Abstract:
Between 15 March and 29 July 1998 we quantified aggressive movements (AMs) in a breeding colony of 44 adult magellanic penguins (MPs) during their nesting season at San Francisco Zoo (SFZ). We sampled their behavior for a total of 149.5 hrs in 46 sessions of 195 min each, all starting at 0945 hrs and stopping at 1300 hrs. We recognized 4 types of AMs, of which 2 (eye-pointing and charging) were threat signals, I (bill-fencing) was a ritualized contest of strength and agility, and I (biting) was physical attack. MPs only performed AMs within 2-3 m of nest entrances. Males performed 83% of all AMs, females 17%. The eye-pointing threat signal accounted for 92% of all AMs, and the 3 non-attack AMs combined accounted for 99% of all AMs; only I% involved physical assault. Both sexes performed eye-pointing and bill-fencing, but only males charged or bit their adversaries.

Six pedons derived from volcanic cinders from the San Francisco Volcanic Field near Flagstaff, Arizona, were studied to evaluate their physical, chemical, and mineralogical properties for inclusion in the proposed soil order Andisol. All the pedons meet the requirements for the Andic soil properties and they are thus classified as either Typic Ustivitrand or Melanic Ustivitrand Subgroups of Andisol Order. The proposed classification is discussed with respect to the guidelines presented in the ninth International Committee of Classification on Andisols (ICOMAND) letter.

Abstract:
The urban waterfront areas of the United States have grown increasingly neglected and derelict due to changes in traditional industrial uses and their physical severance from the downtown core. A revived interest in urban living has brought downtown property values up, including waterfront areas, and has jump-started a movement towards waterfront revitalization. In an effort to understand the specific characteristics that make some waterfront revitalization projects more sustainable over time than others, this paper employed a case study approach. Baltimore’s Inner Harbor, San Francisco, and Seattle’s Central Waterfront were selected for analysis based on three specific perspectives: recreation; development; and tourism. Using criteria determined from the literature review in conjunction with key player interviews and documentary evidence, the three case study waterfronts were analyzed for their ability to sustain revitalization. The results indicate that waterfronts must provide a balance and mix of uses, assimilate with the surrounding city, provide connections between attractions and with the city and region, continuously reinvent themselves, provide attractions that draw both locals and tourists, and have a clear identity. These findings, while quite broad, are intended to provide a foundation that will be relevant to any city undertaking new waterfront revitalization projects.

Le muralisme chicano, a la difference du mouvement muraliste mexicain des annees 1920, est ne de la lutte de cesar chavez. C'est au sein de la lutte de chavez et de son syndicat qu'apparaissent les signes avant-coureurs du muralisme chicano: la banniere de la vierge de guadalupe, l'aigle noir sur fond blanc et l'illustration graphique du journal el malcriado. Sur le plan socio-philosophique, le muralisme chicano a emerge du vide culturel: vide dans la formation des peintres ou exclusion des musees pour les artistes chicanos. Afin de pallier ces problemes, ils ont cree des centres culturels et alabore une conception de l'art non-occidentale. Dans les trois villes etudiees, le muralisme a ete tres different. A los angeles, le muralisme est ne des graffiti et a ete initie dans des cites tres pauvres par charles felix. Par la suite, de militant, le muralisme chicano est devenu environnemental. A san francisco, le muralisme chicano est ne du chomage et a pris un caractere multi-ethnique. A san diego, le muralisme est ne de la renovation urbaine et de la construction de "chicano park" pour lutter contre la construction du pont coronado. Nous avons trois mouvements muralistes chicanos. The banners of the virgin de guadalupe and the aztec eagle as well as graphic illustration in el malcriado are the signs that foretell the mural movement. On a socio-philosophical and esthetic levels, chicano murals emerged from a cultural nothingness both on the point of view of lack of education for some painters as well as the exclusion of chicano artists from the artistic scenne. That is why they created cultural centers and built up a non-occidental conception of art. In the three cities we studied, chicano murals were very different. In los angeles, chicano murals emerged from graffiti and was initiated in poor housing projects by charles felix. Afterwards, from militant chicano muralism became environmental. In san francisco, chicano muralism was born from unemployment and had a multi-ethnic charcter. In san diego, muralism was born from urban renewal and from the buildin of chicano park to. Este trabajo de investigación presenta una propuesta: el diseño de la trocha carrozable que une tres caseríos: San Juan, San Francisco y Tunal, ubicados en el distrito y provincia de San Ignacio, departamento de Cajamarca. Se realizó este proyecto con la meta de minimizar los efectos negativos que genera la falta de comunicación por carencia de vías de acceso, en los ámbitos económico, cultural, de salud y educación. Se ha desarrollado una información teórica, así como la normativa vigente para este tipo de investigaciones, así mismo los estudios realizados para el diseño de la trocha. Posteriormente, se describe la metodología utilizada para este fin, se dan a conocer los resultados luego de haber realizado los procedimientos necesarios para el diseño de la trocha carrozable San Juan – San Francisco - Tunal. Y por último, en los capítulos cinco y seis se fundamenta el porqué de la elección de ciertos resultados y se da a conocer la solución del proyecto a través de las conclusiones. Una vez obtenidos los resultados se procesaron y con ello se terminó el diseño con ayuda de programas de ingeniería: AutoCAD 2D, AutoCAD Civil 3D, S10 2000, Sistemas RW7, Ms Project, Google Earth, Microsoft Excel, Microsoft Word.<br>Tesis

CHDS State/Local<br>Approved for public release; distribution is unlimited<br>Within the San Francisco Bay Area there are four cities that host a Metropolitan Medical Response System (MMRS) program: San Francisco, San Jose, Oakland and Fremont. The four Bay Area MMRS cities are within fifty miles of each other. The MMRS resources could be used to reinforce each other's planning and response. The 103-city, 10-county Bay Area is under one Urban Area Security Initiative (UASI). Currently though, the MMRS programs in the four cities work independently of each other and of the UASI. How can these agencies collaborate to address mission gaps and overlaps? This thesis uses a Delphi survey methodology to ascertain institutional perspectives on benefits, processes, enablers and barriers to collaboration in the San Francisco Bay Area. With collaborative effort, gaps and overlaps in San Francisco Bay Area mass casualty preparedness and response can be mitigated. This thesis recommends short term and long term actions to encourage collaboration in the Bay Area, which, in turn, can lead to better patient outcomes in infrequent mass casualty incidents.

Thesis: M.C.P., Massachusetts Institute of Technology, Department of Urban Studies and Planning, 2016.<br>Cataloged from PDF version of thesis.<br>Includes bibliographical references (pages 73-76).<br>In many US cities, the implementation of green stormwater infrastructure (GSI) in the right-of-way remains problematic. On one hand, many cities' policies are espousing the Complete Streets model, an approach whereby streets should serve multiple users and purposes and combine different design elements, including GSI facilities; on the other hand, the collaboration between city agencies that would be required to implement Complete Streets project conflicts with the compartmentalized structure of city governments. This thesis analyzes the San Francisco experience with GSI, investigating citywide policies and actual street improvements that the city was able to deliver over the years. This investigation shows that although the city embraced the Complete Streets model and adopted policies that in theory encourage collaborative projects, it also did not create an implementation mechanism to support collaboration, which currently remains at the discretion of city agencies. The thesis also shows that, from a San Francisco agency standpoint, collaboration in a street project can be perceived as a hamper, rather than as an opportunity. In particular, in the case of GSI, this resulted in one agency choosing to work independently in order to implement its projects, which as a result didn't always score well in terms of completeness. This led to a paradoxical situation, by which as GSI-based street improvements were implemented over the years, agency acceptance toward GSI increased whereas agency collaboration decreased. Ascribing issues with collaboration to the compartmentalized structure of the city government, the thesis concludes with recommendations both for the San Francisco agencies wishing to engage in collaborative projects, and for the agency in charge of GSI as it moves toward a new batch of GSI projects in the right-of-way.<br>by Edoardo Saba.<br>M.C.P.

In a setting of increased movement, communication, and flows across space, commodity chain networks bring valued cultural commodities to transnational communities. This research examines the networks bringing foreign cuisine ingredients to Peruvian transnational communities in San Francisco, California. It seeks to answer three inter-related questions: 1) What are the origins and transportation networks bringing Peruvian food items to San Francisco; 2) Who controls and benefits from the movement of this food and resulting capital; and 3) How do networks vary for different classes of end consumers? Chefs of ten Peruvian restaurants and ten Peruvian migrants in the San Francisco area are interviewed to determine primary imported Peruvian food items and their cultural value. Interviews with representatives of major importing companies as well as searches of import/export databases are used to trace network flows. Flow maps follow the food items from the point of origin to the point of consumption and visually demonstrate the flow of resulting capital. Additionally, network maps are divided into three categories determined by end consumer: expensive restaurant, moderate restaurant, and home cooking. Maps are analyzed for differences between these categories. Finally, a narrative analysis discusses the role of migrants' cultural eating habits in San Francisco and its connection to transnational commodity networks. The research offers commentary on the role of food as a cultural marker for Peruvian transnationals and on the relations of power within the commodity network. This research unites economy and culture at the local and global scales while showing how “things” are imbued with cultural meaning during the processes of production to consumption on a transnational network.

TESIS PARA OPTAR AL GRADO DE MAGÍSTER EN CONTROL DE GESTIÓN<br>La información que a continuación se presenta, tiene por objeto proponer a la Exportadora San Francisco Lo Garcés Limitada un sistema de control de gestión idóneo para poder enfrentar los nuevos desafíos que se presenten. Para el desarrollo de esta tesis fue necesario realizar ajustes en las definiciones estratégicas de la Exportadora, para así poder alinear la organización hacia los nuevos desafíos. Esto se efectuó bajo un profundo análisis del entorno interno y externo de la Exportadora San Francisco Lo Garcés Limitada que terminó con un análisis detallado de las fortalezas, oportunidades, debilidades y amenazas, siendo los desafíos más importantes mantener y fortalecer la reputación de la marca llevando el concepto de calidad certificada en cuanto a la uniformidad de cada caja embalada a un estándar superior, sumada la disponibilidad de terrenos agrícolas para el desarrollo de nuevas plantaciones de variedades de cerezas con calidad de exportación y valoradas en cuanto a precio por el importador y distribuidor chino, ubicadas entre las regiones VI a IX. Se realizó el proceso de formulación de la estrategia, algo muy importante para el establecimiento del sistema de control de gestión. Se acordó formular y efectuar el seguimiento y control de la estrategia en función de la metodología del cuadro de mando integral, el que fue propuesto por Kaplan y Norton (2008). Destacándose dos temas estratégicos: Provisión uniforme de cerezas y Gestión de exportaciones y los objetivos estratégicos: Exportación de contenedor puro (una variedad, un productor), uniformidad de producto embalado y cumplimiento a todo evento del programa de exportaciones comprometido. Este trabajo finaliza con una propuesta de esquema de incentivo adecuada para la realidad de la exportadora ajustándose a los nuevos requerimientos que tiene el mercado chino, además de los incentivos del equipo de trabajo que están relacionados con los objetivos de cada perspectiva del mapa estratégico.

<p> Non-parametric ANOVA tests, ordination, and Bayesian generalized linear models (GLMs) revealed strong physical, chemical, and biological differences among the study sites. Lower trophic foodweb indexes (<i>i.e.</i>, chlorophyll-a (chl-a) concentration, zooplankton biomass, and planktivorous fish abundance) were investigated in association with environmental variables in three terminal sloughs within the upper San Francisco Estuary. Non-metric multidimensional scaling (NMDS) showed tight clustering of data from each site. Kruskal-Wallis tests confirmed the NMDS by identifying statistically-significant differences among sites and between paired sites within each of the three regions (<i>i.e.</i>, Cache Slough, Lindsey Slough, Suisun Marsh). Bayesian GLMs identified temperature and dissolved inorganic nitrogen as primary correlates with chl-a concentration, and temperature and chl-a concentration as primary correlates with zooplankton biomass. Planktivorous fish data were insufficient to fit a GLM. Up-slough sites in Cache Slough and Suisun Marsh consistently showed greater abundances of chl-a and zooplankton relative to down-slough sites in each region. However, that pattern was reversed in Lindsey Slough. Possible reasons for this discrepancy include adjacent land-use and management practices, relative importance of alternate foodweb pathways, and the presence of a major water diversion. This study emphasizes the importance of site-specific foodweb dynamics and local anthropogenic effects, particularly in relation to design of tidal wetland restoration projects.</p><p>

Vigilantism has a long history in the United States stretching back to the Regulator movement in South Carolina in 1767. These extralegal movements are distinguished from spontaneous and ephemeral mob activity by their regular organization and limited life-span. The San Francisco Committee of Vigilance of 1856 was the largest vigilante movement in American history. After a summer of vigilantism that included four hangings, the committee turned to politics and formed the People’s Party which dominated San Francisco's city government for the next decade. The 1856 committee is generally considered the great exemplar of American vigilantism and has received considerable attention from scholars. San Francisco’s 1856 vigilance committee regarded itself as a reorganization of that city's 1851 Committee of Vigilance. Like its more illustrious offspring, the 1851 committee hanged four men and banished many others. The vigilantes of 1851 did not, however, form a political party. Because of this some scholars have considered the work of the 1851 committee to be incomplete and have deemed it less worthy of attention than the committee of 1856. But in attempting to understand the intellectual grounding of San Francisco's vigilantes, this view is incorrect. The vigilantes in 1856 felt they were carrying on the work of the 1851 committee. Thus, to comprehend the events of 1856 it is necessary to understand the inspiration for the 1851 vigilance committee. The key to vigilantism in San Francisco lies in 1851. An understanding of the spirit which animates vigilantism is valuable because of what it reveals about American concepts of self-government. Vigilantes conceive of their their authority as springing from the same source as does that of the government: the people. San Francisco provides an extraordinary case for the study of notions about popular sovereignty in antebellum America. In order to make sense of what happened in San Francisco in 1851 this thesis first analyzes the political thought and philosophy that had developed in America to that time. It also examines the changing social ethos that came to emphasize equality. The two vigilance committees of San Francisco were a consummation of the political and social developments of antebellum America. I have relied on the extensive secondary literature for my interpretation. San Francisco in 1851 was in the midst of a singular episode in American history: the gold rush. The promise of riches made California the reification of the ideals of equality and opportunity that matured during the antebellum era. For the exploration of California and San Francisco I have used secondary sources and some primary sources, especially the Alta California, one of San Francisco’s newspapers. This reliance on the Alta was in part due to its availability. The attitudes toward vigilantism expressed by the 표L후르 were similar to other California newspapers. All of them supported the vigilantes in 1851. The episode of vigilantism in 1851 was a formative experience for the city of San Francisco. It served as an example of popular action and helped to define the limits of such action for the city's residents. The relationship between popular action and government was illuminated in San Francisco. Because of the way in which the people were endowed with power, they could create government and later defy that same government without destroying their creation.

This paper hopes to analyze the intersection between diversity and numbers of visitors and landscape preservation in the National Park Service. Current scholarship addresses either diversity in the Park System or carrying capacity and human population pressures. However, both are critical issues facing the National Park Service in the 21st century, and looking at the issues in isolation means missing a key interaction and potentially working to solve one problem that in turn amplifies another. Here, diversity of park-goers and preservation priorities will be addressed together, each as part of the other. Pinnacles National Park, Golden Gate National Recreation Area, and Muir Woods National Monument each face human population pressures, yet each park has unique issues that illuminate the larger struggles within in NPS to ensure its mission to preserve unimpaired the natural and cultural resources and values of the National Park System for the enjoyment, education, and inspiration of this and future generations is still being met 100 years after conception.

This is an investigation of the sex workers’ rights movement in San Francisco. My project is aimed at demystifying the movement and taking its aims seriously in order to see how it has succeeded and failed. This investigation analyses the mainstream rhetoric of the sex workers’ rights movement in San Francisco, and also uncovers sex work narratives that push against societal ideas of legitimate work, empowerment, agency and resistance. This investigation is divided into two chapters. My first chapter titled “COYOTE to the St. James Infirmary: A Historical Analysis of the sex workers’ Rights Movement in San Francisco” is inspired by Kathi Weeks’ analysis of the movement for domestic wages in the 1970’s and argues that the early movement succeeded in challenging normative ideas of work and sexuality, but ultimately failed because of the exclusion of sex workers of color and/or gender nonconforming sex workers from the movement. Chapter II, titled “The Silenced Scripts of Sex Workers: Histories Written from Below” uses Paul Apostolidis’ Grascian framework to explain why an investigation of sex workers’ zines, podcasts, blogs and magazines are essential in understanding theoretical themes that underlined the rhetoric of the sex workers’ rights movement in San Francisco. I argue that these narratives must be included in mainstream discourses surrounding sex work in order for sex workers to gain rights and remain safe on the streets of San Francisco.

With the city's vision of changing its unused industrial waterfront into a recreational zone, the thesis focuses on the conditions affecting the reuse of the site to achieve this vision. The goal is to investigate how architectural reuse of a building can keep alive history and memory of place in the context of transformation . The investigation occurs at three scales: urban context, site, and building. These scales provide clues to defining reuse strategies and inform the new uses and their overall design concepts. The selected program uses cultural and recreational activities as the appropriate vehicle for revitalization of this edge of the city, in relation to the following nearby developments: the cultural area of Verba Buena - the post-industrial Bohemia areas coexisting with the "Multi-Media Gulch" area - South of Market and the popular recreational Embarcadero Promenade which runs along the waterfront. The program for the building will include artists' studios, recreational facilities and a restaurant. The main tools to achieve this end are based on the strategies for reuse developed in this thesis: insertions, ruins, and additions. The certified thesis is available in the Institute Archives and Special Collections.<br>Cataloged from student submitted PDF version of thesis.<br>Includes bibliographical references (p. 156-160).<br>This thesis investigates the potential effects of a 7.2 magnitude earthquake in San Francisco City, particularly the implications on San Francisco's residential housing stock and impacts on the construction and demolition waste stream. The study uses System Dynamics methodology to analyze the feasibility of recycling disaster debris as new construction material to rebuild the diminished housing stock. A meta-analysis identifies capacity requirements for transport and processing material, and seeks to project a time frame for refurbishing lost housing. Simulated scenarios of policy measures provide the basis for recommendations on improving San Francisco's post-disaster recovery as related to debris handling and reoccupation of housing. Results show that an increased use of recycled content products diverts upwards of 1.6 million tons of debris from landfill, with an additional two years of delay in overall recovery. Under this hypothesis, and considering residential housing recovery as a proxy for city-wide recovery, the effects of a largescale earthquake would require an estimated recovery time of 6.8 years. Les institutions municipales américaines représentent des enjeux politiques dont s'emparent les groupes sociaux et les organisations politiques ; ce phénomène résulte notamment de la liberté dont jouissent les municipalités pour choisir leurs institutions et débouche sur une grande diversité institutionnelle. Le militantisme et la quête de représentation des minorités démographiques a conduit à la mise en cause du système d'élection des conseillers municipaux au sein d'une circonscription unique (scrutin plutinominal) et à des tentatives, souvent victorieuses, d'instauration d'un système de circonscriptions multiples (scrutin uninominal). De petites circonscriptions, de par leur composition sociale, la nature et le coût des campagnes qu'elles induisent, permettent plus facilement l'élection de représentants de minorités. Une telle réforme peut être obtenue soit par voie judiciaire, soit par la lutte politique, dont l'instrument privilégié est l'initiative référendaire. Au cours des années 70, San Francisco a été traversé par un conflit d'une grande intensité entre une coalition d'organisations de gauche et de minorités et les groupes conservateurs. Onze circonscriptions ont servi de cadre aux élections entre 1976 et 1980. En 1977 et 1979, les candidats, plus nombreux et militants, menaient campagne au contact direct d'un électorat dont ils reflétaient les caractéristiques sociales et les préoccupations, et non plus grâce au soutien des milieux d'affaires et des médias. For the last 15 years, minority groups, eager to increase their representation on city councils, have questioned the at-large (city wide multi-member district) system of election they think is discriminatory, and have tried to replace it with district (multi-member) elections. Because of their social make up and the very kind and mere cost of the electoral campaings they require, small districts allow minorities to score gains in terms of representation. Electoral reform can be granted by the courts, as a means toward fairer representation, or achieved through political devices, such as ballot initiatives. During the 70's, the electoral issue has created a deep and bitter conflict in San Francisco, between a leftist and minority coalition and conservative groups. Only between 1976 and 1980 was the district system in vigor. In 1977 and 1979, numerous militant candidates campaigned at the grass-roots level and reflected their constituencies social profiles and concerns. At-large candidates used to owe their victories to business and media support. As a reflection of new demands by the emerging political groups and leaders, local legislation became more diversified and innovative in content and more open and conflictual in the making. A new kind of relationship between city councilmen and their constituencies altered the way local government functions. The recent thrust toward electoral reform can be best understood through the strategies adopted by urban minorities and their goal of neighborhood government. Abstract:
This study was designed to assess the role of culture in male street prostitution (MSP) by comparing 11 MSPs in San Francisco with 12 MSPs in Dublin, Ireland. The methodology included locating the participants through a nonrandom direct approach and the snowball sampling technique. In addition to a semistructured interview, each participant completed the Beck Depression Inventory, the Beck Scale for Suicidal Ideation, Coopersmith Self-Esteem Instrument, the Drug Assessment, and the CAGE for indications of alcohol dependency. The Dublin group scored higher in depression and lower in self-esteem, but there were no significant differences in suicidal ideation or alcohol or other drug dependencies. There were several obvious cultural differences; these related to religious influences, age of first usage of heroin, admission of sexual orientation, families of origin, and contact with social services. Most of the Dublin participants were on methadone maintenance programs and drew weekly assistance from welfare agencies, whereas none of the San Francisco participants were on methadone and only one received welfare. Contrary to expectations, none of the participants were gay adolescents who had been forced from their homes and engaged in prostitution in order to survive. The prime reason for entering and remaining in prostitution was heroin dependence. The results favored the proposition that childhood sexual abuse, early school leaving, and addiction to heroin were predisposing factors that lead these participants into MSP. Recommendations are offered for new services and, ideally, for service providers who come from the ranks of the MSPs.

El presente trabajo de investigación está dedicado al estudio del retablo de San Francisco ubicado en el templo del mismo nombre y que está en la tenencia que actualmente lleva el nombre de Coatepec de Morelos en el municipio de Zitácuaro, Michoacán. La explicación de este mueble se realizará desde la Historia del Arte. Por lo tanto, contiene una descripción del retablo edificado en el interior de la iglesia de San Francisco y se establece su relación con los tratados arquitectónicos posiblemente seguidos por los constructores del siglo XIX, en la elaboración de éste. La historiografía sobre los retablos del siglo decimonónico es poca, la mayoría de los historiadores han escrito sobre los retablos del siglo XVIII, en menor proporción se han ocupado de los muebles de los siglos XVI, XVII y XIX. Sobre las primeras dos centurias debe observarse que han llegado pocos ejemplos. En cambio, los muebles provenientes de la centuria decimonónica han tenido poco interés. En dichos textos he distinguido que se ha escrito de acuerdo a las percepciones, y se han establecido algunos conceptos que ponen en discusión algunos de los elementos que componen el retablo. Esta investigación estudia el contexto en el que se desarrolló la arquitectura neoclásica, por lo tanto, me refiero a construcciones que contemplan el empleo de los tratados arquitectónicos durante el siglo XIX. Por ello en mi metodología se explica el retablo a partir de una descripción de los elementos constructivos y su representación en los tratados arquitectónicos. Por esa razón fue imprescindible la descripción detallada, pues es una forma de explicar los elementos que lo integran y darles una temporalidad, de lo que anteriormente se creía sobre el origen de este retablo.

Estudios sobre la diversidad de turbelarios son escasos en nuestro país. El Perú sólo cuenta con registros recientes de turbelarios de ambientes continentales; sin embargo, los registros de especies de ambientes marinos son prácticamente inexistentes. Bajo este contexto, el presente trabajo registra y describe la fauna de turbelarios marinos que habitan la Bahía de Ancón (Playa San Francisco). Se reporta por primera vez para el Perú cinco especies: Alcha evelinae (Polycistididae), Trigonostomum galapagoensis (Trigonostomidae), Itaipusa divae (Koinocystididae), Urastoma sp. (Urastomidae) y una especie sin determinar de la familia Cylindrostomidae. Además, la descripción de T. galapagoensis constituye la primera desde su descripción original hace 44 años.<br>Tesis

Population abundances of English sole within the San Francisco Bay from 1973 to 1981 showed a significant positive correlation with Delta outflows, and a significant negative correlation with salinity. Temperature in the bay and ocean upwelling showed no correlation with English sole abundance in the Bay. Because of the positive correlation between the abundance of English sole in the South San Francisco Bay and Delta outflow, this study suggests that any factor resulting in a reduction in outflow may reduce the abundance of English sole in the sample area.
