Abstract:
The article aims to investigate the role and features of the content and test proposed indicators for evaluating its effectiveness within the marketing enterprise communications with the client using Internet technologies. The differences between traditional content communications and content communications using unifying content have been presented. Based on review of scientific works and statistic data and results of the studies, a system of indicators for evaluating the level of content supply cost-effectiveness is proposed: average cost of attracting one user of website, coefficient of lead generation of the Internet website, average cost of attracting one lead, content effectiveness ratio, average purchase in consequence of content supply, profit from the sale of goods in consequence of content supply, profitability of using the Internet marketing tools. This system of indicators allows monitoring of content effectiveness at key stages of enterprise-customer interaction. The proposed indicators of content effectiveness were tested on two leading enterprises in the field of water purification and water supply in Ukraine: “ZIKO Company” and “BWT Ukraine”. It was concluded that only a high quality of content supply could provide an enterprise with a high level of customer conversion and significant visibility of its website in different search engines.

Abstract:
The movement of Internet content regulation from telecommunications regulatory regimes into the existing streams of media regulation can be seen all over Southeast Asia — from Australia and Singapore to Vietnam and Laos. This paper examines this movement, comparing regulatory regimes for internet content control in Vietnam, Singapore and Australia. It will show that these countries have moved to integrate internet content regulation within existing media regulatory regimes and that regulation of internet content in countries of widely differing social and political cultures is not as different as may be believed. The regulatory path in a future of converged distribution systems for previously disparate forms of content may, however, force a re-evaluation of existing rationales for media and broadcasting regulation.

Need for a holiday, which is a part of life, is fulfilled in a much easier and efficient way through the internet world and its positive aspects. In the present study, websites of 5 and 4 star hotels operating in Antalya have been analyzed in terms of their content. Data gathered has been analyzed with SPSS package program. According to the results of the analysis, websites of 5 and 4 star hotels operating in Antalya are observed to be inefficient and also, they do not have adequate technical equipment.

Background Information available on the internet has changed patient–neurologist relationships. Its evaluation for multiple sclerosis is only partial, regardless of the language used. Objective We aim to evaluate the content quality and ranking indexes of French-language sites dealing with multiple sclerosis. Methods Two French terms and three search engines were used to identify the sites whose ranking indexes were calculated according to their positions on each page designated by the search engines. Three evaluators used the DISCERN questionnaire to assess the content quality of the 25 selected sites. The sites were classified according to the mean of the evaluators’ grades. Grading agreement between evaluators was calculated. Ranking indexes were computed as a rank/100. Results Content level was deemed mediocre, with poor referencing of the information provided. The naïve and two expert evaluators’ grades differed. Content quality disparity was found within the different website categories, except for institutional sites. No correlation was found between content quality and ranking index. Conclusion The information available was heterogeneous. Physicians should guide patients in their internet searches for information so that they can benefit from good-quality input which is potentially able to improve their management.

Abstract:
The article presents the results of studying the connection between Internet addiction and social anxiety and the preferred types of Internet content among adolescents and young people studying in schools and universities. The sample consisted of 72 high school students of a secondary comprehensive school in Moscow aged 15 to 17 years (M=16), including 36 boys and 36 girls, as well as 72 junior students of Moscow universities aged 18 to 20 years old (M=19), of which 36 were boys and 36 were girls. The methodological complex included an Internet Addiction Test (K. Young), the original author's questionnaire of preferred Internet content, Social Avoidance and Distress Scale (SADS, Watson, Friend, 1969), Brief Fear of Negative Evaluation Scale (BFNE, Leary, 1983). It was revealed that the indicators of Internet addiction at the tendency level are higher in adolescents compared to students. Of the three components of social anxiety (social avoidance, social distress and fear of negative social assessment), only the indicator of fear of negative social assessment has a significant positive effect on the growth of indicators of Internet addiction in the combined group of respondents. The preference for content related to communication and self-presentation also has a significant impact on the growth of Internet addiction rates. Being overly concerned with other people's evaluations, seeking their approval, and focusing on self-presentation and social media communication all contribute to Internet addiction (increased time spent on the Internet, loss of control over it, as well as cognitive preoccupation with what is happening on the Internet).

The internet and web technologies have radically changed the way that users interact with museum exhibits. The websites and their related services play an important role in accessibility and interaction with the multimedia content of museums. The aim of the current research is to present a heuristic evaluation of forty-seven medical and anatomy museum websites from usability experts, for the determination of the principal/key characteristics and issues towards the effective design of a museum website. For homogeneity and comparison purposes, the websites of museums with no support of English language were not included in the evaluation process. In the present paper, the methodology was structured with the assessment of the technologies and services of anatomy museum websites in mind. The results of the current statistical examination are subsequently analyzed and discussed.

Abstract:
Purpose. The aim of the study was to assess factors influencing the image of a destination expressed in the content generated by Internet users. Available analyses indicate that the basic sources of knowledge about destinations are word-of-mouth (including those published in content generated by Internet users) and data on the web. Within the context of constantly growing access to the Internet, it is impossible to overestimate the data provided on it. The way they are searched, collected and analysed is a significant challenge for researchers. Method. Research was conducted on the basis of the content analysis method. The analysis included content generated by users of the TripAdvisor, Zoover and Twitter platforms about the city of Kolobrzeg. To obtain data, an indexing robot (web crawler) was used. Findings. The conducted research indicates the usefulness and importance of the content analysis method in the evaluation of determinants shaping the image of a destination. Evaluation of the content published on the analysed websites allows to identify a positive image of Kołobrzeg. The most significant factors in evaluating the image of Kołobrzeg are tourist attractions and events as well as foodservices and accommodation facilities. Research and conclusions limitations. The study covered only the content published on open Internet platforms, which do not require logging in or access to hidden data. Only textual content was analysed, without published photos or images. The results refer to one destination and to content obtained from 3 selected social networking sites: Zoover, TripAdvisor and Twitter. It is not possible to generalise them to all destinations. Practical implications. In the study,a number of potential issues have been identified. They should be considered in the process of destination image creation. The results can be used by local authorities and tourism organisations responsible for promotion. They may also serve as a basis for the development of promotional materials by entrepreneurs who wish to adjust their offers to the expectations of the target audience. Originality of paper. Research on the image of destinations are usually based on survey methods and obtaining direct feedback from the addressees of the offer. The study conducted by the author is based on analysis regarding the content of opinions published by the Internet users, which allows for triangulation of information sources. The results of the study allowed to determine the most important factors influencing the image of Kolobrzeg. Type of paper. Empirical article.

AbstractThe research identifies and evaluates the content and readability of Websites of all radiotherapy departments that provide a Website. As more patients are being referred for radiotherapy treatment each year, the information needs of the public on this subject is growing. Fifty-two per cent of radiotherapy departments within the United Kingdom (UK) and Ireland were identified as providing a Website. These Websites were evaluated, over a period of 2 weeks, using an adapted Website evaluation tool. Five criteria – content, authority, navigation, design and technical aspects – were identified as important aspects of a Website. For each criterion a number of statements were listed and using a Likert scale were marked. Flesch–Kincaid readability tests were used to analyse the readability level of the Websites. Data analysis resulted in the ranking of the Websites. Evaluation scores varied greatly and the readability tests showed 92% of the Websites were written at a level too high for the public. This shows the varying quality of radiotherapy department Websites with scores ranging from 48 to 115, and the varying readability level of these Websites. The research makes suggestions for the improvement of radiotherapy department Websites including the provision of a dedicated Website team within the department, educated in Website design.

Abstract:
With the rapid development of Internet, e-learning has become a new teaching and learning mode. However, lots of e-learning systems deployed on Internet are just electronic learning materials with very limited interactivity and diagnostic capability. This paper presents an integrated e-learning environment named iCLSR. Firstly, iCLSR provides an online environment for instruction and collaborative learning, which gets rid of the constraints of time and space. Second, online teaching and learning evaluation data from instructors and learners can be collected by iCLSR and can be analyzed with an improved PSK-means clustering algorithm. Third, the learning object lists can be recommended for learners based on online evaluation results and their learning history. The application of iCLSR demonstrates that it can recommend appropriate learning materials for learners, inspire communication between learners and instructors, save time for users and therefore improve the instructional effects and learning performance.

Lestravaux de recherche précédents cherchent àoptimiser le hit ratio ou d'autres métriques deréseau, tandis que les opérateurs de réseau(ISPs) sont plus intéressés à des métriques plusconcrètes, par exemple le coût et la qualitéd'expérience (QoE). Pour cela, nous visonsdirectement l'optimisation des métriquesconcrètes et montrons que, ce faisant, on obtientdes meilleures performances.Plus en détail, d'abord nous proposons desnouvelles techniques de caching pour réduire lecoût pour les ISPs en préférant stocker lesobjets qui sont les plus chères à repérer.Nous montrons qu'un compromis existe entre lamaximisation classique du hit ratio et laréduction du coût.Ensuite, nous étudions la distribution vidéo,comme elle est la plus sensible à la QoE etconstitue la plus part du trafic Internet. Network caching can help copewith today Internet traffic explosion and sustainthe demand for an increasing user Quality ofExperience. Nonetheless, the techniquesproposed in the literature do not exploit all thepotential benefits. Indeed, they usually aim tooptimize hit ratio or other network-centricmetrics, e.g. path length, latency, etc., whilenetwork operators are more focused on moremore practical metrics, like cost and quality ofexperience. We devise caching techniques thatdirectly target the latter objectives and showthat this allows to gain better performance.More specifically, we first propose novelstrategies that reduce the Internet ServiceProvider (ISP) operational cost, bypreferentially caching the objects whose cost ofretrieval is the largest.We then focus on video delivery, since it is themost sensitive to QoE and represents most ofthe Internet traffic. Classic techniques ignorethat each video is represented by differentrepresentations, encoded at different bit-ratesand resolutions. We devise techniques that takethis into account.Finally, we point out that the techniquespresented in the literature assume the perfectknowledge of the objects that are crossing thenetwork. Nonetheless, most of the traffic todayis encrypted and thus caching techniques areinapplicable. Abstract:
The purpose of this study was to develop a consensus from a panel of experts composed of library deans/directors, reference librarians, and instructors with online teaching experience. The panel developed the methodology necessary for evaluating free sources of information on the Internet for inclusion in academic library holdings by the year 2010. The following areas were explored as they related to the forecast: 1) The changes in higher education institutions that will be necessary to prepare students to deal with free sources of information on the Internet; 2) The procedures that librarians need to develop and implement to ensure that free Internet materials will meet quality standards for inclusion in academic library holdings; and 3) The things that publishers of free sources of information on the Internet need to do to ensure that their materials will be considered for inclusion in academic library holdings. The Delphi panel was composed of 24 members: eight library deans/directors, eight reference librarians, and eight instructors with online teaching experience. The members of the panel were selected from the community colleges of the Tennessee Board of Regents System. In the first round of the study, panelists responded to 10 open-ended questions on an e-mail questionnaire dealing with free sources of information on the Internet. The narrative responses to the questions were specific and provided a basis on which to develop the Round 2 Questionnaire. In the second round of the Delphi study, panelists responded to 9 questions with 42 subparts. The results of this study may be used to project the information needs of students as well as suggest strategies for publishers on the basis of the data collected in this study. A major finding of the study was the need for reliable information in documents on the Internet. The Delphi panel also listed the lack of permanence of Internet sites as a major reason librarians do not use free sources of information on the Internet. The Delphi panel recommended that educators assist students in dealing with Internet materials by teaching them how to use critical thinking skills.

This paper aims to explore the current status of Internet Resources on Chinese studies among East Asian Libraries in the US. The author examined Internet Resources on Chinese Studies at the websites of 35 libraries by collecting data on the number of unique links, the kinds of websites included, the arrangement and classification of resources, the content and commonalities of the most frequently cited websites. Lists of link popularity are also complied to illustrate the current status of Internet Resources on Chinese Studies. Finally, a number of recommendations are proposed for further research.

Today’s increasing information supply raises the needfor more effective and automated information processing whereindividual information adaptation (personalization) is onepossible solution. Earlier computer systems for personalizationlacked the ability to easily define and measure theeffectiveness of personalization efforts. Numerous projectsfailed to live up to the their expectations, and the demand forevaluation increased.

This thesis presents some underlying concepts and methodsfor implementing personalization in order to increase statedbusiness objectives. A personalization system was developedthat utilizes descriptions of information characteristics(metadata) to perform content based filtering in anon-intrusive way.

Most of the described measurement methods forpersonalization in the literature are focused on improving theutility for the customer. The evaluation function of thepersonalization system described in this thesis takes thebusiness operator’s standpoint and pragmatically focuseson one or a few measurable business objectives. In order toverify operation of the personalization system, a functioncalled bifurcation was created. The bifurcation functiondivides the customers stochastically into two or morecontrolled groups with different personalizationconfigurations. Bygiving one of the controlled groups apersonalization configuration that deactivates thepersonalization, a reference group is created. The referencegroup is used to measure quantitatively objectives bycomparison with the groups with active personalization.

Two different companies had their websites personalized andevaluated: one of Sweden’s largest recruitment servicesand the second largest Swedish daily newspaper. The purposewith the implementations was to define, measure, and increasethe business objectives. The results of the two case studiesshow that under propitious conditions, personalization can bemade to increase stated business objectives.

Abstract:
Although the growth of the Internet has provided access to an enormous amount of previously inaccessible information, a large amount of information of dubious credibility appears online. Prior to the proliferation of the Internet, much of the informational material that a person came into contact with had been subject to a system of editorial checks and balances. Anyone can now publish information online for millions of people to access. In response, several educational associations have proposed that the teaching of information literacy be a priority in our schools. A common method provided for teaching Web site evaluation is the evaluation checklist. The checklists that currently exist in the literature tend to differ widely in their design. This evaluative research study utilized a systems approach to evaluation to create a valid and reliable Web site evaluation checklist for use with secondary level students. Students and teachers were asked to evaluate a selected set of Web sites using the checklist. The data was analyzed and conclusions were drawn as to the design elements that were most appropriate for inclusion in a checklist instrument as well as how students' and teachers' evaluations of Web sites compared when using the checklist. The results suggested that the criteria included for evaluation in this checklist were appropriate for evaluation in this context. A comparison of teacher and student responses identified areas where students had difficulty evaluating the information they encountered. Student responses suggested that they had particular difficulty in identifying persuasive elements and bias when they were present on Web site used for classroom research. Guided practice with real world problems is one strategy utilized in secondary level classrooms to assist students in developing their skill in critical thinking. The results here suggest that students need additional practice with critical thinking skills in the context of Web site evaluation and that this checklist can be an appropriate tool for guiding students in this pursuit if it is part of a structured classroom activity that includes modeling and guidance. Additionally, several recommendations were made for further study of this checklist and for alternate designs of checklists.

Abstract:
The market of IOT devices continues to grow at a rapid speed as well as constrained wireless sensor networks. Today, the main network paradigm is host centric where a users have to specify which host they want to receive their data from. Information-centric networking is a new paradigm for the future internet, which is based on named data instead of named hosts. With ICN, a user needs to send a request for a perticular data in order to retrieve it. When sent, any participant in the network, router or server, containing the data will respond to the request. In order to achieve low latency between data creation and its consumption, as well as being able to follow data which is sequentially produced at a fixed rate, an algortihm was developed. This algortihm calculates and determines when to send the next interest message towards the sensor. It uses a ‘one time subscription’ approach to send its interest message in advance of the creation of the data, thereby enabling a low latency from data creation to consumption. The result of this algorithm shows that a consumer can retrieve the data with minimum latency from its creation by the sensor over an extended period of time, without using a publish/subscribe system such as MQTT or similar which pushes their data towards their consumers. The performance evaluation carried out which analysed the Content Centric Network application on the sensor shows that the application has little impact on the overall round trip time in the network. Based on the results, this thesis concluded that the ICN paradigm, together with a ’one-time subscription’ model, can be a suitable option for communication within the IoT domain where consumers ask for sequentially produced data.

A wide range of topical theoretical and practical issues of regulation and normalization of modern labor processes is considered. The materials of the training manual take into account not only the legislation and regulations currently in force in the Russian Federation, but also international standards, as well as the experience of advanced countries and companies. The main attention is paid to the topics that have recently attracted the greatest interest: legal support for labor regulation; requirements for the content and management of regulatory documentation within the quality management system; features of regulations as electronic documents; opportunities for applying professional standards in the corporate regulatory system; technology for developing standard operating procedures, job descriptions and other regulatory documents, taking into account the requirements of the QMS; methods for reducing the implementation time of regulations. The issues of building and evaluating the effectiveness of the corporate system of labor rationing, taking into account the recommendations approved by the Ministry of labor of Russia, are considered. The description of software solutions and current tools for labor rationing is given; the legal aspects of electronic accounting of working hours and control over the performance of labor duties are analyzed, etc. Meets the requirements of the Federal state educational standards of higher education of the latest generation. This chapter focuses on preparation for the evaluation of disability that helps the evaluator to avoid inappropriate referrals, to ensure that relevant and sufficient data are efficiently collected during the evaluation, and to facilitate compliance with ethical and legal requirements. It first considers the contact between the potential evaluator and the referral source, which may be a disability insurance company, an attorney representing the claimant or the company, or an independent vendor. It then looks at practical concerns in disability evaluations, including conflict of interest and multiple relationship, time constraints and scheduling availability, competence/expertise, access to necessary psychometric instruments, and financial arrangements. The chapter also explains how the scope of the disability evaluation should be defined and discusses the evaluator's contact with referral sources, attorneys, and claimants; logistics and schedules of disability evaluations; authorization and consent; documentation of the evaluation; and adjudication versus litigation of disability claims.

With the rapid expansion of the internet corporate websites are becoming an important tool of communication with target markets. The target markets of the hotels go beyond the borders of the country and can be anywhere in the world. Effective use of the corporate web sites is an important factor that affects the success of hotel enterprises in the competitive environment. In this context, the main purpose of this study is to evaluate hotels’ web sites in Bishkek and to reveal the situation in terms of characteristics that should be in their web pages. A total of 30 hotel websites have been reviewed. Data was obtained from hotel web sites using an evaluation form. Percentage and frequency techniques were applied to analyze the data and results are given by hotel types (three or four stars). According to the results, it was found that hotels’ web sites are not sufficient in terms of required features and both three and four star hotels demonstrate same performance. In particular, it can be said that the hotel web sites are very poor in terms of information about the destination. Hotels should benefit from the results of academic studies and, if necessary, to conduct their own researches in order to have an effective web sites.

People now prefer to follow trends. Since the time is moving, people can only keep themselves from being left behind if they keep up with the pace of time. There are a lot of websites for people to explore the world, but websites for those who show the public something new are uncommon. This paper proposes an web application to help YouTuber with recommending trending video content because they sometimes have trouble in thinking of the video topic. Our method to solve the problem is basically in four steps: YouTube scraping, data processing, prediction by SVM and the webpage. Users input their thoughts on our web app and computer will scrap the trending page of YouTube and process the data to do prediction. We did some experiments by using different data, and got the accuracy evaluation of our method. The results show that our method is feasible so people can use it to get their own recommendation.

This paper presented a framework for an e-based mechanical engineering course learning. It utilizes the Internet technology and standards to communicate between the educator and students in an interactive matter. It discusses a novel way of delivering course content for students over the Internet. Using the developed framework, the instructor can set up his/her online course materials and resources, manage class student groups, and administrate student evaluation. It may be used on-site by full time students to establish an efficient interaction between the student, course content and instructor. It also offers online courses that make education accessible to distance learning students. The new system utilizes Internet technology to demonstrate class material using text, images, sound, video, 3D images and visualization, and even simulates the 3D and physical models according to the class requirements. This research also introduces a model for randomly generating exam to help the user practice taking the exam. The practice exam is graded instantly and reported to the user through web. It also provides a model for collaborative learning environments and synchronizing. Using the developed framework improves the way engineering students can understand mechanical engineering principals. It also relaxes the geographical boundaries between the students and the instructor without significantly changing the quality of learning experience. We introduce a case study and developed system implementation for CAD/CAM learning principals and Integration.

In September 2015, Ghana along all UN member states endorsed the Agenda 2030 Sustainable Development Goals (SDGs) as the cardinal agenda towards achieving a prosperous global future. The SDGs are strongly interdependent, making progress in all goals essential for a country’s achievement of sustainable development. While Ghana and other West African nations have exhibited significant economic and democratic development post-independence. The judiciary system and related legal frameworks, as well as the lack of rule law and political will for safeguarding the human rights of its citizens, falls short of considering violations against minorities. Will Ghana be able to localize human rights related SDGs, given that West African governments historically tended to promote internal security and stability at the expense of universal human rights? This paper focuses on evaluating the commitments made by Ghana towards achieving Agenda 2030, with a particular focus on the SDGs 10 and 16 relating to the promotion of reduced inequalities, peace, justice and accountable institutions. Moreover, this paper also analyzes legal instruments and state laws put in place post Ghana’s democratization in 1992 for the purpose of preventing discrimination and human rights violations in the nation. The article aims to highlight how Ghana’s post-independence political experience, the lack of rule of law, flaws in the judiciary system, and the weak public access to justice are obstacles to its effective localization of human rights SGDs. Those obstacles to Ghana’s compliance with SDGs 10 and 16 are outlined in this paper through a consideration of human rights violations faced by the Ghanaian Muslim and HIV minorities, poor prison conditions, limited public access to justice and the country’s failure to commit to international treaties on human rights. The article explores the key vocabulary of 2020 in the network space of Ukraine. Texts of journalistic, official-business style, analytical publications of well-known journalists on current topics are analyzed. Extralinguistic factors of new word formation, their adaptation to the sphere of special and socio-political vocabulary of the Ukrainian language are determined. Examples show modern impressions in the media, their stylistic use and impact on public opinion in a pandemic. New meanings of foreign expressions, media terminology, peculiarities of translation of neologisms from English into Ukrainian have been clarified. According to the materials of the online media, a «dictionary of the coronavirus era» is provided. The journalistic text functions in the media on the basis of logical judgments, credible arguments, impressive language. Its purpose is to show the socio-political problem, to sharpen its significance for society and to propose solutions through convincing considerations. Most researchers emphasize the influential role of journalistic style, which through the media shapes public opinion on issues of politics, economics, education, health care, war, the future of the country. To cover such a wide range of topics, socio-political vocabulary is used first of all – neutral and emotionally-evaluative, rhetorical questions and imperatives, special terminology, foreign words. There is an ongoing discussion in online publications about the use of the new foreign token «lockdown» instead of the word «quarantine», which has long been learned in the Ukrainian language. Research on this topic has shown that at the initial stage of the pandemic, the word «lockdown» prevailed in the colloquial language of politicians, media personalities and part of society did not quite understand its meaning. Lockdown, in its current interpretation, is a restrictive measure to protect people from a dangerous virus that has spread to many countries; isolation of the population («stay in place») in case of risk of spreading Covid-19. In English, US citizens are told what a lockdown is: «A lockdown is a restriction policy for people or communities to stay where they are, usually due to specific risks to themselves or to others if they can move and interact freely. The term «stay-at-home» or «shelter-in-place» is often used for lockdowns that affect an area, rather than specific locations». Content analysis of online texts leads to the conclusion that in 2020 a special vocabulary was actively functioning, with the appropriate definitions, which the media described as a «dictionary of coronavirus vocabulary». Media broadcasting is the deepest and pulsating source of creative texts with new meanings, phrases, expressiveness. The influential power of the word finds its unconditional embodiment in the media. Journalists, bloggers, experts, politicians, analyzing current events, produce concepts of a new reality. The world is changing and the language of the media is responding to these changes. It manifests itself most vividly and emotionally in the network sphere, in various genres and styles.

Abstract:
Emergency Relief (ER) is a Department of Social Services (DSS) funded program, delivered by 197 community organisations (ER Providers) across Australia, to assist people facing a financial crisis with financial/material aid and referrals to other support programs. ER has been playing this important role in Australian communities since 1979. Without ER, more people living in Australia who experience a financial crisis might face further harm such as crippling debt or homelessness. The Emergency Relief National Coordination Group (NCG) was established in April 2020 at the start of the COVID-19 pandemic to advise the Minister for Families and Social Services on the implementation of ER. To inform its advice to the Minister, the NCG partnered with the Institute for Governance at the University of Canberra to conduct research to understand the issues and challenges faced by ER Providers and Service Users in local contexts across Australia. The research involved a desktop review of the existing literature on ER service provision, a large survey which all Commonwealth ER Providers were invited to participate in (and 122 responses were received), interviews with a purposive sample of 18 ER Providers, and the development of a program logic and theory of change for the Commonwealth ER program to assess progress. The surveys and interviews focussed on ER Provider perceptions of the strengths, weaknesses, future challenges, and areas of improvement for current ER provision. The trend of increasing case complexity, the effectiveness of ER service delivery models in achieving outcomes for Service Users, and the significance of volunteering in the sector were investigated. Separately, an evaluation of the performance of the NCG was conducted and a summary of the evaluation is provided as an appendix to this report. Several themes emerged from the review of the existing literature such as service delivery shortcomings in dealing with case complexity, the effectiveness of case management, and repeat requests for service. Interviews with ER workers and Service Users found that an uplift in workforce capability was required to deal with increasing case complexity, leading to recommendations for more training and service standards. Several service evaluations found that ER delivered with case management led to high Service User satisfaction, played an integral role in transforming the lives of people with complex needs, and lowered repeat requests for service. A large longitudinal quantitative study revealed that more time spent with participants substantially decreased the number of repeat requests for service; and, given that repeat requests for service can be an indicator of entrenched poverty, not accessing further services is likely to suggest improvement. The interviews identified the main strengths of ER to be the rapid response and flexible use of funds to stabilise crisis situations and connect people to other supports through strong local networks. Service Users trusted the system because of these strengths, and ER was often an access point to holistic support. There were three main weaknesses identified. First, funding contracts were too short and did not cover the full costs of the program—in particular, case management for complex cases. Second, many Service Users were dependent on ER which was inconsistent with the definition and intent of the program. Third, there was inconsistency in the level of service received by Service Users in different geographic locations. These weaknesses can be improved upon with a joined-up approach featuring co-design and collaborative governance, leading to the successful commissioning of social services. The survey confirmed that volunteers were significant for ER, making up 92% of all workers and 51% of all hours worked in respondent ER programs. Of the 122 respondents, volunteers amounted to 554 full-time equivalents, a contribution valued at $39.4 million. In total there were 8,316 volunteers working in the 122 respondent ER programs. The sector can support and upskill these volunteers (and employees in addition) by developing scalable training solutions such as online training modules, updating ER service standards, and engaging in collaborative learning arrangements where large and small ER Providers share resources. More engagement with peak bodies such as Volunteering Australia might also assist the sector to improve the focus on volunteer engagement. Integrated services achieve better outcomes for complex ER cases—97% of survey respondents either agreed or strongly agreed this was the case. The research identified the dimensions of service integration most relevant to ER Providers to be case management, referrals, the breadth of services offered internally, co-location with interrelated service providers, an established network of support, workforce capability, and Service User engagement. Providers can individually focus on increasing the level of service integration for their ER program to improve their ability to deal with complex cases, which are clearly on the rise. At the system level, a more joined-up approach can also improve service integration across Australia. The key dimensions of this finding are discussed next in more detail. Case management is key for achieving Service User outcomes for complex cases—89% of survey respondents either agreed or strongly agreed this was the case. Interviewees most frequently said they would provide more case management if they could change their service model. Case management allows for more time spent with the Service User, follow up with referral partners, and a higher level of expertise in service delivery to support complex cases. Of course, it is a costly model and not currently funded for all Service Users through ER. Where case management is not available as part of ER, it might be available through a related service that is part of a network of support. Where possible, ER Providers should facilitate access to case management for Service Users who would benefit. At a system level, ER models with a greater component of case management could be implemented as test cases. Referral systems are also key for achieving Service User outcomes, which is reflected in the ER Program Logic presented on page 31. The survey and interview data show that referrals within an integrated service (internal) or in a service hub (co-located) are most effective. Where this is not possible, warm referrals within a trusted network of support are more effective than cold referrals leading to higher take-up and beneficial Service User outcomes. However, cold referrals are most common, pointing to a weakness in ER referral systems. This is because ER Providers do not operate or co-locate with interrelated services in many cases, nor do they have the case management capacity to provide warm referrals in many other cases. For mental illness support, which interviewees identified as one of the most difficult issues to deal with, ER Providers offer an integrated service only 23% of the time, warm referrals 34% of the time, and cold referrals 43% of the time. A focus on referral systems at the individual ER Provider level, and system level through a joined-up approach, might lead to better outcomes for Service Users. The program logic and theory of change for ER have been documented with input from the research findings and included in Section 4.3 on page 31. These show that ER helps people facing a financial crisis to meet their immediate needs, avoid further harm, and access a path to recovery. The research demonstrates that ER is fundamental to supporting vulnerable people in Australia and should therefore continue to be funded by government.

Abstract:
1.1 Macroeconomic summary Economic recovery has consistently outperformed the technical staff’s expectations following a steep decline in activity in the second quarter of 2020. At the same time, total and core inflation rates have fallen and remain at low levels, suggesting that a significant element of the reactivation of Colombia’s economy has been related to recovery in potential GDP. This would support the technical staff’s diagnosis of weak aggregate demand and ample excess capacity. The most recently available data on 2020 growth suggests a contraction in economic activity of 6.8%, lower than estimates from January’s Monetary Policy Report (-7.2%). High-frequency indicators suggest that economic performance was significantly more dynamic than expected in January, despite mobility restrictions and quarantine measures. This has also come amid declines in total and core inflation, the latter of which was below January projections if controlling for certain relative price changes. This suggests that the unexpected strength of recent growth contains elements of demand, and that excess capacity, while significant, could be lower than previously estimated. Nevertheless, uncertainty over the measurement of excess capacity continues to be unusually high and marked both by variations in the way different economic sectors and spending components have been affected by the pandemic, and by uneven price behavior. The size of excess capacity, and in particular the evolution of the pandemic in forthcoming quarters, constitute substantial risks to the macroeconomic forecast presented in this report. Despite the unexpected strength of the recovery, the technical staff continues to project ample excess capacity that is expected to remain on the forecast horizon, alongside core inflation that will likely remain below the target. Domestic demand remains below 2019 levels amid unusually significant uncertainty over the size of excess capacity in the economy. High national unemployment (14.6% for February 2021) reflects a loose labor market, while observed total and core inflation continue to be below 2%. Inflationary pressures from the exchange rate are expected to continue to be low, with relatively little pass-through on inflation. This would be compatible with a negative output gap. Excess productive capacity and the expectation of core inflation below the 3% target on the forecast horizon provide a basis for an expansive monetary policy posture. The technical staff’s assessment of certain shocks and their expected effects on the economy, as well as the presence of several sources of uncertainty and related assumptions about their potential macroeconomic impacts, remain a feature of this report. The coronavirus pandemic, in particular, continues to affect the public health environment, and the reopening of Colombia’s economy remains incomplete. The technical staff’s assessment is that the COVID-19 shock has affected both aggregate demand and supply, but that the impact on demand has been deeper and more persistent. Given this persistence, the central forecast accounts for a gradual tightening of the output gap in the absence of new waves of contagion, and as vaccination campaigns progress. The central forecast continues to include an expected increase of total and core inflation rates in the second quarter of 2021, alongside the lapse of the temporary price relief measures put in place in 2020. Additional COVID-19 outbreaks (of uncertain duration and intensity) represent a significant risk factor that could affect these projections. Additionally, the forecast continues to include an upward trend in sovereign risk premiums, reflected by higher levels of public debt that in the wake of the pandemic are likely to persist on the forecast horizon, even in the context of a fiscal adjustment. At the same time, the projection accounts for the shortterm effects on private domestic demand from a fiscal adjustment along the lines of the one currently being proposed by the national government. This would be compatible with a gradual recovery of private domestic demand in 2022. The size and characteristics of the fiscal adjustment that is ultimately implemented, as well as the corresponding market response, represent another source of forecast uncertainty. Newly available information offers evidence of the potential for significant changes to the macroeconomic scenario, though without altering the general diagnosis described above. The most recent data on inflation, growth, fiscal policy, and international financial conditions suggests a more dynamic economy than previously expected. However, a third wave of the pandemic has delayed the re-opening of Colombia’s economy and brought with it a deceleration in economic activity. Detailed descriptions of these considerations and subsequent changes to the macroeconomic forecast are presented below. The expected annual decline in GDP (-0.3%) in the first quarter of 2021 appears to have been less pronounced than projected in January (-4.8%). Partial closures in January to address a second wave of COVID-19 appear to have had a less significant negative impact on the economy than previously estimated. This is reflected in figures related to mobility, energy demand, industry and retail sales, foreign trade, commercial transactions from selected banks, and the national statistics agency’s (DANE) economic tracking indicator (ISE). Output is now expected to have declined annually in the first quarter by 0.3%. Private consumption likely continued to recover, registering levels somewhat above those from the previous year, while public consumption likely increased significantly. While a recovery in investment in both housing and in other buildings and structures is expected, overall investment levels in this case likely continued to be low, and gross fixed capital formation is expected to continue to show significant annual declines. Imports likely recovered to again outpace exports, though both are expected to register significant annual declines. Economic activity that outpaced projections, an increase in oil prices and other export products, and an expected increase in public spending this year account for the upward revision to the 2021 growth forecast (from 4.6% with a range between 2% and 6% in January, to 6.0% with a range between 3% and 7% in April). As a result, the output gap is expected to be smaller and to tighten more rapidly than projected in the previous report, though it is still expected to remain in negative territory on the forecast horizon. Wide forecast intervals reflect the fact that the future evolution of the COVID-19 pandemic remains a significant source of uncertainty on these projections. The delay in the recovery of economic activity as a result of the resurgence of COVID-19 in the first quarter appears to have been less significant than projected in the January report. The central forecast scenario expects this improved performance to continue in 2021 alongside increased consumer and business confidence. Low real interest rates and an active credit supply would also support this dynamic, and the overall conditions would be expected to spur a recovery in consumption and investment. Increased growth in public spending and public works based on the national government’s spending plan (Plan Financiero del Gobierno) are other factors to consider. Additionally, an expected recovery in global demand and higher projected prices for oil and coffee would further contribute to improved external revenues and would favor investment, in particular in the oil sector. Given the above, the technical staff’s 2021 growth forecast has been revised upward from 4.6% in January (range from 2% to 6%) to 6.0% in April (range from 3% to 7%). These projections account for the potential for the third wave of COVID-19 to have a larger and more persistent effect on the economy than the previous wave, while also supposing that there will not be any additional significant waves of the pandemic and that mobility restrictions will be relaxed as a result. Economic growth in 2022 is expected to be 3%, with a range between 1% and 5%. This figure would be lower than projected in the January report (3.6% with a range between 2% and 6%), due to a higher base of comparison given the upward revision to expected GDP in 2021. This forecast also takes into account the likely effects on private demand of a fiscal adjustment of the size currently being proposed by the national government, and which would come into effect in 2022. Excess in productive capacity is now expected to be lower than estimated in January but continues to be significant and affected by high levels of uncertainty, as reflected in the wide forecast intervals. The possibility of new waves of the virus (of uncertain intensity and duration) represents a significant downward risk to projected GDP growth, and is signaled by the lower limits of the ranges provided in this report. Inflation (1.51%) and inflation excluding food and regulated items (0.94%) declined in March compared to December, continuing below the 3% target. The decline in inflation in this period was below projections, explained in large part by unanticipated increases in the costs of certain foods (3.92%) and regulated items (1.52%). An increase in international food and shipping prices, increased foreign demand for beef, and specific upward pressures on perishable food supplies appear to explain a lower-than-expected deceleration in the consumer price index (CPI) for foods. An unexpected increase in regulated items prices came amid unanticipated increases in international fuel prices, on some utilities rates, and for regulated education prices. The decline in annual inflation excluding food and regulated items between December and March was in line with projections from January, though this included downward pressure from a significant reduction in telecommunications rates due to the imminent entry of a new operator. When controlling for the effects of this relative price change, inflation excluding food and regulated items exceeds levels forecast in the previous report. Within this indicator of core inflation, the CPI for goods (1.05%) accelerated due to a reversion of the effects of the VAT-free day in November, which was largely accounted for in February, and possibly by the transmission of a recent depreciation of the peso on domestic prices for certain items (electric and household appliances). For their part, services prices decelerated and showed the lowest rate of annual growth (0.89%) among the large consumer baskets in the CPI. Within the services basket, the annual change in rental prices continued to decline, while those services that continue to experience the most significant restrictions on returning to normal operations (tourism, cinemas, nightlife, etc.) continued to register significant price declines. As previously mentioned, telephone rates also fell significantly due to increased competition in the market. Total inflation is expected to continue to be affected by ample excesses in productive capacity for the remainder of 2021 and 2022, though less so than projected in January. As a result, convergence to the inflation target is now expected to be somewhat faster than estimated in the previous report, assuming the absence of significant additional outbreaks of COVID-19. The technical staff’s year-end inflation projections for 2021 and 2022 have increased, suggesting figures around 3% due largely to variation in food and regulated items prices. The projection for inflation excluding food and regulated items also increased, but remains below 3%. Price relief measures on indirect taxes implemented in 2020 are expected to lapse in the second quarter of 2021, generating a one-off effect on prices and temporarily affecting inflation excluding food and regulated items. However, indexation to low levels of past inflation, weak demand, and ample excess productive capacity are expected to keep core inflation below the target, near 2.3% at the end of 2021 (previously 2.1%). The reversion in 2021 of the effects of some price relief measures on utility rates from 2020 should lead to an increase in the CPI for regulated items in the second half of this year. Annual price changes are now expected to be higher than estimated in the January report due to an increased expected path for fuel prices and unanticipated increases in regulated education prices. The projection for the CPI for foods has increased compared to the previous report, taking into account certain factors that were not anticipated in January (a less favorable agricultural cycle, increased pressure from international prices, and transport costs). Given the above, year-end annual inflation for 2021 and 2022 is now expected to be 3% and 2.8%, respectively, which would be above projections from January (2.3% and 2,7%). For its part, expected inflation based on analyst surveys suggests year-end inflation in 2021 and 2022 of 2.8% and 3.1%, respectively. There remains significant uncertainty surrounding the inflation forecasts included in this report due to several factors: 1) the evolution of the pandemic; 2) the difficulty in evaluating the size and persistence of excess productive capacity; 3) the timing and manner in which price relief measures will lapse; and 4) the future behavior of food prices. Projected 2021 growth in foreign demand (4.4% to 5.2%) and the supposed average oil price (USD 53 to USD 61 per Brent benchmark barrel) were both revised upward. An increase in long-term international interest rates has been reflected in a depreciation of the peso and could result in relatively tighter external financial conditions for emerging market economies, including Colombia. Average growth among Colombia’s trade partners was greater than expected in the fourth quarter of 2020. This, together with a sizable fiscal stimulus approved in the United States and the onset of a massive global vaccination campaign, largely explains the projected increase in foreign demand growth in 2021. The resilience of the goods market in the face of global crisis and an expected normalization in international trade are additional factors. These considerations and the expected continuation of a gradual reduction of mobility restrictions abroad suggest that Colombia’s trade partners could grow on average by 5.2% in 2021 and around 3.4% in 2022. The improved prospects for global economic growth have led to an increase in current and expected oil prices. Production interruptions due to a heavy winter, reduced inventories, and increased supply restrictions instituted by producing countries have also contributed to the increase. Meanwhile, market forecasts and recent Federal Reserve pronouncements suggest that the benchmark interest rate in the U.S. will remain stable for the next two years. Nevertheless, a significant increase in public spending in the country has fostered expectations for greater growth and inflation, as well as increased uncertainty over the moment in which a normalization of monetary policy might begin. This has been reflected in an increase in long-term interest rates. In this context, emerging market economies in the region, including Colombia, have registered increases in sovereign risk premiums and long-term domestic interest rates, and a depreciation of local currencies against the dollar. Recent outbreaks of COVID-19 in several of these economies; limits on vaccine supply and the slow pace of immunization campaigns in some countries; a significant increase in public debt; and tensions between the United States and China, among other factors, all add to a high level of uncertainty surrounding interest rate spreads, external financing conditions, and the future performance of risk premiums. The impact that this environment could have on the exchange rate and on domestic financing conditions represent risks to the macroeconomic and monetary policy forecasts. Domestic financial conditions continue to favor recovery in economic activity. The transmission of reductions to the policy interest rate on credit rates has been significant. The banking portfolio continues to recover amid circumstances that have affected both the supply and demand for loans, and in which some credit risks have materialized. Preferential and ordinary commercial interest rates have fallen to a similar degree as the benchmark interest rate. As is generally the case, this transmission has come at a slower pace for consumer credit rates, and has been further delayed in the case of mortgage rates. Commercial credit levels stabilized above pre-pandemic levels in March, following an increase resulting from significant liquidity requirements for businesses in the second quarter of 2020. The consumer credit portfolio continued to recover and has now surpassed February 2020 levels, though overall growth in the portfolio remains low. At the same time, portfolio projections and default indicators have increased, and credit establishment earnings have come down. Despite this, credit disbursements continue to recover and solvency indicators remain well above regulatory minimums. 1.2 Monetary policy decision In its meetings in March and April the BDBR left the benchmark interest rate unchanged at 1.75%.
