Abstract:
The role of international standards is analysed in accordance with the quality management of organisations by the requirements of sustainable development. Organisations and companies become increasingly dependent on each other and foreign partners in business, prosperity, socio‐economic change and environment responsibility. There is an essential necessity for using International Standards under these changing conditions. The management systems standards ISO 9001 (quality) and ISO 14001 (environment) have gained recognition in Lithuania. ISO 9001:2000 is approaching 750 and ISO 14001 is approaching 140 certifications across a diverse range of organisations in the manufacturing, service and government areas. The narrow view of quality management has now been swept aside by ISO 9000:2000 quality management principles that aim to help organisations achieve sustained success. But there are some difficulties in implementing these principles. Auditors are responsible for correct implementation of standards. For the auditors they represent a key for transforming the way quality system audits, as recognised by the International Accreditation Forum (IAF). Too many auditors lack real interpersonal skills or experience to engage effectively both main board directors and the shop floor workers. It is very important that auditors must have sufficient preparation, training and gravitas and will be reluctant to engage top management and have capability to interface at this level. The main topics of how to manage quality audit according to the requirements and new quality management principles of ISO 9000:2000 standards are presented in this article. It also provides recommendations on the management of audit programmes, the conduct of internal or external audits of quality management systems, as well as on the competence and evaluation of auditors. This article provides auditors with effective questioning techniques that will enable them to establish that an organisation is managing its processes effectively. Santrauka Straipsnyje analizuojamas tarptautinius standartus atitinkančių kokybės vadybos sistemų vaidmuo darniam organizacijų vystymui. Įmonės ir organizacijos vis daugiau tampa priklausomos viena nuo kitos ir užsienio partnerių verslo, socialinėse, ekonominėse bei aplinkosaugos srityse. Šiomis sąlygomis labai naudinga pasinaudoti tarptautiniais standartais, nes jie padeda vienodai suprasti ir suderinti daugelį kriterijų. Lietuvoje pastaraisiais metais didžiausio populiarumo sulaukė tarptautiniai standartai ISO 9000:2000 (kokybė) ir ISO 14000 (aplinkosauga). Lietuvos gamybiniame, paslaugų ir viešajame sektoriuose jau yra apie 750 organizacijų, įdiegusių kokybės vadybos sistemas pagal ISO 9001:2000 standartą, ir apie 140 organizacijų, įdiegusių aplinkos vadybos sistemas pagal ISO 14001 standartą. ISO 9000:2000 standartai reikalauja esminių organizacijos požiūrių į vadybą pokyčių. Vadybos sistemos turi padėti kurti pridedamąją organizacijos vertę. Standartuose išreikštas požiūris, kad organizacijos tikslai turi būti pasiekiami efektyviai ir rezultatyviai valdant procesus ir jų sąveiką, iš esmės keičia auditų atlikimo būdą, nes auditoriai yra atsakingi už teisingą standartų nuostatų traktavimą ir įgyvendinimą. Auditoriai turi išmokti naujos audito atlikimo technikos, kuri leistų auditoriams nustatyti, ar organizacija efektyviai valdo procesus ir pasiekia užsibrėžtų tikslų. Tai nėra lengvas uždavinys ir susiduriama su nemažais sunkumais. Straipsnyje nagrinėjamas šių sunkumų pobūdis ir pateikiami kai kurie jų įveikimo būdai, analizuojama audito metodologija, tinkamo klausimyno sudarymas bei audito atlikimo technika, kaip to reikalauja ISO 9000:2000 standartų kokybės vadybos principai.

This research explores the impact of the firm’s internal and external attributes on its degree of implementation of quality management according to the ISO 9000 standard. This econometric study, based on the data gathered from a sample of Tunisian companies certified or in the course of certification in ISO 9001: 2000, reveals that the application of quality management depends on the organizational and environmental context of the company: a motivation rather internal than external to be certified, the application of ISO 9004 standard recommendations, the adhesion of the company to the leveling program, size, investment in new technologies of information and communication and in technologies of analysis and measurement and the importance of innovation and quality criterion for customers.

Resumo: Este trabalho tem o objetivo de analisar criticamente a implantação da ISO 9001:2000, demonstrando e avaliando os impactos no setor de processos e um estudo de caso em situação real apontando as vantagens sobre a ISO 9001:1994, assim como os problemas relacionados à organização da empresa, propondo soluções através dos métodos e ferramentas mais adequadas. Uma comparação entre as normas ISO 9001:1994 e ISO 9001:2000 foi feita para demonstrar os impactos da revisão. A Implantação foi realizada na área de Processos Metalúrgicos, mais precisamente em uma empresa que tem como principal processo a Trefilação de Aços Inoxidáveis. Neste trabalho, estão descritos os principais passos da implantação do sistema em todos os níveis da organização, analisando-os criticamente, através de indicadores da qualidade e produtividade, destacando os principais resultados obtidos e as dificuldades encontradas. Nesse processo de implantação a maior dificuldade foi à conscientização da alta diretoria seguida pelos demais setores da empresa, porém, após passar por essa dificuldade, a responsabilidade diante da política da empresa fez com que todos os setores participassem ativamente para o cumprimento e monitoramento das metas estabelecidas pela organização
Abstract: This research has as objective to analyze critically the introduction of ISO 9001:2000, showing and evaluating the impacts in the process department and a case study and real situation pointing the advantages against ISO 9001:1994, as well as the problems related to the company organization, proposing solutions through method and more suitable tools. A comparision between the norm ISO 9001:1994 and ISO 9001:2000 was done to demonstrate the revision impacts. The introduction was accomplished in the Metallurgical Process, more precisally in a company that has as principal process the Stainless Steel Trefilation. At this research are described the principal steps of the system introduction in all levels of the organization, analyzing them critically through quality indicators and productivity, emphasizing the principal results taken and the difficulties found. In this process of introduction the biggest difficulty was to make aware the company management followed by the other departments of the company, however, after finished this difficulty, the responsibility to the company politics made all departments change their mind and participate actively to execute and follow up the mark established by the organization

Abstract:
The aim of this research work is to study how eXtreme programming could be combined with ISO 9000:2000 standards to improve Nigerian software development processes. The combination of these models will enable organizations take advantage of models’ strengths and compensate for their weaknesses in enhancing continuous software process improvement and rapidly responding customer’s changing needs. This was achieved by adopting a model in balancing ISO and eXtreme programming in software projects. This allows organization to determine whether to choose a pure method (eXtreme programming or ISO) or mixed methods (eXtreme programming and ISO) that will be most successful in executing software projects. Also developed was another strategy in modifying eXtreme programming practices to reflect ISO 9001:2000 standard requirements.

The family of ISO 9000 standards is being constantly adopted by the companies, manufacturing and services, as a base to implement a quality management system. With the 2000 review, the ISO 9000 has progressed from a quality assurance system to a quality management system, incorporating the eight total quality principles. For this reason, in order to companies achieve success in the ISO 9001:2000 implementation, it is necessary that these principles become part of their culture, because there is a cultural gap between the quality assurance and quality management concepts. In this context, the objective of this study is propose a method of implementing a quality management system (QMS), based on the ISO 9001:2000 standard, considering, beyond the requirements demanded by the standard, aspects related to company culture, human resources qualification and use of continuous improvement methods and tools. The development of this study happened through an action research, using the method SSA (Soft System Analysis), in a leather industry, which was at an intermediate phase of ISO 9001:2000 standard implementation. The finds achieved in the research showed that the method proposed was adequate to the initial objective, because it suggests actions that can minimize or eliminate the gaps existent in a quality management system, and helped the company to achieve a considerable improvement in its QSM. Besides, it was possible to conclude that the ISO 9001:2000 standard should not be implemented only through written procedures and training routines, but aspects like company culture and human resources should also be considered.
As normas da série ISO 9000 vêm sendo fortemente adotadas pelas empresas, tanto de manufatura como de serviços, como base para implantação de um sistema de gestão da qualidade. Com a revisão de 2000, a ISO 9000 evolui de um sistema de garantia da qualidade para um sistema de gestão da qualidade, incorporando os oito princípios de gestão da qualidade. Por esse motivo, para que as empresas obtenham êxito na implantação da ISO 9001:2000, é necessário que esses princípios façam parte da sua cultura, pois existe uma lacuna cultural entre os conceitos de garantia e de gestão da qualidade. Nesse sentido, o objetivo principal deste trabalho foi propor método para implantação de um sistema de gestão da qualidade (SGQ), baseado na norma ISO 9001:2000, considerando, além dos requisitos exigidos pela norma, aspectos relacionados à cultura organizacional, capacitação dos recursos humanos e utilização de métodos e ferramentas para melhoria contínua, a fim de eliminar e/ou minimizar fatores que poderiam comprometer o sucesso da implantação do SGQ. O desenvolvimento do trabalho ocorreu por meio de uma pesquisa-ação, com a utilização do método SSA ( Soft System Analysis ), em uma empresa do setor de couros, em fase intermediária de implantação da norma ISO 9001:2000. Os resultados obtidos na pesquisa de campo mostraram que o método proposto foi adequado ao objetivo inicial do trabalho, pois sugere ações capazes de minimizar ou até eliminar as lacunas existentes em um sistema de gestão da qualidade, e auxiliou a empresa a obter uma melhoria considerável em seu SGQ. Além disso, foi possível concluir que a ISO 9001:2000 não deve ser implantada apenas por meio de elaboração de procedimentos e rotinas de treinamentos, mas também devem ser considerados fatores como a cultura organizacional e a capacitação dos recursos humanos.

Abstract:
Museums are service-oriented information systems that provide access to information bearing materials contained in the museum's collections. Within museum environments, the primary vehicle for quality assurance and public accountability is the accreditation process of the American Association of Museums (AAM). Norbert Wiener founded the field of cybernetics, employing concepts of information feedback as a mechanism for system modification and control. W. Edwards Deming applied Wiener's principles to management theory, initiating the wave of change in manufacturing industries from production-driven to quality-driven systems. Today, the principles are embodied in the ISO 9000 International Standards for quality management systems (QMS), a globally-recognized set of standards, widely employed as a vehicle of quality management in manufacturing and service industries. The International Organization for Standardization defined a process for QMS registration against ISO 9001 that is similar in purpose to accreditation. This study's goals were to determine the degree of correspondence between elements of ISO 9001 and quality-related activities within museum environments, and to ascertain the relevance of ISO 9001-2000 as a technique of museum evaluation, parallel to accreditation. A content analysis compared museum activities to requirements specified in the ISO 9001-2000 International Standard. The study examined museum environment surrogates which consisted of (a) web sites of nine museum studies programs in the United States and (b) web sites of two museum professional associations, the AAM and the International Council of Museums (ICOM). Data items consisted of terms and phrases from the web sites and the associated context of each item. Affinity grouping of the data produced high degrees of correspondence to the categories and functional subcategories of ISO 9001. Many quality-related activities were found at the operational levels of museum environments, although not integrated as a QMS. If activities were unified as a QMS, the ISO 9001 Standard has potential for application as an evaluative technique in museum environments.

Abstract:
One challenge faced by developers of solid oxide fuel cells and cell stacks is obtaining high-quality fuel cell materials consistently, economically and in large volumes — that is, materials which are manufacturable. Two viable materials technologies are continuously-cast ceramic tapes and thick-film pastes. Paste and tape processing, whether proprietary to the fuel cell manufacturer or the materials supplier, should follow ISO 9001:2000 and, for automotive applications, QS-9000 and ISO/TS 16949 guidelines. This paper describes manufacturing of SOFC tapes and pastes using these guidelines from prototype through scale-up to high volume quantities.

Abstract:
The Centre for Radiation Protection and Hygiene is the institution responsible for Radioactive Waste Management Service in Cuba. This Service comprises: centralized collection, transportation, treatment, conditioning, long term storage, and disposal of radioactive waste, as well as dismantling, decontamination and decommissioning of small nuclear facilities. Radioactive waste should be managed in such a way as to ensure adequate safety and protection of both human health and the environment. In order to fulfil this principle a Quality Management System has been implemented for the Radioactive Waste Management Service, based on the ISO 9000 Standards. The Quality System provides, as appropriate: • adequate assurance that the requirements specified by the Regulatory Authority relating to protection and safety are satisfied; • adequate assurance that the customer requirements are satisfied; • control of all kind and inventories of radioactive waste through the implementation of a comprehensive system for record keeping; • continuous improvement to guarantee the cost minimization related with the radioactive waste management; • and quality control mechanisms and procedures for reviewing and assessing the overall effectiveness of the system. In the year 2002, as a conclusion of a certification audit performed by the direction of the Centre for Radiation Protection and Hygiene, the Quality Management System implemented for the Radioactive Waste Management Service was successfully certified according to the requirements of the ISO 9001:2000 Standard.
