Solak-zâde Mehmed Hemdemî Çelebi, 17. yüzyıl Osmanlı tarihçilerindendir. Kendi adıyla anılan tarihiyle tanınır. Gençlik yılları saray ve çevresinde geçmiştir. Sultan IV. Murad’ın musahiplerinden olan Solak-zâde, Sultan İbrahim, Hatice Turhan Sultan ve IV. Mehmed tarafından da himaye edilmiştir. Çalışmamıza konu olan “Hemdemî’nin Nasihatnâmesi” isimli eser, Avusturya Milli Kütüphanesi, Türkçe Yazmaları kataloğunda (Cod.N.F.283) bulunmaktadır. Nüshanın dış kapağında “Hemdemî’nin Nasihatnâmesi” ifadesi mevcuttur. Eserin bir diğer nüshası ise McGill Üniversitesi, İslami Çalışmalar Kütüphanesindedir (C95-S684). Cod.N.F.283’ün fotokopisi olan bu nüshanın kapağında “Solak-zâde Mehmed Hemdemî, Nasihatnâme” ifadesi mevcuttur. Ancak eserin muhtevasında müellifin kimliği ile ilgili bilgi bulunmamaktadır. Solak-zâde, Osmanlı devlet sistemindeki kargaşanın sebeplerini ve düzenin yeniden tesisinin nasıl mümkün olduğuyla ilgili olarak Sultan IV. Mehmed’e tavsiyelerde bulunmak amacıyla Nasihatnâme’yi kaleme almıştır. Nasihatnâme, ihtivası bakımından 17. yüzyılda Osmanlı İmparatorluğunun içerisinde bulunduğu durumu gözler önüne sermesi bakımından oldukça önemlidir. Eserde rüşvetin yaygınlaşması, liyakatin gözetilmemesi, adam kayırma, idarecilerin halk üzerindeki baskı ve zulümleri, şerʻi kanunlardan uzaklaşılması gibi sebeplerle devlet sisteminin bozulduğuna dikkat çekilmiştir. Müellif, bozulan düzenin yeniden tesisi için çözüm önerileri sunarken Kur’an-ı Kerim ayetlerine, hadis-i şerif rivayetlerine atıf yapmış; atasözleri, vecizeler ve hikâyelerden de yararlanmıştır.

Osmanlı ve Habsburg sarayları, 10 Ağustos 1664’te Vasvar’ta imzaladıkları antlaşmayla aralarında bir süredir devam eden savaşı sonlandırdılar. Vasvar antlaşmasının son maddesinde büyükelçi statüsünü haiz iki elçinin karşılıklı teati edilmesine karar verildi. Kara Mehmed Paşa 1665’te gittiği Habsburg payitahtı Viyana’da IV. Mehmed adına elçilik görevini yerine getirdi. Bu yazı, Kara Mehmed’in sefaret hizmetine seçilişi, Viyana yolculuğu, elçilik heyetinin kimlerden oluştuğu, büyükelçinin Viyana’da karşılaştığı teşrifat vs. konularını Avusturya ve Osmanlı arşiv kaynakları muvacehesinde ele almaktadır. Makale, Kara Mehmed Paşa elçiliği üzerine bugüne değin yapılan çalışmaların değerlendirmesiyle başlamakta ve elçiliğin tarihsel tecrübesi ana kaynaklar temelinde bir kez daha yazılmaktadır. Abstract:
In 1986, a coin hoard was discovered in the Katrandzhiyata Locality, 2.5–3 km west of the Provadian village of Tutrakantsi. The coins were subsequently scattered among the population of the village. The European coins in the preserved part of the hoard, which was published by Lachezar Lazarov, number six in total, and those of Ottoman origin comprise 309 coins. The latest European coin is a French issue of Louis XIV from 1660, and the latest Ottoman examples are of Sultan Mehmed IV (1648–1687). Among the published Ottoman coins is a curious akçe, which is included in a group containing a total of 22 coins of Sultan Mehmed IV with illegible or missing mints. In the present article the author identifies the coin as an akçe stroked at the mint of Dimashk – modern-day Damascus, Syria. Thus, the information about the hoard is corrected and supplemented.

Abstract:
This article analyzes the relationship between Ottoman sovereignty and animal actors as presented by members of the Ottoman imperial court (dergāh-ı ʿālī) reporting on Sultan Mehmed IV’s (r. 1648-1687) hunting expeditions. Upon a close reading of accounts penned by the storyteller and world traveler Evliya Çelebi (c. 1611-1683), the historian Abdurrahman Abdi Paşa (d. 1692), and the court chronicler Mustafa Naima Efendi (1655-1716), I argue that their descriptions of Mehmed IV’s participation in the imperial hunt reveal a shared conception of sovereign character based on engagement with animals. In each narrative examined, the emperor and his actions are judged based on his ability to see the workings of God in the animal world, to competently legislate life and death according to the merit of individual animals and entire animal species, or to justly defend the Ottoman realm and its biodiverse inhabitants. By virtue of their references to the slaughter of deer that behave like “rebels”, rabbits deserving of mercy, cows of divine guidance, and birds that require protection because of their harmlessness, I maintain that these authors present Mehmed IV’s interactions with animals as an indication of his quality as ruler.

Abstract:
The study is а consideration of the Turkish vector in the diplomatic activities of the Ukrainian Hetmans in the 17th century based on the Ukrainian and the Turkic-Ottoman sources. The circumstances of Hetman Bohdan Khmelnytshky’s residence in Bakhchisarai under the reigning of Sultan Mehmet IV, as well as making the agreement between the Ukrainian Cossack State and the Crimean Khanate have been investigated. In particular, the focuse has been made on the importance of diplomatic activities of Hetman Petro Doroshenko in the relations with the Ottoman Empire. The analysis of the Turkish-written sources also revealed the fact that from the time of the start of Hetman P. Dorosheko’s ruling the rise of the diplomatic relations between Chyhyryn and Istanbul has taken place. A series of envoys from the Turkish Sultan in 1169 resulted in Mehmed IV’s issuing an order on awarding P. Doroshenko with hetman’s authorities in regard of the Zaporozhian Cossacks. The Turkish side has been recognizing the hetman’s authority in Ukraine for a long period. The liberation of Ukraine from the Polish-Lithuanian occupation has become the result of the observing the terms and conditions of the agreement made with Hetman Petro Doroshenko, which were provided in the above said Ferman of Mehmed IV. In the war of the Ottoman Empire against the Polish and Lithuanian Commonwealth, the Moscow, Austrian and German soldiers, as well as the Ukrainian Cossacks (the latter ones were headed by Hetman Mykhailo Khanenko) have been engaged to combat on the Polish side. Despite such an alignment of the military forces, the Turkish Army together with the Cossacks headed by Hetman P. Doroshenko and the Crimean warriors succeeded in winning the battle. In the Turkish Army sources one can find some compliments addressed to the Ukrainian hetman, e.g. “the Pride of all the Christian Rulers, the Ruler of a Free Nation worshipping Jesus Crist”, which proves that, apart from the diplomatic recognition of the said hetman, the Ukrainian Cossacks have been highly respected, and that the Christianity has been treated with tolerance.

Né à une époque où l'Angleterre entretenait un commerce florissant avec l'Empire ottoman, sir Paul Rycaut fut un diplomate ambitieux, qui représenta la fière Albion durant dix-sept années auprès du sultan Mehmet IV et des autorités ottomanes. Fort de sa qualité d'observateur privilégie, ayant assisté à de nombreuses manifestations officielles, amoureux d'histoire, Rycaut entreprit de laisser un témoignage de son expérience ottomane, sous forme d‘ouvrages historiques mais surtout d'un traité sur le gouvernement, la religion et les forces armées de l'Empire ottoman. Rycaut fut tout d'abord secrétaire d'ambassade à Istanbul puis consul a Smyrne, poste important qui fit de lui le seul représentant de l'autorité de son souverain en Anatolie. Le point de vue de Rycaut n'est pas celui d'un simple voyageur, mais celui d'un politique au service de la couronne d'Angleterre, conscient de l’importance de sa charge et des informations qu'il avait collectées au fil des ans sur les mœurs et l'histoire des Ottomans. Apres avoir retracé la vie de Rycaut en Turquie, nous nous sommes intéressée à la méthode et aux sources de notre auteur, au choix de ses themes d‘étude et aux valeurs auxquelles il est attaché. Ces dernieres font que les travaux de Rycaut portent le message tout particulier qu‘a voulu transmettre cet érudit chrétien et européen de la fin du XVIIème siècle.

Les expéditions et projets pontificaux face à l’avancée ottomane au XVe siècle sont loins d'être une répétition à l'identique des croisades antérieures. Elles révèlent au contaire une prise en compte attentive de la situation militaire, économique et politique des États d'Orient comme d'Occident. Les papes repensèrent les tactiques, stratégies et objectifs de la guerre et redéfinirent le rôle de tous les acteurs de la croisade : eux-mêmes prirent une part active dans l'organisation et la menée des armées ; les princes furent incités à se conforter aux plans établis depuis Rome ; la participation du peuple fut progressivement réduite à un rôle financier. Cette nouvelle façon de conduire la guerre visait à mieux résister à un ennemi considéré comme redoutable, mais aussi à renforcer le pouvoir pontifical en réaffirmant le rôle des papes dans la défense de la foi. La papauté devait se donner les moyens de mettre en œuvre ces projets. Elle ne disposait pas des fonds nécessaires au financement de ces entreprises : elle sut diversifier les méthodes pour en collecter à travers toute l'Europe. Elle n'était pas habituée à prendre en main elle-même les aspects concrets de la croisade : elle entreprit de se doter pour cela d'une administration spécialisée. Surtout, ces innovations et l'affirmation de l'absolutisme pontifical qu'elles impliquaient suscitèrent des critiques et oppositions nombreuses. Les papes tentèrent de les légitimer en diffusant un discours conservateur destiné à minimiser les nouveautés et à magnifier les similitudes entre leur combat et les croisades des siècles passés<br>The pope's expeditions and projects against the Ottoman invasion in the fifteenth century were far from a simple duplicate of former crusades. They reveal a great attention given to both Eastern and Western military, political, and economic situations. Popes reinvented the war's tactics, strategies and objectives and gave a new role to the traditional actors of the crusade: popes handled themselves the waging and guiding of armies; lay rulers were invited to obey papal plans; the people's role was gradually limited to a financial participation. This new way of waging war was intended to be more efficient against an enemy considered as dreadful, but it also aimed at reinforcing papal power by showing the pope's role in defending Christian faith. The popes had to find out the means of concretizing their projects. They didn't have the funds to finance such enterprises: they managed to diversify their incomes and collect them throughout Europe. As they weren't used to manage direct control over the crusades: they tried to constitute a specific administration in order to do so. Most of all, these innovations and the related assertion of papal absolutism provoked numerous critics and oppositions. Popes tried to legitimize their activities by diffusing a conservative discourse, aimed at magnifying similarities between their fight and the crusades of the past centuries

The Ottoman fortress of Seddülbahir on the European shores of the Dardanelles and Kumkale, its sister fortress on the opposite side of the Straits, were both built in 1658 by Hadice Turhan Sultan, the queen mother or valide sultan of Sultan Mehmed IV. The Seddülbahir restoration project illustrates that the type of information that can be extracted from the Ottoman building and repair records is invaluable for guiding decisions concerning potential excavation sites. Along with the non-invasive techniques that are increasingly a part of pre-excavation archaeological planning, a thorough investigation of the extant physical remains, and the visual records provided in engravings and other representational sources, an examination of the building and repair records in the Ottoman archives should be standard methodological practice for any Ottoman era archaeological or restoration project.

Eğitim ortamlarını geliştirmek ve çocukların ilgilerini çekmek isteyen bir öğretmenin dersine teknolojiyi entegre etmesi gerekecektir. Öğretmenlerin mesleki deneyimleri ise 1 yıl ile 35 yıl arasında değişmektedir. Görüşmeler yarı yapılandırılmış sorulardan oluşturulmuş sonrasında iki uzman görüşü alınmıştır. Bu çalışma için Burdur Mehmet Akif Ersoy Üniversitesi Girişimsel Olmayan Klinik Araştırmalar Etik Kurulu’ndan izin alınarak okulöncesi öğretmenleri ile görüşmeler gerçekleştirilmiştir. Katılımcılar gerekli teknolojik araç-gereçler ve gerekli seminer ya da eğitimler sağlandığı takdirde okulöncesi öğretmenlerinin daha başarılı olacağını belirtmiş, çocukların görsel ve işitsel anlamda teknolojiye son derece meraklı olduklarını fakat teknoloji kullanmalarının kontrollü bir şekilde sağlanması yönünde hemfikir olmuşlardır. Ailelerin de bu konuda çocuklarını desteklemeleri ve teknoloji kullanmaları konusunda çocukları kontrol etmeleri gerektiği de çıkan sonuçlar arasındadır.

Abstract:
In 1450, Edirne Palace, which was started to be built in the time of II. Murad, was built by his son Fatih Sultan Mehmet after the death of the sultan and named as the New Palace. The process that started with II. Murad, Fatih Sultan Mehmet,Suleiman the Magnificent, II. Selim, I. Ahmet, IV. Mehmet, II. Ahmed, III. Mustafa and It continued with the additions made during the reign of II. Suleiman. The New Palace, which was planned as a series of courtyards in accordance with the regulations, had 117 rooms, 21 divanhanes, 18 baths, 8 mosques, 17 large doors, 13 wards, 4 cellars, five printing houses and 14 pavilions. After Istanbul became the capital, as a result of the interest of the sultans, XVIII. Until the first half of the century, it was used in a well-kept condition in accordance with its purpose of construction. Edirne New Palace is a cultural heritage covering all phases of Ottoman architecture and art from Murad II to the end of the 19th century. Excavations to uncover many aspects of this heritage and to bring some of it into modern Turkish cultural life have a long history. The first excavations were initiated on 18 August 1956 by Tahsin Öz, Deputy Director of the Istanbul Archaeological Museum. Later, in 1973, the Edirne New Palace was re-excavated under the direction of Prof. Dr. Doğan Kuban with the participation of experts from the Edirne Museum. The third period of the excavations of the New Palace of Edirne was resumed in 1999 under the direction of the Edirne Museum. The excavations in this period were carried out in Matbah-ı Amire under the scientific supervision of Prof. Dr. Gönül Cantay. Excavations were carried out in Cihannüma Pavilion and Arz Room between 2004-2007. Between 2009 and 2015, Edirne New Palace Excavation continued under the presidency of Prof. Dr. Mustafa Özer with the decision of the Council of Ministers on behalf of the Ministry of Culture and Tourism and Trakya University. After a 2-year break, excavations resumed in 2018 under the scientific supervision of Assoc. Prof. Dr. Gülay Apa Kurtişoğlu. As of 2020, a 12-month excavation status was granted by the Presidential decision and excavations continued under the presidency of Gülay Apa Kurtişoğlu until 2023.
