Abstract:
In this paper we investigate the impact of the implementation of EU programmes on substate actors, and more specifically regional ones. We focus on the case of the INTERREG cross-border initiative in France and Spain between 2000 and 2003, and whether INTERREG succeeded in empowering regional governments and local authorities as it initially claimed to. Our analysis puts to the fore that this programme has not evolved from being ‘a policy for the regions to a policy by the regions' as many expected, but that its implementation rather reveals a wide range of configurations. Indeed, the execution of INTERREG facilitated the transition from a state-centric scheme to a regionalised one only in those territories where a previous decentralisation policy had been realised at the domestic level and where a consistent regional leadership had emerged during earlier versions of INTERREG.

Abstract:
Border regions of EU countries are confronted with changes of spatial and economical development. The lack of border crossing strategic information system for regional planning purposes reflects in non‐intense cooperation in the field of regional development strategies harmonization. The article presents the methodology developed during Interreg III B project REDECON. Grid‐based database with GIS interface, merging socio‐economic, environmental and spatial data with vector‐based network accessibility data, what enable the public planning departments to analyze and simulate different policy measures concerning transport. The article is focused on the modifications of (during project REDECON) developed methodology, which enable besides cross‐border spatial analysis also analysis of current status of public transport demand and supply for finding the areas, where the supply of public transport services does not reach the demand for public transport services. It describes the methodology for selecting the main indicator thematic groups for different public transport demand types, the characterization (evaluation) of suitability of locations in respect to the balance between public transport supply and demand. At the end of the article the results of methodology application are presented on the regional pilot project concerning accessibility of pilot area, regional public transport demands and regional optimization of the public transport supply. Santrauka Aprašoma Redecon metodika, sukurta vykdant tarptautinio projekto Interreg III B metu. Tinklelinė duomenų bazė, paremta geografinėmis informacinėmis sistemomis, suvienijo socialinius ir ekonominius, aplinkosaugos, erdvinius ir vektorinius pasiekiamumo duomenis. Visa tai leido viešojo transporto planuotojams lengviau analizuoti ir modeliuoti transporta skirtingomis priemonėmis. Straipsnyje aprašomoji sukurtos metodikos modifikacija, padedanti nagrineti transporto sistemos paklausa, parodo, kuriose teritorijose viešojo transporto aprūpinimas nepakankamas ir pan. Pabaigoje svarstoma, kokiam regionui galima pritaikyti šią metodiką, to regiono viešojo transporto paklausą ir optimizavimą.

Abstract:
This paper examines the building of a glossary of technical terms by a sample of master’s degree students in the professional field of Telecommunications Engineering. To achieve this aim, linguistic data was extracted from the European MACbioIDi INTERREG Project with the aim of creating a collaborative bilingual, English- Spanish glossary. The glossary is used to foster vocabulary learning strategies for ELF/ESP learners and teachers of English. The study, designed for lifelong learning education and set in an ESP context of ICT and Telecommunications, shows (i) how a glossary building task can take the form of collaborative and reflective vocabulary learning projects in ESP, (ii) the learners’ identification of anglicisms in their professional domains, and (iii) samples of writing products stemming from building the glossary.

Abstract ' The study described in this article consisted of a survey that was conducted among a sample of • South African political institutions and organisations, and that was aimed at investigating their views and perceptions with regard to the use of the Internet. The main research question posed by the current study was: What are the views of politically orientated institutions in South Africa on their use the Internet, and what are their perceptions on how the Internet could impact on democratic processes in the country? The aim of this exploratory research study was to obtain information that could cast light on the issue of how likely it was that the Internet would contribute to a deliberative democracy in South Africa. The survey revealed that the Internet was perceived to have a significant role to play with regard to political and democracy issues in South Africa. However, if certain problems (the lack of access, the lack of basic and computer literacy, and the lack of training) were not adequately addressed by means of an integrated government Internet strategy, the ability of the Internet to impact positively on democracy in South Africa would be very limited.

Program susedstva Maďarsko-Slovensko-Ukrajina /2004-2006/ predstavuje nástroj podpory maďarsko-slovensko-ukrajinského pohraničia, v rámci ktorého sú realizované konkrétne projekty na podporu a riešenie špecifických problémov. Program je špecifický, pretože je kombináciou programu v rámci Iniciatívy Interreg, ktorá je určená členským krajinám EÚ (Maďarsko, Slovensko) a programu TACIS, ktorý je určený kandidátskym krajinám (Ukrajina). Moja diplomová práca je zameraná na charakteristiku PS HU-SK-UA, charakteristiku a analýzu programového územia, orgány zodpovedné za program, implementačnú a finančnú stránku programu, typy projektov, ktoré boli doručené a schválené v rámci programu, celkové vyhodnotenie programu a na záver je to analýza a vyhodnotenie konkrétneho projektu v rámci PS.

Abstract:
In general, rural areas in Africa are seen as unprofitable by operators and hence these areas do not benefit from typical wired Internet access. Due to the cost involved, only a small number of people in Africa benefit from the Internet. On the other hand, the Global System for Mobile communications (GSM) has thoroughly penetrated Africa and in many cases unutilized capacity exists in rural areas. Since the cost of GSM services is still extremely high when compared to the average income of African communities, many organizations are now considering alternative business models for the provision of Internet access to disadvantaged populations. To try to bridge the digital divide, the aim of this contribution is to show that basic but affordable Internet Protocol (IP) connectivity can be provided to rural communities by using spare capacity on GSM networks to carry Wireless Local Area Network (WLAN) traffic. Since the main problem with WLAN in Africa is not the last mile, but rather finding a way to connect the wireless access point to an existing backbone network, a solution to integrate WLAN with GSM is proposed.

Tato diplomová práce přibližuje, jakým způsobem přistoupila ČR k novým možnostem v přeshraniční spolupráci, které ji EU po přijetí v roce 2004 nabídla a ukazuje, jak byla využita konkrétní podpora EU prostřednictvím Iniciativy Společenství INTERREG IIIA v Moravskoslezském kraji. V souvislosti s tím se práce zabývá vývojem přeshraniční spolupráce, jejími obecnými aspekty a organizačním zajištěním v České republice a Moravskoslezském kraji. Dále se práce zabývá průběhem projektového cyklu, hodnocením projektů a podmínkami, které se vztahují k získání finanční podpory z ERDF. Čtvrtá kapitola obsahuje analýzu schválených projektů v rámci česko-polského a česko-slovenského programu Iniciativy Společenství INTERREG IIIA v Moravskoslezském kraji. Poslední kapitola tyto nabyté poznatky shrnuje a uvádí, jak působení Iniciativy INTERREG IIIA pomohlo lokálnímu rozvoji, obcím, městům a ostatním subjektům v kraji.

Abstract:
Per capita GDP has limited use as a well-being indicator because it does notcapture many dimensions that imply a “good life”, such as health and equality ofopportunity. However, per capita GDP has the virtues of being easy to interpret andto calculate with manageable data requirements. Against this backdrop, there is aneed for a measure of well-being that preserves the advantages of per capita GDP,but also includes health and equality. We propose a new parsimonious indicatorto fill this gap, and calculate it for 149 countries. This new indicator could beparticularly useful in complementing standard well-being indicators during theCOVID-19 pandemic. This is because (i) COVID-19 predominantly affects olderadults beyond their prime working ages whose mortality and morbidity do notstrongly affect GDP, and (ii) COVID-19 is known to have large effects on inequalityin many countries.

Abstract:
The IID seminar titled “Building Profitable and Sustainable Community Owned Connectivity Networks”, was hosted on 31 August 2020 on Zoom Webinar. The 2019 White Paper on science, technology and innovation (STI) recognise the pivotal enabling role of information and communication technologies (ICTs) in realising an inclusive and prosperous information society and knowledge economy. One of the Department of Science and Innovation (DSI)’s key role is to catalyse the digital ecosystem and develop scalable models for community owned connectivity networks to replicate in other areas. Rural areas provide challenging environment to implement communication infrastructure for data and Internet based services, including high cost of network implementation and lack of customer base, low-income streams, highly scattered and low population density. The DSI has thus partnered with the University of Western Cape (UWC), the Mankosi Village community, with support from the Technology Innovation Agency (TIA) to scaleup the Zenzeleni Community Owned Connectivity Networks (COCN). The Zenzeleni COCN has been in existence since 2012 and provides timely, reliable and affordable Wi-Fi connectivity to the remote rural areas of Mankosi and Zithulele in Mthatha. The webinar, facilitated by Ms Ellen Fischat from Story Room aimed to look at how rural and township wireless connectivity models, including Zenzeleni COCN can be scaled-up to increase the number of people connected in the rural settings, more so in light of the COVID-19 crisis. It is evident from the proceedings the need for community networks to provide access to connectivity and also more importantly, what connectivity enables. Subsequent discussions would need to focus on the users and owners of these community networks to understand how their lives have improved through the deployment of the technology. This will shed light of the financial feasibility and benefit.
