Il existe en France un nouveau mouvement de paix indépendant (le CODENE) qui évolue à côté d’un mouvement plus traditionnel et proche de la mouvance communiste. L’auteure identifie et analyse brièvement les facteurs qui occasionnent le retard dans la construction du mouvement indépendant, soit : le consensus des Français concernant « leur » force de frappe, le rôle joué par le Parti communiste français dans le mouvement de la paix, l’attitude de l’Église catholique favorable à la dissuasion nucléaire, et la timidité des syndicats à s’engager dans la lutte pour le désarmement. De concert avec les autres groupes indépendants européens, le CODENE continue toutefois à promouvoir la réflexion sur le non-alignement et s’apprête à lancer une enquête-référendum nationale auprès des Français, concernant la modernisation de l’armement en France.

Résumé Cet article étudie les contraintes sur l’application de mouvement Wh et d’inversion du sujet dans les phrases contenant un changement de code. L’auteur montre que ces contraintes découlent entièrement des principes de la grammaire tels qu’ils sont énoncés dans la théorie de Gouvernement et Liage (Chomsky 1981).

A notre avis, l'événement le plus important de la XXVe Conférence internationale de la Croix-Rouge est l'adoption par celle-ci des nouveaux Statuts et Règlement du Mouvement international de la Croix-Rouge et du Croissant-Rouge. Ces textes, issus d'une initiative de la Ligue et d'une négociation de près de quatre ans avec le CICR, fixent au Mouvement ses lignes directrices pour au moins une génération et le fait qu'ils aient été adoptés par consensus est une garantie de leur bien-fondé et de leur durée.

Cet article porte sur l’habiter posthumain représenté dans les jeux vidéo cyberpunk de la franchise WATCH_DOGS. Après une redéfinition du posthumain en termes ontogéographiques, les spécificités de l’habiter posthumain seront décrites en tant que transversion, phénomène entendu comme le fruit d’un mouvement dynamique allant de l’inversion (introjection du milieu humain dans les limites physiques du corps par le biais de la technique) à l’éversion (projection du corps dans le milieu par le biais de la technique). S’ensuivra une analyse portant sur la manière dont WATCH_DOGS traite de la transversion dans le cadre de la ville intelligente vue comme une ville posthumaine.

In this paper, a Distributed Nonlinear Dynamic Inversion (DNDI)-based consensus protocol is designed to achieve the bipartite consensus of nonlinear agents over a signed graph. DNDI inherits the advantage of nonlinear dynamic inversion theory, and the application to the bipartite problem is a new idea. Moreover, communication noise is considered to make the scenario more realistic. The convergence study provides a solid theoretical base, and a realistic simulation study shows the effectiveness of the proposed protocol.

Résumé Cet éditorial consiste en une recension des écrits décrivant le développement du mouvement des « meilleures pratiques ». Encore en partie méconnu dans le milieu de la pratique, ce mouvement est suffisamment important pour qu’une recension des écrits lui soit consacrée, d’autant plus que la littérature de langue française à ce sujet est pratiquement inexistante. Après avoir formulé une hypothèse économico-politique explicative à propos de leur émergence, l’article décrit les principaux modèles sous-jacents à leur développement : evidence-based model et expert-consensus model. Il suggère ensuite deux manières de présenter les meilleures pratiques pour faciliter leur utilisation : les lignes directrices et les algorithmes, de même que les interventions propres à favoriser leur dissémination auprès des praticiens et des administrateurs. L’article conclut par une analyse critique de cette approche.

Although it is agreed that Steinbeck’s The Grapes of Wrath (1939) is full ofallusions and symbols connected to the Bible, no consensus has been reachedyet about their nature. In this article an analysis is described which aims atdemonstrating that the allusions and symbols found are better interpreted asinversions of the traditional biblical symbols, in such a way that the novel canbe considered a new ‘bible for the people’.

La capacité d'auto-localisation est essentielle pour les véhicules autonomes, les robots, la réalité mixte et plus généralement les systèmes qui interagissent avec leur environnement. Lorsqu’il n’y a pas de carte disponible, les algorithmes de SLAM (Localisation et Cartographie Simultanées) créent une carte de l'environnement et en même temps y localisent le système. Un capteur populaire est la caméra, qui a l'avantage de fournir passivement une représentation visuelle de l'environnement à faible coût, et donc celui que nous utilisons.Le SLAM en environnement dynamique, ou SLAM Dynamique, est un défi car l'algorithme doit être capable de percevoir en permanence quelles parties de l'image sont fixes par rapport au référentiel souhaité par l'utilisateur, en général le sol. Des problèmes surviennent lorsque les hypothèses sur lesquelles reposent les algorithmes SLAM deviennent invalides. Un cas remarquable est l'inversion de consensus de mouvement : lorsque la majeure partie d'une image est constituée d'objets en mouvement, l'algorithme n'utilise pas le bon référentiel, et échoue. Un autre est le masquage excessif : certains algorithmes SLAM retirent des images -- c'est-à-dire masquent -- tous les objets qui pourraient être dynamiques même s'ils ne sont pas en mouvement, et par conséquent échouent si les images deviennent vides.De façon générale, l'utilisateur peut vouloir utiliser un algorithme SLAM dans un contexte non supporté. En réalité, l'écart entre ce dont l'utilisateur a besoin et ce que font les algorithmes SLAM est significatif dans la recherche SLAM et la cause de problèmes tels que les inversions de consensus, elles-mêmes rarement présentes dans la littérature. Ainsi, au lieu de proposer un SLAM plus général, nous proposons un algorithme SLAM qui s'adapte à de nouveaux environnements grâce à un apprentissage auto-supervisé automatisé : apprendre automatiquement quelles parties d'une scène peuvent être mobiles par rapport au référentiel souhaité par l'utilisateur, et quand elles sont fixées ou non. L'utilisateur fournit des vidéos d’entraînement non annotées et notre algorithme apprend automatiquement ce qu'il faut en faire.Nous présentons d’abord l'état de l'art, les bases de données et les métriques SLAM de référence. En particulier, nous détaillons les défis du SLAM Dynamique et de l'évaluation de la robustesse. Les bases de données et métriques SLAM actuelles font partie des points bloquants, nous proposons donc les nôtres. Dans une deuxième partie, nous explorons les relations entre les points d’intérêt d’une image et les performances du SLAM, et à partir de ce travail, nous présentons un nouvel algorithme de SLAM Dynamique auto-supervisé qui apprend quels objets masquer, en utilisant les outliers SLAM. Les outliers SLAM sont des points d’intérêt rejetés au cours du processus de SLAM : nous avons observé que les outliers sur les objets en mouvement ont des propriétés uniques dans des séquences vidéo faciles et peuvent être utilisés pour apprendre automatiquement à segmenter les objets dynamiques. Enfin, nous présentons une approche auto-supervisée qui apprend quand masquer des objets : SLAM Dynamique avec Masquage Temporel. A partir d'une méthode donnée de masquage d’objet, on apprend automatiquement quand masquer les objets de certaines classes. On annote automatiquement chaque image des séquences d’entraînement avec des décisions de masquage (masquer les objets ou non), puis on apprend les circonstances qui ont mené à ces décisions avec un réseau basé mémoire.Les résultats de cette thèse montrent que le SLAM Dynamique auto-supervisé est une approche viable pour résoudre les inversions de consensus de mouvement. Plus généralement, l'auto-supervision est la clé pour qu'un SLAM s'adapte aux besoins des utilisateurs. Nous avons dépassé l'Etat de l'Art en termes de robustesse, en plus de clarifier des points aveugles de la littérature en termes d’évaluation de la robustesse des algorithmes de SLAM Dynamique<br>The ability of self-localization is essential for autonomous vehicles, robots, mixed reality and more generally to systems that interact with their environment. When maps are not available, SLAM (Simultaneous Localization and Mapping) algorithms create a map of the environment and at the same time locate the system within it. A popular sensor is the camera, which has the benefit of passively providing a visual representation of the environment at a low cost, and for this reason the one we use in this thesis.SLAM in Dynamic environments, or Dynamic SLAM, is challenging as the algorithm must be able to continuously perceive what parts of the image are fixed with respect to the frame of reference the user wants, usually the ground. Problems arise when assumptions SLAM algorithms rely on become invalid. A remarkable case is the Motion Consensus Inversion (MCI): when most of an image is made of moving objects, the SLAM does not use the correct frame of reference and fails. Another one is excessive masking: some SLAM algorithms remove from images -- ie, mask -- all objects that might be dynamic even if they are not moving, and consequently fail if images become empty.More generally, the user may need to use a SLAM algorithm in an unsupported context. In fact, the gap between what the user needs and what SLAM algorithms do is a blind spot in SLAM research and the cause for issues like motion consensus inversions, which are themselves seldom seen in the literature. Hence, instead of making a more general SLAM algorithm, we propose a SLAM algorithm that adapts to new environments through automated self-supervised training: to automatically learn what parts of a scene may not be fixed with respect to the user's desired frame of reference, and when they are fixed or not. The user provides unlabeled training videos and our SLAM automatically learns what to do to from them.In the first part of this document, we present the State of the Art of algorithms for SLAM and Dynamic SLAM, reference datasets and metrics. We detail the challenges of Dynamic SLAM and robustness evaluation. Current SLAM datasets and metrics are also subject to the user need gap, so we propose our own. Our datasets are the first to explicitly include video sequences with motion consensus inversions or excessive masking and our metric is more general that the usual accuracy metrics, which are misleading in very difficult scenarios.In the second part, we explore the relation between image features and SLAM performance, and from this work we present a novel self-supervised Dynamic SLAM that learns what objects to mask, using SLAM outliers. Outliers are features rejected during the standard SLAM process: we observed that outliers on objects in motion have unique properties in easy dynamic sequences. Thus, we locate dynamic objects using outliers and learn to segment them, so we can mask dynamic objects in sequences of any difficulty at runtime.Finally, we present a self-supervised approach that learns when to mask objects: Dynamic SLAM with Temporal Masking. Leveraging an existing method to mask objects, it automatically learns when to mask objects of certain classes. It automatically annotates every frame of training sequences with masking decisions (to mask objects or not), then learn the circumstances that led to these decisions with a memory-based network. We do not make any geometrical assumption, unlike other SLAM algorithms. Using a memory-based approach prevents at runtime motion consensus inversions and excessive masking, which is hardly possible when relying on geometrical methods.The results of this thesis show that a self-supervised Dynamic SLAM is a viable approach to tackle motion consensus inversions. More generally, self-supervision is the key to have a SLAM adapt to user needs. We surpassed the State of the Art in terms of robustness, in addition to clarifying blind spots of the literature in Dynamic SLAM robustness evaluation

Ce travail est consacre a l'histoire du mouvement des correspondants ouvriers, les rabkory, en union sovietique, depuis ses origines, au debut des annees 1920, jusqu'a sa transformation en un element des appareils de propagande staliniens en 1931. Heritiers d'une pratique apparue dans la presse socialiste russe avant la revolution, les rabkory sont des ouvriers qui publient dans la presse des correspondances sur les conditions de vie et de travail dont ils sont les temoins. Le but principal de cette etude est de montrer, sur l'exemple des rabkory, comment le nouveau pouvoir a cherche a diffuser ses valeurs et a y faire adherer la societe. On a donc analyse la politique du parti bolchevique, les conflits qui l'ont traverse (pravda contre departement de la presse), les reactions des rabkory et celles des ouvriers. On s'est particulierement arrete sur la "double nature" du rabkor, a la fois porte-parole de ses compagnons de travail et propagandiste des nouvelles valeurs (en premier lieu productivistes). Lorsque la politique d'industrialisation, avec sa pression sur les ouvriers, demarre en 1926, les rabkory sont dechires entre leurs deux fonctions et une crise endemique du mouvement s'installe. Leur resistance, meme timide, provoque une prise en main de plus en plus autoritaire de la part du pouvoir, ce qui s'achevera entre 1929 et 1931 par une "normalisation" complete. Ce travail a ete l'occasion de s'interroger, a partir d'un cas particulier, sur la revolution culturelle (interpretee comme l'ensemble des strategies du pouvoir visant a creer un consensus) et, plus generalement, sur la mise en place du systeme stalinien. Une reponse, nourrie par la culture bolchevique et l'experience de la guerre civile, au defi la modernisation<br>This work deals with the history of the workers-correspondents' (rabkors') movement in soviet union, from its beginnings, in the early 1920's, till 1931, when it was ultimately incorporated into the stalinist propaganda system. The rabkors inherited an earlier practice of socialist press in russia : workers used to publish in newspapers accounts on their living and working conditions. The chief aim of the study is to show how, in the case of rabkors, the new masters tried to impress their values on russian society. The sometimes conflicting bolshevik policies (e. G. Pravda versus central committee press department) have been therefore analyzed, as well as the rabkors', and more generally, the workers' reaction to these policies. The "dual nature" of the rabkor, at the same time spokesman of his fellow-workers, and propagator of new, especially production-aimed, values from above, has been particularly stressed. By 1926, when industrialization starts putting pressure on the workers, rabkors are torn between their conflicting functions, and their movement enters a phase of endemic crisis. Their resistance, however timorous, induces in turn an increasingly authoritarian policy, which leads up to total party control on the rabkors, "normalized" between 1929 and 1931. The study thus raises questions about cultural revolution, understood as the various strategies used by the bolsheviks to achieve a consensus (of which the rabkors history is but a case study), and, more generally, about the setting up of the stalinist system. The author's hypotnesis is that the latter process was not the implementation of a preexistent plan, but the result of piecemeal decisions, a response to social reality, which showed an unexpected resistance to initial utopias. Cette thèse de doctorat s’intéresse au principal syndicat sud-africain, le National Union of Mineworkers (NUM), fondé en 1982. Partant de ses premières années, au cours de la dernière décennie du régime d’apartheid, elle retrace sa trajectoire, en tant qu’organisation syndicale, dans l’après apartheid. L’industrie des mines emploie aujourd’hui près d’un demi-million de travailleurs en Afrique du Sud et cette recherche, entamée à l’automne 2009, a été marquée par les grandes grèves de mineurs qui ont débuté en janvier 2012. Plusieurs mines de platine visitées avant et, pour certaines, après ces conflits, ont été affectées et, notamment, celle où a été perpétré le « massacre de Marikana ». Le 16 août 2012, des unités de la police antiterroriste ont ouvert le feu sur les grévistes et tué 34 mineurs. Cette répression étatique d’une violence inégalée depuis l’apartheid n’a pas pour autant mis un terme aux grèves qui ont atteint leur paroxysme au cours du premier semestre 2014<br>Based on a case study of South Africa’s largest union – the National Union of Mineworkers (NUM), this dissertation puts the current mining crisis in historical perspective. Beyond mining, it proposes keys to understand South Africa’s “negotiated” transformation from apartheid to democracy. It concludes that this country currently experiences what one can call the “end of the post-apartheid consensus”; a moment in which shared elitist conceptions of political and socioeconomic change developed during South Africa’s 1990s transition are starting to be decisively challenged. Departing from the NUM’s early years, in apartheid’s last decade, it analyses the union’s trajectory as a mineworker’s organisation after the end of while minority rule. Questioning NUM representations, in traditional struggle iconography, as a militant and revolutionary organisation, it argues that this union was also historically developed into a disciplined union, structured by and around strong core leadership. In other words, the main questions raised here here are : how are we to understand, in time, tensions between militancy on the one hand, and organisation on the other hand? How are we to accound in non-linear terms for the build up to 2012 Marikana strike and massacre, in a democratic context in which labour relations has supposedly become less adversarial and more workers friendly? What, in the NUM’s organisational ethos, can help us understand what happened, not as if Marikana was the expression of fundamental and untenable contradictions – class betrayal by another name, but as the result of sometimes unintended consequences of a nevertheless conscious and deliberate process aimed at organisation building and development? The main hypothesis that is put to work here is that NUM founders strategically built a centralised and efficient organisation, in order to survive in the mines’ repressive environment. This, in turn, generated tensions, which were to remain, between the grassroots and the top the organisation. In order to fulfil its organisational goals, the union also crucially invested in leadership development, at the expense of membership development. While claiming to be a socialist union that produced professional organisers and revolutionaries, the NUM nevertheless gave birth to professional negotiators who were more inclined towards negotiation than conflict. If the NUM achieved tremendous gains for workers through collective bargaining, the 2012 strikes and their aftermath have shown that mineworkers still aspire to militancy at the grassroots, and that they are ready to fight in order to transform the mining industry. This implies that the workers’ bread and butter demands are also rooted in more structural claims, which have gradually brought the “post-apartheid consensus”, which until 2012 prevailed as a shared narrative of how mining was to be democratised, into question<br>La presente tesi di dottorato si interessa del principale sindacato sudafricano il National Union of Mineworkers (NUM), fondato nel 1982. Partendo dai primi anni della sua creazione, che corrispondono all’ultimo decennio del regime dell’apartheid, ne ripercorre la traiettoria in quanto organizzazione sindacale nel postapartheid. L’industria mineraria impiega all’incirca mezzo milione di lavoratori in Sudafrica e la presente ricerca, avviata nell’autunno del 2009, si è svolta in parte durante gli importanti scioperi di minatori iniziati a gennaio 2012. Diverse miniere di platino visitate prima e, in alcuni casi, dopo le manifestazioni sono state protagoniste di questi eventi. Un esempio fra tutti è la miniera in cui si è perpetrato il “massacro di Marikana”. Il 16 agosto 2012, alcune unità della polizia antiterroriste hanno aperto il fuoco sui manifestanti e ucciso 34 minatori. Nonostante una repressione statale di tale violenza non si fosse più verificata dai tempi dell’apartheid, gli scioperi sono proseguiti e la situazione ha raggiunto il suo parossismo nel corso del primo semestre 2014

Au cours de cette thèse, on a procédé à une étude théorique des spectres d'absorption haute résolution des molécules non-rigides 15NH2D, 15ND2 et CH3COD. En ce qui concerne les deux premières molécules, leurs spectres de rotation-inversion et de vibration-rotation-inversion ont été analysés et environ 700 transitions ont été attribuées pour chaque molécule. L'analyse de ces données a conduit à la détermination des dédoublements d'inversion, des constantes rotationnelles et des paramètres relatifs à l'interaction rotation-inversion. En ce qui concerne CH3COD, nous nous sommes intéressées au spectre de rotation-torsion. Plus de 2500 transitions ont été attribuées dans les spectres expérimentaux micro onde et infrarouge lointain. L'analyse de ces données a permis l'obtention de la hauteur de la barrière de potentielle gênant la rotation interne. Pour ces trois molécules, nous avons construit des bases de données spectroscopiques à usage astrophysique<br>The high-resolution absroption spectra of the three non-rigid molecules 15NH2D, 15ND2H et CH3COD have been studies. Concerning the two first molecules, their rotation-inversion and vibration-inversion-rotation spectra have been analyzed and more than 700 transitions were assigned for each molecules. The analysis of these data led to the determination of the inversion splittings, of the rotational constants, and of the rotation-inversion coupling parameters. Concerning CH3COD, its rotation-torsion spectrum has been studied and more than 2500 transtions were assigned in the microwave and far infrared spectra. The analysis of these data allowed us to obtain the height of the hindering barrier to internal rotation. For the three molecules, spectroscopic databases for astrophysical purpose have been built

We study a scalable approach to information fusion for large sensor networks. The algorithm, field inversion by consensus and compressed sensing (FICCS), is a distributed method for detection, localization, and estimation of a propagating field generated by an unknown number of point sources. The approach combines results in the areas of distributed average consensus and compressed sensing to form low dimensional linear projections of all sensor readings throughout the network, allowing each node to reconstruct a global estimate of the field. Compressed sensing is applied to continuous source localization by quantizing the potential locations of sources, transforming the model of sensor observations to a finite discretized linear model. We study the effects of structured modeling errors induced by spatial quantization and the robustness of ℓ1 penalty methods for field inversion. We develop a perturbations method to analyze the effects of spatial quantization error in compressed sensing and provide a model-robust version of noise-aware basis pursuit with an upperbound on the sparse reconstruction error. Numerical simulations illustrate system design considerations by measuring the performance of decentralized field reconstruction, detection performance of point phenomena, comparing trade-offs of quantization parameters, and studying various sparse estimators. The method is extended to time-varying systems using a recursive sparse estimator that incorporates priors into ℓ1 penalized least squares. This thesis presents the advantages of inter-sensor measurement mixing as a means of efficiently spreading information throughout a network, while identifying sparse estimation as an enabling technology for scalable distributed field reconstruction systems.

Ce travail est consacré à l'étude des données accélérométriques de la france métropolitaine, issues du Réseau Accélérométrique Permanent (RAP), en cours d'installation depuis 1996, pour caractériser l'aléa sismique. Il existe de nombreux modèles empiriques de prédiction des mouvements forts valables pour les régions sismiquement très actives (USA, Japon...), mais leur utilisation dans le contexte français nécessite la ré-évaluation de paramètres tels que les magnitudes et les conditions de site.<br /><br />Dans un premier temps, l'analyse des données de séismes modérés a permis d'établir une échelle homogène de magnitudes issues du moment sismique. Par ailleurs, les réponses de site des stations du réseau RAP ont été calculées pour les Pyrénées, les Alpes et le fossé Rhénan. Enfin, les phénomènes d'atténuation au niveau de la France semblent présenter des variations régionales. En se basant sur les résultats précédents, l'applicabilité de certains modèles empiriques de mouvements forts a été démontrée, à partir des séismes les plus importants enregistés par le RAP

This analysis shows the difficulty to define a boundary layer. It allows us to highlight a complexe superposition of several internal boundary layers, particularly near the coast. The study of the layer where pollution may be accumulated or diluted pointed out the fact that pollution is trapped near the surface, close to the coastline under sea-breeze conditions whereas it is advected over the mountains where the boundary layers are deeper. During sea-breeze conditions, the ozone concentration is paradoxically weak near the sources at the coastline (titration). Over the mountains, the strong developments of the boundary layers result in a mixing between the highly polluted low troposphere and the surface which enhances the ozone concentration

Dans les examens médicaux et les actes de thérapie, les techniques minimalement invasives sont de plus en plus utilisées. Des instruments comme des aiguilles de biopsie, ou des électrodes sont utilisés pour extraire des échantillons de cellules ou pour effectuer des traitements. Afin de réduire les traumatismes et de faciliter le suivi visuelle de ces interventions, des systèmes d’assistance par imagerie médicale, comme par exemple, par l’échographie 2D, sont utilisés dans la procédure chirurgicale. Nous proposons d’utiliser l’échographie 3D pour faciliter la visualisation de l’aiguille, mais en raison de l’aspect bruité de l’image ultrasonore (US) et la grande quantité de données d’un volume 3D, il est difficile de trouver l’aiguille de biopsie avec précision et de suivre sa position en temps réel. Afin de résoudre les deux principaux problèmes ci-dessus, nous avons proposé une méthode basée sur un algorithme RANSAC et un filtre de Kalman. De même l’étude est limitée à une région d’intérêt (ROI) pour obtenir une localisation robuste et le suivi de la position de l’aiguille de biopsie en temps réel. La méthode ROI-RK se compose de deux étapes: l’étape d’initialisation et l’étape de suivi. Dans la première étape, une stratégie d’initialisation d’une ROI en utilisant le filtrage de ligne à base de matrice de Hesse est mise en œuvre. Cette étape permet de réduire efficacement le bruit de granularité du volume US, et de renforcer les structures linéaires telles que des aiguilles de biopsie. Dans la deuxième étape, après l’initialisation de la ROI, un cycle de suivi commence. L’algorithme RK localise et suit l’aiguille de biopsie dans une situation dynamique. L’algorithme RANSAC est utilisé pour estimer la position des micro-outils et le filtrage de Kalman permet de mettre à jour la région d’intérêt et de corriger la localisation de l’aiguille. Une stratégie d’estimation de mouvement est également appliquée pour estimer la vitesse d’insertion de l’aiguille de biopsie. Des volumes 3D US avec un fond inhomogène ont été simulés pour vérifier les performances de la méthode ROI-RK. La méthode a été testée dans des conditions variables, telles que l’orientation d’insertion de l’aiguille par rapport à l’axe de la sonde et le niveau de contraste (CR). La précision de la localisation est de moins de 1 mm, quelle que soit la direction d’insertion de l’aiguille. Ce n’est que lorsque le CR est très faible que la méthode proposée peut échouer dans le suivi d’une structure incomplète de l’aiguille. Une autre méthode, utilisant l’algorithme RANSAC avec apprentissage automatique a été proposée. Cette méthode vise à classer les voxels en se basant non seulement sur l’intensité, mais aussi sur les caractéristiques de la structure de l’aiguille de biopsie. Les résultats des simulations montrent que l’algorithme RANSAC avec apprentissage automatique peut séparer les voxels de l’aiguille et les voxels de tissu de fond avec un CR faible<br>In medical examinations and surgeries, minimally invasive technologies are getting used more and more often. Some specially designed surgical instruments, like biopsy needles, or electrodes are operated by radiologists or robotic systems and inserted in human’s body for extracting cell samples or delivering radiation therapy. To reduce the risk of tissue injury and facilitate the visual tracking, some medical vision assistance systems, as for example, ultrasound (US) systems can be used during the surgical procedure. We have proposed to use the 3D US to facilitate the visualization of the biopsy needle, however, due to the strong speckle noise of US images and the large calculation load involved as soon as 3D data are involved, it is a challenge to locate the biopsy needle accurately and to track its position in real time in 3D US. In order to solve the two main problems above, we propose a method based on the RANSAC algorithm and Kalman filter. In this method, a region of interest (ROI) has been limited to robustly localize and track the position of the biopsy needle in real time. The ROI-RK method consists of two steps: the initialization step and the tracking step. In the first step, a ROI initialization strategy using Hessian based line filter measurement is implemented. This step can efficiently reduce the speckle noise of the ultrasound volume, and enhance line-like structures as biopsy needles. In the second step, after the ROI is initialized, a tracking loop begins. The RK algorithm can robustly localize and track the biopsy needles in a dynamic situation. The RANSAC algorithm is used to estimate the position of the micro-tools and the Kalman filter helps to update the ROI and auto-correct the needle localization result. Because the ROI-RK method is involved in a dynamic situation, a motion estimation strategy is also implemented to estimate the insertion speed of the biopsy needle. 3D US volumes with inhomogeneous background have been simulated to evaluate the performance of the ROI-RK method. The method has been tested under different conditions, such as insertion orientations angles, and contrast ratio (CR). The localization accuracy is within 1 mm no matter what the insertion direction is. Only when the CR is very low, the proposed method could fail to track because of an incomplete ultrasound imaging of the needle. Another methodology, i.e. RANSAC with machine learning (ML) algorithm has been presented. This method aims at classifying the voxels not only depending on their intensities, but also using some structure features of the biopsy needle. The simulation results show that the RANSAC with ML algorithm can separate the needle voxels and background tissue voxels with low CR

Comment l'Europe est-elle constituée comme un enjeu distinct au sein des organisations patronales françaises ? L'objectif de cette thèse peut surprendre tant l'intégration européenne est régulièrement présentée comme un processus exogène et univoque s'imposant aux acteur nationaux. Pourtant, entre 1948 et 2014, plusieurs acteurs s'opposent sur le sens à donner à l'Europe dans les organisations patronales étudiées et la manière de la traiter (faut-il ou non des structures spécialisées ?). Pour comprendre ces pratiques et représentations concurrentes de l'Europe, cette thèse se situe au carrefour de la sociologie des organisations patronales et d'une socio-histoire de l'intégration européenne. Elle mobilise des archives, des entretiens et des observations concernant principalement la confédération patronale française (le CNPF-MEDEF) et incluant plusieurs fédérations sectorielles. La première partie analyse la définition de plusieurs prises de position sur l'intégration européenne au sein du CNPF-MEDEF. Elle indique l'impossibilité de circonscrire un espace stable où sont produites ces décisions sur la période étudiée. Afin d'expliquer les réussites variables de l'adoption d'une décision sur l'Europe, cette thèse met l'accent sur les différentes modalités d'obtention d'un consensus au sein du CNPF-MEDEF. La seconde partie explicite la constitution des différentes légitimités revendiquées pour traiter l'Europe par les acteurs patronaux, à la fois dans les organisations nationales et à l'échelle européenne. De plus, l'enquête historique décrit la différenciation pratique des échelles nationale et européenne sans pour autant les considérer comme des niveaux autonomes<br>How does Europe become a distinct issue within the Organisations of French Employers ? The question might sound surprising, since European integration is usually described as an exogenous and univocal process imposed to national actors. Still between 1948 and 2014, in the organisations examined here, various actors disagree on what integrating Europe means and how to deal with it (does the organisation need dedicated agencies?). With the ambition to enlighten those competing practices and representations of Europe, this dissertation mixes approaches the sociology of Employers' Organisations and a socio-history of European integration. The research is based on archival material, interviews and observations dealing mainly with the Confederation of French Employers (CNPF-MEDEF), including several sector-specific federations. The first part examines how various actors in the CNPF-MEDEF tried to define a position on European integration. It reveals that, over the period studied, no stable forum/framework existed, where those decisions were made. This research will then focus on the various ways in reaching consensual decisions in the CNPF-MEDEF, in order to explain the fluctuating success of the Organisation in reaching decisions about Europe. The second part considers how the actors of the Employers' Organisations did acquire and claimed for various forms of legitimacy to deal with Europe, both at the national and at the European level. Furthermore, the inquiry shows how the modes of operation of the French Employers' representatives did change at the European level. It is then possible to understand that practices at the national and European levels were different, without them to be fully autonomous from one another

Abstract There is a consensus among both traditional and generative grammarians that the canonical surface word order of the Romance languages is subject-verb­ object (SVO). Granted this, sentences such as (1) in Italian, French, Portuguese, and Catalan, which are all clear cases of noncanonical word order, raise important descriptive and theoretical problems: In all of these, the subject is at the right periphery of the sentence. and it obligatorily follows participles and infinitives when they are present. In this respect the Subject Inversion of (1) contrasts sharply with what Rizzi (1982) has dubbed “Residual V2 constructions,” in which the subject is in the same position as in the Germanic V2 languages, immediately to the right of the finite verb before the participle or infinitive, as in French Subject Clitic Inversion constructions like A-t-il dit cela? (Has he said that?), and Où veut-il aller? [where wants he (to) go?].

This chapter analyses the position of criminal law in order to understand the dominance of the security discourse. In a morally coherent community, criminal law functions as a last resort — an ultimum remedium. This was the case until the 1970s. Due to rising crime figures and societal unease, the position of criminal law shifted from a legal practice on the periphery to a central institution of moral order. The chapter discusses a switch in the relationship between morality and criminal law. After the 1970s, criminal law was no longer the result of consensus on moral issues, but it was the other way round: criminal law became the defining authority in the design of moral space. It is the moral stronghold in a liquid society, an anchor in a complex world without direction. The chapter shows how ‘the victim’ was the key in this ‘inversion’ of morality and criminal law.

Abstract Many phenomena in acoustically loaded structural vibrations are better understood in the time domain, particularly transient radiation, shock, and problems involving nonlinearities and bulk structural motion. In addition, the geometric complexity of structures of interest drives the analyst toward domain-discretized solution methods, such as finite elements or finite differences, and large numbers of degrees of freedom. In such methods, efficient numerical enforcement of the Sommerfeld radiation condition in the time domain becomes difficult; although a great many methodologies for doing so have been demonstrated, there seems to exist no consensus on the optimal numerical implementation of this boundary condition in the time domain. Here, we present theoretical development of several new boundary operators for conventional finite element codes. Each proceeds from successful domain-discretised, projected field-type harmonic solutions, in contrast to boundary integral equation operators or those derived from algebraic functions. We exploit the separable prolate-spheroidal coordinate system, which is sufficiently general for a large variety of problems of naval interest, to obtain finite element-like operators (matrices) for the boundary points. Use of this coordinate system results in element matrices that can be analytically inverse transformed from the frequency to the time domain, using appropriate approximations, without altering the Hilbert space in which the approximate solution resides. The inverse transformation introduces some additional theoretical issues involving time delays and Stieltjes-type integrals, which are easily resolved. In addition, use of element-like boundary operators does not alter the banded structure of the system matrices, which is of enormous importance for efficient solution of large problems. Results presented here include theoretical derivation of the new “infinite elements”, the approximations for certain problematic frequency-domain terms, resolution of the inversion issues, and element matrices for the boundary operators which introduce no new continuity requirements on the fluid field variable.

The In-Vessel Retention (IVR) strategy for Light Water Reactors (LWR) intends to stabilize and isolate corium and fission products in the reactor pressure vessel and in the primary circuit. This type of Severe Accident Management (SAM) strategy has already been incorporated in the design and SAM guidances (SAMGs) of several operating small and medium capacity LWRs (reactors below 500 MWe, e.g. VVER440) and is part of the SAMG strategies for some Gen III+ PWRs of higher power such as the AP1000 or the APR1400. However, the demonstration of IVR feasibility for high power reactors requires using less conservative models as the safety margins are reduced. In Europe, the IVMR project aims at providing new experimental data and a harmonized methodology for IVR. A synthesis of the methodology applied to demonstrate the efficiency of IVR strategy for VVER-440 in Europe (Finland, Slovakia, Hungary and Czech Republic) was made. It showed very consistent results, following quite comparable methodologies. The main weakness was identified in the evaluation of the heat flux that could be reached in transient situations, e.g. under the “3-layers” configuration, where the “focusing effect” may cause higher heat fluxes than in steady-state (due to transient “thin” metal layer on top). Analyses of various designs of reactors with a power between 900 and 1300 MWe were also made. Different models for the description of the molten pool were used: homogeneous, stratified with fixed configuration, stratified with evolving configuration. The last type of model provides the highest heat fluxes (above 3 W/m2) whereas the first type provides the lowest heat fluxes (around 500 kW/m2) but this model is not realistic due to the immiscibility of molten steel with oxide melt. Obviously, there is a need to reach a consensus about best estimate practices for IVR assessment to be used in the major codes used for safety analysis, such as ASTEC, MELCOR, SOCRAT, MAAP, ATHLET-CD, SCDAP/RELAP, etc. Despite the model discrepancies, and leaving aside the unrealistic case of homogeneous pool, the average calculated heat fluxes can reach, in many cases, values which are well above 1 MW/m2. This could reduce the residual thickness of the vessel considerably and threaten its strength and integrity. Therefore, it is clear that the safety demonstration of IVR in high power reactors requires a more careful evaluation of the situations which can lead to formation of either a very thin top metal layer provoking the focusing effect or significantly overheated metal, e.g. after oxide and metal layer inversion. Both situations are illustrated in this paper. The demonstration also requires an accurate thermo-mechanical analysis of the ablated vessel. The standard approach based on “yield stress” (plastic behaviour) is compared with more detailed calculations made on realistic profiles of ablated vessels. The validity of the standard approach is discussed. The current approach followed by many experts for IVR is a compromise between a deterministic analysis using the significant knowledge gained during the last two decades and a probabilistic analysis to take into account large uncertainties due to the lack of data for some physical phenomena, e.g. associated with molten pool transient behaviour, and due to excessive simplifications of models. A harmonization of the positions of safety authorities on the IVR strategy is necessary to allow decision making based on shared scientific knowledge. Some elements that might help to reach such harmonization are proposed in this paper, with a preliminary revision of the methodology that could be used to address the IVR issue. In the proposed revised methodology, the safety criterion is not based on a comparison of the heat flux and the Critical Heat Flux (CHF) profiles as in the current approaches but on the minimum vessel thickness reached after ablation and the maximum pressure load that is applied to the vessel during the transient. The main advantage of this revised criterion is in consideration of both steady-state and transient loads on the RPV. Another advantage is that this criterion is more straightforward to be used in a deterministic approach.
