Much has been written on the security implications of the "Rise of China," yet there is little consensus, posing a problem for policymakers. I highlight the areas of disagreement, arguing that the lack of consensus is a product of different theoretical positions. Since there is not an obviously correct theoretical position, policymakers must make decisions based on significant uncertainty. I argue that policymakers ought therefore reject costly and decontextualized theories, such as offensive realism, while still maintaining openness to theoretical knowledge.

It examines the presence of realism in discussions about the German foreign policy on the ground of the parliament of Germany. Key concepts of realism and liberalism are defined in the introduction. The aim is to evaluate the presence of the realistic rhethoric used by particular political parties. The situation is described on three cases of the German foreign policy - discussions about China, Georgia and Turkey. AbstractThis Chapter asserts that a Buddhist perspective provides a systematic and genuine alternative to Western models of IR not so much because it arose in Asia, but because it is founded on distinctive first-order philosophical principles or substructures that differ from those that dominate in the West. AbstractMany scholars have wondered if a non-Western theory of international politics founded on different premises, be it from Asia or from the “Global South,” could release international relations from the grip of a Western, “Westphalian” model in which self-interest (and opposition to the other) and system anarchy treat conflict and violence as natural and ethical behavior among states. As part of the emergent literature in Global International Relations, this monograph suggests that a Buddhist approach to international relations could provide a genuine alternative. Because of its distinctive philosophical positions and its unique understanding of reality, human nature, and political behavior, a Buddhist theory of IR offers a means for transcending the Westphalian predicament. This chapter situates a Buddhist approach to international relations within the sweep of traditional and recent international relations theory. It then outlines the subsequent chapters of the monograph that address the philosophical foundations of Buddhist IR; Buddha’s ideas about politics, economics, and statecraft; and the manifestations of Buddhist political principles in practice, one ancient and one modern, that illustrate this alternative approach.

This chapter examines the realist tradition in international relations (IR). It highlights an important dichotomy in realist thought between classical realism and contemporary realism, including strategic and structural approaches. After describing the elements of realism, the chapter discusses the international thought of three outstanding classical realists of the past: Thucydides, Niccolò Machiavelli, and Thomas Hobbes. It then analyses the classical realist thought of Hans J. Morgenthau, along with strategic realism, neorealism, and neoclassical realism. Special attention is devoted to the defensive realism of Kenneth Waltz and the offensive realism of John Mearsheimer. Furthermore, the chapter looks at the recent theoretical debate among realist IR scholars concerning the relevance of the balance of power concept and it shows that realists often disagree among themselves. The chapter concludes with an overview of the prospects for the realist tradition as a research programme in IR.

Chapter five addresses key recommendations for how to do IR research. After highlighting the laboratory as a social scientific timing talisman—a place cleansed of the supposedly negative effects of time—it juxtaposes this ideal against the methodological precepts of neopositivism, critical realism, and interpretivism. Despite significant diversity, these approaches grapple with time by developing narratives of less “time-bound” realms to help reason from complex and dynamic phenomena to scientifically viable explanations. IR methodologies rely on narrative timing techniques to unfold a realm more intelligible, manageable, and inhabitable than the brute world from which they draw their research puzzles. Indeed, various knowledge warrants depend on this. Treating methodologies as timing proposals upends conventional IR wisdoms, exposing neopositivism as a science fiction predicated on time travel, critical realism as a brand of theology, and interpretivism as an empirical and realistic approach to social scientific inquiry.
