Aims and methodTo examine whether, 19 months after its introduction, the goals of the supervision register have been met. A matched case-control study of patients on the supervision register and Care Programme Approach was conducted.ResultsCases and controls demonstrated similar socio-demographic characteristics, primary diagnoses and community psychiatric care. The supervision register group were more likely to use concurrent alcohol and/or illicit drugs (P=0.001) or suffer with an accompanying personality disorder (P=0.0001), and were less likely to have experience of a long-term relationship (P=0.003). Nineteen months after registration, the supervision register group were more likely to be violent to others (P=0.002) or involved in serious threatening behaviour to others (P=0.0007). Relapse of mental illness was the only significant predictor of future violence in the supervision register group (P<0.01).Clinical implicationsPatients with a history of violence to others were found to be appropriately placed on the supervision register but continued to demonstrate aggressive behaviour after registration, indicating that the goal of the supervision register to prioritise most appropriate care and treatment for this group of patients has not been met.

INTRODUCTION: Supervision is a well-established component of practice in the health and social care professions. In recent years, however, relentless changes in the nature of professional roles within these contexts have led to corresponding variations in how professional practice supervision is configured and delivered.METHOD: This article examines how professional supervision and its future are seen by an international group of experts in social work supervision. The evolving perceptions of social work supervision’s role, and the relationship to professional autonomy in the social sphere are explored with reference to the authors’ earlier research.FINDINGS: The tension between supervision as a surveillant tool of management and a practice of critical reflection is acknowledged in literature as posing a threat to one aspect of professional autonomy and agency.IMPLICATIONS: The authors pose an alternative, theoretically grounded, approach based on the traditions of critically reflective supervision to assist the recognition and management of the balance between support and surveillance or managerial organisational dimensions. Meta- theoretical understanding of professional supervision in the frame of human agency will help both practitioners and supervisors to construct sustainable and proactive social work. Instead of despairing about the loss of autonomy, the professionals may go through significant societal and professional transformations as subjects of their own expertise and professional agency.

New supervisors bring skills and experience which can be both asset and hindrance as they make the transition. Frequently they encounter gaps in training, support and supervision as well as dissonance between espoused policy and their own experience. This article identifies ways in which supervisors can be resourced to meet the challenge of their role and, as a result, be better placed to support others. It explores what is involved in supervising the supervisors, drawing on the experience of teaching managers on post-qualifying courses in professional supervision in Scotland.APPROACH: Themes commonly applied to the supervision of practitioners are explored in relation to those who are one or more steps removed from direct practice; seeking to identify what has shared relevance and what may be distinctive to those in a supervisory role.CONCLUSION: A congruent approach to support and supervision across all levels of an organisation helps foster a reflective culture which can engage with emotions and with complexity.

The Object of the Study is the management of pension assets - investment / placement of pension funds (pension savings and pension reserves). The Subject of the Study is the introduction of prudential (risk - oriented) supervision in order to improve the financial stability of non-state pension funds (NPF), ensuring the safety of pension assets. The purpose of the article is to analyze the main positions and principles of this supervision, its advantages and disadvantages. The Main Theoretical Aspects of the article: one of the basic goals of macroprudential supervision is creating conditions under which non-state pension funds would implement effective risk management which would improve the safety of pension assets. Among the tools of such supervision: stress testing, creating a risk management system in NPF and management companies participating in the pension system, proportional regulation. At the same time, macroprudential supervision does not exclude the establishment of capital requirements, corporate governance, restrictions on investment objects and the structure of the investment portfolio. In view of the introduction of such supervision, it is proposed to revise a number of requirements for non-state pension funds, as well as for the established restrictions on investing pension funds, e.g. to provide for the possibility of reducing the established requirement for the minimum amount of NPF's own funds, without reducing the requirements for the adequacy of assets for performance and obligations to depositors, participants, and insured persons). In view of the convergence of mandatory pension insurance (МPI) and non-state pension provision (NPP) systems and in connection with the new concept of the pension system under discussion it is proposed to abandon proportional regulation of the NPF's activities depending on the type of activity and to abandon differences in investment requirements in the MPI and NPP systems.

This study aims to determine the Musyrif strategy applied in the formation of leadership and independence character in SMA Insan Cendekia Mandiri Boarding School (ICMBS), Sidoarjo. This study uses a qualitative descriptive approach, data obtained through observation, documentation and in-depth interviews. Sources of data in this study were obtained through interviews on January 29 - February 7 2020 together with the Supervisior of the High School Dormitory, Musyrif, and board of the Santri Boarding Organization and SMA ICMBS Alumni as supporting data. The collected data were analyzed using descriptive analysis techniques. The results showed that in character building, the musyrif strategy is divided into two, namely (a) internal strategy includes six stages - planning, introduction, implementation, supervision, reward and punishment, and evaluation, and (b) external strategies namely introduction, supervision, and integrated evaluation through active communication with guardian parents in both formal and informal forms. So, it can be concluded that the musyrif strategy is very effective in shaping the character of leadership and student independence.

AbstractClinical supervision is an essential component of psychological work with clients. This article presents views of a group of primary-care mental-health workers on the introduction of clinical supervision. A focus group interview was analysed. The key themes extracted were: the supervisor's approach that provided an educative, safe, boundaried space that allowed exploration, support and validation; the advantages and disadvantages of group supervision; helpful and unhelpful ingredients of supervision; the governance and facilitative functions of supervision; and the dangers inherent in not having supervision for both client and worker. Key recommendations are made encompassing: training in supervision and a psychological approach; encouraging theory–practice consolidation; balancing competency with curiosity; and reviewing supervision regularly. Limitations of the study are also discussed.

This lead article introduces a special issue of The Professional Counselor designed to inform and support faculty, staff, and administrative efforts in starting or revitalizing doctoral degree programs in counselor education and supervision. We review the 14 studies that make up this issue and summarize their key findings. Seven key themes emerged for faculty and staff to consider during program development: (a) the current state of research, (b) doctoral program demographics and distribution, (c) defining quality, (d) mentoring and gatekeeping, (e) increasing diversity, (f) supporting dissertation success, and (g) gaining university administrator support. Introduction/Innovation Concept: University Departments of Emergency Medicine are responsible for the supervision of research and other scholarly projects for fellows, residents and students, though often lack resources to provide adequate input and oversight. Many departments cover large geographical areas and several programs. We piloted new research committee structures and processes to improve oversight and output of research projects. Methods: We created an interactive group supervision tool based around formation of a collaborative research committee, with rotating chairs from each program, to provide supervision and face to face interaction, and direction for research learners. Included were all Dalhousie University adult and pediatric emergency medicine residency and fellowship programs, as well as trauma and EMS programs across Nova Scotia, New Brunswick, and Prince Edward Island. In addition to providing expertise in clinical trial coordination, database management, research administration, grant applications and Research Ethics Board submissions, we have completed a 2-year pilot of our interactive group supervision tool for research projects. Curriculum, Tool, or Material: The interactive tool consists of a structured PICOD form; allocation of topic and research mentors; standardized yearly milestones from project development through presentation and publication; and regular video-conferenced and in-person interactive group sessions involving several project leads, as well as program research directors, researchers, and co-ordinators. To date, all participating program learners have engaged with the tool, with positive feedback from learners, supervisors and program directors. Conclusion: We report our development of a regional collaborative interactive group supervision tool, that maximizes expert resources in the provision of research and scholarly project supervision.

Abstract:
The article investigates the current state of the insurance market in Ukraine and the history of its formation. The existing problems that hinder the progressive development of the market and attract investment are considered. Attention is paid to the latest legislative state regulation of financial services markets (banking and non-banking) by one regulator (NBU) and the expediency of its introduction in the non-banking financial sector and its further role. The main levers by which Ukraine will be able to obtain a financial system that meets international standards have been identified. The focus is on the provisions of the EU Solvency ll Directive and the requirements and standards set out therein. It also substantiates the feasibility of securing prudential supervision of insurers, which defines its peculiarities and mechanisms by which it operates effectively. The experience of countries that have already introduced this type of surveillance is explored. A number of significant changes have been identified, among which are the following: transparent financial statements, new standards for service provision, extension of oversight functions of the Authorized Body, etc., which will allow for the proper protection of the rights of consumers of financial services. Purpose: to analyze the international norms and standards according to which insurers operate within the European Union. Do the research on the EU Directive (Solvency ll) and the feasibility of its implementation in national legislation. The advantages and disadvantages of prudential supervision of insurers have been identified. Methods: General and specific cognition methods have been involved in the writing of the work. Historical method, comparative-legal method, system-structural analysis method and formal-logical methods have been used as the basis of the research methodology. Results: justification for the introduction of a new transparent financial reporting system in the future; the need to create a new internal insurer risk assessment system and new capital adequacy requirements. Conclusions: A number of advantages and disadvantages of current changes and further transformation of domestic legislation in the field of insurance supervision to the best international standards have been identified. It examines what changes the insurance market of Ukraine is going through and what to expect from insurers in the coming years, what costs will have to be incurred and what they will receive as a result. The focus is on protecting the rights of consumers of financial services to prevent events occurring in the insurance market more than 25 years ago.

INTRODUCTION: Courageous conversations, commonly identified as conversations which are associated with some form of emotion, are features of many social workers’ daily routine. In supervision, such conversations are typically required to address issues of supervisee professional competence, ethical issues or the supervision relationship and/or process. These conversations, which are challenging, are at times avoided and, at other times, may be poorly handled.APPROACH: Following identification of the obstacles which may impede addressing challenging issues in professional practice, this article focuses the supervisor’s role in courageous conversations. The importance of building a supervision environment which can support robust conversations is highlighted. Here the contracting process, where the expectations of supervision are negotiated and the power inherent in the supervision relationship can be identified, is considered foundational. The skills and attributes needed by the supervisor to manage these difficult encounters are explored and three kinds of interventions are identified as helpful: relational, reflective, and confrontational. A framework for a courageous conversation is provided which highlights the need for clarity about the motivation, purpose and desired goals. Finally, a structure for the proposed conversations is presented.IMPLICATIONS: With an understanding of the dynamics and of the skills required, supervisors can better prepare themselves for courageous conversations. This paper analyzes the status quo of financial supervision in the Northeast Asia Free Trade Zone and finds that the coordination and cooperation of financial supervision in the Northeast Asia Free Trade Zone is in the exploratory stage. There is room for cooperation in financial supervision, which creates conditions for the implementation of the "supervisory sandbox" in the region. It demonstrates the significance of introducing the “regulatory sandbox” model in the Northeast Asia Free Trade Zone from three aspects: balancing financial innovation and supervision, promoting the realization of inclusive finance, and improving the global shared supervision database. Build a relatively complete "supervision sandbox" operation process design. Finally, the countermeasures and suggestions for the introduction of the "supervisory sandbox" model in the Northeast Asia Free Trade Zone are proposed.

INTRODUCTION: Supervision is regarded as an integral necessity for the development and maintenance of professional standards in social workers and is also common practice in other health professions. There is debate, however, about the relative strengths of external and internal supervision. External supervision is recommended but there is a significant financial cost in contracting external supervisors. Also, some argue that internal supervision better manages staff and simplifies communication.METHODS: This article provides a case study of an agency considering changing its supervision systems and the relative benefits and risks that need to be considered.FINDINGS: Each agency needs to consider how to get the best from staff development resources considering the time or finances available. External supervision can offer wider choice to staff with more ethical issues debated. However, this may limit other staff development funding.CONCLUSION: It is recommended that every agency regularly review how to get the best supervision for its staff.

INTRODUCTION: This article explores Māori social work supervision in Aotearoa New Zealand, from cultural, iwi, hapū and whānau perspectives. It describes an emerging model of kaitiakitanga (supervision) entitled “He Maunga, He Tangata, He Tapu, He Kahu.”APPROACH: It is based on the author’s experience and tribal relationships, and proposes a model reinterpreting the supervisory relationship by first re-examining the meanings of these relationships from a Māori perspective. It explains the rationale of the model in order to clarify its origins, principles, purpose, obligations and responsibilities in the field of kaitiakitanga (supervision). The nine principles discussed, along with four overarching themes identified within Te Ao Māori, reflect the importance of integrating customary practices in to achieve the best outcomes for the people we serve and work with.IMPLICATIONS: These principles are crucial to the practice of kaimahi-a-iwi and kaitiakitanga, where it is important not only to care, protect, guide, teach, influence and encourage, but also to consider self-care, and develop safe and accountable practices for all people.

INTRODUCTION: The question of whether the practice of professional supervision is effective, and how its effectiveness can be measured, has been debated by both social work and other professions. This study explored how practitioners, supervisors and managers in Aotearoa New Zealand currently evaluate the supervision they receive, provide and/or resource. The study was interprofessional involving counsellors, mental health nurses, psychologists and social workers. This article focuses on the findings from the social work cohort.METHODS: Through an on-line Qualtrics survey participants were asked: 1) how they currently evaluated professional/clinical supervision; and 2) how they thought professional/clinical supervision could be evaluated. Data were extracted through the Qualtrics reporting functions and thematic analysis was used to identify themes. A total of 329 participants completed the survey of which 145 (44%) were social workers. FINDINGS: A majority of the social work participants reported that they evaluated supervision in some form. No culture or policy emerged regarding supervision evaluation, but social workers expressed interest in training and resources to assist evaluation and some saw a supportive and endorsement role for the professional or regulatory bodies. An unexpected finding was reports of unsatisfactory and harmful supervision.CONCLUSION: Evaluation of supervision is an activity with which social workers engage, but further research is needed to explore how evaluation can be embedded in supervision practice. More critically, a broader audit is required to reconsider the definition and model of social work supervision in Aotearoa New Zealand and the environments within which supervision occurs.

Nearly two decades ago, Smith (1999) recognised that little had been published on the implementation and usefulness of clinical supervision in the operating theatre. Accordingly, she conducted a small action research project and reported its findings. These were deemed to have been in a positive direction and a number of benefits were listed, essentially clustered around better communication between operating department practitioners (ODPs). Prophetically, however, she thought ‘it would be interesting to observe if this enthusiasm and motivation continues after the project is completed’(p308). Two years later, Smith (2001) lamented that clinical supervision was no longer practised in theatres and that its introduction in other areas had ‘met with little success’ (p436). She believed the reasons to be the ‘culture of the NHS, the negative attitudes by enough members of staff to have an impact and hidden agendas and micro-politics’.

 The last financial crisis reflected our needs for different approaches of supervision consist with our goals, but the crisis reveals also number of sounds requested and pressured toward direct control (Intervention via forces) through government acquisition and nationalization.
 This study attempts to deal with crisis lessons, in the field of choice between indicative and direct supervision which government authorities used to reduce the bad effect on the monetary firms. 
 Iraqi banks suffered from high levels of direct control from monetary authorities, so the changes and privatization on the new economic policy permit more and new banks' activities.

Without considering the existence of third-party audit supervision and considering the existence of third-party audit supervision, the principal-agent model of major engineering audits between government and audit organizations was constructed. The analytical solutions under various hypothetical conditions were analyzed for the government. The optimal incentive policy for major engineering audits provides the basis. The analysis results prove that, the introduction of third-party units for audit supervision can effectively stimulate audit behavior, reduce information asymmetry, and create higher engineering quality and audit quality in the process of major engineering audit.

INTRODUCTION: Does social work supervision work? Social work academics and others have argued repeatedly that we need to focus more attention on understanding whether and how supervision helps improve outcomes for people who use services. As things stand, we currently have little evidence either way—and although the absence of evidence is not evidence of absence, this is far from an ideal situation.APPROACH: Taking inspiration from realist approaches to evaluation, this article sets out an initial working theory of social work supervision for child and family services, developed from an analysis of six significant reviews of the supervision literature. Each review was analysed to identify key contexts, mechanisms and outcomes for supervision.CONCLUSION: Notable gaps within the theory are identified in relation to workers, outcomes for children and families and how supervision can promote a rights-based approach. The article concludes by arguing that this working theory offers the basis for future evaluative studies of supervision.

SPECIFIC FEATURES OF THE SUPERVISION OF FAMILY MEDIATORS WITHIN THE SOCIAL WELFARE SYSTEM ABSTRACT In the introduction of the paper, the need for the supervision of family mediators is described, and the key characteristics of the educational and method supervision are presented, as well as the models of apprenticeship as modern forms of supervisory monitoring of the acquisition of additional professional competencies in the context of the helping professions, especially mediation. The paper presents supervision conducted with the family mediators who work within the social welfare system through two supervisory cycles. The aims of the supervision were to contribute to the integration of their knowledge and skills, to monitor and analyse the direct work on mediation cases and to promote the development of professional identity of family mediators in order to increase the quality of work with the clients during the application of mediation as a psychosocial intervention and a more recent social service. The contents and topics of the supervisory work have been presented through individual supervisory questions (feelings of mediators, workplace, principles of mediation, beliefs and prejudices), then through professional and educational questions significant for all supervisees (the role of mediators, usage of concrete knowledge and interventions, specific forms of mediation, implementation of mediation, special circumstances, supervisory competencies), and finally through organisational difficulties related to the implementation of mediation (introduction to family mediation, legislative framework and rules, the experience of a lack of understanding). Specific supervisory challenges with regard to the group composition, manners of work and competence of the supervisor for the implementation of the educational and/or method supervision in this area of work with the families have been described. In the conclusion, the similarities and differences between the educational and method supervision have been discussed, as well as some elements of the apprenticeship model. Abstract:
The reform of the control and supervison activities of the Russian Federation authorities is studied in the article on the example of the implementation of the federal state energy supervision. The provisions are compared related to the current federal laws on the state control (supervision), and those that will enter into force on July 1, 2021. The implementation of a risk-oriented approach in the activities of Rostechnadzor, and the changes during inspections and implementation of such a new control activity as an inspection visit are also considered in the article. These changes are associated with a decrease in the administrative burden on the activities of the organizations controlled by Rostechnadzor. This will be facilitated by greater transparency of the procedures for control activities, the implementation of a risk-oriented approach, simplification of the procedure for appealing an audit, and a reduction in the period for conducting an audit. With the implementation of a risk-oriented approach in 2018 in the Provision on the implementation of the federal state energy supervision and assignment of risk categories to the controlled organizations within the framework of the federal state energy supervision, the unscheduled inspections are carried out, and from 2021, the scheduled inspections will begin. Introduction of the checklists into the inspection procedure should affect the clarity of the inspection procedure itself and the interaction of control bodies and controlled organizations. Also, the issues of special administrative and legal bases for conducting control activities in terms of the implementation of state control in the field of electric power and heat supply, in the field of energy saving and compliance with the requirements of protected zones require further consideration. Changes are proposed to the checklists regarding the implementation of the federal state energy supervision and the allocation of specific sections in them.
