Tax aggressiveness generates significant cash savings and information asymmetry. Combining these two consequences of tax aggressiveness, I suggest that tax aggressiveness is associated with higher agency costs of free cash flows that affect investment decisions. Using the conditional investment efficiency model, I find evidence that tax aggressiveness is associated with more investments in firms with high access to investable funds, thus suggesting tax aggressiveness is associated with overinvestment. An increase in the number of building retrofits and installations of energy efficient plant such as biomass boilers or CCHPs must be the aim if the UK is serious in meeting its commitment to CO2 reduction at both the domestic and EU level. A way of achieving this increase, which will need to be significant, would be to tap into the vast funds under management by institutional investors who are required to invest those funds to optimise its monetary return, taking into account the level of risk.

This case study underscores the significance of digitalization in healthcare, exemplified by Korea's successful integration of electronic health record (EHR) systems, which has markedly enhanced clinical services quality and efficiency. Focusing on the Seoul National University Bundang Hospital (SNUBH), a leading national multispecialty academic medical center in Korea, the case study details the hospital's journey towards digitalization through the implementation of its interoperable EHR system, BESTCare. Through focus group interviews with field-deployed staff, the study reveals the critical

Electronic medical record (EMR) systems are increasingly used in developing countries to improve quality of care while increasing efficiency. There is little systematic evidence, however, regarding EMRs' benefits and costs. This case study documents the implementation and use of an EMR system at the Mexican Social Security Institute (IMSS). Three EMR systems are now in operation for primary care, outpatient and inpatient hospital care. The evidence suggests that the primary care system has improved efficiency of care delivery and human resources management, and may have decreased incidence of

As they increasingly adopt digital infrastructure, public administrations worldwide are increasingly collecting, generating and managing data. Empirical researchers are, at the same time, collaborating more and more with administrations, accessing vast amounts of data, and setting new research agendas. These collaborations have taken place in low-income countries in particular, where administrative data can be a valuable substitute for scarce survey data. However, the transition to a full-fledged digital administration can be a long and difficult process, sharply contrasting the common leap-fr

Micro, small, and medium enterprises (MSMEs) are major sources of natural resource consumption and environmental impacts such as greenhouse gas (GHG) emissions. At the same time, MSMEs make up a large part of the value chains of multinational and publicly traded companies, and thereforeoffer a unique point of entry to improve value chain environmental management practices while simultaneously promoting economic development in the region. In this vein, the Multilateral Investment Fund (MIF), a member of the Inter-American Development Bank (IDB) Group, aims to improve MSME competitiveness throug

These are called Project Completion Reports (PCRs) at the IDB and Expanded Supervision Reports (XSRs) at IDB Invest. PCRs and XSRs are then validated by OVE to ensure that they are substantiated by evidence and are prepared in accordance with their respective guidelines. Approximately 90% of agriculture in sub-Saharan Africa is rainfed, making it highly vulnerable to impacts of climate change and variability, with significant implications for agrarian communities. If effectively implemented, the African Union's Framework for Irrigation Development and Agricultural Water Management (IDAWM) has the potential to catalyse food systems transformation by fostering systems integration, mitigating environmental trade-offs and enhancing climate change adaptation and mitigation. Swedish pig farming is facing two climatic challenges: minimizing greenhouse gases and adapting to warmer climates in confined livestock buildings. Climate change leads to more heat waves, causing pigs in confined buildings to endure heat stress more often and for longer periods. Heat stress not only affects the animals' welfare and health negatively, but it also implies a risk of economic losses for farmers, as heat stress can result in slower growth, impacts on reproduction and increased mortality. Pigs are particularly sensitive to heat because they do have few sweat glands. This introducto

As COP26 approaches, governments are facing calls to increase the ambition of their climate commitments under the Paris Agreement. The mobilization of climate finance will be key to meeting these goals, prompting the need for renewed attention on how to enhance the coordination of existing funds and thus increase their effectiveness, efficiency and equity. The climate finance landscape is fragmented due to the variety of actors involved at different levels. Coordination difficulties emerge in multiple arenas and reflect the diversity of funding sources, implementation channels, and sectors rel

Addressing environmental challenges while improving social and economic conditions calls for innovative solutions. One of those challenges is the management of organic waste, which if left untreated can lead to water pollution, greenhouse gas emissions, and soil degradation. Brazil produces substantial amounts of organic waste due to its sizeable population and extensive agricultural production. As one of the largest economies in the Global South, the development of innovative solutions to organic waste management in Brazil can potentially pave the way for their adoption in other countries wit

This paper discusses a growing consensus in the countries of Latin America and the Caribbean about the importance of the efficient management of infrastructure services, not only for economical but also for social reason. Specifically, the barriers for infrastructure projects will be discussed in three categories: financing, public-private partnerships, and putting the deals together. Included is a review of each of these areas and an examination of the role of the major stakeholders in project financing, which together clarify why private sector infrastructure investment has not lived up to e
