With the changes in the economy and the financial conditions in recent years, the bank interest rates have continuously declined resulting in a falling interests earned on the surplus in the credit unions. Coupled with the excess funds which have few borrowings, the revenue received in the credit unions have been much reduced. As the insurance programmes such as life savings and loan protections schemes are payable by the unions which account to a high percentge of their total expenses, the credit unions are facing diffiulties managing such expenses. Caught between the rising claims and the reducing revenue, we study and propose a viable solution to adrress such issues without compromisng the sustainability of the credit unions and the protection benefits of the individual members. Beginning with a theoretical study on the subject followed by a practical consideration of an insurance co-operative, we review based on the current situations in our exisitng credit union league operation ranging from its objective, organisation, establishment, portfolio, finance through supervision. We analyse the suitability of the credit union league operation and propose a special legislation for the setting up of an insurance co-operative through the collaboration among the national credit union league, the credit unions in Taiwan and eventaully other appropriate co-operative societies. Besides these, we need to strengthen the co-operative spirit among our people, to promote and educate insurance knowledge to the members, and to have continuous collaboration with the international co-operatives through experience sharing and learning so as to set up and develop our own insurance co-operative.
