukraine for foreign recipients. It is also investigated what factors influence the information space of the state and its role in image formation. Examples of Russian influence on the French media in order to undermine Ukraine’s image at the international level are given. Articles, radio and TV materials are offered as an example of interest and attention to the events of 2004. At the same time, the need to control the information that enters the information space outside Ukraine has been demonstrated. However, the positive effects of the image on the support of Ukraine by foreign partners have been identified.

The article deals with the ways in which social networks and the blogosphere influence the formation and implementation of a PR campaign. Examples from the political sphere (election campaigns, initiatives), business (TV brands, traditional and online media) have revealed the opportunities that Facebook, Telegram, Twitter, YouTube and blogs promote in promoting advertising, ideas, campaigns, thoughts, or products. Author blogs created on special websites or online media may not be as much of a tool in PR as an additional tool on social media. It is noted that choosing a blog as the main tool of PR campaign has both positive and negative points. Social networks intervene in the sphere of human life, become a means of communication, promotion, branding. The effectiveness of social networks has been evidenced by such historically significant events as Brexit, the Arab Spring, and the Revolution of Dignity. Special attention was paid to the 2019 presidential election. Based on the analysis of individual PR campaigns, the reasons for successful and unsuccessful campaigns from the point of view of network communication, which provide unlimited multimedia and interactive tools for PR, are highlighted. In fact, these concepts significantly affect the effectiveness of the implementation of PR-campaign, its final effectiveness, which is determined by the achievement of goals. Attention is drawn to the culture of communication during the PR campaign, as well as the concepts of “trolls”, “trolling”, “bots”, “botoin industry”. The social communication component of these concepts is unconditional. Choosing a blog as the main tool of a marketing campaign has both positive and negative aspects. Only a person with great creative potential can run and create a blog. In addition, it takes a long time. In fact, these two points are losing compared to other internet marketing tools. Further research is interesting in two respects. First, a comparison of the dynamics of the effectiveness of PR-campaign tools in Ukraine in 2020 and in the past, in particular, at the dawn of state independence. Secondly, to investigate how/or the concept of PR-campaigns in social networks and blogs is constantly changing.

The article is devoted to the study of the Ukrainian segment of video blogging as one of the most popular types of the functioning of the modern blogosphere. The content and statistics of popular video blogs were studied on the example of YouTube channels of Ukrainian bloggers and famous journalists. Today we are witnessing the rapid development of technologies that help journalists become better, and the creators of media content to work more quickly and ensure the completeness of the information. With the help of Internet communication, new ways of disseminating information have appeared in journalism. Journalists more often create their blogs on various platforms. Blogosphere video content has become very popular among the Ukrainian audience on YouTube because today the video format is the most effective in terms of communication. The YouTube social network partially replaces television, and the variety of thematic content is ably adapted to a wide audience. The paper analyzes Ukrainian blogs managed by journalists, where they publish different content formats. Therefore, the presentation of various examples of video blogs in our work helps to understand the specifics of Ukrainian blogging at its current stage of development. After all, videos of popular people such as Michael Shchur, Yanina Sokolova, Ostap Drozdov demonstrate the peculiarities of Ukrainian popular video content. For the research, we chose those blogs that are currently relevant to Ukrainian YouTube and have their specifics and uniqueness. The main objective of a blogger is to react quickly to the flow of information because the rating of the channel being monetized depends on it. With the help of statistical data, we can conclude that the Ukrainian audience is interested in a wide range of different information. Viewers now value the independent opinion of bloggers and more often listen to it. Every important event is covered by bloggers promptly. And the format in which it is presented depends on the individual style of the author and the concept of his channel. We can conclude that the video content of the modern blogosphere is developing rapidly. This provides the audience with information for different tastes.

The linguistic research of (the new) media so far has mainly focused on the analysis of content from broadcasters – people publishing on the Internet in order to convince the potential recipients to enter the website, read articles, explore the website as well as return after leaving it – in exchange for the material or financial benefit. Several years of observation of a variety of text types existing in the media shows that not only texts from broadcasters make it possible to notice and maintain this attention of recipients. Nowadays, similarly as in marketing and advertising, in the media (but not only there) the essential and productive content comes from the recipient. The subject of this quantitative and qualitative linguistic analysis is the title testimonial as a rapidly growing persuasive (promotional) trend in (new) media and a response to the challenges of the modern society.
