Internet access has become an indicator of a country’s socio-economic status in the Information Society. Libraries of higher education institutions support the parent institutions’ objective to produce graduates able to function in this society. Consequently, the Web, the most popular part of the Internet, has become ubiquitous in reference services. This study investigates the impact of the Internet on reference services by exploring the following areas: user Internet access and training in the library, use and integration of the Internet as an information tool in reference services and the Internet training and knowledge of reference librarians. An electronic survey was done using the Web and e-mail to distribute the questionnaire. The questionnaire was divided into six sections, and consisted of multi-choice answers with an open-ended question at the end of each section inviting further comments. The target population was the heads of reference services at large libraries and the directors at smaller libraries of the 36 higher education institutions in South Africa. Their e-mail addresses were obtained from the library or parent institutions’ Web sites. A total of 90 potential respondents were e-mailed and 26 responded, representing 19 institutions and yielding a low response rate of 29%. Low response rates are however, typical of electronic surveys. A total of eight reference librarians at two institutions in the Western Cape were interviewed, representing both a historically disadvantaged institution (HDI) and a historically advantaged institution (HAI), and a technikon and university library. The interviews were structured and consisted of mostly open-ended questions. The interviews lasted about an hour and were tape-recorded. The results showed that all responding libraries have Internet access and all but one provided access to their users. On average, users have had Internet access for three and a half years. User Internet training tended to be on a one-to-one basis at the point-of-use. On average, reference librarians have had Internet access for five years. The majority of librarians have attended formal Internet training programmes. However, the librarians interviewed considered these to be introductory and gained the skills and knowledge by actual use and from colleagues. Librarians reported that the reference process took longer, that user search behaviour had changed and expectations had increased. While the majority of libraries had Web sites, only a small number of librarians had individual pages that they updated and maintained. The majority of libraries provided electronic reference via e-mail and the library Web site, but these are characterised by low usage. Finally, libraries tended to offer both end-user and intermediary searching to online databases. The study concluded, amongst others: that libraries lacked adequate computer facilities and consequently cannot provide optimal Internet access to students, and that librarians have integrated the Internet as an information tool but that libraries have not yet taken full advantage of what the Internet offers. The study recommends: that the bandwidth and number of student computer facilities be increased in libraries and that this problem be addressed at national government level, that libraries develop electronic reference as a core service, and that librarians increase their Internet and online instruction efforts by using e-mail, Web tutorials and virtual classrooms to reach more students.

The advances in ICTs have decisively changed the library and learning environment. On the one hand, ICTs have enhanced the variety and accessibility to library collections and services to break the barriers of location and time. On the other, the e-Learning has emerged as an additional medium for imparting education in many disciplines to overcome the constraint of physical capacity associated with the traditional classroom methods. For a vast developing country like India, this provides an immense opportunity to provide even higher education to remote places besides extending the library services through networking. Thanks to the recent initiatives by the public and private institutions in this direction, a few web-based instruction courses are now running in the country. This paper reviews different aspects of e-Learning and emerging learning landscapes. It further presents the library scene and new opportunities for its participation in the e-Learning process. How these ICTs driven advances can contribute to the comprehensive learning process in India is highlighted.

There are several issues involved in integrating digital reference service into a digital library environment, but two that are unique to the intersection between digital libraries and digital reference: collection development of previously-answered questions, and presentation of specialized subsets of the materials in the digital library's collection. These two issues are explored.

This study describes a survey of 237 first-year undergraduate students conducted at the University of North Carolina at Chapel Hill. Through this study, the researcher aimed to fill in gaps in librarians’ knowledge about first-year students’ awareness of reference services, and students’ preferred modes of communication with librarians. The results show significant positive relationships between librarians’ verbal promotion of reference services and students’ tendency to ask reference questions in person.

Abstract:
Public libraries place importance on information technology for the delivery of quality services. One aspect of quality services is knowing the usage in the electronic information resources (EIRs) among the users. This study was carried out to investigate the use of the EIRs at the Penang Public Library Corporation (PPLC). The findings revealed that EIRs services provided by PPLC are being regularly used by the users. It was noted that the younger group relied more on the EIRs. The most preferred EIRs were Internet (51.9%) and OPAC (43.2%). The preference of Internet was higher among school students with 25% users and college students with 17.2% users, whereas preference of OPAC was higher among the professional group with 30% users. It was determined also that most of the users who used Internet were for information searching. For OPAC, they seemed more likely to use title search in searching library materials and they learned to use the OPAC by themselves. The usage of other EIRs were less popular with Electronic Journals (19.1%), Online databases (16.0%) and CD-ROMs (7.4%). It is recommended that PPLC must strive aggressively to promote the less popular EIRs that are provided but seldom used by the library users. PPLC also needs to improve its training programme in order to help users to enhance the use of EIRs.

When a crisis occurs, information flows rapidly in the Web through social media, blogs, and news articles. The shared information captures the reactions, impacts, and responses from the government as well as the public. Later, researchers, scholars, students, and others seek information about earlier events, sometimes for cross-event analysis or comparison. There are very few integrated systems which try to collect and permanently archive the information about an event and provide access to the crisis information at the same time. In this thesis, we describe the CTRnet Digital Library and Archive which aims to permanently archive crisis event information by using Archive-It services and then provide access to the archived information by using LucidWorks Big Data software. Through the Big Data (LWBD) software, we take advantage of text extraction, clustering, similarity, annotation, and indexing services and build digital libraries with the generated metadata that will be helpful for the system stakeholders to locate information about an event. Through this study, we collected data for 46 crises events using Archive-It. We built a CTRnet DL prototype and its services for the ``Boston Marathon Bombing" collection by using the components of LucidWorks Big Data. Running LucidWorks Big Data on a 30 node Hadoop cluster accelerates the sub-workflows processing and also provides fault tolerant execution. LWBD sub-workflows, ``ingest" and ``extract", processed the textual data present in the WARC files. Other sub-workflows ``kmeans", ``simdoc", and ``annotate" helped in grouping the search-results, deleting the duplicates and providing metadata for additional facets in the CTRnet DL prototype, respectively.

Abstract:

In libraries around the world there are people asking librarians for research assistance. As technology has advanced and communication strategies have moved outside the physical library buildings, librarians now respond to reference queries online. This study analyzed two forms of virtual reference; instant messaging (IM) and log-in chat. The purpose of this study was to find out if there is any inherent difference between the way the patrons or the librarians used these two virtual services.

An exploratory research design focused on numerous aspects of virtual reference communication. During the spring terms of academic years 2011 and 2012 at a community college, 1,341 transcripts of IM and log-in chat sessions were recorded. Using a systematic sampling process, 320 transcripts were sampled and their content analyzed.

Findings indicate that a length of the transaction significantly affected the outcome of all transactions. Log-in chats were generally longer than IM chats and it was found that; they were more complicated, the librarians were more responsive and friendly, patrons were more satisfied and the librarian was generally able to conduct a reference interview more often. Additionally the findings indicated that both IM and log-in chat were very similar in three aspect; patron formality, completeness/accuracy of the librarians' answer and the reference interview adding/changing or clarifying the patrons question.

There were four major conclusions of this study: The log-in chat portal had longer online reference transactions and better overall outcomes; instant messaging portal queries, although similar in many aspects to log-in chat, were ultimately treated in a less formal manner by patrons; librarians gave reference interviews and complete/accurate answers equally in both platforms and there were similar overall success rates in both platforms.

Based on the findings in this study it is recommended that academic libraries serving a general population of students use both the IM and log-in chat portals on their library websites. Patrons appear to appears to be using each portal for different and equally important reasons. Further study of virtual communications practices is needed to enhance the findings of this study as more institutions expand their patron base beyond those who can physically meet with a reference librarian.

Depuis l’époque sumérienne (4ème – 3ème millénaire avant J.-C.), les bibliothèques ont su traiter les documents pour les mettre à la disposition des populations pour leur développement intellectuel, culturel, économique … Pour répondre aux besoins informationnels de toutes les couches socioprofessionnelles, elles ont pris diverses formes : nationale, publique, spécialisée, scolaire, universitaire … et cela, à travers tous les pays du monde.Avec la naissance du web et l’accès progressif des populations aux ressources en ligne, les partenaires techniques et financiers des pays africains ont commencé à aider ces derniers, dans la seconde moitié des années 90, à se connecter à Internet. Ce fut aussi le début de divers projets de création de télécentres en vue de vulgariser Internet et permettre l’accès des populations africaines à l’information pour leur développement. Ces nouvelles structures (communautaires ou privées) ont paru pour beaucoup comme la source d’accès à l’information. Dans ce contexte, les bibliothèques, aux ressources déjà maigres dans nos pays, ont paru comme des structures démodées, voire inutiles. Les professionnels de l’information documentaire ont alors commencé à s’interroger sur l’avenir de leur profession et des bibliothèques. Dans leur réflexion, Internet a été perçu tantôt comme une menace pour les bibliothèques, une technologie comme les autres, ou encore comme une opportunité à saisir pour valoriser leurs ressources et leur savoir-faire.Considérer Internet comme une opportunité exige cependant des bibliothécaires une nouvelle perception de leur mission, une nouvelle organisation du travail, de nouveaux produits et services, une nouvelle vision des relations avec le public. Cela exige surtout l’appropriation d’Internet et un rôle actif dans son usage afin de diffuser ses ressources, faciliter l’accès à celles des autres, promouvoir ses produits et services, diversifier, fidéliser et rendre autonomes ses utilisateurs dans la recherche et l’exploitation des ressources … Ainsi, se pose la question du rôle des bibliothèques dans le développement des usages et services Internet.Notre étude cherche dans le contexte malien, marqué par l’extrême pauvreté des bibliothèques, par l’échec quasi-total des télécentres, mais par un léger dynamise d’autres modes d’accès à Internet (connexion au bureau, à domicile, sur les appareils mobiles …) de déterminer, analyser et comprendre le rôle des bibliothèques maliennes dans le développement des usages et services Internet. Conduite auprès de 39 unités documentaires connectées à Internet, elle expose Internet au Mali (historique, stratégies, représentations, usages), analyse le rôle et le positionnement des bibliothèques dans la démocratisation de l’accès des usagers à Internet et aux ressources informationnelles. Since the Sumerian period (4th - 3rd millennium BC), libraries have been able to process documents in order to make them available to the population for their intellectual, cultural and economic development ... ¶ To meet the information needs of all the socio-professionnal strata, they have taken various forms: national, public, specialized, scolarly, academic ... and this, in all the countries of the world.¶¶ With the rise of the web and the progressive access of people to online resources, the technical and financial partners of African countries began to help them, in the second half of the 1990s, to connect to the Internet. ¶This was also the beginning of various projects to create telecentres in order to popularize the Internet and to enable African populations to access information for their development. ¶These new structures (community or private) have been seen by many as the only source of access to information. In this context, libraries, with already meager resources in our countries, have appeared as obsolete, even useless structures. ¶ Documentary information professionals then began to question the future of their profession and libraries. ¶ In their reflection, the Internet has sometimes been perceived as a threat to libraries, as a technology like any other, or as an opportunity to seize in order to develop their resources and their know-how.¶Considering the Internet as an opportunity, however, requires librarians a new perception of their mission, a new organization of work, new products and services, and a new vision of relations with the public. ¶ This requires especially the appropriation of Internet and an active role in its use in order to disseminate your resources, facilitate access to those of others, promote your products and services, diversify, retain and empower your users in research and exploitation of resources ... ¶ Thus, the question arises of the role of libraries in the development of Internet uses and services.¶ Our study seeks, in the Malian context, marked by the extreme poverty of libraries, by the almost total failure of telecentres, but by a slight dynamism of other modes of access to the Internet (connection at the office, home connection, connection on mobile devices ...) to determine, analyze and understand the role of Malian libraries in the development of Internet usage and services. Realized in 39 Internet-related documentary units, it exposes Internet Mali (history, strategies, representations, uses), analyzes the role and positioning of libraries in the democratization of Internet and information resources access. Finally, it tries to understand whether the actions of libraries in bond with Internet are part of a clear and mature strategy

Abstract:
This research examines the use of external information by managers in larger industrial companies, with special reference to use of electronic information services. Five different industries are selected for study - oil, pharmaceutical, construction, electronics and retail. Evidence on the areas and sources of external information of most importance to managers, including electronic sources, was sought by means of a questionnaire survey distributed to managers in marketing, finance, corporate planning, computer systems and management services and to company librarians! information officers. The questionnaire was completed by 122 managers from fifty-one companies and followed up by case study interviews with eleven selected respondents. All respondents agree on the importance of industry market trends and competitor activities as the main areas of external information and on the personal communications network and industry publications as the prime sources. Information of the organization's broader environment is viewed as less important, Company libraries, where they exist, are not always highly regarded or fully exploited as sources of information by managers. The research shows that electronic information services are not in general rated highly as an information source. The main reason for the lack of use by managers appears to be lack of content relevance, but lack of awareness, pricing structure and accessibility are also contributory factors. Videotex services are held in low regard by their users and non-users alike. Commercial databases, on the other hand, are valued by their main user group, which consists of librarians from the pharmaceutical industry and from larger oil companies. Type of industry, type of respondent and size of company are all important variables in use of electronic information services. The research identifies four different approaches to external information use - individual, library, systems and information management. In spite of the acknowledged importance of external information, the informal approach is still prevalent. There is no extensive use of electronic services in companies which do not have an established library structure and there are few examples of a properly structured 'information management' approach which combines both internal and external sources.

Abstract:
The research reported here focuses on the application of multimedia to the teaching of information skills in academic libraries. Specifically, the research project has involved the development and evaluation of a multimedia system to instruct novice users of online library catalogues. The research has included an investigation of the characteristics and needs of novice library users. The ways in which novices approach using library-based information technologies which may be applied to any instructional programme for teaching novices how to use library-based information technologies. The research project has involved the development of a comprehensive multimedia system based on the theoretical model. The multimedia system was designed using Macromedia Director v.4.04. The production techniques and operation of the multimedia system are described in some detail. The multimedia system was evaluated and tested using formative evaluation strategies. The evaluation involved the prototype system being reviewed by expert librarians, and multimedia producers, as well as novice users of online library catalogues. The information gathered during the evaluation was used to make suggestions about improvements to the design of the prototype. The results of the evaluation are reported and analysed.

Abstract:
This thesis reports findings from a survey comparing the use of internal and external information services by business persons in the City of Brisbane. The Business Information: an investigation of its sources and use survey was undertaken on behalf of Queensland University of Technology (QUT) Library's Expert Information Service. The study made steps towards the understanding of not only where information is currently sourced, but also why business people prefer the services they currently use to source their information needs. The study has corroborated previous studies into business people's use of information resources and has achieved a better understanding of information use patterns and the potential future role of libraries and library based Fee Based Information Service (FBIS) units. Comparative case studies were undertaken to understand the Australian FBIS environment. FBIS's have developed within the Australian library environment to serve the information needs of business people. They have also developed out of a drive to provide income generation, independent of government funding, for the library that establishes the FBIS. Libraries and FBIS units have resources and expertise of potential value to business people; however, business people still lack an awareness of available information services and resources in general, and specifically in libraries or FBIS units. The main findings of this survey are that: (1) Architects and Small Business Managers are primary markets for FBIS units; (2) The main sources of information currently accessed to make business decisions are internal information services and professional associations; (3) External information service units are favoured for their ability to provide information searching and patents & standards access; (4) The Internet is currently used more than any other electronic form of information resource and an increase is expected in daily and weekly use; (5) Information overload and a lack of time to search for information are major concerns to business people; (6) The majority of respondents have never used a library based FBIS; and (7) Almost 50% of business people report that they have difficulty with not having a budget to acquire information and approximately 35% have no authority to purchase information. Overall the findings suggest that FBIS units should aim to understand the commercial paradigm, providing accurate, timely and up-to-date information for their clients in the most convenient and specific manner possible. The research findings suggest a number of implications for practice for FBIS units, as well as for libraries in Australia.

Dans un contexte où les outils numériques et le WEB permettent la diffusion et le partage massif de ressources, le défi actuel est de trouver la bonne ressource au bon moment. Pour les ressources d’enseignement, les standards de description actuels (LOM ou ScoLOMFr par exemple) ne permettent pas une description des dimensions didactiques d’une ressource. Notre thèse est une contribution pour combler ce manque, en nous situant dans le domaine de environnements informatiques pour l’apprentissage humain (EIAH). Nous nous sommes particulièrement intéressé à la description de ressources de type « énoncé avec tâche prescrite » (ETP). Nous nous sommes placé dans le cadre de la théorie anthropologique du didactique (TAD) et avons en particulier exploité la formalisation de l’approche praxéologique proposée par le cadre T4TEL. Nous proposons quatre résultats principaux. Le premier est un modèle de description didactique de ressources (M2DR) de type ETP. Il permet la description d’un ETP sur la base de critères didactiques et de déterminer son adéquation avec un curriculum. Ce modèle est construit à partir de l’exploitation d’un modèle praxéologique de référence (MPR). Le deuxième résultat est la modélisation d’intentions didactiques, utilisées pour pouvoir chercher des ETP décrits à l’aide du modèle M2DR. Le troisième résultat est un enrichissement du cadre T4TEL, en définissant une modélisation de la tâche et en introduisant la notion de type de tâches optimum. Le quatrième résultat est la définition d’un processus de construction d’une représentation ontologique d’un MPR décrit dans T4TEL à l’aide de générateurs de types de tâches. Ce processus permet une utilisation du modèle dans un cadre informatisé. Il a été appliqué à différents MPR, dans les domaines de l’algèbre élémentaire et de la numération. In a context where digital tools and the WEB allow for the diffusion and massive sharing of resources, the current challenge is to find the right resource at the right time. Current description standards (e. g. LOM or ScoLOMFr) do not allow the description of the didactic dimensions of a learning object. Our thesis is a contribution to fill this gap from the Technology-Enhanced Learning (TEL) field point of view. We were particularly interested in the description of mathematics exercises. We conducted our work within the Anthropological Theory of Didactics (ATD) framework. More specifically, we have exploited the formalization of the praxeological approach proposed by the T4TEL framework. Our findings and propositions are four-fold. First, we proposed a didactic resource description model (M2DR) that allows the description of a mathematics exercises based on didactic criteria and determines its suitability for a curriculum. This model is based on the use of a reference epistemological model (REM). The second result is the modeling of didactic intentions, used for searching for mathematics exercises described with the M2DR model. The third result is an enhancement of the T4TEL framework defining a task model and introducing the notion of optimal types of tasks. The fourth result is the definition of a process for implementing an ontological representation of a REM described in T4TEL using types of tasks generators. This process allows the model to be used in a computerized environment. It has been applied to different REMs in the fields of elementary algebra and numeracy. That fostered the use of the M2DR model to describe different mathematics exercises

Los objetivos de esta tesis son por una parte analizar los procesos implicados en la gestión del préstamo interbibliotecario, comparando el modelo español con modelos internacionales, y por otra analizar la funcionalidad de los agentes de software en el ámbito de las bibliotecas, valorando su viabilidad, y aplicándolos a la gestión del préstamo interbibliotecario para constatar su utilidad. Se plantean cinco preguntas de investigación ¿Las bibliotecas universitarias españolas han seguido los modelos internacionales en lo que se refiere a la automatización? , ¿Las características del préstamo interbibliotecario en las bibliotecas universitarias españolas se adaptan a las normativas internacionales?, ¿Se están usando agentes en los sistemas de automatización de bibliotecas universitarias?, ¿Pueden los agentes de software ser aplicados en la gestión del préstamo interbibliotecario en las bibliotecas universitarias españolas?, ¿Resultan dichos agentes útiles y aplicables a un modelo de gestión del préstamo interbibliotecario descentralizado como el de las bibliotecas universitarias españolas? Para contestar estas preguntas se aplican dos tipos de metodologías; por una parte una revisión bibliográfica y normativa y por otra una metodología experimental basada en la observación e introducción controlada de agentes informáticos en los procesos de gestión del préstamo interbibliotecario. Se utilizan agentes que permitan la verificación de los datos de las peticiones, tanto administrativos como bibliográficos, y agentes de búsqueda que completen las citas bibliográficas para minimizar los errores en la posterior localización. Se diseñan también agentes que permiten la sincronización del estado de las peticiones entre distintos sistemas de gestión de préstamo interbibliotecario, como es el caso del sistema GTBib presente en las bibliotecas universitarias españolas con el sistema WorldShare de la red americana OCLC. Como resultados de la revisión bibliográfica y normativa podemos constatar la idiosincrasia del modelo de préstamo interbibliotecario de las universidades españolas respecto a otros países como Estados Unidos o Inglaterra. Mientras que en España predomina un modelo de automatización uniforme y descentralizado en el que cada biblioteca universitaria dispone de su propio programa de gestión, siendo éste GTbib en un 95% de ellas, en otros países predominan modelos centralizados asociados a un catálogo colectivo como es el caso de OCLC o a una gran biblioteca de préstamo como es el caso de la British Library inglesa. Como resultado de aplicar agentes en la gestión del préstamo interbibliotecario queda constatada su utilidad al suponer una reducción del tiempo de procesos, una mejora en los mismos y en definitiva un incremento en la satisfacción del usuario del sistema; tanto de los gestores de la aplicación como de los usuarios finales, profesores, investigadores o estudiantes.
ABSTRACT: The hypothesis in this thesis is that the use of software agents can improve the processes involved in the management of interlibrary loan (ILL) in Spanish university libraries.   The thesis have two main objectives: first, to analyze the processes involved in the management of ILL, comparing the Spanish model with international standards; second, to analyze the functionality of software agents in the field of libraries, assessing their feasibility and performance in the management of ILL, in order to ascertain its usefulness.   To achieve these objectives, two types of methodologies are applied: on the one hand a review of current literature and standards, and on the other an experimental methodology based on observation of the performance of computer agents in the management of ILL transactions. The use of three types of agents have been studied: agents that enable verification of administrative and bibliographic data of the requests, search agents who complete bibliographic references to minimize errors in the subsequent localization, and agents for synchronization status of requests from different ILL management systems. The tests for this compatibility have been tested among Spanish university libraries using GTBib ILL system and OCLC WorldShare integrated LMS.   As results of the literature and standards review we have profiled the characteristics and idiosyncrasies of the Spanish universities ILL model, in comparison to other countries like the US or UK. While in Spain a decentralized model prevails, in which each university library has its own management program (GTbib the prevalent one, with a 95% share), in other countries predominate centralized models, associated in most cases with a union catalog, as it is the case with OCLC in the US, or in other cases like UK where the model is based in a huge lending library and document supply center such as the British Library.   The results obtained after applying agents to ILL management systems have been very useful for some reasons: agents perform tasks efficiently and that improves the overall performance, with a reduced process time for the requests. That at the end gives to the user and the librarians a greater satisfaction and a timely control of the process.

The research problem for this study is focused on the need to know how students acquire and use information. Research indicates a lack of understanding of what students know about information and how they use information and this study used the Information Literacy Competency Standards for Higher Education (Appendix A) as the basis for acquiring a better understanding of what kind of information freshman students at Virginia Tech need and how they acquire it during their first semester at college. Students were asked questions about their information use during fall semester 2000, using both email questioning and in face-to-face interviews. The data collected was used to develop insights into how students acquire and use information and resulted in suggestions that could be used in revising and improving instruction for freshman students that is provided by the University Libraries at Virginia Tech.

Internet Question Answering system refers to the services that users can bring up questions and obtain answers by internet. In Taiwan, the portal site Yahoo! Kimo provided the Internet Question Answering system, called “Yahoo! Kimo Knowledge+”, in 2004. It has accumulated up to million of questions in half year (till the end of May, 2005). The system averagely attracted 4,900,000 users to question-answer interaction per month, whereas each question averaged up to 2.8 answers. In surface, this new internet information service develops so vigorously that make users response and participant in it. However, the belief to provide question-answer service has been carried out for years by the library, which is termed as “Reference services” that can be viewed as the most professional services. The study consists of two participants: “Taipei Public Library Online Reference Services” and “Yahoo! Kimo Knowledge+”. By means of Content Analysis, Experimental Examination, and In-depth Interview , the researcher discusses questions from three respects including techniques and services, content of question-answer, and management. The results are as follows. Firstly, with regard to the platform of techniques and services, the researcher has attributed seven conclusions from “search function”, “search results”, “search interface”, “browse function”, “added function”, and “record entries”. Secondly, with respect to the content of question-answer, the results have displayed nineteen characteristics such as; (1) there are no significant differences in the answer speed of the two systems; (2) near half of the questions focus on natural science and applied science; (3) questions about facts are the majority, and that looking for opinions or experiences are also the features of Yahoo! Kimo Knowledge+. Thirdly, as for management, synthesize two systems seven characteristics with management in marketing, source of the funds, human resources and community managing. And Both sides all have a cooperative will under defining the mechanism. According to the results, the study provides related suggestions to Taipei Public Library Online Reference Services, Yahoo Kimo Answers, and Library Online Reference Services.

This article seeks to shift the literature on chat-based reference services beyond the current spate of case studies and discussions of emerging standards and best practices in providing chat-based reference, to a higher level of discussion on the creation and discussion of theoretical frameworks to unite these standards and practices. The article explores the various steps in the process of providing synchronous, chat-based reference, as well as issues involved in providing such service at each step. The purpose of this exploration is twofold: First, this article presents some open research questions at each step in the process of providing chat-based reference service. Second, the entire process of providing chat-based reference is viewed as a whole, and a model of the provision of chat-based reference service is developed at a high level of abstraction. It is hoped that this model may serve as a conceptual framework for future discussions of and development of applications for chat-based reference.

A need to correct the behaviour and deeds of people who have been incarcerated has been in the plans of the South African Government for a number of years now. Shifting from being punishment to rehabilitation centres, the correctional places have the aim to rehabilitate and prepare inmates to be included in and accepted by the society beyond their incarceration period. Qualitative and quantitative approaches were adopted. The case study design was employed to provide the researcher with the flexibility to gather data after an in-depth study of the LIS in Leeuwkop and Johannesburg correctional centres. The targeted population was the Department of Correctional Services (DCS) officials in charge of the LIS, Gauteng Department of Arts and Culture (DAC), City of Johannesburg (CoJ) municipality LIS Department and offenders from the Leeuwkop and Johannesburg correctional services. The purposive sampling technique was used to select the sample for the study. Interviews were held with six Leeuwkop and Johannesburg DCS officials, one official from the City of Johannesburg LIS Department responsible for project management, and two officials from the Department of Arts and Culture. Questionnaires were administered to Leeuwkop and Johannesburg offenders. Triangulation was used to provide different views and opinions during the data analysis. The qualitative data was analysed thematically while the quantitative data was analysed numerically with tables and graphs. Ethical considerations were taken into account by acknowledging authors and providing consent forms to the participants. The study established that there was a provisional policy for correctional services libraries in Gauteng. However, most libraries did not utilise it as they rather used other policies. This is due to the fact that libraries are not autonomous but are under the formal authority of the Department of Education and Sport, Recreation, Arts and Culture (SRAC). Most inmates knew about the LIS facilities in their centres. However, the study found out that the materials stored in the libraries were out-dated and limited. Additionally, most centres did not have programmes to rehabilitate offenders while they are within the correctional facilities and to reintegrate them back into the society after their release. The study recommends that another study be done pertaining to the mandate and development of policies for the DCS libraries.

This thesis reports on issues to consider when building a web site to serve as a marketing tool and as a channel for communication. Background regarding the Program in Interior Design is provided. The needs and characteristics of the target group are provided to substantiate the need for such a product. In order to build a web site of this nature, knowledge of the principles for design, development and production is imperative as well as a clear understanding of marketing and communication on the WNW. The different phases of the development process, these being analysis, design and development, are discussed. The evaluation process, where formative- and summative evaluation was applicable, is described. A single questionnaire completed by four sample groups was used to obtain relevant information regarding the prototype web site. The questionnaire was divided into four different sections being layout, navigation, content, and communication. The findings are presented and described in detail. Conclusions in terms of the findings are discussed. It was found that a web site of this nature can serve as an effective marketing tool and that it can provide functional communication facilities. Recommendations for the improvement of the product as well as general recommendations for similar development are made.

With the advancement of Internet technology, establishing library websites has become an important issue. However, an Internet presence is not enough unless these websites are effective in achieving the objectives for which they were established. With respect to the Iraqi state university central libraries, a quick review of their websites shows that they have many shortcomings in providing the services and features that are expected by ordinary patrons. This study has two major goals: (1) to determine the current state of Iraqi university library websites and (2) to articulate a model to guide the development of these sites by examining the sources of the issues facing these library websites’ development. The study also considers the issues that face the development of an Iraqi-specific model for electronic educational resources and the ways in which these resources can be more useful. Measuring and evaluating Iraqi university libraries’ websites are the foci of this dissertation, in which the entire Iraqi national education system of state universities is considered as a single case study using a mixed-methods approach. The study sample includes the entire population of the library websites of the Iraqi state universities that are identified from the Iraqi Ministry of Higher Education and Scientific Research website. The study consists of three data-gathering exercises: a survey of library directors, interviews with library directors (or a representative of the administration), and a questionnaire for Iraqi LIS faculty members. This study analyzes and measures the Iraqi universities’ libraries’ websites by studying the services and features they currently offer and by comparing them with the core components of international academic library websites which have been identified in the professional literature. The list of core components was presented to the Iraqi library and information science (LIS) faculty members to determine what they believe fits the unique needs of Iraqi users. Then, these core components are compared with the components offered by each of the Iraqi university libraries’ websites to find out how many of the services and features are currently provided and what prevents these websites from offering the missing services and features. In general, the Iraqi state university library websites are surprisingly deficient in the services and features they provide. Some of these websites offer a fair number of services, according to the list of services and features collected from the literature. However, other libraries’ websites provide very limited services and features. These disparities are affected by several factors, such as whether the library directors have LIS credentials and whether the library staff has LIS credentials and computer skills. Other Iraqi state university library websites need improvement in terms of the quality of their services and features as well as the quantity of these services and features from the perspective of their patrons. The study concludes with a suggested model for the Iraqi academic library websites’ services and features. Study conclusions further suggest that the Ministry should verify the information offered through its website, correct some of the data about the state universities, and unify the official data provided for the public in all official channels. Finally, the study suggests a future research study of Iraqi state university libraries’ website usability.

Abstract:
SFX is an XML based product designed to inter-link electronic resources with other resources in context-sensitive manner. SFX was first developed at the University of Ghent by Herbert Von de Sompel and has been released as a commercial product by Ex Libris. Use statistics garnered from SFX's statistics module since the implementation July of 2001 are discussed in the context of an academic research library environment. The results from usability testing conducted at Washington State University are reported. These usage statistics demonstrated a pattern of increasing use and exceptional use from FirstSearch databases.

A study on the reference and information services of the Liberal Arts Library at Fu-Jen Catholic University from the marketing perspective Marketing which comes from the business is the “user-centered”managerial philosophy. By applying marketing, the enterprise meets the needs of their customers and achieves the objective of the organization. From 1980, the library of the States have been interested in studying marketing, which the main purposes are to promote the satisfaction of the library patron, to cultivate better image of the library, and to improve the problems of the library. Recently, many researchers study the theory of library marketing in Taiwan, however, people make little use of this theory as the operative tool. This thesis is a pilot study. The study methods include literature analysis, interview, questionnaire and exploring the reference and information services of the Liberal Arts Library at Fu-Jen Catholic University from the marketing perspective. Thus, both goals of this study will be achieved : one is the examination of the reference and information services of the Liberal Arts Library at Fu-Jen Catholic University , the other is the application of the marketing theory into the library practically. The conclusions of this study can be listed as follows : 1. Marketing theory is a “user-centered” managerial philosophy, it will assist library’s staff in management and judgement. 2. Product strategy of the library marketing mix has closely relationship with other elements, and it’s very important to the library services. 3. The trend of new technology development influences deeply on the 4P of the reference and information services of the library. 4. Graduate students make heavy use of the library, and the library should regard them as one of the important target markets. 5. Medium-long term plans and the marketing concept will improve aspects of the library management, and build up an active, bright and positive image of the library. 6.Graduate students affirm the importance of the reference and information services of the Liberal Art Library, but the library still lacks enough publicity and promotions.

Abstract:
This is a pre-print of an article that is accepted for publication in RUSQ Spring or Summer of 2008.
This article considers the teaching role of reference librarians by studying the teachable moment in reference transactions, and usersâ response to that instruction. An empirical study of instruction was conducted in both virtual and traditional reference milieus, examining three services: IM (Instant Messaging), chat, and face-to-face reference. The authors used the same criteria in separate studies of all three to determine if librarians provided analogous levels of instruction and what factors influenced the likelihood of instruction. Methodology employed transcript analysis, observation, and patron surveys. Findings indicated that patrons wanted instruction in their reference transactions, regardless of medium, and librarians provided it. However, instructional techniques used by librarians in virtual reference differ somewhat from those used at the reference desk. The authors conclude that reference transactions, in any medium, represent the patronsâ point-of-need, thereby presenting the ideal teachable moment.

Abstract:
The purpose of this study was to deternine the use and application of information communication technologies (ICTs) by the library workers of the University of Botswana Library. ICTs play an important role in a library environment because they enable libraries to be accessed rapidly as well as increasing the range, relevance and accessibility of information provided by the libraries. ICTs are therefore important for supporting the library workers in their everyday roles. This research was done with a view to propose recommendations which may enhance the efficiency and effectiveness of University of Botswana Library workers in facilitating timely, relevant, accurate and reliable access to information for the library users through the utilisation of ICTs. The population of the research was the University of Botswana Library and its branches namely the Faculty of Engineering Library in Gaborone, the Centre for Continuing Education Branch in Francistown and the Harry Oppenheimer Branch in Maun. Primary and secondary sources of data were used to meet the objectives of the study. The research was done using a self-administered questionnaire, observation and interviews. The response rate was 67 (86.36 %) out of a population of 88. The data collected for this study identified that the University of Botswana Library workers had limitations on the use and application of ICTs as well as varying levels of skills and knowledge on their utilisation. The library workers lack ICT skills because they are only trained for specific routine tasks. In addition, some workers do not have enthusiasm to learn on their own.
