Abstract:
Internet Protocol TV (IPTV) delivers television content to users over IP-based network. Different from the traditional TV services, IPTV platforms provide users with large amount of multimedia contents with interactive and personalized services, including the targeted advertisement, on-demand content, personal video recorder, and so on. IPTV is promising since it allows to satisfy users experience and presents advanced entertainment services. On the other hand, the Next Generation Network (NGN) approach in allowing services convergence (through for instance coupling IPTV with the IP Multimedia Subsystem (IMS) architecture or NGN Non-IMS architecture) enhances users' experience and allows for more services personalization. Although the rapid advancement in interactive TV technology (including IPTV and NGN technologies), services personalization is still in its infancy, lacking the real distinguish of each user in a unique manner, the consideration of the context of the user (who is this user, what is his preferences, his regional area, location, ..) and his environment (characteristics of the users' devices 'screen types, size, supported resolution, '' and networks available network types to be used by the user, available bandwidth, ..') as well as the context of the service itself (content type and description, available format 'HD/SD', available language, ..) in order to provide the adequate personalized content for each user. This advanced IPTV services allows services providers to promote new services and open new business opportunities and allows network operators to make better utilization of network resources through adapting the delivered content according to the available bandwidth and to better meet the QoE (Quality of Experience) of clients. This thesis focuses on enhanced personalization for IPTV services following a user-centric context-aware approach through providing solutions for: i) Users' identification during IPTV service access through a unique and fine-grained manner (different from the identification of the subscription which is the usual current case) based on employing a personal identifier for each user which is a part of the user context information. ii) Context-Aware IPTV service through proposing a context-aware system on top of the IPTV architecture for gathering in a dynamic and real-time manner the different context information related to the user, devices, network and service. The context information is gathered throughout the whole IPTV delivery chain considering the user domain, network provider domain, and service/content provider domain. The proposed context-aware system allows monitoring user's environment (devices and networks status), interpreting user's requirements and making the user's interaction with the TV system dynamic and transparent. iii) Personalized recommendation and selection of IPTV content based on the different context information gathered and the personalization decision taken by the context-aware system (different from the current recommendation approach mainly based on matching content to users' preferences) which in turn highly improves the users' Quality of Experience (QoE) and enriching the offers of IPTV services

Les fonctions offertes aux utilisateurs leur permettent de plus en plus d’autonomie et de plus en plus de choix. Il en est notamment ainsi de services de type ‘nTS’ (pour ‘network Time Shifting’ en anglais) qui permettent à un utilisateur de visionner un programme de télévision en décalage par rapport à sa programmation de diffusion, ou encore des services de type ‘nPVR’ (pour ‘network Personal Video Recorder’ en anglais) qui permettent d’enregistrer au niveau du réseau un contenu numérique pour un utilisateur. D'autre part, l'architecture IMS proposée dans NGN fournit une architecture commune pour les services IPTV. Malgré les progrès rapides de la technologie de télévision interactive (comprenant notamment les technologies IPTV et NGN), la personnalisation de services IPTV en est encore à ses débuts. De nos jours, la personnalisation des services IPTV se limite principalement à la recommandation de contenus et à la publicité ciblée. Ces services ne sont donc pas complètement centrés sur l’utilisateur, alors que choisir manuellement les canaux de diffusion et les publicités désirées peut représenter une gêne pour l’utilisateur. L’adaptation des contenus numériques en fonction de la capacité des réseaux et des dispositifs utilisés n’est pas encore prise en compte dans les implémentations actuelles. Avec le développement des technologies numériques, les utilisateurs sont amenés à regarder la télévision non seulement sur des postes de télévision, mais également sur des smart phones, des tablettes digitales, ou encore des PCs. En conséquence, personnaliser les contenus IPTV en fonction de l’appareil utilisé pour regarder la télévision, en fonction des capacités du réseau et du contexte de l’utilisateur représente un défi important. Cette thèse présente des solutions visant à améliorer la personnalisation de services IPTV à partir de trois aspects: 1) Nouvelle identification et authentification pour services IPTV. 2) Nouvelle architecture IPTV intégrée et comportant un système de sensibilité au contexte pour le service de personnalisation. 3) Nouveau service de recommandation de contenu en fonction des préférences de l’utilisateur et aussi des informations contextes<br>Internet Protocol TV (IPTV) delivers television content to users over IP-based network. <p>With the standardization of IP Multimedia Subsystem (IMS), the telecommunications scene becomes more and more converged and in the future we will most likely access our services from all kinds of devices and link them together. One important future access method that has so far been left out of the standardization is television. There is a need for Internet Protocol Television (IPTV) to work together with IMS and this thesis focuses on one aspect of that convergence, namely charging.</p><p>The problem explored in this thesis is if there is an efficient way of charging for IPTV services while taking advantage of the IMS charging functionality and this is done for two aspects of the problem. First, the possiblilty of an efficient Session Initiation Protocol (SIP) signaling schema is investigated and then a good charging Application Programming Interface (API) to be used when developing applications is investigated. The findings of these two investigations are then tested and improved during the implementation of a demo application.</p><p>This thesis delivers specifications for a signaling schema that enables a Set-Top Box (STB) to pass charging information to an IMS network via INFO requests inside a special charging session. The schema is small and extendable to ensure that it can be modified further on if necessary. The thesis also delivers an encapsulating and intuitive charging API to be used by developers who want to charge for their services.</p>

Abstract:
There has been a significant rise in the provision of television and video services over IP (IPTV) in recent years. Increasing network capacity and falling bandwidth costs have made it both technically and economically feasible for service providers to deliver IPTV services. Several telecommunications (telco) operators worldwide are rolling out IPTV solutions and view IPTV as a major service differentiator and alternative revenue source. The main challenge that IPTV providers currently face, however, is the increasingly congested television service provider market, which also includes Internet Television. IPTV solutions therefore need strong service differentiators to succeed. IPTV solutions can doubtlessly sell much faster if they are more affordable or low-cost. Advertising has already been used in many service sectors to help lower service costs, including traditional broadcast television. This thesis therefore explores the role that advertising can play in helping to lower the cost of IPTV services and to incentivise IPTV billing. Another approach that IPTV providers can use to help sell their product is by addressing the growing need for control by today's multimedia users. This thesis will therefore explore the varied approaches that can be used to achieve viewer focused IPTV implementations. To further lower the cost of IPTV services, telcos can also turn to low-cost, open source platforms for service delivery. The adoption of low-cost infrastructure by telcos can lead to reduced Capital Expenditure (CAPEX), which in turn can lead to lower service fees, and ultimately to higher subscriptions and revenue. Therefore, in this thesis, the author proposes a CustOmisable, INcentive (COIN) driven Video on Demand (VoD) framework to be developed and deployed using the Mobicents Communication Platform, an open source service creation and execution platform. The COIN framework aims to provide a viewer focused, economically competitive service that combines the potential cost savings of using free and open source software (FOSS), with an innovative, incentive-driven billing approach. This project will also aim to evaluate whether the Mobicents Platform is a suitable service creation and execution platform for the proposed framework. Additionally, the proposed implementation aims to be interoperable with other IPTV implementations, hence shall follow current IPTV standardisation architectures and trends. Abstract:
IP Multimedia Subsystem (IMS) is the next generation of telecommunication systems. The system is based on an IP network and uses technologies from the Internet. The IMS system is designed to evolve from a telephone system into a general information and communication system. It is meant to include television, Video on Demand (VoD), interactive services etc, etc. It is designed to simplify the implementation of newservices in telecom networks. This report investigates security aspects of VoD services when merging an IP Television (IPTV) system with IMS. The investigation covers security functions in IMS, transitionsolutions for authentication of the Set-Top-Box (STB) in IMS, and identifies problems inthe integration of IPTV and IMS. The report concludes that IMS has good solid Authentication, Authorization, and Accounting (AAA) functions that will provide security and billing functionality. One problemis found in the media control between the STB and the streaming server. This interface lacked specification at the time of investigation, and some problems have been identified. These problems have to be solved before a system can be brought into service and beregarded as secure.

L'un des défis majeurs dans la convergence des réseaux et des services vers la technologie IP est le maintien de la qualité de service (QoS) des flux audio/vidéo transmis sur des réseaux sans fil pour des utilisateurs mobiles et hétérogènes. Dans cet environnement, les services multimédia doivent faire face à plusieurs inconvénients engendrés par le manque de fiabilité d'un canal sans fil et son partage par plusieurs utilisateurs. Ces inconvénients sont accentués par l'hétérogénéité des terminaux de réception (capacité de décodage, espace de stockage, résolution d'affichage, etc.) qui doivent recevoir, décoder et afficher les flux multimédia.<br />Afin d'assurer un accès universel aux services n' importe où, n'importe quand et en utilisant n'importe quel terminal d'accès, les applications multimédia de nouvelle génération doivent interagir avec leur environnement pour, d'une part, informer les réseaux sous-jacents de leur besoins en QoS, et d'autre part, adapter dynamiquement leurs services en fonction des terminaux de réception et des variations intempestives des conditions de transmission. <br />Dans ce contexte, nous proposons un nouveau système pour la transmission des flux audio/vidéo sur les réseaux 802.11 basé sur l'approche Cross-layer. Ce nouveau système, appelé XLAVS (Cross Layer Adaptive Video Streaming), communique activement avec l'ensemble des couches réseaux ainsi que le récepteur final pour déterminer l'adaptation optimale qui permet d'optimiser la QoS des flux audio/vidéo. <br />Nos contributions se focalisent principalement sur les adaptations Cross-layer mises en œuvre par le XLAVS. Ces contributions sont organisées en deux grandes catégories : les adaptations ascendantes exécutées au niveau applicatif et les adaptations descendantes exécutées au niveau MAC 802.11.<br />Dans la première catégorie, notre apport s'articule au tour de : (1) l'adaptation dynamique du débit vidéo en fonction du débit physique disponible dans le réseau 802.11 et (2) l'adaptation conjointe du taux de redondance FEC et du débit vidéo contrôlée par la puissance du signal et les taux de perte. <br />Dans la deuxième catégorie, nous proposons deux mécanismes Cross-layer au niveau MAC 802.11 : (1) une fragmentation 802.11 adaptative pour trouver un compromis entre les pertes de paquets et l'overhead introduit par les couches 802.11 et (2) un groupage des images vidéo au niveau MAC pour permettre au flux vidéo d'avoir un accès au canal 802.11 proportionnel à son débit.

Nous assistons ces dernières années à une émergence constante de nouvelles applications, notamment pour les services audiovisuels. Ces applications imposent au réseau un certain nombre de contraintes pour qu’elles puissent fonctionner correctement. Le développement de mécanismes permettant d’offrir une garantie à ces contraintes, est donc devenu un objectif crucial. La norme IEEE 802.16j est l’une des solutions sans fil qui propose plus de ressources afin de supporter les nouveaux services de télécommunications. Dans la présente thèse, nous focalisons notre étude sur la problématique de la qualité de service dans les réseaux WiMAX relais. Nos contributions se regroupent à travers les étapes ci-dessous : Nous proposons un protocole de routage multicast pour les services IPTV (HDTV, SD-TV, Web-TV et Mobile-TV). Ce protocole repose d’une part sur un nouveau mécanisme de construction de l’arbre multicast basé sur les nombres premiers et d’autre part, sur une nouvelle méthode d’agrégation basée sur le standard de compression Vidéo «SVC». L’objectif est de supporter l’hétérogénéité des utilisateurs tout en optimisant la consommation des ressources. Par ailleurs, nous étudions le problème d’ordonnancement dans les réseaux WiMAX. Nous proposons un algorithme d’ordonnancement adaptatif AWRR, ce dernier se base sur une technique à charge pondérée. L’objectif est d’ajuster dynamiquement le poids de chaque classe de service, en prenant en compte la charge de la file d’attente et les contraintes de la QoS. Enfin, nous nous intéressons à l’étude de la problématique du chemin optimal contraint. Nous proposons une solution déterministe basée sur une fonction de coût. Notre fonction permet aussi d’assurer le contrôle d’admission, elle se base sur deux fonctions de coût élémentaires qui prennent en compte quatre critères de QoS<br>Over recent years, new applications steadily developed in a tremendous space, especially in audiovisual services area. The present applications have some of constraints to work properly. The developments of mechanism which enable to overcome these constraints become a critical issue in this area. The IEEE 802.16j standard is one of wireless communication technology which offering more resources to support new telecommunication services. In this thesis, we focus our research on the problem of quality of service (QoS) inWiMAX relay networks. Our contributions are classified as follows : we proposed a multicast routing protocol for IPTV services (such as HD-TV, SD-TV, Web-TV and Mobile-TV). This proposed protocol used a new multicast tree construction mechanism based-on prime numbers. We also developed a new aggregation method based on standard video compression called Scalable Video Coding (SVC). Our goal is to support user’s heterogeneity while optimizing resources consumption. In addition, we studied the problem of scheduling inWiMAX networks.We proposed an adaptive scheduling algorithm AWRR for IPTV services. The aim of this method is to support QoS constraints by using two schedulers, and assigning a dynamic value to each service queue. Finally, we interested to study about the problem of path selection. We proposed a solution based on a deterministic cost function. This function also ensures admission control based on two basic cost functions which include four QoS criteria. This thesis has been prepared in the MIPS/GRTC laboratory, University of Haute Alsace, under a research contract external (CRE) framework with France Telecom R&amp;D. All proposed mechanisms were evaluated by the simulator QualNet, Matlab and mathematical analysis

The objective of the proposed research is to design and evaluate end-to-end solutions to support the Quality of Experience (QoE) for the Internet Protocol Television (IPTV) service. IPTV is a system that integrates voice, video, and data delivery into a single Internet Protocol (IP) framework to enable interactive broadcasting services at the subscribers. It promises significant advantages for both service providers and subscribers. For instance, unlike conventional broadcasting systems, IPTV broadcasts will not be restricted by the limited number of channels in the broadcast/radio spectrum. Furthermore, IPTV will provide its subscribers with the opportunity to access and interact with a wide variety of high-quality on-demand video content over the Internet. However, these advantages come at the expense of stricter quality of service (QoS) requirements than traditional Internet applications. Since IPTV is considered as a real-time broadcast service over the Internet, the success of the IPTV service depends on the QoE perceived by the end-users. The characteristics of the video traffic as well as the high-quality requirements of the IPTV broadcast impose strict requirements on transmission delay. IPTV framework has to provide mechanisms to satisfy the stringent delay, jitter, and packet loss requirements of the IPTV service over lossy transmission channels with varying characteristics. The proposed research focuses on error recovery and channel change latency problems in IPTV networks. Our specific aim is to develop a content delivery framework that integrates content features, IPTV application requirements, and network characteristics in such a way that the network resource utilization can be optimized for the given constraints on the user perceived service quality. To achieve the desired QoE levels, the proposed research focuses on the design of resource optimal server-based and peer-assisted delivery techniques. First, by analyzing the tradeoffs on the use of proactive and reactive repair techniques, a solution that optimizes the error recovery overhead is proposed. Further analysis on the proposed solution is performed by also focusing on the use of multicast error recovery techniques. By investigating the tradeoffs on the use of network-assisted and client-based channel change solutions, distributed content delivery frameworks are proposed to optimize the error recovery performance. Next, bandwidth and latency tradeoffs associated with the use of concurrent delivery streams to support the IPTV channel change are analyzed, and the results are used to develop a resource-optimal channel change framework that greatly improves the latency performance in the network. For both problems studied in this research, scalability concerns for the IPTV service are addressed by properly integrating peer-based delivery techniques into server-based solutions.

Multimedia applications over the Internet and Internet Protocol Television (IPTV) gain a lot of attention. IPTV has a number of service requirements such as<br>high bandwidth, scalability, minimum delay, jitter and channel switch time. IP multicast, IMS (IP Multimedia System) Protocol and peer-to-peer approaches are proposed for implementing IPTV. However, IP multicast requires all the routers in the core network to possess multicast capability, IMS does not easily scale and P2P cannot eciently utilize the network resources because of its completely distributed nature. To this end, we propose new application layer multicast protocol Cluster Based Application Layer Multicast IPTV (CALMTV) which combines application layer multicast, scalable video coding and probing techniques to meet IPTV requirements. We present the components and their relevant algorithms and evaluate the performance of CALMTV with ns2 simulations. Our results compared with the published results of other IPTV architectures show that CALMTV has better performance in end-to-end delay and zapping time.

The master thesis: Inter-application communication in IPTV client was conducted at the Business Multimedia Unit in Ericsson. In the IPTV client side, there is a need to control another IPTV client remotely with a low latency. This functionality can be used in playing game and remote operation in IPTV. The current solution is that clients communicate through the portal (Ericsson’s Web based IPTV system) in remote location with high latency. The focus of this thesis work is designing, building and evaluating a communication mechanism among IPTV clients in a LAN. The major contribution of this thesis is analysis and design of a solution. The comparison between an implemented solution in this project and other possible solutions is also included in this thesis. The purpose of the solution is to improve the configuration and performance of Ericsson IPTV clients. In the thesis, a prototype of inter-application communication between IPTV clients was designed. The prototype includes a proxy server (Based on Node.js), UPnP applications (Based on open source UPnP stacks), communication components in portal system and an Android client. The prototype has achieved the goals of setting up fast and convenient communication in Ericsson IPTV client side, without using the IPTV server. UPnP applications allow two devices in a LAN find each other with no need to configure IP and port. A local proxy server, a couple of communication components in portal and an Android application are used to set up communication in a LAN. Also different solutions have been analyzed and designed in the project. And some related technologies have been investigated and introduced. Measurement and test shows that the communication between IPTV clients in a LAN is fast enough to replace the way of communication through the server. Security analysis shows some possible drawbacks, like the security vulnerability and compatibility. The security can be improved by some future work, part of which is proposed and designed in the thesis. Analysis also shows the advantages and disadvantages of on different service discovery technologies.

En el capítulo 3 se analiza los diseños de la cabecera IPTV y su transporte mediante tecnología HFC y FTTH. Finalmente, en el capítulo 4 se detallan los presupuestos del servicio IPTV, así como la comparación de calidad del servicio entre ambas tecnologías. <p>IP-based TV (IPTV) is gradually replacing traditional means for broadcasting. At the same time, players from the telecom industry is seeking to create a new, standardized architectural framework for delivering all kinds of multimedia services over IP to end users; the IP Multimedia Subsystem (IMS).</p><p>This thesis is about video on demand, one of the more popular services enabled by IPTV. The thesis starts out by introducing the reader to IMS and IPTV and presents the current work in the area of IMS-based IPTV, done by the TISPAN committee of the ETSI.</p><p>The author then takes an explorative approach in investigating how a signaling schema for an IMS-based VOD service could look like, based on TISPAN’s existing work. The service is subject to an extra requirement; it should support session continuity, meaning it should be possible to resume the streaming of a video where the user left off, possibly on a different device. The investigation shows that it is possible to combine SIP and RTSP in several ways to get the desired behaviour.</p><p>The second part of the results consists of a proof of technology-implementation of the signaling schema that is the output from the first part. The implemented service runs on an IPTV set-top box on the client side, and a regular PC on the server side. The service uses open source software to a great extent and is fairly portable. A sample VOD session using the implemented system is presented along with full message contents.</p><p>The thesis concludes with a summary of the results and a discussion on what has been left out from the implementation and possibly subject to further studies. Finally, there is a brief summary on the recent developments within the field of IMS-based IPTV.</p>

Nous étudions des statistiques récentes concernant les services vidéo non-gérés comme YouTube et nous proposons des techniques d'optimisation appropriées qui pourraient améliorer l'accès aux fichiers vidéos et réduire le coût de cet accès. En outre, l’analyse des coûts joue un rôle important dans les décisions qui concernent la mise en cache des fichiers vidéos et celles liées au choix des périodes temporelles d'hébergement de ces fichiers sur les serveurs. En ce qui concerne les services vidéo gérés appelés IPTV, nous avons mené des expériences sur une architecture ouverte IPTV-collaboration entre différents opérateurs. Ce modèle est analysé selon un critère de coût d’investissement et d'exploitation à l'intérieur de la sphère domestique. En outre, nous avons introduit une solution d’optimisation dynamique de l'arbre « minimum spanning tree » (MST) pour le service IPTV multicast. The constant growth in network communications technologies and the emergence of Service Specific Overlay Networks (SSONs), coupled with the rapid development of multimedia applications make the management of such technologies a major challenge. This thesis investigates the SSONs management problem and proposes an autonomic architecture, a self-organizing and self-adapting algorithm, and a utility function for monitoring the Quality of Experience (QoE) of IPTV streams in SSONs. First, we examine the different issues stemming from the autonomic management of SSONs and identify the limitations of existing approaches. We then propose an architecture to ease the management of SSONs by incorporating autonomic computing principles to make SSONs acquire self-management capabilities. The proposed architecture introduces autonomic control loops that continuously monitor network components and analyze the gathered data. An Autonomic System (AS) is comprised of one or more Autonomic Managers (AM) which take control of managing other elements in the network. The proposed architecture highlights the different components of an AM and identifies its purpose. The distributed nature of the proposed architecture avoids limitations of centralized management solutions. We then propose a scheme to allow AMs to emerge among the set of nodes in the network as the most powerful ones in terms of different factors, including processing capabilities and stability. Using a self-organizing and self-adapting distributed protocol, each node in the overlay selects an appropriate AM to report to so that sensed data is delivered error-free, and in a timely manner, while the load is distributed over the AMs. Finally, we propose a utility function to monitor the quality of IPTV streams by predicting QoE based on statistical Quality of Service (QoS) information. The proposed function is simple and does not require high processing power. It allows the QoE of IPTV users to be monitored in real-time by the AMs, so that quality degradations are accurately identified and adaptation mechanisms are triggered at the right moment to correct issues causing degradations. Theoretical analysis and simulations studies are presented to demonstrate the performance of the proposed schemes.

Intimate partner violence is a global issue that occur in both opposite and same-sex relationships, with both male and female offenders, but also with male and female victims. The police and social services are the two main authorities in Sweden to evaluate the situation of intimate partner violence, identify the offender, examine the probability of future violence, and to provide victim support. The purpose of this paper is to investigate Swedish authorities' perceptions regarding intimate partner violence from a gender perspective, using an experimental vignette technique. The study examines the perception of stereotypical and non-stereotyped gender and gender roles through various constructs and aims to explore how offenders and victims of intimate partner violence is perceived by police employees and social workers. The participants age, gender, education background, and work experience of intimate partner violence is also analysed in combination with variances of perception regarding offender and victim culpability, offender risk and the severity of the incident. The result of the study follows previous literature where male-to-female intimate partner violence is perceived as more severe, and male offenders as more culpable, though the differences are minor. Further does this study indicate only small differences between perceptions of gender between police employees and social workers.

Pour avoir une idée sur la qualité du réseau, la majorité des acteurs concernés (opérateurs réseau, fournisseurs de service) se basent sur la Qualité de Service (Quality of Service). Cette mesure a montré des limites et beaucoup d'efforts ont été déployés pour mettre en place une nouvelle métrique qui reflète, de façon plus précise, la qualité du service offert. Cette mesure s'appelle la qualité d'expérience (Quality of Experience). La qualité d'expérience reflète la satisfaction de l'utilisateur par rapport au service qu'il utilise. Aujourd'hui, évaluer la qualité d'expérience est devenu primordiale pour les fournisseurs de services et les fournisseurs de contenus. Cette nécessité nous a poussés à innover et concevoir des nouvelles méthodes pour estimer la QoE. Dans cette thèse, nous travaillons sur l'estimation de la QoE (1) dans le cas des communications Voix sur IP et (2) dans le cas des services de diffusion Vidéo sur IP. Nous étudions les performances et la qualité des codecs iLBC, Speex et Silk pour la VoIP et les codecs MPEG-2 et H.264/SVC pour la vidéo sur IP. Nous étudions l'impact que peut avoir la majorité des paramètres réseaux, des paramètres sources (au niveau du codage) et destinations (au niveau du décodage) sur la qualité finale. Afin de mettre en place des outils précis d'estimation de la QoE en temps réel, nous nous basons sur la méthodologie Pseudo-Subjective Quality Assessment. La méthodologie PSQA est basée sur un modèle mathématique appelé les réseaux de neurones artificiels. En plus des réseaux de neurones, nous utilisons la régression polynomiale pour l'estimation de la QoE dans le cas de la VoIP.

Studiens syfte var att undersöka hur tjänstemän hos socialtjänsten och polisen uppfattar samverkan mellan de olika organisationerna, mer specifikt samverkan som metod i arbetet mot brott i nära relationer. Studien ämnade även undersöka hur de uppfattar myndigheternas roller i ett sådant samarbete. För att undersöka detta genomfördes semistrukturerade intervjuer med tjänstemän från båda myndigheterna, i både förstadiet och efter genomförandet av ett samverkansprojekt mot brott i nära relationer. Studiens resultat visade att idén om att samverka mot brott i nära relationer har ett starkt stöd bland tjänstemännen hos båda myndigheterna. De faktorer som uppfattades som viktigast för en effektiv samverkan är en tydlig ansvarsfördelning mellan aktörerna, att förankra metoden i hela organisationen, en administrativ samordning och att samverkan får tillräckliga resurser. Resultatet visade också att tjänstemännen hos de båda myndigheterna hade en tydlig bild av den egna yrkesrollen, men att en osäkerhet hos aktören kan dyka upp när hen förväntas agera på ett vis som inte är i linje med den egna uppfattningen om rollen.<br>The aim of the study was to investigate how officials of the social services and the police perceived inter-organizational collaboration. More specifically inter-organizational collaboration as a method in the work against intimate partner violence. The study also aimed to examine how they perceive the authorities' roles in such cooperation. In order to investigate this, semi-structured interviews have been carried out with officials from both authorities. The interviews were conducted both in the preliminary stage and after a collaborative project against intimate partner violence. The study's result showed that the idea of cooperating against this type of problems has a strong support among the officials of both authorities. Factors that are perceived as the most important for effective collaboration are a clear division of responsibilities between the actors; to have the collaboration on an institutional level, instead of interpersonal, administrative coordination and ensuring that the collaboration has sufficient resources. The result also showed that the officials of the two authorities had a clear conception what constitutes as their professional role. That clear conception can create an uncertainty within the actor when he or she is expected to act in a manner that is not in line with his or her perception of the role.

A acepção semântica atribuída à seletividade no IPI e no ICMS é distinta da que se atribui ao IPTU. Nos dois primeiros tributos, a seletividade é vista do prisma da necessidade do consumo do produto, mercadoria ou serviço, enquanto no terceiro tributo o critério diferenciador está no uso e na localização do bem imóvel. Neste trabalho, percorremos as principais questões que envolvem esse princípio constitucional, analisando seu papel e sua importância no subsistema jurídico tributário brasileiro. Abstract:
To use standardized questionnaires for questions about domestic violence within the social services' elderly units Intimate partner violence (IPV)and the way women are  exposed to violence in close relationships has been recognized in recent decades as a problem at a societal level, both nationally and globally. As a result, work on IPV has  received new laws and regulations to strengthen women's right to protection in society, which has also led to work with these issues is being developed and prioritized at a  municipal level. While IPV has gained more visibility, IPV that affect older women also has received greater attention. IPV and aging can mean a special vulnerability as aging  can mean more isolation, greater need for care by or for a violent partner and that the violence may have lasted for a longer period of time. Research on the subject also shows that there is a knowledge gap about the elderly's exposure to violence and the work to discover it, and that there are no specific figures that show how widespread the problem is. Despite the increased focus on older women's exposure to IPV, interest in skills development regarding elderly is lower in comparison with other categories within the group  of women exposed to violence in Sweden's municipalities. At the same time, the development of welfare has moved in a direction towards an evidence-based practice and  developed standardized assessment instruments. Based on an attempt to combine work against violence in close relationships with evidence-based practice, the assessment  instrument FREDA was developed, which social workers and social service agents can use to detect and identify violence and make protection assessments, which is considered  an important part of violence prevention and violence protection work. Nevertheless, several studies and evaluations show that there are several obstacles to asking questions  about violence, such as insecurity and lack of knowledge. The purpose of our study has been to investigate how social workers at social agencies that works with elders ask  questions about violence in IPV and whether underlying factors such as knowledge, experience and supervision affect the tendency for social service agents to ask the question  about violence. The purpose is also to investigate the extent to which social service workers use standardized assessment instruments in matters of violence and whether  standardized assessment instruments is experienced as a support in their work. With a quantitative method and with a survey design to collect data, we have created a web survey with 49 statements and questions that we have sent via link to social service agents who work with development assistance and the elderly. The survey received a total of 79 respondents and the results have been processed in SPSS and to some extent in Excel. To present the results we have used SPSS to create graphs and crosstabs and through using Cramres V we report the strength of the relationships between the  variables. We have also developed a significance measure based on Cramers V. The results of the study shows that a significant proportion of the respondents do not agree that they ask questions about domestic violence to their clients and that there is a connection between not asking questions about domestic violence and not feeling that you have  enough knowledge of the subject. The results of the study cannot show where the knowledge about violence comes from, but it shows that within our sample there is a slight  tendency for the use of FREDA-short questions to have a positive impact on the experience of knowledge about IPV. The results of the study show that approximately one third  of the study respondents use FREDA-short questions at their workplace. The study also shows that of the respondents who stated that they fully or partially agree that they ask questions about violence in close proximity to a greater extent use FREDA-shortquestions. In conclusion, our study shows that there was a tendency for respondents who  stated that they did not agree that they ask questions about domestic violence also had the opinion that older people find it more intrusive to talk about IPV.

The collection contains examples of alternative technology such as Wireless LAN with different frequency. The optical network construction based on optical cable, fibres, splices, trays, adapters, connectors and active parts for example a lot of media convertor models. After that there are demonstrating type of wavelength division multiplexer used in metropolitan area network – passive planar PCL splitter. One of the passive planar splitter are used to increase optical fibre channel. At the end of the collection a simplified examples of used measurements – optical time domain reflectometry and optical fibre transmission. Contains standard protocols or reflectogram. The primary purpose of this study is to identify those people at most risk of being bullied at work. While much research is being conducted on school bullying, little has been conducted on workplace bullying. Using data gathered from a 2004 study conducted by the National Opinion Research Center for the General Social Survey, which included a Quality of Work Life (QWL) module for the National Institute for Occupational Safety and Health (NIOSH), linear regressions indicated significant findings. As predicted, workers in lower level occupations, as ranked by prestige scoring developed at National Opinion Research, are more likely to be victimized. Data also suggest that being young, Black, and relatively uneducated may contribute to being bullied in certain situations. Microsoft Mediaroom Internet Protocol TeleVision (MS IPTV), one of the platforms for digital TV, took television to an all new dimension level. MS IPTV is described as a system where a digital television service is delivered to consumers using the Internet Protocol over a broadband connection. Since the infrastructure started to gain complexity and exposure to a number of new risks, never envisaged situations related to television security started to appear. For this reason, MS IPTV security is not only a great asset, but also a necessity. Nowadays it is mandatory to sharpen the wit to get ahead of attackers, who are always waiting for a breach to compromise our systems. MS IPTV log servers collect information about user and system behavior. However, this information only becomes relevant if it can be queried and analyzed with the purpose of providing high-level understanding about the different patterns. This task must comprise powerful data parsing techniques, since MS IPTV is able to generate close to one terabyte of logs per day. This thesis presents an approach that combines data parsing techniques in order to analyze relevant MS IPTV logs, with the main objective to increase security through the investigation of what type of additional information can be extracted from the server log files of a MS IPTV platform. The thesis focus is on diagnosis, trying to understand if it is possible to determine what type of attacks are being perpetrated against the MS IPTV infrastructure. We propose an approach for discovering attacks, where the application logs are scanned to identify coherent groups of occurrences that we call patterns, which are likely to constitute attacks. Our results showed that our approach achieves good results in discovering potential attacks. Our output results can be integrated into the MS IPTV monitoring system tool SCOM (System Center Operations Manager), which is an additional advantage over the other monitoring and log management systems.

To extend the research structure and methods based on the information, the purpose of this paper is to understand the views of IPTV industry in Taiwan about the development of multi-screen services by interview and survey. In summary, IPTV industry is optimistic about the future development of mul-ti-screen services. To satisfy consumer demand and using conveniently are the main points to develop multi-screen services. Multi-screen programs of IPTV industry are unique, but the problem is that the channels are not enough to attract consumers. Although IPTV service providers can perform TV viewer identifica-tion and authentication through a unique hardware identifier of the Set-top box (STB), it is based on STB-level identification leads to whole family members get the same access level and services. This indicates that existing authentication schemes are in-consistent with IPTV&apos;s main intent of providing personalized services. Smartphones with NFC (Near Field Communication) capabilities have grown to become very popular over the years. The NFC-based user authentication mechanisms by using HCE (Host Card Emulation) technology, and two authentication schemes are presented in this thesis. The first is the HMAC-based authentication scheme with lightweight operations and relatively low cost. The second is the Digital Signa-ture-based authentication scheme that it particularly applies to design open IPTV ser-vices. In this thesis, the experiments and analysis show that the proposed mechanisms can meet the security requirements and provide great system usability, deployability and service scalability for personalized IPTV services. The proposed mechanisms are suitable for personalized IPTV services and able to be easily deployed onto current IPTV systems.

IPTV needs a secure, efficient, and scalable key management to prevent unauthorized users watching IPTV’s contents. This thesis presents an idea of channel-based key management protocol for IPTV service. In this protocol, IPTV service provider keeps lots of group keys, channel keys, administrative keys, and secret numbers. Each subscriber keeps a group keys and lots of channel keys, administrative keys, and secret numbers. Besides, this thesis proposes rekeying operations including: Join Operation, Leave Operation, Change Operation, and Per-update Operation. This protocol also maintains the efficient rekeying by maintaining balance trees. We analyze our protocol’s performance with other related protocols. In security analysis, this protocol more provides forward secrecy, backward secrecy, and collusion attacks prevention. In simulation analysis, three indexes are used: computational costs, number of rekeying messages and storages. Even though, the storages of this protocol are twice bigger. When a member/ members join a group, this protocol is at least 98% better. When a member leaves a group, the service manager’s computational costs and number of rekeying messages are same. When members leave a group, numbers of rekeying messages are at least 40% less and the computational costs of service manager are at least 30% less. Finally, the simulation results show that this protocol can keep trees in balance.

The widespread availability of high bandwidth Internet access on fixed and mobile networks, in conjunction with the availability of mobile devices powerful enough to play streamed high quality video, has created the demand for services that deliver television and video content over the Internet to television sets, personal computers and mobile devices. This demand has lead to the appearance of over-the-top TV and video service providers that deliver video over the Internet, using networks not operated by them. Video delivery in an open environment, like the Internet, requires operators to implement security mechanisms to protect their valuable content from illicit access and distribution. In this thesis, we investigate security properties needed to securely deliver OTT video services. In order to assess the security mechanisms employed to enforce authentication, authorization, digital rights management and geographical restrictions, we survey three prominent OTT service providers. Due to their size and choice of technologies, we selected Netflix, Hulu and Comcast. We studied the interactions between the client applications and the providers’ servers by inspecting the traffic of messages exchanged. For each of the security mechanisms analyzed, experiments were designed to find flaws and test their effectiveness. The most import- ant of the identified security issues are related to the handling and transmission of HTTP cookies when using web browser-based clients. These vulnerabilities are common to all surveyed providers and can be exploited by adversaries to steal authentication cookies and impersonate the customer, allowing illicit access to video assets and private information of the customer. A cookie stealing and session hijacking attack is described and mitigation strategies are presented for OTT service providers, users and wireless network access point administrators. These consist in the use of SSL to protect authentication tokens, the use HTTPS only or VPN services, and the use of WPA2 to protect wireless networks, respectively. An interesting result, observed with the analyzed mobileclient for Android devices, is that it uses SSL to protect the transmission of HTTP cookies used forauthentication. Thus, it is not vulnerable to the described attack.

However, most of researches focus on the topic of improving the QoS of voice/data services. Thus, in this thesis we will design frequency planning mechanisms for supporting mobile IPTV services over wireless cellular networks. The proposed frequency planning mechanisms can support both voice/data and mobile IPTV services on 3G/4G or WiMAX mobile networks. The mechanisms are designed to provide mobile IPTV services over wireless cellular networks while preserve the quality of conventional voice/data services. A higher frequency allocation priority is assigned for voice/data services in our proposed schemes to maintain the QoS of voice/data services. Therefore, whenever the requests of voice/data services arrive and the available bandwidth is not enough, the service of the mobile IPTV channel with the least number of users must be terminated to release bandwidth for voice/data services. In addition, in order to reduce the inter-cell interference among neighboring cells, the soft frequency reuse scheme is utilized. That is, the frequency reuse pattern of 3 is employed to allocate cell-edge bands, while the frequency reuse pattern of 1 is adopted for cell-center bands. In addition to the static frequency allocation scheme mentioned above, a dynamic frequency allocation mechanism that can coordinate the frequency allocation among cell-edge bands of neighboring cells for load balancing is proposed. Numerical results will demonstrate that our proposed frequency planning mechanisms can really improve the performance of mobile IPTV services without compromising the quality of voice/data services, as compared with conventional unicast or broadcast IPTV services.

Hence, this paper will propose a novel radio resource management considering interactive IPTV services includes call admission policy and dynamic resource reservation management (DRRM) in mobile WiMAX networks. The objective of this paper has two particular characteristics: 1) the call admission policy provides QoS guarantees to allow real-time connection services especially considering interactive IPTV services; 2) two multi-guard band schemes are designed within DRRM in order to adjust the thresholds adaptively based on the network status, and focus on admission control of connections to improve the call dropping probabilities and utilize the resource more efficiently considering interactive IPTV services in the mobile WiMAX environment.

The WiMAX network is able to support the wireless video services, such as mobile IPTV or multimedia services. For those mobile users who subscribe the same IPTV program, the multicasting can save the bandwidth consumption and thus gains the multicast advantages, as compared with unicasting. However, all MSs in a multicast group should apply the same modulation and the delay constraint of some MSs might not be guaranteed. This thesis proposes an IPTV multicast approach aiming at maximizing the bandwidth conservation and overall network throughput. The proposed approach partitions the mobile stations that demand for the same IPTV program into several multicast groups and schedules them for network access such that the multicast advantage can be fully explored while the delay constraints can be satisfied. Simulation results reveal that the proposed multicast mechanism outperforms existing work in terms of the multicast advantages, user satisfactory and network throughput.

On the other hand, the design concept of “modularization platform” is applied to increase the flexibility and stability to expansion or update set-top-box (STB) or video server, and thereby to bring service providers more comprehensive options for platform maintenance. This paper also proposes the development tool—ISSE SDK based on the above targets. The ISEE SDK is the development tool for the IPTV services in ISEE. It is a freeware comply with the open source standards using licensing terms in Apache License, V2. Service developers can freely modify the ISEE SDK source codes and freely use the SDK and the application services developing with it. The SDK is easy to use and allows users to quickly develop IPTV services to support various STBs

Due to bandwidth limitation, IPTV does not broadcast the contents of all channels to its users. When a user switches to a channel whose content has not been delivered to the user, a delay called channel zapping time for waiting the content of the switched channel incurs. Furthermore, when the user switches to another channel before the content is received, the content will not be watched by the user, which is referred to as content miss. This paper proposes a Dynamic Prebuffering Scheme (DPS) to reduce the channel zapping time and the content miss probability. Both analytic and simulation models are developed to investigate the performance of the proposed scheme. This study indicates that the DPS can significantly reduce the channel zapping time and the content miss probability by slightly introducing bandwidth consumption.

Advertising management involves the process of creating, presenting, managing, purchasing , and reporting of advertising messages. The advertising messages may be in the form of \emph{interstitial, mixed media or interactive media}. Interactive advertising is desirable as it allows the potential customer to select or interact with an advertising message or product information. In this thesis, we propose a tablet PC based interactive advertising on IPTV, called KnowU TV. To simulate the IPTV environment, we adopt UDP transport protocol to multicast streaming video and use a Set-Top Box (STB) to receive the video. URL’s Query String method is employed to retrieve the advertising message (the product information) pre-built in a database which can be accessed by using NSURLConnection. The proposed interactive advertising controller is experimented on a tablet PC, and can be easily extended to other end devices such as smart phones.

We base on the previous experience of deploying NDAP’s content on the Internet, CHT MOD system, Cable TV system and Broadcast TV station. This thesis will put more efforts on the integration with mobile systems. Although the previous experience of integration of Internet and IPTV had a good result. It still aimed at the promotion goal and failed to reach the best of systematic and good system design. So this thesis will focus on technical and systematic integration of technology, not only consider convergence of IPTV and PC but also the skills and experience extend to mobile device. If this convergence platform technology development has a good result, the thesis can apply this platform to promote more NDAP’s content on these three infrastructures. It will make the precious collection have more opportunities and the possibility of exposing.

Contrary to the consuming type of traditional TV and broadcast, IPTV enables people to choose the TV programs they like at any time and any places, realizing the actual interaction between media-provider and media-consumer. With the application of IPTV, it is more efficient to combine TV, Communication and PC realms together. Just as the mobile phone facilitate our communication life and release the restriction of time and places, the newly-developed IPTV service free us from the restriction of the TV schedule. Combined with the three major realms, TV, Communication and Internet, IPTV service can be depicted as a triple play application and creates new relationships and markets for different industries. Most of the IPTV developments worldwide are dominated by telecom companies. However, in addition to telecom service provider, there are cable TV Multiple service operator, content provider, and internet service provider in Taiwan that providing IPTV service. Among these providers, there are advantages and disadvantages concerning to their operation. By data searching, SWOT analysis, and seven forces analysis, this research focuses on the IPTV developing trend and the circumstances worldwide, the development in current Taiwan and its regulation affairs. Also, the research aims to find the strategy of IPTV services, the upcoming challenge and competition, trying to make some suggestions to those who want to enter the IPTV service market.
