Abstract:
This article presents empirical results relating to citizen-government relations on the internet that are based on an assessment of the World Wide Web presence of 428 local governments in northeast Ohio. Northeast Ohio provides a useful picture of E-government-citizen relationships because it includes a range of local government forms (counties, townships, etc.), urban and rural populations, and Midwestern influences that many consider “typical” of American states. The website reviews conducted assess citizen-government engagement in a variety of areas. The measures used include simple engagements like the ability to sign up for email updates and the presence of event calendars to more involved interactions, such as blogs, e-pay services, and open records requests. Using these measures, the authors assess citizen-government engagement among local governments in the sample

Abstract:
Government financial reporting as public accountability and transparency is important. Previous research show that almost all local government in Indonesia have their official website, which is active use as presenting news, local potentials, and local government services. Unfortunately, there are still limited local governments which are disclose their financial information as well as budgeting reports and financial statements on their websites. This research aims to explore whether political competition, local asset, local dependency, population density, and information openness award have influenced IFR practice in government in Indonesia. We investigate financial report and budget report as of internet financial reporting (IFR) data of 32 provincial government websites. Indonesia consists of 34 provinces, which are 32 provincial websites consistently accessible and use as sample in this research. The empirical results show that local dependency toward central government and Information Openness Award positively significant influence IFR practices in provincial level in Indonesia. There is no significant influenced of political competition, local asset and population density to IFR in Indonesia Provinces website. Our research contribution is to extend previous research by concerning Information Openness Award as independent variable which influenced to IFR practice in local government.

Abstract:
Internet budgeting report is considered still have shortcomings because it is not in accordance with the Instruction of the Minister of Domestic. Even though this information is the responsibility of regional governments for transparency in regional management and avoiding budget leakage. This study aims to determine the effect of local government size, local government wealth, and population on internet budgeting reporting, There is difference in this study which are sample taken from district / city governments on the island of Sumatra. The district / city governments should has an official website for public access. The sampling technique was purposive sampling. A total of 154 districts / cities were used as sampled in this study and processed by using multiple linear regression techniques. The study results indicate that the local government size has a positive and significant effect on internet budgeting reporting. While local government wealth and population does not have a significant effect on internet budgeting reporting. Future studies are suggested to examine other variables that can affect internet budgeting reporting so that they can predict more accurately and expand the research sample

Abstract:
The Internet is becoming more integral to governments and their modes of doing business and delivering services. This is creating a new imperative to address the digital divide. In Australia, as shown in this article, citizens who are the biggest users of government services are the least likely to be connected to the internet. What can be done to connect the unconnected? The article explores what has been learned from some of the Australian initiatives for connecting the unconnected to online government services. It concludes that greater attention to community-based human capital development is needed. It gives examples of factors needed for success in building socially marginalized communities’ interest, enthusiasm and capacity to interact and communicate via online technologies, thereby contributing to how successful e-government can be in delivering gains in efficiency and improved services.

Abstract:
We address some of the challenges in achieving internet voting for real world elections. One challenge is that home-based computers are likely to be infected by malware, threatening both the integrity and privacy of the vote. Another concern is the possibility that a voter may be coerced to vote in a particular way, for example by a family member or organised crime ring. Moreover, any voting system intended to be used on a large scale should not require complex operations by voters whose purpose is hard to understand. We introduce a series of novel proposals for internet voting, presented across three parts. First we examine how the problem of malware-infected computers in internet voting could be solved. We propose to use a dedicated hardware token (which is not required to be trustworthy) that helps remove the need to trust the voting computer and the server. Second we examine how the outcome verification methods provided by internet voting can be made more intuitive. We show how using trial votes help voters achieve more intuitive verifiability. Third we examine how the tension between verifiability and incoercibility can be reconciled while maintaining the usability of the voting systems. We propose a new property which we call “coercion-evidence” that helps improve usability, reduce trust assumptions, while maintaining the security of the system.

This dissertation seeks to recognize the factors, which are relevant to the construction of the processes Government-to-Government (G2G), and how these factors influence the success of those processes. For this research, two existing cases in Banco Central do Brasil (Bacen) were used: i) the Banco Central do Brasil (BACEN) X Senado Federal case; and the Bacen x Poder Judiciário case. The framework of this dissertation is based on the methodology of multiple study cases described by Robert Yin (2001). This work analyzed separately each of the cases and compared the results obtained in each analysis. In this way, this research aimed at analyzing the reasons that led these cases to gain such distinct outcomes, despite the existing potential benefits in each one of them. The obtained results suggest that three factors influence the success of G2G processes in a relevant way: computational safety; the culture of the organizations involved; and the capacitation of people involved. Each of these factors, according to what results showed, bring a set of considerations which should be observed by the public administrator in relation to the strategies of implementation of G2G processes.
Esta dissertação procura descobrir fatores que sejam relevantes para a construção de processos Government-to-Government (G2G) e como estes fatores influenciam no sucesso destes processos. Para a realização desta pesquisa, utilizou-se de dois casos existentes no Banco Central do Brasil (Bacen): i) o caso Bacen x Senado Federal; ii) o caso Bacen x Poder Judiciário. Para este trabalho, utilizou-se a metodologia de estudo de casos múltiplos descrita por Robert Yin (2001). Este trabalho analisou separadamente cada um dos casos e comparou os resultados obtidos em cada análise. Desta forma, esta pesquisa procurou analisar as razões que levaram estes casos a obterem resultados tão distintos, apesar dos potenciais benefícios existentes em cada um deles. Os resultados obtidos sugerem que três fatores influenciam de forma relevante o sucesso de processos G2G: segurança computacional; cultura das organizações envolvidas; e capacitação das pessoas envolvidas. Cada um destes fatores, conforme averiguado pelos resultados, trazem um conjunto de considerações que devem ser observadas pelo administrador público nas estratégias de implantação dos processos G2G.
