Abstract:
Purpose – Little attention has been paid to how quality management systems (QMSs) are optimized by supportive employee behavior. The purpose of this paper is to provide a critical review of the literature on the inclusion of human factors in the ISO 9000 family of standards, identify deficiencies in the standard's current treatment of these issues, and offer recommendations on how human resources (HRs) can be better integrated into these business management standards. Design/methodology/approach – This concept paper presents a survey of both academic and practitioner literature on the topic of HR and its treatment in quality standards. The focus is restricted to consideration of human factors that are specifically identified in the ISO 9001:2008 and ISO 9004:2009 standards. Findings – ISO 9001 and 9004 include some HR topics, but their treatment is insufficient to meet the demands of today's business environment. The recent addition to the ISO 9000 family, ISO 10018 – Quality Management – Guidelines on People Involvement and Competence (ISO, 2012b) will help to address the deficiency if adopted by the marketplace. To improve the usefulness of ISO 9000 standards, the breadth of human factors should be enhanced both extensively to include components of workplace culture and work design and intensively to require more rigorous treatment of the HR considerations already included in the standards. Practical implications – There is a need for more comprehensive consideration of human contributions to quality if organizations are to optimize the value they receive from their HR and their investment on the ISO 9001 QMS. Originality/value – The limited references linking HR and the ISO 9000 series of standards have focussed upon how human factors contribute (or not) to the successful use of the ISO 9000 standards. In contrast, this paper offers a comprehensive and integrative examination of how the ISO 9000 QMS standards could more comprehensively and effectively incorporate HR into a firm's practices.

Abstract International management standards can provide organizations with challenging opportunities only if they understand the intended aims and features of those standards and apply them creatively and integrated into their business management. For that to happen, the business leaders of the organizations play the key role. For this subject, this discursive article focuses on the ISO 9004 quality management (QM) standard, which is one of the international management standards, which can be applied to all kinds of organizations. In addition to the opportunities, this article discusses difficulties and pitfalls associated with the ISO 9004 standard, and their possible solutions in practical implementations. The authors highlight aspects of how ISO 9004 can be considered as the most challenging standard in the ISO 9000 series of the QM standards. However, many organizations, which have not acknowledged the differences and relationship of the ISO 9004 and ISO 9001 standards, often apply the ISO 9000 standards in inadequate ways and hence have not the ability to exploit the potential opportunities of the standards. Especially, ISO 9004 considers QM from the entire business point of view and aims at the quality of the whole organization. ISO 9004 standard can provide QM guidance to achieve sustained success even in complex, demanding and ever-changing contemporary business environments, including the challenges of the 4th industrial revolution. This article gives ideas and creative theoretical and practical views for the ISO 9004 implementations. The aim is to emphasize that, according to ISO 9004, the organization’s identity and its differentiating competitive advantages are the bases for the quality of the organization and its sustained success. In this context, each organization has its own and always existing QM realization, which cannot be separated from business management and which can be continually improved according to the organization’s business development strategies and practices. In this respect, the ISO 9004 can be seen as flexible and challenging. Based on the authors’ experience, QM targets can be achieved and developed in the most natural way through the principles and practices of the learning organization. In addition to the ISO 9000 standards, organizations also use other well-known managerial references, including performance excellence models and many various management system standards of the specific disciplines. All these may be seen as sub-domains within the ISO 9004 framework. ISO 9004 also can be used for diverse TQM and sustainability implementations. This article is based on the authors’ long experience in the practical promotion and application of the ISO 9000 standard in different kinds of organizations. The first author of the article has involved in the international drafting process of the ISO 9004 standard-editions since the 1980s. He also was a co-writer of a similar ISO 9004 article about twenty years ago. That article has been publicly available on the Internet, and its over one thousand recent readers evidence a growing interest in this standard. Moreover, after 2000, ISO 9004 standard has been revised twice and rewritten completely recently. Hence, it is well-founded to re-examine this subject again in this article.

Abstract:
The article analyzes the current state of application and determination of the prospects for the implementation of ISO 9000 series standards in the field of tourism and hospitality of Ukraine in the concept of general quality management of TQM. It has been proven that the problem of post-war revival and development of processes of general management of the quality of services in the field of tourism and hotel and restaurant business of our state is quite urgent, based on its financial, economic and social importance for the reconstruction of the economy of our country. It was studied that as a result of the implementation of international standards, the activity of the enterprise (organization) becomes more understandable and transparent, a clear division of responsibility is established, the level of internal organization increases and the number of errors decreases. The difference between ISO 9001 and ISO 9000 is determined. The quality systems built on the ideology of the ISO 9000 series standards, which played their unique role in the development of technical and technological progress, are analyzed. It has been proven that the implementation of a quality management system developed on the basis of the ISO 9001 standard in an enterprise or organization contributes to the simplification of the system of service provision and the improvement of their quality, the establishment of established feedback with consumers, the improvement of the working climate, and the provision of stable work in conditions of staff turnover , making rational and effective decisions based on facts. The domestic level of standardization in the field of tourism and hospitality was studied in view of its correlation with international standards of general quality management. It has been proven that the standards of the ISO 9000 series, in particular the ISO 9001 standard, defines the most convenient and the most simple management model for today, and this model should be most fully used in the field of hospitality and tourism of Ukraine. It was concluded that effective quality systems that meet market requirements are today integrated into the concept of TQM — Total Quality Management. The main direction of the new version of the ISO 9000 series standards was their convergence with the ideology of TQM. In order for the domestic tourism business and the hospitality industry to have the opportunity to develop successfully, it is necessary to study all the rules and requirements of the ISO standard, as well as the methodology of their implementation at domestic enterprises in the field of hospitality.

Abstract:
This paper reports the main findings of a study of eight companies with fifty or less employees which investigated their attitudes, problems and successes in relation to registration to the ISO 9000 series of quality management system standards. All the companies studied had attended a Workshop Programme training course to provide them with the requisite advice and assistance to gain registration. However, only one of the eight companies went on to gain ISO 9000 series registration. In every case the perception that the market-place was demanding or likely to demand ISO 9000 series registration was the prime motivator. The two main drawbacks of introducing an ISO 9000 series quality management system standard were time and the volume of paperwork.

Abstract:
The issue of replacing the term “upravlinnya/keruvannya” with the term “management” in the DSTU ISO 9000 series of standards is considered. The initiators of the replacement believe that the authors of the national standard DSTU ISO 9000:2015 Quality management systems. Fundamentals and vocabulary made erroneous translation of the term “management”, since the concept of “management” has a much broader meaning than the concept of “upravlinnya/keruvannya”, and this negatively affects the development of the Ukrainian economy. The initiators of the replacement insist on the immediate correction of this error in the DSTU ISO 9000 series of standards. To support these claims, the initiators have amassed numerous expert opinions, comments and other materials, the basis of which was the Russian-language edition of the ISO 9000:2015 standard, as well as long ago cancelled and replaced standards in the field of quality management. The reference to Russian-language publications is based on the fact that Russian is one of the three official languages of the ISO. The proposed replacement of the translation of the term “management” in the standard DSTU ISO 9000:2015 Quality management systems. Fundamentals and vocabulary was analysed. The equivalence of the concepts of “upravlinnya/keruvannya” and “management” is substantiated. The examples demonstrating the erroneous interpretation of the concept of “management” are given. Complying with the requirements of 6.1.5 DSTU 1.5:2015 National standardization. Rules of development and presentation of national normative documents for the use of foreign words and terms in the presence of equivalent words and terms in the Ukrainian language is stressed.

Abstract:
The authors' task was to analyze the development of quality management systems at the current stage in Russia, as well as at the previous stage in the USSR. As a result, we came to the conclusion that the factors stimulating the implementation of ISO 9000 standards are the need to promote products on the world market, as well as the possibility of receiving orders from the state. In the future, strict adherence to these standards will allow enterprises to significantly reduce the likelihood of lawsuits from consumers, which is important in the context of the development of the legislative framework and increased control over the business. The practical significance of the article is the possibility of familiarizing management and personnel with quality services, whose task is to prepare for certification for compliance with ISO 9000 standards in how this process took place in other companies. The originality of this work is to summarize the experience of implementation of ISO 9000 standards at enterprises and to analyze the factors contributing to or hindering this process.

Many companies worldwide are implementing and applying for registration for the ISO 9000 series of quality standards. This implementation has the same effect on an organization as any other process that is changing the methods, procedures, or the basic culture of the company. The management style necessary to make these changes successful is the same as that which is necessary for any other transformational process. If the correct management style is present, ISO 9000 implementation, and any other change being attempted, will be successful. Change can be accomplished without transformational management but the overall effect and the cost benefit will not be maximized. This transformational management is the most important element. The technical aspects (the ISO 9000 hows and whys) are just a matter of someone within the organization learning them and developing a plan and system for management. The correct management style to achieve change is the most difficult. Strategies need to be clearly defined and methods developed in order to control the projects. Roadblocks need to be clearly identified and action planned to compensate for any shortcomings.

ISO’s standards have been applied not only by the manufacturing industries but also universities as well as research institutions. Three ISO standards are commonly applied: ISO 9001, ISO 17025, and ISO 14001. Although these three standards have differences in the purpose, criteria, and emphasis, these standards can be applied side-by-side by an organization. Eventhough, many questions arise when the organization undertake more than one ISO. These questions, for examples, are: Is it not enough possessing just one ISO, for example ISO 9000 series only? What is the relation between one ISO to another? What is the relation between ISO and the existing regulations? Following the ISO system there is an internal affair in the institution that maintains and manages the quality system according to ISO, for example ISO 14000, environmental management standards. On the other hand, there is a research group in the institution that performs technical services for environmental laboratory testing and environmental research and studies. What are actually the difference functions between these two activities? This paper tries to conduct study in order to give answers for those particular questions. This paper is neither intended for describing ISO in details nor for tutorial purposes. Either comprehensive training or implementing ISO is conducted by a special authorized agency.

Reacting to these changes, the participants of the market are looking for the ways not only to ensure but also to transcend these requirements. Organizations are free to choose how to reach the quality – to instill the ISO 9000 series standards or to apply Total Quality Management regulations. Total Quality Management is estimated as one of the most efficient forms of organization management, and the popularity of ISO 9000 series standards is conditioned by the optimization possibilities of organization operating level and the internationally recognized certificate which proclaims the organization attempts to reach the quality. However, ISO 9000 standards are often criticized – purportedly they determine the manifestation of bureaucracy but not the improvement. Criticism on this aspect is fostered by the fact that the theory of general quality management does not regulate the necessity of documentation. The aim of the article is to assess whether the documents, from the quality management viewpoint, generate this surplus value or are only selfobjective activity towards obtaining the certificate.

Introduction. The authors believe that the process of Ukraine’s integration into European society requires a creative approach to reviewing and using the positive and negative experience gained in European countries to implement the standards of enterprise quality management system (QMS). This will allow, firstly, to timely and qualitatively harmonize Ukrainian QMS standards with European standards, and, secondly, to avoid many mistakes on the way to the implementation of QMS standards that were studied by our predecessors - Western companies, when choosing the effective QMS and approaches to its perfection. The purposes of the paper: The analysis of the problems that Ukrainian enterprises can expect on the way to implementing the QMS, taking into account the European standards of the ISO 9000 series; Generating a general methodology for researching and improving the managerial processes of an enterprise functioning (as a complex system), namely, the cybernetic approach; Based on the cybernetic approach, to provide a mathematical model of the most general criterion Kgen of total effectiveness of quality management of a particular enterprise; To consider issues of increasing the effectiveness of the quality management system certification of Ukrainian enterprises, in particular, the features and limits of the application of the quality management system standards in scientific research; For the latter case, to analyze the specifics of a research process and its correlation with the requirements of ISO 9000 series standards. Results. Studies have shown that the problems, that European companies have been “ill with” on the initial path to standardizing enterprise quality systems («ISO mania», «documentation», «digital digestion», «tyranny of indicators»), in Ukraine could and should be prevented as a result of a careful analysis of their negative experience. Also, the analysis of the specifics of scientific creativity shows that it is extremely harmful to practice the attitude to the standards of the QMS as an absolute and not to take into account the specifics of individual sectors of human activity. The development of management science in the future will contribute to the elimination of errors and problems along the path to introducing already internationally accepted quality standards, in particular, ISO 9000 series, which have already become a useful tool for finding a common understanding of quality principles by specialists of all countries and levels. Conclusions. Therefore, the success of scientific activity is always associated with a specific personality (or personalities) of a scientist and a certain teamwork when performing research and development work (R&D). Any perfect managerial structure, introducing the «right» standards in R&D, will be useless for a scientific breakthrough if there is no «a generator of ideas» and his team with a participation of a «troublemaker». But for an R&D team, all conditions for solving urgent scientific problems must be created. And this is impossible without a reasonable, rational organization of scientific activity and without equipping it with both technical means and appropriate personnel. That is, if possible, it is advisable to take into account those rational recommendations that have already been sufficiently mentioned in the standards of the ISO 9000 series. Therein lies a certain contradiction that must be professionally overcome. Abstract:
The existence of a wide range of subjects of public administration in the field of physical culture and sports, and this is shown by the example of the Kolos society, requires proper functional support of their activities, as the corresponding specific role of the bearer of service powers. The article reveals the need to apply international standards of the ISO 9000 series to the management of the development of the sphere of physical culture and sports in Ukraine, the use of standards by voluntary physical culture and sports societies according to the "center - regions - society" scheme. This is possible by ensuring the interaction of public administration entities, which include state and local authorities, while observing the standards of management activities and providing physical culture and sports services. It is the ISO 9001: 2015 standard that should be considered the backbone that should be applied to the development of a modern public administration quality management system in accordance with the high expectations of consumers of physical culture and sports services.

Abstract:
The model of a quality management system based on international standards ISO 9000 series is recognized in all the world. The aim of the article is to show the competitive advantages of a construction company in the modern market by improving its quality and product management system. We consider the implementation of the provisions of international standards ISO 9000 series as an effective solution to the problem. Quality improvement is a continuous work aimed at improving the technical level of product quality, quality of its manufacture, improving production elements and the quality system itself. The authors of the article give a specific method for improving the enterprise quality management system with a developed sequence. A risk-based approach to creating an enterprise quality management system was also considered. The main research methods in assessing the technical condition of certain building materials are differential, integrated and mixed methods. The authors show the calculation procedure using these methods, as well as the main results of their application. Then, the article provides a methodology for calculating the level of product quality, which is evaluated by a set of indicators, which do not include economic indicators.

Abstract:
Airports similarly to other companies are certified in compliance with the International Standardization Organization (ISO) standards of products and services (series of ISO 9000 Standards regarding quality management), to coordinate the technical side of standardizatioon and normalization at an international scale. In order for the airports to meet the norms and the certification requirements as by the ISO they are liable to undergo strict audits of quality, as a rule, conducted by an independent auditing organization. Focus of the audits is primarily on airport operation economics and security. The article is an analysis into the methodology of the airport security audit processes and activities. Within the framework of planning, the sequence of steps is described in line with the principles and procedures of the Security Management System (SMS) and starndards established by the International Standardization Organization (ISO). The methodology of conducting airport security audit is developed in compliance with the national programme and international legislation standards (Annex 17) applicable to protection of civil aviation against acts of unlawful interference.

In today's business environment, high quality products and services are vital for organizations to survive and maintain competitive advantage. Implementation of quality management system is still a challenge for Georgian entrepreneurs. According to the data of the National Statistics Service of Georgia on 31.12.2021, there are 183,300 operating organizations registered in Georgia, and only 176 organizations are certified by the ISO 9001 standard, i.e. approx. 0.1% (ISO Survey, 2021), which shows that awareness of the importance of the quality management system is extremely low in our country. Georgian entrepreneurs are less informed about the requirements needed to enter export markets, among which one of the most important requirements is quality assurance. The paper aims to review the existing experience in the direction of measures supporting the awareness of the quality management system of the business sphere of Azerbaijan and Russia and to develop specific recommendations based on their analysis, taking into account the reality of Georgia. Management innovation in Hainan University Library gradually became a real eye‐catcher. A national workshop on quality management and performance management in the library was held in April 2006. The library is now a member of IFLA (there are 25 members in China including Macao and Hong Kong); in 2005 the director of the library was elected as a standing committee member of IFLA Academic and Research Libraries Section; and international exchange and cooperation is becoming increasingly active.Originality/valueThe paper demonstrates how a silent, ordinary library has made a difference; it is moving away from being an isolated island and moving towards the international arena.

In accordance with the General provisions of the standard, this is the main purpose of the quality management system. Modern enterprises operate in a constantly changing market environment. Only those companies that can quickly adapt to changes in the external environment can survive in the competition. In this regard, the quality management system should be flexible and quickly "adjusted" to changes in the requirements of the parties interested in the company's activities. The BOOTSTRAP approach to software process assessment and improvement offers a methodology which can be suitably used with different types of the software process and products, and with different software producing organization structures and sizes. The approach is supported by cumulative data about the software industry as a whole as well as its individual sectors. At the same time BOOTSTRAP is based on the ISO 9000 series quality standards and appropriately general software project management standards (ESA-PSS-05), as well as is related to such defacto maturity standards as SEI's CMM. More granularity in expressing capability (in terms of scale and multidimensionality) makes BOOTSTRAP particularly suitable for process improvement. While having established position in Europe and participating in such wider standardization efforts as ISO/SPICE, it is important for BOOTSTRAP to look for comparisons of assumptions and results elsewhere. This paper presents the BOOTSTRAP methodology and and in conclusions brings forward some topics that may constitute a cultural interface orspecific boundary conditions between different software process assessment and improvement approaches.

The ISO 21001 series "Educational Organizations –Management Systems for Educational Organizations" provides a methodological component and a typical industry template from the beginning of monitoring to the release of results, including preparatory work on assessment planning, questionnaire development, questionnaires, results processing, problem determination and options, further monitoring of performance. In higher education, ISO 21001 may not be seen as a competitor or replacement for ESG, but as an additional tool that can help educational organizations demonstrate their commitment to effective educational management practices.

The article presents proposals for the development of the quality management system of a machine-building enterprise based on a risk-oriented process approach. The theoretical and methodological foundations of the risk management subsystem formation as the basis of continuous development of the quality management system based on ISO 9000 standards are considered. Methodological recommendations of the development of existing enterprise methods for managing the processes of the quality management system are proposed. A methodology of risk management of quality management system processes has been developed. The practical application of the proposals formulated in the paper is shown by the example of an enterprise engaged in the production of electric traction machines for railway rolling stock. At the present stage of development of machine-building production, insufficient attention is paid to the issue of methodological support for risk management of quality management system processes developed on the basis of ISO 9000 series standards, despite the fact that this direction is very relevant and practically in demand in all industries. It is revealed that the process monitoring system, which is based on monitoring process indicators, information about internal audits, self-assessment of the quality management system, allows you to present a real picture of the state of processes and develop management decisions to improve the effectiveness and improvement of processes and the quality management system. And all the information obtained during process monitoring can be used as input data for managing risks in processes.

The purpose of the article is to justify the need to implement ISO 21001:2019 "Educational organizations. Management systems for educational organizations. Requirements and guidelines for use" in the activities of domestic educational organizations. The achievement of the goal set in the article was carried out by methods of collecting scientific and practical sources of information and with the help of comparative analysis and analysis of dynamic series. The state of certification according to international and domestic standards in the field of education quality assurance in 2018-2022 was investigated to create common quality strategies. Based on the evaluation of the frequency of key words of ISO 9001 and ISO 21001 standards, their comparison was made. It has been established that the introduction of quality management standards in the educational sector is an important step to ensure the quality of education and increase its competitiveness. The introduction and use of ISO 21001 will significantly improve the management processes of educational institutions and increase the effectiveness of quality management. To understand the readiness of ISO 21001:2019 implementation, a survey of university administration representatives was conducted. The attitude of university admini­strations to the use of ISO 9001 and ISO 21001 standards was established. The results of the survey showed that the existence of an effective accreditation system, the optional introduction of ISO, and the lack of resources (personnel, financial) hinder the process of implementing ISO 21001 in universities. Proposals for the implementation of ISO 21001 in the activities of domestic higher education institutions are based on the need for the formation of a culture not only of administrative activities, but also of changing the environment of the activities of educational institutions and consist in the development of a national policy for the introduction of ISO 21001 in the educational sector, the need to conduct informational and explanatory work among educational institutions about the advantages of the implementation of ISO 21001, provision of financial support to universities implementing ISO 21001.

The aim of this paper is to share the experience gained from an early adoption of the ISO 56000 series of standards for innovation management systems. The University of Ruse is among the first universities in Bulgaria to implement an ISO 9001 quality management system. Later this system is updated and extended with elements of ISO 21001:2018- management systems for educational organizations. Since 2020 the Technology Transfer and Intellectual Property Centre (TTIPC) at the University of Ruse has implemented a number of requirements and guidelines of the ISO 56000 series of standards. The foundation of the integrated management system is ISO 56002:2019 with guidance for innovation management. The principles for innovation management from ISO 56000:2020 are being followed while implementing key methods and tools from ISO 56003:2019 for innovation partnership, ISO/TR 56004:2019 for innovation management assessment, ISO 56005:2020 for intellectual property management, and ISO 56006:2021 for strategic intelligence.

The quality of products and services, as well as methods of quality control are receiving more and more attention in industry, education, training and research. Translation and interpretation-related approaches towards better quality control include the generic ISO 9000 series (first published in 1987) as well as translation-specific standards such as the German DIN 2345 (1996), the American SAE J2450 (2001, 2005), and the European DIN EN 15038 (2006). CIUTI, an organization initiated in 1960, is the earliest approach to ensure high quality standards in translation and interpretation training and research. The European Higher Education Reform (Bologna Process), completed in 2010, was also a chance to improve the quality of university translation and interpretation programmes. Another and strictly outcome-oriented approach to improve translation quality is the relatively recent EMT project of the EU Commission. The article presents the results of a comprehensive analysis of the information of domestic authors, as well as prominent scientists and experts from far and near abroad in the field of studying the problems of the influence of internal environment factors on the effectiveness of life, self-support and improvement of quality management systems (QMS) and total quality management (TQM) of companies and firms certified according to the criteria of international standards ISO 9000 series. A general global trend of a sharp decrease in customer interest in QMS and TQM certification to ISO requirements in all areas of production and services has been established over the past 10 years, including in the Republic of Kazakhstan. Thus, the number of certified enterprises of all levels according to ISO in the country today compared to the year 2010 has decreased three times. The study utilised the desk research method for analysing the available sources of data for the studied problem, especially covering their compilation, mutual verification, processing and reasoning. Then, multi-dimensional comparative analyses were conducted for the obtained results within a time framework of 1998-2017. As result of the conducted analyses, leading sectors in particular countries in terms of the number of incorporated ISO 9001 series standards were established. This enabled identifying the tendencies and determining the further directions of change. The paper is original in that it is based on analysing data within an industry framework in the period of nine years, identifying existing trends and establishing specific cases (countries and industries) for which the ISO 9001 standards are common and for which they are a niche.

Abstract:
The aim of the study is a theoretical justification and development of a mechanism for the implementation of quality management systems (QMS) in the activities of retail trade in pharmaceutical products.Materials and methods. The study is based on the analysis of scientific literature data and Analytical Normative Documents regulating various aspects of QMS functioning in pharmaceutical organizations. Methods of documentary content analysis of international and national ISO standards, Series 9000, were used as the basis for the development and implementation of QMS organizations despite the type of their activities.Results. In the course of the study, the organization of the production process has been studied and the main production (business-) operations of seven structural subdivisions of “Apteka-Alex” LLC in Angarsk have been analyzed. The basic principles of QMS functioning are set forth and the author’s methodology for its development for retail trade in pharmaceutical products has been presented, taking into account the specifics of the organizational structure and production activities of pharmacy organizations. The mechanisms and successive stages of the QMS implementation have been specified and given grounds for. In accordance with the requirements of GOST R ISO 9000:2015, the definitions and classification of the main production operations (business processes) of the studied pharmacies have been made up. In addition, the list of mandatory (core) and basic standard operating procedures (SOPs), detailing the main production (business-) processes, has been made up, and an algorithm for developing and testing SOPs has been outlined.Conclusion. The results of the study allowed us to justify and propose a step-by-step methods of QMS implementation into the work of pharmaceutical organizations in the retail sector. The first results of the approbation and use of the developed methodology show that it contributes to the rational construction and functioning of the QMS, in accordance with the requirements of the existing standards, as well as the optimization of administrative management of all production (business-) processes.

Abstract Problems related to work safety have been accompanying humanity since the dawn of time. In times before the Industrial Revolution, human and animal muscle strength was used to work, and “safe work” solutions were developed and introduced individually by the user or supervising the work. Only a change in the way work was done due to the industrial revolution, the introduction of new energy sources, the transformation of manufactories into factories and the birth of the working class brought about greater, concrete changes. It was at that time that various machines and devices began to be introduced into the workplace, which on the one hand improved work and on the other hand created more and more potentially dangerous situations. Security was started holistically and institutionally. With the transformation and return of capitalism, the subject of real work safety returned. Health and safety was to be not only a fashionable slogan, but a value that was supposed to guarantee profit – in accordance with the principle that accidents reduce productivity. It was also connected with the process of adapting Polish law in the field of health and safety to the law of the European Union (EU), which resulted from Poland’s pursuit of EU membership. Moreover, an important factor initiating these changes was the interest of enterprises in quality management systems compliant with the ISO 9000 series and environmental management systems compliant with the ISO 14000 series, and related attempts to adapt the system management concept to the area of occupational health and safety, resulting in PN-N standards 18000 series. This publication analyzes the new standard PN-ISO 45001:2018 – “Occupational health and safety management systems – Requirements with guidance for use” comparing it with the standard PN-N 18001:2004 – “Occupational health and safety management. Requirements”.

According to decision no. 400/MON of the Minister of National Defence, the incorporation of the “Quality Assurance System in the Air Force” [1] commenced on 1 January 2013. The ISO 9000 series standards enforce a change in the approach to the problem of management of the organisational unit. The analysis of the important parameters takes place at the start, not only at the end, and uses simultaneously preventive actions and the monitoring of processes during their execution.The incorporated Quality Management System (QMS) provides comprehensive solutions – all services of the organisational unit operate in a single, coherent organisational system and communicate via one information system. The Quality Management System enforces compliance with the specified conduct procedures and excludes “informal circulation” in the scope of the organisation management.

One of the important barriers to the functioning of quality management systems (QMS) is misunderstandings (conflicts) between auditors and staff. It can be assumed that these phenomena are caused by the fact that employees equate audit with inspections, which is almost always accompanied by emotions that make an objective approach to the legitimacy of the „test” more difficult. The question arises to what extent this perception results from the auditor’s behaviors. Against this background, an attempt was made to indicate the extent to which the relations between the auditor and the audited employees can be shaped by a HR specialist. Referring to the literature on the subject and authors’ own experience in empirical research conducted in companies where the QMS systems were implemented based on the ISO 9000 series of standards, the study aims to characterize the tasks which HR specialists should perform in order to prevent conflicts between the internal auditor and the staff.

Abstract The situation on the market of laboratory services in Poland is growing rapidly. In order to stay in this difficult market, one shall convince potential customers to his/her competences and quality of services. Testing or calibration laboratories, wishing to assert its position in the market, introduce the management system based on the PN-EN ISO/IEC 17025:2005 standard, the so-called ‘General requirements for the competence of testing and calibration laboratories’, and then apply for the certificate of accreditation in the Polish Centre for Accreditation (PCA) [14]. In order to maintain accreditation, as well as to maintain a competitive advantage, laboratories must prove that the management system is effective, which is the matter of this article. The first part presents the analysis of concepts on the effectiveness of the quality management systems and their improvement, in particular those set out in the standards of ISO 9000 series, as well as in the ISO/IEC 17025 standard (in the past and present). In the following part one identified and described the PN-EN ISO/IEC 17025:2005 standard on the effectiveness of the management system in the accredited laboratory (including the involvement of top management and quality policy, internal audits, corrective and preventive actions, evaluation of the effectiveness of training, quality control tests). Then one showed how to assess the effectiveness of the management system, which shall or may be used by the accredited laboratory (i.e. internal audit, self-assessment, management review, surveys and financial appraisal).

The purpose of this paper is to present the model for assessing Corrective action process maturity level. The model is developed as a tool for evaluating and managing the process of corrective actions, which is considered as one of the key elements of Quality Management System within International Standard ISO 9001:2015, and also the process represents a specific requirement in problem-solving in many industry standards (for example, IATF 16949:2016, ISO/TS 22163:2017, AS/EN 9100:2016). The model is developed based on the survey results of manufacturing companies’ employees competent in problem-solving (N = 259). Structural Equation Modeling in STATA program was used to analyze the results. Verified factors significantly affecting Corrective actions and problem-solving process are integrated into the model. Obtained results are analyzed by means of fuzzy logic algorithm in MATLAB, that enables process maturity level assessment in accordance with recommendations of ISO/IEC 330XX series of standards.

HACCP (Hazard Analysis and Critical Control Points) is an indispensable contemporary system of process control in the food processing industry. In its original meaning this control procedure includes hazard analysis and identification of the points in the production process where the product contamination is reasonably likely to occur resulting in an unsafe product. At the critical points the control of the production process should be severer in order to eliminate or reduce the product safety risks. The aim of implementing a quality management system being quality management, according to the standards of the ISO 9000 series, the formulation of a product that meets "the requirements stated or implied", where the implied requirements refer to the prescribed quality requirements, which, in the food industry above all, comprises safety, it is necessary to build HACCP into the quality system. The application of HACCP principles when introducing a quality system should be extended to those parts of the production process in which the required quality of the product may be at risk.

Abstract:
This article substantiates the feasibility of using an innovative system of total quality management (TQM) based on theoretical and methodological research. This system has proven its effectiveness in the global economic space. It helps to solve problems associated with increasing the production of high-quality products, the interest and motivation of employees, and also makes production management more effective. The experience of introducing this system by individual countries, in particular, Japan and the USA, is also considered. A comparison of the indicators of Japanese companies before and after the implementation of the TQM model is given. It was concluded that today the majority of domestic enterprises manage product quality in accordance with the principles of the ISO 9000 series. ISO standards are based on technical systems and procedures, but employee involvement and continuous improvement are optional. Unlike ISO, the TQM system involves prioritizing philosophy, concepts, tools and methodology, as well as involvement of all employees and a continuous improvement of quality. The possibility of adapting the TQM system to the practice of Ukrainian enterprises was investigated. Given the available resource potential, this is possible, but first of all, for this, it would be necessary to completely rethink the approach to the management of the organization and conduct trainings on familiarizing employees with the TQM system. Based on the analysis of the main technical and economic indicators of the « Agricultural company 2004» PE, it is proposed to apply the key principles of TQM, which were developed by the famous scientist E. Deming, to increase the efficiency of its activities.

Abstract On the analysis basis of Ukraine fuel and energy complex priority problems, the key role of the introduction of international standards ISO 14000, ISO 9000 series and HSE policy to create conditions for the prevention of technological effects on environmental components and the formation of prerequisites for a safe environment, both for personnel and for the population of the surrounding territories, are determined. Deterioration of natural resources quality and ecosystems degradation and possible levels of natural environments pollution are used as parameters for environmental risk assessing in the conditions of the fuel and energy complex operation. The concept of environmental risk management in this field is presented. The biomonitoring uses to assess the factors influence of the industry enterprises is proposed. Biomonitoring of the territory around the Burshtyn thermal power plant is carried out, taxonomic characteristics of phytoobjects are given, and the indicative prospects of plants, their diversity and classes of permanence are evaluated. A literature analysis is carried out regarding the convenience, ease of use and phytoindicative suitability of plants under the conditions of the man-made environment complex impact. The highest species representativeness in Asteraceae family, represented by 17 species, Fabaceae and Poaceae – by 5 plant species, is established within the study area. The highest phytoindicative potential of Cichorium intybus L. and Achillea millefolium L. under the influence of Burshtyn thermal power station is revealed, which indicates the possibility of effective use of these plants as sensitive monitors of the fuel and energy complex enterprises ecological state.

When performing the analysis of quality management in a medical organization, a set of principles and management methods were taken into account. Quality management covers the processes of planning, organization, motivation and control, necessary to achieve the ultimate goal. The main problem of the healthcare system at the analyzed stage is the low level of competence among top managers. For full-fledged management, it is necessary to create a special body, which should be integrated as a unique subsystem that is responsible for solving the issues of implementation and development of process management. An adequate and planned approach to the creation and integration of the process office into the organizational structure has a sufficiently large strategic potential. The methodology of quality management in the healthcare system is a sequence of stages of identifying and formulating a problem, establishing and conducting an analysis of cause-and-effect relation, evaluating the effectiveness of the service, determining and adjusting goals and objectives to ensure full and effective functioning. The requirements for quality management all over the world are determined by the standards of the ISO 9000 series. They created the foundation for the procedures of development, implementation and certification of the quality of medical services.
