Abstract:
The role of international standards is analysed in accordance with the quality management of organisations by the requirements of sustainable development. Organisations and companies become increasingly dependent on each other and foreign partners in business, prosperity, socio‐economic change and environment responsibility. There is an essential necessity for using International Standards under these changing conditions. The management systems standards ISO 9001 (quality) and ISO 14001 (environment) have gained recognition in Lithuania. ISO 9001:2000 is approaching 750 and ISO 14001 is approaching 140 certifications across a diverse range of organisations in the manufacturing, service and government areas. The narrow view of quality management has now been swept aside by ISO 9000:2000 quality management principles that aim to help organisations achieve sustained success. But there are some difficulties in implementing these principles. Auditors are responsible for correct implementation of standards. For the auditors they represent a key for transforming the way quality system audits, as recognised by the International Accreditation Forum (IAF). Too many auditors lack real interpersonal skills or experience to engage effectively both main board directors and the shop floor workers. It is very important that auditors must have sufficient preparation, training and gravitas and will be reluctant to engage top management and have capability to interface at this level. The main topics of how to manage quality audit according to the requirements and new quality management principles of ISO 9000:2000 standards are presented in this article. It also provides recommendations on the management of audit programmes, the conduct of internal or external audits of quality management systems, as well as on the competence and evaluation of auditors. This article provides auditors with effective questioning techniques that will enable them to establish that an organisation is managing its processes effectively. Santrauka Straipsnyje analizuojamas tarptautinius standartus atitinkančių kokybės vadybos sistemų vaidmuo darniam organizacijų vystymui. Įmonės ir organizacijos vis daugiau tampa priklausomos viena nuo kitos ir užsienio partnerių verslo, socialinėse, ekonominėse bei aplinkosaugos srityse. Šiomis sąlygomis labai naudinga pasinaudoti tarptautiniais standartais, nes jie padeda vienodai suprasti ir suderinti daugelį kriterijų. Lietuvoje pastaraisiais metais didžiausio populiarumo sulaukė tarptautiniai standartai ISO 9000:2000 (kokybė) ir ISO 14000 (aplinkosauga). Lietuvos gamybiniame, paslaugų ir viešajame sektoriuose jau yra apie 750 organizacijų, įdiegusių kokybės vadybos sistemas pagal ISO 9001:2000 standartą, ir apie 140 organizacijų, įdiegusių aplinkos vadybos sistemas pagal ISO 14001 standartą. ISO 9000:2000 standartai reikalauja esminių organizacijos požiūrių į vadybą pokyčių. Vadybos sistemos turi padėti kurti pridedamąją organizacijos vertę. Standartuose išreikštas požiūris, kad organizacijos tikslai turi būti pasiekiami efektyviai ir rezultatyviai valdant procesus ir jų sąveiką, iš esmės keičia auditų atlikimo būdą, nes auditoriai yra atsakingi už teisingą standartų nuostatų traktavimą ir įgyvendinimą. Auditoriai turi išmokti naujos audito atlikimo technikos, kuri leistų auditoriams nustatyti, ar organizacija efektyviai valdo procesus ir pasiekia užsibrėžtų tikslų. Tai nėra lengvas uždavinys ir susiduriama su nemažais sunkumais. Straipsnyje nagrinėjamas šių sunkumų pobūdis ir pateikiami kai kurie jų įveikimo būdai, analizuojama audito metodologija, tinkamo klausimyno sudarymas bei audito atlikimo technika, kaip to reikalauja ISO 9000:2000 standartų kokybės vadybos principai.

This research explores the impact of the firm’s internal and external attributes on its degree of implementation of quality management according to the ISO 9000 standard. This econometric study, based on the data gathered from a sample of Tunisian companies certified or in the course of certification in ISO 9001: 2000, reveals that the application of quality management depends on the organizational and environmental context of the company: a motivation rather internal than external to be certified, the application of ISO 9004 standard recommendations, the adhesion of the company to the leveling program, size, investment in new technologies of information and communication and in technologies of analysis and measurement and the importance of innovation and quality criterion for customers.

PurposeISO 9000 and ISO 14000 standards certification is a phenomenon involving over the years a larger and larger number of companies and organizations. Looking at the empirical data, it is observed that the phenomenon is close to saturation in many countries. In Italy, on the other hand, there is an important increase in the number of certifications. The purpose of this paper is to pick out the different components and aspects which make Italian dynamics so particular.Design/methodology/approachIn order to do that the single commodity sector was analyzed, studying certifications diffusion in terms of certified sites. With the aim of specializing the analysis within commodity sectors, this information has been compared with the Gross Domestic Product (GDP) percentage expressed by each sector.FindingThe analysis shows that ISO certifications diffusion followed different dynamics depending on the commodity sectors. These reacted in different ways to the discontinuity of 2003, the year in which ISO 9000 standards changed from the 1994 to the 2000 version.Research limitations/implicationsFuture research efforts will be directed at an in‐depth analysis of the differences between ISO 9000 and ISO 14000 certified and analogous non‐certified firms. This analysis will be performed using performance indices such as the number of employees, the profitability, the volume of business, etc.Originality/valueThe paper analyzes the dynamic of ISO 9000 and ISO 14000 certification diffusion in Italy in different commodity sectors. The term of comparison is given by the contribution given by each sector to the GDP.

La certificación de Sistemas de Gestión de la calidad en conformidad con las normas ISO 9000 tuvo su inicio en el Paraguay a finales de los años 90. Desde esa tiempo hasta nuestros días, más de 130 empresas han certificado y mantenido la certificación ISO 9001, invirtiendo recursos económicos, organizacionales y humanos para lograrlo y alcanzar la mejora continua de sus productos, procesos y sistemas, sin conocer los beneficios que obtienen al hacerlo. Se realizó una investigación para determinar el impacto que la implementación y certificación de sistemas ISO 9001:2000/2008 sobre beneficios estructurales, de mercado, de gestión de personas y económicos, previamente identificados. Para llevar a cabo esta investigación, se elaboró un instrumento de colecta de datos, que se aplicó a 44 empresas u organizaciones seleccionadas aleatoriamente de un universo de 131 empresas u organizaciones con certificación activa a enero de 2011. Los principales resultados obtenidos confirman la hipótesis de que la certificación del sistema de gestión de la calidad en empresas u organizaciones paraguayas proporciona, a un altoporcentaje de ellas, beneficios estructurales, de mercado, de gestión de personas y económicos.

Abstract:
Purpose – The purpose of this paper is to explore the relationship between the acquisition of an ISO 9000 certification and the overall financial performance of the certified firms. More specifically, the study proposes a multidimensional conceptual framework, including “customers’ demand”, “ISO adoption”, “operation efficiency”, “market efficiency” and “overall financial performance”. Such a multidimensional approach has randomly been explored in the existing literature, making the examination of the proposed conceptual framework an interesting research topic. Design/methodology/approach – The proposed conceptual framework was tested on a sample of Greek ISO 9000-certified companies of various economic sectors. Quality managers were used as key respondents. The final sample consisted of 168 companies. The reliability and the validity of the questionnaire were thoroughly examined. Empirical data were analyzed using the structural equation modelling technique. The findings are based on the 2000 version of the ISO series, which is generally accepted and has widespread use, as it has eliminated most of the disadvantages of the 1994 version. The present study is empirical (it is based on primary data), explanatory (examines cause and effect relationships), deductive (tests research hypotheses) and quantitative (includes the analysis of quantitative data collected with the use of a structured questionnaire). Findings – The findings of the study provide strong evidence that ISO 9000 implementation is highly associated with improvements in overall financial performance. Moreover, it was found that ISO implementation is directly associated with significant improvements in quality awareness, operations execution, market share, customer satisfaction and sales revenue. Finally, customers’ demand was not found to be the most important motivation for implementing an ISO certification. Rather, it seems that companies seek for quality improvement due to internal motives. Research limitations/implications – A limitation stemming from the implemented methodology is the use of self-report scales to measure the constructs of the proposed model. Moreover, the present paper lacks a longitudinal approach, since it is cross-sectional and provides a static picture of ISO implementation. Practical implications – The paper makes an analytical effort in order to point out areas that companies should emphasize in order to successfully implement ISO 9000 and, therefore, harvest its potential benefits. Certain practical implications are offered in the final part of the paper. Originality/value – The paper proposes an enhanced conceptual framework that examines vital issues concerning the successful implementation of ISO 9000, thus, providing valuable outcomes for decision makers and academics. Moreover, the results of the study may be generalized in other developed countries whose economy faces similar significant challenges as Greece.

Abstract:
The paper presents the experience in development and introduction of the Quality Management System (QMS) which meets the requirements of international standard ISO 9001:2000. The arrangement of quality management is a task, which integrates general management of the institution on the basis of quality ideology as a highest strategic aim. The application of international standards ISO 9000 facilitates the wide dissemination of new principles of management directed to a customer and quality of servicing, which were not peculiar to the Soviet Public Health. The QMS introduction is a scaled and complex process for any organization involving the whole its staff – from the head to the attending personnel. It must be performed stageby- stage with application of process approach technique. The result of QMS model development in Novosibirsk RITO is a transition from «as it is» condition to «as it should be» condition to eliminate revealed inadequacies. The used criteria and methods of monitoring and analysis permit to estimate the effectiveness and level of key processes of medical care and to schedule their improvement. A voluntary certification of conformance to the international standard ISO 9001:2000 is the first system task in the field of comprehensive management in Novosibirsk RITO. The standard conformance means that the achieved management level meets a minimal set of standardized requirements which reflect internationally recognized means of management for the production of medical services of guaranteed quality.

Los beneficios que reciben las empresas son ventajas competitivas en el mercado, mayor uniformidad en las operaciones internas evitando desperdicios y redundancias; mejor calidad en los productos y servicios; menos auditorias por cliente; más énfasis en el mejoramiento continuo; reducción de costos y mejoras en el rendimiento de las instalaciones y mejor documentación. Por ello, las empresas han iniciado procesos para implementar la norma ISO. Por su parte, las cámaras y el gobierno han iniciado programas para motivar su implementación, pues la eliminación de las barreras técnicas al comercio, el intercambio comercial fluido, y la implementación de tratados de libre comercio señalan que las barreras arancelarias desaparecerán, y se transformarán en barreras basadas en normativas. Este trabajo ofrece los pasos necesarios para alcanzar la norma.

This article aims to identify the major characteristics of the implementation of quality programs in large construction companies in Brazil. This study focuses on the most accepted and implemented models such as ISO 9000:2000, ISO 14001, Six Sigma and Total Quality Management (TQM). An exploratory study was carried out in seven large companies (approximately 37% of the total number). These companies were chosen from the “500 Largest and Best Brazilian Companies” list, published by Exame Magazine, in 2005, out of a total number of 15 large companies in the sector. The indings of this study show that the companies have been implementing quality programs, have been using more basic quality tools, and have been dificulty accounting resources that come from the implementation of quality programs.

It has become a management philosophy and has taken shape in a series of international standards in the ISO 9000 series. This article aims to describe how total quality management (TQM) – a dandelion seed from overseas ‐ turned an ordinary library into something different.Design/methodology/approachThis article is a general review of the progress made in Hainan University Library.FindingsHainan University Library implemented TQM in July 2004 and passed the authentication of ISO 9000: 2000 in 2005. Management innovation in Hainan University Library gradually became a real eye‐catcher. A national workshop on quality management and performance management in the library was held in April 2006. The library is now a member of IFLA (there are 25 members in China including Macao and Hong Kong); in 2005 the director of the library was elected as a standing committee member of IFLA Academic and Research Libraries Section; and international exchange and cooperation is becoming increasingly active.Originality/valueThe paper demonstrates how a silent, ordinary library has made a difference; it is moving away from being an isolated island and moving towards the international arena.

The authors of the article explore the problem of introducing process and risk-oriented thinking in national organizations. In 2000 the International Organization for Standartization, ISO, announced process approach as the basis principle of management in any organization. It became the embodiment of Deming’s postulate who recommended to consider any activity as a technological process. The authors show the practicability of transition from the functional structure of an organization to integrated process. New ISO 9000:2015 standards reflect presentday challenges and require that organizations should carry out risk assessment and accounting. One of the key objectives of the quality management system is to act as the prevention tool. Preventive action lies in using riskoriented thinking in formulating requirements to the quality management system. The authors introduce the system analysis method in risk management to reveal potential risks and plan preventive action.

Abstract Context.—Laboratory quality indicator data, most often presented and reported as a percentage of variance, may be misleading, inasmuch as variances, and therefore percentages, appear to be low. Method.—Current data from laboratory quality indicators and national data derived from several years of College of American Pathologists Q-Probes studies were normalized to parts-per-million defects, as commonly practiced in the manufacturing and service industries for benchmarking performance. Results.—Laboratory data in parts-per-million defects demonstrated opportunities for significant improvements in laboratory performance across the total testing process. Conclusions.—Historical quality assurance programs do not appear to be significantly improving the total testing process. Manufacturing and service industries are using quality systems strategies, such as ISO 9000 and the Baldridge Award Criteria, to effect improvements in both productivity and cost. Quality system solutions for performance improvement may provide a systematic approach to improving laboratory performance.

Therefore, drugs must be manufactured to the highest quality levels. End-product testing by itself does not guarantee the quality of the product. Quality assurance techniques must be used to build the quality into the product at every step and not just tested for at the end. In pharmaceutical industry, Process Validation performs this task to build the quality into the product because according to ISO 9000:2000, it had proven to be an important tool for quality management of pharmaceuticals.

Проведено частковий аналіз системи управлінні оборонними ресурсами в Україні. Розглянуто процес управління ресурсами в Міністерстві оборони України (МОУ) та Збройних Силах України (ЗСУ), як основних державних органів в сфері управління оборонними ресурсами. Виявлено недоліки в системі управління ресурсами та сформовано певні пропозиції щодо удосконалення процесу управління оборонними ресурсами.

A quality assurance system and its management are of great importance to an aviation organization whether it is large or small. The final task of the quality system is to ensure the technical aircraft maintenance system at a high level of quality, to ensure airworthiness of the aircraft. In our days Total Quality Management (TQM), as a new philosophy, is gaining power in civil aviation. Seeking quality is vital for maintenance organization for such reasons as the survival of the organization and competitiveness in the market. TQM is directly connected with the ISO 9000:2000 series standard implementation and involves many other parameters such as the qualifications of personnel and training. As an instrument for control, an audit, done by themselves or by an outside company, is indicated.

<em>This study is to find out and analyze how Small and Medium Enterprises (SMEs) maintain their competitive advantage so that they can survive or even develop from the time they were established until now. Achieving this goal is a qualitative method of research methods. This is intended to explore the managerial actions of SMEs in maintaining competitive advantage. The results of the study show that competitive advantage can be achieved through SOAR (Strength, Opportunity, Aspiration, Results) Strength consisting of skilled workers, loyal customers, products according to consumer tastes, product and production process innovations, and adequate business land. Opportunity consists of the quality of the production process, broadening the marketing reach from domestic to foreign, and managerial capabilities supported by International Standard for Organization (ISO) 9000-2000 quality management systems that have an impact on increasing consumer confidence. But not many SMEs<strong> </strong>have been able to implement a quality management system. Aspiration of SMEs<strong> </strong>is to work with several souvenir sellers around them and with export brokers. Results are expected to increase sales by participating in online exhibitions and promotions, and improving the production process so that the product is defective or damaged near or zero percent.</em>
