Full textTo face the challenges and strong competition of today, higher education has turned to the strategy of communication on social networks in order to retain their audience, improve their reputation and strengthen relations with the community through higher levels of engagement. The aim of this thesis is to understand this engagement of the university community on social networks. The research is initially interested in the study of key concepts related to its objective, namely, engagement, community and social media. Quantitative and qualitative empirical studies will be implemented using questionnaire and data mining methods. Statistical results, content analysis and community detection helped to understand the role of content strategy and the impact of community profile on engagement levels on posts created by major higher education institutions in Lebanon

Full textBased on an individualistic philosophy, partuclarly linked to a desire to save cultural diversity, self-regulation is a normative technique which is getting more and more democratic on the national level as well as on the supranational. Actually, in numerous areas, professionals make rules they apply to themselves in order to achieve a real consensus. Nevertheless, there exist many dark zones around this concept, either on the legal or the sociological point of view. Confusion around semantic interpretation of self-regulation in Europe, consequently the absence of universal definition, tend to show there exists a reluctance to contemplate its integration in the juridical system. However the study of self-regulation trough the sector of audio-visual advertising will be used as a vector to try to demonstrate that the legitimisation of this new way of producting law can't be underestimated. On the contrary, admitting this possibility will entail accepting a transformation of the place and purpose of law, based on a systemic vision. Moreover, the legitimisation of self-regulation as a manifestation of juridical pluralism will mean questioning the foundations of a positivism identifying law and state. Furthermore, the growing recognition of self-regulation by European authorities, underlines the questions on its place and its role amid juridical organisation, and this while self-regulation risks hindering the creation of the Common Market by keeping or creating national disparities. The law of advertising will give a concrete example of the paradoxical implications of self-regulation in the community juridical order. Through a comparative and multidisciplinary approach, the point of the present study is to take part in the reflection on a concept which hasn't become a notion yet. Its purpose is also to determine if there is going to be a three-party conflict between European law, state law and self-regulation, unless it has already started

Full textToday, the Internet has become a universal community, where the openness to diverse application areas, has been accompanied by a natural change in the profile of users. However, in this environment, the maturity of the services and applications is suffering from a problem of trust. The establishment of trust in the Internet requires the intervention of several elements. We refer to these elements by the term: trust chain. In all chains of trust, public key infrastructure (PKI) is a central element. It serves to establish a link between a public key and a physical entity whose certificate signed by a central entity called a certification authority (CA). Thus, PKIs provide means for the management and the distribution of keys and certificates. All elements of the trust chain create a trust management problem. We have dedicated our work, however, to PKIs, and more precisely in trust management of CAs. We have performed the following steps: • We have proposed a formal definition of trust in CAs. • We have defined an architecture that operates a validation service deployed by an entity independent of CAs, and recognized by a community of interest. • We have defined a calculation model that enables us to obtain a score between 0 and 1 representing the quality of a certificate (QoCER). Finally, we have implemented a prototype that demonstrates our ideas. In particular, we have presented how end users can interact with the validation service to make informed decisions about certificates

Through this research, the researcher concentrates on the study of internal communication in administration affaires in these companies as sectors which use the internal communication more than other administration at the same companies. Ln addition to the role that play by the administration affaires in the management of the human resources in these public companies. This thesis tries to analyze the following issues: 1) Does the construction of organizational Libyan companies allow developing the internal communication and does it determine the professional relations between employees? 2) Does the informal relations such as the use of the kinship and friendship relations and spread rumours, etc. , inside these companies (in connection with the tribal constitution of Libyan society), lead to the deformation of communication between the employees. 3) Are the means adopted by the managers of these companies to create a favourable work environment involved in improving interaction and communication between them and employees? 4) Are the managers and the employees not qualified enough to carry out effective internal communication in the use of information and exchange relations between them? This study is based on the approach of the Palo Alto school, which analyzes the process of communication as messages and relationships between individuals. What is important in this approach according to the view of the researcher is the operation of interaction. These reforms led to truly distinguish the interests of labor from those of management. In this sense, they paved the way for the emergence of a system of employments relations. Aborda o desafio que a Internet representa ou pode representar como meio de comunicação revolucionário e protagonista do novo mundo numa vasta rede e analisa o desafio que a mesma representa para as RP/Assessores de Imprensa, face aos órgãos de comunicação sociais tradicionais. Além de uma revisão bibliográfica às RP, à Internet e ao marketing desportivo, esta investigação tem como propósito identificar e constatar o impacto e as oportunidades originadas pela utilização da Internet na área das RP no futebol, neste caso, nos clubes que integram a primeira divisão da Liga Portuguesa de Futebol Profissional (LPFP) – a Sagres Liga 2008/2009. Queremos com isto dizer que se pretende averiguar até que ponto este novo meio de comunicação é trabalhado pelos clubes desportivos. O outro objectivo prende-se ao facto de querer analisar a situação dos profissionais no exercício das actividades de RP na condução de um meio de comunicação específico (Internet) para a consecução dos objectivos propostos, verificando, então, até que ponto a Internet é eficaz para o trabalho dos mesmos. Para realizar esta pesquisa científica, chegou-se à conclusão que era necessário desenvolver um estudo descritivo numa abordagem quantitativa, com entrevistas em forma de questionários às pessoas responsáveis pelo sector das RP das respectivas organizações, como método mais eficaz para nos apercebermos se nesta área a comunicação digital é uma ferramenta de relacionamento importante entre as organizações desportivas e os seus públicos. This investigation work is a part of a study on Public Relations (PR) in the Internet in a specific target field: Football. It approaches the challenge the Internet represents or may represent as a revolutionary media and its leading role in the vast network of the new world and analyses the challenge it represents to Public Relations/Press Assessors, as opposed to the traditional social media. In addition to reviewing selected bibliography on Public Relations, Internet and Sports marketing, this study aims to identify and demonstrate the impact and opportunities generated by the use of Internet in the Public Relations area, specifically in the clubs participating in the LPFP Portuguese major league – Liga Sagres 2008/2009. This means that we intent to analyse to what extent is this new media approached and handled by football clubs. The other purpose is to analyse the PR professionals’ proficiency in the performance of their PR activities while conducting a specific media (the Internet) for the accomplishment of their goals, thus verifying to what extent is Internet in fact efficient for their work. For this scientific research, we concluded that is necessary to develop a descriptive survey with a quantitative approach, whose method is the most effective for the understanding if and how digital communication constitutes an important relationship tool between sports organizations and their publics. We have used the questionnaire methodology in order to interview the RP managers of the several organizations. Ce travail fait partie d’une étude sur les Relations Publiques à l’Internet d’un public spécifique : celui du football. Ce travail aborde le défi que l’Internet représente ou peut représenter comme un moyen de communication révolutionnaire et protagoniste du nouveau monde dans un vaste réseau et analyse le défi qu’elle représente pour les RP/ Assesseurs de Presse par rapport aux media traditionnels. En plus d’une révision bibliographique aux RP, à l’Internet, au marketing sportif, cette recherche a comme but identifier et constater l’impact et les opportunités déclenchées par l’utilisation de l’Internet dans le domaine des RP du football dans ce cas, chez les clubs qui intègrent la première division de la Ligue Sagres 2008/2009. On veut dire avec ça qu’on prétend s’assurer jusqu’ à quel point ce nouveau moyen de communication est utilisé par les clubs sportifs. L’autre but c’est qu’on veut analyser la situation des professionnels dans l’exercice des activités de RP, en utilisant un moyen de communication (Internet) pour la consécution des objectifs proposés et vérifier jusqu’à quel point elle est efficace pour leur travail. Pour faire cette recherche scientifique on a conclu qu’il faudrait développer une étude descriptif avec une approche quantitative avec des interviewes sous la forme de questionnaires aux personnes responsables par le secteur des RP des organisations, comme la méthode la plus efficace pour savoir si, dans ce domaine, la communication digitale est un outil de rapports entre les organisations sportives et leurs publics.

Will the idea of enterprise's culture, admitted, recognised then contested, be easily sold for wage earners, concerning the exploitation of external supports such as social and humanitarian actions, medical and scientific research, cultural patrimony or sport throughout the sponsorships in one hand, the use of internal structures as associatives sporting practices in entrepreneurial space in the other hand? In regard of principle of those institutional practices, can we have the effect of rational of specific organizations in ideological and economical positioning, the membership of private sector or an attachment for a public economy? Logics of action as far as far as communication is concerned, must be perceived in the interaction between the individual rationalities of actors and a principle of organization's functioning constraining an individual in his decisions and actions evolvements. The capacity of organization to develop the forms of communication termed unessentially, reflect to intrinsic arrangements of social agents, to their social standiing to be part of professional position and their personal history. The proofs put forward that give evidence for the coherence of actions with institutional economic rationality, hide the determinations historically and socially set up in the structures that surround the social agents. Nothing better let out the autonomy of those communication's logics of action, than the particularity of the shapes of determinations of which they raise. The comparative analysis have for ambition to suggest a reading of those rationalities muffled, officially motivated by the assertion of the status citizen organization, but ordered surreptitiously at once by the particular interests, historical institutional heritage closely tied to ideological end political anchorage of organization, to an affiliation tto a rational of public service, social economy or free enterprise economy

Full textHome care and personal services are heavily supported by economic and social policies in France. What is the quality of these jobs? Are there different forms of job quality in this heterogeneous group of activities? How are “quality compromises” built? How are they legitimated? These are the essential questions addressed in this thesis. In order to answer these issues, we study the progressive construction of public and professional regulations which contribute to shape jobs and their characteristics. The structuring of professional relationships is more particularly analysed on the basis of a qualitative survey carried out among people in charge of bargaining collective agreements. The interpretive lens used in the analysis of empirically observed forms of job quality is derived from this first historical and social framing. A second, epistemological and theoretical framing, aims at pointing out the way through which the concept of “job quality” is approached in the thesis. Job quality is investigated in its multiple economic and social dimensions (remuneration, job security, working conditions...) through an approach based on the gaps to the mean of French job standards. The use and treatment of statistical data based on two national surveys emphasizes that these deviations from the norm tend to be cumulative on several dimensions in personal services. “Cumulative constraints at work” is thus important, but situations are heterogeneous. We then demonstrate the coexistence of a plurality of job quality configurations embedded in public and professional regulations

Full textThe expansion of employment in the social economy (SE) has been paralleled by the declared will of the SE actors to distinguish their management from the one of the private for-profit sector. This thesis is aimed at studying to what extent there is a sector effect on job quality, especially in nursing homes industry. The multidisciplinary approach combining the economics of conventions and the sociology of organizations (the theory of social regulation) allows us to comprehend the complexity of the organizational functioning. Such an approach also highlights the need to study the employment relationship in the context of the regulations that govern the organizations. Our quantitative investigations lead us to underscore the heterogeneity of job quality in the SE. A qualitative survey allows to analyze how the employment relation is built and how it is working out. Public regulations restrict the margins of organizations. The employment relationship is strained at a national level as evidenced by the conflict concerning the collective agreement of 1951. In the organizations, tensions are high. The weak margins stress the role that the meaning given to their jobs by workers can have, and the way that this meaning is strengthened by organizations. Our research leads to think about the difficulty of the SE organizations to assume their own identity and shared values while ensuring the continuity of their economic activities

Full textOur research was established as part of the Interdisciplinary Research Program on Languages, Objects, Territories and Hospitality (LOTH). It has tried to confirm that only social networks can not constitute a single support for managing local democracy and satisfying collective demands. The researcher proposed a rather mixed approach (CiRM) integrating all the essential components to modernize and fundamentally improve the client's functioning of the state (physical, human, virtual and technological). This approach was supported by a series of field surveys that will demonstrate the deficit suffered by the Moroccan state despite high (but untidy) technological investments in ICT. It is to these questions that this thesis provides answers and analytical tools in order to present a new way to establish governance: any elected government will be essentially evaluated on the rate of satisfaction of the expectations of citizens and To its action plan announced via a weighting logic and through publicly known "indicators" of performance (known by all) and identified in advance (To avoid falling into the trap of distortion of information between the Citizen and the State)

Full textIn the context of inefficient, unprofessional local administration and weak local governance on the one hand, and the problem of integrating sectoral policies at the territorial level on the other, Morocco has led to the creation of regional agencies as a node for the integration and coherence of local public policies. This context constitutes the starting point for this doctoral research, which focuses on agencification as a lever for the performance of local public policies. To address this issue, this research was organized in two phases. The first part is devoted to the characterization of the agency within the framework of the ideal-typical model. The notion of public performance, insofar as it appears to be the main objective of local action, is then characterized and operationalized. Finally, the modalities for implementing agencification approaches are described to constitute, in all, a research model and hypotheses linking, directly and indirectly, agencification, its modalities of implementation and the performance of local public policies. The second part of this research is focused on linking this research model with a field of study. A qualitative methodology, through a case study of the Bouregreg Valley renewal Agency, is preferred. In this context, a participating observation was carried out over five years. The research results highlight in particular the coexistence of the positive and negative effects of agencification on the performance of local public policies, as well as the need for its implementation modalities (such as leadership or contextual influences). In view of these results, agencification then calls for various improvements to be made to increase its effects and impacts not only on the policies implemented, but also on the modes of territorial and Moroccan governance, as well as at the international level

Full textOur resserearch focuses on interpersonal relationships within public administrative services. We focus on internal communication in "public" communication organizations. We are thus brought within the framework of the thesis, to be interested in the term "public communication", which is often distinguished from the term "private communication". First, theoretically, we have both explored the notion of "public" communication and deconstructed the categories generally used, and therefore builted our own "object" of study, before going on the ground that proposed us exchange situations at work. We then conducted a qualitative or subjective research in communication services, to show that the simplistic distinction between these two types of communication (public and private) is not so obvious. Indeed, the legitimacy of the name of public communication does not refer to the model transceiver, but to the "worlds of justification” of BOLTANSKI, THEVENOT and CHIAPELLO. We use the qualitative system of communications or relationships of Alex MUCCHIELLI to analyze our "object" of study. Method to construct the system of relations. Indeed, we adopt the epistemological position of Information and Communication Sciences (SIC) that are within the paradigm of understanding - in which to include the paradigm of complexity based on the systemism and constructivism. We answer then the question: "How a qualitative analysis of communications systems brings us to understand relationships within public administrative services."

Full textThe first chapter uses a novel panel dataset of tax revenues and government expenditures in developing countries to investigate wether countries are able to recover the lost tariff revenues due to trade liberalization through other taxes. We use the intuition that pre-existing tax capacity is needed to levy domestic taxes to explain theoretically why some countries are unable to recover all tax revenues lost from lovering tariffs. We provide some empirical evidence in line with the model's predictions. The second chapter documents cyclical patterns of government expenditures in sub-Saharan Africa since 1970 and explains variation between countries and over time. We find some evidence that procyclicality in Africa has declined in recent years after a period of high procyclicality during the 1980s and 1990s. The final chapter shows that local governments are more accountable when a larger of their resource comes from local taxes. I compare how local governments in Brazil spend increases in tax and transfer revenues and find that an increase in local tax revenues leads to a bigger increase in local public services (health and education) than an increase in transfers of the same amount. Moreover extra transfer revenues lead to more corruption, extra tax revenues do not

The moroccan company, have regard with the characteristics of its management, defines modes of management in which practice of the communication revert of the particular significations. With part of a double investigation contining autoadministered questionnaires which related to a sample of the companies in in morocco (large private and public companies of the multinationals and small and medium-sized undertakings) and the agencies of communication, we carried out a comparative approch of the methods of management of the function communication. . Analysis, relating to three contexts (structural context (logics of structuring), individual context (analyses characteristics of the communication director's) and strategic context (existence and formation of the strategy of communication), allowed to define yhe ambivalence of strategic management and intuitive management in the moroccan company according to the contexts of management, size and statuate of the company. The rational strategic management of the communication is clean with the subsidiary companies whereas intuitive management characterizes the companies of small size

Full textThe goal of this research is to analyse the efficiency of gender-oriented public policies in two different contexts: France and Norway. The focus is placed on the articulation between the institutional contexts and the private domain. In which way do relationships reveal the impact of the policies? Is gender equality institutionalised? The Norwegian welfare state is a great provider of gender-oriented legislations and, through it, guarantees a high level of equality in the professional and political spheres. The research is based on a comparison with France, and wonders whether the States’ efforts have similar impacts on representations and private relationships. The indicator of those relationships chosen for this thesis is seduction. The survey was conducted among 60 French and Norwegian people of both sexes of diverse ages and social origins. Articulated with the analysis of the public sphere, it shows that the Norwegian “model” of gender equality does not obtain the expected impact. It sheds new light on the efficiency of public policies while revealing the gender arrangements individuals mobilize in the seduction game

Full textCommunication consultants hold a strategic, fought-after position as intermediaries at the crossroads of communications, media and creative industries. They operate in a constantly changing, ambiguous and highly competitive market, where diverse actors (at times distant from marketing and public relations sectors) intervene to push their own conception of what the communicator can and must do. Based on long-term participant observation in the French office of an international PR agency, this research considers the theoretical model of “communicational claims” (Jeanneret, 2014) through the lens of practical epistemology. It documents the daily work and constant efforts of consultants to impose a “paradigm of influence” in the communications sector. The thesis first discusses the theoretical and methodological issues of an ethno-semiotic approach in the field of organizational communication. It regards communication consulting as a space where practitioners create and circulate competing definitions of the communication processes, and the consultancies as spaces where a theory of communication is developed and translated into an organizational discourse, disseminated throughout professional practices and negotiated in context. This thesis considers the variety of mediations in the genesis of communicational claims (“influence”, “engagement”, “virality”...). Our research methodology is qualitative and is based on one single case study within the context of one major French retailer. We made 70 semi-structured interviews with three categories of informants: the initiators of the technology (18), the buyers (20) and the suppliers (32). Our results confirm the expectations of the adopted emergent perspective. In effect, we discover thatthe use of IOS lead to non-expectable effects proving at the same time the dual aspect of advanced technologies. We have make use of a multinational model describing foreign exchanges with USA, Japan, Europe and the rest of the world during a period of 1980 to 2003, and as a theoretical framework we have used the FEER model (Fundamental Equilibrium Exchange Rate) in the sens of Williamson. The current account balance targets, which are based on an estimation of mean-time determinants of current account, were calculated with an econometric procedure of dynamic panel using generalized moments GMM. We show as results of this thesis, that these countries' currencies are characterized with strong misalignments that explain theirs current disequilibriums and their vulnerability to external chocks

Full textAnalysing professionalisation reveals a complex mechanism, involving the production of an activity as well as its value, the search for a stabilisation together with the triggering of contest ; hence a study towards elaborating an agreement on a professional form. The emergence of the directors of communication is in line with the history of public relation professions. The latter have adjusted to an evolution over wich they had incomplete control, despite regulations and attempts to monopolisation, through associations and professional code od ethics. They have thus called up a rhetoric borrowing mainly from the civic register, in reference to the words of information, and extented their boundaries to the milits of what is acceptable from the viewpoint of the arguments at the basis of the "relationist" model. These limits will be overstepped bu some communication leaders ; they acquire significant visibility, closely related to the extension of their field of activities and the recognition of their strategic role, legitimized by an explicit compromise in the trade register. This movement is translated into a wealth of surveys on the professions of communication. Their study sheds light on certain tensions between different models, tensions relative to the definition of the qualifications, the conditions of admission, and the definition of the scopes of activities. The surveys finally show how the "dircom" model becomes prevalent. This succes in achieved through the institution of the "dircom" locality. Its study makes it possible to feature wxho works on the construction, the circulation of the dominant model, and the regulation of the tensions within and without the firm. The transformations of the professions are also linked with the evolution of the techniques of social mediation, and that of firm values

Full textDrawing on digital ethnography of a male-for-male dating website that combine "ordinary" sex and commercial sex, this thesis aims to grasp transactions between escort boys and their clients. By considering these relations as sexual and intimate as well as social and economic, the investigation shows that escorts and clients grant specific meanings to sexuality, intimacy and the debts that bind them. Thus, the participants value these relationships in two ways. First, they attach to them a moral value that is sometimes higher than the one they attach to non-commercial sex, because of the deep intimacy they manage to create. Then, by engaging in gift/counter-gift transactions - especially when relationships become regular - they redefine (or undefine) the value of their relationships through money. In both processes, the role and the meanings of sexuality are major components to grasp these exchanges. Finally, this valuation of escort-client relationships allows participants to build strong social ties, that is, to develop their transactions according to a relational model of sexuality, not only a recreational model that is more often attached to prostitution. At a time when late capitalism has interfered in our intimate relationships, economic-sexual exchanges between (mostly gay) men are then an interesting field of inquiry to understand how sexuality and intimacy may be granted values and meanings that do not fit into the devalorization of commercial sex

Full textThis thesis focuses on the dynamics of the communication between Hydro-Québec and Innu communities within the hydroelectric dam project on the Romaine River. It deals with Innu participation during the impact assessments, public hearings, negotiations leading to the signature of Impacts on Benefits and Agreements, and funds management within joint societies composed of Innu and Hydro-Québec representatives. At every step of the project, some power resources enhance Innu participation while others prevent it. These resources are material, informational and relational ones (Lemieux, 2001). Innu participation within La Romaine project is measured on Sherry Arnstein’s Ladder of Citizen Participation (1969). The results show that Innu participation is less important during the consultation activities and more important within the joint societies. Moreover, funding of community projects and jobs creation contribute to Innu empowerment, but in a limited and unfair way for each community.

Full textChildren's literature, one of the most widely used aids in a school context, is also considered a child's cultural object. This dissertation focuses specifically on children's books in which the main character is a black child. The Brazilian public schools receive this material from the Department of Education in an aim to promote "education in ethnic-racial relationships" which is present in the school policies that were promulgated in 2003 and 2004, and that made mandatory "the teaching of history and of African-Brazilian and African cultures" in every educational institution as well as "the inclusion of black characters [...] in educational aids" (Brazil, 2005). Numerous Brazilian researchers in the fields of education and sociology have, since the 1950's, studied the representation of this character. Nonetheless, the different subjects to which it is today associated, and the way educators make use of these books inside the classroom, remain yet to be researched. We will therefore, study here, the image of the black child through the analysis of textual and iconographic contents of 80 contemporary children's books, but also the usage that educators of eight public schools of Salvador de Bahia make of these books, while using two complementary approaches: collective interviews and direct observation of a CE2 class. We will focus particularly on the concept of race, which on the one hand, is at the heart of these school policies, of these books and of their usage on children. On the other hand, it constitutes a category of analysis, allowing us to report on social relations. Consequently, this will be the opportunity to bring to light the interests and limitations that these school policies and books entail, as a way to support new educational approaches for the learning of the above mentioned ethnic-racial relationships at school
A literatura infantojuvenil, um dos suportes mais utilizados no contexto escolar, é considerada como um objeto cultural da criança. Esta tese se interessa especificamente sobre os livros ilustrados infantojuvenis cuja personagem principal é uma criança negra. Estes livros são enviados para as escolas públicas brasileiras pelo Ministério da Educação a fim de atender a "Educação das Relações Étnico-Raciais" prevista nas políticas educacionais promulgadas em 2003 e 2004, tornando obrigatório "o ensino da história e da cultura afro-brasileira e africana" em todos os estabelecimentos de ensino, assim como "a inclusão de personagens negros [...] nos materiais de ensino" (BRASIL, 2005). Se, desde 1950 alguns pesquisadores brasileiros em educação e em sociologia estudaram a representação desses personagens, as diferentes temáticas pelas quais eles são atualmente associados e a maneira como os professores-as fazem uso desses livros em sala de aula têm, porém, sido pouco investigada. Estudamos aqui a imagem da criança negra através da análise de conteúdo textual e iconográfica de 80 livros contemporâneos, mas também os usos que os professores de oito escolas públicas de Salvador - Bahia fazem desses livros através de duas metodologias complementares: entrevistas coletivas e observações diretas em uma turma do terceiro ano do ensino fundamental. Nos apoiaremos particularmente no conceito de raça que, de um lado, se encontra no interior dessas políticas educacionais, desses livros e nos seus usos com as crianças, e por outro lado, constitui uma categoria de análise permitindo observar as relações sociais. Esta será uma ocasião para destacar as perspectivas e limites dessas políticas educacionais e os usos desses livros como suportes de novas modalidades pedagógicas para a aprendizagem da dita diversidade étnico-racial na escola

El Ministerio de Educación envía estos libros a las escuelas públicas brasileñas con el objetivo de promulgar "la educación para las relaciones étnico-raciales" prevista en las políticas escolares promulgadas en los años 2003 y 2004, haciendo obligatoria "la enseñanza de la historia y de la cultura afro-brasileña y africana" en todos los establecimientos escolares, así como "la inclusión de personajes negros [...] en los recursos de enseñanza" (Brasil, 2005). Si bien, desde los años cincuenta, algunos investigadores brasileños en ciencias de la educación y en sociología han estudiado la representación de este personaje, las diferentes temáticas a las que está actualmente ligado y la manera en que los educadores hacen uso de estos libros dentro de la clase han sido poco investigada. Full textThe Image of the city is a part of the geography of the representations but it concerned by several disciplines. This theme is difficult to estimate of the European scale. The city of Rennes (France) has the advantage to communicate about uncommon objectives: dynamic and in demographic good health, Rennes has a good quality of life. Nevertheless it produces an official image like shrinking cities. Checked by agents of territorial marketing, this official image is the most measurable part of the image of the city. However, the triple difficulty in identifying people who produce the image, to collect image’s elements produced between 1984 and 2008, and to confine the political wills by limiting the rebuilding post, makes opaque the categorization of the territorial ideologies brought in speeches promotion. The extra-territorial image of Rennes aims first of all the local people and is confronted with a performativity as regards the European scale. The city is searching a global image, produced by only public agents in order to support the metropolisation. The metropolitan governance on the questions of image is the detriment of cooperation with other territories. On the symbolic level, Rennes seems to follow the market of cities when it produces ideologies which are in the air time, still trying to be a pioneer to extend its image as innovative city

Full textFrom 1997, France engaged itself to reform its national police in order to make it closer and in the image of the population, following the examples of other foreign countries. As the police culture, behaviour and working's customs are not based on common principles of a nearness security because, on the contrary, the police is most used to react against social disorder as to act for a nearby and secure way of life, the results of this police reform has not been on equal terms to the French government's ambition. The tag between talking and doing shows a lack of courage and therefore most likely the failure of a better new police strategy. If the rhetoric has been well sustained until 2002, the change for an other direction did wrong to the "police cultural revolution" which was so praised just five years ago. The expression of "community policing" does not any more belong to the police vocabulary. Under such circumstances, it seems to be delusive to confirm nowadays some significant issues which could decrease the delinquency's graph and set the public's mind at ease about it

The purpose of this research is to highlight the elements that contribute to the construction of the public image of a political figure in the digital age and to see what the effects are on citizens. Our systemic approach is an observation conducted on online exchange platforms as well as on an analysis of corpus built on the basis of a collection of publications, on Twitter and Facebook in particular. The general question that guides our approach is: how do policies take place on digital networks and what the effects on other users are ? Our starting hypothesis is that the online presence of policies is not realized in a goal of exchange and interaction, despite the promises and opportunities offered by online devices. Our observations and analyzes show that there are different possibilities to question online relationships and interactions. On the one hand, in the use that policies make of this new tool of political communication, and on the other hand in the forms of citizen participation

Full textThe European Union’s external action as far as human rights are concerned is specially geared toward sub-Saharan Africa, which benefits of a particular position. The purpose here is to analyze human rights in relations between the European Union and the sub-Saharan African states in terms of a search of a constant equilibrium. It is actually a matter of determining whether human rights are a factor of progress in these relations from an internationalist point of view. Through a critical and pragmatic approach, the research allowed to deliver an instrumental definition of human rights and examine the different forms of legal work in these relations. First the thesis will highlight the specificity of the integration of human rights, the creative process of human rights that is dominated by the institutions of the European Union and the instruments of promotion and protection of these laws, which are inspired by the law of the Union. The legal process of production and the product of human rights in these relations raise the question of the consistency of the various policies of the European Union in matters of development cooperation. Second, the research looks at the degree of realization of the rules of law in effects through a threshold of effectiveness and ineffectiveness. This assessment will raise the question of the incidences and the causes of effectiveness and ineffectiveness of human rights in the relations between the European Union and the sub-Saharan African states. It appears a moderate practice from the guarnanteeing mechanism of these laws, albeit through an application that varies from country to country of this legal system and of the permanence of extra legal issues. Third-party interventions in these international organizations relations (UN, AU) or of States (China) try to complete or reconsider the conditionality of the development cooperation for human rights
