Resumo: Este trabalho tem o objetivo de analisar criticamente a implantação da ISO 9001:2000, demonstrando e avaliando os impactos no setor de processos e um estudo de caso em situação real apontando as vantagens sobre a ISO 9001:1994, assim como os problemas relacionados à organização da empresa, propondo soluções através dos métodos e ferramentas mais adequadas. Uma comparação entre as normas ISO 9001:1994 e ISO 9001:2000 foi feita para demonstrar os impactos da revisão. A Implantação foi realizada na área de Processos Metalúrgicos, mais precisamente em uma empresa que tem como principal processo a Trefilação de Aços Inoxidáveis. Neste trabalho, estão descritos os principais passos da implantação do sistema em todos os níveis da organização, analisando-os criticamente, através de indicadores da qualidade e produtividade, destacando os principais resultados obtidos e as dificuldades encontradas. Nesse processo de implantação a maior dificuldade foi à conscientização da alta diretoria seguida pelos demais setores da empresa, porém, após passar por essa dificuldade, a responsabilidade diante da política da empresa fez com que todos os setores participassem ativamente para o cumprimento e monitoramento das metas estabelecidas pela organização
Abstract: This research has as objective to analyze critically the introduction of ISO 9001:2000, showing and evaluating the impacts in the process department and a case study and real situation pointing the advantages against ISO 9001:1994, as well as the problems related to the company organization, proposing solutions through method and more suitable tools. A comparision between the norm ISO 9001:1994 and ISO 9001:2000 was done to demonstrate the revision impacts. The introduction was accomplished in the Metallurgical Process, more precisally in a company that has as principal process the Stainless Steel Trefilation. At this research are described the principal steps of the system introduction in all levels of the organization, analyzing them critically through quality indicators and productivity, emphasizing the principal results taken and the difficulties found. In this process of introduction the biggest difficulty was to make aware the company management followed by the other departments of the company, however, after finished this difficulty, the responsibility to the company politics made all departments change their mind and participate actively to execute and follow up the mark established by the organization

Abstract:
The aim of this research work is to study how eXtreme programming could be combined with ISO 9000:2000 standards to improve Nigerian software development processes. The combination of these models will enable organizations take advantage of models’ strengths and compensate for their weaknesses in enhancing continuous software process improvement and rapidly responding customer’s changing needs. This was achieved by adopting a model in balancing ISO and eXtreme programming in software projects. This allows organization to determine whether to choose a pure method (eXtreme programming or ISO) or mixed methods (eXtreme programming and ISO) that will be most successful in executing software projects. Also developed was another strategy in modifying eXtreme programming practices to reflect ISO 9001:2000 standard requirements.

The family of ISO 9000 standards is being constantly adopted by the companies, manufacturing and services, as a base to implement a quality management system. With the 2000 review, the ISO 9000 has progressed from a quality assurance system to a quality management system, incorporating the eight total quality principles. For this reason, in order to companies achieve success in the ISO 9001:2000 implementation, it is necessary that these principles become part of their culture, because there is a cultural gap between the quality assurance and quality management concepts. In this context, the objective of this study is propose a method of implementing a quality management system (QMS), based on the ISO 9001:2000 standard, considering, beyond the requirements demanded by the standard, aspects related to company culture, human resources qualification and use of continuous improvement methods and tools. The development of this study happened through an action research, using the method SSA (Soft System Analysis), in a leather industry, which was at an intermediate phase of ISO 9001:2000 standard implementation. The finds achieved in the research showed that the method proposed was adequate to the initial objective, because it suggests actions that can minimize or eliminate the gaps existent in a quality management system, and helped the company to achieve a considerable improvement in its QSM. Besides, it was possible to conclude that the ISO 9001:2000 standard should not be implemented only through written procedures and training routines, but aspects like company culture and human resources should also be considered.
As normas da série ISO 9000 vêm sendo fortemente adotadas pelas empresas, tanto de manufatura como de serviços, como base para implantação de um sistema de gestão da qualidade. Com a revisão de 2000, a ISO 9000 evolui de um sistema de garantia da qualidade para um sistema de gestão da qualidade, incorporando os oito princípios de gestão da qualidade. Por esse motivo, para que as empresas obtenham êxito na implantação da ISO 9001:2000, é necessário que esses princípios façam parte da sua cultura, pois existe uma lacuna cultural entre os conceitos de garantia e de gestão da qualidade. Nesse sentido, o objetivo principal deste trabalho foi propor método para implantação de um sistema de gestão da qualidade (SGQ), baseado na norma ISO 9001:2000, considerando, além dos requisitos exigidos pela norma, aspectos relacionados à cultura organizacional, capacitação dos recursos humanos e utilização de métodos e ferramentas para melhoria contínua, a fim de eliminar e/ou minimizar fatores que poderiam comprometer o sucesso da implantação do SGQ. O desenvolvimento do trabalho ocorreu por meio de uma pesquisa-ação, com a utilização do método SSA ( Soft System Analysis ), em uma empresa do setor de couros, em fase intermediária de implantação da norma ISO 9001:2000. Os resultados obtidos na pesquisa de campo mostraram que o método proposto foi adequado ao objetivo inicial do trabalho, pois sugere ações capazes de minimizar ou até eliminar as lacunas existentes em um sistema de gestão da qualidade, e auxiliou a empresa a obter uma melhoria considerável em seu SGQ. Além disso, foi possível concluir que a ISO 9001:2000 não deve ser implantada apenas por meio de elaboração de procedimentos e rotinas de treinamentos, mas também devem ser considerados fatores como a cultura organizacional e a capacitação dos recursos humanos.

Abstract:
Museums are service-oriented information systems that provide access to information bearing materials contained in the museum's collections. Within museum environments, the primary vehicle for quality assurance and public accountability is the accreditation process of the American Association of Museums (AAM). Norbert Wiener founded the field of cybernetics, employing concepts of information feedback as a mechanism for system modification and control. W. Edwards Deming applied Wiener's principles to management theory, initiating the wave of change in manufacturing industries from production-driven to quality-driven systems. Today, the principles are embodied in the ISO 9000 International Standards for quality management systems (QMS), a globally-recognized set of standards, widely employed as a vehicle of quality management in manufacturing and service industries. The International Organization for Standardization defined a process for QMS registration against ISO 9001 that is similar in purpose to accreditation. This study's goals were to determine the degree of correspondence between elements of ISO 9001 and quality-related activities within museum environments, and to ascertain the relevance of ISO 9001-2000 as a technique of museum evaluation, parallel to accreditation. A content analysis compared museum activities to requirements specified in the ISO 9001-2000 International Standard. The study examined museum environment surrogates which consisted of (a) web sites of nine museum studies programs in the United States and (b) web sites of two museum professional associations, the AAM and the International Council of Museums (ICOM). Data items consisted of terms and phrases from the web sites and the associated context of each item. Affinity grouping of the data produced high degrees of correspondence to the categories and functional subcategories of ISO 9001. Many quality-related activities were found at the operational levels of museum environments, although not integrated as a QMS. If activities were unified as a QMS, the ISO 9001 Standard has potential for application as an evaluative technique in museum environments.

Abstract:
The costs of obtaining and maintaining ISO certification are high. Moreover, studies have shown mixed results on the benefits of the certification. Consequently, the objective of this research was to verify whether or not companies do value maintaining the ISO 9000 certification. The empirical study was conducted on 41 U.S. companies that were first certified in 2000. The companies formed an existing database as they were used by Dr. Arbuckle in 2004 in his doctoral dissertation. Of the 41 companies, 12 were found to be out of business, leaving a final sample size of 29. Data were gathered from this sample through telephone interviews and verified through the organizations’ online documents. In this group, 23 companies were found to be still maintaining the ISO 9000 certification as of 2009. When the statistical analyses were performed, the results clearly indicated that companies do significantly value maintaining the ISO 9000 certification. However, it was interesting to note that the primary reason behind maintaining the ISO 9000 certification was pressure from customers and not necessarily as a tool towards achieving quality production or continuous improvement. Indeed, such an observation may help to explain why even certified companies sometimes produce goods and services of inferior quality.

Este trabalho tem como objetivo, disponibilizar as empresas uma metodologia para implantação e avaliação de um sistema de gestão da qualidade conforme a norma NBR ISO 9001:2000. A metodologia esta fundamentada na aplicação inicial de um diagnóstico a fim de estabelecer a estrutura da documentação do sistema de gestão da qualidade, a partir daí, um planejamento inicial garante a elaboração, implementação e manutenção através de auditorias do sistema proposto. Após a implantação do sistema de gestão da qualidade, foi possível evidenciar melhoria organizacional em todos os departamentos da empresa, seus processos suas atividades apresentaram maior confiabilidade devido aos padrões estabelecido pelo sistema. A confiabilidade metrológica garantiu qualidade dos processos e produtos, foi verificada também melhoria da qualidade das atividades dos funcionários devido à aplicação de procedimentos operacionais para todo processo que impactava com os requisitos dos clientes, bem como melhoria nas questões comportamentais individualmente e em grupo. Para os clientes, podemos constatar através de baixo índice de reclamações e também através de pesquisas de satisfação que, conforme o sistema se estruturava, maior era a satisfação e a confiança . Diante destas observações, podemos concluir que um processo que tem como proposta a melhoria organizacional através da implantação de um sistema que gestão a qualidade dos processos operacionais resultará na melhoria da qualidade, na garantia do atendimento aos requisitos regulamentares, estatutários e dos clientes, bem como em sua plena satisfação.

The purpose of this thesis has been to investigate the effect of introducing the qualitystandard ISO 9001:2000 at Metso Paper Service in Sundsvall. The investigation has been focused on implementation of the new method of work, Continuous improvements. The implementation has been studied in a case study with both a qualitative and quantitative method.

Continuous Improvements is a way of working focused on continuously increasing the efficiency and having the purpose of achieving the formulated goals. This is often accomplished by the organisation carrying out the changing process to a great extent in small but efficient teams.

The effects of Metso’s introduction of the system are many. Above all the possibility of influence on the changing process has increased. This study also shows significant increase of the motivation and engagement of the employees as well as the number of ideas of improvements. This documentation ends with recommendations for further improvements of the system.

Resumo: Este trabalho apresenta um processo para avaliar ganhos de Qualidade e Produtividade em empresas que tenham implantado Sistemas de Qualidade - SQ - com base na NBR ISO 9001:2000, através do uso de indicadores. Partindo da estrutura básica da norma são mostrados métodos que permitem avaliar ganhos em empresas, através da exploração do potencial dos Sistemas da Qualidade. As organizações apresentam desempenhos diferentes em Qualidade e Produtividade, no tocante ao uso dos SQ, apesar de terem passado pelos mesmos processos de certificação. Para esta dissertação, o conhecimento do estágio atual de um SQ é fundamental para se usar o potencial do Sistema implantado. A avaliação deste estágio é realizada através de grades de posicionamento, parcialmente baseada nos critérios do Prêmio Nacional da Qualidade - PNQ. Estas grades seguem as cinco etapas descritas nos processos de World Class Manufacturing. Elas são geradas a partir de dados de mercado, literatura, Benchmarking e também da Voz do Cliente. É possível, com os resultados obtidos com as grades, gerar métricas e indicadores, avaliar os impactos nos negócios que o Sistema da Qualidade oferece e juntamente com fluxogramas de processo, definir planos de melhoria e os ganhos com a implementação dos mesmos
Abstract: This work presents a process to evaluate impacts in companies that apply Quality Systems -QS- based on NBR ISO 9001:2000, through the application of drivers. From the basic structure of this standard, methods are shown to evaluate impacts in organizations, through exploring the potential of Quality Systems. Companies have different performances in Quality and Productivity, while applying QS, although they have gone through similar certification processes. For this dissertation the knowledge of the present status of a QS is of key importance in order to use the full potential of an implemented System. The evaluation of the status of a company is made by positioning grids, partially based on PNQ criteria. Those grids follow the five steps described in World Class Manufacturing. They are prepared from market data, literature, Benchmarking and also Voice of the Client. It is possible from results obtained with the grids generate metrics and evaluate impacts in business obtained with the Quality System and together with process flow sheets define improvement plans and savings to be got from their implementation

This work shows the methodology for standardization of quality programs like NBR ISO 9001:2000 employed in construction of reinforced concrete structure for multi floor building, and relationship of this standard to the NBR 6118:2003 and 14931 NRB, governing the requirements and methodology for design and execution of concrete structures. It was, therefore, present the main recommendations of ISO 6118:2003 and NBR14931 interface with the NBR ISO 9001:2000 standard procedure for receiving approval of reinforced concrete structures. This work was conceived through a methodology of presenting guideline of quality programs and standards pertaining to the concrete, trying to match the tables and guidelines used for verification of services advocated by quality programs, with the technical regulations defined by the rules. And finally, proposes a new type of design for these checks and standards proposed by quality programs so now rendered compatible with the requirements of the standards that define and guide the design, implementation and receipt of reinforced concrete structures. This new design is done through a simple check with the help of tables which ensure that standards are met will the project level, performance and visual appearance of this structure.
Este trabalho mostra a metodologia de padronização dos programas de qualidade do tipo NBR ISO 9001:2000 empregada em construções de estrutura de concreto armado para edifício de múltiplos pavimentos, bem como relação desta norma com a NBR 6118:2003 e a NRB 14931, que regem as prescrições e metodologia para projeto e execução das estruturas em concreto armado. Procurou-se, portanto, apresentar as principais recomendações da NBR 6118:2003 e da NBR14931 com interface à norma NBR ISO 9001:2000 para procedimento de recebimento de aprovação de estruturas de concreto armado. Este trabalho foi concebido através de uma metodologia de apresentação das diretrizes dos programas de qualidade e das normas pertinentes ao concreto armado, tentar compatibilizar as tabelas e orientações usadas para as verificações de serviços preconizadas pelos programas de qualidade, com as técnicas normativas definidas em normas. E, finalizando, propõe um novo tipo de concepção para estas verificações e padronizações propostas pelos programas de qualidade, já de forma compatibilizada com as prescrições das normas que definem e orientam os projetos, a execução e o recebimento de estruturas em concreto armado. Este novo tipo de concepção se faz por meio de uma simples verificação com auxílio de tabelas que garantem que as normas sejam atendidas à nível de projeto, execução e aspecto visual desta estrutura.

In a global market with increasing demands of customers, the establishment and maintenance of quality management systems and their subsequent certification is in a critical factor of success for organizations wishing to improve their performance, optimizing their processes and resources and, therefore, by increasing their productivity and competitiveness. It should be emphasized that the deployment itself is a process of learning and therefore should not have very strict rules, but be adapted to the culture of the company. In this context, the present study proposes to develop a road map for implementation of a quality management system based on the requirements of ISO 9001:2000. Use as a basic methodological analysis through case study and the interpretation family ISO 9000 rules. For that, initially, is the established theoretical basis of the work and, interpretation of the requirements of ISO 9001:2000. Then defines the steps to achieve certification on the basis of case studies. So then, is an analysis of the implementation of ISO 9001:2000 using the roadmap proposed. In conclusion, it is considered that the greatest challenge in the implementation of the Quality Management System in the company under study is the change in the culture of people of the organization. These stages are understanding that the implementation of a management system brings positive reflections on various aspects such as increased productivity, higher quality products, access to new markets, attention to legal requirements credibility of customers, among others. Therefore, the proposed roadmap is appropriate to the organization and it is recommended to other organizations specifically in the area of industry.
Num mercado global com crescentes exigências dos clientes, a implantação e manutenção de sistemas de gestão da qualidade e a sua posterior certificação constituem-se num fator crítico de sucesso para as organizações que pretendam melhorar o seu desempenho, otimizando seus processos e recursos e, consequentemente, aumentando a sua produtividade e competitividade. Cabe salientar que a implantação propriamente dita é um processo de aprendizado e, portanto, não deve ter regras muito rígidas, mas estar adaptada à cultura da empresa. Neste contexto, o presente trabalho propõe-se desenvolver um roteiro de implantação de um sistema de gestão da qualidade com base nos requisitos da norma ISO 9001:2000. Utiliza-se como base metodológica a análise através do estudo de caso e pela interpretação das normas da família ISO 9000. Para isso, inicialmente, é estabelecida a fundamentação teórica do trabalho e a, interpretação dos requisitos da norma ISO 9001:2000. Em seguida são especificados os passos para obter a certificação com base no estudo de caso. Logo em seguida, é feita uma análise do processo de implantação da norma ISO 9001:2000 utilizando o roteiro proposto. Concluindo, considera-se que o maior desafio na implantação do SGQ na empresa em estudo está sendo a mudança na cultura das pessoas da organização. Estas, gradativamente estão entendendo que a implantação de um sistema de gestão traz reflexos positivos em vários aspectos, como aumento da produtividade, produtos de melhor qualidade, acesso à novos mercados, atendimento à requisitos legais, credibilidade dos clientes, entre outros. Portanto, o roteiro proposto está sendo adequado e recomenda-se à outras organizações especificamente no ramo das indústrias.

Este trabalho tem como objetivo propor uma sistemática para o levantamento dos fatores suplementares de implementação de um futuro Balanced Scorecard (BSC), em empresas certificadas pelo sistema de gestão da qualidade ISO 9000:2000. Para tanto, faz uma análise dos elementos deste sistema, levando-se em consideração os fatores que podem facilitar e/ou dificultar a implementação de um sistema de gestão fundamentado no BSC. Num primeiro momento, foi feito um levantamento dos elementos comumente empregados nos programas da qualidade e quais as características inerentes à um sistema de gestão da qualidade. Em seguida, foram analisados esses elementos em função do BSC, identificando a compatibilidade entre eles e outros elementos que precisam ser desenvolvidos para a implementação do BSC. Ao final, foi proposto um modelo para implementação do BSC a partir dos elementos levantados. Conclui-se que, as empresas que adotam o sistema de gestão ISO 9000:2000, têm uma estrutura formal que facilita e a implementação do BSC. Embora a ISO 9000:2000 tenha como propósito se estabelecer como um sistema de gestão, por considerar a exigência de indicadores, esses não estão interligados na cadeia de relações de causa e efeito. Essa cadeia é uma das características do alinhamento estratégico, ou seja, da abordagem do gerenciamento da gestão da estratégia, preconizada pelo BSC.

O presente trabalho tem como objetivo a proposição e aplicação de um processo de avaliação de sistemas de gestão da qualidade segundo requisitos ISO 9001:2000. A avaliação da situação atual das práticas de gestão da qualidade de uma organização é uma condição indispensável para a certificação ISO 9001:2000. Muitas vezes, este processo implica altos custos relacionados a serviços de consultoria, que acabam sendo necessários devido à falta de conhecimento sobre os requisitos normativos por parte da organização, bem como a falta de um modelo simplificado de diagnóstico. Com base no processo proposto, infere-se que é possível realizar uma avaliação das práticas de gestão da qualidade de uma organização de modo a identificar as lacunas entre essas práticas e os requisitos ISO 9001:2000. A dissertação é constituída pelas seguintes partes: a) revisão da literatura, com o propósito de reforçar os conhecimentos concernentes à gestão da qualidade total e aos modelos de auto-avaliação; b) desenvolvimento do processo de avaliação a partir dos referenciais teóricos explorados; c) aplicação da proposta em organizações selecionadas; e d) avaliação dos resultados e conclusões sobre o trabalho. Infere-se que a aplicação da proposta será capaz de identificar as lacunas entre as práticas de gestão da qualidade e os requisitos ISO 9001:2000, além de permitir a identificação do estágio de adequação a esses requisitos. O processo de avaliação proposto também é capaz de identificar os pontos fortes e as oportunidades para melhoria, para que a organização possa se adequar aos requisitos ISO 9001:2000.
The present research aims the proposition and application of an assessment process for quality management systems according top the requirements ISO 9001:2000. The assessment of the current practices of quality management of an organization is an indispensable condition for the ISO 9001:2000 certification. Many times this application implies in elevated costs related to the consulting services, which are considered necessary due to the lack of knowledge about the requirements from the organizations as well as the absence of a simplified diagnosis model. Based on the proposed work, it is thought possible to perform an evaluation of the practices management of the quality of an organization so that it can identify the existent gaps between these practices and the ISO 9001:2000 requirements. The dissertation is constituted by two parts: a) a review of the literature with the proposal of reinforcing the knowledge related to the total quality management and to the self-assessment models; b) development of an assessment process from the explored theoretical references; c) the practical use of the proposed work in selected organizations and d) evaluation of the obtained results. It can be supposed that the application of the practical use of the work will allow the identification of the gaps between the current quality management practices and the requirements ISO 9001:2000, besides allowing the identification of the phase of adjustment to those requirements. Theproposed evaluation process is also a useful tool for the identification of the strengths of the evaluated material and what needs to be improved so that the organization is able to adequate itself to ISO 9001:2000 requirements.

Resumo: Neste trabalho procurou-se desenvolver uma metodologia que permitisse a implementação nas empresas de um sistema integrado de gestão focado na qualidade, meio ambiente e na saúde e segurança no trabalho, tendo como base normas e modelos consagrados internacionalmente como a ISO 900 I :2000, a ISO 14001: 1996 e a OHSAS 1800 I: 1999. Para isto foi necessário, além da experiência do autor na área da qualidade, a avaliação e entendimento das exigências de cada norma de referência para que as correlações entre os requisitos pudessem ser feitas e a metodologia desenvolvida. Várias ferramentas da qualidade foram integradas à proposta do autor como mapeamento dos processos, fluxogramas, listas de verificação, entre outras. Algumas inovações também foram desenvolvidas e incorporadas na metodologia. A mais evidente e importante, na visão do autor, foi a adaptação da ferramenta FMEA - Failure Mode Effects Analysis - em uma planilha que permite a análise individual dos processos produtivos e de apoio da empresa sob os aspectos qualidade, meio ambiente e segurança e saúde no trabalho e que possibilita identificar e priorizar os pontos críticos dos processos, além da definição das medidas preventivas e de controle que devem ser incorporadas na documentação do SIG - Sistema futegrado de Gestão
Abstract: The work's proposal was to develop a methodology for integrated management systems (IMS) implementation focused on quality, environment and occupational health and safety and based on recognized intemational standards as ISO 9001:2000, ISO 14001: 1996 and OHSAS 18001: 1999. To do this, besides author' s quaIity experience, was necessary standards evaluation and understanding to identify standards requirements correlations. Some quality tools were integrated to the methodology as processes map, flowchart, check lists, 5W lH and others. Some innovations were developed and incorporated too. The main and most important, in the author's vision, is the FMEA customized sheet, that aIlows operational and support processes analysis related to quality, environment and occupational health and safety aspects and makes possible to identify and priorize processes critical steps and preventive and controI actions definitions that must be included in the IMS documentation

O desenvolvimento de programas de qualidade no Brasil vem acontecendo do início da década de 1990 para cá. Teve como grande marco a criação, pelo governo Federal, do Programa Brasileiro da Qualidade e Produtividade PBQP, que mobilizou o empresariado nacional para a importância da qualidade na gestão organizacional. Outro fator relevante é o mercado, que vem obrigando as empresas a buscarem a certificação, dentro dos padrões da NBR ISO 9001:2000, para a qualidade de produtos e processos. O presente trabalho foi desenvolvido a partir do contato direto com a matéria, proveniente da vivência diária na operação de uma empresa de construção e montagens atuando no setor de exploração de petróleo no estado do Rio Grande do Norte. Desenvolve-se inicialmente pela apreciação de conceitos teóricos correlacionados à problemática central, incluindo elementos sobre administração da produção, administração da qualidade e sistemas normalizados de gestão da qualidade. Since it’s release in Dec 2000, there has been a slow movement towards the new version of ISO 9001:2000 by ISO 9000:1994 certified organizations. Of the 561,747 ISO 9000 certified businesses, 167,210 are certified under the new ISO 9001:2000, which is less than 30 % of the total ISO 9000 certified companies. Although many studies have been conducted to understand and assess the practices of ISO 9000:1994 standards, no research has been done to investigate the practices of ISO 9001:2000 in Saudi Arabia. This study is designed to investigate the implementation practices of the new ISO 9001:2000 standard in Saudi business organizations. The main objectives of this study are to identify the critical factors that lead to successful implementation of the new standard, to determine what barriers have been encountered during implementation, and to identify the most difficult parts of the standard to comply with. It investigates the perceived benefits that Saudi firms have gained from implementing the system and examines the level of knowledge about ISO 9001:2000 and the perceptions of the new standard among the management teams and staff of ISO registered firms. It determines the level of integration between ISO 9001:2000 and other implemented systems. Furthermore, this study aims to investigate the factors that may explain the Saudi organizations’ decisions to implement ISO 9001:2000 in their businesses. To accomplish these research objectives, a questionnaire was developed based on an extensive review of related literature and tested for validity and reliability. The target sample for the study was made up of all ISO 9001:2000 registered sites in Saudi Arabia up to 31 Dec. 2002, which comprised 131 organizations. A total of 89 completed surveys were received, for a response rate of 72%. Descriptive statistics, measurement of variation, and association, and factor analysis were used in the interpretation of collected data. The major findings are as follows: 86.5% of the total respondents had implemented ISO 9001:2000 as a transition process from previous ISO 9000 standards. 68.5% of the certified sites took less than one year to implement the standard. Most of them were previously certified in one of the ISO 9000:1994 standards. This high percentage indicates that ISO 9001:2000 can be easily implemented in a short time frame. Most of the companies in the study reported the use of external consultants (70.8%), but overall there was a low level of reliance on them, with 64.0% of registered organizations having documented less than 10% participation of external consultants in implementing the ISO 9001:2000 system. The top five critical success factors in implementing the ISO 9001:2000 quality management system, in descending order, are as follows: commitment of management, effective internal auditing, commitment of middle management, employee motivation and involvement, resource allocation, and existence of appropriate communication routes. The major hindrances during the implementation of ISO 9001:2000, in descending order, were as follows: lack of employee involvement, difficulties in co-operation among middle managers over quality problems, lack of training programs related to quality, insufficient project time, and lack of customer co-operation. The most significant reasons for Saudi organizations to implement the system, in descending order, are as follows: top management initiative, quality improvement of internal operations and processes, customers requirements, part of the overall quality policy of the organization. The highest perceived benefits, in descending order, were as follows: development of quality culture, improved customer satisfaction, better communication with customers, increased management commitment, and use of data as a business management tool. Most respondents are highly satisfied with the standard, believe that it is cost effective and would strongly recommend the standard to other firms. Top managers were the most knowledgeable about the ISO 9001:2000 standard, followed by middle managers, then employees. Findings reveal that level of knowledge about ISO 9001:2000 among organization's people is positively correlated with most of the attainable benefits from implementing the standard. Based on the findings of this study, many conclusions and recommendations were drawn. In summary, for a successful implementation of ISO 9001:2000 standard, organizations must give great consideration to the people involvement factor, particularly top and middle management s involvement and commitment to quality, employees motivation and involvement, quality awareness, and ISO 9001:2000 training.

ENGLISH ABSTRACT: Globalisation has changed markets significantly. In order to maintain and improve competitiveness it is generally agreed among executives that the quality of products and services is essential (Omachonu & Ross, 1994: iii). In order to strive for higher quality, organisations have chosen different paths to achieve this goal. Several years ago one of the most discussed topics was the DIN EN 9001 certification. Thousands of organisations have taken this step towards quality management and are certified today. The DIN EN 9001 became the global standard, and there are markets where companies are not able to operate without this certification anymore. Some companies have profited greatly from the introduction of ISO 9000, because for the first time a quality management system (QMS) was introduced. It initiated significant restructuring programs. Consequently, processes were streamlined and organisations became more transparent. But many companies still do not “live” the concept, but instead and only show relevant paperwork to the external certification body in order to obtain the certificate. Even more particularly companies, which live the QMS face the question of which concepts are suitable to not only further improve quality and productivity but also to generate long-term sustainable business success. For these companies Total Quality Management (TQM) can be a very promising concept. Although the concept of TQM already dates back several decades it became very popular recently. TQM is a concept that puts quality in the centre of all aspects. Its principles encompass the involvement of all employees, and it strives for long-term customer satisfaction. TQM is based on continuous improvement and focuses on sustainable achievements. The objectives of this approach are not only long-term business success but also benefits for the individual employees and the society. Therefore TQM can be considered as one of the most far-reaching quality concepts existing today. The Fliess Company is a medium sized production company for welding wires. In 2001 Fliess introduced the IS0 9001: 2000. It has taken the company several years to fully live the QMS, after it mainly introduced it only to satisfy customers’ requirements of the certification. Today the processes are aligned in accordance with ISO 9001: 2000 and the company lives the QMS. But as a producer of very specialised premium products, management realised that it needed continuing on in order to maintain the competitive advantage. Therefore Fliess is busy at present implementing TQM. There are various areas of applying TQM at Fliess. The main focus lies on further improving customer satisfaction through continuous improvement and special attention is paid to the involvement of the individual employee. But TQM needs to be implemented in a very careful way to prevent a failure. Organisational changes must be supervised closely by top management. If top management is not fully committed and does not fully support the implementation in both the short and long term it can be very frustrating for the employees, and the implementation will not only fail but might even have negative effects, too.
AFRIKAANSE OPSOMMING: Globalisasie het markte geweldig verander. Ten einde kompeterendheid te behou en te bevorder is bestuurders dit eens dat hoë kwaliteit van produkte en dienste noodsaaklik is (Omachonu & Ross, 1994: iii). Maatskappye volg verskillende roetes in die strewe na hoë kwaliteit, en hierdie ondersoek fokus op hoofkonsepte rakende kwaliteit en kwaliteitsbestuur. ’n Tydjie terug was die bespreking van “sertifisering” hoog op die agenda van enige kwaliteitsforum. Maatskappye het groot baat gevind met die bekendstelling van ISO 9000, waar daar vir die eerste keer ’n kwaliteitsbestuur program ingestel is. Dit het tot grootskaalse maatskappy verandering en proses herstrukturering gelei, en maatskappye in geheel het meer deursigtig geword. Duisende maatskappye het die stap geneem en is vandag gesertifiseer. Die DIN EN ISO 9000 het die globale standaard geword, en daar is markte waar maatskappye sonder diè sertifisering nie langer besigheid kan beoefen nie. Daar is egter steeds maatskappye wat nie regtig die stelsel “uitleef” nie, maar bloot sertifisering soek omdat kliënte dit vereis – nie omdat hulle self dit wil toepas nie. Selfs maatskappye wat die stelsels ten volle inkorporeer het staan egter voor die uitdaging van hoe hulle kwaliteit verder kan verbeter en op langtermyn ’n suksesvolle onderneming kan verseker. Vir baie van die maatskappye is Totale Kwaliteitbestuur (Total Quality Management - TQM) ’n belowende konsep. Alhoewel TQM konsepte reeds ’n hele aantal jare terug ontwikkel is, geniet dit huidiglik ’n nuwe oplewing. TQM plaas kwaliteit in die middelpunt van aktiwiteite, insluitende die volledige betrekking van werknemers en langtermyn kliënte tevredenheid. TQM is gebaseer op kontinue verbetering en fokus op volhoubaarheid. Die doelwitte sluit nie net langtermyn besigheidsukses in nie, maar ook voordele vir individuele werknemers en die samelewing in geheel. Dus kan TQM gesien word as een van die mees omvattende kwaliteitskonsepte wat huidiglik bestaan. Die ontwikkeling en toepassing van die konsepte soos bo beskryf word in hierdie verslag voorgestel en uitgelig aan die hand van die Fliess Maatskappy, ’n medium grootte vervaardigingsmaatskappy van sweisdrade. In 2001 het Fliess die ISO 9001:2000 standaard begin implementeer. Dit het ’n hele aantal jare geneem voordat die stelsel volledig benut is, nadat dit aanvanklik bloot op grond van kliëntevereistes ingestel is. Vandag kan daar met trots gesê word dat alle prosesse in lyn is met die sertifiseringsvereistes, en die maatskappy “lewe” die ISO 9001:2000 standaard. Bestuur besef egter die noodsaaklikheid om verder te ontwikkel en aan te pas in die hoogs kompeterende omgewing ten einde hulle kompeterende voordeel nie net te behou nie maar uit te bou. Daarom is Fliess besig om TQM beginsels verder uit te brei en in verskillende areas te implementeer om sodoende kliënte tevredenheid te verhoog – dit word gedoen deur veral deurlopende verbetering en die betrokkenheid van elke individuele werknemer.

O objetivo é investigar instrumentos para a Gestão da Qualidade e Produtividade, nas pequenas e médias empresas brasileiras. A intenção é analisar o Sistema de Gestão da Qualidade, proposto pela série NBR ISO 9000:2000, comparativamente aos modelos conceituais de organizações de aprendizagem e gestão do conhecimento. A tarefa foi de verificar, através de pesquisa exploratória, quantitativa e qualitativa, se o processo de certificação NBR ISO 9000, enquadra-se como modelo gerador de aprendizagem organizacional e de gestão do conhecimento para pequenas e médias empresas brasileiras. Conclui-se que há indícios de que o Sistema de Gestão da Qualidade - NBR ISO 9000 -, poderá vir a atender de forma suficiente e eficaz aos pressupostos teóricos de uma organização de aprendizagem. Aponta-se, também, a necessidade de metodologias adequadas de implantação desse sistema. A série NBR ISO 9000:2000, nas suas orientações, atende aos requisitos dos modelos teóricos, estudados nesta dissertação, todavia, é preciso novas práticas de implantação dessa Norma, para que seja percebida e compreendida como instrumento de aprendizagem e gestão do conhecimento. Apresentam-se sugestões e recomendações de trabalhos futuros, para ampliação e solidificação das conclusões, dentre as quais: continuar e ampliar a pesquisa atual, com uma amostra probabilística mais significativa, que permita aplicação de testes estatísticos apropriados para permitir conclusões e generalizações e a criação de metodologia para a implantação de sistemas de qualidade pelo modelo ISO 9000 como forma de vir a gerar organizações de aprendizagem, gestoras do seu conhecimento, de forma eficaz e perene. The purpose of this dissertation is to investigate instruments for the Productivity and Quality Management in small and middle Brazilian companies. The intention is to analyze the Quality Management System proposed by the Brazilian Standards Series NBR ISO 9000:2000, comparing it to conceptual models from learning organizations and knowledge management. The task was to verify through exploratory, quantitative and qualitative research if the Brazilian Standards certification process for the ISO 9000 fit as a starting model for learning organization and knowledge management for small and middle Brazilian companies. The conclusion indicates that the Quality Management System - NBR ISO 9000 - might be able to get the theoretical assumptions of a learning organization, satisfactorily and effectively. Also, it indicates the need for methodologies for implementing this system. The NBR ISO 9000 as per its own guidelines gets the requires of the theoretical models that were studied in this dissertation; however, it is required new practices for implementation of this Standard to realize and understand it as an instrument for learning and knowledge management. Some suggestions and further recommendations for enlarging and solidifying the conclusions here described are presented, such as: to continue and to extend the current research, with more significant probabilistic sample, that allows an appropriated statistical tests application allowing conclusions and generalizations and the creation of methodology for the implantation of quality systems for the ISO 9000 Standards as form to generate learning organizations, managers of its knowledge, with an efficient and permanent form.

ISO 9000 (2000) is a quality management system with a high reputation all around the globe. It is a set of requirements used by organisations to attain customer satisfaction. The number of organisations implementing the ISO 9000 (2000) are increasing rapidly worldwide. The influence of the trend to raise quality has reached the Middle East through the efforts of organisations to implement the ISO 9000 (2000) quality management system. In the United Arab Emirates there are more than 1400 (one thousand four hundred) organisations registered with the ISO 9000. Private companies have made great efforts to implement the system in the country. Additionally government departments have started quality initiatives by implementing the ISO 9000 (2000). In particular, the Sharjah Government Departments in the United Arab Emirates were one of the leading government departments that gained ISO 9000 certification. Although a good many government departments have got the certification and have followed it, others have not yet done so. Therefore the aim of this research is to identify and analyse the barriers to implementing ISO 9000 (2000) in some government departments in the Emirate of Sharjah in the United Arab Emirates. In order to achieve the research aim, an empirically based system ratio analysis of four case studies covering organisations in the Sharjah government was carried out. Substantial field work was undertaken using a predominantly qualitative approach. Data was collected through semi structured interviews, to explore the implementation of ISO 9000, and to provide a more holistic understanding using triangulation techniques. The primary contribution of this research is an in-depth understanding of the barriers to implementing ISO 9000 (2000) in some government departments in Sharjah. This study identified unique barriers affecting the ISO 9000 (2000) implementation in Sharjah Government Departments. They were divided into four main categories: social barriers, external barriers. Governmental barriers and organisational barriers. The key findings of the research indicate that the departments covered by the case face considerable numbers of barriers affecting the implementation of ISO 9000 (2000), taking into consideration the culture which plays a major role in the departments concerned.

Resumo: O objetivo deste trabalho é avaliar a ISO 9001:2000 como catalisadora de programas de melhoria. Mantendo o detalhamento sobre a gestão do processo da versão 94, a versão 2000 enfatiza o conceito de melhoria contínua, propondo um novo desafio aos que buscam implementá-la. Para tal, algumas adequações se fazem necessárias a fim de contemplar os quesitos da nova versão, e os programas de melhoria iniciados na unidade alvo têm este intuito, sendo os resultados destes refletidos diretamente sobre os indicadores utilizados. Este reflexo poderá ser avaliado ao se comparar os dados históricos relativos aos indicadores de processo (rejeição, desperdício, confiabilidade de entrega, produtividade e projetos de melhoria) e de satisfação de clientes (reclamações de qualidade relativas à produção e satisfação de clientes internos) adotados para a versão 94 e os números obtidos após o início das ações de transformação, executadas visando à adequação à nova versão. Especificamente a respeito das normas, será feita uma revisão de literatura, abrangendo a comparação entre as duas versões, ressaltando o que a mais recente ¿ centrada na melhoria contínua ¿ traz de diferencial em relação à versão anterior. Também se fará uma explanação sobre o conceito de melhoria contínua ¿ foco da versão 2000 ¿ nas visões da norma e de teóricos da qualidade, e sobre o uso e a importância dos indicadores. Abstract: The aim of this research paper is to evaluate ISO 9001:2000 version as a catalyst for improvement programs. Keeping the detailed data on process management brought up by the 94 version, ISO 9001:2000 emphasizes the concept of continuous improvement, presenting a new challenge to those who try to implement it. For such an effort, some settlements are needed in order to meet all the new version requirements, and the improvement programs started in the target-unit have such goal, and their results have directly reflected upon the unit performance indicators. This effect on the indicators will be more clearly evaluated by comparing historical data related to process (rejection, waste, serviceability, productivity and improvement programs) and to customer satisfaction (customer complaints related to manufacturing process and internal customer satisfaction) established considering 94 version and the numbers achieved after the actions focused on the new ISO version took place. Particularly concerning to norms, a literature review will be done, embracing a comparison between the two versions, paying special attention to what the 2000 version ¿ focused on continuous improvement ¿ brings as differential over the previous one. A brief explanation on the concept of continuous improvement ¿ core of the 2000 version ¿ will also be part of this paper considering the norm and experts contributions, and on the use and relevance of indicators. Based on that, it will be possible to evaluate the potential of ISO 9001:2000 as a tool to canalize improvement efforts

Their goal is to have aconcrete documentation which describes their quality policy and the function of the activity.The work has been performed by mapping and analyzing the processes of the company according tothe process model with focus on one pilot process. New routines have been developed and documentedin a management system.Confetti would like their management system to fulfil the ISO-standard so that they eventually inthe future can be certified. Therefore a literature study has been done according to management systemsand standards. The project has been directed to fulfil the ISO-standards demands for a qualitymanagement system. It has resulted in the creation of a comprehensible and userfriendly managementsystem which includes a routine model and new routines for the pilot process of PDF-handling. A oneyear-plan has been created to facilitate for the continuos development of the quality management systemat Confetti. The new quality implementations demands investment, why a budget has been calculatedshowing profitability.Confetti has to continue the development of the management system very soon. They ought to createan analyzis of the companys current situation and choose the processes that they themeselves considermost important or easiest to improve. A management system will not operate by it self, it needsmaintenance and development.

Afin de trancher le débat entre les auteurs universalistes qui prétendent que les meilleures pratiques sont opérationnelles en tout lieu, et les culturalistes pour qui le succès de ces pratiques dépend de leur adaptation à chaque culture nationale, le choix s’est porté sur l’étude du cas extrême de l’adoption des normes ISO 9000 dans les filiales danoises à cent pour cent, en Chine. La première partie du travail positionne la recherche d’un point de vue théorique dans le courant institutionnaliste qui permet d’envisager l’organisation en interaction avec les autres institutions sans neutraliser l’effet de la culture. La deuxième partie s’attache à présenter la méthodologie basée sur une approche qualitative et abductive. Enfin, les résultats sont développés et analysés dans la troisième partie. Ils donnent une typologie des organisations certifiées ISO 9001 et décrivent le système des forces institutionnelles qui légitime le détournement et la non internalisation constatés des normes ISO 9000
The purpose of this doctorate thesis is to study the adoption conditions of management policies and practices in multinational companies’ subsidiaries. An extreme case study has been chosen (Danish wholly owned subsidiaries in China) in order to question both the Universalists’ assumption that best practices are operational everywhere, and the Culturalists’ statement according to which the success of practices depends on their adaptation to local national cultures. The first part of the thesis explains how the Institutionalists’ perspective allows studying the organization’s interactions with other institutions without cancelling the effect of cultures. The second part presents the methodology based on a qualitative and abductive approach. Finally, the results are developed and analyzed in the third part which gives a typology of ISO 9001 certified organizations and describes the systemic institutional forces that legitimate the found misuse and noninternalization of ISO 9000 standards

O interesse mundial relativo à gestão da qualidade tem sido crescente nas últimas décadas. Esse fato está associado às profundas transformações no cenário econômico, político e social, que ocasionaram uma necessidade de reavaliação e questionamento da postura empresarial adotada. A construção civil, em particular, desde o início dos anos 90, tem se mostrada comprometida com o movimento pela qualidade. No Brasil, tal fenômeno também se verifica e, diante da revisão das Normas da série ISO 9000 e da publicação de sua nova versão em dezembro de 2000, identificou-se a necessidade de avaliar o seu potencial impacto na gestão e certificação da qualidade em empresas construtoras. O trabalho traz a discussão das principais modificações propostas pela nova versão da Norma ISO 9000, analisando com mais detalhe a ISO 9001:2000 - Requisitos, que passa a ser a única norma da série utilizada para fins de certificação. Analisam-se os tópicos voltados para o enfoque no processo da organização, necessidade de comprovação da melhoria contínua e obrigatoriedade de se ter o Sistema de Gestão da Qualidade com o foco voltado para a satisfação das exigências e expectativas do cliente.Nos estudos de caso são identificados os desafios que cada uma das empresas tiveram que superar para adaptarem seus Sistemas de Gestão de modo a atender aos novos conceitos da Norma. Conclui-se com a análise dos impactos destas adaptações, tanto no âmbito gerencial da empresa, como também na produção, em seus canteiros de obras.
The worldwide interest related to the quality management has been increasing in the past few decades. This fact is associated with the deep changes in the economic, political and social scenery that has caused a necessity for reevaluation of the adopted entrepreneurial position. The civil construction, in particular, since the beginning of the 90’s, has been engaged to enhance the quality. In Brazil, such phenomenon is also verified. The ISO 9000 standards series revision and the publication of its new version in December 2000, identified the need to evaluate its potential impact on the management and certification of contractor organizations. This paper presents the discussion of the main changes proposed in the new version of ISO 9000 series, mainly analyzing the ISO 9001:2000 - Requirements, which is now the only standard of the series used for certification. The topics focused on the process of the organization, the need of evidence in the continuous improvement and the obligation of having the quality management system focused on the satisfaction of requirements and customers’ expectations are analyzed. The case studies are identified the challenges that each company have to exceed to adapt their Management System in order to meet the new concept of the ISO 9001 Standard. This analysis ends with the evaluation of the impact of this implementation, both in the office and in the production activities, in their building sites.

Resumo: Este trabalho tem por objetivo apresentar um método de implantação de práticas de gestão da qualidade para microempresas, tomando por base alguns requisitos da NBR ISO 9001:2000 e outros conceitos relacionados ao Balanced Scorecard, Método de Análise e Solução de Problemas, Prêmio Paulista de Qualidade da Gestão e Programa 5S. O método proposto está estruturado em oito fases nas quais são abordados aspectos relacionados à avaliação preliminar, determinação de metas e elaboração de estratégias, organização do ambiente de trabalho, comunicação com os clientes, refino das metas pré-estabelecidas, controle da qualidade, princípios de recursos humanos e avaliação final. Todas essas fases são detalhadas por meio de um manual de implantação e os documentos da qualidade requisitados em cada uma delas são exemplificados por meio de uma planilha mestra de documentos da qualidade. A validação do método foi feita por meio de sua implantação ao longo de treze meses em sete empresas do Núcleo de Desenvolvimento Empresarial de lundiaí (São Paulo), sendo os resultados dessa iniciativa utilizados na melhoria e adequação do mesmo. Todas as empresas que o implantaram conseguiram resultados bons, destacando-se principalmente três delas onde os mesmos foram excelentes
Abstract: This thesis presents a method to implement quality management system in microenterprises based on standard NBR ISO 9001:2000 and other concepts of Balanced Scorecard, QC Story, São Paulo State Quality A ward and Housekeeping. This method is composed by eight phases which work aspects linked to the initial evaluation, goals and strategies, company organization, communication with the clients, refinement of the goals and strategies established, quality control, human resources principles and final evaluation. All phases are explained in a detailed manner by an implementation manual and the quality documents requested in each phase showed in the user-friendly software that follows the manual. The validation of the method was done with its implementation in seven companies based in Jundiaí Business Incubator and using the results of this initiative to improve the system. All the companies have achieved good benefits from it, pointing out three companies with excellent results

Les unites de production sont actuellement soumises a de fortes contraintes de disponibilite, de productivite, de qualite et de flexibilite. Les problemes a resoudre sont relatifs a la surveillance, au controle qualite et a la maintenabilite. Il s'agit de surveiller et garder operationnels les entites du procede de fabrication, de les synchroniser, de les coordonner et d'integrer les ressources humaines et materielles, dans une approche de gestion de la qualite. Dans ce travail de these, nous nous interessons a la description fonctionnelle des principales activites d'une unite de filature textile dans le but de mettre en place une forme de surveillance preventive conditionnelle previsionnelle indirecte (spcpi), permettant d'ameliorer son niveau de surete de fonctionnement (fiabilite, disponibilite, maintenabilite, etc. ). Cette etude necessite des outils de modelisation et d'evaluation. Nous avons opte pour une modelisation modulaire, a base de la methode sadt qui decompose le systeme en activites elementaires permettant de definir les liens existant entre les parametres de qualite du produit et l'etat des entites du procede. Nous avons ainsi montre que la cause d'une derive de la qualite du produit est liee a l'etat defaillant d'une entite ayant entraine une baisse de ses performances. Les quatre processus de spcpi developpes dans ce memoire sont le suivi d'evolution, la detection, le pronostic et le diagnostic. L'originalite de l'approche du suivi d'evolution de la qualite du produit reside dans la mise en place d'une technique d'inference floue appelee la moyenne dynamique des metriques mdm de logique floue
La mdm est comparee a une methode standard comme la methode somme-produit. La fonction detection, basee sur le principe de seuillage permet l'estimation de l'amplitude d'une derive pour le declenchement du processus de pronostic. Une illustration de ce processus est mise en uvre sur la base d'une fonction de prevision basee sur la methode du gradient. Le diagnostic est realise en exploitant les gammes de longueurs d'ondes definis par l'analyse des defauts periodiques. L'ensemble de ce travail a ete concretise par le developpement d'un outil permettant la mise en uvre de cette approche de spcpt. Cet outil est baptise misufit (maquette informatisee de surveillance d'une unite de filature des industries textiles)

L'organisation de certaines activités permet ainsi de représenter différents points de vue de la qualité : le management de la qualité, l'amélioration de la qualité, la maîtrise de la qualité, ...
La norme ISO 9000 :2000 [Afnor 2000] définit la qualité comme une « aptitude d'un ensemble des caractéristiques intrinsèques à satisfaire des exigences ». Cette qualité est considérée par [Dessinoz 2000] comme un processus d'entreprise intégré avec les autres processus tels que la production et la maintenance. Dans l'ingénierie système, la norme ISO/IEC 15288 classifie le processus de management de la qualité comme un des processus d'entreprise cohabitant avec les processus du projet, les processus contractuels et les processus techniques. L'objectif de ce processus dans l'ingénierie est donc d'assurer que les produits, services et processus du cycle de vie d'un système satisfont à la fois les objectifs qualité de l'entreprise et du client [ISO/IEC15288 2002].
Ainsi, au sens de l'Ingénierie Système (IS), le processus qualité est en lien avec plusieurs processus de différents types et n'est donc pas limité à une fonction particulière en entreprise [Lopez 2006] ou n'est pas sous la responsabilité d'un seul département [Gogue 2000]. En ce sens, la qualité se décline ainsi sur les niveaux stratégique, tactique et opérationnel de l'entreprise.
D'un point de vue stratégique, la qualité est considérée comme une démarche globale dans l'entreprise devant assurer la satisfaction de l'ensemble de ses partenaires. Ce niveau intègre toutes les activités qualité relatives à l'amélioration de la performance globale, à la certification selon la norme ISO 9000 ainsi qu'au management de la qualité en tant que démarche.
Du point de vue tactique, le processus qualité opère à ce niveau plus spécifiquement sur les processus de type techniques tels que la production et la maintenance. Il contient des activités relatives à la maîtrise de la qualité des produits et la qualité de processus de production au sens large. Cette activité doit être coordonnée avec les activités du niveau stratégique.
Enfin, le point de vue opérationnel a pour objectif de mettre en place les moyens et les actions pour vérifier que les résultats des processus techniques sont conformes aux exigences spécifiées en terme de qualité, réaliser les contrôles et traiter les non-conformités. Cette activité doit être coordonnée avec les activités du niveau tactique.
La collaboration versus intégration entre les niveaux soulève encore de nombreuses problématiques à la fois industrielles et scientifiques à ce jour pour faire du processus qualité, un véritable processus au sens système couvrant l'ensemble du cycle de vie du produit/processus. Par exemple des entreprises comme ALSTOM-Moteurs qui est à l'initiative de ces travaux, ont besoin de méthodologie (de guide) qui formalise et intègre la qualité principalement au niveau tactique (i.e. capacité décisionnelle confiée à des équipes autonomes) en relation avec les deux autres niveaux pour améliorer sa performance globale. L'objectif de cette méthodologie est de maîtriser conjointement la qualité du produit et la qualité de leurs processus de production dans une approche cycle de vie du processus de maîtrise de la qualité (de la conception jusqu'à l'exploitation). Relativement à ces besoins de formalisation et d'intégration, des méthodes, des méthodologies et des approches qualité existent à ce jour qui supportent tout ou partie du processus qualité inhérent à un niveau ou à l'interconnexion entre niveaux. Les méthodes, et les approches les plus couramment utilisées sont QFD, Six Sigma, AMDEC, ...
Une des approches significatives par rapport à la problématique d'intégration est le TQM (Total Quality Management) qui se positionne dans les différents niveaux structurels en entreprise [Rodney 2006]. Un des objectifs de cette approche qualité est d'améliorer et de maîtriser la qualité du processus de production pour maîtriser la qualité du produit. [Hellsten 2000] a défini le TQM comme un système de management constitué de trois composants qui sont mutuellement dépendants : « core values », méthodologies et outils/méthodes. Cette approche présente un intérêt particulier puisqu'elle permet d'intégrer, au sein des composantes, différentes méthodes et méthodologies qualité telles que QFD, AMDEC, SPC, ... Cependant, ces méthodes et méthodologies sont souvent « informelles » car décrites sous une base textuelle ou graphique [Dale 1990] [Juan 2004]. Elles ne contiennent donc pas une phase de formalisation des concepts qualité dans leur phase de conceptualisation indispensable pour la maîtrise et l'amélioration de la qualité [Marcotte 1995]. Aussi, les méthodologies applicables au niveau tactique permettent difficilement d'améliorer (maîtriser) simultanément la qualité du produit et la qualité de ses processus de production [Ettlie 1994]. De plus, la plupart de ces méthodologies sont applicables dans la phase de d'exploitation mais peu d'entre elles autre que le QFD [Govers 1996], le sont en conception [McClusky, 2000].
Pour répondre simultanément aux besoins industriels genèse de cette thèse et au manque de formalisation préalablement mentionné, notre contribution porte sur la proposition d'une approche qualité générique permettant de formaliser le processus qualité au niveau tactique en intégration avec les autres niveaux opérationnel et stratégique en entreprise. Notre approche se positionne en cohérence avec une approche TQM dans l'objectif de maîtriser et d'améliorer conjointement la qualité du produit et la qualité de ses processus de production. Cette première formalisation (car ne couvrant pas tous les points de vue de la qualité) doit permettre de modéliser de façon générique le processus qualité de niveau tactique et ses interactions nécessaires pour en réaliser l'intégration à la fois avec les autres niveaux stratégiques et opérationnels mais aussi avec les autres processus tel que le processus maintenance pour assurer la performance globale en entreprise. Cette approche de formalisation s'intègre dans le cadre de modélisation Zachman [Zachman 1987] offrant une cohérence relativement aux différents modèles à réaliser.
Par rapport à cette formalisation, l'originalité de notre contribution réside dans une première unification, sous la forme de méta-modèles, des concepts qualité sur la base:
• de l'approche processus définit dans la norme ISO 9000 :2000 de « niveau tactique ». L'édition de la nouvelle version ISO 9000 :2005 n'impacte pas notre proposition dans le sens où les changements apportés à l'ancienne version ne concernent pas les concepts qualité modélisés dans notre approche qualité.
• de la fonction « management de qualité » telle que prôné par la norme IEC/ISO62264 «niveau management »,
• de méthodes qualité telle que l'AMDEC, la MSP, l'APR, le Poka-yoké,
• de la modélisation d'indicateurs qualité.
Cette approche se veut donc exploitable de la conception à l'exploitation du processus de maîtrise de la qualité. Dans la phase de conception, notre contribution doit offrir un guide qui aide l'ingénieur qualité, d'abord pour, développer un modèle spécifique par une phase d'instanciation du méta-modèle support de la méthodologie (en cohérence avec le TQM), ensuite d'exécuter la méthode qualité adéquate au moment opportun, et finalement de calculer des indicateurs qualité (phase d'évaluation). Dans la phase d'exploitation, la connaissance formalisée et structurée dans le modèle spécifique (l'ensemble des instances) est directement transposable dans un formalisme compréhensible par l'opérateur sur site (i.e. pages Web) pour mieux suivre et anticiper les dérives qualité du produit/processus principalement sur les axes surveillance, diagnostic et action. Pour faciliter l'utilisation de notre approche qualité, nous avons proposé une automatisation de cette approche à l'aide l'outil MEGA.
Notre contribution est ainsi exposée dans ce manuscrit sous la forme de 4 chapitres complémentaires. Le premier chapitre introduit, dans un premier temps, une définition d'un processus qualité au sein de l'entreprise et des points de vue à ce processus. Certains points de vue sont repris pour introduire la problématique industrielle qui est la genèse de ces travaux de thèse. Ceci nous amène à positionner le processus qualité sur les différents niveaux structurels de l'entreprise en mettant en évidence un certain nombre de verrous scientifiques comme la modélisation et l'intégration du processus qualité dans l'entreprise afin de maîtriser et d'améliorer la qualité du produit/processus. Sur la base de ce positionnement, le deuxième chapitre nous permet de présenter un état de l'art recensant les travaux principaux sur les aspects « modèles, méthodes et méthodologies » liés à la formalisation et à l'intégration du processus qualité pour répondre à l'objectif d'une plus grande maîtrise et amélioration de la qualité conjointe produit/processus. Ce recensement met en évidence de réelles problématiques scientifiques non totalement résolues à ce jour pour satisfaire au besoin de formalisation et d'intégration. Ces manques justifient le contenu du chapitre 3 dédié à la définition de la méthodologie proposée (le guide) et qui se base sur un principe de méta-modélisation de concepts qualité garant de la généricité attendue. La méthodologie, construite sur 3 étapes, se positionne en cohérence avec le TQM et permet de formaliser l'interdépendance entre les trois composantes du TQM. Enfin le chapitre 4 décrit, d'une part, l'automatisation de cette méthodologie à l'aide de l'outil MEGA afin de la rendre accessible à tous ingénieurs qualité, et d'autre part, une faisabilité de cette méthodologie sur un cas d'application manufacturier de type tournage couvrant la phase de conception et d'exploitation. Le passage du méta-modèle au modèle spécifique (phase de conception) du processus de tournage est réalisé par une procédure d'instanciation supportée par l'outil.

The manufacturing industry has become very competitive in today's global market environment. Many US companies are faced with the choice of keeping their manufacturing domestic or looking to low cost off-shore countries to take advantage of the labor costs differences. To gain an understanding of the state of manufacturing in China, a major focus in the manufacturing world today, this thesis was undertaken. This thesis presents the findings of research conducted in Guangdong Province, China in June - July, 2005. This research addressed customer focus, leadership and general manufacturing and quality knowledge and practices of small, medium and large sized companies in Guangdong Province, China. Customer focus and leadership are two of the eight fundamental principles of the ISO 9000:2000 family of standards. These two principles, customer focus and leadership, were selected for the foundational role they play in any organization. Companies that are customer focused and have good leadership principles and practices should tend to give quality a priority for the product/service they provide to their customers. The aim of this thesis was to determine if there is a significant difference in the way small, medium and large companies are aligned with these two fundamental principles. Data regarding customer focus, leadership, and general manufacturing and quality knowledge and practices was collected from 41 manufacturing companies in Guangdong Province, China through the use of a survey, interviews and observation. At the conclusion of this thesis, a summary of the findings regarding the aim of the thesis is presented along with a confirmation and questioning of previous research completed.

This report is the result of a thesis work done at the Department of Engineering Sciences, Uppsala University, and includes 15 ECTS points. The work has been performed at Företag A, a company specializing in electronics whose major product has become a sophisticated tool used by authorities across northern Europe.   Företag A has initiated a quality management system according to the criteria set by ISO 9001. Following demands from customers, Company A has now decided to also start working towards a certification according to SS-EN ISO 9001:2008, this work is the foundation for the thesis work.   The thesis work has been limited to the production process and the aim has been to enable this process to be certified according to ISO 9001:2008. The work has been performed by analyzing the existing quality management system and the requirements for each process included, whereby the gap between the current and the target state has been mapped. Suggestions have then been made on how this gap can be filled, some of these suggestions have also been carried out during the thesis work.   The conclusions drawn are that quality management does not have to be complicated, but quickly becomes so when the complexity of the processes increases. Therefore, the system's overall records should be kept clear in order to create an accessible system, while methods to generate commitment and support from staff and give them the tools to influence the content becomes a vital part.

Resumo: A implementação de um sistema de gestão e a obtenção da acreditação formal podem melhorar de forma significativa a confiabilidade e credibilidade de laboratório de ensaios e calibração. No entanto, sua viabilidade pode ser comprometida pelos custos de implementação relativos principalmente à calibração de equipamentos, bem como ao tempo de dedicação de pessoal especializado se a implantação ocorrer sem ajuda especializada, pois isso pode demandar mais tempo e maior custo. Quando o laboratório faz parte de uma organização maior e que mantém o sistema de gestão da qualidade implantado pela NBR ISO 9001, a implementação do sistema de gestão do laboratório pela NBR ISO/IEC 17025 pode ser facilitada, como foi o caso do laboratório-objeto de estudo, que faz parte de uma organização do setor de telecomunicações certificada NBR ISO 9001:2000. Este trabalho pretende relatar a implantação e a implementação da NBR ISO/IEC 17025:2005, requisitos gerais para competência de laboratórios de ensaios e calibração, e dar orientações quanto ao processo de acreditação por um organismo independente, se esta for a necessidade ou o desejo da direção do laboratório. Fatores como a capacitação dos recursos humanos com experiência na qualificação de materiais, a infraestrutura moderna de laboratórios, a calibração de equipamentos realizada por laboratório de calibração próprio e, principalmente, o fato de ser parte de uma organização com sistema de gestão implantado pela NBR ISO 9001:2000 facilitaram a implementação dos requisitos da direção exigidos pela NBR ISO/IEC 17025:2005.
Abstract: The implementation of a management system and the formal accreditation can significantly increase the reliability of the tests and calibration laboratory. However, its feasibility may be affected by the implementation costs related to equipment calibration and qualified staff when this deployment is performed without qualified support, which may be costly and timeconsuming. When the laboratory is part of a larger organization that adopts the quality management system deployed by the NBR ISO 9001 standard, the deployment of the laboratory management system by the NBR ISO/IEC 17025 becomes simpler. That is the case of the laboratory which is the subject matter of this study and is part of a telecommunications organization certified by NBR ISO 9001:2000. The objective of this work is to report the deployment and the implementation of the NBR ISO/IEC 17025:2005 standard, the general requirements for tests and calibration laboratories expertise, and to provide guidelines for the process of accreditation by an independent body, according the laboratory management board requirements. The human resources qualification experienced in material qualification, the modern infrastructure of the laboratories, the equipment calibration processes performed in the organization's own laboratories and mainly the deployment of the management system by the NBR ISO 9001:2000 standard make the implementation of the requirements established by the management board easier as established by the NBR ISO/IEC 17025:2005 standard.

Process mapping has been done in accordance with walk-trough concept where you go through the tasks that are within the business itself and see what the people involved in the making are doing in there tasks. To compile this to the process maps later on. An Analysis of the process and the mapping of them compered to the requirements of ISO 9001-2008. As organizações implementam cada vez mais os padrões de gestão desenvolvidos pela International Organization for Standardization (ISO) para se manterem competitivas. Ao longo dos anos, a investigação na área da certificação da qualidade pela norma ISO 9001 tem vindo a aumentar. No entanto, ainda existem poucos estudos que abordam as transições da norma, particularmente da norma ISO 9001:2008 para a norma ISO 9001:2015. Com base em 356 respostas recolhidas através de um questionário enviado via e-mail para as empresas portuguesas certificadas pela norma ISO 9001, procedeu-se à análise da perceção das empresas em relação à transição para a norma ISO 9001:2015. A importância atribuída às alterações recentes da norma ISO 9001 variam consoante a dimensão da empresa, a estratégia de internacionalização e o tipo de indústria onde a empresa opera. Os resultados obtidos mostram ainda que as melhorias organizacionais internas, a melhoria da satisfação dos clientes, a melhoria da imagem da empresa e a melhoria da qualidade do produto/serviço são as principais motivações, segundo a perceção dos gestores, da implementação da norma ISO 9001. E mostram também que os principais benefícios, segundo a perceção dos gestores, da implementação da norma ISO 9001 são a melhoria contínua do desempenho, o aumento do prestígio e reputação da empresa, a melhoria da eficiência dos processos e o aumento da satisfação dos clientes.
The organizations are increasingly implementing the management standards developed by the International Organization for Standardization (ISO) in order to remain competitive. Over the years, research into quality certification of ISO 9001 has been increasing greatly. However, there are still few studies that address the transitions of the standard, particularly from ISO 9001:2008 to ISO 9001:2015. Based on the 356 replies collected by a questionnaire, which was sent by e-mail to the portuguese companies certified by ISO 9001, this study analyze their perception regarding the transition to the ISO 9001:2015. The importance attributed to the recent changes in ISO 9001 vary according to the size of the company, the internationalization strategy and the type of industry where the company operates. The results obtained also show that internal organizational improvements, improvement of customer satisfaction, improvement of company image and improvement of product/service quality are the main motivations according to the perception of managers of the implementation of ISO 9001. And also show that the main benefits, according to the perception of managers, the implementation of ISO 9001 are the continual improvement of performance, increase the prestige and reputation of the company, improving process efficiency and increased customer satisfaction.

A presente pesquisa tem por objetivo principal fornecer um modelo de implantação da norma NBR ISO 9001:2000 capaz de interagir aos processos da organização e propiciar sua melhoria contínua. O método que caracteriza esta pesquisa é o estudo de caso. O modelo proposto tem início com uma avaliação da organização quanto a sua situação inicial em relação a um sistema de gestão da qualidade ideal e continua com a implantação dos requisitos da norma através de fases bem definidas. Estas fases começam com a conscientização da Alta Direção sobre a necessidade de seu comprometimento, passam pelos diversos processos da organização para formalizar e implementar os procedimentos necessários, avaliar melhorias, definir responsabilidades e finalizam com a elaboração do manual da qualidade e a realização de auditorias internas. A aplicação do modelo está efetivada em cinco organizações de diferentes áreas de atuação, sendo a eficácia do modelo avaliada em relação as suas ferramentas e ao resultado alcançado em função do objetivo pretendido. Os resultados da pesquisa mostram que o modelo cumpre parcialmente os objetivos definidos.

The aim of the thesis “Proposal of the Stock Holding Process according to ČSN ISO 9001:2000” is to analyze the current process of stock holding in a particular company and compare it with the requirements of quality management system according to the norm ČSN ISO 9001:2000. The theoretical part consists of on analysis of the existing knowledge in the area of warehousing, a definition of quality management and basic concepts of quality management related to stock holding in a company. The practical part of the thesis describes a procedure of making the analyzed processes of stock holding more effective.

Abstract:
This Master’s thesis focuses on the design the system of evaluation of suppliers in ČESTAV s. r. o. according to the requirements of the norm ISO 9001. I start from the theoretical basis and from the analysis of the current state in the company. The practical part includes design of evaluation of suppliers, design of supplier's evaluation form and proposal for concurrent evaluation of suppliers in MS Excel.
