This chapter focuses on electoral systems, rules and regulations, and how they impact on independents in Ireland and elsewhere. There is a particular emphasis on the electoral system, PR-STV, because it is frequently referred to as a contributory factor behind the significant presence of independents in Ireland. The electoral experience of independents under STV in Ireland is compared with their fate in Australia, the only other country where both independents and STV are present. After establishing the causal relationship between STV and independents’ electoral success in Ireland, the validity of these hypotheses is tested on the Australian experience, more specifically, its seven parliaments currently elected by STV. This is put to the test in a quantitative manner using constituency-level electoral data from Ireland and Australia.

This chapter comprises an analysis of Independents’ electoral history from three aspects. The first is the comparative performance of independents in countries outside of Ireland, with particular attention given to Australia and Japan, the two other established democracies where independents have had been prominent at national parliamentary elections. As well as placing Irish independents in an international context, the comparative dimension also assists an analysis of the factors behind their significance. The second focus is on the Irish case, with an outline and analysis of independents’ history at Dáil elections back to 1922. The final section is a cursory enquiry into the geography of their electoral history. This chapter finds that independents are an established norm in the Irish political system and that support for them is related to developments in the party system.

This chapter considers consider the experience of those who run on an independent platform. It comprises seven separate contributions, from independents who have been elected at various levels in Ireland, from local councils, to the Seanad, the Dáil and the European Parliament. Although this study is primarily on independents in the Dáil, it is nevertheless useful to consider all these levels as it demonstrates the role and function of independents across the Irish political system. The independent contributors provide an insider’s account of life as an outsider within the Irish political system. With their years of experience on the political frontline, they speak with clarity and insight on the failings of the system, and in particular the lack of transparency and accountability. They suggest a number of reforms that would allow both parliament and the people to wrest back true political power.

This chapter brings together data from the other chapters to examine the collective factors that give independents a strong presence in Ireland. It uses original constituency-level data to examine socio-economic, electoral and party system factors. The analysis begins with an examination of four general factors that affect Independents: in particular those of a cultural, behavioural and institutional nature. This is used to construct eight hypotheses that are built on the five premises of the study relating to the significance of independents. These relate to size, political culture, electoral rules and the party system. It is found that many of these factors are responsible for the presence of independents. They suggest that this phenomenon is more than just the product of fleeting sentiment, but that it has some kind of structural basis.

This chapter 2 makes use of mock ballot data gathered in an exit poll of voters as they were leaving the polling station. This allows a unique analysis of voting behaviour in Ireland’s unusual single transferable vote electoral system. The chapter examines the stability in first preference voting behaviour in 2016 and how this has changed since before the financial crisis. The chapter also explores the patterns of lower preferences and what they might mean for the party system. Finally, it addresses whether preferences mattered in terms of the number of seats a party won in 2016. The analysis shows that the erosion of party allegiances that were so evident in the 2011 election have continued. Even though the worst of the financial crisis had abated, large numbers of voters continued to switch votes from one party to another in 2016. Second, there is the intriguing finding of the emergence of two parallel party systems in terms of the transfer of voter preferences, with voters on the right transferring votes between the main established parties while those on the left transferring between non-established parties.

This chapter sets the scene for the chapters that follow. We start by presenting a short background to the 2016 Irish general election – the most dramatic election in modern times and the first since Ireland’s emergence from the Great Recession. The chapter starts by describing the features of the 2016 Irish National Election Study (INES), a unique data set on Irish voter behaviour gathered by the Irish political science community (and the fourth such study since 2002). We then outline the key themes addressed in the book, relating to: changing partisan identities, issue mobilization, ideological dimensions, party system change, populism and generational effects. David Kenny’s chapter examines a recent proposals to eliminate politics from appointments with a system based on solely on ‘merit’. Merit, however, is an ‘empty vessels for substantive norms’ – it is filled with content that is invariably political. In Part II, the chapter argues that the composition of the judiciary in Ireland lacks diversity in terms of personal and educational background, and this compounds the homogeneity of judicial viewpoints, which inevitably shape our views on what the Constitution is for, and what the Constitution means, and therefore the diversity of our judiciary matters. In Part III, the chapter advance three suggestions in light of my conclusion that there are irreducible political considerations in judicial appointments: that we abandon the language of merit, along with any aspiration to nominate judges in a manner that expresses no political viewpoint about what judging should be; that, however we might reform judicial appointments to excise political patronage, we should not delegate this function from government to an independent body; and that we should increase the diversity of our judiciary, in terms of both professional and personal background. The way forward lies in admitting, rather than concealing, the politics at play in judicial appointments.

This chapter concentrates on when voters make their voting decisions paying particular attention to the campaign period. It starts by arguing that knowing when decisions are made is a vital part of understanding how elections work. The evidence presented demonstrates that a growing proportion of voters report making their final vote choice during election campaigns. Modern election campaigns with their manifesto launches, party leader debates and intense scrutiny of opinion polls matter a great deal. These campaigns work by raising awareness of new parties and candidates and providing vital information on the policy positions of competing actors. The analysis reveals that they are decisive in shaping voter decisions. Young people, women and urban voters are more likely to arrive at their final vote choice during the campaign period and importantly, voters who decide during the campaign are also more likely to have changed their preference from the previous election. These findings have important implications for the political system. They provide further evidence of the challenges parties face in building long term allegiance among their voters. Furthermore, it is also clear that election results may become more unpredictable as larger proportions of voters arrive at their final decision close to election day, making early campaign opinion polls more problematic as predictors of final outcomes.
