This article brings together the concept of dialogue in the Bakhtinian sense and the concept of irony with the aim to show how irony emerges in texts as a result of the dialogic interaction of voices. Two issues are discussed: first, evaluation as a regular and ubiquitous component of discourse. This research examines the knowledge constructed in political ironic discourses, which is associated with different models of practicing self-censorship, taking a case study of the 2017 Hong Kong Chief Executive Election via social media Weibo. Critical discourse analysis, the verbal irony principle and semi-structured interviews were employed to compare participants from mainland China and Hong Kong, including opinion leaders and casual users. This study adds to the growing literature on irony in Chinese social media through a case study of 39 “modest proposals” for enforcing China’s three-child policy on Weibo.
