Abstract:

This diploma thesis deals with cross-border cooperation, namely the Community Initiative INTERREG IIIA and its implementation on the Czech-Slovak border. In the theoretical part this issue is described in general. It also describes the historical development, characterizes both areas, documents issued in the field of cross-border cooperation, the institutions involved in its implementation and the process of selecting projects for the INTERREG IIIA on this border. The practical part is focused on the projects submitted under this Initiative and contains their analysis.

Abstract ' The study described in this article consisted of a survey that was conducted among a sample of • South African political institutions and organisations, and that was aimed at investigating their views and perceptions with regard to the use of the Internet. The main research question posed by the current study was: What are the views of politically orientated institutions in South Africa on their use the Internet, and what are their perceptions on how the Internet could impact on democratic processes in the country? The aim of this exploratory research study was to obtain information that could cast light on the issue of how likely it was that the Internet would contribute to a deliberative democracy in South Africa. The survey revealed that the Internet was perceived to have a significant role to play with regard to political and democracy issues in South Africa. However, if certain problems (the lack of access, the lack of basic and computer literacy, and the lack of training) were not adequately addressed by means of an integrated government Internet strategy, the ability of the Internet to impact positively on democracy in South Africa would be very limited.

Abstract:

Iniciatíva Spoločenstva Interreg IIIA sa zameriava na podporu cezhraničnej spolupráce krajín zúčastnených na konkrétnom programe. Program susedstva Maďarsko-Slovensko-Ukrajina /2004-2006/ predstavuje nástroj podpory maďarsko-slovensko-ukrajinského pohraničia, v rámci ktorého sú realizované konkrétne projekty na podporu a riešenie špecifických problémov. Program je špecifický, pretože je kombináciou programu v rámci Iniciatívy Interreg, ktorá je určená členským krajinám EÚ (Maďarsko, Slovensko) a programu TACIS, ktorý je určený kandidátskym krajinám (Ukrajina). Moja diplomová práca je zameraná na charakteristiku PS HU-SK-UA, charakteristiku a analýzu programového územia, orgány zodpovedné za program, implementačnú a finančnú stránku programu, typy projektov, ktoré boli doručené a schválené v rámci programu, celkové vyhodnotenie programu a na záver je to analýza a vyhodnotenie konkrétneho projektu v rámci PS.

Abstract:

In general, rural areas in Africa are seen as unprofitable by operators and hence these areas do not benefit from typical wired Internet access. Due to the cost involved, only a small number of people in Africa benefit from the Internet. On the other hand, the Global System for Mobile communications (GSM) has thoroughly penetrated Africa and in many cases unutilized capacity exists in rural areas. Since the cost of GSM services is still extremely high when compared to the average income of African communities, many organizations are now considering alternative business models for the provision of Internet access to disadvantaged populations. To try to bridge the digital divide, the aim of this contribution is to show that basic but affordable Internet Protocol (IP) connectivity can be provided to rural communities by using spare capacity on GSM networks to carry Wireless Local Area Network (WLAN) traffic. Since the main problem with WLAN in Africa is not the last mile, but rather finding a way to connect the wireless access point to an existing backbone network, a solution to integrate WLAN with GSM is proposed.

Abstract:

Tato diplomová práce přibližuje, jakým způsobem přistoupila ČR k novým možnostem v přeshraniční spolupráci, které ji EU po přijetí v roce 2004 nabídla a ukazuje, jak byla využita konkrétní podpora EU prostřednictvím Iniciativy Společenství INTERREG IIIA v Moravskoslezském kraji. V souvislosti s tím se práce zabývá vývojem přeshraniční spolupráce, jejími obecnými aspekty a organizačním zajištěním v České republice a Moravskoslezském kraji. Dále se práce zabývá průběhem projektového cyklu, hodnocením projektů a podmínkami, které se vztahují k získání finanční podpory z ERDF. Čtvrtá kapitola obsahuje analýzu schválených projektů v rámci česko-polského a česko-slovenského programu Iniciativy Společenství INTERREG IIIA v Moravskoslezském kraji. Poslední kapitola tyto nabyté poznatky shrnuje a uvádí, jak působení Iniciativy INTERREG IIIA pomohlo lokálnímu rozvoji, obcím, městům a ostatním subjektům v kraji.

Abstract:

Diplomová práce je zaměřena na problematiku přeshraniční spolupráce, která je v Evropské unii stále velmi aktuální. Popisná část práce osvětluje její souvislost s regionální politikou, ze které přeshraniční spolupráce vychází. Věnuje se také ostatním iniciativám Společenství v EU a detailně popisuje iniciativu INTERREG IIIA. České republice se v oblasti přeshraniční spolupráce otevřely nové obzory a možnosti právě se vstupem do EU. Cílem práce je demonstrace těchto nových možností na konkrétním způsobu podpory prostřednictvím programu Iniciativy Společenství INTERREG IIIA v Euroregionu Nisa. Euroregion Nisa se nachází v příhraniční oblasti na severu republiky, sousedí s Německem a Polskem, a proto úzce spolupracuje s přilehlými regiony právě těchto dvou zemí. Předmětem analýzy jsou projekty vycházející z programu Iniciativy Společenství INTERREG IIIA ČR ? Svobodný stát Sasko a ČR ? Polsko.

The project, Spider III, presents architecture and protocol of a multi-agent-based internet distributed computing system, which provides a convenient development and execution environment for transparent task distribution, load balancing, and fault tolerance. Spider is an on going distribution computing project in the Department of Computer Science, California State University San Bernardino. It was first proposed as an object-oriented distributed system by Han-Sheng Yuh in his master's thesis in 1997. It has been further developed by Koping Wang in his master's project, of where he made large contribution and implemented the Spider II System.

Tese de Mestrado em Gestão e Políticas Públicas
A fronteira terrestre entre Portugal e Espanha é uma das mais extensas, antigas e de maior estabilidade da Europa que se constituiu, durante séculos, como um obstáculo quase intransponível. O efeito persistente da história e da geografia remeteram a raia ibérica para uma progressiva marginalização e as suas gentes para a diáspora. A integração de Portugal e Espanha no espaço económico e político europeu significou a abertura de um campo de oportunidades no âmbito da cooperação entre os territórios fronteiriços. A Política Regional e de Coesão da União Europeia têm promovido o desenvolvimento das regiões mais desfavorecidas diminuindo as assimetrias regionais. Foi o estímulo europeu que permitiu a criação de um novo quadro de relacionamento entre os dois lados da fronteira, através da troca de experiências e da concretização de projectos comuns. Tendo por mote o desafio do filósofo e ensaísta Eduardo Lourenço para que a “mais lusitana das fronteiras” se convertesse “na mais ibérica e dialogante das terras” (Lourenço: 1999, p.58), o Centro de Estudos Ibéricos constituiu-se em 2001, na Guarda, como associação transfronteiriça. Uma parceria que envolve as Universidades de Coimbra e de Salamanca, a Câmara Municipal da Guarda e o Instituto Politécnico da Guarda, tem dinamizado a cooperação entre territórios, instituições e agentes, de um lado e de outro da fronteira, promovendo iniciativas de desenvolvimento do território raiano.
The borderland between Portugal and Spain is one of the most extensive, oldest and stable within Europe and has been consolidated, along centuries, as an almost insurmountable obstacle. History and geography lasting effects have leaded the Iberian borderland to a progressive marginalization and its people to the diaspora. The integration of Portugal and Spain in the political and economic European space meant the opening of an opportunities field for the cooperation between frontier territories. European Union regional and cohesion policy have been promoting the development of poorer regions, reducing regional asymmetries. Europe was the stimulus that led to the creation of a new framework for the relations between the two sides of the border, through the exchange of experiences and the accomplishment of common projects. Following the challenge of the philosopher and essayist Eduardo Lourenço so that the “most Lusitanian border” should become “the most conversational and Iberian land” (1999:58), the Iberian Studies Center was founded in 2001 in the city of Guarda as a cross border association. A partnership involving the Universities of Coimbra and Salamanca, the City Council of Guarda and the Polytechnic Institute of Guarda, has boosted cooperation between territories, institutions and agents from both sides of the border, carrying out initiatives that lead to the development of the border areas.

Abstract:

The purpose of this study was to identify meaningful personality differences (and/or personality disorders) between convicted sexual offenders and convicted Internet sex offenders. For the purpose of this study, convicted sexual offenders will include only rapists and child molesters, referred to as Hands-On Adult Victims (HOAV) and Hands-On Child Victims (HOCV), respectively.

Nine of the 24 MCMI-III clinical scales were used to examine potential meaningful differences: schizoid, avoidant, depressive, dependent, histrionic, narcissistic, antisocial, compulsive, and negativistic scales. Archival data consisting of MCMI-III scores of 75 convicted sex offenders from the three groups were analyzed. Significant differences were found in two of the nine MCMI-III scales: schizoid and narcissistic. Internet offenders displayed higher elevations on the schizoid scale when compared to the HOAV and HOCV offenders; no differences were found between the HOAV and HOCV offenders in this scale. On the narcissistic scale, HOCV and HOAV offenders scored similarly to each other but both had elevated scores compared to the Internet offenders. The general lack of differences in personality profiles among the three offender groups suggests that treatment interventions could usefully focus on dynamic risk factors rather than on personality factors.

Abstract:

The overall energy consumption of portable devices has been projected to triple over the next decade, growing to match the total power generated by the European Union and Canada by 2025. The rise of the internet-of-things (IoT) and ubiquitous and embedded computing has resulted in an exponential increase in such devices, wherein projections estimate that 50 billion smart devices will be connected and online by 2020. In order to alleviate the associated stresses placed on power generation and distribution networks, a holistic approach must be taken to conserve energy usage in electronic devices from the component to the circuit level. An effective approach to reduce power dissipation has been a continual reduction in operating voltage, thereby quadratically down-scaling active power dissipation. However, as state-of-the-art silicon (Si) complimentary metal-oxide-semiconductor (CMOS) field-effect transistors (FETs) enter sub-threshold operation in the ultra-low supply voltage regime, their drive current is noticeable degraded. Therefore, new energy-efficient MOSFETs and circuit architectures must be introduced. In this work, tunnel FETs (TFETs), which operate leveraging quantum mechanical tunneling, are investigated. A comprehensive investigation detailing electronic materials, to novel TFET device designs, to memory and logic digital circuits based upon those TFETs is provided in this work. Combined, these advances offer a computing platform that could save considerable energy and reduce power consumption in next-generation, ultra-low voltage applications.

V práci je charakterizováno, jak je podporována ochrana životního prostředí z fondů Evropské unie (především strukturálních) v rámci NUTS 2 Severovýchod. Hlavním těžištěm je přitom zkoumání podpory v rámci Iniciativy INTERREG IIIA a Operačního programu Infrastruktura. Iniciativa INTERREG IIIA má z hlediska sledovaného regionu značný význam a to z důvodů zlepšení celkové socioekonomické úrovně příhraničních regionů, protože je znevýhodněn svou periferní polohou.

Abstract:

In 2000, President Bill Clinton enacted the Children's Internet Protection Act (CIPA) which requires all K-12 schools and publicly funded libraries to use Internet filters to protect children from pornography and other obscene or potentially harmful online content as a stipulation for receiving E-Rate funding. The varying interpretations of CIPA and E-Rate guidelines may impact the learning opportunities of secondary students.

The purpose of this study was to examine the interpretations of federal policy (CIPA), state policy (La. Rev. Stat. Ann. §17:100.7), and district policy on E-Rate funding as related to Internet filtering and secondary student learning opportunities in Region III school districts in Louisiana. The works of Heins (2001, 2003, 2006), Cho (2001, 2003, 2006), Feldman (2006), and Willard (2000, 2003), leading researchers in the fields of Internet safety and Internet filtering, were reviewed so that the issues surrounding Internet filtering and opportunities for student learning could be better understood.

Using a mixed methods research approach, the researcher explored state interpretations of theChildren's Internet Protection Act through examining Louisiana's PreK-12 Educational Technology Standards. Through interviews and administration of the American Association of School Librarians (AASL) survey on Internet filtering, district interpretations were solicited. Following survey administration, the researcher led two focus groups to solicit perceptions of district technology personnel and secondary teachers on the impact of Internet filtering on student learning opportunities at the secondary level. Follow-up interviews were also conducted to garner further information on policy interpretations and perceptions. Findings from this study shall serve as a resource for participating districts to ensure maximum opportunities for all students to learn in the 21^st century.

Abstract:

Tématem diplomové práce je ukázka česko-polské přeshraniční spolupráce na příkladu Euroregionu Glacensis. Ten již celou jednu dekádu úspěšné působí v mnoha oblastech přispívajících k rozvoji svého území. Jeho členové jsou úspěšnými uživateli nemalého množství grantových schémat vypisovaných institucemi na krajské, státní i evropské úrovni. Jako ukázka dotačního titulu je uvedena Iniciativa Společenství INTERREG III A a její opatření 2.2 ? Podpora iniciativ místních komunit (Fond mikroprojektů), kterou hojně aplikují členské obce Euroregionu Glacensis ve svých projektech. Je totiž primárně určena na neinvestiční projekty charakteru ?People-to-people? a tudíž ji lze chápat jako nejdůležitější finanční podporu využívanou k navazování a utužování kontaktů na obou stranách hranice.

Abstract:

Durant les deux derniers siècles avant notre ère, des objets de type italique, c’est-à-dire caractérisant la culture matérielle de l’Italie tardo-républicaine apparaissent progressivement en Gaule. L’identification de ces objets du quotidien et leur analyse typologique et contextuelle permettent une approche renouvelée du phénomène de romanisation de la Gaule. L’objectif de cette thèse est de mettre en exergue les modalités chronologiques, spatiales et culturelles de la diffusion de ce type de mobilier. La confrontation des résultats avec les données issues des études céramologiques et architecturales permet de brosser un tableau affiné du processus d’acculturation. La nature des sites, ainsi que la diversité des types d’objets considérés permettent de souligner la variété des comportements des populations locales face à la réception de ces mobiliers exogènes. Que ce soit dans le commerce ou en intégrant l’armée romaine, les élites locales ont joué un rôle majeur au sein des interactions avec l’Italie, de la diffusion de ces objets et de l’intégration des nouveaux modèles italiques
For the last two centuries before our era, italic type objects, which means objects that are characterizing the material culture of Tardo-republican Italia, are progressively appearing in Gaul. The identification of these everyday objects and their typological and contextual analysis allow a renewed approach of the Gaul romanization phenomenon. The objective of this thesis is to highlight, the chronological, spatial and cultural modalities of the diffusion of such furniture. The comparison of the results with the data provided by the ceramological and architectural studies allows to improve the description of the acculturation process. The behavioral diversity towards the reception of exogenous furniture is underlined by the nature of the sites and the diversity of the considered objects. Local elites, whether by participating in commercial exchanges or by joining the army, have played a major role in the interactions with Italia, from the diffusion of these objects to the integration of the new italic models

The thesis is dealing with development and evaluation of the Cross-Border Cooperation within the EU, as a part of the EU Cohesion policy, with Focus on the Czech Republic. The aim of the thesis is to evaluate the cross-border cooperation programmes in the Czech Republic from the applicants' and selected implementation structure subjects' point of view. These selected subjects are the Ministry for Regional Development of the CR, the Centre for Regional Development of the CR and administrative regions of the CR. The first part of the thesis refers to the history and development of the Cross-Border Cooperation within the EU and the CR and to the reasons which led to its establishment. The last part is focused on the description and the evaluation of applicants' and selected implementation structure subjects' experiences with cross-border cooperation programmes and their perception of the Cross-Border Cooperation in the CR. As a method for the evaluation of the cross-border cooperation programmes in the CR were used the following procedures: an analysis of the available publications and internet sources, interview with representatives of the Ministry for Regional Development of the CR and the Centre for Regional Development of the CR, and an inquiry via questionnaire among the administrative regions of the CR.

Insomni är ett vanligt problem och det finns behov av ökad tillgänglighet till kostnadseffektiva behandlingar. Syftet var att undersöka om en enkomponentsbehandling (EK), bestående av sömnrestriktion/sömnkomprimering, var non-inferior till en multikomponent (MK) KBT- behandling vid insomni och om det fanns en skillnad i symtomreduktion. Gränsvärden för non- inferiority var d = 0.8, utifrån tidigare forskning, respektive en strängare gräns d = 0.4. Data från en forskningsstudie där deltagarna erhöll EK (n = 193) jämfördes mot en riktlinje i form av en KBT-behandling i reguljärvården, MK (n = 289). Båda grupper erhöll behandling via samma internetplattform, och Insomnia Severity Index (ISI) användes som utfallsmått. Resultaten visade att EK inte kunde bekräftas som non-inferior till MK direkt efter behandling eller vid 1-årsuppföljning när en sträng gräns användes. När en liberal gräns användes kunde EK bekräftas som non-inferior direkt efter behandling men inte ett år senare. Direkt efter behandling och vid 1-årsuppföljningen visade båda grupperna en signifikant minskning av insomnisymtom, men vid 1-årsuppföljningen visade MK en större minskning. Ett stort bortfall vid 1-årsuppföljning och mer terapeutstöd för MK kan ha påverkat resultaten. Fler RCT-studier med långtidsuppföljningar behövs inom området, och även studier på andra populationer. MK är att föredra, men vid begränsade resurser kan EK erbjudas med god effekt på både kort och lång sikt.
Insomnia is a common problem and there is a need for increased accessibility to cost-effective treatments. The purpose was to examine if an one-component treatment (EK), consisting of sleep-restriction/sleep-compression, were non-inferior to a multi-component (MK) CBT treatment for insomnia and if there was a difference in symptom reduction. The prestated margins for non-inferiority were d = 0.8, based on previous research, and a stricter margin of d = 0.4. Data from a research study where participants received EK (n = 193) was compared to a benchmark consisting of a CBT treatment in regular health care (MK) (n = 289). Both groups received treatment at the same Internet platform, and Insomnia Severity Index (ISI) was used as outcome measurement. The results showed that EK could not be confirmed as non-inferior to MK directly after treatment or at the one-year follow up when using a strict limit. When a liberal limit was used, EK could be confirmed as non-inferior directly after treatment but not one year later. Directly after treatment and at the one-year follow up both groups showed a significant symptom reduction, but at the one-year follow up MK showed a greater reduction. A large number of missing data at the one-year follow up and more therapeutic support in MK may have affected the results. More RCT-studies with longterm follow ups are needed in the area, and also studies of other populations. MK is preferable, but with limited resources EK can be offered with good effect both short term and long term.

On a concu et realise un appareillage destine a la mesure du frottement interieur sous tres faible contrainte en fonction de la frequence entre 10##4 et 10 hz a des temperatures comprises entre l'ambiante et 1000 k: le pendule de torsion, specialement adapte a la mesure d'eprouvettes tres fragiles, a permis de donner avec une bonne precision l'energie d'activation du deplacement de dislocations vis qui est de (1,27+0,03 ev). Cette energie a ete comparee a celle obtenue en deformant insb in situ en m. E. T. Qui conduit a (1,35+0,1 ev). La comparaison des deux methodes a permis d'estimer l'energie de migration des decrochements (<0,4 ev) et de formation des paires de decrochements (1,2 ev). Ces resultats constituent une base precieuse pour les calculs de structure de cur des dislocations, qui est tres particuliere dans les composes iii-v de nature non centro-symetrique

The overall purpose of this project is to create a tool that will be able to generate reports for measurements and calculations performed by the Perception system. At present, this is a manual procedure that is both time-consuming, inefficient, and increases the risk of error. Since Perception is developed in C#, the reporting tool will be developed in ASP.NET Core with C# based on the MVC pattern and all data will be stored in Microsoft's SQL server. Transfer of data between systems will be handled by export files that Perception can generate as well as a self-developed import function in the reporting tool. With a few simple settings and options, the operators will be able to generate reports for the selected project and then copy them to the final report. Initial work with design and usability, based on the existing graphic profile, will result in an application that significantly facilitates the work of producing test reports. To make the design appealing, Bootstrap and self-written CSS will be used and to make the user experience as good as possible, JavaScript and AJAX will be used together with jQuery and thus be able to provide relevant information without the need of page reload. Focus will be placed on validating imported data to ensure that correct information is available and stored in the database. To further help the users, relevant messages will show status both in case of problems but also in case of successful procedures.
Det övergripande syftet, för detta projekt, är att skapa ett verktyg som ska kunna generera rapporter för mätningar och beräkningar utförda i systemet Perception. I dagsläget är detta ett manuellt förfarande som både är tidskrävande och ineffektivt vilket också ger en ökad risk för felkällor. Eftersom Perception är utvecklat i C# kommer rapportverktyget att utvecklas i ASP.NET Core med C# baserat på MVC-mönstret och all data kommer lagras i Microsofts SQL server. Överföringen av data mellan systemen kommer att ske med hjälp av de exportfiler som Perception kan generera samt en egenutvecklad importfunktion i rapportverktyget. Med några enkla inställningar och val ska operatörerna kunna generera rapporter för valt projekt och sedan kunna kopiera dem till slutrapporten. Ett inledande arbete med design och användbarhet, som grundar sig på den befintlig grafisk profilen, ska mynna ut i en applikation som väsentligt underlätta arbetet med att producera testrapporter. För att göra designen tilltalande kommer Bootstrap och egenskriven CSS att användas och för att användarupplevelsen ska bli så bra som möjligt kommer JavaScript samt AJAX att användas tillsammans med jQuery och på så vis kunna ge relevant information utan att sidan behöver uppdateras. Stort fokus kommer att läggas på kontroller av importerad data för att säkerställa att rätt information finns representerat samt sparas till databasen. För att ytterligare underlätta för användarna ska relevanta meddelanden ge status både vid problem men också vid lyckade procedurer.

The presented thesis is analyzing the cross-border co-operation between three units, the Czech-Polish-Slovak Euroregion Beskydy, the Czech-Slovak Bílé-Biele Karpaty and the Czech-Polish Euroregion Silesia. The object of the work is to point out the concrete factors influencing the collaboration in these Euroregions in 2004-2006 period. From the beginning of this date caught the countries, on whose territory particular structures are situated, as the lawful Member States of the European Union draw the financial aid from the Community Initiative INTERREG. An important part of this Initiative, INTERREG IIIA Programme, was in the Multiannual Financial Framework concerned designated to the support of the cross- border co-operation. The criteria are built on the base of the Theory of learning regions, according which the collaboration in cross-border structures is analysed: a milieu, from which the co-operation arised, a participation of the other subjects on the activities of the Euroregion and main areas of the co-operation and knowledge imparted. The priorities specified at the beggining of the partnership are envisaged with the intern setting of the Euroregion and with the projects truly realized in the period defined.

The purpose of this qualitative study is to establish governance and regulation issues pertaining to Internet marketing approaches within the South African tourism sector. The study focuses on the norms and practices of Internet marketing among small-scale lodging establishments in Bushbuckridge – a small tourist town in northeast South Africa. In-depth interviews were collected from eight participating bed and breakfast (B&B) owners. Findings revealed that, while Internet awareness was quite high, only a few B&Bs utilised the Internet for marketing. Participants cited lack of clear industry guidelines on Internet marketing approaches as well as limited Internet experience, among others, as barriers to adoption. Implications and recommendations of the study are presented within the ambit of the existing literature.

The presented elaboration deals about the points at issues like obtainment and utilization of financial resources from the structural funds and from the EAFRD fund in the JM. Regarding the mentioned examples of realized or planned projects, the importance of financial subventions from the structural EU funds and the EAFRD fund is apparently contributing to the successful development of the Jemnice microregion. In spite of the fact that, in comparison with the whole Czech Republic, during the programming period 2007 {--} 2013 the lower allotment from the EU structural funds managed to be drawn from per capita, a great deal of projects could not be realized without the financial EU support in the Jemnice microregion at all.

A virtual Mobile Voice over IP (MVoIP) service can be implemented by a Mobile VoIP Operator (MVoIPO) in conjunction with a Mobile Network Operator (MNO). MVoIPOs do not operate their own mobile network infrastructure. Instead, they use the MNO's packet-based cellular network. However, the coexistence between the MVoIPO and the MNO raises two related problems: first, how to handle interconnection settlements, and second, how to (inter)connect the two operators to make such settlements. This dissertation uses a game-theoretic modelling approach to show that it is mutually beneficial economically if the MNO allows the MVoIPO to operate on its network. Further, a Service Level Agreement (SLA)-based Transparent Settlement Agreement (TSA) model is proposed to solve the first problem. The TSA model algorithm calculates the MVoIPO's throughput distribution at the edge of a UMTS Core Network (CN). This facilitates the determination of levels of conformance to the pre-set throughput thresholds and, subsequently, the issuing of compensation to the MVoIPO by the MNO after generating an economically acceptable volume of traffic. Further, possible network architecture to solve the second problem is suggested, by combining the TSA model algorithm, the UMTS CN, the IP Multimedia Subsystem (IMS), and the Online Charging System (OCS)

Small and medium enterprises are the cornerstones of the economy as research indicates that they create jobs and also contribute to the gross domestic product of a country. Several studies on e-commerce adoption by small and medium enterprises in developing countries have found that small and medium enterprises are said to be generally lagging behind to large organisations as far as the adoption of e-commerce is concerned. There were studies done on e-commerce adoption. However, no study has been done on e-commerce adoption in Pretoria East. The objectives of the study were to determine the current level of e-commerce adoption by small and medium enterprises in Pretoria East. The study assessed whether the influence of factors such as relative advantage, competitive pressure, IT knowledge, security and government support motivates the adoption of e-commerce by small and medium enterprises in Pretoria East and the relative importance thereof.

Literature shows some gaps that the impact of culture on the adoption of e-government in African countries for citizens is still undeveloped in terms of utilisation, growth as well as managing e-government services. In this 21st century, where Information and Communication Technologies (ICTs) is one of the major drivers of the world economy, it remains a challenge for most governments in developing countries to adapt Information and Communication Technology (ICT) and effectively utilise it in their systems. The purpose of the study is to examine the key drivers of culture that impacts adoption of e-government in African countries: a case study of South Africa.
