Vengeance. Payback. Retribution. Just deserts. Evening up the score. Punishment. If there is an ever-replicating and recurring Internet meme, it is one of revenge. Intimate photos are shared online post-relationship and end up picked up by for-profit pornographic websites. Privy information is leaked into private (narrow-cast) or semi-public or public spaces (broadcast) with massive amplifications of messages into the public sphere. Violent attacks and beat-downs are videotaped and shared on video sharing sites. Flash or cyber mobs are brought together to clean-out stores and to exact vengeance on particular businesses. Information and Communication Technology (ICT), with its nexus of pseudo-anonymity, fast dissemination of information, long-term persistence of data, and mass reach, provides multiple affordances for the exacting of vengeance. The popular culture of anonymous hacktivism and cyber-vigilantism further contribute to the sense of the Internet as an ungoverned and extralegal place. Finally, a general imprudence has meant the easy activation of Internet mobs and individuals to harm-causing rumor-sharing and behavior against others—sparked by doubtful claims or loose storytelling. ICT has enabled the spillover of real-world antipathies and dark emotions into virtual spaces, which then slosh back into the real world. This chapter examines the research in the area of vengeance and how such very human impetuses manifest online. Further, this chapter examines the design features of various ICT platforms and socio-technical spaces that may support vengeance-based communications and actions and proposes ways to mitigate some of these dark affordances.

Analysing the administrative case law of the Belgian Supreme Court between 1890 and 1910, this chapter shows that the Supreme Court applied the main features of a positivist legal thought (based on the assumption of clarity, coherence, and completeness of the formal law) to administrative action and its legality. It equipped the central and local institutions of the State with functioning powers, allowing an operational state to develop despite social unrest. As the social and technological context changed at the end of the nineteenth century, the statute book became more confused, however. This gave the Supreme Court ample room to interpret the law creatively and pragmatically. The ‘administrative miracle’ in Belgium is that the Supreme Court did not shackle social forces and unbridle the administration so much that the very course it wanted to avert actually happened. This may be down to the creative judicial genius that the Belgian judiciary developed a formal approach whilst deciding pragmatically on the substance of cases.

There is no doubt that e-government is a phenomenon of our era. E-business is becoming vital on the private sector as well as in the governmental institutions. The use of Information and Communication Technology (ICT) in order to change the structures and processes of government organizations in an attempt to allow the exchange of information with citizens, businesses and other arms of government, results to improved efficiency, convenience as well as better accessibility of public services. The three segments of e-government services are Governmentto- Citizen (G2C), Government-to-Business (G2B) and Government-to-Government (G2G) in a correspondence to the business model segments. As many others aspects of science in their very beginning, e-government suffers from a definitional vagueness of its concept due to the fact that there is not a widely accepted definition among researchers. So, what exactly is e-government? Has anyone tried or managed to define its exact concept and meaning? Is it just an Internet-based government or are there any other non-internet technologies used in this context? How can next-generation heterogeneous networks, enhance its abilities on interconnectivity? These are all questions seeking for an answer in this paper. This study does not try to stand out either as a review or as a synthetic summary of the literature concerning e-government, rather, its main objective will be an in depth overview of the current status of e-government phenomenon. Future works need to give an answer to the dilemma whether e-government is really a tool for decentralization and democratization or the result of a sociotechnical process towards a new model of public administration. Finally, in an attempt to focus on the changes in business process that are needed inside governmental institutions in order e-government to be successfully implemented, a second recommendation for future work resides on the need for a holistic model which can embrace the back-office, the front-office as well as the real citizens’ needs.

The pre-implementation process of an IS is characterized by procedures of selection and evaluation, which is rather in a pattern of change in a planned process. However, the research on organizational change gave rise to several approaches according to which, the change can be explained by other processes (political, interpretative, incremental, and complex). For this research, the authors seek to study the process of pre-implementation of an IS in order to check whether it pursues a planned process, or the observed change may also have characteristics of other explanatory processes of change. To this end, a qualitative study by case study is conducted in Basic Bank. The results show that change during the process of pre-implementation of the IS is explained not only by the planned process but also by the political and interpretative process. Based on this result, it is recommended to practitioners who wish to lead a change within their organizations to envisage the managerial actions from the outset of the project in order to reduce the potential conflicts of interest between actors.

This chapter introduces the process of the creation of the literacy portal. The crucial interest of the team from the start was to create a user-friendly open environment for adults with dyslexia and/or reading problems. The readers go with the authors through the gradual development: interviews, grounded in the principle of active listening, and partially structured interviews. This, at the end, was followed by surveys focused on problems with reading and the internet. The authors show what the card sorting method is, how it went, what its goal was, and how it influenced the final portal. The orientation in the web pages is an important part of the portal. The authors, therefore, describe the process of menu and icon selection along with monitoring online movement by people with dyslexia while also using the button and vertical menu. The results and findings were reflected in the requirements of the administrative environment adapted to the individuals with dyslexia, and the reaction CMS system was developed based on them.
