The collapse of the Soviet Union and the rise of the United States to dominance marked the start of a new era in international relations. The need to study accommodation as a security strategy in the developing world stemmed from this major development. In this context, this thesis attempts to add to the growing literature on accommodative strategies by analysing the dynamics of accommodation in protracted conflicts in the developing world. This thesis analyses international state behaviour by countries that share a historic legacy, and examines the delicate relations between West Germany, Austria and Israel in the wake of the Second World War as a case study. In it I propose a model - 'diplomacy of memory' - for this currently untheorized form of diplomatic conduct in order to explain how countries use official memories of their past on the international stage. This dissertation seeks to expand our understanding of variation in foreign policy. Although we have a series of large, extant literatures dealing with the sources of foreign policy, there has been less attention paid over the last decade to understanding why states change their behavior. This research questions whether Israel and Palestine should be divided into two states. Viewed through the International Relations (IR) theories of Realism and Liberalism, the ‘Two-State’ solution is the orthodox policy for Israel and Palestine. But Israelis and Palestinians are interspersed and share many of the same resources making it difficult to create two states. So, this research critiques the aforementioned IR theories which underpin the ‘Two-State’ solution. The conclusion reached is that there ought to be new thinking on how to resolve the Israel-Palestine issue.

Abstract:
This thesis is an interpretation of Egypt’s foreign policy in the decade, loosely-defined, after the signing of the Camp David accords in September 1978.
