Abstract New emerging digital technologies such as artificial intelligence, virtual reality, augmented reality, cloud computing, blockchain, robotization, the Internet of Things, big data, etc. have produced a powerful disruptive effect in almost all areas of our existence and have radically changed the way we live, work, learn or relax. Without consciously realizing it, everyone is adapting to the digital era. As nothing “escapes” the all-encompassing digital transformation, higher education follows track too. So, it is natural to ask ourselves: what are the higher education institutions doing to keep up with this rapidly evolving digital world? In this paper, we present the case of West University of Timişoara as an example of good practice in dealing with the effects of digital transformation on the university and its academic community (teachers, students, administrative staff). Our goal is to gain an understanding of what is being proposed through the institutional development strategy, and what is actually happening in our university from the digitalization perspective. Thus, we conduct an exploratory research using a quantitative approach that involves a survey applied to students enrolled in different study programs, at different levels. We focus on their opinion about how our university can prepare and transform in order to adopt an integrated digital approach, looking into topics like: technology-enabled services, digital enrollment of students, digitization of the administrative processes, implementation of digital procedures to offer recommendations or file complains, digital curricula, new modes of digital learning delivery, etc. Our findings reveal that West University of Timişoara must take significant steps towards the implementation of digital transformations, while, however, remaining watchful and cautious of the hidden implications of this process.

Over the past five years the Philippine IT-enabled services industry has grown tremendously, fuelled primarily by strong global demand. The main competitiveness drivers of the Philippines as an attractive location for offshore IT-enabled services are well documented: highly skilled, English proficient workforce; low labour costs; cultural affinity towards the United States; reliable telecommunications infrastructure; and business-friendly policies. It is this rare combination of resources that has attracted many FDIs to locate their outsourcing operations in the Philippines which has made the country a prime location for customer contact service centres and business process outsourcing. This chapter examines the internal capabilities and external linkages of the Philippine ITES industry based on an empirical study. This chapter provides both practitioner and academic insights into outsourcing. It begins with a review of the literature and practice of outsourcing, followed by a retrospect of its developments since the 1960s, up to present-day emergent trends such as best/smart-sourcing, rural-sourcing and business application grids. Recent legal developments are highlighted, along with their corresponding impacts. Outsourcing decisions tend to focus solely on the short-term benefits of cost reduction and service level improvement and, hence, often lack strategic direction, thus indicating the need for strategic management frameworks in the decision process. This chapter introduces a generic framework for such decision-making and highlights other strategic frameworks developed by researchers. The chapter then concludes by summarizing suggested action points that enable both clients and service providers to best exploit the recent developments in outsourcing, in order to maintain the strategic edge in an increasingly complex and competitive business environment.

The concept of presence was initially associated with an instant messaging service, allowing an end user to recognize the presence of a peer online to send or receive messages. Now the technology has grown up to include various services like monitoring performance of any type of end user device, and services are accessible from anywhere, any time. The need for enhanced value remains the driving force behind these services, for example, Voice over Internet Protocol (VoIP) services, which is drawing tremendous research interest in services performance evaluation, measurement, benchmarking, and monitoring. Monitoring service level parameters happens to be one of the most interesting application-oriented research issues because various service consumers at the customer companies/end users’ level are finding it very difficult to design and monitor an effective SLA (Service Level Agreement) with the presence-enabled service providers. This chapter focuses on to these specific issues and presents a new approach of SLA monitoring through Data Envelopment Analysis (DEA). This extreme point approach actually can work much better in the context of SLA monitoring than general central-tendency-based statistical tools, a fact which has been corroborated by similar application examples of DEA presented in this chapter and has therefore it acts as the primary motivation to propose this new approach. Towards this end, this chapter first builds up the context of presence-enabled services (Day, Rosenburg, &amp; Sugano, 2000), its SLA and SLA parameters, and the monitoring requirements. Then it explains the basics of DEA and its application in various other engineering and services context. Ultimately, a DEA application framework for monitoring an SLA of presence-enabled services is proposed which can serve as a clear guideline for the customers of presence-enabled services, not only for SLA monitoring but also at various other stages of implementing presence-enabled services frameworks. This approach exploits the definitive suitability of the application of DEA methods to presence-enabled service monitoring problems, and can be easily implemented by the industry practitioners.

In this chapter, the authors present a system that uses smart immunization and develops structures to allow collaboration between parents, healthcare workers, and government agencies to cooperate at a grass-roots level to help spread immunization, collect and upload demographics, and allow for its multi-instance analysis. This system will enhance the spread of vaccination and reduce vaccine hesitancy. Information is coagulated and presented as statistical results that are presented in an engaging visualization form. Further, a reminder system has been set up to enable automated email service for parents by reminding them of proper and timely vaccinations. It collates the immunization data to present usable demographics for timely interventions, as may be necessary. The immunization perspective is retrained by easy storage and retrieval and quick remedial measures to contain the spread of vaccine-preventable diseases and reduction in child mortality. The rapid growth of Cloud Computing has brought with it major new challenges in the automated manageability, dynamic network reconfiguration, provisioning, scalability and flexibility of virtual networks. OpenFlow-enabled Software-Defined Networking (SDN) alleviates these key challenges through the abstraction of lower level functionality that removes the complexities of the underlying hardware by separating the data and control planes. SDN has an efficient, dynamic, automated network management, higher availability and application provisioning through programmable interfaces which are very critical for flexible and scalable cloud-based services. In this study, the author explores broadly useful open technologies and methodologies for applying an OpenFlow-enabled SDN to scalable cloud-based services and a variety of diverse applications. The approach in this paper introduces new research challenges in the design and implementation of advanced techniques for bringing an SDN-enabled components and big data applications into a cloud environment in a dynamic setting. Some of these challenges become pressing concerns to cloud providers when managing virtual networks and data centers, while others complicate the development and deployment of cloud-hosted applications from the perspective of developers and end users. However, the growing demand for manageable, scalable and flexible clouds necessitates that effective solutions to these challenges be found. Hence, through real-world research validation use cases, this paper aims at exploring useful mechanisms for the role and potential of an OpenFlow-enabled SDN and its direct benefit for scalable cloud-based services. Finally, it demonstrates the impact of an OpenFlow-enabled SDN that fully embraces the opportunities and challenges of cloud infrastructures to improve the system performance of Hadoop-based big data applications by utilizing the network control capabilities of an OpenFlow to solve network congestion.

Information Technology Infrastructure Library (ITIL) service design defines a service catalog as a list of technology-enabled services that an organization provides, often to its employees or customers. More specifically, the service catalog is an expression of the operational capability of a service provider or enterprise within the context of an end customer, a market space, or an internal business unit stakeholder. Unfortunately, most service catalogs are built by technologists for technologists. This design methodology is fine assuming the user of the catalog is an information technology professional.
